Medicare Ambulance Payment Reform Act of 2003 - Amends title XVIII (Medicare) of the Social Security Act with respect to payment for ambulance services to revise requirements for the establishment of a fee schedule. Directs the Secretary of Health and Human Services to establish a system for the coding of claims for ambulance services, including a code set specifying the medical condition of the individual transported by an ambulance and the appropriate level of transportation service.

Department of Veterans Affairs Claims Backlog Reduction Act of 2003 - Directs the Secretary of Veterans Affairs to: (1) identify the current backlog of veterans' claims for benefits through the Department of Veterans Affairs and to categorize those claims; and (2) identify claims that need further development and refer them to a geographically appropriate County Veterans Service Office. Allows veterans' claims to be submitted to County Veterans Service Officers (in lieu of the Department) and authorizes the Officers to fully develop such claims. Requires appropriate information sharing between the Department's Benefits Delivery Network and the Offices. Requires funding provided by this Act to be allocated to States based on their respective populations of veterans and allocates such funds to the appropriate Office. Prohibits Federal funding from exceeding 50 percent of the costs of Office operations. Allows funding to be used to establish Officer programs in States that do not have one.

Selected Reserve Home Loan Equity Act - Makes permanent (currently expires at the end of FY 2009) the authority for individuals who complete six years of service in the Selected Reserve to receive home loans guaranteed, insured, or made through the Department of Veterans Affairs. Prescribes uniform fees for members of the Selected Reserve and veterans eligible for such home loans through qualifying active duty service. (Currently, separate fees apply to active duty veterans and reservists.)

Columbia Orbiter Memorial Act - Directs the Secretary of the Army to construct in Arlington National Cemetery, Virginia, a memorial marker honoring the seven members of the crew of the Columbia Orbiter who died on February 1, 2003, during the landing of space shuttle mission STS-107. Authorizes the Administrator of the National Aeronautics and Space Administration to: (1) accept gifts and donations for that or another memorial or monument to the crew; and (2) transfer any donations accepted to the Secretary for the Arlington National Cemetery memorial.

Domestic Violence Screening, Treatment, and Prevention Act of 2003 - Amends the Public Health Service Act (PHSA) to require the Secretary of Health and Human Services to: (1) establish, under specified conditions, family violence research and education centers to conduct research and disseminate information concerning family violence; and (2) establish an advisory board to recommend the research agenda for such centers. Authorizes the Secretary to make grants to and enter into contracts with public and nonprofit private entities capable of conducting such research. Requires the Secretary to award grants to entities that currently work in the field of family violence and health care to enable them to develop, implement, evaluate, and disseminate family violence education and training curricula, programs, and strategies. Requires the Secretary, acting through the Assistant Secretary for the Administration for Children and Families, to award grants for up to four years to State and local governmental and nonprofit entities that currently work in the field of family violence and health care to be used to develop strategies to improve the response of State and local health care systems to domestic violence and to promote education and awareness. Amends title XIX (Medicaid) of the Social Security Act (SSA) to declare that State health benefits provided may cover domestic violence identification and treatment services. Amends Federal civil service law to require the Office of Personnel Management to require all contracted carriers of health coverage for Federal employees to include coverage for domestic violence identification and treatment services. Amends SSA title V (Maternal and Child Health Services) to require: (1) the Secretary, with respect to maternal and child health services block grant funds, to provide preference to State applicants who include training of providers in how to identify and treat the effects of family violence; and (2) States to set aside a reasonable portion of such funds to provide for domestic violence identification and treatment. Requires the Secretary to allot funds to States to provide for a separate program for domestic violence identification and treatment. Amends the PHSA to authorize the Secretary to award grants to federally-qualified health centers to improve the identification and treatment of domestic violence.

Amends the Immigration and Nationality Act respecting naturalization through service in the armed forces to: (1) reduce the required service from three years to two years; and (2) prohibit the imposition of a naturalization fee. Provides for overseas naturalization proceedings for members of the armed forces.

Amends the Internal Revenue Code to permit: (1) Federal civilian and military retirees to pay Federal Employees Health Benefits Program and TRICARE supplemental premiums on a pretax basis; and (2) a deduction (available to itemizers and nonitemizers) for TRICARE supplemental premiums and enrollment fees. Sets an implementation deadline of the first open enrollment period beginning not less than 90 days following enactment.

Anti-Pyramid Promotional Scheme Act of 2003 - Directs the Federal Trade Commission to promulgate a rule declaring that it is an unfair or deceptive act or practice for any person to use any means or instrumentality of transportation or communication in interstate or foreign commerce in order to promote, offer, sell, or attempt to sell a participation or the right to participate in a pyramid promotional scheme. Provides for Federal and State enforcement.

