Higher Education Reform and Opportunity Act of 2014 - Amends title IV (Student Assistance) of the Higher Education Act of 1965 to make the following entities, programs, and courses eligible for funding under title IV if they are accredited by an authorized accreditation authority in a state that has an alternative accreditation agreement with the Secretary of Education: institutions that provide postsecondary courses; postsecondary apprenticeship programs; and postsecondary education courses or programs provided by institutions of postsecondary education, nonprofit organizations, or for-profit organizations or businesses. Lists the items to be included in a state's alternative accreditation agreement with the Secretary, including the standards those entities, programs, and courses must meet to receive and maintain their accreditation. Requires that agreement to include the state's assurance that only entities, programs, and courses that provide credits toward a postsecondary certification, credential, or degree (as defined by the state in the agreement) will be accredited. Establishes the formula for determining the administrative cost allowance for: (1) the entities, programs, and courses that are accredited through the alternative accreditation system and that administer the Federal Pell Grant, Federal Perkins Loan, Federal Work-Study, and Federal Supplemental Educational Opportunity Grant programs in accordance with the agreement; and (2) states that will administer those programs for such entities, programs, and courses in accordance with the agreement.

Future Logging Careers Act - Amends the Fair Labor Standards Act of 1938 to make the restrictions on oppressive child labor inapplicable to employment of an employee age 16 or 17 by a parent, or a person standing in place of a parent, in a logging or mechanized operation owned or operated by that parent or person.

Ensuring Seniors Access to Local Pharmacies Act of 2014 - Amends part D (Voluntary Prescription Drug Benefit Program) of title XVIII (Medicare) of the Social Security Act to direct any prescription drug plan that has in its network one or more pharmacies located in a health professional shortage area, in a medically underserved area, or among a medically underserved population, and that provides a reduction in coinsurance or copayments for covered part D drugs, to extend to any pharmacy located in that area, or among that population, the option to be an in-network pharmacy under terms and conditions comparable to those the plan has agreed upon with other in-network pharmacies located in the area or among that population.

Commission on the Accountability and Review of Federal Agencies Act - Establishes the Commission on the Accountability and Review of Federal Agencies. Requires such Commission to evaluate federal agencies and their programs each year for a six-year period to determine whether: (1) two or more agencies or programs are performing the same essential function and such function can be consolidated or streamlined; (2) any agency or program has wasted federal funds by egregious spending, mismanagement of resources and personnel, or use of funds for personal benefit or the benefit of a special interest group; and (3) any agency or program has completed its intended purpose, has become irrelevant, or has failed to meet its objectives. Requires the realignment or elimination of such agencies or programs. Requires the Comptroller General (GAO) to report to Congress on the effectiveness of the Commission. Sets forth procedures for consideration and implementation by Congress of Commission recommendations.

Insurance Capital Standards Clarification Act of 2014 - Amends the Dodd-Frank Wall Street Reform and Consumer Protection Act concerning establishment of minimum leverage and minimum risk-based capital requirements on a consolidated basis for a depository institution holding company or a nonbank financial company supervised by the Board of Governors of the Federal Reserve System (Board). States that federal banking agencies shall not be required to subject any person to such minimum capital requirements, to the extent that such person either: (1) acts in its capacity as a regulated insurance entity regulated by a state insurance regulator, or (2) is a regulated foreign subsidiary engaged in the business of insurance (including a regulated foreign affiliate of such subsidiary). Exempts from any requirement to prepare holding company financial statements in accordance with Generally Accepted Accounting Principles any Board-supervised depository institution holding company or nonbank financial company that is also a person regulated by a state insurance regulator or a regulated foreign subsidiary (or a regulated foreign affiliate) that files its holding company financial statements using only Statutory Accounting Principles in accordance with state law.

America's Small Business Tax Relief Act of 2014 - Amends the Internal Revenue Code, with respect to the expensing allowance for depreciable business property, to make permanent: (1) the increased $500,000 expensing allowance for such property, (2) the increased $2,000,000 threshold amount for such property over which the amount of the expensing allowance is reduced, (3) expensing of computer software, and (4) rules for the expensing of qualified real property (i.e., leasehold improvement, restaurant, and retail improvement property). Allow an inflation adjustment to the dollar amounts of the expensing allowance for taxable years beginning after 2014. Eliminates the exclusion of air conditioning and heating units from property eligible for the expensing allowance.

Long-Term Studies of Comprehensive Outcomes and Returns for the Economy Act or Long-Term SCORE Act - Amends the Congressional Budget Act of 1974 (CBA) to establish within the Congressional Budget Office (CBO) a long-term budget scoring division. Requires the CBO Director, whenever a CBO cost analysis of a public bill or resolution reported by any congressional committee (except the congressional appropriations committees) is prepared, and upon the request of any Member of Congress, to prepare and submit to such committee the information requested, except that it shall be for, if practicable, at least each of the next four 10 fiscal-year periods (long-term cost analysis).

