Mobile Machinery Tax Fairness Act - Amends the Internal Revenue Code to prohibit the treatment of certain mobile machinery as a highway vehicle, thereby exempting such machinery from federal highway excise taxes.

Advancing Justice Through DNA Technology Act of 2003 - Rape Kits and DNA Evidence Backlog Elimination Act of 2003 - Amends: (1) the DNA Analysis Backlog Elimination Act of 2000 to reauthorize the Act; (2) the DNA Identification Act of 1994 (Identification Act) to expand the scope of DNA samples to be included in the Combined DNA Index System (CODIS); and (3) the Violence Against Women Act to authorize grants to increase the availability of legal assistance to victims of dating violence. DNA Sexual Assault Justice Act of 2003 - Amends the Identification Act to require that CODIS include only information on DNA identification records and analyses that are prepared by laboratories that: (1) have been accredited by a nationally recognized nonprofit professional association of forensic scientists within two years; and (2) undergo external audits at least every two years that demonstrate compliance with specified standards. Authorizes the Attorney General to make grants for: (1) DNA training and education; (2) sexual assault forensic examination programs; (3) research and development; (4) using DNA technology to identify missing persons; and (5) tribal domestic violence and sexual assault coalitions. Expands and reauthorizes the Paul Coverdell Forensic Sciences Improvement Grant Program. Innocence Protection Act of 2003 - Sets forth conditions under which a Federal prisoner may obtain post-conviction DNA testing of specific evidence. Directs the Attorney General to award grants to States to improve the quality of legal representation in State capital cases.

Tax Reform Action Commission Act of 2003 - Establishes in the legislative branch a Tax Reform Action Commission to make specific recommendations to Congress for the reform of the internal revenue laws in a manner that produces a system that is: (1) simple, transparent, and efficient; (2) fair and equitable to all Americans; and (3) neutral between different activities and between current consumption and future consumption.

Benjamin Franklin Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue one dollar coins emblematic of the life and legacy of Benjamin Franklin (not more than 250,000 bearing his image as a young statesman and not more than 250,000 with his image as an older numismatist). Directs that all sales include a $10 per coin surcharge, which shall be paid by the Secretary to the Benjamin Franklin Tercentenary Commission, to be used to educate people about Franklin's legacy.

District of Columbia Personal Protection Act - Amends the District of Columbia Code to provide that the D.C. Council's regulatory authority regarding firearms, explosives, and weapons in the District shall not be construed to permit the Council, the Mayor, or any governmental or regulatory authority of the District to prohibit, constructively prohibit, or unduly burden the ability of persons otherwise permitted to possess firearms under Federal law from acquiring, possessing in their homes or businesses, or using for sporting, self-protection or other lawful purposes, any firearm neither prohibited by Federal law nor regulated by the National Firearms Act. Denies the District any authority to enact laws or regulations that discourage or eliminate the private ownership or use of firearms. Amends the Firearms Control Regulations Act of 1975 to repeal the definition of a machine gun as any firearm which shoots, is designed to shoot, or can be readily converted or restored to shoot semiautomatically, more than 12 shots without manual reloading. (Thus repeals the ban on semiautomatic weapons.) Repeals the District's: (1) registration requirement for possession of firearms; (2) prohibition on registration of pistols (handguns); (3) prohibition on possession of handgun ammunition; (4) requirement that, under certain conditions, firearms in the possession of certain individuals must be kept unloaded, disassembled, or with the trigger locked; (5) related firearm registration requirements such as applicant qualifications and filing deadline. Maintains the current ban on the possession and control of a sawed-off shotgun, machine gun, or short-barreled rifle. Eliminates criminal penalties for possessing an unregistered firearm. Amends Federal law to eliminate criminal penalties for carrying a pistol whether loaded or unloaded in one's dwelling house, place of business, or on land possessed by such person.