Medicare Rx Drug Benefit and Discount Act of 2003 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to add a new part D (Voluntary Prescription Drug Benefit Program) under which each individual who is entitled to benefits under Medicare part A (Hospital Insurance) or eligible to enroll under Medicare part B (Supplemental Medical Insurance) is entitled to obtain qualified prescription drug coverage. Outlines standard coverage benefit packages. Includes for the standard package a monthly premium of $25, an annual deductible of $100, a coinsurance of 20 percent and an annual out-of-pocket spending limit of $2,000. Directs the Secretary to negotiate fair prices with pharmaceutical manufacturers. Amends part C (Medicare+Choice) of SSA title XVIII to provide for the availability of prescription medicine benefits under the Medicare+Choice program. Provides for accelerated generic drug competition under the Federal Food, Drug, and Cosmetic Act.

Active Reservists and National Guard Student Loan Relief Act of 2003 - Amends the Higher Education Act of 1965 to provide for deferments of repayments and for Federal interest subsidy payments on student loans for borrowers who are called to active duty. Provides such deferments and interest payments for up to three years under the Federal Family Education Loan, direct subsidized loan, and Perkins loan programs.

Invest in America Act of 2003 - Amends Internal Revenue Code provisions concerning controlled foreign corporations to allow, during the first taxable year of a U.S. shareholder ending 90 days after enactment, a limited dividend received deduction if the distribution is reinvested pursuant to a plan, approved by the president or chief executive officer of the U.S. shareholder prior to the distribution, under which the distribution is reinvested in the United States.

Border Infrastructure and Technology Modernization Act - Directs the Under Secretary for Border and Transportation Security of the Department of Homeland Security to: (1) make specified personnel increases in the Department of Homeland Security's Bureaus of Immigration and Customs Enforcement, and Customs and Border Protection, respectively; (2) prepare an annual National Land Border Security Plan, which shall include a vulnerability assessment of each port of entry on the northern or southern border, and may provide for port security coordinators; and (3) carry out a three-to-five-site port of entry demonstration program. Directs the Administrator of General Services to make annual updates to the Port of Entry Infrastructure Assessment Study. Directs the Commissioner of the Bureau of Customs and Border Protection to: (1) develop an expansion plan for the Customs-Trade Partnership Against Terrorism programs along the northern and southern borders, including the Business Anti-Smuggling Coalition, the Carrier Initiative Program, the Americas Counter Smuggling Initiative, the Container Security Initiative, the Free and Secure Trade Initiative, and other Industry Partnership programs; (2) establish a Partnership demonstration program along the southern border; and (3) establish a demonstration program for a cooperative trade security system with respect to entities (maquiladora) in Mexico that assemble and produce goods from imported parts for export to the United States. Authorizes specified appropriations.

Amends the Individuals with Disabilities Education Act (IDEA) to authorize funding to reach the Federal Government's goal of providing 40 percent of the national average per pupil expenditure to assist States and local educational agencies with the excess costs of educating children with disabilities. Authorizes appropriations for IDEA part B programs of assistance for education of all children with disabilities, in specified amounts for FY 2004 through 2007, and as necessary thereafter.

Colonias Gateway Initiative Act - Authorizes the Secretary of Housing and Urban Development to make grants through September 30, 2009, to regional organizations to enhance the availability of affordable housing, economic opportunity, and infrastructure in the colonias. Defines colonia as a recognized community: (1) along the United States-Mexico border region in Arizona, California, New Mexico, or Texas; and (2) lacking such services as potable water, adequate sewage systems, and safe and sanitary housing.

Northern Rockies Ecosystem Protection Act - Designates the following lands in Idaho, Montana, Oregon, Washington, and Wyoming as wilderness and components of the National Wilderness Preservation System (System): (1) Greater Glacier/Northern Continental Divide ecosystem; (2) Greater Yellowstone ecosystem; (3) Greater Salmon/Selway ecosystem; (4) Greater Cabinet/Yaak/Selkirk ecosystem; (5) Islands in the Sky Wilderness; and (6) Blackfeet Wilderness. Designates: (1) specified wild land areas as Biological Connecting Corridors to protect the life flow of the Northern Rockies Bioregion; (2) the inventoried roadless areas identified as part of the Corridors as components of the System; and (3) certain biological connecting corridors as special corridor management areas. Establishes the Hells Canyon/Chief Joseph National Park and Preserve as a National Park System unit. Repeals Federal law provisions that establish the Hells Canyon National Recreation Area. Requires the Secretary of the Interior to: (1) implement a program of ecosystem restoration in the Preserve; and (2) study the feasibility of creating a Flathead National Park and Preserve in the area generally known as the Glacier View Ranger District of the Flathead National Forest. Amends the Wild and Scenic Rivers Act to designate segments of specified rivers and creeks in Idaho, Montana, and Wyoming as components of the National Wild and Scenic Rivers System. Establishes the National Wildland Restoration and Recovery System and the National Wildland Recovery Corps. Requires the Secretaries of the Interior and Agriculture to assure nonexclusive access to the specified areas and corridors designated by this Act by Native Americans for traditional cultural and religious purposes.

