Amends the Export-Import Bank Act of 1945 to permit the Bank to extend credit to the Peoples Republic of China. Eliminates the avoidance of arms races between countries not menaced by Communist China from the factors considered by the President in determining whether the prohibitions against credit extensions by the Export-Import Bank for defense sales to developing countries should be waived in the national interest.

Limousine Limitation Act - Prohibits Government use of any limousine, use of any Government motor vehicle to transport any official between his place of employment and his dwelling place, and Government employment of any chauffeur. Excepts from this Act limousines for the President, Ambassadors, and specified other persons whose personal safety depends upon the use of such limousines.

Right to Financial Privacy Act - States that the purposes of this Act are to protect and preserve the confidential relationship between financial institutions and their customers and the constitutional rights of those customers, and to promote commerce by prescribing policies and procedures to insure that customers have the same right to protection against unwarranted disclosure of customer records as if the records were in their possession. Prohibits any Federal agency or employee, or any State or local government, from obtaining copies of, access to, or the information contained in, the financial records of any customer from a financial institution unless such records are described with particularity and: (1) such customer has authorized such disclosure in accordance with this Act; (2) such records are disclosed in response to an administrative subpena or summons; (3) such records are disclosed in response to a court order; or (4) such records are disclosed in response to a judicial subpena. States that no financial institution may provide to a Federal agency or employee, or to any State or local government, copies of or the information contained in the financial records of any customer except in accordance with the requirements of this Act. Sets forth provisions governing customer authorization, administrative subpenas and summons, and judicial subpenas. Prescribes civil and criminal penalties for violation of the provisions of this Title.

Federal Mutual Savings Bank Act - Amends the Home Owners' Loan Act to authorize the Federal Home Loan Bank Board to provide for the organization, conversion, operation, and regulation of associations which may be known as Federal Savings and Loan Associations or Federal Savings Banks. Allows for the chartering of such associations. Amends the Federal Deposit Insurance Act to provide that whenever a State-chartered mutual savings bank which is insured by the Federal Deposit Insurance Corporation is converted into a Federal Savings Bank, the Federal Deposit Insurance Corporation shall calculate the amount in its capital account attributable to such mutual savings bank and shall transfer to each Federal Savings Bank the amount calculated in accordance with this Act. Requires the Federal Savings and Loan Insurance Corporation to insure the accounts of all Federal Savings Banks. Allows for the conversion of a State-chartered mutual savings bank into a Federal savings and loan association or a Federal Savings Bank to the extent authorized by the Federal Home Loan Bank Board.

Federal Intelligence Agencies Control Act - Title I: Domestic Intelligence Activities - Prohibits any Federal agency or official from: (1) engaging in the collection, maintenance, or dissemination of information relating to the opinions of any person or the exercise of first amendment rights; (2) engaging in any action to discredit or harass any individual; (3) carrying out an investigation or prosecution against a particular person or class of persons in retaliation for engaging in first amendment activity; or (4) encouraging such prohibited activity by any other person or any State or local government agency. Renames the Federal Bureau of Investigation the Federal Bureau of Criminal Investigation and limits its activities to the investigation of specific acts which violate Federal criminal statutes. Limits the Bureau's authority to investigate such violations to cases in which there is a reasonable suspicion as such term is defined in this Act, of a violation, except that preliminary inquiries are permitted upon receiving a specific allegation that a person has committed, is committing, or is about to commit a Federal crime. Limits investigations and preliminary inquiries, generally, to 30 days in length. Authorizes extensions of such time limits but prohibits the continuance of any investigation for longer than six months. Requires supervising Bureau agents who believe an investigation may result in the collection of information of first amendment activity or may pose any danger to such activity to bring such investigation to the attention of the Attorney General who shall permit such investigation to continue if satisfied that the express prohibitions of this Act are not violated. Requires investigative files to be sealed upon termination of any investigation and prohibits the dissemination of person information in such files except pursuant to congressional oversight investigations, a valid search warrant or subpena, or upon the request of the subject of the investigation. Requires such subject to be notified that such sealed file is maintained by the Department of Justice and that such person has a right of access to such file. Requires such files to be maintained for ten years and then destroyed unless required for civil or criminal litigation except that information in such file which pertains to first amendment activity, is false, or was acquired by illegal means must be expunged as soon as practicable. Requires the Attorney General to recommend to the President for appointment with Senate confirmation an Inspector General of the Bureau who shall be responsible for overseeing the activities of the Bureau to assure that they are in conformity with the law and the Constitution of the United States, investigate citizen complaints directed at the Bureau, and testify at least annually before the appropriate congressional committees regarding any illegal activity. Amends the Omnibus Crime Control and Safe Streets Act of 1968 to limit the term of the Director of the Bureau to six years. Abolishes the Internal Security Branch of the Bureau and transfers the function of conducting background investigations of Federal employees and officials to the Civil Service Commission. Makes employees of the Bureau, except supervisory employees, subject to the laws governing appointments in the competitive service. Requires the publication of the budget of the Bureau and its submission to Congress as part of the budget of the Department of Justice. Directs the Comptroller General to audit the Bureau at least annually. Repeals the Riot, Seditious Conspiracy, Smith, Voorhis Anti-Propaganda, Peacetime Military Sedition, and Military Sedition Acts. Allows persons whose rights have been deprived by a Federal official to institute a civil action before a Federal court regardless of the amount in controversy and specifies minimum liquidated damages for such deprivations. Title II: Investigative Procedures; Prohibitions and Limitations - Repeals specified provisions of Federal law authorizing interception of electronic or oral communications. Prohibits any information Federal official, from posing for the purpose of covert surveillance as a member of a group engaged in valid first amendment activity. Prohibits the inspection of tax, bank, credit, or toll records, or the use of mail covers by the Federal Government unless conducted pursuant to a court order after a finding of probable cause according to procedures specified by this Act. Title III: Foreign Intelligence Activities - Renames the Central Intelligence Agency the Foreign Information Service and restricts its functions to the collection, correlation, and evaluation of foreign intelligence information and the advising of the National Security Council on matters concerning such foreign intelligence activities. Prohibits the covert collection of foreign intelligence by any Federal agency. Restricts counterintelligence investigations inside the United States (which may only be conducted by the Bureau) to obtaining evidence of violations of the criminal laws of the United States. Prohibits the expenditure of funds for foreign intelligence activities which are not specifically authorized for such purpose. Directs the Office of Management and Budget to provide Congress with a horizontal budget showing the total amount budgeted for foreign intelligence activities and line item budgets for each agency engaged in such activities. Title IV: Classified Information - Repeals the exemption from the Freedom of Information Act of information required to be kept secret by Executive order in the interest of national security. Directs that such information shall be subject to such Act unless it is in fact properly classified as national defense information, as defined in this Act, except that such information may not be exempted if it appears to relate to illegal activity engaged in by any official of the Federal Government. Title V: Official Deceit - Establishes a criminal penalty for any Federal official who conceals, obstructs, or fails to report as soon as possible any conduct of any other official which violates this Act. Title VI: Protection of Employee Disclosure of Refusal to Participate in Government Wrongdoing - Prohibits the taking of disciplinary action against any Federal official who expresses an opinion with respect to the conduct of a Federal agency or refuses to participate in official activities which such person reasonably believes to be illegal. Title VII: Temporary Special Prosecutor - Establishes for a period of five years an independent Office of Special Prosecutor for Violations of Law by Intelligence Agencies headed by a Special Prosecutor appointed by a special panel of United States judges. Confers upon the Special Prosecutor exclusive jurisdiction to investigate and prosecute all offenses committed by Federal officials in connection with or arising out of intelligence or counterintelligence activities.

