End Financing to ISIL Act - Directs the Secretary of the Treasury and the Secretary of State to jointly submit to Congress an annual report that: identifies each person that provides material or financial support to the Islamic State of Iraq and the Levant, as well as any successor organization (ISIL), including purchasing oil or other materials that fund ISIL or other terrorist organizations in the region; identifies the country in which such person is located and describes actions taken by the Secretaries to notify the government of such country of these activities; and describes actions taken by the government of such country to restrict these activities. Directs the President to suspend foreign military sales and financing under the Arms Export Control Act to a listed country that has not taken actions to restrict persons in that country from providing material or financial support to ISIL. Amends the Arms Export Control Act to apply the same transaction prohibitions provided for by that Act against countries supporting acts of international terrorism to a country whose government has knowledge of persons within its territory that provide material support for terrorist organizations, including selling materials that produce income for such organizations.

Great Lakes and Fresh Water Algal Bloom Information Act - Requires the National Oceanic and Atmospheric Administration (NOAA) to create an online database of research and information on the causes and corrective actions being taken with regard to algal blooms in the Great Lakes, their tributaries, and other surface fresh waters. Requires NOAA to include relevant chemical, physical, and biological data that have been collected by an accredited university, association or organization, research group, federal agency, state, or local government in the United States or Canada. Declares that this Act does not grant NOAA any new authority, including the authority to require submission of data.

Amends the federal charter of the Veterans of Foreign Wars of the United States to describe the organization as a national association of veterans (currently, an association of men) who, as soldiers, sailors, marines, and airmen, served this Nation in wars, campaigns, and expeditions on foreign soil or in hostile waters. Expands its purpose of assisting widows to that of assisting surviving spouses.

Isolating ISIS Act - Directs the Secretary of the Treasury to prohibit, or impose strict conditions on, the opening or maintaining in the United States of a correspondent account or a payable-through account by a foreign financial institution that knowingly: facilitates a transaction for the Islamic State of Iraq and Syria (ISIS); facilitates a transaction of a person designated for acting on behalf of or at the direction of, or owned or controlled by, ISIS; engages in money laundering to carry out such an activity; facilitates a transaction or provides financial services to carry out such an activity; or facilitates such an activity, conspires to facilitate or participate in such an activity, or is owned or controlled by a foreign financial institution that knowingly engages in such an activity. Applies specified penalties under the International Emergency Economic Powers Act for violations of this Act. Authorizes the Secretary to waive the application of a prohibition for up to 180 days (with renewable 180-day waivers) if in U.S. national security interests, and with congressional notification. Directs the Secretary to identify to Congress every 180 days each foreign central bank that carries out a prohibited activity. Directs the President to transmit to Congress a list of, and impose specified sanctions against, any person who knowingly engages in a transaction with a foreign person that transfers or receives, or facilitates the transfer or receipt of, any goods or services to or from ISIS. States that the President shall not be required to include a person on this list if: (1) that person is no longer engaging in or has taken significant steps toward stopping sanctioned activities, and (2) the President has received reliable assurances that such person will not knowingly engage in any new sanctioned activity. States that nothing in this Act shall apply to authorized U.S. intelligence activities.

Reforming CFPB Indirect Auto Financing Guidance Act - Declares without force or effect Consumer Financial Protection Bureau (CFPB) Bulletin 2013-02 (Indirect Auto Lending and Compliance with the Equal Credit Opportunity Act), published March 21, 2013. Amends the Consumer Financial Protection Act of 2010 to direct the CFPB, when proposing and issuing guidance primarily related to indirect auto financing, to: provide for a public notice and comment period before issuing the guidance in final form; make publicly available all information relied on by the CFPB; redact any information exempt from disclosure under the Freedom of Information Act; consult with the Board of Governors of the Federal Reserve System, the Federal Trade Commission (FTC), and the Department of Justice (DOJ); and study the costs and impacts of the guidance to consumers and women-owned, minority-owned, and small businesses.

VA Credentialing and Privileging Improvement Act - Directs the Secretary of Veterans Affairs (VA), within 30 days after a military health care provider requests privileges to provide hospital care or medical services in a VA medical facility, to approve such provider's credentials and grant such privileges, unless the Secretary can show cause for denying such privileges. Defines "military health care provider" as a member of the Armed Forces who is: (1) a health care provider; (2) serving on active duty in, or in the process of being separated from, the Armed Forces; and (3) privileged to work in a military treatment facility.

Accountable Recovery Act - Amends the Endangered Species Act of 1973 to direct the Secretary of the Interior or the Secretary of Commerce as appropriate to make recovery plans for the conservation and survival of a species publicly available at the time of a determination that the species is endangered or threatened. Requires the plans to incorporate objective numerical recovery goals for removal of species from the endangered and threatened species list. Gives the appropriate Secretary 30 days to deny a petition stating that the numerical recovery goal has been achieved for a species. Removes a species from the endangered and threatened species list if the Secretary has not acted on a petition.

