Recognizes and expresses support for the efforts of the USA Bid Committee to bring the 2018 or 2022 Federation Internationale de Football Association (FIFA) World CupTM competition to the United States. Encourages the President and appropriate federal agencies to support the Committee's efforts. Welcomes a request by the President to provide authorizations and appropriations necessary to fulfill guarantees or other obligations in support of the 2018 or 2022 competition, if the United States is selected.

Amends the Water Resources Development Act of 2000 to authorize the Secretary of the Army to accept and expend funds contributed by non-federal public entities to expedite the evaluation of permits of such entities related to projects for a public purpose under the jurisdiction of the Department of the Army through December 31, 2016. Directs the Secretary to ensure that the evaluation of permits carried out using such funds: (1) is reviewed by the District Commander of the Corps District in which the project or activity is located, unless the evaluation of the permit is initially conducted by the District Commander in which case the review shall be conducted by the Commander of the Corps Division in which the District is located; and (2) utilizes the same procedures for decisions that would otherwise be required for the evaluation of permits for similar projects or activities not carried out using such funds. Prohibits such funds from being used to carry out such review. Directs the Secretary to ensure that all final permit decisions carried out using such funds are made available to the public, including on the Internet.

Strengthening Medicare Anti-Fraud Measures Act of 2010 - Amends title XI of the Social Security Act to authorize the Secretary of Health and Human Services (HHS) to exclude from participation in any federal health care program entities affiliated with a sanctioned entity, as well as any officer or managing employee of an affiliated entity (currently, only individuals with an ownership or control interest in a sanctioned entity), if the affiliated entity was so affiliated at the time of any of the conduct forming the basis for the conviction or exclusion of the sanctioned entity.

Anti-Pork Act of 2010 - Amends Rule XXIII (Code of Official Conduct) of the Rules of the House of Representatives to require a Member, Delegate, or Resident Commissioner (Member) requesting a congressional earmark in any bill or joint resolution (or an accompanying report) to provide a written statement to the chair and ranking minority member of the committee of jurisdiction certifying that specified requirements have been met. Requires a governmental entity or nonprofit, earmark recipient within the district of, and designated by, the Member to have held a public hearing on the congressional earmark at least 30 days before its submission to the committee. Requires notice of the public hearing to have been printed in the appropriate local newspaper at least 15 days before the hearing. Requires further that, if such earmark request is for public improvement purposes, the local government entity with jurisdiction over the requested improvement has passed a resolution in support of the earmark request or written a binding official communication in its support. Limits the amount of appropriated funds for the project to 50% of its total cost. Prohibits an earmark from funding any administrative costs. Requires the requesting Member to have posted the earmark request on his or her public website, including the name and address of the intended recipient or, if there is no specifically intended recipient, the intended location of the activity, the earmark's purpose, and the 30-day public hearing notice. Amends Rule X (Organization of Committees) to require any subcommittee of the House Committee on Appropriations to hold a hearing on all requested earmarks to be included in a measure or any accompanying report before it approves such legislation. Requires a 14-day advance public notice of the hearing on the committee website. Requires the Member requesting an earmark to testify in its support at the applicable subcommittee hearing.

Restoring Assistance for Families' and Seniors' Health Expenses Act of 2010 - Repeals provisions of the Patient Protection and Affordable Care Act (PPACA) that: (1) increase from 7.5% to 10% the adjusted gross income threshold for claiming the tax deduction for medical expenses; (2) restrict payments from health savings accounts, medical savings accounts, and health flexible spending arrangements for medications solely to prescription drugs or insulin; (3) increase to 20% the penalty for distributions from a health savings or Archer medical savings account not used for qualified medical expenses; and (4) limit to $2,500 the annual salary reduction contribution to a health flexible spending arrangement under a cafeteria plan. Amends PPACA to treat a high deductible health plan as a qualified health plan under such Act.

Amends title VIII (Impact Aid) of the Elementary and Secondary Education Act of 1965 to require the Secretary of Education to complete Impact Aid payments to eligible local educational agencies (LEAs) within three fiscal years of their appropriation. (The Impact Aid program compensates LEAs for the financial burden of federal activities affecting their school districts.)