Federal Reserve Reform Act - Amends the Federal Reserve Act to provide for an annual Congressional review of the Federal Reserve Board of Governors' proposed monetary policy. Prohibits discrimination in the selection of the Board of Directors of the Federal Reserve System. Requires Senate confirmation of the chairman of the Board of Governors. Limits the term of office of the chairman to four years. Prohibits Federal Reserve System officials and employees from communicating with any director, officer or employee of an institution subject to the regulatory authority of the Federal Reserve System in order to influence legislative actions affecting the Federal Reserve System. Makes it a criminal offense for a Federal Reserve bank officer, employee, or director to participate in specified activities affecting personal financial interest.

Stocks Management and Reserve Act -- Title I: Amends the Agricultural Act of 1949 to direct the Secretary of Agriculture to establish, maintain and dispose of a separate reserve of wheat, corn and other enumerated feed grains through storage contracts with producers. Limits such reserves to no less than 25 million tons nor more than 35 million tons. Specifies how the Secretary may establish such reserves through the Commodity Credit Corporation. Title II: Amends the Agriculture Act of 1949 to set the loan level per bushel of wheat at $2.25 for the 1977 crop and $2.35 for the 1978 through 1981 crops. Sets the loan level per bushel of corn at $1.75 for the 1977 crop and $2.00 for the 1978 through 1981 crops. Sets a formula for the adjustment of the respective loan rates under specified circumstances. Requires the Secretary to set a fair and reasonable loan level on each crop of barley, oats, and rye. Title III: Amends the Agriculture Act of 1949 to authorize the President (1) to enter into negotiations with other nations to develop an international system of food reserves to provide for humanitarian food relief needs, and (2) to establish and maintain an International Emergency Food Reserve, as a contribution of the United States toward the development of such a system, to be made available in the event of food emergencies in foreign countries. Requires for such reserve minimum stocks of two million tons, allowing an increase up to six million tons pursuant to an international agreement. Requires periodic rotation of such stocks to avoid spoilage and deterioration.

Amends the Age Discrimination in Employment Act of 1967 to eliminate age limitations with respect to the requirement that all personnel actions affecting employees or applicants for employment in Federal agencies, the United States Postal Service, or the District of Columbia government be taken without regard to such employees' or applicants' age.

National Weatherization Act - Title I: Utility Program - Amends the Energy Policy and Conservation Act to promote the voluntary submission by a State to the Administrator of the Federal Energy Administration of a residential energy conservation plan for utilities in such State. Requires such plan to direct utilities to implement a program informing residential customers of suggested measures for saving home heating and cooling costs. Permits the Administrator to require a regulated or unregulated utility in a State to offer such program upon the Administrator's determination that such State has not offered such plan for approval or implemented such plan. Title II: Weatherization Grants for the Benefit of Low-Income Families - Amends the Energy Conservation in Existing Buildings Act of 1976 to permit a raise in the eligible income level for weatherization grants to low-income families. Expands the definition of the term "weatherization materials" in such Act to include additional devices and technologies. Limits the amount of financial assistance available under such Act that may be spent on weatherization materials and specified accompanying costs. Amends the Housing Act of 1949 to require the Secretary of Agriculture to conduct a weatherization program financing the installation of weatherization materials in farm residences occupied by low-income people. Title III: Secondary Financing and Loan Insurance for Energy Conserving Improvements - Amends the Federal National Mortgage Association Charter Act to direct the Federal National Mortgage Association to purchase loans insured under the National Housing Act and made to low- and moderate-income families for the installation of energy conserving improvements in residences owned by such families. Permits the Secretary of Housing and Urban Development to insure a loan for the installation of energy conserving improvements. Specifies the eligibility conditions of such loan. Allows the Government National Mortgage Association to have standby authority to purchase loans for energy-conserving improvements. Title IV: Miscellaneous - Permits the Secretary of Housing and Urban Development to enter into annual contributions contracts for low-income projects to finance the installation of energy- conserving improvements. Directs the Secretary of Agriculture to promote the use of energy saving techniques through minimum property standards established for new rural residential housing assisted under the Housing Act of 1949. Amends the National Housing Act to permit specified increased amounts of assistance if such increase results from increased cost of a residence or project due to the installation of a solar energy system. Directs the Secretary of Housing and Urban Development to conduct a study for determining the necessity of a mandatory Federal requirement that all residential dwelling units meet energy efficient standards.

