Expresses the sense of the House of Representatives that: (1) all efforts should be made to find those responsible for the violent drug-related killings of innocent U.S. and Mexican citizens throughout Mexico, including those who killed Mr. Augustin Roberto "Bobby" Salcedo; (2) the extreme violence by the Mexican drug cartels has affected and continues to affect the lives of thousands of innocent people in Mexico, the United States, and around the world; and (3) Congress should continue to support bilateral cooperation between the United States and Mexico to break the power of the Mexican drug cartels, curtail violence, reduce arms trafficking, and diminish the demand for drugs throughout North America.

Treats cash contributions made after January 11, 2010, and before March 1, 2010, for the relief of earthquake victims in Haiti as having been made on December 31, 2009, for purposes of the tax deduction for charitable contributions. Deems a contribution as meeting the recordkeeping requirements of the Internal Revenue Code if the taxpayer produces a telephone bill showing the name of the donee organization and the date and amount of the contribution.

Securing Patriots Access to Convenient and Economic Air Travel Act of 2009 or SPACE-A Travel Act of 2009 - Requires transportation on Department of Defense (DOD) aircraft, on a space-available basis and on the same basis as a spouse of a retired member of the Armed Forces, for: (1) the unremarried surviving spouse of a retired member; (2) the unremarried surviving spouse of a former member who is entitled to dependency and indemnity compensation; and (3) any dependents accompanied by such surviving spouses.

Amends the National Institute of Standards and Technology Act to reduce the matching funds requirement for participants in the Hollings Manufacturing Extension Partnership Program (providing services to small and mid-sized manufacturers) from not less than 50% of the costs incurred for the first three years and an increasing share for each of the last three years to no more than 50% of the costs incurred by a participating Regional Center for the Transfer of Manufacturing Technology. Directs the Secretary of Commerce to establish criteria to determine a Center's cost share.

Amends title XVIII (Medicare) of the Social Security Act to authorize continued use of 2009 Medicare practice expense relative value units for certain cardiology services. Directs the Secretary of Health and Human Services (HHS) to contract with an independent entity to study and report to Congress on the practice expense methodology used to determine relative value units under this Act to determine whether the cost finding, indirect cost allocation, scaling, and budget neutrality methodologies used: (1) are consistent with generally accepted accounting principles; (2) distribute the burden of any necessary budget neutrality adjustments proportionally among all physicians' services; and (3) result in allowances that accurately reflect the relative direct and indirect resources involved in the provision of various physicians' services.

Fallen Heroes Family Act of 2009 - Amends the Immigration and Nationality Act to include as a nonimmigrant alien an alien who is the parent of a child who: (1) is a U.S. citizen; (2) was born outside the United States and its outlying possessions; and (3) had a natural parent who served honorably in an active-duty status in the U.S. Armed Forces and died on or after September 11, 2001, from an injury or disease incurred in or aggravated by that service. Defines "parent" to include a legal guardian or other person standing in loco parentis for purposes of: (1) such nonimmigrant alien; and (2) immediate relative status with respect to aliens who are not subject to direct numerical limitations. Sets forth related conditions concerning: (1) employment; (2) period of authorized admission; and (3) number of aliens to be admitted for each such child.

