Commission to Establish the National Museum of the American Latino Act of 2003 - Establishes the Commission to Establish a National Museum of the American Latino. Directs the Commission to: (1) report to the President and Congress with recommendations on a plan of action to establish and maintain, in Washington, DC, the National Museum of the American Latino; (2) develop a fundraising plan, examine specified issues (including whether the Museum should be within the Smithsonian Institution), and make legislative recommendations; and (3) convene a national conference on the Museum. Directs the Secretary of the Interior to provide administrative services, facilities, and funds necessary for performance of Commission functions.

Authorizes the President to award congressional gold medals posthumously, to their next of kin, on behalf of Reverend Joseph A. DeLaine, Harry and Eliza Briggs, and Levi Pearson, in recognition of their contributions to the Nation as pioneers in South Carolina in the effort to desegregate public schools that led directly to the landmark desegregation case of Brown et al. v. the Board of Education of Topeka et al. Directs that amounts received from the sale of duplicate bronze medals be deposited in the U.S. Mint Public Enterprise Fund.

Marine Corps 230th Anniversary Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue not more than 500,000 one dollar coins which shall be emblematic of the warrior ethos of the United States Marine Corps. Requires all surcharges from the sale of the coins to be paid to the Marine Corps Heritage Foundation for construction of the Marine Corps Heritage Center.

Border Economic Recovery Act for Health and the Environment - Amends the United States-Mexico Border Health Commission Act to authorize appropriations. Amends the Balanced Budget Act of 1997 with respect to funding for State-furnished emergency health services for undocumented aliens in the United States-Mexico border area ("border area"). Amends the Child Nutrition Act of 1966, with respect to the special supplemental nutrition program, to require the Secretary of Agriculture to utilize partnerships for increased coordination of food and nutrition assistance for residents of colonias in the border area. Amends the Consolidated Farm and Rural Development Act to increase funding for grants and loans for water and waste facilities in communities whose residents face significant health risks. Authorizes the Secretary of Housing and Urban Development (HUD) to make grants to selected colleges in Arizona, California, New Mexico, and Texas to provide community resource centers to serve colonias. Amends the Public Health Service Act with respect to funding of: (1) tuberculosis prevention activities in the border area; and (2) interdisciplinary, community-based linkages and centers addressing unmet health care needs in such area and in the State of Florida. Authorizes funding for the Border Center for the Application of Prevention Technologies (concerning youth substance abuse prevention in the border area). Authorizes the Secretary of Health and Human Services to make awards of grants or cooperative agreements to: (1) conduct cancer screenings in the border area and report diagnosis information to the appropriate State cancer registry; (2) expand a diabetes study; and (3) support community-based sexually transmitted disease control programs. Provides funding for the Department of HUD's Healthy Homes Initiative, reserving specified amounts for border area activities. Provides funding for: (1) the Materials Corridor Partnership Initiative; (2) the Southwest Center for Environmental Research and Policy; (3) environmental infrastructure projects carried out by the International Boundary and Water Commission (and requires a long-range water supply strategic plan); (4) the U.S. contribution to the Commission for Environmental Cooperation; (5) innovative water conservation programs; (6) the International Consortium for the Environment established at Brooks Air Force Base; (7) the Border Environmental Cooperation Commission for environmental infrastructure projects; and (8) grants for high-priority projects carried out through the North American Development Bank's Border Environmental Infrastructure Fund.

Employment Non-Discrimination Act of 2003 - Prohibits employment discrimination on the basis of sexual orientation by covered entities (including employment agencies, labor organizations, and training programs). Prohibits related retaliation and coercion. Declares this Act inapplicable to the provision of employee benefits for the benefit of an employee's domestic partner. Prohibits the Equal Employment Opportunity Commission from: (1) collecting statistics on sexual orientation from covered entities; and (2) compelling covered entities to collect such statistics. Prohibits: (1) quotas and preferential treatment; and (2) an order or consent decree for a violation of this Act that includes a quota or preferential treatment. Declares that this Act is inapplicable to: (1) religious organizations; (2) the relationship between the United States and members of the armed forces; or (3) laws creating special rights or preferences for veterans. Prohibits the imposition of affirmative action for a violation of this Act. Disallows State immunity. Makes the United States or a State liable for remedies to the same extent as under the Civil Rights Act of 1964.