Condemns: (1) all forms of anti-Semitism and rejects attempts to justify anti-Jewish hatred or violent attacks as an acceptable expression of disapproval over political events, and (2) the comparison of Israel to Nazis perpetrating a Holocaust or genocide. Applauds those foreign leaders, especially in France, Italy, and Germany, who have condemned anti-Semitic acts, and calls on those who have yet to take firm action against anti-Semitism in their countries to do so. Reaffirms support for the mandate of the United States Special Envoy to Monitor and Combat Anti-Semitism. Supports Holocaust educational programs at home and abroad. Urges the Secretary of State to: maintain the fight against anti-Semitism as a U.S. foreign policy priority, urge governments to ensure that adequate laws are in place to punish anti-Semitic violence and hate crimes as well as establish mechanisms to investigate and punish perpetrators, continue U.S. reporting on anti-Semitism as a human rights and religious freedom issue, provide training for diplomatic and law enforcement personnel posted abroad to report on anti-Semitic incidents, deepen engagement with the Organization for Security and Cooperation in Europe and support its specialized efforts to monitor and address anti-Semitism, and oppose efforts to prevent any individual from exercising his or her religion without fear of prosecution or violence.

Child Welfare Provider Inclusion Act of 2014 - Prohibits the federal government, and any state that receives federal funding for any program that provides child welfare services under part B (Child and Family Services) or part E (Federal Payments for Foster Care and Adoption Assistance) of title IV (Grants to States for Aid and Services to Needy Families with Children and for Child-Welfare Services) of the Social Security Act (SSA), from discriminating or taking an adverse action against a child welfare service provider that declines to provide, facilitate, or refer for a child welfare service that conflicts with the provider's sincerely held religious beliefs or moral convictions. Bars such prohibition from applying to SSA requirements that forbid state entities from denying or delaying adoption or foster care placements on the basis of an adoptive parent's or a child's race, color, or national origin. Requires the Secretary of Health and Human Services (HHS) to withhold 15% of the federal funds that a state receives for such programs if the state violates this Act. Allows an aggrieved child welfare service provider to assert such an adverse action violation as a claim or defense in a judicial proceeding and to obtain all appropriate relief (including declaratory relief, injunctive relief, compensatory damages, and reasonable attorney fees and costs).

Preventing Government Printing Overreach Act of 2014 - Prohibits the Public Printer from assembling or manufacturing any secure credentials or the component parts of any such credential. Makes such prohibition inapplicable to the following activities: stitching security paper into an already assembled eCover for the Department of State; manufacturing NEXUS and SENTRI cards pursuant to any existing contract or purchase order until the earlier of the date on which such contract expires or such purchase order is filled, or December 31, 2015; assembling or manufacturing any secure credentials specifically at the request of the Central Intelligence Agency (CIA) or the National Security Agency (NSA) for use in classified programs or activities; and manufacturing identification badges for the presidential inauguration. Defines "secure credential" to mean an identification document that includes component security parts designed to authenticate the document or reduce the risk of the unauthorized replication or alteration of the document.

Student Worker Exemption Act of 2014 - Amends the Internal Revenue Code to exclude students who are employed by an institution of higher education (IHE) and carrying a full-time academic workload at the IHE from being counted as full-time employees in calculating the IHE's shared responsibility regarding health care coverage under the Patient Protection and Affordable Care Act.

Condemns: (1) the attack that occurred at the Sikh Temple of Wisconsin on August 5, 2012; and (2) intolerance, including religious and racial discrimination, and calls for continued vigilance against violence. Honors the memory of Suveg Singh Khattra, Satwant Singh Kaleka, Ranjit Singh, Sita Singh, Paramjit Kaur, and Prakash Singh, who died in the attack. Applauds the bravery of Lieutenant Brian Murphy and other first responders who prevented the gunman from taking more lives and treated wounded individuals.

Crimea Annexation Non-recognition Act - Prohibits the U.S. government from recognizing the de jure or de facto sovereignty of the Russian Federation over Crimea, its airspace, or its territorial waters. Prohibits any federal department or agency from taking any action or extending any assistance that recognizes or implies recognition of the de jure or de facto sovereignty of the Russian Federation over Crimea, its airspace, or its territorial waters. Authorizes the President to waive such prohibitions if vital to U.S. national security interests.