Comprehensive Immigration Reform for America's Security and Prosperity Act of 2009, the Comprehensive Immigration Reform ASAP Act of 2009, or the CIR ASAP Act of 2009 - Directs the Secretary of Homeland Security (DHS) (Secretary) to: (1) develop and submit to Congress a National Strategy for Border Security; (2) increase the number of Customs and Border Protection officers, agriculture specialists, and border security support personnel, and enhance related equipment, assets, and technology; (3) develop a comprehensive land and maritime border surveillance plan, including aerial and integrated surveillance demonstration programs; (4) issue a rule for electronic device searches and related agent training; (5) improve coordination efforts to combat human smuggling; (6) establish a Border Communities Liaison Office in every Border Patrol sector at the southern and northern borders; (7) carry out a ports of entry technology demonstration program; and (8) establish a Southern Border Security Task Force. Authorizes appropriations for border security improvements at U.S. ports of entry. Authorizes border relief grants for tribal, state, or local law enforcement and related agencies in proximity to the border or in a designated High Intensity Drug Trafficking Area. Provides reimbursement for state and county prosecutors in border states for prosecuting federally initiated and referred drug cases. Suspends the Operation Streamline program pending an evaluation of its viability. Expands resources for Project Gunrunner and for Operation Armas Cruzadas along the U.S.-Mexico border. Establishes the United States-Mexico Border Enforcement Commission. Prohibits the U.S. Armed Forces, including the National Guard, from assisting in non-emergency federal, state, local, and civilian law enforcement of immigration laws. Directs the Secretaries of DHS, Interior, Agriculture, Defense, and Commerce to develop: (1) a land border protection strategy; and (2) a borderlands environmental monitoring plan. Provides for: (1) enhanced border cooperation with Mexico; and (2) expansion of Customs-Trade Partnership Against Terrorism programs. Sets forth detention conditions. Directs the Secretary to appoint an Immigration Detention Commission. Sets forth provisions regarding: (1) immigration enforcement protections; (2) unlawful detentions; (3) protections for vulnerable populations; (4) apprehension procedures for families and family detention; (5) welfare requirements for children separated from detained or removed parents; (6) unaccompanied alien children; and (7) female detainees. Provides a stay of removal and work authorization for detained alien workers who are witnesses or necessary for workplace prosecution claims. Eliminates, with specified exceptions, DHS authority to enter into agreements with state and local law enforcement agencies to perform immigration law enforcement functions. Establishes in DHS an Immigration and Customs Enforcement Ombudsman. Eliminates the one-year asylun filing requirement. Provides for federal court review of DHS orders of removal currently exempt from such review. Establishes an alien employment verification system which requires employers to comply with: (1) document verification requirements; and (2) a phased-in electronic employment verification system. Sets forth backlog reduction provisions respecting family-sponsored and employment-based immigrant levels. Revises the definition of "immediate relative" to: (1) include the spouse and child of a lawful permanent resident; and (2) permit a qualifying widow/widower and the child or parent of a U.S. citizen or lawful permanent resident to maintain such status while filing for permanent resident status. Increases: (1) per-country limits for family-sponsored and employment-based immigrants; and (2) specified family-unity exceptions to unlawful presence-based inadmissibility. Prohibits the removal from the United States of an individual who: (1) fled his or her homeland while under the age of 12 years old; and (2) was later admitted to the United States as a refugee, parolee, or asylee. Exempts the sons and daughters of certain naturalized Filipino World War II veterans from worldwide or numerical immigrant visa limits. Makes a minor child of an alien fiancee/fiance or of an alien spouse of a U.S. citizen eligible for derivative K-visa status under specified circumstances. Redefines "child" to include a stepchild under 21 years old. Amends the Haitian Refugee Immigration Fairness Act of 1998 to: (1) require determinations with respect to children to be made using the age and status of an individual on October 21, 1998; and (2) permit an application based upon child status to be filed by a parent or guardian if the child is present in the United States on such filing date. Permits new status adjustment applications to be filed for a limited time period. Reduces the required support level for immigrant sponsorship. Establishes the Prevent Unauthorized Migration Visa (PUM Visa) program which shall provide for: (1) 100,000 PUM conditional permanent resident visas annually, for three years, to persons from countries (transitional visa admission states) which represent at least 5% of the total unauthorized migration population to the United States for the past five years; and (2) a process to adjust to permanent resident status. Exempts specified categories of U.S.-educated aliens from employment-based immigration limits. Permits a nonimmigrant alien whose employer has petitioned for an employment-based green card for such alien to file an application for adjustment of status regardless of whether an immigrant visa is immediately available. (Requires visa availability before such application may be approved.) Return of Talent Act - Establishes the Return of Talent Program to permit an eligible alien (and certain family members) to return to the alien's country of citizenship for up to two years in order to contribute to such country's postconflict or natural disaster reconstruction activities. (During such absence the alien and family members shall be considered to be continuously present and residing in the United States for naturalization purposes.) Establishes a conditional nonimmigrant status for qualifying aliens and their dependents who are illegally present or out of status in the United States and who register and meet the requirements for such status. Authorizes: (1) adjustment from conditional to permanent resident status at the earlier of six years after enactment of this Act or 30 days after specified immigrant visas become available (with exceptions to such time frame for certain students, military personnel, and employed individuals); and (2) naturalization three years after permanent resident status adjustment. Agricultural Job Opportunities, Benefits, and Security Act of 2009 or the AgJOBS Act of 2009 - Confers "blue card status" upon an alien who: (1) during the 24-month period ending on December 31, 2008, has performed specified lengths of, or earned a specified amount from, agricultural employment in the United States; (2) applied for such status during the 18-month application period; (3) is otherwise admissible to the United States; and (4) has not been convicted of specified felonies or misdemeanors. Limits the number of blue cards that may be issued during the five-year period beginning on the date of the enactment of this Act. Provides for adjustment of blue card status to permanent resident status based upon completed periods of agricultural employment. Revises H-2A visa (agricultural labor or temporary or seasonal services) provisions. Replaces the existing labor certification requirement with a labor attestation requirement containing: (1) a description of the nature and location of the job; (2) the job's expected beginning and ending dates; (3) the number of jobs; and (4) specified labor assurances respecting job opportunities covered by collective bargaining agreements and non-covered job opportunities. Establishes: (1) the Commission on Immigration and Labor Markets; and (2) the Security and Prosperity Account in the Treasury. Requires each State Workforce Agency (SWA) to establish an Internet-based American Worker Recruit and Match program. Requires employers and foreign labor contractors to provide workers recruited abroad with specified employment-related information. Amends H-1B visa (specialty occupation) employer application requirements to: (1) revise wage determination requirements; (2) require Internet posting and description of employment positions; (3) lengthen U.S. worker displacement protection; (4) apply certain requirements to all H-1B employers rather than only to H-1B dependent employers; (5) prohibit employer advertising that makes a position available only to, or gives priority to, H-1B nonimmigrants; and (6) limit the number of H-1B and L-1 visa (intracompany transfer) employees that an employer of 50 or more workers in the United States may hire. Authorizes the Department of Labor (DOL) to: (1) investigate applications for fraud; and (2) conduct H-1B compliance audits. Prohibits an employer from hiring an L-1 nonimmigrant for more than one year who will: (1) serve in a capacity involving specialized knowledge; and (2) be stationed primarily at the worksite of another employer. Specifies L-1: (1) employer petition requirements for employment at a new office; (2) wage rates and working conditions; and (3) employer penalties. Authorizes: (1) DOL to enforce federal labor laws with respect to employers of H-2B nonagricultural temporary workers; and (2) a private right of action against such employers. Specifies employer actions to recruit U.S. workers prior to filing for H-2B admissions. Sets forth H-2B and U.S. worker protections. Amends EB-5 visa (alien investor) provisions to: (1) increase EB-5 eligibility; (2) make the regional center program permanent; (3) establish $2,500 regional center designation and premium processing fees; (4) permit concurrent filing for EB-5 petitions and status adjustment applications; (5) establish in the Treasury the Immigrant Entrepreneur Regional Center Account; and (6) increase employment creation-related visas. Revises provisions regarding: (1) immigration service fees; (2) the naturalization age-based English language proficiency exemption; and (3) citizenship application background checks. Establishes the New Americans Initiative grants program to to assist lawful permanent resident aliens to become citizens. Authorizes grants for: (1) public education and community training regarding the provisions of this Act; (2) community-based organizations to assist naturalization applicants (initial entry, adjustment, and citizenship assistance grants); and (3) states to form New American Councils. Provides for the naturalization of certain graduates of U.S. high schools who are under 25 years of age on the date of application for naturalization. Establishes: (1) a tax credit and a deduction for certification expenses for teachers of English language learners; and (2) a tax credit for employer-provided adult English literacy and basic education programs. Makes funds available for oath of allegiance ceremonies.