Advancing Justice Through DNA Technology Act of 2003 - Rape Kits and DNA Evidence Backlog Elimination Act of 2003 - Amends: (1) the DNA Analysis Backlog Elimination Act of 2000 to reauthorize the Act; (2) the DNA Identification Act of 1994 (Identification Act) to expand the scope of DNA samples to be included in the Combined DNA Index System (CODIS); and (3) the Violence Against Women Act to authorize grants to increase the availability of legal assistance to victims of dating violence. DNA Sexual Assault Justice Act of 2003 - Amends the Identification Act to require that CODIS include only information on DNA identification records and analyses that are prepared by laboratories that: (1) have been accredited by a nationally recognized nonprofit professional association of forensic scientists within two years; and (2) undergo external audits at least every two years that demonstrate compliance with specified standards. Authorizes the Attorney General to make grants for: (1) DNA training and education; (2) sexual assault forensic examination programs; (3) research and development; (4) using DNA technology to identify missing persons; and (5) tribal domestic violence and sexual assault coalitions. Expands and reauthorizes the Paul Coverdell Forensic Sciences Improvement Grant Program. Innocence Protection Act of 2003 - Sets forth conditions under which a Federal prisoner may obtain post-conviction DNA testing of specific evidence. Directs the Attorney General to award grants to States to improve the quality of legal representation in State capital cases.

District of Columbia Personal Protection Act - Amends the District of Columbia Code to provide that the D.C. Council's regulatory authority regarding firearms, explosives, and weapons in the District shall not be construed to permit the Council, the Mayor, or any governmental or regulatory authority of the District to prohibit, constructively prohibit, or unduly burden the ability of persons otherwise permitted to possess firearms under Federal law from acquiring, possessing in their homes or businesses, or using for sporting, self-protection or other lawful purposes, any firearm neither prohibited by Federal law nor regulated by the National Firearms Act. Denies the District any authority to enact laws or regulations that discourage or eliminate the private ownership or use of firearms. Amends the Firearms Control Regulations Act of 1975 to repeal the definition of a machine gun as any firearm which shoots, is designed to shoot, or can be readily converted or restored to shoot semiautomatically, more than 12 shots without manual reloading. (Thus repeals the ban on semiautomatic weapons.) Repeals the District's: (1) registration requirement for possession of firearms; (2) prohibition on registration of pistols (handguns); (3) prohibition on possession of handgun ammunition; (4) requirement that, under certain conditions, firearms in the possession of certain individuals must be kept unloaded, disassembled, or with the trigger locked; (5) related firearm registration requirements such as applicant qualifications and filing deadline. Maintains the current ban on the possession and control of a sawed-off shotgun, machine gun, or short-barreled rifle. Eliminates criminal penalties for possessing an unregistered firearm. Amends Federal law to eliminate criminal penalties for carrying a pistol whether loaded or unloaded in one's dwelling house, place of business, or on land possessed by such person.

Health and Education Access for Students with Diabetes Act - Amends the Elementary and Secondary Education Act of 1965 (ESEA) to prohibit a State or public or private entity from receiving funds under ESEA title IV part A, also known as the Safe and Drug-Free Schools and Communities Act, unless it has a policy in effect against hindering or restricting a student from engaging in diabetes treatment prescribed or recommended by a physician.

Medicaid/SCHIP Optional Coverage for Young Adults Act of 2003 - Amends titles XIX (Medicaid) and XXI (State Children's Health Insurance) (SCHIP) of the Social Security Act to give States the option of providing SCHIP and Medicaid coverage, with an enhanced matching rate, to low-income youth up to age 23. Directs the Secretary to provide for grants to small and rural States in order to enable them to implement expansions of eligibility for children and young adults under SSA titles XIX and XXI.

States that Congress: (1) commends the Department of Homeland Security for its efforts to reduce the number of migrant deaths in the deserts of Arizona; (2) urges the Secretary of Homeland Security to use the interior repatriation program to repatriate Mexican nationals who have repeatedly entered the United States illegally; (3) calls on the President to request more FY 2005 program funds; and (4) calls on the Government of Mexico to work with the United States in implementing such program.