Celia Cruz Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue not more than 300,000 one dollar silver coins and 500,000 half dollar clad coins emblematic of Celia Cruz (known as the "Queen of Salsa") and her legacy. Establishes surcharges of ten dollars per coin for the dollar coin and three dollars per coin for the half dollar coin, which shall be paid to the Celia Cruz Foundation.

Veterans Timely Access to Health Care Act - Makes the standard for access to care for a veteran seeking primary care from the Department of Veterans Affairs 30 days from the date the veteran contacts the Department. Directs the Secretary of Veterans Affairs to prescribe an appropriate standard for waiting times at Department health-care facilities as measured from the time a visit is scheduled until the time the veteran is seen. Directs the Secretary to periodically review the performance of Department health-care facilities in meeting such standards. Authorizes the Secretary to contract for health care services in non-Department facilities in a case in which the Secretary is unable to meet access standards. Prohibits such contracting-out with respect to a Department geographic service area that has a compliance rate in meeting such standards of 90 percent or more. Requires quarterly reports from the Secretary to the congressional veterans' committees on the Department's experience with respect to waiting times.

Stop Terrorist Entry Program Act of 2003 - Amends the Immigration and Nationality Act to prohibit immigrant or nonimmigrant (excluding diplomatic or immediate family aliens) visa issuance to a alien who is a national or a resident of a country that is a state sponsor of terrorism, with discretionary waivers for: (1) emergency medical needs; or (2) asylum or refugee admissions. Defines "state sponsor of terrorism."

Right to Life Act - States that Congress declares that the right to life guaranteed by the Constitution is vested in each human being. Defines "human person" and "human being" as including each and every member of the species homo sapiens at all stages of life, including, but not limited to, the moment of fertilization, cloning, or other moment at which an individual member of the human species comes into being.

Authorizes the superintendent of a military service academy to have in effect a policy of offering a voluntary, nondenominational prayer at an authorized academy activity, subject to such limitations as the President may prescribe.

Critical Habitat Reform Act of 2003 - Amends the Endangered Species Act of 1973 to require the process for designating critical habitat to be practicable, economically feasible, and concurrent with the approval of a recovery plan for a species. Prohibits the relevant Secretary (the Secretary of the Interior or the Secretary of Commerce) from designating an area as critical habitat of a species, and any designation of critical habitat of a species from applying to an area, if the area is subject to: (1) a habitat conservation plan that the Secretary determines provides protection for habitat of the species that is substantially equivalent to the protection that would be provided by such designation; or (2) a State or Federal land conservation program that provides such protection. Directs the Secretary, in determining whether an area is critical habit, to seek and consider information from local governments in the vicinity of the area, including local resource data maps. Specifies factors for consideration of the economic impact on landowners under the Act, including lost revenues and costs associated with preparing reports, surveys, and analyses. Modifies the contents of the required notice of proposed designation of critical habit to include any municipality having administrative jurisdiction over the area in which the species is believed to occur. Requires the Secretary, with respect to a regulation to designate or revise a designation of critical habitat, to: (1) maintain, on a publicly accessible Internet page of the relevant Department (Interior or Commerce), Geographical Information System maps and coordinates of the area; and (2) include in such notice a reference to the Internet page.

Native American Veterans Cemetery Act of 2003 - Authorizes the Secretary of Veterans Affairs to make grants to any tribal organization for establishing, expanding, or improving veterans' cemeteries on trust lands owned by, or held in trust for, the organization.

Federal Wildland Firefighter Emergency Response Compensation Act of 2003 - Entitles a wildland firefighter employed by the Department of Agriculture or the Department of the Interior to compensation for the entire period of time such firefighter is engaged in officially ordered or approved duties in responding to a wildland fire or other emergency. Limits such compensation, for any 24-hour period, to the sum of 16 times the firefighter's hourly rate of basic pay, and eight times the firefighter's overtime hourly rate of pay. Treats wildland firefighter compensation received pursuant to this Act as basic pay for Federal retirement pay purposes.

