Nullifies certain provisions of Executive Order 13279, dated December 12, 2002 (relating to equal protection of the laws for faith-based and community organizations) authorizing exemptions from specified Federal procurement contracting requirements with respect to contractors that are religious entities.

State Threat Alert Reimbursement (STAR) Act of 2003 - Requires the Secretary of Homeland Security to reimburse a State for direct expenses and losses that exceed normal operating expenses incurred by State or local government entities in the course of duty during the effective period of an increased threat alert. Allows the Governor of any State to submit a request for reimbursement by not later than 90 days after the declaration of the elevated threat condition. Instructs the Secretary to provide for the submission of requests by use of the Internet. Requires the Secretary to notify the Select Committee on Homeland Security of the House of Representatives and the Committee on Governmental Affairs of the Senate before making any payment of greater than $20 million to a State under this Act.

Adult Job Corps Demonstration Program Act of 2003 - Directs the Secretary of Labor to establish an Adult Job Corps demonstration program for the U.S.-Mexico border area for adults adversely affected by the implementation of the North American Free Trade Agreement (NAFTA). Requires such program to be: (1) within the Department of Labor under the Workforce Investment Act of 1998; and (2) in the United States, within 100 miles of the Mexican border, with two centers in Texas and one center each in Arizona, California, and New Mexico.

Directs the Secretary of the military department concerned to issue a Combat Medevac Badge to each person who served in combat on or after June 25, 1950, as a pilot or crew member of a helicopter medical evacuation ambulance.

Visitors Interested in Strengthening America (VISA) Act of 2003 - Amends the Immigration and Nationality Act to authorize a Department of Homeland Security official to waive certain entry documentary requirements for a nonimmigrant child (unmarried and under the age of 16) who is a citizen or national of Mexico and accompanying parent or adult chaperone in instances of: (1) medical visits; (2) student groups; or (3) special community events. Sets forth additional requirements for such entries.

Condemns the recent terrorist attacks perpetrated by Hamas and other terrorist organizations that intentionally sought to thwart the efforts of the United States and the world community to move toward peace in the Middle East at the summit in Aqaba, Jordan. Urges the European Union to classify Hamas as a terrorist organization, enabling it to take further action to prohibit any funding from Europe to Hamas. Urges the Palestinian Authority to combat terrorism by establishing itself as the sole armed entity within the Palestinian territories as soon as possible. Stands in solidarity with Israel as it takes necessary steps toward peace and toward providing security to its people.

Paso al Norte National Museum of Immigration History Act - Requires the Secretary of the Interior, if land is made available to or by the University of Texas at El Paso under specified conditions, to make a grant for the establishment of the Paso al Norte National Museum of Immigration History (a museum and research center for the interpretation and commemoration of migration at the U.S. southern border). Directs the Secretary, after receiving a grant proposal from the University in agreement with the City of El Paso that meets certain requirements, to award a grant to the University for the establishment of the museum, including planning, design, construction, furnishing, and startup expenses.

Law Enforcement Officers Equity Act - Redefines the term "law enforcement officer" under provisions of the Federal Employees Retirement System (FERS) and the Civil Service Retirement System (CSRS) to include: (1) Federal employees not otherwise covered by such term whose duties include the investigation or apprehension of suspected or convicted individuals and who are authorized to carry a firearm; and (2) such employees of the Internal Revenue Service whose duties are primarily the collection of delinquent taxes and the securing of delinquent returns. Requires that such service which is performed by an incumbent law enforcement officer be treated: (1) on or after the enactment date of this Act, for all purposes, as service performed as a law enforcement officer, irrespective of how such service is treated under the following; and (2) before, on, or after such date, for purposes of CSRS and FERS, as service performed as such an officer, but only if an appropriate written election is submitted to the Office of Personnel Management five years after such date or before separation from Government service, whichever is earlier. Provides that nothing under current law respecting mandatory separation from Government service under CSRS or FERS shall cause the involuntary separation of an officer before the end of the three-year period beginning on such date.