Amends the Homeland Security Act of 2002 to add provisions entitled the Preparing America to Respond Effectively Act of 2003 (PREPARE Act), which direct the Secretary of Homeland Security to establish a Task Force on Standards for Terrorism Preparedness and authorize the Secretary to make terrorism preparedness and response grants to State governments. Designates the Office for Domestic Preparedness as being responsible for administering all terrorism preparedness and response grant programs of the Department of Homeland Security. Requires the Secretary to revise the Homeland Security Advisory System to include a process for activating the System on a regional or critical infrastructure sector basis. Includes among executive branch responsibilities the making of grants to compensate States and local governments for additional personnel costs incurred as a result of elevated threat level designations. Requires: (1) the President to specify the lead Federal agency for sharing terrorism threat information with State and local governments; and (2) the Secretary to make grants to State and local governments to provide the equipment and facilities necessary to handle and store classified information. Makes the Under Secretary for Science and Technology responsible for first responder equipment and training standards. Requires the Under Secretary of Homeland Security for Emergency Preparedness and Response to conduct studies regarding: (1) electromagnetic spectrum and frequency bands for emergency communications; and (2) the establishment of a nationwide emergency notification system. Requires the Secretary to: (1) procure and deploy equipment to facilitate interoperability between emergency communications systems; (2) award grants for programs at public schools to instruct students in preparing for and responding to a man-made emergency or natural disaster; and (3) establish and maintain a clearinghouse of best practices and curricula for instructing students regarding emergency preparedness and response.

War Funding Accountability Act of 2003 - Authorizes emergency supplemental appropriations for the reconstruction of Iraq and Afghanistan and the war on terrorism for FY 2004 to be made available only in allotments of $20 billion or less and only if the President submits a report to Congress that: (1) describes the purpose of each program to receive $1 million or more; (2) describes the purpose and contract for any allotment for rehabilitation or reconstruction; (3) describes progress being made to restore self-government, provide civil services, and ensure adequate security for the Iraqi people; (4) surveys the security, infrastructure, and other needs in Iraq and Afghanistan; (5) assesses other security and reconstruction needs in Iraq and Afghanistan; (6) describes efforts to obtain increased assistance from other countries; and (7) describes efforts to provide adequate deployment rotation and other relief for U.S. troops in Iraq.

Condemns all senseless acts of violence against public officials. Graduation for All Act - Authorizes the Secretary of Education to establish a program that will provide grants to State educational agencies (SEAs) and, through them, subgrants to local educational agencies (LEAs) to establish reading and writing programs to improve overall reading and writing performance among students in secondary schools, including middle and high schools. Limits eligibility for subgrants to LEAs in a State that are among those that have the lowest graduation rates for public secondary school students. Includes among required uses of LEA subgrant funds: (1) hiring and inservice training of literacy coaches to work with classroom teachers to incorporate reading and writing instruction in all subject areas, and to identify students with reading problems and provide remediation or referral for additional services; (2) counseling for students at risk of not graduating on time; and (3) professional development for middle and high school teachers, administrators, and paraprofessionals that addresses literacy needs of economically disadvantaged students, students from major racial and ethnic groups, students with disabilities, students with limited English proficiency, migrant children, and homeless children. Amends the Elementary and Secondary Education Act of 1965 to include public secondary school graduation rates for all students under requirements for: (1) accountability for adequate yearly progress; and (2) annual State report cards. Amends the Adult Education and Family Literacy Act to require annual reports on the number participants who are 16, 17, or 18 years of age in certain programs and services, disaggregated by race, ethnicity, gender, limited English proficiency status, disability, and socioeconomic status.

