National Guardsmen and Reservists Parity for Patriots Act - Amends the National Defense Authorization Act for Fiscal Year 2008 to back-date to September 11, 2001, the period of active duty or performed active service, in support of a contingency operation or in other emergency situations, for which members of Ready Reserve components of the armed forces shall receive credit in determining eligibility for early receipt of non-regular service retired pay.

Amends the Internal Revenue Code to allow individual taxpayers a deduction from gross income for: (1) interest paid on indebtedness (up to $49,500) incurred after November 12, 2008, and before January 1, 2010, for the purchase of a motor vehicle (i.e., passenger automobile or light truck) with a gross vehicle weight rating of not more than 8,500 pounds; and (2) state and local sales and excise taxes imposed on the purchase of such a motor vehicle.

Requires government contributions for health benefits for an individual who first becomes an annuitant by reason of retirement from employment with the United States Postal Service on or after July 1, 1971, or for a survivor of such an individual or of an individual who died on or after that date while employed by the Postal Service, to be paid first from the Postal Service Retiree Health Benefits Fund up to the amount contained in the Fund, with any remaining amount paid by the Postal Service (current law requires such contributions to be paid by the Postal Service through September 30, 2016).

Constitutional Amendment - Prohibits outlays for a fiscal year (except those for repayment of debt principal) from exceeding total receipts for that fiscal year (except those derived from borrowing) unless Congress, by a three-fifths rollcall vote of each chamber, authorizes a specific excess of outlays over receipts. Requires a three-fifths rollcall vote of each chamber to increase the public debt limit. Directs the President to submit a balanced budget to Congress annually. Prohibits any bill to increase revenue from becoming law unless approved by a majority of each chamber by rollcall vote. Authorizes waivers of these provisions when a declaration of war is in effect or under other specified circumstances involving military conflict.

Amends the Federal Deposit Insurance Act to: (1) increase from $100,000 to $300,000 the maximum amount of deposit insurance for accounts insured by the Federal Deposit Insurance Corporation (FDIC); and (2) require the FDIC to adjust premiums for deposit insurance based on solvency of the Deposit Insurance Fund (DIF) to ensure that the Fund is funded by premiums from insured depository institutions, and not by taxpayer revenues. Repeals the cap on the maximum amount of deposit insurance for deposits in an insured depository institution made in connection with specified kinds of retirement accounts, including individual retirement accounts (IRAs).

Kids with Healthy Hearts Act of 2008 - Directs the Secretary of Education to make five grants to local educational agencies (LEAs) to conduct demonstration projects to screen children in kindergarten through grade six for high blood pressure. Requires screening programs, subject to parental consent, to screen children every six months during the school year, but to screen children one month after their initial screening if they fall in the 95th percentile or above for students with high blood pressure. Requires grantees to provide parents of children who remain in such range after their second screening with: (1) referrals to health care providers for consultations about high blood pressure; and (2) written information from the Department of Health and Human Services regarding hypertension risks and lifestyle changes related to diet and exercise that can improve overall health. Directs the Secretary to give grant preference to at least one LEA serving a high percentage of Native American, Latino, or African-American students.

Expresses that the House of Representatives: (1) reaffirms support for the National Trails System and intends to provide funding and necessary authorities to complete the designated National Scenic and Historic Trails; (2) honors the contributions of the thousands of dedicated volunteers, nonprofits, cooperating landowners, and federal agency staff who work to develop, protect, interpret, and sustain the trails; and (3) recognizes the essential collaboration among federal agencies and private organizations that is so necessary to administer and manage the National Scenic and Historic Trails and encourages such agencies to continue to foster more effective public, private, and interagency collaboration.

Promoting Real Opportunities for Energy Security Act or the PRO Energy Security Act - Authorizes the Secretary of Energy to acquire advanced biofuels for the purpose of filling the Strategic Petroleum Reserve if the average weighted price of oil exceeds $75 per barrel for three consecutive days. Defines "advanced biofuel" to mean renewable fuel, other than ethanol derived from corn starch, that has lifecycle greenhouse gas (GHG) emissions that are at least 50% less than baseline lifecycle GHG emissions. Authorizes the following types of fuels to be eligible for consideration as "advanced biofuel": (1) ethanol derived from cellulose, hemicellulose, or lignin; (2) ethanol derived from sugar or starch (other than corn starch); (3) ethanol derived from waste material; (4) biomass-based diesel; (5) biogas (including landfill gas and sewage waste treatment gas) produced through the conversion of organic matter from renewable biomass; (6) butanol or other alcohols produced through the conversion of organic matter from renewable biomass; and (7) other fuel derived from cellulosic biomass. Requires the Secretary of Energy to submit to specified congressional committees a report containing: (1) a description of how the Secretary will acquire advanced biofuels for such purpose; and (2) recommendations for criteria and procedures for making advanced biofuels available from the Strategic Petroleum Reserve to appropriate federal and nonfederal entities.