Directs the Secretary of State to release the reversionary interest of the United States in certain land in El Paso County, Texas, upon condition that the Clint Independent School District in El Paso uses any proceeds received from the disposal of such land for public educational purposes.

Calls on: (1) the Government of Iran to comply with its obligations under the Chemical Weapons Convention (CWC), verify its compliance under the Treaty on the Non-Proliferation of Nuclear Weapons, sign the Model Additional Protocol of the International Atomic Energy Agency which would allow inspectors freer access to nuclear sites, and immediately and unconditionally halt support for terrorism; (2) the President to set a new direction, incorporating all available nonproliferation tools, to redirect Iranian efforts away from nuclear weapons; and (3) United Nations members to join the United States in preventing the proliferation of weapons of mass destruction, and reaffirm their commitment to fighting all forms of terrorism.

Indian Health Care Improvement Act Amendments of 2003 - Amends the Indian Health Care Improvement Act to revise requirements for health care programs and services for Indians, Indian tribes, tribal organizations, and urban Indian organizations. Provides for enrollment of qualified Indians in the State Children's Health Insurance Program (SCHIP) under title XXI of the Social Security Act (SSA), as well as Medicare under SSA title XVIII and Medicaid under SSA title XIX (as under current law). Replaces the Urban Health Programs Branch with an Office for Urban Indian Health. Directs the Secretary, acting through the IHS and Indian tribes and tribal organizations, to consolidate certain existing programs into a new program of comprehensive behavioral health, prevention, treatment, and aftercare for Indian tribes. Establishes the National Bi-Partisan Indian Health Care Entitlement Commission to: (1) establish a Study Committee to study the extent of Indian health services needs; (2) review and analyze the Study Committee's report; and (3) make recommendations to Congress for providing health services for Indians as an entitlement. Reauthorizes the Indian Health Care Improvement Act through FY 2015. Amends SSA titles XVIII (Medicare), XIX (Medicaid), and XXI (SCHIP) to conform with this Act.

Assured Funding for Veterans Health Care Act of 2003 - Requires the Secretary of the Treasury to make available to the Secretary of Veterans Affairs for programs, functions, and activities of the Veterans Health Administration for FY 2005 130 percent of the amount obligated during FY 2003. Adjusts the amount provided for fiscal years after FY 2005 based on the number of enrolled veterans and the number of other persons eligible but not enrolled who are provided care, multiplied by the per capital baseline amount for FY 2003, as increased by the percentage increase in the Consumer Price Index. Prohibits the availability of such funds for: (1) construction, acquisition, or alteration of veterans' medical facilities (other than for repairs provided for before the date of enactment of this Act); or (2) grants for the construction of State home facilities for the furnishing of veterans' domiciliary, nursing home, and hospital care.

Working Taxpayer Fairness Restoration Act of 2003 - Amends the Internal Revenue Code, with respect to the refundability of the child tax credit, to accelerate the increase to the 15 percent rate. Limits, to fair market value immediately following a transaction, the importation of net built-in loss by a corporation. Prohibits an allocation of any decrease in the adjusted basis of partnership property to stock in a corporation which is a partner in the partnership. Repeals part V (Financial Asset Securitization Investment Trusts) of subchapter M (Regulated Investment Companies and Real Estate Investment Trusts). Expands the definition of a disqualified debt instrument with respect to deduction disallowance on certain debt instruments of corporations. Expands the authority to disallow deductions, credits, or other allowances under provisions disallowing such benefits due to acquisitions made to evade or avoid income tax. Amends provisions affecting passive foreign investment companies to state that the term "qualified portion" (of a shareholder's holding period) does not include any period if there is only a remote likelihood of an inclusion in gross income under subpart F (Controlled Foreign Income). Adds to the definition of the term "real estate investment trust" by stating that such term includes a corporation, trust, or association which is not a controlled entity. Directs the Secretary to establish a program requiring the payment of user fees, until September 30, 2013, for: (1) requests to the Internal Revenue Service for ruling letters, opinion letters, and determination letters; and (2) other similar requests.