Hezbollah International Financing Prevention Act of 2014 - States that it shall be U.S. policy to: (1) prevent Hezbollah's global logistics and financial network from operating in order to curtail funding of its domestic and international activities; and (2) utilize diplomatic, legislative, and executive avenues to combat Hezbollah's criminal activities in order to block that organization's ability to fund its global terrorist activities. Directs the President to report to Congress: (1) a list of satellite, broadcast, or other providers that knowingly transmit the content of al-Manar TV; and (2) the identity of those providers that have or have not been sanctioned pursuant to Executive Order 13224. Directs the Secretary of the Treasury to prohibit or impose strict conditions on the opening or maintaining in the United States of a correspondent account or a payable-through account by a foreign financial institution that knowingly: (1) facilitates the activities of Hezbollah or its agents, instrumentalities, affiliates, or successors; (2) facilitates the activities of a person acting on behalf of or owned or controlled by an agent, instrumentality, affiliate, or successor; (3) engages in money laundering to carry out such an activity; (4) facilitates a significant transaction or provides significant financial services to carry out such an activity, including services that involve a transaction of gold, silver, platinum, or other precious metals; or (5) facilitates any of these activities, conspires to facilitate or participate in such an activity, or is owned or controlled by a foreign financial institution that knowingly engages in such an activity. Directs the Secretary of the Treasury to prescribe reporting, information sharing, and due diligence requirements for domestic financial institutions that maintain a correspondent account or payable-through account in the United States for a foreign financial institution. Authorizes the Secretary to waive such requirements if in the U.S. national security interests, and with congressional notification. Directs the Secretary of the Treasury to identify to Congress every 180 days each foreign central bank that carries out an activity prohibited under this Act. Sets forth penalty requirements for specified violations under this Act. Directs the President to designate Hezbollah as: (1) a significant foreign narcotics trafficker if Hezbollah meets meets the criteria set forth under the Foreign Narcotics Kingpin Designation Act, and (2) a significant transnational criminal organization if Hezbollah meets the criteria set forth under specified executive orders and statutes. Requires the President to report to Congress which of these criteria the President determines that Hezbollah has not met, if it does not. Directs the Secretary of State to report to Congress regarding Hezbollah's involvement in the trade in rough diamonds outside of the Kimberly Process Certification Scheme. Declares that nothing in this Act shall apply to authorized U.S. intelligence activities. States that any requirement of this Act shall cease to be in effect 30 days after the President certifies to Congress that Hezbollah: (1) is no longer designated as a foreign terrorist organization; (2) is no longer listed in the Annex to Executive Order 13224 (blocking property and prohibiting transactions with persons who commit or support terrorism); and (3) poses no significant threat to U.S. national security, interests, or allies.

Expanding the Availability of Medicare Data Act - Expands the kinds of uses of Medicare data available to qualified entities for quality and patient care improvement activities. (A "qualified entity" is a public or private entity that: [1] is qualified to use claims data to evaluate the performance of service providers and suppliers on measures of quality, efficiency, effectiveness, and resource use; and [2] agrees to meet specified requirements, such as ensuring data security.) Authorizes a qualified entity to use claims data combined with non-claims data the entity has received, as well as information derived from evaluation of service provider and supplier performance, to conduct additional non-public analyses and provide or sell them to authorized users for non-public use (including to assist service providers and suppliers to develop and participate in quality and patient care improvement activities, including new models of care). Defines "authorized users" as service providers, suppliers, employers, health insurance issuers, medical societies or hospital associations, or any other entities approved by the Secretary of Health and Human Services (HHS). Prohibits a qualified entity from charging a fee to provide Medicare claims data. Requires a qualified entity and an authorized user to enter into a data use agreement, and prohibits the use of data or analyses for marketing purposes or, except in certain circumstances, its redisclosure. Directs the Secretary to provide Medicare data to qualified clinical data registries for purposes of linking it with clinical outcomes data and performing risk-adjusted, scientifically valid analyses and research to support quality improvement or patient safety. Requires charging a fee to a registry for such data. Amends title XVIII (Medicare) of the Social Security Act (SSA) to include among standardized extracts of Medicare claims data that may be made available to qualified entities, if the Secretary determines appropriate, also claims data under SSA titles XIX (Medicaid) and XXI (State Children's Health Insurance) (CHIP). Requires any fees charged for making standardized extracts available to qualified entities to be deposited into the Centers for Medicare & Medicaid Services Program Management Account (currently, into the Federal Supplementary Medical Insurance Trust Fund).