Making the Education of Nurses Dependable for Schools Act or the MEND Act - Requires the Secretary of Health and Human Services (HHS), for any reimbursements to providers under title XVIII (Medicare) of the Social Security Act for the costs of nursing and allied health education activities, to apply the regulation establishing the payment methodology for such reimbursements by treating a provider as meeting the requirements: for consideration as operating an approved nursing or allied health education program if the provider or a wholly owned subsidiary educational institution singly or collectively meets all such requirements; and for payment for certain nonprovider-operated programs at wholly owned subsidiary educational institutions if the provider meets all such requirements except that the transfer of a nursing or allied health education program to that wholly owned subsidiary educational institution to meet accreditation standards occurred after October 1, 2003. Defines "wholly owned subsidiary educational institution" as one that: (1) is organized as a legal entity distinct from the provider, (2) has the provider as its sole owner or sole member, and (3) is organized in the same state in which the provider is organized or registered to do business.

Simplifying Technical Aspects Regarding Seasonality Act of 2014 or the STARS Act - Amends the Internal Revenue Code to exempt seasonal employees from the definition of "full-time employee" for purposes of the employer mandate to provide employees with minimum essential health care coverage. Defines "seasonal employee" as an employee who is employed in a position for which the customary annual employment is not more than six months and which requires performing labor or services that are ordinarily performed at certain seasons or periods of the year.

Civil Asset Forfeiture Reform Act of 2014 - Amends the federal criminal code to require the government to include in any notice required to be sent in a nonjudicial civil forfeiture proceeding under a civil forfeiture statute that the person receiving the notice may be able to obtain free or reduced rate legal representation. Requires the government, in a suit or action brought under any civil forfeiture statute for the civil forfeiture of property, to prove that the property is subject to forfeiture by clear and convincing evidence (currently, by a preponderance of the evidence). Provides that where a prima facie case is made for an innocent owner defense, the government has the burden of proving that the claimant knew or reasonably should have known that the property was involved in the illegal conduct giving rise to the forfeiture (currently, the claimant has the burden of proving that the claimant is an innocent owner). Places the burden on the government to show that the property owner should have had knowledge of the criminal activity by demonstrating that the property owner did not: (1) give timely notice to law enforcement of information that led the person to know the conduct giving rise to a forfeiture occurred; and (2) in a timely fashion, revoke or attempt to revoke permission for those engaging in such conduct to use the property or take reasonable actions in consultation with law enforcement to discourage or prevent the illegal use of the property. Directs the court, in determining whether the forfeiture was constitutionally excessive, to consider such factors as the seriousness of the offense, the extent of the nexus of the property to the offense, the range of sentences available for the offense giving rise to forfeiture, the fair market value of the property, and the hardship to the property owner and dependents (currently, the court is required to compare the forfeiture to the gravity of the offense giving rise to the forfeiture). Requires the Attorney General to: (1) specify, in the annual report on the Department of Justice Assets Forfeiture Fund, deposits from each type of forfeiture, identifying which funds were obtained from criminal forfeitures and which were obtained from civil forfeitures; and (2) assure that any equitable sharing between the Department of Justice (DOJ) and a local or state law enforcement agency was not initiated for the purpose of circumventing any state law that prohibits civil forfeiture or limits use or disposition of property obtained via civil forfeiture by state or local agencies.

Ukraine Security Assistance Act of 2014 - Authorizes the the President to provide Ukraine with specified defense articles, services, and training. Directs the Secretary of Defense (DOD) to conduct or complete an ongoing assessment of the capabilities and needs of Ukraine's armed forces, and provide it to Congress. Expresses the sense of Congress that the President should: provide Ukraine with appropriate intelligence and other information to determine the location, strength, and capabilities of the military and intelligence forces of the Russian Federation located on Ukraine's eastern border and within its territorial borders, including Crimea; take steps to ensure that such intelligence information is protected from further disclosure; and report to Congress detailing such disclosure. States that during the period in which Ukraine meets specified democratic government and security cooperation criteria it shall be treated as a major non-North Atlantic Treaty Organization (NATO) ally. Directs the President to increase: (1) military-to-military interactions of the U.S. Armed Forces with the armed forces of Ukraine, and (2) U.S. and NATO security assistance to Ukraine. Directs the Secretary of State to seek to enter into negotiations with Ukraine to establish new, or strengthen existing, bilateral and multilateral defense cooperation agreements, including agreements related to cyber defense cooperation.

Condemns: (1) the Ukrainian separatists illegally occupying the Ukrainian city of Donetsk and the surrounding territory as terrorists for shooting down a civilian passenger airliner, Malaysian Airlines Flight MH17; and (2) the government of the Russian Federation for supplying the arms that shot down the plane. Calls on: (1) the Ukrainian separatists of Donetsk to disband and relinquish control of Donetsk and the surrounding area to the government of Ukraine, and (2) the government of the Russian Federation to end attempts to undermine the government of Ukraine and to cease arming militaristic and terroristic groups. Urges the President and Secretary of State to utilize all available means to compel the government of the Russian Federation to withdraw support from such groups.