Space Exploration Act of 2003 - Requires the Administrator of the National Aeronautics and Space Administration (NASA) to set forth as goals for the future activities of NASA's human space flight program, the development and flight demonstration, within 8, 10, 15, and 20 years, respectively, of a reusable space vehicle capable of carrying humans between: (1) low Earth orbit and Earth-Sun and Earth-Moon libration points; (2) low Earth orbit and an Earth-orbit crossing asteroid; (3) lunar orbit and the surface of the moon, as well as deployment of a human-tended facility on the lunar surface; and (4) low Earth orbit and Martian orbit and between Martian orbit and the surface of Mars, as well as deployment of a human-tended facility on the surface of a Martian moon. Requires the Administrator to establish: (1) an Office of Exploration to be responsible for planning, budgeting, and managing activities undertaken by NASA to accomplish these goals; (2) a process for conducting competitions for innovative, cost-effective mission concepts to accomplish the goals; and (3) an independent panel to conduct a merit-based competitive review of the proposals submitted under each competition and to submit a rank-ordered evaluation of such proposals to the Administrator. Requires the Administrator to provide to the Committee on Science of the House of Representatives and to the Committee on Commerce, Science, and Transportation of the Senate for each competitively selected proposal its implementation plan and the results of an independent external review of the initial proposal and of each annually updated implementation plan.

Requires the payment of a one-time bonus of $1,500 to each active-duty and reserve member of the Army, Navy, Air Force, Marine Corps, or Coast Guard who served or serves for any period of time in a combat zone designated in connection with Operations Iraqi Freedom or Enduring Freedom.

Firefighters Affordable Housing Act - Authorizes the Secretary of Housing and Urban Development to provide mortgage assistance to qualified volunteer firefighters. Ends such assistance upon termination of: (1) use as primary residence; or (2) firefighter duties within ten years of the mortgage's execution. Amends the National Housing Act to provide for one percent downpayments (and deferral and reduction of up-front premium) for Federal Housing Administration mortgage loans for qualified professional firefighters to purchase homes within the jurisdictions of their employing public fire service or rescue or ambulance agency. (Requires the mortgagor to not have had an ownership interest in a principal residence within such jurisdiction during the 12-month period ending upon the mortgage's insurance.)

Bringing America Home Act - Recognizes housing as a basic human right, and declares Congress' goal to end homelessness in the Unites States. Amends the Cranston-Gonzalez National Affordable Housing Act to establish the National Affordable Housing Trust Fund, which shall be used to fund specified housing and related programs. Authorizes appropriations for specified housing and related programs. Federal Homelessness to Housing Mutual Mortgage Association Act - Establishes the Federal Homelessness to Housing Mutual Mortgage Association (Hollie May), which shall provide housing and homeownership opportunities for the homeless in cooperative housing associations. Amends the McKinney-Vento Homeless Assistance Act to: (1) provide for the use of surplus Federal property to assist the homeless; and (2) revise and consolidate specified homeless assistance programs. Establishes in the Treasury the Emergency Rent Relief Fund. Exempts work performed in public housing from consideration as income under specified housing programs. Sets forth conditions for postal delivery service for the homeless. Authorizes grants for public housing police forces. Amends the Internal Revenue Code to: (1) establish a temporary ex-offender low-income housing credit; (2) limit mortgage interest deductions; and (3) repeal the exclusion of gain on a principal residence sale. Expresses the sense of Congress against local ordinances that disadvantage the homeless. Expresses the sense of Congress that: (1) every person in the United States should have access to affordable and comprehensive medical care; and (2) Medicaid should be expanded. Authorizes appropriations for specified health and homeless programs. Amends the Public Health Service Act, with respect to substance abuse, mental health services, and the homeless, to: (1) require the establishment of Federal plans on addiction, mental illness, HIV/AIDS, and homelessness; (2) provide grants for treatment; (3) revise the projects for assistance in transition from homelessness (PATH) program; (4) revise the Ryan White Comprehensive AIDS Resources Emergency Act of 1990. Expresses the sense of the Congress regarding the right to a living wage or similar benefits. Amends the Cranston-Gonzalez National Affordable Housing Act to authorize grants for a homebuild program for affordable housing construction and apprenticeship. Authorizes a Department of Labor apprenticeship program for working people experiencing homelessness. Sets forth day laborer and temporary worker employment and related provisions. Amends the Social Security Act to: (1) require supplemental security income (SSI) and old age, survivors, and disability insurance (OASDI) outreach programs for the homeless; and (2) increase SSI asset limits, and provide presumptive eligibility for persons experiencing or at risk of homelessness.

