Amends Titles XVIII (Medicare) and II (Old-Age, Survivors' and Disability Insurance) of the Social Security Act to provide that eligible drugs, requiring a physician's prescription or certification, shall be included among the items and services covered under the hospital insurance program for the aged at a specified amount of payment. States that the reasonable allowance for eligible drugs furnished an individual pursuant to any one prescription and purchased by such individual at any one time shall be reduced by an amount equal to the applicable prescription copayment obligation which shall be $1. Establishes, within the Department of Health, Education, and Welfare, a Medicare Formulary Committee to compile and publish a Formulary listing the drugs deemed qualified for benefits under this Act, together with maximum allowable costs and additional information concerning such drugs. Makes provisions for selecting drugs for the Formulary.

Amends the National Labor Relations Act to stipulate that, subject to specified provisions, it shall not be an unfair labor practice for a labor organization or its agents to engage in, or induce any individual employed by any person to engage in, a strike, refusal to perform services, or threat thereof (1) at the site of the construction, alteration, painting, or repair of a building or other structure; and (2) directed at any of several persons in the construction industry who are either joint venturers or in the relationship of contractor and subcontractor in the performance of such construction, alteration, painting or repair. States that nothing in this Act shall be construed to permit a strike, refusal to work, or threat thereof (1) in violation of an existing collective bargaining contract; (2) in furtherance of a labor dispute concerning only working conditions of individuals employed at other common construction sites; (3) directed at a person who is not engaged primarily in the construction industry and who, through its employees, is installing or servicing its own products or is doing construction work at one of its prior facilities; or (4) which presently otherwise constitutes an unfair labor practice. Prohibits common construction site picketing or threats thereof for specified purposes, including (1) to remove or exclude from such site any individual on the ground of sex, race, creed, color, or national origin; (2) to cause or attempt to cause discrimination on the basis of labor union membership; or (3) to force, require, or persuade any person to refrain or cease from dealing in products or systems of another processor or manufacturer. Requires a labor organization, before engaging in an activity permitted by this Act, to give prior notice to certain persons and receive written authorization from the national or international labor organization with which it is affiliated. Sets forth separate prerequisites in the case of activities to be conducted with respect to sites located at military installations or at Federal facilities or installations a major purpose of which is, or will be, the development, production, testing, or firing of munitions, weapons, missles, or space vehicles.

Renegotiation Reform Act

Renegotiation Reform Act - Amends the Renegotiation Act of 1951 to limit the terms of office of members of the Renegotiation Board to five years. Sets the rate of compensation for the chairman of the Board at the rate of pay for level IV of the Executive Schedule and for the other members of the Board at the rate for level V of the Executive Schedules. Prohibits the use of the percentage-of-completion method of accounting for renegotiating contracts under which the Board finds excessive profits. Specifies other criteria to be used in such renegotiation. Eliminates the exemptions from the provisions of the Act currently afforded products of gas and oil wells and standard commercial services. Repeals provisions of the Act allowing any contractor or subcontractor subject to this Act to waive exemptions from the Act for standard commercial articles. Requires all such contractors and subcontractors to furnish complete cost and pricing data on all articles subject to exemption under the Act. Requires the Board to conduct a study of such cost and pricing data and report to Congress on the profitability of such exempted items. Raises the minimum amount of contracts subject to renegotiation under the Act from $1,000,000 to $2,000,000 and of subcontracts subject to renegotiation form $25,000 to $50,000. Changes from criminal to civil fines imposed under the Act for failure to file information required by the Act. Increases the criminal penalties for filing misleading information under the Act. Declares the Chairman of the Board to be the Board's chief executive officer and confers in him direction of all executive functions of the Board. Grants the Board the power to issue subpoenas. Requires the Board to audit all financial statements submitted to it pursuant to the Act. Directs the Board to report annually to the Secretary of each Department with respect to the contractors or subcontractors who have received or accrued during the past fiscal year amounts under contracts with such Department or subcontracts under contracts with such Department. Requires the General Accounting Office to review the activities of the Board annually and to submit a report of its findings to Congress. Makes provisions for refunds owed to contractors and subcontractors.

Authorizes the Secretary to prescribe regulations to carry out this provision.