National Employment Priorities Act - Declares that it is the purpose of this Act: (1) to require prenotification to employees and communities of dislocation of business concerns; (2) to prevent Federal support for unjustified dislocation; and (3) to provide assistance to employees, and affected communities threatened with dislocation. Defines the terms used in this Act. Amends the Fair Labor Standards Act of 1938 to establish in the Department of Labor a National Employment Relocation Administration, to be headed by an Administrator and Deputy Administrator appointed by the President, by and with the advice and consent of the Senate. Authorizes the Secretary of Labor to perform enumerated functions in order to carry out the purposes of this Act. Establishes a National Employment Relocation Advisory Council. Directs the members of such Council to perform enumerated functions, including to advise the Secretary and Administrator with respect to the activities of the National Employment Relocation Administration and to evaluate the effectiveness of programs carried out under this Act. Requires written notice to be given to the Secretary whenever: (1) a business concern intends to close or transfer all or part of the operations of an establishment of that business concern; and (2) at least 15 percent of the employees who are members of any labor organization or 15 percent of all employees in that establishment will suffer an eligible employment loss as a result of any such closing or transfer. Authorizes the Secretary to investigate a proposed closing or transfer of operations under specified circumstances. Directs the Secretary to establish a program of adjustment assistance for employees who become unemployed or receive a weekly wage of less than 85 percent of their former wage as a result of a closing or transfer of a business concern. Provides that such adjustment assistance shall include: (1) income maintenance payment; (2) maintenance of pension and health benefits; (3) job placement and retraining benefits; (4) relocation allowances; (5) early retirement benefits; (6) emergency mortgage and rent payments; and (7) food stamps and surplus commodities. Directs the Secretary to make every effort to place employees for substantially equivalent full employment in accordance with their capacity and prospective employment opportunities. Provides that a unit of local government is eligible for assistance under this Act upon determination by the Secretary that the closing or transfer of operations of business establishments has contributed substantially to an unemployment rate within such jurisdiction exceeding eight percent on a seasonally adjusted basis. Authorizes the Secretary to provide assistance to businesses within such areas. Authorizes the Secretary to develop a retraining program for employees who will be required to acquire new or additional skills as a result of the economic adjustment assistance proposal. Makes business concerns ineligible for specified benefits under the Internal Revenue Code if the Secretary makes certain determinations. Authorizes to be appropriated to the Secretary such sums as may be necessary to carry out the provisions of this Act.

Urban Grant University Act - Amends the Higher Education Act of 1965 to authorize appropriations for, and establish a program of grants to, urban universities for (1) development of urban-oriented educational, research, or service programs; and (2) assistance in carrying out such programs. Establishes a five year comprehensive grant to a university qualifying as an "urban grant university" and establishes criteria for such designation. Creates an Urban University Advisory Council to (1) review, along with the Commissioner of Education, "urban grant university " applications; (2) advise the Commissioner; and (3) make recommendations to the President and to the Congress.

Competition Review Act - Establishes the Competition Review Commission to conduct a study of the laws, regulations, policies and any other practices of the United States having a significant impact on competition. Includes, in the scope of the study, the antitrust laws and exemptions thereto, the patent laws, Internal Revenue laws, the National Labor Relations Act, regulatory policies, and Federal contracting and bidding practices. Directs the Commission to conduct a study of the major industries of the United States to determine the extent and nature of competition within such industries. Enumerates industries to be included in such study. Requires each study to evaluate the effect of the laws and enforcement procedures, policies and other actions of the Federal Government, and degree of concentration within the major industries on: employment, price levels, profit levels, efficiency, the quality of goods and services produced, the ability of the United States to compete with foreign counterparts, and the net benefit or harm to the United States economy. Directs the Commission to report its findings to the President and to Congress within three years of the enactment of this Act. Enumerates the powers of the Commission including the power to issue subpenas.

Authorizes the Secretary of State to accept a statue or bust of George C. Marshall and place it in the Department of State. Establishes a noncompensated Commission under the direction of the Secretary to select a sculptor and select the size, style, design, and material of such statue or bust. Authorizes not more than $10,000 for its procurement, the remaining expense to be contributed without expense to the United States. Directs that the authority given to the Secretary lapse unless such statue or bust is installed within two years after enactment of this Act.

Excludes from the Federal law limiting and restricting the corporate powers of national banking associations to deal in and underwrite investment securities specified dealing in and underwriting of all other nongeneral obligations issued or guaranteed by or on behalf of a State or any political subdivision thereof or agency of a State or any political subdivision thereof (except special assessment obligations and industrial revenue bonds) which are at the time eligible for purchase by a national bank for its own account, subject to specified limitations. Requires the Secretary of Treasury to submit an annual report to the Congress showing the extent to which the business of underwriting and dealing in State and local obligations is being carried on by commercial banks as compared with other banking institutions with a view to determining the effect of the amendment made by the first section of this Act on the institutional distribution of such business.