Small Business Job Creation and Access to Capital Act of 2009 - Amends the Small Business Act to increase maximum amounts of loans under the following Small Business Administration (SBA) loan programs: (1) the section 7(a) (general small business loans) guaranteed loan program; (2) the section 504 (state and local development company) program; and (3) the Microloan (small-scale loans to start-up, newly-established, and growing small businesses) program. Amends the American Recovery and Reinvestment Act of 2009 to extend through 2010 SBA authority to reduce or eliminate loan fees on section 7(a) and 504 loans. Amends the Small Business Investment Act of 1958 to apply single-business investment limits to SBA-recognized new markets venture capital companies. Directs the SBA Administrator to establish for prospective borrowers an alternative small business size standard that uses maximum tangible net worth and average net income as an alternative to the use of industry standards. Expresses the sense of Congress that the Administrator should establish a website that: (1) lists SBA lenders and provides loan rate information; and (2) allows prospective borrowers to compare rates on SBA-guaranteed loans. Amends provisions of the Small Business Investment Act of 1958 relating to the local development business loan program to allow a small business borrower under such program to refinance a previous business debt: (1) that was incurred no less than two years before application for the SBA loan; (2) that is a commercial loan; (3) that is not guaranteed by a federal agency; (4) the proceeds of which were used to acquire a fixed asset for the benefit of the small business; (5) that is collateralized by fixed assets; and (6) for which the borrower has been current on all payments for at least one year. Allows the Administrator to provide financing under such program for a borrower that meets certain job creation or retention goals. Provides an alternate job retention goal for which a borrower may qualify.