Amends the National Housing Act to make institutions insured by the Federal Savings and Loan Insurance Corporation depositories of public money. Amends the Internal Revenue Code to define qualified savings and loan associations which may receive tax payments.

National Consumer Cooperative Bank Act - Title I: National Consumer Cooperative Bank - Establishes the National Consumer Cooperative Bank to: (1) encourage the development of cooperatives eligible for its assistance by providing specialized credit and technical assistance; (2) maintain broad-based control of the Bank by its voting stockholders; (3) encourage broad-based ownership control and active participation by members in eligible cooperatives; (4) assure that the net savings from operations and the operations of borrowers from the Bank are made available or accounted for to the stockholders or members; and (5) assist in improving the quality and availability of goods and services to consumers. Authorizes the creation of no less than four nor more than twelve corporate regional banks. States that the Bank shall have the power to make and service loans, commitments for credit, guarantees, furnish financially related services, technical assistance, and issue obligations. Enumerates additional powers necessary to carry out its powers and duties. Requires the Bank to hold an annual meeting of stockholders. Permits the Bank to obtain funds through the public or private sale of its bonds, debentures, notes, and other evidences of indebtedness. Authorizes the Bank to make loans to eligible organizations which shall be repayable in not more than 40 years. States that the objective of the Bank shall be to provide the type of credit needed by eligible borrowers, at the lowest reasonable cost on a sound business basis, taking into account the cost of money to the Bank. Defines "eligible cooperatives" for purposes of assistance under this title. Title II: Self-Help Development Fund - Establishes in the Treasury a Consumer Cooperative Self-Help Development Fund. Permits the Cooperative Bank and Assistance Administration to make a capital investment advance out of the Fund to any eligible cooperative if the Administration determines that the applicant's initial or supplemental capital requirements exceed its ability to obtain a Title I loan from the Bank or other sources, and the membership of the applicant consists substantially of low-income persons. Title III: Cooperative Technical Assistance - Directs the Cooperative Bank and Assistance Administration to make available information and services concerning the organization or reorganization of cooperatives to best achieve the objectives of this Act and to best provide the means through which various types of goods, services, and facilities can be made available to members and patrons. States that such assistance may include investigations, surveys, and director and management training and assistance. Title IV: The Cooperative Bank and Assistance Administration and General Provisions - Establishes the Cooperative Bank and Assistance Administration. Directs the Administration to assure that the objectives of this Act are carried out. States that until the stock of the Bank held by the United States has been fully retired the Bank shall be exempt from any form of taxation. Requires the Administration and the Board to report annually to the appropriate committees of Congress on the activities of the Administration and on the Bank's capital, operations, financial condition, the self-help development fund, and to make recommendations for legislation to improve its services.

National Condominium and Planned Unit Development Consumer Protection Act - Sets national standards for the sale of condominium units and for the conversion of existing rental units. States that such standards shall apply to: (1) any developer who uses any means of interstate commerce in connection with a sale or offer to sell; (2) any developer receiving federally assisted loans; and (3) any development with more than 12 dwelling units. Requires disclosure of specified information, including a description of the development, its financing, any warranties, and a projection of annual expenditures for its upkeep. States that no dwelling unit shall be offered for sale or sold where there has been a conversion from a rental to a condominium development unless: (1) each tenant has been given an option to buy of not less than 90 days; and (2) no tenant has been required to vacate his rental unit before the end of the 30 day period after such option is no longer exercisable. Provides injunctive relief for tenants who have not been properly notified. Makes provisions for the enforcement of this Act by allowing purchasers to bring suits for actual damages and to rescind any agreement for specified failures to disclose. Grants jurisdiction to U.S. district courts, without regard to the amount in controversy, over any action brought to enforce any liability or duty under this Act. Permits any owner of a dwelling unit covered by this Act to bring a class action suit on behalf of other owners. Authorizes the Secretary of Housing and Urban Development to make, issue, amend, and rescind rules and regulations, including the prescription of standard forms, instruments, and documents for use in connection with the sale of condominium units.