Southwest Regional Border Authority Act - Establishes the Southwest Regional Border Authority to: (1) develop plans and programs for the economic development of the Southwest border region (specified counties in California, New Mexico, and Texas); (2) conduct and sponsor investigations, research, and studies of the resources of the region; (3) sponsor up to ten authorized demonstration projects; (4) enhance the capacity of and support for local development districts or, if there is no such district for a portion of the region, foster the creation of one; (5) review, study, and recommend appropriate modifications to Federal, State, and local development programs for the region; (6) formulate and recommend interstate compacts and other forms of interstate and international cooperation; (7) encourage private investment in the region; (8) provide a forum for the consideration of problems of the region; (9) establish and use citizens, special advisory counsels, and public conferences; and (10) provide for the avoidance of duplication of efforts among the border programs of Federal agencies and the programs established under the North American Free Trade Agreement. Authorizes the Authority to approve grants for regional infrastructure development and improvement, technology development and deployment, community development and entrepreneurship, and education and workforce development. Provides funding. Requires the Authority to allocate at least 60 percent of the amounts authorized under this Act for programs and projects to serve the needs of distressed counties and isolated areas of distress within counties along the international border between the United States and Mexico. Authorizes the Authority to increase the Federal share to up to 90 percent of a project's total cost (to aid communities that could not otherwise meet matching funds requirements). Requires the Authority to make grants to local development districts for administrative expenses. Directs the Authority, for purposes of grant assistance, to designate within the region distressed counties, economically strong counties, attainment counties, competitive counties, and isolated areas of distress. Requires each affected State to submit to the Authority an annual development plan for the appropriate State area within the region.

Pancreatic Islet Cell Transplantation Act of 2003 - Amends the Public Health Service Act to include pancreases procured by an organ procurement organization and used for islet cell transplantation or research to be counted toward organ procurement organization certification. Establishes the Interagency Committee on Islet Cell Transplantation within the Department of Health and Human Services (HHS). Requires the Committee to study related issues, including Federal research funding, the effect of specified policies on transplantation, and data collection. Instructs the Secretary of HHS to request the Institute of Medicine to provide a study of the impact of islet cell transplantation on juvenile diabetes patients, including their health and the treatment's cost-effectiveness. Directs the Secretary, acting through the Administrator of the Centers for Medicare & Medicaid Services, to establish a demonstration project to assess the efficacy of pancreatic cell islet transplantation for individuals who: (1) have Type I (juvenile) diabetes; and (2) have end-stage renal disease; and (3) are Medicare beneficiaries. Establishes reporting requirements.

Commends and expresses the gratitude of the Nation to: (1) all members of the U.S. Armed Forces (whether on active duty, in the National Guard, or in the Reserves) who are fighting the Global War on Terrorism; (2) the employers who in the spirit of patriotism maintain the job security of their mobilized National Guard and Reserve employees; and (3) the families of those service members who have borne the burden of separation from their loved ones and who have staunchly supported them during the conduct of the Global War on Terrorism. Expresses the condolences of Congress to the families of the brave American service members who have lost their lives defending the Nation in the Global War on Terrorism. Reaffirms that the Congress stands united with the President in the ongoing effort to defeat global terrorism.

Urban and Rural Disease Prevention and Health Promotion Act of 2003 - Authorizes the Secretary of Housing and Urban Development to make grants and loans for the development of indoor centers for disease prevention and health promotion, specifically, indoor recreational facilities. Makes State and local government agencies and community development public authorities eligible for such grants and loans. Allocates funds according to population. Requires matching funds for grants. Requires compliance with the prevailing wage in the locality.