Working Families Tax Credit Act of 2003 - Amends the Internal Revenue Code to: (1) accelerate and increase the refundability of the child tax credit to the 15 percent rate; and (2) include combat pay (otherwise excludable from gross income) as earned income for purposes of determining such refundability. Increases the earned income credit phaseout amount on a joint return by $3,000. Revises tax shelter provisions to, among other things: (1) define economic substance; (2) impose a penalty for the failure to include in a return information concerning a reportable transaction, a reportable transaction understatement (including imposing the penalty for certain understatements which were based on unreasonable legal or factual assumptions), a noneconomic substance transaction understatement, and interests in foreign financial accounts; (3) modify rules concerning the failure to furnish information regarding reportable transactions and the penalty for such failure, the failure to maintain lists of investors in potentially abusive tax shelters and the penalty for such failure, the authority to seek an injunction to enjoin promoters of abusive tax shelters; and (4) deny a deduction of interest on underpayments attributable to nondisclosed reportable transactions and noneconomic substance transactions. Amends other provisions to, among other things: (1) place a limit on the transfer or importation by a corporation of built-in losses; (2) provide for the partnership treatment of certain contributed property with a built-in loss; (3) repeal part V (Financial Asset Securitization Investment Trusts) of subchapter M (Regulated Investment Companies and Real Estate Investment Trusts); and (4) modify rules concerning the disallowance of a deduction on certain debt instruments of corporations, passive foreign investment companies, and the reduction in a corporate shareholder's basis in stock by the nontaxed portion of extraordinary dividends. Revises corporate expatriation provisions to treat acquiring corporations in "corporate expatriation transactions" as domestic corporations. Defines a "corporate expatriation transaction" as, with certain exceptions, one in which a "nominally foreign corporation" acquires substantially all of the properties held by a domestic corporation and in which, immediately after the transaction, more than 80 percent of the stock of the acquiring corporation is held by former shareholders of the domestic corporation. Lowers the 80 percent threshold to 50 percent when the acquiring "nominally foreign corporation" lacks substantial business activities in the foreign country in which it was created and organized compared to the total activities of the "expanded affiliated group" and the stock is publicly traded, with the principal market of trading being the United States. Defines the terms "nominally foreign corporation" and "expanded affiliated group." Applies similar rules to partnership transactions. Establishes that a series of related transactions relevant to the Act shall be handled as a single transaction.

Next Generation Hispanic Serving Institutions - Amends the Higher Education Act of 1965 to revise provisions for Hispanic-serving institutions (HSIs) under title V (Developing Institutions). Establishes a program of competitive grants to eligible HSIs that offer postbaccalaureate certifications or degrees (part B grants). Limits a part B grant award's duration to not more than five years. Prohibits the Secretary of Education from awarding more than one part B grant to an HSI in any one fiscal year. Authorizes appropriations for FY 2005 through FY 2009 for: (1) the current part A program of grants to HSIs that offer baccalaureate degrees or are junior or community colleges; and (2) the new part B program of grants to HSIs that offer postbaccalaureate certifications or degrees. Eliminates the requirement that an eligible HSI provide assurances that at least 50 percent of its Hispanic students are low-income students. Includes, among authorized activities under part A grants, articulation agreements and student support programs to help transfers from two-year to four-year institutions. Eliminates the two-year wait-out period between any two five-year part A grants to an HSI.