Title I: Extends, for one year, the effectiveness of provisions authorizing, among other things, more flexible regulation of maximum interest rates and open market operations in agency issues by Federal Reserve Banks. Title II: Exempts depository institutions situated in New York, New Jersey, and Pennsylvania from the prohibition against offering interest or dividend-paying accounts, from which the owner may make withdrawals by negotiable or transferable instruments for the purpose of making transfers to third parties. Title III: Amends the Federal Reserve Act to extend for two years: (1) the limitation on the aggregate amount of specified obligations of the United States which may be purchased or sold; and (2) the period during which direct purchases of United States obligations may be made. Title IV: Amends the Federal Credit Union Act to remove specified requirements which must be met by State credit unions as a condition for insurance of members' accounts. Empowers a Federal credit union to make loans and extend credit to members, other credit unions or financial organizations. Permits credit unions to make loans to members in accordance with the following: (1) loans shall be made in conformity with criteria established by the board of directors and with standards enumerated in this Act; (2) lines of credit shall be established to a stated maximum amount on specified terms and conditions which may be different than those for another borrower; (3) loans to other credit unions shall be approved by the board of directors, and are not to exceed one percent of the paid-in and unimpaired capital and surplus of the credit union; and (4) participation loans shall be in accordance with written policies of the board of directors. Prohibits a Federal Credit Union from making loans to its directors and to members of its supervisory credit committee. Makes changes with respect to the powers of Federal credit unions including the power to: (1) invest funds, with some limitations, in the shares, stocks, or obligations of any other organization or corporation which advances the development of credit unions; and (2) sell all or part of its assets to another credit union, to purchase all or part of the assets of another credit union and to assume the liabilities of the selling credit union. Revises the powers and duties of the credit committee of a Federal credit union. Makes changes with respect to loan limits; security for loans; the amount of funds to be set aside by the credit union to protect itself from losses; and the issuance of dividends by the board of directors.

Directs each Federal financial supervisory agency to develop programs and procedures including the following: (1) requiring each applicant to analyze the deposit and credit needs of its primary savings service area and to specify how such applicant proposes to meet these needs; (2) permitting consumer organizations to present testimony at hearings on how well the applicant has met or is proposing to meet the credit needs of the communities served or to be served by the applicant; and (3) requiring periodic reports on the amount of consumer deposits received and credit extended in the institutions' primary savings service area.

Provides for the annual certification by the Secretary of Commerce of qualified areas which meet the criteria and purpose of the Public Works and Economic Development Act. Allows the continued exclusion of industrial development bonds excludable before this Act where the bonds were issued or authorized before enactment, or where a governmental unit or other person has made specified types of financial commitments relating to such issues before enactment. Allows national banks to deal in and underwrite industrial development bonds for economic development areas.

Defense Production Act Amendments - Amends the Defense Production Act of 1950 to prohibit any Federal contracting officer who by virtue of his position is authorized to solicit or select sources of supply, or describe requirements for, enter into, award, modify, terminate, administer, or make determinations or findings with respect to any or contract while so employed, from accepting compensation from any contractor without the written permission of the standards of conduct counselor for his employing agency. Prohibits such contracting officer from owning a controlling interest in any contractor who has been affected by action taken by such officer. Prohibits such contracting officer from accepting employment within two years following his employment with the United States from any contractor who was affected by the action of such officer taken by him or her within three years prior to the termination of his or her employment with such agency, and from accepting employment with such a contractor in a position which was created or subsidized by revenues realized through a Federal contract handled by such officer until five years after the termination of such officer's employment with such agency has been terminated. Prohibits contractors from offering to any such officer of any compensation such officer is prohibited from receiving under this Act. Establishes a Conflict of Interest Review Board to review compliance by contracting officers with this Act. States that the Board shall issue advisory opinions with respect to compensation offered to such contracting officer after notice is published in the Federal Register and interested parties have had an opportunity to present testimony relating to the issuance of such advisory opinion. States that reliance on such advisory opinion shall be a defense to a civil or criminal case brought under this Act. Requires meetings of the Board at which such advisory opinions will be considered to be open to the public. Authorizes the Board to issue rules to implement this Act. Requires the Board to report annually to Congress respecting its activities and recommendations of legislative or regulatory actions to promote high ethical standards for Government employees. Requires the following persons to file specified information with the Board: (1) former Government employees who were employed in any given fiscal year as a representative of a Government contractor in any action in which the United States was a party or in any transaction with the United States; and (2) any Federal employee who was previously employed by a Government contractor at a salary rate equal to or greater than that for positions in grade GS-13. Exempts specified persons from the filing requirements of this Act.