Repeals the National Technical Information Act of 1988, effective one year after the enactment of this Act (thus abolishes the National Technical Information Service [NTIS]). Directs: (1) the Secretary of Commerce, the Archivist of the United States, the Comptroller General (GAO), and the Commissioner of Social Security to consult with the Director of the Office of Management and Budget (OMB) to determine if any NTIS function is critical to the U.S. economy; (2) the Comptroller General to determine which of any such critical functions are not being carried out by any other agency or instrumentality of the federal government; and (3) the Secretary of Commerce, prior to the effective date of this Act, to submit to the House Committee on Energy and Commerce and the Senate Committee on Finance a written certification that all NTIS operations have been terminated.

Alzheimer's Accountability Act of 2014 - Amends the National Alzheimer's Project Act to require the Director of the National Institutes of Health (NIH), for each fiscal year through FY2025, to submit to the President for review and transmittal to Congress, after reasonable opportunity for comment (but without change) by the Secretary of Health and Human Services (HHS) and the Advisory Council on Alzheimer's Research, Care, and Services, an annual budget estimate (including regarding personnel needs) for the NIH initiatives under the Act.

Workforce Democracy and Fairness Act - Amends the National Labor Relations Act to require the National Labor Relations Board (NLRB) to require that no investigative hearing take place until at least 14 days after the filing of an election petition regarding collective bargaining representation when the NLRB has reasonable cause to believe that the petition raises a question of representation affecting commerce. Requires such hearings to be non-adversarial, and the hearing officer, in collaboration with the parties, to identify any relevant and material pre-election issues. Requires the NLRB, in cases where it finds that a question of representation exists, to: (1) direct an election by secret ballot as soon as practicable but not before 35 calendar days after the filing of the election petition; and (2) certify election results only after it has ruled on each pre-election issue not resolved before the election and any additional issue pertaining to the conduct or results of that election.

Employee Privacy Protection Act - Amends the National Labor Relations Act to require the National Labor Relations Board (NLRB), not earlier than seven days after it makes a final determination of the appropriate bargaining unit in a proposed election regarding collective bargaining representation, to acquire from the employer a list of all employees eligible to vote in the election, which shall: (1) be made available to all parties, and (2) include the employees' names as well as one additional form of personal contact information (such as telephone number, email address, or mailing address) chosen by the employee in writing.

Local Road Safety Act of 2014 - Revises requirements for a state strategic highway safety plan. Requires a state transportation department to develop a plan after consultation with, among other things, private sector experts in the field of roadway safety infrastructure. Requires the department, in developing such plan, also to consider, among other things, the results of any strategic highway safety plan developed by a county or local government entity or regional transportation planning organization. Prescribes a special rule requiring states to provide each fiscal year, from their apportionment of highway safety improvement program funds, an amount to county and local transportation agencies necessary to assist them to address significant safety needs, and high fatality segments, of non-state-owned public roads and roads on tribal lands identified in a state strategic highway safety plan.

Directs the Secretary of Veterans Affairs (VA) to establish a student loan repayment program in which the Secretary repays the undergraduate student loan amounts that veterans owe on any date they incur a service-connected disability that is rated as total. Makes the repayment program applicable only to: (1) veterans who served in the Armed Forces on or after September 11, 2001, and (2) loans made before the veteran entered the Armed Forces.

Rebalance for an Effective Defense Uniform and Civilian Employees Act (REDUCE Act) - Limits full-time positions in the Department of Defense (DOD), in each of FY2021-FY2025, subject to specified adjustments to be made by the DOD Secretary, to a number not greater than 85% of the number of such positions at DOD as of September 30, 2015. Permits not more than 1,000 of such positions to be career appointees within the Senior Executive Service. Authorizes the DOD Secretary to offer voluntary separation incentive payments and voluntary early retirement payments to achieve the reductions required by this Act, but requires the Secretary to use involuntary measures, including reductions in force, beginning on October 1, 2015, to achieve required reductions in personnel levels if voluntary measures are inadequate.

Establishing Beneficiary Equity in the Hospital Readmission Program Act - Amends title XVIII (Medicare) of the Social Security Act (SSA) with respect to the hospital readmission reduction program to exclude from the program admissions related to transplants, end-stage renal disease (ESRD), burns, trauma, psychosis, or substance abuse. Requires the Secretary of Health and Human Services (HHS), in applying requirements for the excess readmission ratio, to provide for a risk adjustment that will take into account a hospital's proportion of inpatients who are full-benefit dual eligible individuals (eligible for both Medicare and Medicaid under SSA title XIX) in order to ensure that hospitals that treat the most vulnerable populations are not unfairly penalized. Directs the Medicare Payment Advisory Commission (MEDPAC) to study the appropriateness of using a threshold of 30 days for readmissions under the program. Directs the Secretary, in promulgating regulations for the hospital readmission reduction program, to consider the use of V codes for potential exclusions of cases involving noncompliant patients in promulgating applicable regulations.