International Banking Act - Amends the Federal Reserve Act to permit foreign banks to establish and operate Federal branches in any State in which it is not prohibited for a foreign bank to establish such a branch upon receipt of approval from the Comptroller of the Currency. Sets forth considerations which the Comptroller must take into account in determining whether to permit foreign banks to operate under this Act. Permits the Comptroller, in his discretion to waive specified citizenship requirements with respect to directors of associations which are subsidiaries or affiliates of foreign banks. Permits a foreign bank, with the approval of the Comptroller, to convert any branch operated pursuant to State law into a Federal branch or agency. Terminates the authority to operate a Federal Federal branch when (1) the parent bank voluntarily relinquishes it; (2) the parent bank is dissolved; (3) the Comptroller has reasonable cause to believe that a foreign bank has not complied with the provisions of this Act and revokes the authority to operate a Federal branch; or (4) when a conservator is appointed for such foreign bank. Prohibits any branch from accepting deposits of United States citizens, residents, or businesses whose principal place of business is in the United States unless the branch maintains a surety bond or pledge of assets with the Federal Deposit Insurance Corporation. Sets forth the assets which foreign banks are required to keep or deposit before the Federal branch may accept deposits of United States residents or businesses. Prohibits foreign banks from retaining interests in non-banking companies or from participating in non-banking activities with specified exceptions. Requires the Secretary of the Treasury (1) to issue guidelines with respect to the entry of foreign banking organizations into banking in the United States; and (2) to assist Federal and State banking agencies in acting on applications for the establishment of branches by foreign banks. Requires each foreign bank that maintains an office other than a branch in an State to register with the Secretary of the Treasury; the Secretary of State, and the Board of Governors of the Federal Reserve System. Makes provisions for the enforcement of this Act.

Provides that the recipient of a veterans' pension or dependency and indemnity compensation will not have the amount of such pension or compensation reduced because of cost-of-living increases in social security benefits, railroad retirement annuities, or other retirement benefits.

Housing and Community Development Act - Title I: Community Development Amendments - Amends the Housing and Community Development Act of 1974 to include the alleviation of physical and economic distress through private investment and community revitalization among the objectives of such Act. Defines additional terms including "age of housing" and "extent of growth lag." Authorizes funds to be appropriated for the purpose of making grants to States and units of local governments to help finance community development programs, not to exceed: $3,500,000,000 for fiscal year 1978; $3,650,000,000 for fiscal year 1979; and $3,800,000,000 for fiscal year 1980. Limits amounts of appropriated funds which may be used to aid metropolitan cities, urban counties, and other units of local government within metropolitan areas to meet their hold-harmless needs. Authorizes funds not to exceed $400,000,000, to be appropriated for each of the fiscal years 1978, 1979, and 1980 for the purpose of assisting severely distressed cities that require supplemental grant assistance in order to alleviate excessive deterioration through neighborhood reclamation and community revitalization. Changes specified application and review requirements for such grants. Includes among activities eligible for assistance under this Act: (1) the financing of public or private acquisition for purposes or rehabilitation; and (2) activities carried out by public or private nonprofit entities which are necessary or appropriate to meeting the needs and objectives of approved community development plans. Sets forth the formulae which the Secretary of Housing and Urban Development must follow in order to determine the amount to be allocated to each metropolitan city and urban county and the distribution of remaining funds. Extends, by three years, the period during which funds will be reserved for use by the Secretary to make grants at his discretion. Increases, by one percent, the amount of funds to be reserved from the total amount appropriated for Community Development Programs. Removes the Secretary's authority to guarantee loans for acquisition of property with respect to grants to States and units of local government to help finance Community Development Programs. Authorizes the Secretary to make urban development action grants to severely distressed cities to help alleviate physical and economic deterioration through community revitalization in areas of population out-migration or stagnating or declining tax base. Reserves urban development action grants only to those cities that have demonstrated results in providing housing for persons of low- and moderate-income and in providing equal opportunity in housing and employment for low- and moderate-income persons and members of minority groups. Lists information to be included in applications for such grants, including a description of a concentrated Urban Development Action Program. Directs the Secretary to establish criteria to be followed in selecting cities to be recipients of such grants. Requires annual reviews and audits of grant recipients. Amends the Housing Act of 1964 to extend the rehabilitation loan program through fiscal year 1979. Authorizes $60,000,000 to be appropriated for fiscal year 1978. Authorizes appropriations for fiscal year 1978 for comprehensive planning under the Housing Act of 1954, of which funds 20 percent shall be made available for planning grants. Title II: Housing Authorizations - Amends the United States Housing Act of 1937 to increase the limit on funds that are authorized to be appropriated for contracts for annual contributions to low-income housing projects in 1977. Sets forth the limitation on funds authorized to be appropriated for the purpose of providing annual contributions for the operation of such projects. Prohibits the Secretary from entering into contracts for specified dwelling units after the enactment of this Act. Makes provisions for the assumption of maintenance responsibilities of existing units. Amends the National Housing Act to increase the maximum mortgage amounts under the Federal Housing Administration's multifamily mortgage insurance programs including the homeownership program. Changes the eligibility requirements for mortgage insurance under the National Housing Act by decreasing downpayment requirements. Permits the Secretary to increase mortgage insurance premiums for cooperative housing projects. Extends additional assistance payments for low-income rental projects which achieve 50 percent occupancy. Permits the Secretary of Housing and Urban Development to insure, on a permanent basis, mortgages and loans with provisions of varying rates of amortization. States that the principal obligation of such mortgages insured may not exceed 97 percent of the appraised value of the property covered by the mortgage. Exempts such insured mortgages from State laws limiting the amount of interest which may be charged. Amends the National Housing Act to increase the allowable maximum mortgage amount and the term of maturity for mortgage credit assistance. Amends the Housing and Community Development Act of 1974 to increase the amount authorized to be appropriated to reimburse the housing loan funds for properties transferred under the urban homesteading program. Amends the National Flood Insurance Act of 1968 to authorize funds, not to exceed $108,000,000 for fiscal year 1978 and such sums as are necessary for each fiscal year thereafter, for flood insurance studies. Amends the Housing and Urban Development Act of 1970 to authorize funds not to exceed $65,000,000 for fiscal year 1978 for specified research and demonstration projects. Increases the limits on amounts of conventional mortgages which may be purchased by the Federal National Mortgage Association and the Federal Home Loan Mortgage Corporation pursuant to the National Housing Act. Amends the Housing and Community Development Act of 1974 to prohibit the Secretary from applying new administrative policies in derogation of the rights (including the right of renewal) of an owner under specified leases. Amends the Housing Act of 1959 to direct the Secretary to issue and implement regulations for the efficient coordination of application processing for specified loans for housing for elderly and handicapped families. Amends the National Housing Act to authorize the Secretary to insure mortgages in any community where the Secretary determines among, other things that: (1) temporary adverse economic conditions exist throughout the community as a direct and primary result of outstanding claims to ownership of land in the community by an American Indian tribe, band, or Nation; (2) as a direct result of the community's temporarily impaired economic condition, owner occupants of homes in the community have been involuntarily unemployed or underemployed and have thus incurred substantial reductions in income which significantly impair their ability to continue timely payment of their mortgages; and (3) as a result, widespread mortgage foreclosures and distress sales of homes are likely in the community. Title III: Program Extensions - Amends the National Housing Act to extend specified Federal Housing Administration insurance programs including the following: (1) housing renovation and modernization; (2) general insurance authorization; (3) housing for moderate income and displaced families; (4) membership in cooperative associations for lower income families; (5) rental housing for low-income families; (6) coinsurance of mortgages; (7) experimental housing; (8) armed services housing; (9) group practice facilities and medical practice facilities; and (10) new communities. Extends the authority of the Secretary of Housing and Urban Development to grant flexible interest rates for specified mortgage insurance programs. Amends the National Flood Insurance Act of 1968 to extend the national flood insurance program until September 30, 1978. Extends, by one year, the Emergency Home Purchase Assistance Act and the new community program. Title IV: Lending Powers in Federal Savings and Loan Association - Amends the Home Owners' Loan Act of 1933 to extend the lending authority of Federal Savings and Loan Associations for the following: (1) construction loans; (2) single family dwelling loans; (3) property improvement loans; and (4) multifamily dwelling loans. Makes conforming amendments to the Federal Home Loan Bank Act. Title V: National Urban Policy - National Urban Policy and New Community Development Act- Amends the Urban Growth and New Community Development Act of 1970 to change its emphasis from urban "growth" to "development and redevelopment." Makes changes in the contents of the President's national urban policy report. Title VI: Rural Housing - Authorizes appropriations for specified rural housing programs. Amends the Housing Act of 1949 to make changes in the guaranteed housing loan program. Authorizes prepayment of taxes and insurance by Farmers Home Administration borrowers without requiring that such funds are held in escrow. Authorizes the Secretary of Agriculture to make expenditures from the Rural Housing Insurance Fund in order to correct construction defects or to pay claims of the owner of property arising from such defects. Redefines the term "domestic farm labor" for purposes of farm housing loans and grants to include specified laborers in Puerto Rico and the Virgin Islands. Sets forth eligibility requirements for farm housing assistance for elderly or handicapped persons or families. Extends the program for rural housing loans for elderly and handicapped families to include congregate housing facilities for families who require some supervision and central services. Requires that at least 60 percent of insured rural housing loans shall benefit persons of low income. Authorizes the Farmers Home Administration to undertake rural housing research with any public or private body. Makes it mandatory for the Secretary of Agriculture to provide rural rental assistance.