Graduation Promise Act of 2009 - Authorizes the Secretary of Education to make grants to states and, through them, subgrants to local educational agencies (LEAs) for differentiated high school improvement systems targeting support to schools with low student achievement and graduation rates after such schools fail for two consecutive years to make adequate yearly progress (AYP) pursuant to state academic performance standards. Allots grant funds to states pursuant to a formula that favors states with low graduation rates and a high percentage of students attending low-income LEAs. Requires state grantees to establish comprehensive school performance indicators and minimum annual improvement benchmarks for use, in addition to current AYP measures, in analyzing school performance and determining the improvement category into which a school is placed. Directs LEA subgrantees to: (1) categorize each of their schools that fail to make AYP for two consecutive years as needing targeted intervention, whole school reforms, or replacement; (2) convene a local school improvement team for each of such schools that will use performance indicators, AYP measures, and other relevant data to conduct a school needs assessment and develop a multiyear school improvement plan tailored to the school's need categorization; and (3) support the successful implementation of such plans and district-wide high school improvement strategies. Authorizes the Secretary to award competitive grants to LEAs, nonprofit organizations, and institutions of higher education to develop and implement, or replicate, effective secondary school models for struggling students and dropouts.

Subcontractor Fairness Act of 2009 - Amends the Federal Property and Administrative Services Act of 1949 to require any offeror responding to an executive agency's solicitation for competitive proposals for the procurement of property or services in an amount greater than $550,000 or for construction in an amount greater than $1 million to enter into an agreement that provides that each subcontract to be awarded in the performance of the contract. shall: (1) become a valid subcontract if the offeror is awarded the prime contract; and (2) include the identity of the subcontractor, the scope of work to be performed under the subcontract, and the dollar amount of the subcontract. Requires a copy of each subcontracting agreement to be included in any competitive proposal submitted. Establishes the same requirements for defense contracts.

Veterans Appeals Improvement and Modernization Act of 2009 - Provides that if a veteran claimant submits evidence in support of a case for which a substantive appeal has been filed to the Board of Veterans' Appeals, such evidence shall be submitted directly to the Board and not to a regional office of the Department of Veterans Affairs (VA), unless the claimant requests that the evidence first be reviewed by the regional office. Empowers the Court of Appeals for Veterans Claims to affirm, modify, reverse, remand, or vacate and remand a decision of the Board after deciding all relevant assignments of error raised on appeal. Provides that whenever the Court reverses a decision on the merits of a particular claim and orders an award of benefits, the Court need not decide any additional assignments of error relating to that claim. Establishes the Veterans Judicial Review Commission to evaluate and make specific decisions to improve the administrative and judicial appellate review processes of veterans' and survivors' benefits determinations.