Directs the Architect of the Capitol to enter into a contract for the design and construction of a monument, which shall be placed on permanent display in the Capitol Visitor Center, commemorating the contributions of minority women to women's suffrage and to the participation of women in U.S. public life. Requires the monument to depict African, Hispanic, Asian Pacific, Jewish, and Native American women. Requires use of an advisory committee to make recommendations.

Directs the Speaker of the House of Representatives and the President Pro Tempore of the Senate to arrange for the presentation of a congressional gold medal to Michael Ellis DeBakey, M.D. (who performed the first successful coronary bypass, pioneered the field of telemedicine, was elected the first President of Baylor College of Medicine, and received the Presidential Medal of Freedom with Distinction and the National Medal of Science) in recognition of his many outstanding contributions to the Nation.

Water Supply, Reliability, and Environmental Improvement Act - Establishes within the Office of the Secretary of the Interior the Office of the Federal Water Resources Coordinator to be responsible for coordinating activities of the Federal agencies that are signatories to Attachment 3 of the Federal programmatic Record of Decision dated August 28, 2000, addressing water desalination, impaired ground water, brine removal, and water reuse projects and activities authorized under this Act. Directs the Secretary, through the Coordinator, to undertake a competitive grant program to: (1) investigate and identify opportunities for studying, planning, and designing water resources activities; and (2) construct demonstration and permanent facilities or implement other programs, projects, and activities. Authorizes the Federal agencies to participate in the CALFED Bay-Delta Program in accordance with the Objectives and Solution Principles set forth in the Decision. Authorizes the Secretary and the agency heads to carry out Program activities in the following categories if such activities have been subject to environmental review and approval under Federal and State law and have been certified by the Secretary to be consistent with the Decision: water storage; conveyance; water use efficiency; water transfers; the Environmental Water account; integrated regional water management plans; ecosystem restoration; watersheds; water quality; levee stability; monitoring and analysis; program management, oversight, and coordination; and diversification of water supplies. Prohibits the Federal share of the cost of implementing the Program from exceeding 33.3 percent Authorizes appropriations for activities to address issues surrounding the Salton Sea. Directs the Secretary to establish an office in Sacramento, California, and authorizes the Secretary to establish other offices in the capitol of any Reclamation State (Arizona, California, Colorado, Idaho, Kansas, Montana, Nebraska, Nevada, New Mexico, North Dakota, Oklahoma, Oregon, South Dakota, Utah, Washington, Wyoming, or Texas) requesting such an office, for the use of all Federal and State agencies that are likely to be involved in issuing permits and conducting environmental reviews for water supply, water supply capital improvement projects, levee maintenance, and delivery systems. Authorizes the Secretary to establish a program for the construction of rural water systems in the Reclamation States in cooperation with other Federal agencies with rural water programs and non-Federal project entities.

Dr. James Allen Disabled Veterans Equity Act - Requires the Secretary of Veterans Affairs to pay special disability compensation due to a veteran's loss of paired organs when the veteran has suffered impairment of vision compensable to a degree of ten percent or more (currently, blindness) in one eye as a result of a service-connected disability and impairment of vision (currently, blindness) in the other eye as a result of a non-service-connected disability not the result of the veteran's own willful misconduct.

American Veterans Disabled for Life Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue not more than 500,000 one dollar silver coins in commemoration of disabled American veterans, which shall be emblematic of the design selected by the Disabled Veterans' LIFE Memorial Foundation for the American Veterans Disabled for Life Memorial. Requires: (1) all sales of the coins include a ten dollar per coin surcharge; and (2) the surcharges received to be paid to the Foundation to establish an endowment to support the construction of American Veterans' Disabled for Life Memorial in Washington, D.C.

Workers with Disabilities Opportunity Act - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act (SSA) to remove the limitation on the period of Medicare (SSA title XVIII part A) Hospital Insurance program eligibility for disabled workers.

Directs: (1) the Speaker of the House of Representatives and the President Pro Tempore of the Senate to arrange for the presentation of a congressional gold medal to the family of the late Raul Julia in recognition of his dedication to ending world hunger and his great contributions to the Latino community and the performing arts; and (2) the Secretary of the Treasury to transfer half of the amount by which the sum of any gifts and donations received and any proceeds from the sale of duplicate medals exceeds the costs incurred in carrying out this Act to the New York Public Theater and half to the New York Shakespeare Festival.