Amends the Honest Leadership and Open Government Act of 2007 to direct the House Committee on Ethics to conduct ongoing ethics training and awareness programs for Members, Delegates, and the Resident Commissioner of the House of Representatives (Members). Requires the ethics training program to be completed by: (1) new Members within 60 days after commencing service; and (2) Members serving on or after noon, January 3, 2015, during each session of a Congress, beginning with the 1st session of the 114th Congress.

Waters of the United States Regulatory Overreach Protection Act of 2014 - Prohibits the U.S. Army Corps of Engineers and the Environmental Protection Agency (EPA) from: developing, finalizing, adopting, implementing, applying, administering, or enforcing the proposed rule entitled, "Definition of 'Waters of the United States' Under the Clean Water Act," issued on April 21, 2014, or the proposed guidance entitled, "Guidance on Identifying Waters Protected By the Clean Water Act," dated February 17, 2012; or using the proposed rule or proposed guidance, any successor document, or any substantially similar proposed rule or guidance as the basis for any rulemaking or decision regarding the scope or enforcement of the Federal Water Pollution Control Act (commonly known as the Clean Water Act). Requires the Army Corps and the EPA to withdraw the interpretive rule entitled, "Notice of Availability Regarding the Exemption from Permitting Under Section 404(f)(1)(A) of the Clean Water Act to Certain Agricultural Conservation Practices," issued on April 21, 2014. Requires the Army Corps and the EPA to consult with relevant state and local officials to develop recommendations for a regulatory proposal that would identify the scope of waters covered under the Clean Water Act and the scope of waters not covered.

Clay Hunt Suicide Prevention for American Veterans Act or the Clay Hunt SAV Act - Requires the Secretary of Veterans Affairs (VA) and the Secretary of Defense (DOD), at least annually, to each arrange for an independent third party evaluation of, respectively, the VA and DOD mental health care and suicide prevention programs. Requires a board reviewing the discharge or dismissal of a former member of the Armed Forces whose application for relief is based at least in part on post-traumatic stress disorder or traumatic brain injury related to military operations or sexual trauma, to: (1) review the medical evidence from the VA or a civilian health provider that is presented by the former member; and (2) review the case, with a presumption of administrative irregularity, and place the burden on the VA or DOD to prove, by a preponderance of the evidence, that no error or injustice occurred. Directs the VA Secretary to publish an Internet website that serves as a centralized source to provide veterans with regularly updated information regarding all of the VA's mental health care services. Requires the VA Secretary and the DOD Secretary to enter into certain strategic relationships to facilitate: the mental health referrals of members of the reserve components who have a service-connected disability and are being discharged or released from the Armed Forces, timely behavioral health services for such members, communication when such members are at risk for behavioral health reasons, and the transfer of documentation for line-of-duty and fitness-for-duty determinations. Requires the VA Secretary to carry out a three-year pilot program to repay the education loans relating to psychiatric medicine that are incurred by individuals who: are eligible to practice psychiatric medicine in the Veterans Health Administration (VHA) or are enrolled in the final year of a residency program leading to a specialty qualification in psychiatric medicine, demonstrate a commitment to a long-term career as a psychiatrist in the VHA, and agree to a period of obligated service with the VHA in the field of psychiatric medicine. Directs the VA Secretary to carry out a program, as part of the Yellow Ribbon G.I. Education Enhancement Program, under which the VA Secretary and an institution of higher education (IHE) agree to cover the full cost of charges not covered by post-9/11 educational assistance that are incurred by veterans who: (1) are pursuing an advanced degree in mental health at the IHE, and (2) intend to seek employment as a mental health professional in the VA. Allows the VA Secretary to cover up to 64% of those charges, if the school covers the remainder. Requires the DOD Secretary to submit to Congress a zero-based review of the staffing requirements for individual State National Guard Commands with respect to Directors of Psychological Health. Directs the VA Secretary to establish a pilot program at not less than five Veterans Integrated Service Networks (VISNs) to assist veterans transitioning from active duty and to improve the access of veterans to mental health services. Requires the pilot program at each VISN to include: (1) a community oriented veteran peer support network, and (2) a community outreach team for each medical center in such VISN.