Authorizes the President to provide public service employment for unemployed United States citizens in reforestation, fire prevention, pest control, and other conservation projects on public lands, including national park and national forest improvement projects. Authorizes the appropriation of $3,000,000,000 for fiscal years 1978 and 1979 to carry out this Act.

Establishes, in the city of Lowell, Massachusetts, the Lowell National Cultural Park consisting of a preservation zone and an intensive use zone. Requires the Secretary of the Interior to establish the boundaries of such zones. Permits the Secretary to either enter into cooperative agreements with property owners to preserve and maintain property within the park or to acquire such property within the intensive use zone by purchase or condemnation if the parties have failed to reach an agreement through negotiation. Permits the Secretary to enter into agreements with Federal agencies or the Commonwealth of Massachusetts for firefighting, law enforcement or other specified assistance. Directs the Secretary to submit to Congress a park management plan and to establish standards applicable to the construction and use of properties within the intensive use zone. Requires any Federal agency conducting activities affecting the park to conform to such standards. Establishes the Lowell National Cultural Park Advisory Commission to advise the Secretary on the boundaries of the park and the development and use of properties and activities within the park.

Automotive Transport Research and Development Act - Directs the Administrator of the Energy Research and Development Administration to establish a program to develop advanced automobile propulsion systems within five years of the date of enactment of this Act. Directs the Administrator to make grants for research projects designed to assist the furtherance of such program. Directs the Secretary of Transportation to evaluate and report the extent to which the automobile industry utilizes advanced automotive technology. Directs the Administrator of the Environmental Protection Agency to test vehicles developed pursuant to the program established by this Act, in order to determine compliance with applicable standards under the Clean Air Act and the Noise Control Act of 1972. Directs the Secretary of Transportation to test such vehicles in order to determine compliance with applicable standards under the National Traffic and Motor Vehicle Safety Act of 1966, the Motor Vehicle Information and Cost Savings Act, and the Automobile Information Disclosure Act. Establishes contracting procedures consistent with applicable provisions of the Federal Nonnuclear Energy Research and Development Act of 1974 and the Energy Reorganization Act of 1974. Directs the Administrator of the Energy Research and Development Administration to submit annual reports to Congress of activities pursuant to this Act, including results of economic surveys designed to evaluate the extent to which Federal guarantees of financial obligations may aid in developing commercial markets for advanced automobile technology. Amends the National Aeronautics and Space Act of 1958 to require that efforts of the National Aeronautics and Space Administration be directed towards the development of advanced automobile propulsion systems. Authorizes the appropriation of $25,000,000 for fiscal year 1977 and $75,000,000 for fiscal year 1978 to carry out the purposes of this Act. Stipulates that no more than 60 percent of such appropriations shall be directly expended in Federal laboratories.