Accuracy in Fuel Economy Standards Act - Requires the Secretary of Transportation to calculate maximum feasible fuel economy standards for passenger automobiles and non-passenger automobiles based on the most recent high gasoline price projection issued by the Energy Information Administration (EIA). Defines the "applicable high gasoline price projection" as the greatest of a range of estimated gasoline prices that the EIA issues as part of its annual energy outlook, short-term energy outlook, or similar analyses for: (1) the year (or years) corresponding to the model year (or model years) for which the Secretary is prescribing an average fuel economy standard; and (2) the range of years considered by the Secretary in determining the costs and benefits associated with such standard.

KC-X Tanker Recompete Act - Prohibits funds from being used by the Department of Defense (DOD) on the KC-X (aerial refueling) tanker contract. Defines such contract as the contract awarded by the Department of the Air Force on February 29, 2008, for such aircraft. Outlines requirements and conditions as part of the acquisition process for the award of a contract for a replacement for the KC-135 tanker, including: (1) an independent cost estimate; (2) an increase in the proposal cost or price by the amount of any illegal subsidization by a subsidized person; (3) ensuring an evaluation of the cost borne by a supplier and the cost borne by a foreign government; (4) the consideration of national security impacts; (5) defense industrial base considerations; (6) consideration of the loss of U.S. employee and corporate tax revenue when awarding contracts to foreign entities; and (7) the impact of U.S. regulatory burdens. Directs the Secretary of Defense and the contract source selection authority to require any prospective defense contractor or subcontractor not already covered by the Foreign Corrupt Practices Act to comply with such Act's requirements as a contract award condition. Allows a waiver of such requirement for national security purposes.

Apollo Energy Independence Act of 2008 - Amends the Internal Revenue Code to provide tax incentives for energy conservation and production, including provisions to: (1) make permanent the tax credit for producing electricity from renewable resources and to include marine and hydrokinetic renewable energy as a resource for purposes of such credit; (2) make permanent the energy tax credit for solar energy, fuel cell, and microturbine property; (3) allow a new energy tax credit for combined heat and power system property; (4) provide for the issuance of new clean renewable energy bonds; (5) increase the tax credit for advanced nuclear power production; (6) make permanent the tax credits for residential energy efficient property, energy efficiency existing homes, the production of energy efficient household appliances, and the tax deduction for energy efficient commercial buildings; (7) allow tax credits for new alternative motor vehicles, including qualified plug-in electric drive motor vehicles, vehicles that achieve a fuel economy standard of 100 miles per gallon, and advanced technology motor vehicles; (8) allow tax credits for the production of cellulosic biofuel and for hydrogen infrastructure costs; (9) increase and make permanent the tax credit for alternative fuel vehicle refueling property expenditures; and (10) allow employers a tax credit for providing transit passes to employees. Amends the Energy Policy Act of 2005 to provide full loan guarantees for the construction of advanced nuclear energy facilities. Establishes in the Treasury the Petroleum Reduction Trust Fund. Allocates 90% of civil penalties for automobile fuel economy violations to such Fund for retail purchases of ethanol, biodiesel, and other alternative fuels. Directs the Secretary of Energy to: (1) carry out research programs for onboard storage of hydrogen in light-duty motor vehicles and for the development of plug-in electric drive vehicle technology; and (2) study daily and seasonal energy costs in public schools. Amends the Harmonized Tariff Schedule of the United States to extend the tariff duty on ethanol until December 31, 2010. Directs the Administrator of the Environmental Protection Agency (EPA) to establish a grant program for green school construction and improvement. Sets forth revenue offset provisions, including: (1) a moratorium on earmarks in the 110th Congress; (2) establishment of fees for oil and gas leases in the Gulf of Mexico and user fees for certain food safety and inspection services; (3) a reduction in payments under the Department of Agriculture commodity program; (4) consolidation of Department of Defense exchange stores system; and (5) a limitation of universal service fund support.