Agricultural Conservation Flexibility Act of 2014 - Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to require the U.S. Army Corps of Engineers and the Environmental Protection Agency (EPA) to withdraw the interpretive rule issued on March 25, 2014, entitled, "U.S. Environmental Protection Agency and U.S. Department of the Army Interpretive Rule Regarding the Applicability of the Clean Water Act Section 404(f)(1)(A)." Prohibits the Corps and the EPA from using the interpretive rule, or any substantially similar rule or guidance, as the basis for any rulemaking, decision, or action regarding the scope or enforcement of the Clean Water Act. Provides that the use of rule or a substantially similar rule or guidance as the basis for any rule, decision, or action is grounds for vacating the rule, decision, or action. Requires soil and water conservation practices to be treated as normal farming, silviculture, and ranching activities under permits for non-prohibited discharges of dredged or fill material. Prohibits such practices from being treated as a new use of an area of navigable waters, an impairment of the flow or circulation of navigable waters, or a reduction in the reach of such waters under those permits. Applies this Act to activities occurring on or after March 25, 2014.

Marine Access and State Transparency or the MAST Act - Amends the Antiquities Act of 1906 to bar the President from declaring any area of the exclusive economic zone to be a national monument unless: such declaration is specifically authorized by an Act of Congress; the President has submitted a proposal to make such declaration to the governor of each state, and of each territory, any part of which is located within 100 nautical miles of such area; each such governor submits to the President a notice that the legislature of that state or territory has approved the proposal; and the declaration is substantially the same as the proposal. Prohibits the Department of the Interior and the Department of Commerce, with respect to any area of the exclusive economic zone that is designated as a national monument, from implementing any restrictions on the public use of such a national monument until the expiration of an appropriate review period providing for public input and congressional approval.

Charitable Automobile Red-Tape Simplification Act of 2014 or the CARS Act of 2014 - Amends the Internal Revenue Code, with respect to the tax deduction for charitable contributions, to modify the substantiation rules for donations of qualified vehicles (i.e., motor vehicles manufactured primarily for use on public streets, roads, and highways and boats or airplanes) to require: (1) a statement with respect to such qualified vehicles and a good faith estimate of their value at the time of donation; and (2) a contemporaneous written acknowledgement of the contribution by the donee organization, with information about the donor and the qualified vehicle.

Commonsense Legislative Exceptional Events Reforms Act of 2014 - Amends the Clean Air Act to revise the requirements for regulations that govern the review and handling of air quality monitoring data influenced by exceptional events. (The Environmental Protection Agency [EPA] may exclude monitored exceedances of the National Ambient Air Quality Standards from consideration when designating an area as nonattainment, redesignating an area as nonattainment, or reclassifying an existing nonattainment area to a higher classification if a state demonstrates that an exceptional event caused the exceedances.) Requires the criteria used to determine if an exceptional event was demonstrated to be specific in order to minimize the discretion of the EPA in approving or disapproving the demonstration. Requires the EPA to make a determination within 90 days after the submission of a petition by a state of an exceptional event demonstration. Considers the demonstration approved if the EPA does not make a determination by that deadline. Requires a determination to be based on a preponderance of the evidence and to accord substantial deference to the findings of the state exceptional event demonstration. Establishes an appeal process for reviewing a disapproval of a demonstration.

Condemns and disapproves of the Obama administration's failure to comply with the lawful 30-day statutory reporting requirement in releasing the five senior Taliban members from detention at U.S. Naval Station, Guantanamo Bay, Cuba. Expresses concern over: (1) national security implications that may arise from the Taliban members' release; and (2) the repercussions of negotiating with terrorists, and the risk that such negotiations may further encourage hostilities and the abduction of Americans. Stipulates that further violations of appropriate law are unacceptable. Declares misgivings about the prospect of any similar transfers from Guantanamo, even if undertaken pursuant to statutory requirements. States that the Obama administration's release of the five detainees has burdened unnecessarily the trust in the administration's commitment and ability to work with the legislative branch, and therefore works against the best interest of the people of the United States.

Regulatory Agency Demilitarization Act - Prohibits a federal agency from purchasing or using a firearm. Excludes the Departments of Defense (DOD), Justice (DOJ), and Homeland Security (DHS), the military departments, the Nuclear Regulatory Commission (NRC), the U.S. Capitol Police, the Bureau of Diplomatic Security, and the Central Intelligence Agency (CIA). Directs the Comptroller General to submit a report to Congress annually that includes: information regarding each federal agency that has specialized units that receive special tactical or military-style training or use hard-plated body armor, shields, or helmets and that respond to high-risk situations that fall outside the capabilities of regular law enforcement officers; a description of each such unit; a description of the training and weapons of each such unit; the criteria for activating each such unit and how often each such unit was activated for each of the previous ten years; the annual cost of equipping and operating each such unit; and any other information that is relevant to understanding the usefulness and justification for the units. Amends the Inspector General Act of 1978 to repeal provisions authorizing law enforcement powers for an Inspector General, any Assistant Inspector General for Investigations under an Inspector General, and any special agent supervised by such an Assistant Inspector General.