United States Marshals Service 225th Anniversary Commemorative Coin Act - Directs the Secretary of the Treasury, in commemoration of the 225th anniversary of the establishment of the United States Marshals Service, to mint and issue $5 gold and $1 silver coins emblematic of the 225 years of exemplary and unparalleled achievements of the U.S. Marshals Service. Requires all such coin sales to include a surcharge of: (1) $35 per $5 coin; and (2) $10 per $1 coin. Requires distribution of the first $5 million to the Director of the United States Marshals Service National Museum, for the preservation, maintenance, and display of artifacts and documents of the U.S. Marshals Service. Requires distribution of: (1) $1 million to the National Center for Missing and Exploited Children; (2) $1 million to the National Law Enforcement Officers Memorial Fund in support of the National Law Enforcement Museum and the National Law Enforcement Officers Memorial; (3) $1 million to the Federal Law Enforcement Officers Association; (4) $500,000 to the William "Bill" Degan Scholarship Fund (provides scholarships for spouses and children of law enforcement officers killed in the line of duty); (5) $500,000 to the Robert D. May Scholarship Fund (provides scholarships for spouses and children of law enforcement officers killed in the line of duty); (6) $500,000 to the Community Oriented Policing Service; and (7) $500,000 to the United States Marshals Service Association. Authorizes the Secretary to strike and sell bronze duplicates of the $5 gold coins.

Amends the National Flood Insurance Act of 1968 to extend the National Flood Insurance Program (Program) from September 30, 2008, through May 31, 2011. Extends through May 31, 2011, the increased total amount of notes and obligations which the Director of FEMA may, with the approval of the President, issue to finance the Program.

Offshore Drilling Safety Improvement Act - Amends the Outer Continental Shelf Lands Act to direct the Secretary of the Interior to issue regulations requiring: (1) that all oil and gas drilling and production operations on the outer Continental Shelf have safety and environmental management systems in place, including blowout preventers and additional backup emergency shutoff equipment such as acoustic shut-off technology; and (2) that such equipment use the best available and safest technologies. Requires consideration of the need for different technology requirements in different environments and depths. Applies such regulations to: (1) all new oil and gas drilling and production operations, and (2) all existing drilling and production operations six months after the issuance of the regulations. Requires the Secretary, every five years thereafter, to review blowout preventer and emergency shutoff equipment technology and revise the regulations as necessary to require use of the best available technology. Amends the Department of Energy Organization Act to require the Department of Energy (DOE) Assistant Secretaries to identify the best available and safest technology for offshore oil and gas exploration and production.

Good Samaritan Protection for Construction, Architectural, and Engineering Volunteers Act - Grants construction companies and architectural and engineering firms and their employees immunity from liability for negligence, except for gross negligence or willful misconduct, when providing emergency assistance on a voluntary basis in response to a declared emergency or disaster, in good faith, and without expectation of compensation.

Prevention of Interstate Commerce in Animal Crush Videos Act of 2010 - Amends the federal criminal code to revise provisions prohibiting knowingly creating, selling, or possessing a depiction of animal cruelty to prohibit knowingly and for the purpose of commercial advantage or private financial gain selling or distributing an animal crush video in interstate or foreign commerce. States that such prohibition does not prohibit the sale or distribution of any visual depiction of hunting, trapping, fishing, or customary and normal veterinary or agricultural husbandry practices. Defines "animal crush video" as any obscene photograph, motion-picture film, video recording, or electronic image that depicts actual conduct in which one or more living animals is intentionally crushed, burned, drowned, suffocated, or impaled in a manner that would violate a criminal prohibition on cruelty to animals in the federal or state jurisdiction in which the depiction is created, sold, distributed, or offered for sale or distribution.

