Expresses deepest gratitude to the brave Japanese-Americans (Nisei) who constituted the Military Intelligence Service and the invaluable contribution they provided during and after World War II. State Small Business Credit Initiative Act of 2010 - Establishes a seven-year State Small Business Credit Initiative (Initiative), administered by the Secretary of the Interior to allocate federal funds to participating states with capital access programs. Prescribes eligibility criteria for state capital access programs providing portfolio insurance for business loans. Requires the portfolio insurance to be based on a separate loan-loss reserve fund for each financial institution, with: (1) premiums paid by the financial institution lenders and by the business borrowers to the reserve fund to have their loans enrolled in it; and (2) state contributions to the reserve fund in amounts equal to such premium charges. Limits portfolio insurance to loans of up to $5 million to borrowers with 500 employees or fewer at the time that the loan is enrolled in the program. Requires the Secretary to approve for federal contributions any state capital access program meeting specified minimum requirements. Authorizes a participating state that establishes a new, or has an existing, eligible credit support program to apply for the Secretary's approval of a state other credit support program [ sic ] for federal contributions to, or for the account of, the state program. Requires a state other credit support program, among other eligibility criteria, to demonstrate that one dollar of public investment by the state program will cause and result in one dollar of new private credit, with a reasonable expectation that, when considered with all other state programs, they together have the ability to use new federal contributions to cause and result in amounts of new small business lending at least 10 times the new federal contribution amount. Requires such a program to extend credit support to borrowers with an average size of 500 or fewer employees, but in no event to borrowers with more than 750 employees. Requires such credit support to target loans with an average principal amount of $5 million or less, but in no event more than $20 million. Authorizes the reduction of federal allocations to the state or termination of further allocation transfers to the state upon its termination of participation in the program, or failure to submit timely and complete reports, or its noncompliance with the terms of the allocation agreement. Directs the Secretary to: (1) establish minimum national standards for approved state programs; and (2) provide states with technical assistance for starting programs and generally disseminating best practices.

Democracy is Strengthened by Casting Light on Spending in Elections Act or DISCLOSE Act - Amends the Federal Election Campaign Act of 1971 (FECA) to prohibit: (1) independent expenditures and payments for electioneering communications by government contractors if the value of the contract is at least $50,000; and (2) recipients of assistance under the Troubled Asset Relief Program (TARP) of the Emergency Economic Stabilization Act of 2008 (EESA) from making any contribution to any political party, committee, or candidate for public office, or to any person for any political purpose or use, or from making any independent expenditure or disbursing any funds for an electioneering communication. Applies the ban on contributions and expenditures by foreign nationals to foreign-controlled domestic corporations. Treats as contributions: (1) any payments by any person (except a candidate, a candidate's authorized committee, or a political committee of a political party) for coordinated communications; and (2) political party communications made on behalf of candidates if made under the control or direction of a candidate or a candidate's authorized committee. Revises the definition of independent expenditure to mean, in part, an expenditure that, when taken as a whole, expressly advocates the election or defeat of a clearly identified candidate, or is the functional equivalent of express advocacy. Requires any person making independent expenditures exceeding $10,000 to file a report within 24 hours. Increases the period before a general election during which a communication shall be considered an electioneering communication. Requires corporations, labor organizations, and other covered organizations to include specified additional information in reports on independent expenditures of at least $10,000. Sets forth special rules for the use of general treasury funds by covered organizations for campaign-related activity. Authorizes covered organizations to make optional use of a separate Campaign-Related Activity Account for making disbursements for campaign-related activity. Prescribes additional information to be included in certain radio or television communications by persons (including significant funders of campaign-related communications of a covered organization) other than a candidate, a candidate's authorized committee, or a political committee of a political party. Amends the Lobbying Disclosure Act of 1995 to require registered lobbyists to report information on independent expenditures or electioneering communications of at least $1,000 to the Secretary of the Senate and the Clerk of the House of Representatives. Requires certain covered organizations to disclose to shareholders, members, or donors information on disbursements for campaign-related activity. Authorizes judicial review of the provisions of this Act.