Colorado River Indian Reservation Boundary Correction Act - Declares that the boundaries of the Colorado River Indian Reservation are the boundaries delineated by the Robbins Survey of 1875 and affirmed by the Harrington Resurvey of 1912 (which include 16,000 acres known as the La Paz lands). Restores to the Reservation all right, title, and interest of the United States to those lands within such boundaries that were excluded from the Reservation pursuant to Executive Order No. 2273 (November 22, 1915), which shall be held in trust by the United States on behalf of the Colorado River Indian Tribes. (Excludes from such restored lands specified lands under title to the Arizona State Lands Department.)

Northern Arizona National Forest Land Exchange Act of 2003 - Directs the Secretary of Agriculture to convey certain land in the Prescott, Coconino, and Kaibab National Forests, Arizona, and certain other land in Yavapai County, Arizona, to the Yavapai Ranch Limited Partnership or the Northern Yavapai, L.L.C. (both referred to respectively as the "YLRP"), in exchange for land within the boundaries of the Prescott National Forest, Arizona. Grants to the YLRP perpetual, unrestricted, and nonexclusive easements that run with and benefit land transferred to the YLRP. Provides for the establishment of conservation easements on certain of the land transferred to the YLRP to conserve water in the Verde Valley, Arizona, and to minimize adverse water impacts from future development of the parcels. Reserves for the YLRP unrestricted easements and water rights for not more than three existing wells and related equipment on the land it is transferring to Federal control, with certain water rights from the wells to be reserved for the United States. Prescribes that if any part of either territory being transferred is unacceptable to the entity receiving it due to the presence of hazardous materials or any other reason, such section shall be deleted from the exchange and an adjustment shall be made. Requires the values of the land exchanged to be equal. Revokes any public orders withdrawing any of the Federal land from appropriation or disposal as necessary for the implementation of this Act. Withdraws the Federal land from all forms of entry and appropriation under the public land laws, including the mining and mineral leasing laws and the Geothermal Steam Act of 1970, until the date of the exchange. Prescribes that the land acquired by the United States shall become part of the Prescott National Forest and shall be managed to maintain its present character and natural values. Directs the Secretary to convey certain land in Coconino County, Arizona, to the individual or entity that represents the majority of landowners with encroachments on the lot in exchange for the payment of a designated sum plus certain other costs.

Amends the Brady Handgun Violence Prevention Act to authorize licensed firearms dealers to conduct firearms transfers and business with other licensed dealers away from the business premises from which such a person is licensed to conduct business, without requiring the payment of a separate fee under the Act for doing so.

Amends title XVIII (Medicare) of the Social Security Act to provide for Medicare recognition of the services of respiratory therapists that are furnished as part-time or intermittent nursing care or physical therapy services under a plan of care for home health services. Directs the Secretary of Health and Human Services to study and report to Congress on the impact of paying for the services of respiratory therapists as a separate benefit under part B (Supplementary Medical Insurance) of Medicare, and as an explicit component of the several benefits under part A (Hospital Insurance) of Medicare.

National Drought Preparedness Act of 2003 - Establishes the National Drought Council which shall: (1) develop a national drought policy action plan; (2) evaluate Federal drought-related programs; (3) coordinate and prioritize enhancement of the national integrated drought system; and (4) provide for the development of a drought information delivery system, drought planning models, and drought preparedness plans. Terminates the Council eight years after enactment of this Act. Requires the Secretary of Agriculture to establish the National Office of Drought Preparedness. Establishes within the Department of Agriculture the Drought Assistance Fund, which shall be used to: (1) assist State, local, tribal, and critical service entities with drought-related activities; and (2) expand the technology transfer of drought and water conservation strategies. Requires: (1) the Secretary to publish guidelines for administering a national technical and financial drought assistance program; and (2) the Secretaries of Agriculture, the Interior, and the Army, and other appropriate Federal agency heads to implement integrated drought preparedness plans. Authorizes States, Indian tribes, local governments, and regional, water providers to develop and implement drought preparedness plans.