Municipal Taxable Bond Alternative Act - Amends the Internal Revenue Code to allow a State, a possession of the United States, any political subdivision of any of the foregoing, the District of Columbia, or any issuer of qualified scholarship funding bonds to elect to issue taxable obligations, the interest of which will be included in the gross income of the recipient. Directs the Secretary of the Treasury to pay without condition or requirement 40 percent of the interest yield on each obligation for which the election of taxability has been made.

Lifeline and Electric Rate Reform Act - Title I: General Provisions - Declares it the purpose of this Act to reform inequities in the structure of electric utility rates. Title II: Definitions - Defines the terms used in this Act. Defines the scope of coverage under this Act. Stipulates that direct Federal regulation shall not apply where regulation is specifically reserved and effectively enforced by the States in accordance with applicable national minimum standards. Title III: Electric Energy Office - Creates an Electric Energy Office in the Federal Power Commission to establish and enforce National Minimum Standards for Ratemaking to be binding upon all electric utility regulatory agencies. Requires that all electric utilities and local distributors furnish monthly reports to the office disclosing information on the amount of electric energy supplied, the amount and rate of charges for each consumer class, and the amount and costs of fuel utilized by each utility. Imposes criminal and civil penalties for failure to make full disclosure of such information. Title IV: Rate Structures - Directs the Federal Power Commission, in the exercise of its regulatory functions, to accord highest priority to residential and small business users. Prohibits regulatory authorities from permitting the sale of electric energy to low priority users at rates less than those charged to high-priority consumers. Imposes criminal penalties for the furnishing of electric-energy at rates or charges which have not been specifically approved by the appropriate regulatory agency after public hearings. Directs the Federal Power Commission to encourage conservation of electric energy by requiring that rates be graduated progressively upward for consumption of electric energy in amounts above subsistence quantities. Title V: Lifeline Electric Rates - Requires that electric utility rate charges for subsistence quantities of electric energy to residential consumers not exceed the lowest rate charged to any other electric consumer. Requires the use of graduated rate structures for consumption of electric energy in amounts above subsistence quantities. Title VI: Electric Rates for Nonresidential Customers - Requires that electric utility rate changes for nonresidential customers be the lowest rate charged to any other electric consumer in the same class. Requires progressively higher rates for consumption in excess of the basic requirements of such nonresidential customers. Title VII: Effective Dates - Stipulates that the provisions of this Act shall become effective one year from the date of its passage, unless otherwise indicated.

Creates a Select House Committee on Population to conduct an investigation and study of: (1) the major adverse effects of current population growth throughout the world; (2) approaches which have been shown to be effective in coping with excessive population growth; and (3) means to encourage countries with excessive population growth rates to adopt methods proven to be successful in reducing population growth rates.

Renegotiation Reform Act - Excludes from the definition of the terms "contract" and "subcontract" under the Renegotiation Act of 1951 any lease financing transaction by a bank or a subsidiary of a bank holding company when such transaction is the functional equivalent of an extension of credit by the lessor. Amends such Act to limit the terms of office of members of the Renegotiation Board to five years. Sets the rate of compensation for the chairman of the Board at the rate of pay for level IV of the Executive Schedule and for the other members of the Board at the rate for level V of the Executive Schedules. Prohibits the use of the percentage-of-completion method of accounting for renegotiation contracts from which the Board finds excessive profits. Specifies other criteria to be used in such renegotiation. Eliminates the exemptions from the provisions of the Act currently afforded products of gas and oil wells and standard commercial services. Repeals provisions of the Act allowing any contractor or subcontractor subject to this Act to waive exemptions from the Act for standard commercial articles. Requires all such contractors and subcontractors to furnish complete cost and pricing data on all articles subject to exemption under the Act. Requires the Board to conduct a study of such cost and pricing data and report to Congress on the profitability of such exempted items. Raises the minimum amount of contracts subject to renegotiation under the Act from $1,000,000 to $4,000,000 and of subcontracts subject to renegotiation from $25,000 to $50,000. Changes from criminal to civil fines imposed under the Act for failure to file or for filing misleading information required to be filed under the Act. Declares the Chairman of the Board to be the Board's chief executive officer and confers upon him direction of all executive functions of the Board. Grants the Board the power to issue subpoenas. Requires the Board to audit all financial statements submitted to it pursuant to the Act. Directs the Board to report annually to the Secretary of each Department with respect to the contractors or subcontractors who have received or accrued during the past fiscal year amounts under contracts with such Department or subcontracts under contracts with such Department. Requires the General Accounting Office to review the activities of the Board annually and to submit a report of its findings to Congress. Makes provisions for refunds owed to contractors and subcontractors.

Grants the consent of Congress to retired members of the uniformed services, members of Reserve components of the armed forces, and members of the Public Health Service Reserve Corps to accept employment with foreign governments with the approval of the Secretary concerned and the Secretary of State.

Amends the Housing and Community Development Act to provide that units of general local government receiving grants, under the hold-harmless provisions of such Act, shall be entitled, after fiscal year 1977, to continue to receive the amount to which they are presently entitled.