Hispanic Health Improvement Act of 2003 - Amends the Social Security Act to provide incentives for States to grant title XIX (Medicaid) and title XXI (SCHIP) coverage to parents and pregnant women. Grants automatic enrollment of children in State child health assistance who are born to title XXI parents. Amends the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 to permit States and localities to provide certain health care benefits to aliens that current law prohibits States and localities from granting. Amends Title XIX of the Social Security Act (Medicaid) to make children enrolled in SCHIP eligible for the pediatric vaccine distribution program. Latina Adolescent Suicide Prevention Act - Directs the Secretary of Health and Human Services to establish a program for the prevention of Latina adolescent suicides. Patient Navigator, Outreach, and Chronic Disease Prevention Act of 2003 - Amends the Public Health Service Act to authorize: (1) the Secretary of Health and Human Services, acting through the Administrator of the Health Resources and Services Administration; (2) the Director of the National Cancer Institute; and (3) the Director of the Indian Health Service to make grants for model programs to provide services for cancer and chronic diseases to individuals of health disparity populations. Directs the Secretary, acting through the Administrator of the Health Resources and Services Administration, to make grants to Hispanic-serving health professions schools to carry out programs to recruit Hispanic individuals to enroll in and graduate from the schools. Amends the Public Health Service Act to revise and extend the programs of the Office of Minority Health. Directs the heads of certain agencies within the public health service to establish individual offices of minority health. Establishes in the Department of Health and Human Services an Assistant Secretary for Civil Rights.

Assistant United States Attorneys Retirement Benefit Equity Act of 2003 - Makes applicable to Assistant United States Attorneys the provisions of the Civil Service Retirement System and the Federal Employees Retirement System that apply to Federal law enforcement officers. Directs the Department of Justice to provide notice to incumbent Assistant U.S. Attorneys as to their election rights under this Act and the effects of making or not making a timely election under this Act. Allows such incumbents to elect the option to be treated either: (1) in accordance with the amendments made by this Act; or (2) as if this Act had never been enacted.

Amends the Homeland Security Act of 2002 to require the Secretary of Homeland Security to develop and implement an emergency telephonic alert notification system (the Responsive Emergency Alert and Dissemination of Information Call System or READICall System) to: (1) alert persons of imminent or current hazardous events caused by terrorist acts and other man-made disasters; and (2) provide information to individuals regarding measures to alleviate or minimize threats to their safety and welfare. Directs the Secretary to: (1) make use of national private sector networks, technology, personnel, and infrastructure to develop and implement the System; (2) develop coordinated infrastructure for the System that will be able to provide immediate notification and warning to all telephone subscribers in the United States in a national crisis resulting from a terrorist act and to target specific locations and warn just the affected areas; and (3) collaborate with other Federal, State, and local agencies to allow interoperability between different sources of terrorist threat information, allow the immediate dissemination of information from all levels of governmental sources, and develop standards, protocols, procedures, and terminology to minimize inconsistencies and miscommunication with intelligence information. Authorizes the Secretary to conduct research and pilot programs as may be necessary for improving the effectiveness of such System.

Highway Funding Equity Act of 2003 - Revises Federal highway funding minimum guarantee provisions. Requires the Secretary of Transportation, for each of FY 2004 through 2009, to allocate among the States amounts sufficient to ensure that: (1) the percentage for each State of the total apportionments for the fiscal year for the National Highway System (NHS), the high priority projects program, the Interstate maintenance program, the surface transportation program, metropolitan planning, the highway bridge replacement and rehabilitation program, the congestion mitigation and air quality improvement program, the recreational trails program, the Appalachian development highway system, and the basic minimum guarantee equals or exceeds 95 percent of the ratio that the estimated tax payments to the Highway Trust Fund (HTF) (other than the Mass Transit Account) attributable to highway users in the State bears to such payments attributable to highway users in all States (with a specified exception for any State having a population density of less than 50 individuals per square mile); and (2) when HTF allocations (other than from the Mass Transit Account, for such programs, emergency relief, and the discretionary minimum guarantee) for the fiscal year have been identified, the percentage for each State of all of those allocations for the fiscal year equals or exceeds the percentage that is equal to 95 percent of such tax payments ratio. Sets forth provisions regarding: (1) the programmatic distribution of NHS funds exceeding $2.8 billion; (2) the apportionment of the remainder of funds to the States; and (3) required adjustments where the sum of State percentages exceeds 100.