Water Supply, Reliability, and Environmental Improvement Act - Establishes within the Office of the Secretary of the Interior the Office of the Federal Water Resources Coordinator to be responsible for coordinating activities of the Federal agencies that are signatories to Attachment 3 of the Federal programmatic Record of Decision dated August 28, 2000, addressing water desalination, impaired ground water, brine removal, and water reuse projects and activities authorized under this Act. Directs the Secretary, through the Coordinator, to undertake a competitive grant program to: (1) investigate and identify opportunities for studying, planning, and designing water resources activities; and (2) construct demonstration and permanent facilities or implement other programs, projects, and activities. Authorizes the Federal agencies to participate in the CALFED Bay-Delta Program in accordance with the Objectives and Solution Principles set forth in the Decision. Authorizes the Secretary and the agency heads to carry out Program activities in the following categories if such activities have been subject to environmental review and approval under Federal and State law and have been certified by the Secretary to be consistent with the Decision: water storage; conveyance; water use efficiency; water transfers; the Environmental Water account; integrated regional water management plans; ecosystem restoration; watersheds; water quality; levee stability; monitoring and analysis; program management, oversight, and coordination; and diversification of water supplies. Prohibits the Federal share of the cost of implementing the Program from exceeding 33.3 percent Authorizes appropriations for activities to address issues surrounding the Salton Sea. Directs the Secretary to establish an office in Sacramento, California, and authorizes the Secretary to establish other offices in the capitol of any Reclamation State (Arizona, California, Colorado, Idaho, Kansas, Montana, Nebraska, Nevada, New Mexico, North Dakota, Oklahoma, Oregon, South Dakota, Utah, Washington, Wyoming, or Texas) requesting such an office, for the use of all Federal and State agencies that are likely to be involved in issuing permits and conducting environmental reviews for water supply, water supply capital improvement projects, levee maintenance, and delivery systems. Authorizes the Secretary to establish a program for the construction of rural water systems in the Reclamation States in cooperation with other Federal agencies with rural water programs and non-Federal project entities.

Border Health Security Act of 2003 - Directs the Secretary of Health and Human Services, acting through the United States members of the United States-Mexico Border Health Commission (the members), to award grants to eligible entities (as defined by this section) to address priorities and recommendations to improve the health of border residents that are established by the Secretary, the members, and the State border health offices. Sets forth uses for grant funds, including for programs relating to: (1) maternal and child health; (2) substance abuse; and (3) environmental health. Directs the Secretary to award grants to eligible entities (as defined by this section) for bioterrorism preparedness in the border area. Sets forth uses for grant funds, including for the: (1) improvement of infrastructure; and (2) education and training of clinicians, epidemiologists, laboratories, and emergency personnel. Allows the Secretary to coordinate with the Secretary of Homeland Security a health alert system that: (1) alerts clinicians and public health officials of emerging disease clusters and syndromes along the border area; and (2) is alerted to health threats or bioterrorism along the border area.

John Marshall Commemorative Coin Act - Directs the Secretary of the Treasury: (1) to mint and issue not more than 400,000 silver one dollar coins emblematic of Chief Justice John Marshall and his contributions to the United States in commemoration of the 250th anniversary of his birth; and (2) in cooperation with the Legacy Fund of the Library of Congress, to develop and implement a marketing program to promote and sell the coins. Directs that all sales of coins minted under this Act include a ten dollar per coin surcharge, to be paid by the Secretary to the Supreme Court Historical Society for purposes of: (1) supporting historical research about the Supreme Court, the Constitution, and related topics; (2) supporting fellowship programs, internships, and docents at the Supreme Court; and (3) collecting and preserving related antiques, artifacts, and other historical items.