Amends the Export-Import Bank Act of 1945 to permit the Bank to extend credit to the Peoples Republic of China. Eliminates the avoidance of arms races between countries not menaced by Communist China from the factors considered by the President in determining whether the prohibitions against credit extensions by the Export-Import Bank for defense sales to developing countries should be waived in the national interest.

Title I: International Bank for Reconstruction and Development - Amends the Bretton Woods Agreements Act to authorize the Governor of the International Bank for Reconstruction and Development to vote for an increase of 70,000 shares in the authorized capital stock of the Bank and to subscribe on behalf of the United States to 13,005 additional shares if such increase becomes effective and if the amount required has been appropriated. Title II: International Finance Corporation - Amends the International Finance Corporation Act to authorize the Governor of the International Finance Corporation to vote for an increase of 540,000 shares in the authorized capital stock of the Corporation and to subscribe on behalf of the United States to 111,493 additional shares if such increase becomes effective and if the amount required has been appropriated. Title III: International Development Association - Amends the International Development Association Act to authorize the United States Government to agree on behalf of the United States to pay to the Association $2,400,000,000 as the United States contribution to the fifth replenishment of the Resources of the Association, subject to obtaining the necessary appropriations. Title IV: Asian Development Bank and Assign Development Fund - Amends the Asian Development Bank Act to authorize the United States Governor of the Asian Development Bank to subscribe on behalf of the United States to 67,500 additional shares of the capital stock of the Bank and to contribute $180,000,000 to the Asian Development Fund, subject to obtaining the necessary appropriations. Title V: Human Rights - Requires the United States Government, in connection with its voice and vote in the International Bank for Reconstruction and Development, the International Development Association, the International Finance Corporation, the Inter-American Development Bank, the African Development Fund, and the Asian Development Bank, to advance the cause of human rights. Title VI: Effective Date -States that this Act shall take effect on the date of its enactment.

Family Farm Preservation Act - Amends the Federal Deposit Insurance Act to prohibit any insured bank from investing any of the funds of a common trust fund or other fund for the collective investment of assets held by the bank as fiduciary, agent, or in any similar capacity, in real estate used principally for agricultural purposes.

Campaign Financing Act -- Title I: Public Financing of Congressional General Election Campaigns - Entitles to payments under this Act Congressional candidates who agree to certain reporting and recordkeeping procedures and who certify that (1) he and his authorized committees will not incur campaign expenses in excess of certain limitations, (2) he has qualified to have his name placed on the election ballot in an election for Congressional office, and (3) he has received contributions in excess of a certain sum and no person has given more than $100 toward the amount so certified. Sets the amount of payments to an eligible candidate at the amount of contributions received up to a specified maximum. Stipulates that sums given by any one contributor totalling over $100 shall be disregarded for purposes of matching grants. Restricts use of funds forwarded under this Act to defraying campaign expenses either directly or through repayment of campaign loans. Specifies a limit on the amount of personal funds which a candidate may spend in connection with a Congressional campaign and remain eligible to matching grants. Amends the Federal Election Campaign Act of 1971 to specify spending limits for candidates receiving payments under this Act. Waives such limits for candidates whose opponents are not receiving matching payments and have spent sums in excess of the limit imposed for candidates receiving payments. Directs the Secretary of the Treasury to establish a separate Congressional General Election Payment Account in the Presidential Election Campaign Fund and to deposit certain sums in such account in accordance with specified guidelines. Requires repayment of excess payments and unexpended payments. Penalizes use of funds for other than campaign purposes. Authorizes the Federal Election Commission to institute repayment actions in district courts. Specifies the administrative authority of the Commission in carrying out this Act. Title II: Public Financing of Presidential General Election Campaigns - Raises the general election spending limit for Presidential candidates who are eligible to receive public funds under either the Presidential Election Campaign Fund Act or the Presidential Primary Matching Payment Account Act. Sets limits on the amount which a State party committee may spend in connection with the general election campaign of its Presidential candidate. Provides an alternative method for determining the amount of money to which candidates are entitled under the Presidential Election Campaign Fund Act based upon amount of contributions received after the final primary. Specifies conditions for candidates electing such method. Permits Presidential candidates eligible to receive payment under the Presidential Election Campaign Fund Act to receive additional small contributions from individual contributors up to a specified limit. Title III: Miscellaneous Provisions - Amends the Federal Election Campaign Act of 1971 to reduce the maximum amount which a multicandidate committee may contribute to any candidate or his committees. Specifies the effective date of the provisions of this Act and guidelines with respect to deposit in the Congressional General Election Campaign Fund during 1977.

Minority Enterprise Act - Title I: Amendments Affecting the Small Business Act - Amends the Small Business Act to establish the Office of Minority Small Business Assistance Personnel in the Small Business Administration (SBA) to work with all agencies of the Government having procurement powers in order to identify contracts suitable for minority concerns and within each regional office of the SBA to supervise and coordinate minority small business programs. Directs the Administrator of the SBA to appoint an Associate Administrator for Minority Small Business and Procurement Assistance. Increases the authorization for appropriations in the small business loan program and requires that not less than 25 percent of aggregate direct loans shall be made to minority small business concerns. Increases the authorization for appropriations for the equal opportunity loan program. Provides statutory standards for contracting and subcontracting by the United States with respect to minority businesses. Directs the Administration to prepare and publish in the Federal Register rules governing the maximum size of small business concerns qualified to receive procurement assistance under the Small Business Act. Requires that the Administration shall report to Congress and the President concerning the development of minority small businesses. Authorizes $201,600,000 to be appropriated for purposes of this Title. Title II: Amendments to the Federal Property and Administrative Services Act of 1949 - Requires that a Utilization of Minority Business Enterprises clause appear in specified Government contracts. Requires that specified Government contractors establish and conduct a Minority Business Enterprise Subcontracting Program which includes: (1) designation of a liaison officer to administer the contractor's program; (2) consideration of the potentialities of minority business enterprises in all "make or buy" decisions to provide materials or service; and (3) maintenance of records concerning procedures adopted and subcontracts awarded. Sets forth other preferences which will be extended to minority business enterprises. Title III: Commission on Federal Assistance to Minority Enterprise - Establishes the Commission on Federal Assistance to Minority Enterprise composed of 15 members appointed by the President, with the consent of the Senate, from members of minority groups who are knowledgeable in minority participation in the economy. Directs the Commission to develop methods for delivery of financial assistance to minority enterprises; for generating markets for goods and services; and for providing effective business education and technical assistance. Requires that the Commission shall submit semiannual reports to each House of Congress concerning its activities.