Directs the Secretary of Health and Human Services to revise the definitions under Medicare regulations of "rehabilitation hospital" and "rehabilitation unit" for purposes of determining the applicable payment methodology under title XVIII (Medicare) of the Social Security Act. Requires the Secretary, in determining whether a rehabilitation hospital or unit is eligible for reimbursement for services furnished to Medicare beneficiaries under the prospective payment system (PPS) for inpatient rehabilitation facilities, to modify the list of treatment categories otherwise applicable (commonly referred to as the "75 Percent Rule") to include all rehabilitation impairment categories (except miscellaneous) established by the Secretary for purposes of such prospective payment system. (The "75 Percent Rule" requires that a rehabilitation hospital or unit show that during its most recent 12-month cost reporting period it served an inpatient population of whom at least 75 percent required intensive rehabilitative services for treatment of one or more of specified conditions.)

Safe Highways and Infrastructure Preservation Act - Amends Federal transportation law to prohibit a State from prescribing or enforcing any regulation that allows a restricted property-carrying unit (any trailer, semi-trailer, container, or other property-carrying unit longer than 53 feet, except for a fire-fighting unit) to operate on the National Highway System (including the Interstate System), unless the operation of such unit is authorized by the State on June 1, 2003, and in actual and lawful operation on a regular or periodic basis (including seasonal operations) on or before that date. Prohibits a State from allowing the operation of a commercial motor vehicle combination on the National Highway System (except a vehicle or load that cannot be dismantled or divided easily, and that has been issued a special permit under State law) with more than one property-carrying unit (excluding the truck tractor) whose property-carrying units are more than: (1) the maximum combination trailer, semi-trailer, or other type of length limitation allowed by State law on June 1, 2003; or (2) the length of the property-carrying units of those commercial motor vehicle combinations, by specific configuration, in actual and lawful operation on a regular or periodic basis (including continual seasonal operation) in such State on or before June 1, 2003. Permits a commercial motor vehicle combination authorized in a State to continue to operate on System highways provided it is in compliance with State law, including routing-specific and configuration-specific designations and all other restrictions in force in the State on June 1, 2003. Amends Federal highway law to prohibit a State from allowing the operation of a vehicle or combination (other than a longer combination vehicle) exceeding Interstate weight limits on the Interstate System unless its operation was lawful: (1) on July 1, 1956; (2) in the case of the overall gross weight of any group of two or more consecutive axles, on the date of enactment of the Federal-Aid Highway Amendments of 1974; or (3) under a special permit pursuant to State (grandfather) law. Subjects such vehicles and combinations to all routing-specific, commodity-specific, and weight-specific designations in force in such State on June 1, 2003. Sets forth requirements with respect to: (1) the operation of vehicles and loads which cannot be easily dismantled or divided (nondivisible loads) on the Federal-aid highway system as they relate to Interstate weight limitations; and (2) waiver of weight limitations for vehicles that operate on the Federal-aid highway system during periods of national emergency. Declares that Interstate weight limitations on vehicles and combinations (other than longer combination vehicles) that operate on the Interstate System shall also apply to such vehicles and combinations that operate on non-Interstate segments of the National Highway System, unless: (1) such segments are subject to lower State weight limits; or (2) a State allows the operation of any vehicle or combination on an existing non-Interstate segment of the National Highway System that could be so operated lawfully on June 1, 2003. Requires establishment of a model schedule of fines for violations of this Act.

Educational Access for America's Soldiers Act of 2003 - Authorizes an individual, during the year following enactment of this Act, to make an irrevocable election for entitlement to basic educational assistance under the Montgomery GI Bill if such individual: (1) first became a member of the armed forces or entered active duty before, on, or after July 1, 1985; (2) has served on active duty without a break in service and continues to serve for some or all of the year before enactment of this Act; (3) has completed requirements of a secondary school diploma or the equivalent of 12 semester hours in a program leading to a standard college degree; and (4) is discharged or released from active duty honorably. Requires such individual's basic pay to be reduced, over an 18-month period, until the total reduction is $2,700, as a contribution toward such educational assistance.