Intelligence Authorization Act for Fiscal Year 2011 - Authorizes appropriations for FY2011 for the conduct of intelligence and intelligence-related activities of the: (1) Office of the Director of National Intelligence; (2) Central Intelligence Agency (CIA); (3) Department of Defense (DOD); (4) Defense Intelligence Agency (DIA); (5) National Security Agency (NSA); (6) Departments of the Army, Navy, and Air Force; (7) Coast Guard; (8) Departments of State, the Treasury, Energy, and Justice; (9) Federal Bureau of Investigation (FBI); (10) Drug Enforcement Administration (DEA); (11) National Reconnaissance Office; (12) National Geospatial-Intelligence Agency; and (13) Department of Homeland Security. Specifies that the amounts authorized and the authorized personnel ceilings as of September 30, 2011, for such activities are those specified in the classified Schedule of Authorizations, which shall be made available to the congressional appropriations committees and the President. Allows the Director of National Intelligence, with the approval of the Director of the Office of Management and Budget (OMB), to authorize employment of civilian personnel in excess of the number authorized for FY2011 when necessary for the performance of important intelligence functions. Requires notification to the intelligence committees on the use of such authority. Authorizes appropriations for the Intelligence Community Management Account for FY2011, as well as for full-time personnel for elements within such Account. Authorizes appropriations for FY2011 for the Central Intelligence Agency Retirement and Disability Fund. Permits appropriations authorized by this Act for salary, pay, retirement, and other benefits for federal employees to be increased by such additional or supplemental amounts as necessary for increases in such compensation or benefits authorized by law. Prohibits the authorization of appropriations by this Act from being deemed to constitute authority to conduct any intelligence activity not otherwise authorized by the Constitution or laws of the United States.

Girls Protection Act of 2010 - Amends the federal criminal code to impose a fine or five-year prison term, or both, on any U.S. citizen or alien admitted for permanent residence who knowingly transports in foreign commerce a girl under the age of 18 for the purposes of female genital mutilation.

America COMPETES Reauthorization Act of 2010 - Establishes, revises, and extends specified science, technology, education, and mathematics (STEM) programs, as well as engineering, research, and training programs. Authorizes appropriations for FY2011-FY2015 for: (1) the National Science Foundation (NSF); (2) the National Institute of Standards and Technology (NIST); and (3) the Department of Energy (DOE) for activities of the Office of Science.

Amends the federal criminal code to impose a fine and/or maximum prison term of five years for anyone who knowingly sells or offers to sell an animal crush video in interstate or foreign commerce for commercial gain. States that this prohibition shall not be construed to prohibit the selling or offering to sell videos that depict hunting. Defines "animal crush video" as any visual depiction of animals being intentionally crushed, burned, drowned, or impaled that: (1) depicts actual conduct in which a living animal is tortured, maimed, or mutilated that violates any criminal prohibition on intentional cruelty under federal law or the law of the state in which the depiction is sold; and (2) taken as a whole, does not have religious, political, scientific, educational, journalistic, historical, or artistic value.

Comprehensive Alcohol Regulatory Effectiveness (CARE) Act of 2010 - Amends the Webb-Kenyon Act to: (1) state that it is the policy of Congress that each state or territory shall continue to have the primary authority to regulate alcoholic beverages; (2) prohibit unjustified discrimination against out-of-state producers of alcoholic beverages in favor of in-state producers; and (3) establish higher evidentiary standards for legal actions challenging the authority of states or territories to regulate alcoholic beverages. Amends the Wilson Act to eliminate the requirement that a state or territory regulate the importation of all fermented, distilled, or other intoxicating liquors or liquids to the same extent and in the same manner as such liquors or liquids produced in such state or territory.

Communities of Color Teenage Pregnancy Prevention Act of 2010 - Requires the Secretary of Health and Human Services (HHS) to award competitive grants to eligible entities for new and existing program interventions to provide youth in racial or ethnic minority or immigrant communities the information and skills needed to reduce teenage pregnancies and develop healthy relationships. Directs the Secretary to award competitive grants to carry out multimedia campaigns to provide public education and increase public awareness regarding teenage pregnancy and related social and emotional issues. Requires the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to make grants for research on teenage pregnancy that includes: (1) investigating the incidence and prevalence of teenage pregnancy and births in racial and ethnic minority or immigrant communities; and (2) examining factors that lead to teenage pregnancy among youth in foster care or juvenile justice systems.

Expresses support for: (1) the designation of Mental Health Month; and (2) the finding of the President's Commission on Mental Health that the nation's failure to prioritize mental health is a national tragedy. Recognizes that mental well-being is as important as physical well-being for citizens, communities, businesses, and the economy. Applauds the coalescing of national and community organizations in working to promote public awareness of mental health and in providing critical information and support to the people and families affected by mental illness. Encourages all organizations and health practitioners to use Mental Health Month as an opportunity to promote mental well-being and awareness, ensure access to appropriate services, and support overall quality of life for those living with mental illness.

Requires the Federal Communications Commission (FCC) to extend for 45 days the time period for filing petitions to deny, oppositions, and comments in the proceeding relating to the proposed merger of Comcast and NBC Universal. States that such extension shall: (1) permit petitions to deny, oppositions, and comments on or before June 17, 2010; (2) permit responses to petitions to deny, oppositions, and comments on or before July, 16, 2010; and (3) permit replies to such responses on or before August 1, 2010.

Quadrennial National Security Review Act - Amends the National Security Act of 1947 to direct the President, every four years, to: (1) conduct a quadrennial national security review (QNSR) to set forth the long- and short-term security goals of the United States; and (2) report review results to Congress. Establishes the QNSR Advisory Commission to assess such reports and the national security budget. Directs the President to submit a national security strategy report at the same time that each QNSR is submitted.