Residential Energy Conservation Act - Authorizes the Secretary of the Treasury to make loans to authorized administrative authorities for the purpose of enabling such authorities to carry out energy conservation investment programs. Defines the term "authorized administrative authority" as the Secretary or any gas or electric utility designated by the Secretary under this Act. Directs any such authority which receives any loan under this Act to use funds from such loan to provide loans to any owner of a dwelling which does not comply with insulation standards specified by State and local law in order to bring such dwelling into compliance. Permits the Secretary of Housing and Urban Development to designate any person to assume inspection responsibility for the dwelling of any applicant for loans under this Act. Sets forth measures to insure compliance with insulation standards.

Housing and Community Development Act - Title I: Community Development Amendments - Amends the Housing and Community Development Act of 1974 by defining "age of housing" and "extent of growth lag". Authorizes funds to be appropriated for the purpose of making grants to States and units of local governments to help finance community development programs, not to exceed: $3,500,000 for fiscal year 1978; $3,650,000 for fiscal year 1979; and $3,800,000 for fiscal year 1980. Limits amounts of appropriated funds which may be used to aid metropolitan cities, urban counties, and other units of local government within metropolitan areas to meet their hold-harmless needs. Authorizes funds not to exceed $400,000,000, to be appropriated for each of the fiscal years 1978,1979, and 1980 for the purpose of assisting severely distressed cities that require supplemental grant assistance in order to alleviate excessive deterioration through neighborhood reclamation and community revitalization. Includes among activities eligible for assistance under this Act: (1) the financing of public or private acquisition for purposes or rehabilitation; and (2) activities carried out by public or private nonprofit entities which are necessary or appropriate to meeting the needs and objectives of approved community development plans. Sets forth the formulae which the Secretary of Housing and Urban Development must follow in order to determine the amount to be allocated to each metropolitan city and urban county. Extends, by three years, the period during which funds will be reserved for use by the Secretary to make grants at his discretion. Authorizes the Secretary to make urban development action grants to severely distressed cities to help alleviate physical and economic deterioration through community revitalization in areas of population out-migration or stagnating or declining tax base. Reserves urban development action grants only to those cities that have demonstrated results in providing housing for persons of low-and moderate-income and in providing equal opportunity in housing and employment for low-and moderate-income persons and members of minority groups. List information to be included in applications for such grants, including a description of a concentrated Urban Development Action Program. Directs the Secretary to establish criteria to be followed in selecting cities to be recipients of such grants. Amends the Housing Act of 1964 to extend the rehabilitation loan program through fiscal year 1979. Authorizes appropriations for fiscal year 1978 for comprehensive planning under the Housing Act of 1954. Title II: Housing Authorizations - Amends the United States Housing Act of 1937 to increase the limit on funds that are authorized to be appropriated for contracts for annual contributions to low-income housing projects in 1977. Sets forth the limitation on funds authorized to be appropriated for the purpose of providing annual contributions for the operation of such projects. Amends the National Housing Act to increase the maximum mortgage amounts under the Federal Housing Administrations's multifamily mortgage insurance programs including the homeownership program. Changes the eligibility requirements for mortgage insurance under the National Housing Act by decreasing downpayment requirements. Permits the Secretary of Housing and Urban Development to insure, on a permanent basis, mortgages and loans with provisions of varying rates of amortization. States that the principal obligation of such mortgages insured may not exceed 97 percent of the appraised value of the property covered by the mortgage. Exempts such insured mortgages from State laws limiting the amount of interest which may be charged. Amends the Housing and Community Development Act of 1974 to increase the amount authorized to be appropriated to reimburse the housing loan funds for properties transferred under the urban homesteading program. Amends the Housing Act of 1959 to include receipts and disbursements of funds from the loans for housing for elderly and handicapped families program in the total of the budget of the United States and removes the exemption from limitations on annual expenditures or net lending. Amends the National Flood Insurance Act to authorize funds, not to exceed $108,000,000 for fiscal year 1978 and such sums as are necessary for each fiscal year thereafter, for flood insurance studies. Amends the Housing and Urban Development Act of 1970 to authorize funds not to exceed $60,000,000 for fiscal year 1978 for specified research and demonstration projects. Title III: Program Extensions - Amends the National Housing Act to extend specified Federal Housing Administration insurance programs including the following: (1) housing renovation and modernization; (2) general insurance authorization; (3) housing for moderate income and displaced families; (4) membership in cooperative associations for lower income families; (5) rental housing for low-income families; (6) coinsurance of mortgages; (7) experimental housing; (8) armed services housing; (9) group practice facilities and medical practice facilities; and (10) new communities. Extends the authority of the Secretary of Housing and Urban Development to grant flexible interest rates for specified mortgage insurance programs. Amends the National Flood Insurance Act to extend the national flood insurance program until September 30, 1978.