Transparent Airfares Act of 2014 - Declares that it shall not be an unfair or deceptive practice for an air carrier or other covered entity to state the base airfare in an advertisement or solicitation for passenger air transportation if it clearly and separately discloses: (1) the government-imposed taxes and fees for the air transportation, and (2) its total cost. Defines "base airfare" to mean the cost of passenger air transportation, excluding government-imposed taxes and fees. Defines "covered entity" as an air carrier, including an indirect air carrier, foreign carrier, ticket agent, or other person offering to sell tickets for passenger air transportation or a tour or tour component that must be purchased with air transportation.

Special Inspector General for Monitoring the ACA Act of 2014 or the SIGMA Act of 2014 - Establishes the Office of the Special Inspector General for Monitoring the Affordable Care Act to conduct, supervise, and coordinate audits and investigations of the implementation and administration of programs and activities established under, and payment system changes made by, the Affordable Care Act (the Patient Protection and Affordable Care Act and the health care provisions of the Health Care and Education Reconciliation Act of 2010). Requires the Special Inspector General to be appointed by the President, with the advice and consent of the Senate. Requires the Special Inspector General to appoint an Assistant Inspector General for Auditing and an Assistant Inspector General for Investigations. Places the Special Inspector General under the supervision of the Secretary of Health and Human Services (HHS), but prohibits federal agencies involved in implementing or administering the Affordable Care Act from preventing or prohibiting the Special Inspector General from initiating, carrying out, or completing any audit or investigation.

Children in Families First Act of 2014 - Establishes within the Department of State the Bureau of Vulnerable Children and Family Security which shall: (1) support the implementation in foreign countries of child welfare laws and policies; and (2) establish within the Bureau a Senior Coordinator for Permanence who shall lead the implementation of policies to ensure permanent family care for children living without families, including refugee and stateless children. States that the Bureau shall be headed by an Assistant Secretary and have lead responsibility for representing the U.S. government in diplomatic contacts pertaining to intercountry adoptions. Amends the Intercountry Adoption Act of 2000 to direct the Secretary of Homeland Security (DHS), through U.S. Citizenship and Immigration Services (USCIS), to carry out the functions prescribed by the Convention regarding the accreditation of U.S. adoption services providers. Establishes data bases for: (1) internationally adopted children, and (2) adoption service providers. Transfers from the Secretary of State to the Field Operations Directorate of USCIS specified adoption-related functions, including accreditation of agencies and approval of persons to provide adoption services and oversight of provider investigations. Requires the Secretary of Homeland Security (DHS), through USCIS, to: (1) be responsible for processing and case-specific decision making on all intercountry adoption cases, (2) ensure that all intercountry adoption suitability and eligibility determinations of prospective adoptive parents are made in accordance with criteria that comply with the Hague Adoption Convention, (3) ensure that all non-Convention adoption cases undergo specified preprocessing, and (4) be responsible for all case processing steps in Convention and non-Convention adoption petitions on behalf of children whom U.S. parents propose to immigrate to the United States. Establishes within the U.S. Agency for International Development (USAID) a Center of Excellence on Children in Adversity. Authorizes the President to provide assistance for programs in developing countries for nutrition, education, care, and protection of children. Requires USAID to carry out a priority country demonstration program implementing the (December 2012) Action Plan for Children in Adversity over a period of five years in at least six countries. Prohibits: (1) the authorization of appropriations to carry out this Act, and (2) funds from being awarded to the United Nations (U.N.) or any of its subsidiaries.

Saving Lives, Saving Costs Act - Establishes a framework for health care liability lawsuits to undergo review by independent medical review panels if health care professionals (practicing physicians or their agents or employees) allege adherence to applicable clinical practice guidelines in the provision of health care goods or services. Requires the Secretary of Health and Human Services (HHS) to publish clinical practice guidelines that have been provided and maintained by national or state medical societies or medical specialty societies designated by the Secretary. Sets forth standards for the development of guidelines, including related to transparency, the composition of the panel, and the review of existing evidence. Declares that this Act does not preempt or supersede any state or federal law that imposes greater procedural or substantive protections for health care providers and health care organizations from liability, loss, or damages than those provided under this Act nor does it create a cause of action or preempt any defenses otherwise available. Allows a defendant to remove any health care liability action brought in a state court to a district court. Requires an independent medical review in health care liability actions if the eligible professionals allege that they adhered to applicable clinical practice guideline. Sets forth procedures for the use of the panel's findings at trial. Enables defendants to recover costs and attorneys' fees from plaintiffs if the defendants prevail subsequent to preliminary findings in their favor.