Registered Nurse Safe Staffing Act of 2010 - Amends title XVIII (Medicare) of the Social Security Act, as amended by the Patient Protection and Affordable Care Act (PPACA), to require each Medicare participating hospital to implement a hospital-wide staffing plan for nursing services furnished in the hospital. Requires the plan to require that an appropriate number of registered nurses provide direct patient care in each unit and on each shift of the hospital to ensure staffing levels that: (1) address the unique characteristics of the patients and hospital units; and (2) result in the delivery of safe, quality patient care consistent with specified requirements. Requires each participating hospital to establish a hospital nurse staffing committee which shall implement and oversee such plan. Specifies civil monetary and other penalties for violation of the requirements of this Act. Sets forth whistleblower protections against discrimination and retaliation involving patients or employees of the hospital for their grievances, complaints, or involvement in investigations relating to such plan.

Protecting Against Indebting our Descendants through Fully Offset Relief (PAID FOR) Temporary Extension Act of 2010 - Amends the Supplemental Appropriations Act, 2008 with respect to the state-established individual emergency unemployment compensation account (EUCA). Extends the final date for entering a federal-state agreement under the Emergency Unemployment Compensation (EUC) program through July 7, 2010. Postpones the termination of the program until December 11, 2010. Amends the Assistance for Unemployed Workers and Struggling Families Act to extend until July 7, 2010: (1) federal-state agreements increasing regular unemployment compensation payments to individuals; and (2) requirements that federal payments to states cover 100% of EUC. Amends the Unemployment Compensation Extension Act of 2008 to exempt weeks of unemployment between enactment of this Act and December 11, 2010, from the prohibition in the Federal-State Extended Unemployment Compensation Act of 1970 against federal matching payments to a state for the first week in an individual's eligibility period for which extended compensation or sharable regular compensation is paid if the state law provides for payment of regular compensation to an individual for his or her first week of otherwise compensable unemployment. (Thus allows temporary federal matching for the first week of extended benefits for states with no waiting period.) Amends the American Recovery and Reinvestment Act of 2009 (ARRA) to extend through June 30, 2010, premium assistance for COBRA (health insurance continuation benefits under the Consolidated Omnibus Budget Reconciliation Act of 1985) benefits. Amends title XVIII (Medicare) of the Social Security Act to extend through June 30, 2010, the 0% update to the conversion factor in the Medicare physican payment computation. Amends the Department of Defense Appropriations Act, 2010 to extend the use of 2009 poverty guidelines through June 30, 2010. Prohibits the Secretary of Health and Human Services (HHS) from publishing updated poverty guidelines for 2010 until after such date. Amends the Continuing Appropriations Resolution, 2010 to extend through June 30, 2010, the national flood insurance program. Amends the ARRA to extend through June 30, 2010, the small business loan guarantee program. Makes appropriations for the program as well as for the cost of certain loan guarantee fee reductions and eliminations. Rescinds pro rata the unobligated balance of each amount appropriated or made available under ARRA (except under title X: Military Construction and Veterans Affairs of division A), so that the aggregate amount of such rescissions equals $13 billion to offset the net increase in spending resulting from this Act.

Restores provisions of law amended by such Acts. Enacts the Common Sense Health Care Reform and Affordability Act (H.R. 4038), as introduced in the House of Representatives on November 9, 2009.

Puppy Uniform Protection and Safety Act - Amends the Animal Welfare Act to define a "high volume retail breeder" as a person who, in commerce, for compensation or profit: (1) has an ownership interest in or custody of one or more breeding female dogs; and (2) sells, via any means of conveyance, more than 50 of the offspring of such dogs for use as pets in any one-year period. Considers such a breeder of dogs to be a dealer. Requires dealers to include on licensing applications and annual renewals the total number of dogs exempted from exercise on the premises of the dealer in the preceding year by a licensed veterinarian. Requires the Secretary of Agriculture to promulgate requirements for the exercise of dogs at facilities owned or operated by a dealer, including requiring daily access to exercise that: (1) allows the dogs to move sufficiently in a way that is not forced, repetitive, or restrictive; and (2) is in an area that is spacious, cleaned at least once a day, free of infestation by pests or vermin, and designed to prevent the dogs from escaping. Allows an exemption if: (1) a licensed veterinarian determines that a dog should not exercise because of the health, condition, or well-being of the dog; and (2) such determination is reviewed and updated at least once every 30 days by the veterinarian, unless the basis for the determination is a permanent condition. Subjects such a determination to review and approval by the Secretary.