Viral Hepatitis and Liver Cancer Control and Prevention Act of 2009 - Amends the Public Health Service Act to require the Secretary of Health and Human Services (HHS) to develop, implement, and update a plan for the prevention, control, and medical management of hepatitis B and hepatitis C. Requires the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), the Administrator of the Health Resources and Services Administration, and the Administrator of the Substance Abuse and Mental Health Services Administration (SAMHSA), to implement programs to increase awareness and enhance knowledge and understanding of hepatitis B and hepatitis C. Requires the Secretary, acting through the Director of CDC, to: (1) support the integration of voluntary hepatitis B and hepatitis C testing programs into existing clinical and public health programs; (2) provide increased support to Adult Viral Hepatitis Coordinators to integrate prevention and control activities into existing health programs; (3) support the establishment of a hepatitis B and hepatitis C surveillance program; and (4) report on seroprevalence studies and the impact of hepatitis B and hepatitis C. Directs the Secretary to support state, local, territorial, and tribal efforts to: (1) provide counseling and education on hepatitis B and hepatitis C; (2) expand the current vaccination programs for hepatitis B; and (3) provide referrals for treatment to individuals with hepatitis B or hepatitis C. Requires the Secretary, acting through the Director of CDC, the Director of the National Cancer Institute, and the Director of the National Institutes of Health (NIH), to conduct research on hepatitis B and hepatitis C. Authorizes the Secretary to award grants to, or enter into cooperative agreements with, governmental and nonprofit entities that have special expertise relating to hepatitis B and hepatitis C to support prevention activities. Requires the Secretary, acting through the Administrator of SAMHSA, to develop educational materials and intervention strategies to reduce the risks of hepatitis among substance abusers and individuals with mental illness.

Counterterrorism Authorities Improvements Act of 2009 - Amends the USA PATRIOT Improvement and Reauthorization Act of 2005 and the Intelligence Reform and Terrorism Prevention Act of 2004 to extend through December 31, 2013, provisions: (1) granting roving surveillance authority under the Foreign Intelligence Surveillance Act of 1978 (FISA) in certain cases; (2) authorizing the Director of the Federal Bureau of Investigation (FBI) to apply for a court order requiring production of tangible things (books, records, documents) during foreign intelligence and international terrorism investigations; and (3) revising the definition of "agent of a foreign power" to include any non-U.S. person who engages in international terrorism or preparatory activities (thereby not requiring a showing that they are members or agents of a terrorist group or foreign power ["lone wolf" provision]). Amends FISA to revise the factual basis requirements for the issuance of orders requiring FBI access to certain business records for foreign intelligence and international terrorism investigation purposes. Allows the application for such an order to include a request prohibiting any person from disclosing that the FBI has sought such information. Requires continuance through 2013 of required audits by the Inspector General of the Department of Justice (DOJ) of FBI investigative authority for foreign intelligence and international terrorism purposes. Provides judicial review for telecommunications service providers, financial institutions, consumer reporting agencies, and government agencies of a nondisclosure requirement imposed in connection with a request or order from the FBI or authorized investigative agency for the production of reports, records, or other information in connection with a foreign intelligence, counterintelligence, or terrorism investigation. Prohibits the disclosure of such orders (also called national security letters) when the FBI Director certifies that disclosure may result in a danger to U.S. national security, interference with a criminal, counterterrorism, or counterintelligence investigation, interference with diplomatic relations, or a danger to the life or physical safety of a person. Provides exceptions. Requires a request from the FBI or authorized investigative agency for access to telephone toll and transactional records and financial information and credit reports for counterintelligence purposes to include a written statement showing reasonable grounds that the information sought is relevant to the authorized investigation. Requires continuance through 2013 of audits of the FBI use of national security letters. Directs the Attorney General to establish procedures for the collection, use, and storage of information obtained in response to a national security letter. Directs the Attorney General to notify the congressional intelligence committees of the approval of an order for surveillance of an agent of a foreign power. Requires applications for orders for the use of pen registers and trap and trace devices for foreign intelligence purposes to include a statement of whether minimization (information protection) procedures are being proposed, and, if so, a description of such procedures. Requires the DOJ's Inspector General to perform audits of the effectiveness and use of such devices for such purposes.

Authorizes the award of a single Congressional Gold Medal to collectively honor the Montford Point Marines, United States Marine Corps, in recognition of their dedicated service during World War II. (Camp Montford Point, North Carolina, was the site for the training of the first African-American Marines.) Provides for the Medal's display at the Smithsonian Institution. Expresses the sense of Congress that the Medal should be made available for display elsewhere, particularly at locations associated with the Montford Point Marines. Permits the Secretary of the Treasury to strike and sell duplicates in bronze of the gold medal, at a price sufficient to cover the costs of the medals.