National Forest System Trails Stewardship Act of 2014 - Directs the Department of Agriculture (USDA) to publish a national strategy to significantly increase the role of volunteers and partners in trail maintenance. Requires the strategy to: (1) augment and support the capabilities of federal employees to carry out or contribute to trail maintenance; (2) provide opportunities for volunteers and partners to carry out trail maintenance in each region of the Forest Service; (3) address the barriers to increased volunteerism and partnerships; (4) prioritize increased volunteerism and partnerships in those regions with the most severe trail maintenance needs, and where backlogs are jeopardizing access to national forest lands; and (5) aim to increase trail maintenance by volunteers and partners by 100% within 5 years. Directs USDA to study opportunities to improve trail maintenance by addressing opportunities to use fire crews in trail maintenance activities. Deems a volunteer with a partner organization to be considered a federal employee for the purposes of civil claims relating to damage to, or loss of, personal property of a volunteer incident to volunteer services. Sets forth provisions for the selection of priority areas for increased trail maintenance accomplishments. Directs USDA to establish a pilot program to offset all or part of the land use fee for outfitting and guiding permits.

Do Your Job Act - Amends the rules of the Senate and the House of Representatives to prohibit a recess or adjournment longer than 24 hours until Congress agrees to a budget resolution that establishes a balanced budget no later than FY2024. Amends the Congressional Budget Act of 1974 to create points of order against either chamber adjourning prior to the passage of all of the annual appropriations bills.

Social Impact Bond Act - Amends title XX (Block Grants to States for Social Services and Elder Justice) of the Social Security Act to add a new part C (Social Impact Bonds). Requires the Secretary of the Treasury to seek proposals from states or local governments for social impact bond projects which produce measurable, clearly defined outcomes that result in social benefit, such as employment for the unemployed, high school graduation, and reduction of teen and unplanned pregnancies as well as incidences of child abuse and neglect. Requires applications to include a feasibility study, funded under this Act, which contains specified information. Requires the Secretary to decide whether to enter into such a contract within six months after receiving an application. Makes appropriations for 10 years to carry out this Act. Requires independent evaluation of a state or local government social impact bond project. Establishes the Federal Interagency Council on Social Impact Bonds. Amends the Community Reinvestment Act of 1977 to require the appropriate federal financial supervisory agency to consider, in assessing and taking into account the record of a financial institution in meeting the credit needs of its entire community, its investments in social impact bond projects.

Research for All Act of 2014 - Directs the Food and Drug Administration (FDA) to review and develop policies to ensure that the design and size of clinical trials for products granted expedited approval to treat a serious or life-threatening disease or condition are sufficient to determine the safety and effectiveness of the products for men and women using subgroup analysis. Amends the Federal Food, Drug, and Cosmetic Act to require FDA, at the request of the sponsor of a new drug, to facilitate the development and expedite its review if the drug is: intended to avoid serious adverse events or to treat a serious or life-threatening disease or condition, intended for safer or more effective treatment for either men or women than a currently available product approved to treat the general population or the other sex, and supported by results of clinical trials that include and separately examine outcomes for men and women. Amends the Public Health Service Act to require the Director of the National Institutes of Health (NIH) to determine when it is appropriate for projects of basic research involving cells, tissues, or animals to include both male and female cells, tissues, or animals. Requires, in such cases, disaggregation of results according to sex. Provides guidelines for ensuring that sex differences are examined and analyzed. Authorizes the Secretary of Health and Human Services (HHS) to support the continued operation and expansion of Special Centers of Research on Sex Differences. Requires the Comptroller General (GAO) to provide to Congress updated versions of the reports entitled “Women's Health: NIH Has Increased Its Efforts To Include Women in Research” and “Women's Health: Women Sufficiently Represented in New Drug Testing, But FDA Oversight Needs Improvement,” including in the reports examination of: the inclusion of women, female animals, and female-derived cells and tissues in federally funded research over the past decade; federal reporting and analysis of subgroup information and the translation of differences to the medical community and patients; the effect of inclusion rates in research on the quality of women’s health care; and current efforts within government agencies to encourage the sharing of research data on sex differences and mechanisms to improve such sharing.

Ending Special Mail Privileges for Congress Act of 2014 - Amends federal postal law to repeal franking privileges for mail transmitted by Members of Congress and congressional officials. Requires the mail to be transmitted as congressional mail. Replaces requirements and procedures for the use of franked mail with those for congressional mail. Repeals franked mailing privileges for survivors of Members of Congress. Requires a former President and his or her surviving spouse to send nonpolitical mail within the United States and its territories and possessions as congressional mail instead of franked mail.