Puget Sound Recovery Act of 2008 - Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to direct the Administrator of the Environmental Protection Agency (EPA) to establish a Puget Sound Program Office, to be located in the state of Washington and headed by a Director who shall assist the management conference convened for Puget Sound in carrying out its goals. Requires the Director to: (1) assist and support the implementation of the comprehensive conservation and management plan developed by the conference ("Comprehensive Plan"); (2) coordinate the major functions of the federal government related to the implementation of the Comprehensive Plan; (3) carry out studies and research necessary for strengthened implementation of the Comprehensive Plan; (4) coordinate and manage environmental data related to Puget Sound; (5) coordinate the grant, research, and planning programs authorized under this Act; (6) coordinate activities for the protection of Puget Sound and the Georgia Straits with Canadian authorities and responsibilities, including under species recovery plans, through cooperation with other federal agencies that have jurisdiction in the Puget Sound watershed; and (7) collect and make available to the public information relating to the environmental quality of Puget Sound. Requires a biennial report to Congress on the implementation of the Comprehensive Plan. Allows the Administrator to make grants for projects and studies that will help implement the Comprehensive Plan and for projects to address sewage and stormwater discharges into the Puget Sound watershed. Requires the President, as part of the annual budget, to submit information regarding expenditures and roles of each federal agency involved in Puget Sound protection and restoration.

Directs the Secretary of Energy to: (1) establish a competitive program to provide five grants for projects to advance research and development of, demonstrate advanced technologies for, and produce or retrofit heavy duty plug-in vehicles; and (2) conduct research into alternative power train designs for use in delivery and utility vehicles. Amends the United States Energy Storage Competitiveness Act of 2007 to direct the Secretary to conduct an applied research program on energy storage systems to support vehicles with a gross weight over 8501 pounds.

Improving Public Access to Documents Act of 2008 - Amends the Homeland Security Act of 2002 to require the Secretary of Homeland Security to develop and administer policies, procedures, and programs within the Department of Homeland Security (DHS) to implement the controlled unclassified information framework in order to maximize the disclosure to the public of, and to standardize the use of controlled unclassified information control markings on, homeland security, terrorism, weapons of mass destruction, and other information within the scope of the information sharing environment established under the Intelligence Reform and Terrorism Prevention Act of 2004 that must be disseminated to prevent and collectively respond to acts of terrorism. Requires the Secretary to institute a series of penalties, up to and including termination, for employees and contractors who fail to comply with such policies, procedures, and programs. Sets forth provisions concerning the designation of controlled unclassified information. Requires the Secretary to make available to the public, pursuant to a Freedom of Information Act request, all controlled unclassified information and other unclassified information in the Secretary's possession. Requires the Secretary to: (1) assess the technologies by which an electronic identifying marker can be assigned to each DHS employee or contractor with such designation authority; (2) develop an implementation plan for a DHS standard for such technology with appropriate benchmarks, a timetable for its completion, and a cost estimate for the creation and implementation of a system of electronic identifying markers for all relevant employees and contractors; (3) require annual training for each DHS employee or contractor with such designation authority who is responsible for analysis, dissemination, preparation, production, receiving, publishing, or otherwise communicating written controlled unclassified information; and (4) implement a departmental program to detail DHS personnel to the National Archives and Records Administration (NARA) for one year.

Declares that preventing Iran from acquiring a nuclear weapons capability through economic, political, and diplomatic means is vital to U.S. national security. Urges the President to use his authority to impose sanctions on: (1) Iranian banks engaged in proliferation activities or the support of terrorist groups; (2) international banks which conduct financial transactions with proscribed Iranian banks; (3) energy companies with large investments in the Iranian petroleum or natural gas sector; and (4) all companies which do business with Iran's Islamic Revolutionary Guard Corps. Demands that the President initiate an international effort to increase economic, political, and diplomatic pressure on Iran to suspend its nuclear enrichment activities. Urges the President to lead a regional diplomatic effort to support the legitimate governments in the region against Iranian destabilization efforts.