Title III: National Wild and Scenic Rivers System - Lists rivers in Alaska which shall be wild rivers for purposes of the Wild and Scenic Rivers Act. Title IV: National Forest System - Authorizes the President to add specified lands to the Tongass and Chugach National Forest in Alaska. Title V: National Petroleum Reserve In Alaska - Directs the Secretary of the Interior to manage the National Petroleum Reserve in Alaska in such a manner as to preserve subsistence lands for natives and to promote specified conservation objectives. Title VI: Designation of Wilderness Areas - Designates specified Alaskan lands to be included in the National Wilderness Preservation System. Title VII: General Administrative Provisions - Authorizes the Secretary of the Interior to designate subsistence management zones and to establish regulatory subsistence boards to further the preservation of subsistence lands for natives. Makes additional administrative provisions. Authorizes to be appropriated such sums as may be necessary to carry out the purposes of this Act.

Human Resources Development Act - Directs the President, through the Secretary of Labor, to carry out a program of projects by means of contracts with public and private employers, including labor unions, and with institutions of higher education, each such project to either: (1) involve increased participation of employees in decision making and, through compensation or otherwise, in the gains associated with increased productivity; or (2) demonstrate specific programs or guidelines under which employment can be maintained at prescribed levels for a specific period and advances can be made in the quality of working life. Includes within such demonstration projects, grants to employers in high unemployment areas for the purpose of retaining employees who would otherwise be laid off during periods of cyclical unemployment through improving the design of workplaces or work assignments or improving job skills. Directs the Federal Mediation and Conciliation Service and the National center for Productivity and Quality of Working Life, when requested by the Secretary, to provide technical assistance with respect to projects pursuant to contracts under this Act. Establishes a Human Resources Advisory Council to furnish advice and assistance in the administration of such projects. Authorizes the Secretary to guarantee, or make commitments to guarantee, loans made by certain financial or credit institutions or pension funds to independently owned and operated small businesses requiring funds in order to continue participation in a project assisted under this Act.

Title I: Extends, for three months, the effectiveness of provisions authorizing, among other things, more flexible regulation of maximum interest rates and open market operations in agency issues by Federal Reserve Banks. Title II: Exempts depository institutions situated in New York, New Jersey, and Pennsylvania from the prohibition against offering interest or dividend-paying accounts, from which the owner may make withdrawals by negotiable or transferable instruments for the purpose of making transfers to third parties. Title III: Amends the Federal Reserve Act to extend for two years: (1) the limitation on the aggregate amount of specified obligations of the United States which may be purchased or sold; and (2) the period during which direct purchases of United States obligations may be made. Title IV: Amends the Federal Credit Union Act to remove specified requirements which must be met by State credit unions as a condition for insurance of members' accounts. Empowers a Federal credit union to make loans and extend credit to members, other credit unions or financial organizations. Permits credit unions to make loans to members in accordance with the following: (1) loans shall be made in conformity with criteria established by the board of directors and with standards enumerated in this Act; (2) lines of credit shall be established to a stated maximum amount on specified terms and conditions which may be different than those for another borrower; (3) loans to other credit unions shall be approved by the board of directors, and are not to exceed one percent of the paid-in and unimpaired capital and surplus of the credit union; and (4) participation loans shall be in accordance with written policies of the board of directors. Prohibits a Federal Credit Union from making loans to its directors and to members of its supervisory credit committee. Makes changes with respect to the powers of Federal credit unions including the power to: (1) invest funds, with some limitations, in the shares, stocks, or obligations of any other organization or corporation which advances the development of credit unions; and (2) sell all or part of its assets to another credit union, to purchase all or part of the assets of another credit union and to assume the liabilities of the selling credit union. Revises the powers and duties of the credit committee of a Federal credit union. Makes changes with respect to loan limits; security for loans; the amount of funds to be set aside by the credit union to protect itself from losses; and the issuance of dividends by the board of directors.