Winter Roads Safety Act of 2014 - Directs the Secretary of Transportation (DOT), for the period beginning upon enactment of this Act and ending on April 15, 2014, to waive certain federal vehicle weight limitations for covered logging vehicles to operate on the Interstate Highway System. Defines the term "covered logging vehicle" to mean a vehicle that: (1) is transporting raw or unfinished forest products, including logs, pulpwood, biomass, or wood chips; (2) has a gross vehicle weight of no more than 99,000 pounds; (3) has at least six axles; and (4) is operating on specified segments of Interstate Route 25 and Interstate Route 535 in Minnesota and Interstate Route 39 and Interstate Route 535 in Wisconsin.

Constitutional Check and Balance Act - Authorizes any Member of Congress who casts a recorded vote on final passage of a version of a bill or joint resolution enacting a provision into law to bring an action for declaratory or injunctive relief in an appropriate U.S. district court to compel an executive branch official to enforce the provision, if the President or any other executive branch official issues a memorandum or other written statement directing the official to not enforce it.

Home Heating Emergency Assistance Through Transportation Act of 2014 or HHEATT Act of 2014 - Declares that a covered emergency exemption from federal motor carrier safety regulations issued by the Federal Motor Carrier Safety Administration (FMCSA) shall remain in effect until May 31, 2014, unless the Secretary of Transportation (DOT) determines that the emergency for which the exemption was provided ends before that date. Defines "covered emergency exemption" as one issued or extended between February 5, 2014, and the date of enactment of this Act to effect regulatory relief for commercial motor vehicle operations directly assisting the delivery of propane and home heating fuels. States that nothing in this Act may be construed to prohibit the FMCSA from issuing or extending a covered emergency exemption beyond May 31, 2014, under other federal law.

States that it should be the policy of the U.S. government to encourage and facilitate the following efforts concerning Alzheimer's disease and other forms of dementia: entry by the Secretary of Health and Human Services (HHS) into negotiations with the World Health Organization to develop a Global Alzheimer's and Dementia Action Plan; involvement of all other nations that have adopted national Alzheimer's and/or dementia plans or strategies; development of the foundation for a Global Alzheimer's Fund that would provide resources to support implementation of specific strategies of the Global Plan and assignment of a high-level person to lead and coordinate initiatives; investigation by the G8 nations of systems to monitor and provide care to persons with Alzheimer's and other forms of dementia in developing countries to help build care delivery capacity; investigation by the U.S. Agency for International Development (USAID) of the foreign aid implications of Alzheimer's and other forms of dementia and inform Congress of the need for possible changes to health care-related foreign assistance; and encouragement and facilitation of partnerships with the private sector, such as the current partnership between the National Institutes of Health (NIH) and 10 pharmaceutical companies to identify new approaches to treat Alzheimer's and other medical conditions.

Recognizes the significance of the Smith-Lever Act which established the Cooperative Extension System. Honors the university faculty and local educators who provide educational programs to help people, families, youth, businesses, and communities solve problems, develop skills, and build a better future. Thanks the volunteers who promote excellence for 4-H Clubs, the Master Gardeners program, the Family and Consumer Sciences program, and other Cooperative Extension System programs. Encourages continued collaboration and cooperation among federal, state, and local governments to assure the sustainability of the Cooperative Extension System.

Ashland Breakwater Light Transfer Act - Adjusts the boundary of the Apostle Islands National Lakeshore in Wisconsin to include the Ashland Harbor Breakwater Light Addition at the end of the breakwater on Chequamegon Bay, Wisconsin. Declares that Congress does not intend for the designation of that property to create a protective perimeter or buffer zone around its boundary. Permits retention of rights to use a portion of Lakeshore land and facilities by: (1) the Army Corps of Engineers for breakwater maintenance, and (2) the Coast Guard for federal aids to navigation. Directs the National Park Service (NPS), Coast Guard, and Army Corps of Engineers to cooperate in their operations so as to not lower the standards evolved for the operation of NPS units, federal aids to navigation, and harbor maintenance under federal law respecting the Lakeshore. Authorizes the Secretary of the Interior to enter into agreements with the city of Ashland, the county of Ashland, and the county of Bayfield, Wisconsin, for the purpose of cooperative law enforcement and emergency services within the boundaries of the Lakeshore. Declares that nothing in this Act or the amendments it makes shall be construed to increase the amount of appropriations authorized for any fiscal year.

American Worker Mobility Act of 2014 - Authorizes the Secretary of Labor to grant a relocation subsidy of up to $10,000 to an individual who: (1) has been totally unemployed for at least 26 consecutive weeks; (2) has exhausted all rights to state or federal unemployment compensation; (3) has not received a relocation subsidy for the two-year period preceding the subsidy application; and (4) is able to work, available to work, and actively seeking work. Prescribes subsidy program requirements. Directs the Secretary to issue regulations to prevent program fraud or abuse.