Pet Safety and Protection Act of 2009 - Amends the Animal Welfare Act to list permissible sources of dogs and cats used by research facilities to include dogs and cats obtained: (1) from a licensed dealer; (2) from a publicly owned and operated pound or shelter that meets specified requirements; (3) by donation from a person who bred and raised the dog or cat or owned it for not less than one year; or (4) from a research facility licensed by the Secretary of Agriculture. Sets forth additional monetary penalties for related violations. Prohibits federal facilities from purchasing or otherwise acquiring dogs or cats for exhibition purposes (currently, for research, experimentation, or exhibition purposes) except from: (1) the operator of an auction that comports with legal requirements; or (2) a person holding a valid dealer or exhibitor license. Prohibits dealers from selling or otherwise providing any research facility (currently, any individual or entity) with random source dogs or cats unless specified certification requirements are met.

Overdraft Protection Act of 2009 - Amends the Truth in Lending Act to prohibit a depository institution from engaging in unfair or deceptive acts or practices in connection with overdraft coverage, or in acts designed to evade the provisions of this Act. Requires each depository institution that provides overdraft coverage for transaction accounts to clearly and conspicuously disclose overdraft coverage fees. Subjects overdraft coverage fees to the consumer's written, electronic, or other consent. Requires a depository institution to provide specified consumer disclosures regarding its overdraft protection program, including: (1) periodic statements for any transaction account that has an overdraft coverage program feature; and (2) prompt notification of the account's overdraft status. Prescribes overdraft coverage fee limits. Prohibits an overdraft coverage fee if the overdraft results solely from a debit hold amount that exceeds the actual dollar amount of the transaction. Requires a depository institution to provide consumers who have not consented to participate in an overdraft coverage program transaction accounts with the same terms as those provided to consumers who have consented to participate in such program. Prohibits a depository institution from charging a non-sufficient fund fee for any transaction at an automated teller machine, or a debit card transaction. Prohibits a depository institution from reporting negative information regarding consumer use of overdraft coverage to any consumer reporting agency when the overdraft amounts and coverage fees are paid under the terms of an overdraft coverage program.

Every Person Counts Act - Requires the decennial census to tabulate the total number of persons in each state. Prohibits such census from including any question or otherwise eliciting any information regarding U.S. citizenship or immigration status.

Nonappropriated Fund Equity Act - Allows a federal employee or Member of Congress who has five or more years of creditable civilian service for purposes of civil service retirement on the date of enactment of this Act to receive credit for service performed as an employee of a nonappropriated fund instrumentality after December 31, 1965, and before January 1, 1987.

Recognizes the energy savings and innovations achieved by the United States Air Force. Honors the leadership of the 7th Bomb Wing at Dyess Air Force Base for their energy savings. Congratulates Tom Denslow, Danny Dobbs, Ron Miller, and Daniel Thatcher of the Department of the Air Force at that base and Steve Dumont of the Department's Air Combat Command for their efforts to reduce energy use and to make that base a model of efficient energy use.

Strengthening and Updating Resources and Equipment Act or the SURE Act - Amends the Homeland Security Act of 2002 to permit grants awarded under the State Homeland Security Grant Program or the Urban Area Security Initiative to be used for maintenance agreements, user fees, or sustainment costs for purchased equipment related to preventing, preparing for, protecting against, and responding to acts of terrorism. Prohibits the Administrator of the Federal Emergency Management Agency (FEMA) from imposing: (1) a limit on the amount of any such award that may be used to pay for equipment purchase and maintenance costs; and (2) any additional limitation, including any fiscal year limitation, on the amount of any such award that may be used for a specific type, purpose, or category of equipment purchase or maintenance cost.

Emergency Senior Citizens Relief Act of 2009 - Amends the American Recovery and Reinvestment Act of 2009 to extend the $250 economic recovery payment payable to certain individuals through calendar year 2010. Applies the Old Age, Survivors, and Disability Insurance tax in 2010 to certain earnings in excess of $1.29 million.