Home School Non-Discrimination Act of 2003 - Expresses the sense of the Congress that parents who choose private home education should be encouraged within the framework provided by the Constitution. Amends the Higher Education Act of 1965 (HEA) with respect to: (1) student aid eligibility of home-schooled students who have satisfied certain secondary education standards; and (2) institutional aid eligibility of the higher education institutions that such students attend. Amends the Individuals with Disabilities Education Act (IDEA) to provide, if a parent does not consent to an initial evaluation or special education or related services for a child with a disability, the local educational agency shall not be required to convene an individualized education program (IEP) meeting or develop an IEP for such child. Amends the Internal Revenue Code with respect to qualified elementary and secondary education expenses (the Coverdell Education Savings Account) to include home schools if they are treated as a home school or private school under State law. Amends the part of the General Education Provisions Act known as the Family Educational Rights and Privacy Act of 1974 to prohibit release of certain information on and educational records of students in non-public education, including any student educated at home or in a private school in accordance with State law, without written parental consent. Amends HEA to include students at home schools, whether treated as a home school or a private school under State law, among those prospective secondary school graduates eligible to apply for the Robert C. Byrd Honors Scholarship Program for higher education. Amends the Fair Labor Standards Act of 1938 to direct the Secretary of Labor to extend the hours and periods of permissible employment of employees between the ages of 14 and 16 years who are privately educated at a home school, whether the home school is treated as a home school or a private school under State Law, beyond those hours and periods applicable to employees of such ages who are educated in traditional public schools. (Thus allows home-school students to be employed during the traditional school day.)

Rural Multifamily Housing Loan Guarantee and Ginnie Mae Corrections Act - Amends the National Housing Act to authorize the Government National Mortgage Association (Ginnie Mae) to guarantee securities backed by loans insured or guaranteed by the Rural Housing Service under title V of the Housing Act of 1949. (Current law refers to loans insured under title V.)

Southwest Forest Health and Wildfire Prevention Act of 2003 - Directs the Secretary of Agriculture, acting through the Chief of the Forest Service, to: (1) establish three Institutes (one each in Arizona at Northern Arizona University, New Mexico, and Colorado) to promote the use of adaptive ecosystem management to reduce the risk of wildfires, and restore the health of forest and woodland ecosystems in Arizona, Colorado, Idaho, Nevada, New Mexico, and Utah; and (2) assist the Institutes to promote such management. Defines adaptive ecosystem management as a natural resource management process under which planning, implementation, monitoring, research, evaluation, and incorporation of new knowledge are combined into a management approach that is: (1) based on scientific findings and the needs of society; and (2) used to modify future management methods and policy. Prescribes requirements for cooperation among the Institutes and Federal programs relating to ecological restoration, wildfire risk reduction, and wildfire management technologies.

Salt Cedar and Russian Olive Control Demonstration Act - Directs the Secretary concerned (the Secretary of Agriculture with respect to National Forest System Lands, and the Secretary of the Interior with respect to Federal lands under the jurisdiction of the Secretary of the Interior and Indian lands) to: (1) assess the extent of Salt Cedar and Russian Olive invasion in those States in which the Bureau of Reclamation operates, past and present assessments and management options to control these phreatophytes, the feasibility of reducing water consumption, methods and challenges in land restoration, and the estimated costs of destruction, biomass removal, and restoration and maintenance; (2) identify long-term management and funding strategies that could be implemented by Federal, State, and private land managers; and (3) initiate a program of at least three projects to demonstrate and evaluate the most effective control methods, including at least one on national forest system land created from the public domain, one primarily using air-born application of herbicides, one using mechanical removal, and one using biocontrol, such as goats or insects. Requires each project to: (1) monitor and document the water saved due to control of Salt Cedar and Russian Olive infestation and what portions return to surface water or groundwater supplies and at what rates; (2) assess the optimum application approach and tools for an array of control methods; (3) assess all costs and benefits associated with the control methods, land restoration, and maintenance; (4) determine what conditions indicate the need to remove biomass and the optimal methods for its disposal or use; (5) define appropriate final vegetative states, optimal re-vegetation methods; and (6) methods to prevent regrowth and reintroduction.