Expresses the sense of the House of Representatives that: states and local educational agencies should maintain the right and responsibility of determining educational curricula, programs of instruction, and assessments for elementary and secondary education; the federal government should not incentivize the adoption of common education standards or the creation of a national assessment to align with such standards; and no application process for any federal grant funds or waivers issued by the Secretary of Education under the Elementary and Secondary Education Act of 1965 should award any additional points, or provide any preference, for the adoption of the Common Core State Standards or any other national common education standards.

Wildfire Disaster Funding Act of 2014 - Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act), with regard to sequestration adjustments, to require any adjustments in enacted appropriations for wildfire suppression operations in the Wildland Fire Management accounts at the Department of Agriculture (USDA) or the Department of the Interior for a fiscal year, to be the amount of additional new budget authority provided for wildfire suppression operations in the appropriations Act, but not to exceed $2.689 billion in such authority in each of FY2014-FY2021. Defines "additional new budget authority" as the amount specified in an appropriations Act for a fiscal year to pay for wildfire suppression operations, but only to the extent such authority exceeds 70% of the average costs for wildfire suppression operations over the previous 10 years. Prescribes requirements for any request by the Secretary of the Interior or the Secretary of Agriculture for supplemental appropriations necessary for wildfire suppression operations.

Critical Access Hospital Relief Act of 2014 - Amends title XVIII (Medicare) of the Social Security Act to repeal the 96-hour physician certification requirement for inpatient critical access hospital services under which a physician must certify that a patient may reasonably be expected to be discharged or transferred to a hospital within 96 hours after admission to the critical access hospital.

Generating Real Opportunities for Workers and Transitional Help Act or GROWTH Act - Amends the Supplemental Appropriations Act, 2008 to declare that nothing in the Act shall prevent the commencement or continued payment of first-tier emergency unemployment compensation (EUC) to the extent that it: represents amounts established in an applicant's EUC account (EUCA); and is payable for a week ending on or before January 1, 2015. (Thus provides for a 12-month extension of EUC.) Revises the formula for crediting Tier-1 amounts to an applicant's EUCA to include a week ending after January 1, 2014. Decreases the percentages in the formula (the lesser of which shall be the amount credited): (1) from 80% to 54% of the total amount of regular compensation (including dependents' allowances) payable to the individual during the benefit year, and (2) from 20 to 14 times the individual's average weekly benefit amount for the benefit year. Directs the Secretary of the Treasury to transfer necessary amounts from the Treasury general fund to the EUC account to make payments to states for this extension of EUC. Makes a change in application of a certain requirement (nonreduction rule) to a state that has entered a federal-state EUC agreement, under which the federal government would reimburse the state's unemployment compensation agency making EUC payments to individuals who have exhausted all rights to regular unemployment compensation under state or federal law and meet specified other criteria. (Under the nonreduction rule such an agreement does not apply with respect to a state whose method for computing regular unemployment compensation under state law has been modified to make the average weekly unemployment compensation benefit paid on or after June 2, 2010, less than what would have been paid before June 2, 2010.) Declares that the nonreduction rule shall not apply to a state which has enacted a law before December 1, 2013, that, upon taking effect, would violate the nonreduction rule. Allows a state whose agreement was terminated, however, to enter into a subsequent federal-state EUC agreement on or after enactment of this Act if, taking into account this inapplicability of the nonreduction rule, it would otherwise meet the requirements for an EUC agreement. (Thus allows such a subsequent EUC agreement to permit payment of less than the average weekly unemployment compensation benefit paid on or after June 2, 2010.) Authorizes the Secretary of Labor, for FY2014-FY2023, to use any available discretionary appropriations to conduct in-person reemployment and unemployment insurance eligibility assessments for unemployment insurance beneficiaries. Specifies limits in such amount for each fiscal year. Amends the Internal Revenue Code (IRC) to repeal the excise tax on medical devices. Declares that no presidential permit shall be required for a specified application filed on May 4, 2012, by TransCanada Keystone XL pipeline, L.P., to the Department of State for the Keystone XL pipeline, as supplemented to include the Nebraska reroute featured in the Final Evaluation Report issued by the Nebraska Department of Environmental Quality in January 2013 and approved by the Nebraska governor. Considers the final environmental impact statement regarding the pipeline issued by the Secretary of State on August 26, 2011, coupled with the Final Evaluation Report, to satisfy all requirements of the National Environmental Policy Act of 1969. Amends the IRC, as amended by the Patient Protection and Affordable Care Act, to redefine "full-time employee," for purposes of the mandate requiring employers to provide health care coverage for their employees, as an employee who is employed on average at least 40 hours of service a week (currently, at least 30 hours of service a week). Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to declare that for any month that an individual is entitled to unemployment compensation (UC) he or she shall be deemed to have engaged in substantial gainful activity and so be disqualified from receiving Social Security disability benefits after a certain period has elapsed. States that, for purposes of determining services rendered by an individual during a period of trial work which will not disqualify the individual for disability benefits, the individual shall be deemed to have rendered services in a month if he or she is entitled to UC or trade adjustment assistance for that month. Amends the IRC to require taxpayers who are claiming the refundable portion of the child tax credit to include their Social Security numbers on their tax returns..

