States that this prohibition shall not be construed to prohibit the selling or offering to sell videos that depict hunting. Defines "animal crush video" as any visual depiction of animals being intentionally crushed, burned, drowned, or impaled that: (1) depicts actual conduct in which a living animal is tortured, maimed, or mutilated that violates any criminal prohibition on intentional cruelty under federal law or the law of the state in which the depiction is sold; and (2) taken as a whole, does not have religious, political, scientific, educational, journalistic, historical, or artistic value.

Broadband for First Responders Act of 2010 - Amends the Communications Act of 1934 to increase the electromagnetic spectrum allocation for public safety services by 10 megahertz and reduce such allocation for commercial use by the same amount. Directs the Federal Communications Commission (FCC) to: (1) allocate the paired electromagnetic spectrum bands of 758-763 megahertz and 788-793 megahertz (referred to as D Block) for public safety broadband communications and assign such paired bands to public safety; (2) establish rules to permit a public safety broadband licensee to authorize public safety service providers to construct and operate a wireless public safety broadband network in the licensee's spectrum if such authorization would expedite public safety broadband communications; (3) require that any wireless public safety broadband network be fully interoperable, provide for user roaming, be disaster survivable, and have the appropriate level of cyber security; (4) establish regulations to authorize the shared use of the public safety broadband spectrum and network infrastructure by entities that are not defined as public safety services; (5) establish regulations to allow use of the public safety broadband spectrum by emergency response providers; and (6) develop a public safety agency statement of requirements that enables nationwide interoperability and roaming across any communications system using public safety broadband spectrum.

HAITI Act

Haiti Assistance Implementation, Transparency, and Inspection Act or HAITI Act - Establishes, in the Executive Office of the President, the Office of the Special Coordinator for Assistance to Haiti which shall: (1) advise the President on U.S. government programs for the relief and development of Haiti; (2) implement a comprehensive strategy for such programs' coordination and oversight; and (3) directly approve such programs. Terminates the Office two years after enactment of this Act. Directs the Special Coordinator to promote partnerships between the U.S. government and private entities (including foundations, universities, corporations, community-based organizations, and other nongovernmental organizations) in or on behalf of Haiti. Establishes the Office of the Special Inspector General for Assistance to Haiti which shall provide for the independent and objective conduct and supervision of audits and investigations relating to U.S. government programs for the relief and development of Haiti. Directs the Special Inspector General to appoint a Special Assistant Inspector General for Auditing and a Special Assistant Inspector General for Investigations. Terminates the Office 180 days after the date on which unexpended amounts appropriated or otherwise made available for U.S. government programs for the relief and development of Haiti are less than $25 million. Directs the President to: (1) ensure that U.S. government programs for the relief and development of Haiti are grounded in an exhaustive U.S. assessment of Haiti's development needs and capacity; and (2) seek to lead efforts to ensure that any pledged international assistance for Haiti is based on defined objectives and includes measures that provide for mutual accountability and oversight.

Small Businesses Add Value for Employees Act of 2009 [ sic ] or the SAVE Act of 2009 [ sic ] - Amends Internal Revenue Code provisions relating to employer-established simple individual retirement accounts (IRAs) to: (1) repeal certain restrictions on rollovers from simple IRAs: (2) allow employers to elect to terminate qualified salary reduction arrangements at any time during the year; (3) repeal the enhanced 25% penalty on premature withdrawals made from simple IRAs within the first two plan years; (4) allow additional nonelective employer contributions to simple IRAs; (5) establish automatic deferral IRAs; (6) allow a transfer of unused balances in flexible spending arrangements to a qualified retirement or eligible deferred compensation plan; (7) increase the tax credit for small employer pension plan startup costs; and (8) allow multiple small employer retirement plans that provide for automatic employee contributions. Requires the Office of Financial Education of the Department of the Treasury to develop and implement an outreach plan to educate small businesses on the types and benefits of available retirement plans. Requires the Secretaries of the Treasury and Labor to develop recommendations for small businesses to improve retirement outcomes. Requires the Secretary of the Treasury, in consultation with the Secretary of Education, to develop age-appropriate financial literacy curricula for elementary and secondary schools. Amends the Employee Retirement Income Security Act of 1974 (ERISA) to: (1) permit payroll deduction plans for individual retirement accounts or annuities; and (2) require disclosures relating to lifetime income from pension plans and annuities.