Directs the Secretary of Veterans Affairs, in carrying out the pilot program to make direct housing loans to Native American veterans, to do so during FY 2003 at the FY 2002 level, without regard to a certain proviso in title I of the Departments of Veterans Affairs and Housing and Urban Development, and Independent Agencies Appropriations Act, 2003. Treats such proviso as being of no force or effect. Ratifies any action taken by the Secretary before the enactment of this Act that is inconsistent with such proviso.

Secondary Mortgage Market Enterprises Regulatory Improvement Act - Amends the Home Owners' Loan Act to rename the Office of Thrift Supervision as the Office of Housing Finance Supervision. Amends the Housing and Community Development Act of 1992 to transfer supervisory and regulatory authority over specified government sponsored enterprises (Fannie Mae and Freddie Mac) to the Director of the Office of Housing Finance Supervision from the Office of Federal Housing Enterprise Oversight of the Department of Housing and Urban Development (HUD) and from the Secretary of Housing and Urban Development. Requires the Director to ensure that the enterprises operate in a financially safe manner and remain adequately capitalized. Sets forth operating, administrative, and regulatory provisions, including: (1) public disclosure of information; (2) assessment authority; (3) authority to limit nonmission-related assets and set specified conforming loan limits; (4) establishment of a housing price index; (5) minimum and critical capital levels; (6) risk-based capital test; (7) capital classifications and undercapitalized enterprises; (8) receivership; (9) enforcement actions and penalties; and (10) reporting. Sets forth retained and new authorities of the Secretary. Abolishes the Office of Federal Housing Enterprise Oversight. Sets forth related transfer of personnel and facility and property provisions.

Elder Justice Act - Amends the Social Security Act (SSA) to add a new title XXII (Elder Justice) to establish: (1) within the Department of Health and Human Services (HHS) an Office of Elder Justice; (2) within HHS an Intra-Agency Elder Justice Steering Committee to coordinate HHS elder justice programs and policy; (3) the Elder Justice Coordinating Council to make recommendations for the coordination of activities to HHS, the Department of Justice, and other relevant Federal, State, local, and private agencies and entities; and (4) the Advisory Board on Elder Abuse, Neglect, and Exploitation. Outlines provisions with respect to uniform collection, maintenance, and dissemination of national data relating to elder abuse, neglect, and exploitation. Authorizes the HHS Secretary to award various grants, including grants for: (1) prevention of elder abuse, neglect, and exploitation; (2) five Centers of Excellence nationwide that shall specialize in research, clinical practice, and training relating to elder abuse, neglect, and exploitation; (3) six diverse communities to examine various types of elder shelters and to test various models for establishing safe havens; (4) nonprofit organizations and faith-based organizations to encourage such organizations to establish or continue volunteer programs that focus on the issues of elder abuse, neglect, and exploitation, or that provide related services; and (5) various multidisciplinary elder justice activities. Provides for: (1) reporting to law enforcement of crimes occurring in Federally-funded long-term care facilities; (2) revising the quality of long-term care; and (3) increasing consumer information about long-term care. Amends: (1) SSA titles XVIII (Medicare) and XIX (Medicaid) to establish programs to prevent abuse of skilled nursing facility and nursing facility residents; (2) the Public Health Service Act to increase the number of health care professionals with geriatric training; (3) the Older Americans Act of 1965 with respect to the long-term care ombudsman program; (4) part A (General Provisions) of SSA title XI to establish in HHS the Office of Adult Protective Services; and (5) SSA titles XVIII and XIX to assure safety of residents when nursing facilities close. Establishes in the Department of Justice an Office of Elder Justice. Amends the: (1) Federal criminal code to provide for a cause of action for elder abuse and neglect; and (2) Internal Revenue Code to provide for a long-term care facility worker employment tax credit.