National Purple Heart Hall of Honor Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue $5 gold coins, $1 silver coins, and half-dollar clad coins emblematic of the National Purple Heart Hall of Honor. Limits the minting of such coins to the one-year period beginning on January 1, 2017. Prescribes surcharges for coin sales, which shall be paid to the National Purple Heart Hall of Honor, Inc., to help finance the construction of a new building and renovation of existing National Purple Heart Hall of Honor facilities.

Intelligence Budget Transparency Act of 2014 - Requires the President's annual federal budget submission to include the total dollar amount proposed for intelligence or intelligence related activities of each element of the government engaged in such activities in the fiscal year for which the budget is submitted and the estimated appropriation required for each of the ensuing four fiscal years.

Health Exchange Security and Transparency Act of 2014 - Requires the Secretary of Health and Human Services (HHS) to notify an individual within two business days after discovery of any breach of security of any system maintained by a health care exchange established under the Patient Protection and Affordable Care Act which is known to have resulted in the theft of or unlawful access to the individual's personally identifiable information.

Stark Administrative Simplification Act - Amends title XVIII (Medicare) of the Social Security Act (SSA) to prescribe a single civil monetary penalty as an alternative sanction to those already established for compensation arrangements between a physician (or an immediate family member) and a person or entity that is in violation of the limitation on certain physician referrals (Stark Law) solely due to technical noncompliance. (The Stark law, or Stark Rule, prohibits physician referrals of certain health services for Medicare and Medicaid patients to a specified entity if the physician, or an immediate family member, has a financial relationship with that entity.) Requires the Secretary of Health and Human Services (HHS) to accept the voluntary disclosure of a technically noncomplaint compensation arrangement by a person or entity in violation of the Stark Law under certain circumstances.

Immigration Compliance Enforcement (ICE) Act - Prohibits the use of federal funds for: (1) the position of Public Advocate within U.S. Immigration and Customs Enforcement (ICE); (2) the position of Deputy Assistant Director of Custody Programs and Community Outreach within ICE; or (3) any other position within ICE whose functions are substantially the same as those which as of March 26, 2013, were assigned to the position of Public Advocate within ICE, or as of the date of the enactment of this Act were assigned to the position of Deputy Assistant Director of Custody Programs and Community Outreach within ICE.

Requires the House of Representatives to bring a civil action in the U.S. District Court for the District of Columbia for declaratory or injunctive relief to challenge any of the following policies or actions: the Department of Health and Human Services (HHS) policy that, for health insurance coverage that is renewed for a policy year between January 1, 2014, and October 1, 2014, health insurance issuers may continue to offer coverage that would otherwise be terminated or cancelled for noncompliance with various requirements of title XXVII of the Public Health Service Act (relating to health insurance coverage, individual group market reforms, and general reforms) and corresponding portions of the Employee Retirement Income Security Act, and the Internal Revenue Code, as announced by the Center for Medicare and Medicaid Services on November 14, 2013; the one-year delay in the application of the reporting requirements of the Code (and its related requirements with respect to shared responsibility for employers regarding health coverage), as provided under Department of the Treasury Notice 2013-45, as announced by the Department on July 2, 2013; the Department of Homeland Security (DHS) policy to exercise prosecutorial discretion for individuals who came to the United States as children, as announced by DHS on June 15, 2012; and the authorization, approval, renewal, modification, or extension of any experimental, pilot, or demonstration project under the Social Security Act (SSA) that waives compliance with any of its mandatory work requirements through a waiver of SSA state family assistance plan requirements. Derives any amounts obligated or expended by the House to carry out this resolution during a fiscal year from existing appropriations for House salaries and expenses for that fiscal year. Provides that nothing in this resolution may be construed as authorizing an increase in the amount of budget authority available to the House for that fiscal year.

General Aviation Pilot Protection Act of 2013 - Directs the Administrator of the Federal Aviation Administration (FAA) to issue or revise FAA medical certification regulations to ensure that an individual may operate as a pilot of a covered aircraft without regard to any medical certification or proof of health requirement otherwise applicable under federal law if the flight meets certain criteria and the individual: (1) possesses a valid state driver's license, (2) complies with applicable medical requirements associated with that license, (3) is transporting five or fewer passengers, and (4) is operating under visual flight rules. Defines "covered aircraft" as an aircraft that: (1) is not authorized under federal law to carry more than six occupants, and (2) has a maximum certificated takeoff weight of no more than 6,000 pounds.