Border Health Security Act of 2003 - Directs the Secretary of Health and Human Services, acting through the United States members of the United States-Mexico Border Health Commission (the members), to award grants to eligible entities (as defined by this section) to address priorities and recommendations to improve the health of border residents that are established by the Secretary, the members, and the State border health offices. Sets forth uses for grant funds, including for programs relating to: (1) maternal and child health; (2) substance abuse; and (3) environmental health. Directs the Secretary to award grants to eligible entities (as defined by this section) for bioterrorism preparedness in the border area. Sets forth uses for grant funds, including for the: (1) improvement of infrastructure; and (2) education and training of clinicians, epidemiologists, laboratories, and emergency personnel. Allows the Secretary to coordinate with the Secretary of Homeland Security a health alert system that: (1) alerts clinicians and public health officials of emerging disease clusters and syndromes along the border area; and (2) is alerted to health threats or bioterrorism along the border area.

Prohibits the Secretary of Veterans Affairs from taking any action proposed under the Capital Asset Realignment for Enhanced Services initiative of the Department of Veterans Affairs: (1) unless the Secretary has notified Congress of the intention to take such action; and (2) until the later of the expiration of a 60-day period, or 30 days of continuous congressional session, after such notification.

John Marshall Commemorative Coin Act - Directs the Secretary of the Treasury: (1) to mint and issue not more than 400,000 silver one dollar coins emblematic of Chief Justice John Marshall and his contributions to the United States in commemoration of the 250th anniversary of his birth; and (2) in cooperation with the Legacy Fund of the Library of Congress, to develop and implement a marketing program to promote and sell the coins. Directs that all sales of coins minted under this Act include a ten dollar per coin surcharge, to be paid by the Secretary to the Supreme Court Historical Society for purposes of: (1) supporting historical research about the Supreme Court, the Constitution, and related topics; (2) supporting fellowship programs, internships, and docents at the Supreme Court; and (3) collecting and preserving related antiques, artifacts, and other historical items.

Living Equitably: Grandparents Aiding Children and Youth Act - Directs the Secretary of Housing and Urban Development to carry out demonstration programs to provide: (1) intergenerational family housing in connection with the supportive housing program; and (2) section 8 rental assistance to grandparent-headed or relative-headed covered families. Makes such covered families eligible for the following programs: (1) family unification assistance under the United States Housing Act of 1937; (2) cottage housing opportunity units under the Cranston-Gonzalez National Affordable Housing Act; and (3) fair housing initiatives program education, and outreach under the Housing and Community Development Act of 1987. Amends the Department of Housing and Urban Development Act to provide Department of Housing and Urban Development personnel with training respecting covered family issues.

Veterans Adapted Housing Expansion Act of 2003 - Authorizes the Secretary of Veterans Affairs to provide specially adapted housing assistance to veterans with permanent and total service-connected disabilities due to the loss, or loss of use of, both upper extremities so as to preclude use of the arms at or below the elbows. Requires the Secretary to provide such assistance to veterans with permanent and total service-connected disabilities if the disability either: (1) is due to blindness in both eyes with 5/200 visual acuity or less; or (2) includes the anatomical loss, or loss of use of, both hands.

Commercial Alien Smuggling Elimination Act of 2003 or the CASE Act of 2003 - Amends the Immigration and Nationality Act to establish within the S visa nonimmigrant classification (criminal or terrorist law enforcement assistance) a category for an alien: (1) who has reliable information about a commercial alien smuggling enterprise; (2) who is willing to supply or has supplied such information to a Federal or State court; and (3) whose presence in the United States is essential to such investigation. Authorizes: (1) up to 400 annual entrants; and (2) status adjustment to permanent resident. Authorizes measures as necessary to protect such individuals and their families. Authorizes increased criminal penalties for a person illegally bringing in and harboring aliens into the United States if: (1) part of a commercial enterprise; and (2) the aliens were transported in groups of ten or more, and in a manner that endangered their lives or presented a U.S. health risk. Establishes in the Department of Homeland Security a rewards program to help eliminate such enterprises. (States that Federal, State, local, or foreign officers or employees performing their official duties shall be ineligible for such rewards.) Directs the Secretary of Homeland Security to implement a related public outreach program.