Veterans Health Care Full Funding Act - Requires each fiscal year budget submitted to Congress by the President to include requests for amounts for veterans health care programs. Requires amounts appropriated for such programs to be available for two consecutive fiscal years. Establishes the Veterans Health Care Funding Review Board within the Department of Veterans Affairs. Directs the Board, beginning with FY 2005, to determine the level of funding needed for such programs for that fiscal year and the next and to publish such determination in the Federal Register. Outlines veterans' health care needs factors to be considered by the Board in arriving at such determination. Repeals requirements for certain congressional notifications in connection with a funding request for a Department major medical facility project or lease. Provides a 30-day standard for access to medical care for veterans seeking primary or specialized care, as measured from: (1) the time the veteran contacts the Department seeking an appointment until the date a visit is completed (primary care); and (2) the date on which the veteran is referred to a specialist until the date a visit is completed (specialty care). Directs the Secretary of Veterans Affairs to develop a standard of waiting time during a visit and to periodically review the performance of Department facilities compared to that standard.

Parent's Right to Know Act of 2003 - Prohibits making available any funds appropriated for carrying out title X of the Public Health Service Act (Population Research and Voluntary Family Planning Programs) to any family planning project under specified provisions of that title if any service provider in the project knowingly provides contraceptive drugs or devices to a minor, unless: (1) the minor is emancipated; (2) by court direction; (3) the provider has given actual written notice to the custodial parent or guardian five days in advance; or (4) the minor has written consent of a custodial parent or guardian.

Death Tax Repeal Permanency Act of 2003 - Declares that the sunset provisions of the Economic Growth and Tax Relief Reconciliation Act of 2001 shall not apply to Title V: Estate, Gift, and Generation-skipping Transfer Tax Provisions of such Act. (Makes the repeal of estate and generation-skipping taxes under the Internal Revenue Code, and certain reductions of the gift tax, permanent.)

Calls for the Citizens' Stamp Advisory Committee to recommend and the U.S. Postal Service to issue a commemorative postage stamp honoring Gunnery Sergeant John Basilone (the first recipient of the Congressional Medal of Honor awarded in World War II, and the only enlisted Marine in that war to receive the Congressional Medal of Honor, the Navy Cross, and the Purple Heart).

Indian Health Care Improvement Act Amendments of 2003 - Amends the Indian Health Care Improvement Act to revise requirements for health care programs and services for Indians, Indian tribes, tribal organizations, and urban Indian organizations. Provides for enrollment of qualified Indians in the State Children's Health Insurance Program (SCHIP) under title XXI of the Social Security Act (SSA), as well as Medicare under SSA title XVIII and Medicaid under SSA title XIX (as under current law). Replaces the Urban Health Programs Branch with an Office for Urban Indian Health. Directs the Secretary, acting through the IHS and Indian tribes and tribal organizations, to consolidate certain existing programs into a new program of comprehensive behavioral health, prevention, treatment, and aftercare for Indian tribes. Establishes the National Bi-Partisan Indian Health Care Entitlement Commission to: (1) establish a Study Committee to study the extent of Indian health services needs; (2) review and analyze the Study Committee's report; and (3) make recommendations to Congress for providing health services for Indians as an entitlement. Reauthorizes the Indian Health Care Improvement Act through FY 2015. Amends SSA titles XVIII (Medicare), XIX (Medicaid), and XXI (SCHIP) to conform with this Act.

Children's Hope Act of 2003 - Amends the Internal Revenue Code to provide for a credit ($100, $200 for joint return) which is dependent on enactment of State qualified scholarship tax credits and which is allowed against the Federal income tax for charitable contributions to education investment organizations (as defined by this Act) that provide qualifying assistance for elementary and secondary education. Excludes from gross income amounts received from an education investment organization for qualified elementary and secondary education expenses.