Regulatory Certainty Act of 2014 - Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to limit the period during which the Environmental Protection Agency (EPA) may prohibit the specification, or restrict the use, of an area as a disposal site for discharges of dredged or fill materials into waters of the United States to the period that: begins on the date that the Army Corps of Engineers provides notice to the EPA that the Corps has completed all procedures for processing an application for a permit for dredged or fill material and is ready to determine whether the permit should be issued; and ends on the date that the Corps issues the permit. Requires the Corps to ensure that the period consists of at least 30 consecutive days. Authorizes the Corps to issue a permit for dredged or fill material only after the Corps provides notice to the EPA.

Expresses the sense of the House of Representatives that: students and families should maintain the right and responsibility of determining where to enroll for postsecondary education; the federal government, in conjunction with states and accreditors, has a responsibility and the tools to ensure that the significant taxpayer funds that are invested in student aid each year are appropriately spent; the federal government could play a positive role in making information regarding postsecondary education available to prospective students; the Administration should work collaboratively with the higher education community to make that information more consumer friendly and accessible to students and their families; and the Administration's proposal to rate postsecondary institutions through an oversimplified federal rating system will lead to less choice, diversity, and innovation and should be rejected.

Chronic Kidney Disease Improvement in Research and Treatment Act of 2014 - Amends title XVIII (Medicare) of the Social Security Act to revise Medicare payments for dialysis services provided to individuals with end stage renal disease (ESRD) and acute kidney injury. Extends the time period when a private health insurer, in determining benefits, cannot consider a group health insurance enrollee's ESRD or entitlement to Medicare coverage due to ESRD. Makes individuals with ESRD eligible for Medicare Advantage. Allows dialysis facilities to provide kidney disease education services and allows physician assistants, nurse practitioners, or clinical nurse specialists to refer individuals to those services. Requires the Secretary of Health and Human Services (HHS) to establish an ESRD Care Coordination program to provide higher Medicare payments to nephrologists, dialysis facilities, and other providers that reduce spending on ESRD by being part of a coordinated care organization. Amends the Public Health Service Act to include dialysis as a service provided by the National Health Service Corps in health professional shortage areas. Makes nephrologists and non-physician practitioners who provide dialysis eligible for the National Health Service Corps Scholarship Program and Loan Repayment Program. Requires the Comptroller General (GAO) to submit a report identifying gaps in chronic kidney disease research and comparing research funding to expenditures on disease treatment. Requires HHS to study the causes of kidney disease and efforts to treat kidney disease in disproportionately affected minority populations.

Protection and Accountability Regulatory Act of 2014 - Nullifies the following proposed rules of the Environmental Protection Agency (EPA): (1) Emission Guidelines for Existing Stationary Sources: Electric Utility Generating Units, (2) Standards of Performance for Greenhouse Gas Emissions from New Stationary Sources: Electric Utility Generating Units, and (3) Carbon Pollution Standards for Modified and Reconstructed Stationary Sources: Electric Utility Generating Units. Prohibits the Administrator of the EPA from issuing or implementing for five years any rule that is substantially similar to the proposed rules unless a federal law is enacted specifically authorizing such a rule.

Bureau Guidance Transparency Act - Amends the Consumer Financial Protection Act of 2010 to direct the Consumer Financial Protection Bureau (CFPB), when issuing guidance, to: (1) provide for a public notice and comment period before issuing the guidance in final form, (2) make publicly available all information relied on by the CFPB, and (3) redact any information that is exempt from disclosure under specified provisions of the Freedom of Information Act. Declares without force or effect CFPB Bulletin 2013-02 (Indirect Auto Lending and Compliance with the Equal Credit Opportunity Act), published March 21, 2013.

Veteran Access to Care Act of 2014 - Directs the Secretary of Veterans Affairs (VA) to enter into contracts with such non-VA facilities as may be necessary to furnish hospital care and medical services to veterans who: have waited longer than the wait-time goals of the Veterans Health Administration (VHA) (as of June 1, 2014) for an appointment for hospital care or medical services in a VA facility; have been notified by a VA facility that an appointment for hospital care or medical services is not available within such wait-time goals; or reside more than 40 miles from the VA medical facility, including a community-based outpatient clinic, that is closest to their residence. Allows eligible veterans who opt for hospital care or medical services in a non-VA facility to receive such care or services through the completion of the episode of care, but for no longer than 60 days. Directs the Secretary, to the extent that appropriations are available to the VHA for medical services, to reimburse non-VA facilities with which the VA does not have such a contract for providing hospital care and medical services to such veterans, if such care and services cannot be provided within the VHA's wait-time goals in a facility with which the VA has a contract. Sets the reimbursement rate for such care or services at the greatest of the VA, Medicare, or TRICARE (a Department of Defense [DOD] managed care program) payment rate for such care or services. Terminates the Secretary's authority to contract with or reimburse non-VA facilities for the provision of such care and services two years after this Act's enactment. Directs the Secretary to enter into a contract or contracts with a private entity or entities with experience in VHA and private delivery systems and in health care management to conduct an independent assessment of the hospital care and medical services furnished in VA facilities. Prohibits the Secretary from paying awards and bonuses to VA employees for FY2014-FY2016.