Children's Vision Improvement and Learning Readiness Act of 2003 - Allows the Secretary of Health and Human Services to make grants to States for the purposes of: (1) providing comprehensive eye examinations for children identified as being at high risk of vision impairment, with priority to go to children under nine years old; (2) providing subsequent treatment or services necessary to correct vision problems; and (3) developing and disseminating educational materials with regard to the need and benefits of comprehensive eye examinations for children. Directs the Secretary to develop criteria for the collection of data related to vision assessment and the utilization of followup services. Directs the Secretary to coordinate the grant program, as appropriate, with other Federal and State programs that provide services to children. Requires a State to submit an application to the Secretary in order to receive a grant, which shall include a plan for the use of the grant. Requires a State to submit to the Secretary an annual evaluation of the operations and activities carried out under a grant.

Directs the Speaker of the House of Representatives and the President Pro Tempore of the Senate to arrange for the presentation of a congressional gold medal to President Jose Maria Aznar of Spain in recognition of his contributions to maintaining the security of all freedom-loving nations. Requires the Secretary of the Treasury to strike such medal and authorizes the Secretary to strike and sell bronze duplicates.

Comprehensive Tuberculosis Elimination Act of 2003 - Amends the Public Health Service Act to prescribe composition requirements for the Advisory Council for the Elimination of Tuberculosis, and direct it to make recommendations on: (1) a national plan to eliminate tuberculosis in the United States; and (2) a plan to guide U.S. involvement in global tuberculosis-control activities, with a focus on high incidence countries and on access to a comprehensive package of tuberculosis control measures. Authorizes the Secretary of Health and Human Services, directly or through grants, to carry out tuberculosis research, demonstration projects, and public information and education programs. Authorizes the Director of the National Heart, Lung, and Blood Institute of the National Institutes of Health (NIH) to make awards: (1) to faculty of schools of medicine or osteopathic medicine to support the development of high quality curricula to assist interested individuals in learning the principles and practices of preventing, managing, and controlling tuberculosis; and (2) to support the career development of clinically trained professionals committed to pulmonary infection research. Requires the National Institute of Allergy and Infectious Diseases of NIH to work to develop a tuberculosis vaccine. Requires the John E. Fogarty International Center for Advanced Study in the Health Sciences to carry out an international training program regarding tuberculosis. Requires the Secretary to ensure that a portion of funds appropriated to repay the education loans of qualified health professionals, researchers from disadvantaged backgrounds, and pediatric researchers is reserved for contracts with individuals who research tuberculosis.

Commends: (1) President Bush, Secretary of Defense Rumsfeld, and U.S. Central Command commander General Franks for their planning and execution of successful military campaigns in Operations Enduring Freedom and Iraqi Freedom; (2) the members of the U.S. armed forces who participated in such operations; and (3) Department of Defense civilian employees, civilian contractors, and defense contractor personnel whose skills made possible the equipping of the armed forcesr. Expresses: (1) the Nation's gratitude to the 21 allies in Operation Enduring Freedom and to the 49 coalition members in Operation Iraqi Freedom; and (2) sympathy and condolences to the families and friends of the members of U.S. and coalition forces who have been injured, wounded, or killed during those operations. Calls upon communities across the Nation to prepare appropriate ceremonies to honor and welcome home the members of the armed forces participating in such operations and to recognize their contributions to U.S. homeland security and to the Global War on Terrorism. Recommits the United States to ensuring the safety of the U.S. homeland, to preventing weapons of mass destruction from reaching the hands of terrorists, and to helping the people of Iraq and Afghanistan build free democratic societies.

Nurse Education Promotion Act - Amends the Public Health Service Act to authorize the Secretary of Health and Human Services to award competitive grants to: (1) associate degree schools of nursing for nursing student recruitment and scholarships and for nursing faculty hiring; and (2) professional nursing organizations, including nursing union chapters, for cooperative programs of continuing education for nurses with associate degrees to pursue baccalaureate degrees or receive training in understaffed and critical specialties.