Credit Union Modernization Act

Credit Union Modernization Act - Title I: Empowers a Federal credit union to make loans and extend credit to members, other credit unions of financial organizations. Permits credit unions to make loans to members in accordance with the following: (1) loans shall be made in conformity with criteria established by the board of directors and with standards enumerated in the Act; (2) lines of credit shall be established to a stated maximum amount on certain terms and conditions which may be different than those for another borrower; (3) loans to other credit unions shall be approved by the board of directors and not exceed 1 percent of the unimpaired capital surplus; and (4) participation loans shall be in accordance with written policies of the board director. Empowers the credit union to invest funds: (1) in securities or obligation guaranteed by the United States or any agency or instrumentality thereof; (2) in obligations of any State, or the several territories and possessions or any political subdivision thereof; and (3) in shares or obligation of any other organization which advances the development of the credit union. Empowers credit unions to place their funds (1) in share accounts or deposits of savings which are insured by an agency of the Federal Government, or by any federally or State insured credit union; and (2) in demand or time deposits of banks whose accounts are insured by the Federal Deposit Insurance Corporation. Empowers such credit union to sell all or part of its assets to another credit union, or to purchase assets from another such credit union and to permit members to transfer money to and from the member's account pursuant to regulations of the Board. Stipulates that a Federal credit union shall be managed by a board of directors, a supervisory committee, and a credit committee. Requires the board of directors to annually elect from their number an executive officer, one or more vice presidents, a treasurer, and a secretary. States that the board of directors shall meet at least once a month and shall have general control of the direction of the Federal credit union. Enumerates the general functions and duties of the board of directors. Permits the board of directors to elect a credit committee. Makes it the duty of the committee to hold such meetings as are necessary to consider applications for loans or lines of credit. Requires each Federal credit union to maintain specified reserves against losses. Requires each Federal credit union to maintain reserves against its demand deposits in the Central Liquidity Facility and in currency and coin in such other form as the Board of Governors of the Federal Reserve System may provide. Authorizes the board to declare a dividend after provision for required reserves has been made. Repeals provisions of the Federal Credit Union Act pertaining to: (1) District of Columbia credit unions; (2) approval of certificates; and (3) conditions upon conversion to Federal status. Title II: Restructuring the National Credit Union Administration - Establishes in the executive branch of the Government an independent agency to be known as the National Credit Union Administration. Places the Administration under the management of a National Credit Union Administration Board. States that the Board shall have three members having credit union experience appointed by the President with the advice and consent of the Senate. Directs the Chairperson of the Board to be the spokesperson of the Board and to represent the Board and the National Credit Union Administration in its relations with other branches of the Government. Permits any aggrieved party to seek to enjoin or obtain other appropriate remedy when a charter revocation or suspension or an involuntary liquidation is ordered by the Board. Limits the powers of the Administration to the exercise of all powers specifically granted by the provisions of the Federal Credit Union Act and such incidental powers as shall be necessary to carry out the power so granted. Title III: Share Insurance - Includes credit unions organized and operated according to the law of the trust territories in the Federal Credit union whose member accounts are insured by the Administrator. Title IV: Central Liquidity Facility - Establishes the National Credit Union Central Liquidity Facility to: (1) provide funds to meet the liquidity needs of credit unions; and (2) provide for an orderly transfer of funds. Vests management of the Facility in the Board of National Credit Union Administration. Authorizes the National Credit Union Share Insurance Fund to advance $500,000 to be utilized by the Facility for initial organization and operating expenses. Declares the initial capitalization of the Facility shall be by stock subscription consisting of shares having a par value of $50 each. Enumerates the general powers of the Board in administering the Central Liquidity Facility. Entitles any member of the Facility to apply on a form prescribed by regulations for advances. Authorizes the Board to deny or grant any application upon such terms as it may prescribe by regulations. Authorizes the Secretary of the Treasury to purchase any obligation issued by the Board in the event of insufficient funds in the Facility to meet the obligations arising under this Act. Directs the Board to prepare and submit to the President and to the Congress annually a full report on the activities of the Facility for the previous year. Exempts the Facility from all taxation imposed the United States or by any State.