Personal Health Record Act of 2009 - Amends the Public Health Service Act to require the National Coordinator for Health Information Technology, in developing a nationwide health information technology infrastructure, to allow individuals to access their individually identifiable health information. Requires the inclusion in the Federal Health IT Strategic Plan objectives, milestones, and metrics related to the interoperability of a personal health record with an electronic health record (EHR). Directs the National Coordinator to develop guidelines for making EHRs interoperable with personal health records for the purpose of improving health care quality, reducing medical errors, and advancing the delivery of patient-centered medical care and health management. Requires the National Coordinator to report to the appropriate congressional committees on: (1) personal health records, including the extent to which the use of personal health records improve communication between individuals and covered entities and improve patient health management; and (2) issues related to an individual's control of the personal health record. Requires the HIT Policy Committee to make recommendations for standards and implementation specifications for the interoperability of personal health records and EHRs. Amends titles XVIII (Medicare) and XIX (Medicaid) of the Social Security Act to establish as an eligibility requirement for an incentive payment for the meaningful use of EHR technology that a health professional, hospital, or Medicaid provider must demonstrate the availability of certified EHR technology to and use of such technology by individuals furnished items and services by such professional, hospital, or provider in the form of electronic and personal health records.

Common Sense Health Care Reform and Affordability Act

Common Sense Health Care Reform and Affordability Act - Requires each state to mitigate the cost of high risk individuals in the state through: (1) a state reinsurance program; or (2) a state high risk pool. Prohibits a health insurance issuer from applying an annual or lifetime aggregate spending cap on any health insurance coverage or plan offered by such issuer. Requires the Secretary of Health and Human Services (HHS) to pay awards to states for reducing the premiums in the small group market or the individual market or reducing the percentage of uninsured, nonelderly residents in a state. Amends the Employee Retirement Income Security Act of 1974 (ERISA) to provide for establishment and governance of association health plans, which are group health plans whose sponsors are trade, industry, professional, chamber of commerce, or similar business associations and which meet certain ERISA certification requirements. Amends ERISA, the Public Health Service Act, and the Internal Revenue Code to require group health plans that provide dependent coverage of children to continue to treat an individual as a dependent until at least 25 years of age. Prohibits a state from establishing a law that prevents an employer from instituting auto-enrollment for coverage under a group health plan, so long as the participant or beneficiary has the option of declining such coverage. Directs that the laws of the state designated by a health insurance issuer (primary state) shall apply to individual health insurance coverage offered by that issuer in the primary state and in any other state (secondary state), but only if the coverage and issuer comply with conditions of this Act. Revises provisions related to health savings accounts (HSAs), including to allow the payment of premiums for high deductible health plans from HSA accounts. Sets conditions for lawsuits arising from health care liability claims regarding health care goods or services or any medical product affecting interstate commerce. Establishes a statute of limitations and limits noneconomic and punitive damages. Declares that nothing in this Act shall be construed to interfere with the doctor-patient relationship or the practice of medicine. Repeals provisions establishing the Federal Coordinating Council for Comparative Effectiveness Research. Permits a group health plan to vary premiums and cost-sharing by up to 50% of the benefits based on participation (or lack of participation) in a wellness program. Prohibits funds authorized or appropriated by federal law and funds in any trust fund to which funds are authorized or appropriated by federal law from being expended for any abortion. Allows a person to submit an application for licensure of a biological product based on its similarity to a licensed biological product (the reference product).

Puget Sound Recovery Act of 2009 - Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to direct the Administrator of the Environmental Protection Agency (EPA) to: (1) establish a Puget Sound Program Office, to be co-located with the Puget Sound Partnership in Washington; and (2) appoint a Director of the Office. Requires the Administrator, acting through the Director, to: (1) assist and support the implementation of the Puget Sound Action Agenda; (2) provide funding and make grants for implementation of the Agenda and related projects; (3) promote methodologies and technologies that are cost-effective and consistent with the goals and objectives of the Agenda and the EPA permitting processes; (4) coordinate the major functions of the federal government relating to the implementation of the Agenda; (5) coordinate the research and planning projects authorized under this Act with federal and state agencies, tribes, universities, and the Puget Sound Partnership's Science Panel; (6) track progress toward meeting the identified goals and objectives of the Agenda; (7) coordinate projects, programs, and studies for the protection of Puget Sound, the Strait of Georgia, and the Strait of Juan de Fuca with Canadian authorities; (8) collect and make available to the public publications and information relating to the environmental quality of Puget Sound; and (9) implement projects, programs, and studies to implement the Agenda. Requires the Administrator to establish a Puget Sound Program Advisory Council to provide advice on the implementation of the Agenda's goals and objectives. Requires the Administrator and the Executive Director of the Puget Sound Partnership to a report, biennially, to Congress on implementation of the Agenda. Allows the Administrator, acting through the Director, to make grants for projects, programs, and studies to implement the Agenda, including a comprehensive grant to the Partnership to manage such implementation. Prohibits federal facilities from purchasing or otherwise acquiring dogs or cats for exhibition purposes (currently, for research, experimentation, or exhibition purposes) except from: (1) the operator of an auction that comports with legal requirements; or (2) a person holding a valid dealer or exhibitor license. Prohibits dealers from selling or otherwise providing any research facility (currently, any individual or entity) with random source dogs or cats unless specified certification requirements are met.