Preservation of Localism, Program Diversity, and Competition in Television Broadcast Service Act of 2003 - Amends the Communications Act of 1934 to prohibit the Federal Communications Commission from permitting any license for a commercial television broadcast station to be granted, transferred, or assigned to any party if such action would result in that party owning, operating, controlling, or having a cognizable interest in stations which have an aggregate national audience reach exceeding 35 percent. Requires any party currently having licenses in excess of such limit to divest as necessary to comply with such limit within one year.

Medicaid Community-Based Attendant Services and Supports Act of 2003 - Amends title XIX (Medicaid) of the Social Security Act (SSA) to mandate State Medicaid plan coverage of community-based attendant services and supports for certain Medicaid-eligible individuals. Outlines provisions for: (1) an enhanced Federal medical assistance percentage for ongoing activities of early coverage States that enhance and promote the use of community-based attendant services and supports; and (2) increased Federal financial participation for certain expenditures incurred by the State for the provision of community-based attendant services and supports. Directs the Secretary of Health and Human Services to: (1) award grants to eligible States which have established a Consumer Task Force to assist the State in its development of real choice systems change initiatives; and (2) conduct a demonstration project for the purpose of evaluating service coordination and cost-sharing approaches with respect to the provision of community-based services and supports to non-elderly dually eligible individuals.

Clean Smokestacks Act of 2003 - Amends the Clean Air Act (CAA) to require the Administrator of the Environmental Protection Agency (EPA) to promulgate regulations to achieve specified reductions in emissions of sulfur dioxide, nitrogen oxide, carbon dioxide, and mercury from powerplants (electric generation facilities with a nameplate capacity of 15 megawatts or more that use a combustion device to generate electricity for sale) by January 1, 2009. Requires powerplants, on the later of the date 30 years after the powerplant commenced operation or five years after this Act's enactment, to comply with the most recent new source performance standards under CAA provisions regarding air quality and emissions limitations and with specified requirements for modified sources.

Health Care Tax Credit Enhancement for Workers and Steel Security Act of 2003 - Amends the Internal Revenue Code with respect to the trade adjustment assistance-related health care tax credit to: (1) decrease age eligibility for Pension Benefit Guaranty Corporation pension recipients; (2) eliminate the three-month coverage requirement concerning State-based coverage; and (3) revise covered month eligibility for the spouse of an individual entitled to Medicare. States that the steel import licensing and monitoring program established by the Secretary of the Treasury and the Secretary of Commerce shall remain in effect until not later than March 6, 2010.

Expand Access to Job Training for English Language Learners Act - Amends the Adult Education and Family Literacy Act (AEFLA), which is tile II of the Workforce Investment Partnership Act of 1998 (WIPA), and provisions for Workforce Investment Systems (WIS), which are title I of WIPA, to revise and increase access and services for individuals with limited English proficiency under such job training and adult education systems. Revises the following WIS provisions with respect to individuals with limited English proficiency: (1) intensive and training services; (2) performance measures; (3) demonstration, pilot, multiservice, research, and multistate projects; (4) assessments; (5) State plan contents; and (6) State discretionary funding. Revises the following AEFLA provisions with respect to individuals with limited English proficiency: (1) adult basic education funding formula; (2) State plan contents; (3) direct and equitable access in grants and contracts; (4) reports on individuals 16 to 18 years of age; and (5) national leadership activities. Provides for integration of WIS and AEFLA by: (1) emphasizing National Institute for Literacy coordination with the Institute of Education Sciences in the Department of Education and with the Office of Employment and Training in the Department of Labor; and (2) requiring certain uniform indicators of program performance.

Public Housing Drug Elimination Program Reauthorization Act of 2003 - Amends the Anti-Drug Abuse Act of 1988 to authorize appropriations for the assisted housing drug elimination program. Limits activities for programs designed to reduce drug use in and around assisted low-income housing to: (1) providing drug abuse treatment through rehabilitation or relapse prevention; (2) providing education about the dangers and consequences of drug use or violent crime; (3) identifying drug users, and assisting drug use discontinuance through education or treatment programs; (4) providing after school youth activities; and (5) providing capital improvements and security services to discourage or eliminate drug use or violent crime.