TRICARE Dependent Coverage Extension Act - Deems the following individuals as dependents, for purposes of dependent coverage under TRICARE (a Department of Defense [DOD] managed health care program): (1) a child who has not yet attained age 26 and is not eligible to enroll in any employer-sponsored plan; or (2) a person who is in the legal custody of the covered member, has not attained age 26, is not eligible to enroll in any employer-sponsored plan, resides with the member, is not otherwise a dependent under TRICARE, and is not the child of another covered beneficiary. Requires a premium payment for such coverage.

Teacher Exchange Act of 2010 - Authorizes the Secretary of Education to make grants to local educational agencies (LEAs) and high-need LEAs for teacher exchanges. Requires each grantee to: (1) send teachers to a receiving LEA in a different area; (2) provide participating teachers with professional development activities, travel reimbursement, housing, and a living stipend that is added to their regular salary; and (3) reimburse the receiving LEA for supplies and other incidental items purchased for use by participating teachers. Requires teachers who participate in an exchange to have had at least three years of teaching experience and agree to serve the receiving LEA for one school year and their own LEA for the two-year period following their participation in the exchange.

Declares that the House of Representatives mourns the significant loss of life, as well as the physical damage, caused by the February 27, 2010, earthquake and resulting tsunami in Chile. Expresses the deepest condolences of the House and sympathy to the families of the victims. Recognizes that Chile is a close ally and friend of the United States, and that its embrace of democratic ideals and the Chilean government's ability to implement strict building standards greatly mitigated the impact of this disaster. Commends the rescue, relief, and recovery actions, still underway, taken by the government of Chile. Commends the U.S. government, the entire international community, and nongovernmental organizations for their prompt deployment of assistance to Chile. Urges the President to continue to support the government of Chile as it assesses its relief and recovery needs.

Expresses the sense of the House of Representatives that: (1) the National Aeronuatics and Space Administration (NASA) is a national security asset and interest for the United States; (2) elimination of the Constellation program (the human space flight program that was to succeed the Space Shuttle program) will present homeland security implications for cyberspace; critical infrastructure, and the U.S. intelligence community; (3) elimination of the Constellation program will compromise the effectiveness of the International Space Station (ISS); (4) continuation of the Constellation program is crucial to improving national security, climate, and research in science and medicine; and (5) the United States should maintain its funding of the Constellation program and should begin funding commercial space in five years and not sooner.

Establishes a Southwest Border Region Water Task Force to assess the water needs of communities in the southwest border region (i.e., specified counties of Arizona, California, New Mexico, and Texas) and to make proposals for meeting those needs not being met. Directs the Task Force to establish procedures for: (1) determining the relative priority of water projects in the region; and (2) coordinating the policies and activities of the entities comprising the Task Force relating to meeting the region's water needs.

Condemns the suicide plane attack against the Internal Revenue Service (IRS) in Austin, Texas, on February 18, 2010, and commends IRS employees for their dedication and public service. Honors Vernon Hunter, a victim of the attack, Shane Hill, who suffered severe injuries, and all those who were injured while serving their country. Recognizes the heroic actions of the first responders, emergency services personnel, IRS employees, and citizens on the ground, such as Robert De Haven, whose actions minimized the loss of life. Rejects any statement or act that incites hatred or expresses sympathy for those who would attack public employees.

Military Spouse Job Continuity Act of 2010 - Amends the Internal Revenue Code to allow the spouse of a member of the Armed Forces (military spouse) who moves with such member to another state under a permanent change of station order a tax credit for up to $500 of qualified relicensing costs incurred by such spouse. Defines "qualified relicensing costs" as costs for a state license or certification to engage in the profession that such military spouse engaged in while residing in the former state.

Commends the U.S. Army for its achievements in and commitment to environmental sustainability and energy security by exploring advanced technologies and energy-efficient processes and by "building green, buying green, and going green." Recognizes that energy efficiency is a critical means of increasing the Army's tactical advantage in contingency operations and reducing dependency on fossil fuels. Prevent Deceptive Census Look Alike Mailings Act - Declares matter that bears the term "census" on its envelope, outside cover, or wrapper, but that constitutes a solicitation by a nongovernmental entity, to be nonmailable by the United States Postal Service, unless: (1) it satisfies one of the exceptions specified for otherwise nonmailable matter under existing law (such as displaying an appropriate disclaimer); and (2) its envelope, outside cover, or wrapper bears on its face an accurate return address including the name of the entity that sent it.

Keeping Faith With the Greatest Generation Military Retirees Act of 2010 - Amends title XVIII (Medicare) of the Social Security Act to waive the monthly part B premium (Supplementary Medical Insurance Benefits for the Aged and Disabled) with respect to: (1) an individual who is entitled to military retired or retainer pay based upon service that began before December 7, 1956; and (2) the spouse, widow, or widower of such individuals.