Longline Catcher Processor Subsector Single Fishery Cooperative Act - Authorizes the Secretary of Commerce, upon the request of eligible members of the longline catcher processor subsector holding at least 80 percent of the licenses issued for that subsector, to approve a single fishery cooperative for the longline catcher processor subsector in the Bering Sea and Aleutian Islands Management Area (BSAI). Requires an approved cooperative to include a limitation prohibiting any eligible member from harvesting a total of more than 20% of the Pacific cod available to be harvested in the longline catcher processor subsector, the violation of which is subject to the penalties under section the Magnuson-Stevens Act. Excepts from such limitation harvest amounts from quota assigned explicitly to a western Alaska community development quota group. Provides procedures for the submission of a contract by the longline catcher processor subsector to implement the single fishery cooperative and Department of Justice review. Sets forth BSAI Pacific cod harvest and prohibited species allocations for a single fishery cooperative approved under this Act and eligible members that operate in a non-cooperative limited access fishery. Authorizes the North Pacific Fishery Management Council to recommend for approval by the Secretary harvest limitations of Pacific cod by the longline catcher processor subsector in the Western Gulf of Alaska and the Central Gulf of Alaska necessary to protect coastal communities and other Gulf of Alaska participants from potential competitive advantages provided by this Act to the longline catcher processor subsector.

Fire Grants Reauthorization Act of 2009 - Amends the Federal Fire Prevention and Control Act of 1974 to reauthorize through FY2014 the Federal Emergency Management Agency's (FEMA's) Assistance to Firefighters Grants (AFG) program and the Staffing for Adequate Fire and Emergency Response (SAFER) program. Modifies the scope of the AFG program, including by permitting the use of grant funds for volunteer, non-fire service emergency medical services organizations and for certifying fire and building inspectors employed by a fire department or serving as a volunteer building inspector with a fire department. Increases: (1) funding for fire prevention and firefighter safety programs; and (2) maximum AFG grant amounts. Lowers matching and maintenance of expenditure requirements and authorizes the Administrator of FEMA to waive or reduce such requirements for applicants facing demonstrated economic hardship. Revises grant allocation requirements to require 25% of grant amounts for a fiscal year to be allocated to each of: (1) career fire departments; (2) volunteer fire departments; (3) combination fire departments. Requires the remaining 25% to be awarded on a competitive basis among such fire departments. Revises grant limits based on jurisdiction populations. Sets forth new limits on awards to state fire training academies. Limits grant amounts used to obtain training to training that complies with applicable national voluntary consensus standards. Amends SAFER program provisions to: (1) limit the period of program grants to three years; (2) require grantees to commit to retaining firefighters hired for the entire grant period, with an economic hardship exception; and (3) limit to 80% the portion of the cost of hiring firefighters for each fiscal year that may be provided under a grant.

Sets forth procedures of the House of Representatives and the Senate for joint resolutions: (1) approving major rules; and (2) disapproving nonmajor rules.

Seniors and Veterans Economic Stimulus Act of 2009 - Amends the American Recovery and Reinvestment Act of 2009 to extend through the first three months of 2010 the Secretary of the Treasury's authority to make a payment of $250 to each eligible individual age 18 or over who, during the three-month period immediately preceding enactment of such Act (for purposes of payments made for calendar year 2009), or the three-month period beginning with December 2009 (for purposes of payments made for calendar year 2010), was entitled to Social Security benefits, Supplemental Security Income (SSI) benefits, railroad retirement benefits, or veterans disability compensation or pension benefits. Repeals the limitation to one payment only to an individual regardless of whether the individual is entitled to, or eligible for, more than one benefit or cash payment. Entitles such individual to a payment in each of calendar years 2009 and 2010. Rescinds from the unobligated balance of the discretionary appropriations made available by division A of such Act the amount determined by the Director of the Office of Management and Budget (OMB) to be required to offset the increase in spending resulting from this Act.