Commends the efforts and contributions of such soldiers and the sacrifices of their families. Recognizes and reaffirms the commitment of Congress to support the mission of Echo Company. Honors the lives of Echo Company soldiers who gave the ultimate sacrifice on behalf of the United States.

Medical Education Development Act of 2000 - Directs the Secretary of Health and Human Services (HHS) to establish a program of grants to newly accredited allopathic medical schools to support scholarships, develop residencies, build infrastructure, recruit and retain faculty, and develop research programs, for the purpose of increasing the supply of physicians. Directs the Secretary to: (1) give first priority to schools accredited to admit students from FY2009-FY2014; (2) provide increased funding to schools that enroll larger classes while maintaining competitive faculty-to-student ratios; and (3) allocate funds to only schools that provide accountability and transparency in expending such funds. Requires: (1) each school to report annually on the specific uses of funds received and on how the grant has benefited the region and the nation; and (2) the Secretary to report annually on the extent to which such grants have increased the supply of physicians, resulted in greater access to health care, enabled the creation of new care models, provided economic regional benefits, and increased the focus on medical students' communications skills.

Community College Energy Training Act of 2009 - Directs the Secretary of Energy, in coordination with the Secretary of Labor, to create a program awarding grants to community colleges to provide workforce training and education in sustainable energy industries and practices, such as: (1) alternative energy; (2) energy efficient construction, retrofitting, and design; (3) sustainable energy technologies; (4) water and energy conservation; (5) recycling and waste reduction; and (6) sustainable agriculture and farming. Requires at least one-half of the grant funds to be awarded to community colleges with existing sustainability programs leading to certificates or degrees in one or more of the industries or practices listed above.

Urban Revitalization and Livable Communities Act - Requires the Secretary of Housing and Urban Development (HUD) to establish an urban revitalization and livable communities program to provide federal grants to eligible general purpose local governments for various park and recreation purposes, including grants for rehabilitation and construction, innovation, at-risk youth recreation, and recovery action programs. Requires the Secretary to publish in the Federal Register a list of such governments meeting specified criteria. Authorizes the Secretary to authorize other eligible governments in standard metropolitan statistical areas, but not on the list, to receive up to a specified portion of such grants. Authorizes the Secretary, upon approval of an application by the chief executive of an eligible applicant, to provide 70% matching rehabilitation and construction, innovation, and at-risk youth recreation grants directly to such applicant. Allows an applicant, at its discretion, to transfer a grant in whole or in part to special purpose local governments or private nonprofit agencies for recreational areas and facilities they own or operate which offer recreational opportunities to the general population Requires an applicant, as a requirement for project approval, to submit to the Secretary evidence of its commitment to ongoing planning, rehabilitation, service, operation, and maintenance programs for its park and recreation systems, expressed in a five-year local park and recreation recovery action program. Requires an eligible applicant for an at-risk youth recreation grant to include in its five-year program the goal of, and implementation strategies for, reducing crime and juvenile delinquency. Authorizes the Secretary to increase all grants to a state under this Act by up to 15% (but not more than 85% in total). Prohibits the conversion of any property improved or developed with assistance under this Act, without HUD approval, for uses other than for public recreation. Prohibits the use of funds under this Act for acquisition of land or interests in land.

Amends the Small Business Act with respect to the HUBZone (historically underutilized business zone) program to authorize (under current law, requires) a contracting opportunity to be awarded under the program on the basis of competition restricted to qualified HUBZone small businesses if the contracting officer expects that not less than two qualified HUBZone small businesses will submit offers and that the award can be made at a fair market price.

Expand School Meals Act of 2009 - Amends the Richard B. Russell National School Lunch Act and the Child Nutrition Act of 1966 to expand eligibility for free meals under the school lunch and breakfast programs to children whose family income falls at or below 185% of the federal poverty guidelines. (This makes children who are currently eligible for reduced price meals eligible for free meals.)

National Forest Roadless Area Conservation Act - Identifies roadless areas within the National Forest System set forth in specified maps as National Forest Inventoried Roadless Areas, and directs the Secretary of Agriculture to manage such Areas to maintain their roadless character. Authorizes the Forest Service to modify such maps for the sole purpose of improving their accuracy or inclusiveness. Requires any substantial modification of those maps to be made through the national forest management planning process and documented in an environmental impact statement.