Recognizes the historical importance of the 60th anniversary of the outbreak of the Korean War, which began on June 25, 1950. Honors the noble service and sacrifice of the U.S. Armed Forces and the armed forces of allied countries that served in Korea since 1950 to the present. Encourages all Americans to participate in commemorative activities to pay solemn tribute to, and to never forget, the veterans of the Korean War. Calls upon the President to issue a proclamation recognizing the 60th anniversary of the Korean War and commemorating National Korean War Veterans Armistice Day. Reaffirms the U.S. commitment to its alliance with the Republic of Korea for the betterment of peace and prosperity on the Korean Peninsula.

Fair Defense Competition Act - Directs the Secretary of Defense (DOD), in awarding a contract for any major defense acquisition program and conducting the cost or price evaluation of any proposal for that contract, to take into account any final panel report that concludes that an illegal subsidy (inconsistent with the Agreement on Subsidies and Countervailing Measures) has been provided with respect to: (1) any merchandise or major component of such program; or (2) the development of any merchandise or major component thereof. Requires the Secretary, if the illegal subsidy has not been withdrawn, to increase the cost or price of the proposal by the amount of the subsidy.

Earmark Transparency Act of 2010 - Amends the Congressional Budget Act of 1974 to require the Clerk of the House of Representatives and the Secretary of the Senate to establish jointly a free public searchable website, listing all requests by Members of Congress for congressionally directed spending items (congressional earmarks). Requires each congressional committee, within five calendar days of receipt of a request for a congressional earmark from a Member of Congress, to provide to the Clerk and the Secretary, as applicable, the initial required information regarding that request that is required to be placed on the website. Makes it out of order to consider any legislation unless it meets the requirements of this Act.

Congratulates: (1) the residents of Jerusalem and the people of Israel on the 43rd anniversary of Jerusalem's reunification; and (2) the people of Israel on the 62nd anniversary of their independence. Expresses the belief that Jerusalem must remain an undivided city in which the rights of every ethnic and religious group are protected, and reaffirms Israel's right to take necessary steps to prevent Jerusalem's future division. Calls upon the President and the Secretary of State to affirm as a matter of U.S. policy that Jerusalem must remain Israel's undivided capital. Urges the President to begin the process of relocating the U.S. Embassy in Israel to Jerusalem.

Haiti Economic Lift Program Act of 2010 - Amends the Caribbean Basin Economic Recovery Act (CBERA) (as amended by the United States-Caribbean Basin Trade Partnership Act, the Haitian Hemispheric Opportunity through Partnership Encouragement Act of 2006 [HOPE Act], and the Haitian Hemispheric Opportunity through Partnership Encouragement Act of 2008 [HOPE II]) to extend, in each succeeding one-year period through FY2020 (transition period), the duty-free treatment of certain imported knit apparel articles made in one or more Caribbean Basin Trade Partnership Act (CBTPA) beneficiary countries from yarns wholly formed in the United States. Extends, in each applicable one-year period through FY2020, the duty-free treatment of imported apparel articles made in Haiti or the Dominican Republic. Prescribes duty-free treatment also, without regard to the source of the fabric, fabric components, components knit-to-shape, or yarns from which the article is made, for specified apparel articles or made-up textile articles: (1) wholly assembled, or knit-to-shape, in Haiti from any combination of fabrics, fabric components, components knit-to-shape, or yarns; and (2) imported directly from Haiti or the Dominican Republic. Sets forth a special rule for certain woven articles and certain knit articles entered during FY2010 and succeeding one-year periods. Requires the Commissioner responsible for U.S. Customs and Border Protection to verify that such apparel articles imported into the United States are not being unlawfully transshipped into the United States. Revises requirements for one particular credit under the earned import allowance certificate program to reduce from three to two the number of square meter equivalents of qualifying woven fabric or qualifying knit fabric that the producer or entity controlling production can demonstrate that it purchased for the manufacture in Haiti of articles like or similar to any article eligible for preferential treatment. Extends the value-added rule for apparel articles and the special rule for certain wire harness automotive components. Directs the Commissioner to seek to send a rapid response team, as well as a support team, to Haiti to: (1) assess the short-term and long-term technical, capacity-building, and training needs of the authorities of the government of Haiti responsible for customs services; and (2) provide immediate assistance, particularly with respect to reestablishing full capacity for commercial port operations at the seaport at Port-au-Prince, facilitating trade between the United States and Haiti under CBERA, preventing unlawful transshipment of goods through Haiti to the United States, and otherwise strengthening cooperation between U.S., Haitian, and Dominican customs authorities. Declares the sense of Congress regarding regional cooperation and transshipment.