Coal Country Protection Act or the Protecting Jobs, Families, and the Economy From EPA Overreach Act - Amends the Clean Air Act to prohibit the Administrator of the Environmental Protection Agency (EPA) from promulgating any regulation or guidance that limits or prohibits new carbon dioxide emissions from a fossil fuel-fired power plant until it is certified: (1) by the Secretary of Labor that the regulation or guidance will not generate a loss of employment, (2) by the Director of the Congressional Budget Office (CBO) that it will not result in a loss in the gross domestic product, (3) by the Administrator of the Energy Information Administration that it will not generate an increase in electricity rates, and (4) by the Chairperson of the Federal Energy Regulatory Commission (FERC) and the President of the North American Electric Reliability Corporation that it will not effect the reliability of electricity delivery.

Social Security Commission Act of 2014 - Establishes in the legislative branch the Commission on Long Term Social Security Solvency to make recommendations to Congress, including proposed legislation, for achieving solvency in the Social Security trust funds for a period of at least 75 years. Requires expedited consideration of any proposed legislation approving Commission recommendations.

Veterans' Health Care Flexibility Act - Allows veterans who are eligible to receive hospital care and medical services from the Department of Veterans Affairs (VA) to elect to receive such care and services at non-VA facilities. Directs the VA Secretary to contract with non-VA facilities to furnish hospital care and medical services to such veterans.

Roofing Efficiency Jobs Act of 2014 - Amends the Internal Revenue Code to classify any qualified energy-efficient cool roof replacement property as 20-year property for depreciation purposes. Defines "qualified energy-efficient cool roof replacement property" as any roof system that: (1) is placed in service above conditioned or semiheated space on an eligible commercial building, (2) replaces an existing roof system, (3) is a low-slope roof, and (4) includes insulation meeting specified standards and a primary roof covering that has a cool roof surface. Requires the adjustment for depreciation to the earnings and profits of a real estate investment trust for any taxable year, in the case of such property, to be determined under the alternative depreciation method, except that the recovery period shall be 20 years.

Amends the Trafficking Victims Protection Act of 2000 to declare that, in determining whether a government has made serious and sustained efforts to reduce the demand for commercial sex acts and participation in international sex tourism by its nationals, pursuant to the minimum standards for the elimination of sex trafficking, if such government has the authority to prohibit the purchase of commercial sex acts but fails to do so, it shall be deemed a failure to make serious and sustained efforts to reduce the demand for commercial sex acts, notwithstanding other efforts the government has made to do so.

Federal Financial Statement Transparency Act of 2014 - Establishes in the executive branch an independent Federal Accounting Standards Advisory Board (FASAB) to develop federal financial accounting concepts or standards, giving consideration to the budgetary information needs of executive agencies and the needs of users of federal financial information. Directs the Secretary of the Treasury to establish a FASAB operations fund to enable the FASAB to carry out its duties. Requires the Secretary to assess a fee on each sale of a security for deposit into the fund.

Affirms that all children deserve a safe, loving, and permanent family. Recognizes the importance of ensuring that international adoptions of all children are conducted in an ethical and transparent manner. Expresses concern over the impact on children and families caused by the suspension of exit permit issuance within the Democratic Republic of Congo. Requests that the Congolese government resume processing adoption cases and issuing exit permits, prioritize the processing of intercountry adoptions which were initiated before the suspension, and expedite the adoption processing of medically fragile children. Encourages continued cooperation between the Department of State and the Democratic Republic of the Congo's Ministry of Foreign Affairs to improve the intercountry adoption process and ensure the welfare of all children adopted from the Democratic Republic of Congo.

Regulatory Improvement Act of 2014 - Establishes in the legislative branch the Regulatory Improvement Commission. Requires the Commission to evaluate and provide recommendations and proposed legislation for modification, consolidation, or repeal of regulations that have been finalized not later than 10 years before the establishment of the Commission and have not been amended after being finalized (covered regulations) for the purpose of reducing compliance costs, encouraging growth and innovation, improving competitiveness, and protecting public health and safety. Sets forth reporting requirements for the Commission and procedures for congressional consideration of Commission reports and recommendations and proposed legislation.