Recognizes the Aldine Independent School District in Harris County, Texas, for winning the 2009 Broad Prize for Urban Education, the largest education award for school districts in this country. Congratulates the entire Aldine Independent School District community on its efforts to improve student achievement, particularly its efforts to reduce the achievement gaps among ethnic groups and between high- and low-income students.

Federal Judgeship Act of 2009 - Directs the President to appoint specified additional: (1) permanent circuit judges for the first, second, third, sixth, and ninth circuit courts of appeals and temporary circuit judges for the third, eighth, and ninth circuits; and (2) permanent district judges for various districts in Arizona, California, Colorado, Florida, Indiana, Minnesota, New Jersey, New Mexico, New York, Oregon, South Carolina, Texas, and Washington and temporary district judges for Alabama, Arizona, California, Florida, Idaho, Iowa, Minnesota, Nebraska, New York, and Virginia.

Impact Aid Fairness and Equity Act of 2009 - Amends the Elementary and Secondary Education Act of 1965, with respect to the Impact Aid program (which compensates local educational agencies (LEAs) for the financial burden of federal activities affecting their areas), to alter the formula for determining the payments due LEAs for federal ownership of property in their areas. Prohibits LEAs from being paid amounts that: (1) exceed their total current expenditures in the second prior fiscal year; or (2) are less than 85% of their payment for the prior fiscal year, in FYs 2010, 2011, and 2012. Requires the ratable reduction of payments due LEAs for federal ownership of property when appropriations for a fiscal year are insufficient to provide them with full compensation. Alters the formula for determining the payments due LEAs for eligible federally-connected children. Includes not only children in average daily attendance, but also those enrolled pursuant to a state open enrollment policy. Caps such payments for heavily impacted LEAs at the amount needed to raise their per-pupil expenditures to the higher of 110% of the average per-pupil expenditure of their state or the average per-pupil expenditure of three comparable LEAs. Continues a heavily impacted LEA's eligibility for such payments while activities associated with military base closures and realignments or force structure changes or relocations are ongoing. Alters the formula for determining the construction payments due LEAs that are eligible for other Impact Aid payments. Requires the Secretary of Education to use all Impact Aid construction appropriations to award: (1) emergency construction grants to LEAs that have no practical capacity, or minimal capacity, to issue bonds or are otherwise eligible for Impact Aid and have a school facility emergency; and (2) modernization grants to LEAs that are eligible for other Impact Aid payments.

Requires, notwithstanding specified provisions of the Digital Television Transition and Public Safety Act of 2005, that sums made available to administer the Public Safety Interoperable Communications Grant Program remain available until expended, but not beyond September 30, 2012. Extends the period for performance of any investment approved under the Program as of enactment of this Act by one year, but not later than September 30, 2011. Allows the Assistant Secretary of Commerce for Communications and Information to extend, on a case-by-case basis, the period of performance for any such investment for a period of not more than 2 years, but not later than September 30, 2012.

Education Assistance to Realign New Eligibilities for Dependents (EARNED) Act of 2009 - Allows any former member of the Armed Forces who has 20 years of active-duty service as of any date between September 30, 2011, and ending July 31, 2009, including at least 90 days of such service after September 10, 2001, and is honorably discharged to transfer to their dependents any remaining entitlement to educational assistance under the post-9/11 veterans' educational assistance program.

Children's Act for Responsible Employment of 2009 or the CARE Act of 2009 - Amends the Fair Labor Standards Act of 1938 (FLSA) to repeal certain exemptions from child labor prohibitions for agricultural employment. Applies such child labor prohibitions with respect to any employee under 18 employed in agriculture unless employed by a parent or a person standing in place of a parent on a farm owned or operated by such parent or person. Eliminates any waiver of such prohibitions for hand-harvesting of certain crops. Increases civil and establishes criminal penalties for child labor violations. Directs the Secretary of Labor to analyze data and report to Congress on work-related injuries to children and related matters. Requires employers to report on work-related serious injuries, illnesses, or deaths of agricultural employees under age 18. Directs the Secretary to revise federal child labor regulations to prohibit the employment of children under 18 in occupations that prohibit exposure to pesticides.