Grow a Renewable Energy Economy Now--Jumpstart Other Biofuels Act of 2010 - Amends the Internal Revenue Code to: (1) allow a 30% energy tax credit for investments in qualified cellulosic and algae-based biofuel facilities; (2) extend through 2016 the special depreciation allowance for qualified cellulosic biofuel plant property; (3) include algae-based biofuel within the definition of cellulosic biofuel for purposes of the cellulosic biofuel producer tax credit; (4) exclude from the definition of cellulosic biofuel any processed fuel with an acid number greater than 25; (5) extend through 2016 the cellulosic biofuel producer tax credit; and (6) allow a direct payment of 30% of the basis of cellulosic and algae-based biofuel facility property.

Education for All Act of 2010 - Amends the Foreign Assistance Act of 1961 to state that it is U.S. policy to work with foreign countries and international and civil society organizations to achieve universal basic education by: (1) assisting developing countries and nongovernmental and multilateral organizations to provide all children with a quality basic education; and (2) promoting education as the foundation for communities' development. Directs the President to develop a comprehensive U.S. strategy to promote universal basic education by 2015. Authorizes the President to provide funds and other assistance to qualifying foreign countries to create the policies, processes, and infrastructure to develop national basic education plans. Amends the State Department Basic Authorities Act of 1956 to establish within the Department of State a Coordinator of United States Government Activities to Provide Basic Education Assistance who shall shall have primary responsibility for the oversight and coordination of all U.S. government resources and international activities to promote universal basic education.

Veteran Employment Assistance Act of 2010 - Amends the Small Business Act to direct the Administrator of the Small Business Administration (SBA) to establish a program, headed by a Director, which designates veterans business centers to provide entrepreneurial training and counseling to veterans in areas in which the number of veterans, especially veterans of Operations Iraqi Freedom and Enduring Freedom, exceed the national median. Requires the Director to establish a program of grants to veterans business centers to: (1) provide federal procurement assistance to small businesses owned and controlled by veterans; and (2) develop outreach programs to create or further develop service-disabled veteran-owned small businesses. Authorizes the Director to hold biennial veterans entrepreneurial development summits. Decreases from three years to one year the period for completion of training of new disabled veterans' outreach program specialists and local veterans' employment representatives. Directs the Secretary of Labor to provide a training subsistence allowance for each month that an unemployed veteran is enrolled in a full-time employment and training program that is offered by an eligible training provider and teaches a skill connected to a career in an in-demand industry. Provides for the use of veterans' post-9/11 educational assistance for the pursuit of apprenticeships and on-job training. Requires the Secretary of Veterans Affairs (VA) to establish: (1) a program to award grants to states to establish veterans conservation corps to give veterans volunteer and employment opportunities under state conservation projects; and (2) a center of excellence of methods for educational institutions to afford academic credit to veterans for previous military experience and training. Amends the Workforce Investment Act of 1998 to direct the Secretary of Labor to establish: (1) information technology military pathways demonstration programs to enable veterans to build upon technical skills learned in the military when entering into the civilian information technology workforce; and (2) nursing, public health and allied health professional, and physician assistant military pathways demonstration programs to enable veterans to build upon military technical skills when entering into civilian positions in those fields. Requires the Secretary of Labor to carry out a veterans energy-related employment program to encourage the employment of veterans in the energy industry. Directs the Secretary of Defense (DOD) to carry out the Veterans to Work pilot program to provide veterans with employment in military construction projects. Requires: (1) a report on improvements and enhancements of the Transition Assistance Program to better meet the needs of members of the Armed Forces and veterans; and (2) a study on a program of transition assistance modeled on the Employment Enhancement Program of the Washington National Guard.