Tribal Transportation Program Improvement Act of 2003 - Amends the Transportation Equity Act for the 21st Century to authorize appropriations for Indian reservation roads under the Federal Lands Highways Program through FY 2009. Prohibits the Secretary of Transportation from distributing, for years after FY 2003, any amount of obligation authority made available for Indian reservation road bridges and roads. Authorizes appropriations to carry out the planning, design, engineering, construction, and inspection of certain projects concerning deficient Indian reservation road bridges. Raises from two percent to four percent the ceiling for the amount of funds made available for Indian reservation roads for each fiscal year that may be allocated to Indian tribal governments applying for transportation planning pursuant to the Indian Self-Determination and Education Assistance Act. Requires the Secretary to establish a Federal lands highway program demonstration project for Indian reservation roads and highway bridges located on Indian reservations. Requires the Secretary to carry out a program to provide to eligible Indian tribes competitive grants for use in establishing tribal transportation safety programs. Directs the Secretary of Transportation to issue grants to Indian tribes to establish rural transit programs on reservations or other land under tribal jurisdiction. Expresses the sense of Congress that: (1) the maintenance of roads on Indian reservations is a responsibility of the Bureau of Indian Affairs; and (2) Congress should provide annually to the Bureau funding necessary to carry out all maintenance of roads on Indian reservations.

Directs the Speaker of the House of Representatives and the President Pro Tempore of the Senate to arrange for the presentation of a congressional gold medal to President Jose Maria Aznar of Spain in recognition of his contributions to maintaining the security of all freedom-loving nations. Requires the Secretary of the Treasury to strike such medal and authorizes the Secretary to strike and sell bronze duplicates.

Preservation of Localism, Program Diversity, and Competition in Television Broadcast Service Act of 2003 - Amends the Communications Act of 1934 to prohibit the Federal Communications Commission from permitting any license for a commercial television broadcast station to be granted, transferred, or assigned to any party if such action would result in that party owning, operating, controlling, or having a cognizable interest in stations which have an aggregate national audience reach exceeding 35 percent. Requires any party currently having licenses in excess of such limit to divest as necessary to comply with such limit within one year.

Displaced Worker Assistance Act of 2003 - Amends the Internal Revenue Code to exclude from gross income qualified severance payments of up to $15,000 with respect to any employment separation reduced by the aggregate of prior excluded amounts. Limits exclusions to payments received in the year of separation or in one of the two succeeding taxable years.

Ten Commandments Defense Act of 2003 - Declares the following : (1) that the power to display the Ten Commandments on or within property owned or administered by the several States or their political subdivisions is among the powers reserved to the States respectively (under the Tenth Amendment of the U.S. Constitution); (2) that the expression of religious faith by individual persons on or within property owned or administered by the several States or their political subdivisions is among the rights secured (under the First Amendment) against laws respecting an establishment of religion or prohibiting the free exercise of religion made or enforced by the Federal Government; and (3) that the expression of religious faith by individual persons on or within property owned or administered by the several States or their political subdivisions is among the liberties of which no State shall deprive any person without due process of law made in pursuance of powers reserved to the States respectively.

Pledge Protection Act of 2003 - Amends the Federal judicial code to deny jurisdiction to any court established by Act of Congress to hear or determine any claim that the recitation of the Pledge of Allegiance violates the first amendment of the Constitution.

Unborn Victims of Violence Act of 2003 or Laci and Conner's Law - Provides that: (1) whoever engages in conduct that violates specified provisions of the Federal criminal code, the Controlled Substances Act of 1970, or the Atomic Energy Act of 1954, or specified articles the Uniform Code of Military Justice (conduct constituting certain Federal violent crimes) and thereby causes the death of, or bodily injury to, a child who is in utero, shall be guilty of a separate offense; and (2) the punishment for that separate offense shall be the same as that provided under Federal law for that conduct had that injury or death occurred to the unborn child's mother. Specifies that a violation of such provisions does not require proof that: (1) the person engaging in the conduct had knowledge or should have had knowledge that the victim of the underlying offense was pregnant; or (2) the defendant (or accused) intended to cause the death of, or bodily injury to, the unborn child. Prohibits imposition of the death penalty for an offense under this Act. Bars prosecution under this Act: (1) of any person for conduct relating to an abortion for which the consent of the pregnant woman, or a person authorized by law to act on her behalf, has been obtained or for which such consent is implied by law; (2) for conduct relating to any medical treatment of the pregnant woman or her unborn child; or (3) of any woman with respect to her unborn child.