School Safety and Violence Prevention Act - Directs the Secretary of Education to make grants to applicant States for antibullying programs that consist of: (1) antibullying educational, counseling, mentoring, and peer programs; (2) a statewide database for schools to report, in real time, school-related crimes, violence, and bullying; (3) a statewide hotline for anonymous reporting by students and staff of information on bullying; and (4) an emergency plan for responding to school-related crimes, violence, and bullying.

Rebuild America Act of 2003 - Amends the Transportation Equity Act for the 21st Century and Federal transportation law to increase, for FY 2003, the: (1) Federal-aid highway program obligation ceiling; (2) authorization of appropriations for formula grants from the Highway Trust Fund and General Fund; (3) Federal Transit Program obligation ceiling; and (4) authorization of appropriations for airport planning and development. Authorizes grants for airport baggage and other security improvement projects. Amends the Internal Revenue Code to provide a tax credit to holders of qualified AMTRAK bonds. Outlines requirements prior to the written approval by the Secretary of Transportation of qualified high-speed rail projects (which in turn qualify for the AMTRAK tax credit). Directs the National Railroad Passenger Corporation to submit to the President and Congress a multiyear capital spending plan. Expresses the sense of Congress that the proceeds of qualified AMTRAK bonds are intended to finance the construction of qualified high-speed projects. Authorizes appropriations for FY 2003 for AMTRAK capital expenditures. Directs the Secretary to establish a program of capital grants for the rehabilitation, preservation, or improvement of class II and III railroad track used primarily for freight transportation. Amends the Railroad Revitalization and Regulatory Reform Act of 1976 to: (1) increase the aggregate unpaid principal ceiling on railroad rehabilitation and improvement loans; (2) authorize the Secretary to make grants to supplement such loans and loan guarantees; (3) prohibit the Secretary from requiring such a loan applicant to provide collateral; (4) require loan approval or disapproval within 30 days; and (5) prohibit the Secretary from assessing fees for such loans. Authorizes appropriations for port security grants. Amends the Federal Water Pollution Control Act to: (1) require the Administrator of the Environmental Protection Agency to assist States in establishing simplified procedures for small water treatment works to obtain assistance under such Act; (2) add to authorized purposes of State water pollution control revolving funds; (3) extend, from 20 to 30 years, the authorized term for loans made from such funds; (4) allow such funds to be used to provide owners and operators of small treatment works with certain technical and planning assistance; (5) allow an additional subsidization to benefit individual water rate payers; and (6) authorize FY 2003 appropriations for such funds, for sewer water overflow grants, and for safe drinking water revolving funds. Authorizes appropriations for FY 2003 for: (1) Army Corps of Engineers construction, operation, and maintenance activities; (2) public works and economic development; (3) Appalachian, Delta, and Northern Great Plains regional development; and (4) security enhancements for properties of the General Services Administration. Provides with respect to projects under this Act: (1) priority consideration for security enhancement projects; and (2) Buy American requirements. Amends provisions of the Internal Revenue Code concerning tax shelters to provide penalties for failure to include reportable transaction information with respect to a return or statement for a transaction which the Secretary of the Treasury determines has the potential for tax avoidance or evasion. Imposes an accuracy-related penalty of: (1) 20 percent for understatements with respect to reportable transactions (with an exception for reasonable cause shown); and (2) 40 percent for understatements attributable to transactions lacking economic substance. Makes confidentiality of tax-related communications provisions inapplicable to communications between a tax practitioner and a person in connection with tax shelter participation. Requires each material advisor (currently, each tax shelter organizer) to disclose specified information with respect to such tax shelter (adding specified tax shelter threshold amounts). Increases penalties for failure to register tax shelters. Provides penalties for failure to report interests in foreign financial accounts and for frivolous tax submissions. Places limits on the transfer or importation of built-in losses. Provides for the prevention of corporate expatriation in order to avoid U.S. income tax.