Personnel Reimbursement for Intelligence Cooperation and Enhancement of Homeland Security Act or PRICE of Homeland Security Act - Amends Homeland Security Act of 2002 provisions concerning the use of funds to allow recipients of grants under provisions relating to the Urban Area Security Initiative or to the State Homeland Security Grant Program to use grant funds to achieve and sustain (currently, to achieve) target capabilities related to preventing, preparing for, protecting against, and responding to acts of terrorism, consistent with a state homeland security plan and relevant local, tribal, and regional homeland security plans. Permits such aims to be met, among other ways, by paying intelligence analysts: (1) regardless of whether the analysts are current or new full-time employees or contract employees; and (2) without limitations on the period of time that an analyst can serve under awarded grants.

Amends the Servicemembers Civil Relief Act to provide for the protection of child custody arrangements for parents who are members deployed in support of a contingency operation. States that if a motion for change of custody of a child of such a member is filed while the member is so deployed, no court may enter an order modifying or amending a previous child custody judgment, except if there is clear and convincing evidence that it is in the best interest of the child. Prohibits any court from considering a member's absence due to deployment, or possible deployment, in support of a contingency operation in determining the best interest of the child.

Lock Up Child Rapists Now Act of 2008 - Amends the federal criminal code to impose a mandatory sentence of life imprisonment on any adult individual (age 18 or older) convicted of engaging in sexual intercourse with a child who is under the age of 12 years.

Clean Energy Tax Stimulus Act of 2008 - Amends the Internal Revenue Code to extend certain tax incentives for energy production and conservation. Extends through 2009 the tax credit for the production of electricity from renewable resources (e.g., biomass, geothermal energy, landfill gas, and trash combustion). Includes marine and hydrokinetic renewable energy as a renewable resource eligible for such credit. Allows sales of electricity produced from renewable resources to regulated public utilities. Extends through 2016 the energy investment tax credit for solar energy, fuel cell, and microturbine property. Repeals the dollar per kilowatt limitation for fuel cell property under the energy investment tax credit. Allows public electric utilities to qualify for such credit. Extends through 2009 the tax credit for residential energy efficient property expenditures. Repeals the $2,000 limitation on the tax credit for solar electric property. Allows an offset against the alternative minimum tax (AMT) of tax credit amounts. Extends through 2009 the tax credit for investment in clean renewable energy bonds. Increases the national limitation amount for such bonds. Extends through 2009 deferral provisions relating to the recognition of gain by certain electric utilities. Extends through 2009 the tax credit for nonbusiness energy property. Includes residential biomass fuel stoves (pellet stoves) as eligible energy property for purposes of such credit. Extends through 2010 the tax credit for energy efficient new homes. Extends through 2009 the tax deduction for energy efficient commercial buildings and increases the allowable amount of such deduction. Extends the tax credit for energy efficient appliances to include appliances produced in 2008, 2009, and 2010. Revises and updates energy efficiency standards for such appliances in accordance with the Energy Independence and Security Act of 2007.

Stillbirth Awareness and Research Act of 2008 - Expresses the sense of Congress that: (1) more states should enact legislation that allows the issuance of a Certificate of Birth Resulting in Stillbirth; and (2) the Director of the National Institutes of Health (NIH) should increase the allocation of funds and other resources for stillbirth research. Amends the Public Health Service Act to direct the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to establish and maintain a scientific registry of stillbirths in the United States, which shall include for each stillbirth information on the stillborn fetus and the mother's health and pregnancy as collected and submitted by states on the U.S. Standard Report of Fetal Death. Requires the Secretary to: (1) provide for the development of a standard definition of stillbirth and a standard protocol for stillbirth data collection and surveillance; and (2) carry out a national campaign to increase public and state awareness of such definition and protocol and public awareness and knowledge of stillbirths.

Silver Alert Grant Program Act of 2008 - Authorizes the Attorney General to award grants to states to implement or improve a Silver Alert system. Defines "Silver Alert system" to mean a state-administered notification system to help locate missing individuals with Alzheimer's disease and other dementia-related illnesses. Requires the Attorney General to report to Congress on Silver Alert systems, including: (1) a list of states that have established such systems; (2) information on each state's system; (3) actions states have taken to protect the privacy and dignity of the individuals for whom Silver Alerts are issued; and (4) ways that states have facilitated and improved communication about missing individuals between families, caregivers, law enforcement officials, and other authorities.

Recognizes that the Asian American and Pacific Islander community is influential and crucial to the society and culture of the United States. Reaffirms the commitment of the House of Representatives to the goals and ideals of Asian Pacific American Heritage Month. Celebrates the contributions of Asian Americans and Pacific Islanders to the United States.