Senator Paul Wellstone Mental Health Equitable Treatment Act of 2003 - Amends the Employee Retirement Income Security Act of 1974 and the Public Health Service Act to prohibit certain employee group health plans or related insurances providing both medical-surgical and mental health benefits from imposing mental health treatment limitations or financial requirements unless comparable limitations and requirements are imposed upon medical-surgical benefits. States that the foregoing shall not be construed as requiring a group health plan (or related insurances) to: (1) provide any mental health benefits; (2) prevent the medical management of mental health benefits; or (3) require the provision of specific mental health services, except to the extent that failure to provide such services would result in a disparity between the coverage of mental health and medical-surgical benefits. Exempts specified small employers from such requirements. Requires that, in the case of a group health plan that offers a participant or beneficiary two or more benefit package options, the coverage requirements shall be applied separately with respect to each such option. Provides that, in the case of a plan or insurance providing in-network mental health benefits, out-of-network mental health benefits need not be provided at parity to medical-surgical benefits, as long as in-network mental health benefits are provided at parity with medical-surgical benefits and the plan or insurance provides reasonable access to in-network providers and facilities. Requires a General Accounting Office study of such requirements' effects upon health insurance costs, access, and quality and a cost estimation of extending such requirements to the treatment of substance abuse and chemical dependency.

Protection of Lawful Commerce in Arms Act - Prohibits any qualified civil liability action from being brought in any State or Federal court and requires pending actions to be dismissed. Defines such an action to: (1) include an action brought against a manufacturer or seller of a firearm, ammunition, or a component of a firearm that has been shipped or transported in interstate or foreign commerce, or against a trade association of such manufacturers or sellers, for damages resulting from the criminal or unlawful misuse of a firearm; and (2) exclude an action brought against persons who transfer a firearm knowing that it will be used to commit a crime of violence or a drug trafficking crime; an action brought against a seller for negligent entrustment or negligence per se; an action in which a manufacturer or seller of a firearm willfully violated a State or Federal statute applicable to the sale or marketing of the firearm and the violation was a proximate cause of the harm for which relief is sought; an action for breach of contract or warranty in connection with the purchase of the firearm; or an action for physical injuries or property damage resulting directly from a defect in design or manufacture of the firearm when used as intended.

Consumer Rental Purchase Agreement Act - Amends the Consumer Credit Protection Act to prescribe consumer protection guidelines for rental-purchase transactions, including: (1) the determination of rental-purchase cost; (2) disclosure requirements; (3) prohibitions against confessions of judgment, wage assignments, and waiver of consumer claims or defenses; (4) furnishing of statements of account; (5) point-of-rental disclosures; and (6) rental-purchase advertising disclosures. Establishes civil and criminal liability for violations of this Act. Grants enforcement powers to the Federal Trade Commission and to State attorneys general.

Patient Navigator, Outreach, and Chronic Disease Prevention Act of 2003 - Amends the Public Health Service Act to authorize: (1) the Secretary of Health and Human Services, acting through the Administrator of the Health Resources and Services Administration; (2) the Director of the National Cancer Institute; and (3) the Director of the Indian Health Service to make grants for model programs to provide services for cancer and chronic diseases to individuals of health disparity populations. Requires that these services: (1) be provided in a culturally competent way; (2) include patient navigators to help with finding services and follow-up care; and (3) include ongoing outreach activities. Conditions grants on the presence of a fee schedule consistent with prevailing rates and a fee discount schedule which provides fee adjustments based on ability to pay. Evaluates services according to a peer-reviewed model according to best practices. Limits the grants to five years.

Hometown Heroes Survivors Benefits Act - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to provide that a public safety officer who dies as the direct and proximate result of a heart attack or stroke suffered while on duty or within 24 hours after participating in a training exercise or responding to an emergency situation shall be presumed to have died as the direct and proximate result of a personal injury sustained in the line of duty, for purposes of survivor benefits.

Recruitment and Diversity in Nursing Act of 2003 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services to establish a program in which nontraditional nursing students shall contract to serve at least two years at a health care facility with a critical shortage of nurses after attending an accredited school of nursing on a Federal scholarship. Requires the program to run from FY 2004 to 2005, and permits the Secretary to extend the program thereafter. Sets a maximum figure of 25 percent of the number of scholarships that may be used for training in advanced degree programs. Allows a recipient to complete a period of service on a part-time basis under certain conditions. Applies certain provisions applicable to the National Health Service Corps Program to the nursing scholarship program. Directs the Secretary to give preference in entering into contracts in such program to individuals in financial need. Requires the Secretary to make grants to eligible entities to carry out nursing awareness and recruitment programs in elementary schools and secondary schools. States that the program shall run from FY 2004 to 2005, and permits the Secretary to extend the program thereafter. Requires that of the schools in which a beneficiary conducts awareness and recruitment programs, at least half must have a high percentage of nontraditional students. Prohibits any grant for nursing awareness and recruitment programs from lasting for a period of more than three years.

Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to modify the formula for determining the amount of reduced monthly OASDI benefits payable to a spouse, surviving spouse, or parent receiving monthly payments from a Federal or State pension plan. Declares that such benefit reductions shall be equal to the lesser of: (1) the amount by which the total amount of the combined monthly benefit (before reduction) and monthly pension exceeds $2,000, adjusted for inflation; or (2) an amount equal to two-thirds of the amount of any such monthly pension plan payment.

21st Century Access to Banking Act - Amends Federal law regarding customer identification verification by financial institutions to declare that a matricula consular (a water-sealed photo identification card issued by the Government of Mexico to Mexican nationals) issued in the United States by a duly authorized consular officer of the Government of Mexico shall be a valid form of identification of the individual to whom it is issued.

Wartime Parity and Justice Act of 2003 - Allows certain individuals of Japanese ancestry who were brought forcibly to the United States from countries in Latin America and interned in the United States during World War II to be provided restitution under the Civil Liberties Act of 1988. Urges the President to transmit a letter of apology to each such individual. Makes the Attorney General responsible for identifying and locating individuals eligible for restitution. Authorizes judicial review of a denial of compensation. Permits an individual covered by this Act who has accepted payment on a related claim before this Act's enactment to receive an appropriately reduced payment. Directs: (1) individuals covered by this Act to not be considered to have been present in the United States unlawfully during the evacuation, relocation, or internment period; (2) each U.S. agency to correct any records indicating otherwise; (3) agencies to disclose all information relating to the removal and internment of such individuals; and (4) the President to share such information with other countries and encourage those countries to make that information available. Reestablishes in the Treasury the Civil Liberties Public Education Fund and establishes a board of directors for the Fund.

Local Emergency Health Services Reimbursement Act of 2003 - Amends the Balanced Budget Act of 1997 to appropriate $1,450,000,000 for each of FY's 2004 through 2008 for allotments to States for reimbursement of emergency health services furnished to undocumented aliens (presently such appropriations end after FY 2001). Sets forth formulas for the disbursement of funds by the Secretary of Health and Human Services. Declares that $957,000,000 shall be allotted based on a percentage of undocumented aliens and $493,000,000 shall be allotted based on numbers of undocumented alien apprehensions (in the six States with the highest number of such apprehensions). Permits a State to receive funds on both accounts. Allows funds to go to States, local governments, hospitals, or other providers in a State, including providers of services received through an Indian Health Service facility (presently funds go only to States). Permits reimbursement to providers for the uncompensated provision of emergency health services to aliens who have been allowed to enter the United States for the sole purpose of receiving such services. Directs the Secretary to ensure that fraudulent payments are not made from allotments under this Act. Allows for the reallotment of unused funds. Declares that this Act constitutes budget authority in advance of appropriations Acts.

Assure Access to Mammography Act of 2003 - Provides that, with respect to payment for a screening or diagnostic mammography furnished to a Medicare beneficiary, the amount of payment made to a hospital-based facility in which such screening or diagnostic mammography is performed during the applicable period is equal to 200 percent of the amount of payment that would otherwise apply under the Medicare fee schedule established under title XVIII of the Social Security Act with respect to the technical component of such screening or diagnostic mammography. Provides for not counting certain radiological residents against graduate medical education limitations. Directs the Secretary of Health and Human Services to enter into an arrangement with the Institute of Medicine of the National Academy of Sciences to study and report to the Secretary on Medicare reimbursement for gender-specific services. Directs the Medicare Payment Advisory Commission to study and report to Congress on Medicare reimbursement for screening services.

Amends the Internal Revenue Code to establish a broadband credit equal to the sum of: (1) the current generation broadband credit; plus (2) the next generation broadband credit. Defines: (1) the current generation broadband credit for any taxable year as ten percent of the qualified expenditures incurred with respect to qualified equipment providing current generation broadband services to qualified subscribers and taken into account with respect to such taxable year; and (2) the next generation broadband credit for any year as twenty percent of the qualified expenditures incurred with respect to qualified equipment providing next generation broadband services to qualified subscribers and taken into account with respect to such taxable year.

Disabled Servicemembers Adapted Housing Assistance Act of 2003 - Authorizes the Secretary of Veterans Affairs to provide adapted housing assistance to military personnel on active duty who are disabled (suffering from the loss of certain extremities or of sight) if the disability is the result of an injury or disease aggravated or contracted in the line of duty.