Two-Midnight Rule Delay Act of 2013 - Prohibits the Secretary of Health and Human Services (HHS) from enforcing the two-midnight rule to a hospital for which payment is made under title XVIII (Medicare) of the Social Security Act for admissions occurring before October 1, 2014. (The two-midnight rule allows Medicare coverage of only hospital stays for which a physician admits to a hospital a beneficiary expected to require care that crosses two midnights, but generally denies coverage of care expected to require less than a two-midnight stay.) Applies such prohibition to Medicare review contracts. Prohibits Medicare review contractors from denying a claim for inpartient hospital services furnished by a hospital, or inpatient critical access hospital services furnished by a critical access hospital, for discharges occurring before October 1, 2014: (1) for medical necessity due to the length of an inpatient stay in such hospital or due to a determination that the services could have been provided on an outpatient basis; or (2) for requirements for orders, certifications, or recertifications, and associated documentation relating to such matters. Prohibits the Secretary from increasing the sample of claims selected for prepayment review under the Medicare Probe and Educate program above the number and type established by the Secretary as of November 4, 2013. Directs the Secretary to develop: (1) a Medicare hospital payment methodology for short inpatient hospital stays; (2) general equivalency maps to link the relevant International Statistical Classification of Diseases and Related Health Problems (ICD)-10 codes (used to report medical diagnoses and inpatient procedures) to relevant Current Procedural Terminology (CPT) codes, and the relevant CPT codes to relevant ICD-10 codes, in order to permit comparison of inpatient hospital services and hospital outpatient department servives; and (3) a second crosswalk between Diagnosis-Related Group (DRG) codes for inpatient hospital services and Ambulatory Payment Class codes for outpatient hospital services.

Requests that when the House adjourns today it do so as a mark of respect to the memory of Nelson Mandela.

Safe and Secure Federal Websites Act of 2013 - Prohibits a federal agency from deploying or making available to the public a new Federal PII website until a certification is submitted to Congress that the website is fully functional and secure, as defined by this Act. Defines "new Federal PII website" as a website that: (1) is operated by (or under contract with) an agency; (2) elicits, collects, or stores personally identifiable information (i.e., information that can be associated with one individual through a social security account number, taxpayer identification number, state identification number, or other identifier) of individuals and is accessible to the public; and (3) is first made accessible or collects or stores personally identifiable information on or after July 1, 2013. Exempts beta websites designed for testing and development if users execute an agreement acknowledging the risks involved. Directs the Comptroller General (GAO) to study and report on each current and future new Federal PII website.

Authorizes the Secretary of Transportation (DOT) to implement or enforce a requirement providing for the screening, testing, or treatment of airmen or air traffic controllers for sleep disorders (including obstructive sleep apnea) only if it is adopted pursuant to a rulemaking proceeding. Applies this Act only to a requirement adopted on or after November 1, 2013.

Jobs Score Act of 2013 - Amends the Congressional Budget Act of 1974 to require a Congressional Budget Office (CBO) analysis of any public bill or resolution reported from a congressional committee (except each chamber's Committee on Appropriations) to estimate the number of jobs which would be created, sustained, or lost in carrying out such measure in the fiscal year in which it is to become effective and in each of the four ensuing fiscal years, together with the basis for each such estimate. Requires such analysis, to the extent practicable, to include regional and state-level estimates of such jobs.

Medicare Link Act of 2013 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to direct the Secretary of Health and Human Services (HHS) to establish a Medicare Link Program through which individuals entitled to enroll in a Medicare Advantage (MA) plan under Medicare part C (Medicare+Choice), but who are not enrolled in one, are eligible to enroll with a nongovernmental Medicare Link contractor which shall provide: (1) a specified variety of optional care management services as well as coverage of the same items and services covered under Medicare parts A and B, and (2) a reduction or rebate in the premium otherwise applicable under Medicare part B as well as in cost-sharing.

Improper Payments Agency Cooperation Enhancement Act of 2013 - Amends the Improper Payments Elimination and Recovery Improvement Act of 2012 to require the Commissioner of the Social Security Administration (SSA) to: (1) establish and maintain the National Deaths Registry to provide information relating to the deaths of individuals for the purpose of supporting the Do Not Pay Initiative and otherwise preventing, identifying, or recovering improper payments; (2) enter into cooperative agreements with federal agencies, including Inspectors General, and states, local and tribal governments to provide information in the Registry to such agencies and entities to prevent and recover improper payments; and (3) implement procedures for identifying and correcting errors in the Registry. Directs the Director of the Office of Management and Budget (OMB) to identify each agency that operates or maintains a database relating to federal beneficiaries and annuity recipients. Requires each agency to establish: (1) a data matching procedure to compare agency information with information in the Registry, and (2) a procedure for prompt reporting to the Commissioner of information relating to the death of a recipient of federal benefits or a retirement annuity. Directs the Secretary of the Treasury to report to Congress on data analytics performed as part of the Do Not Pay Initiative and the metrics used in determining whether the analytic and investigatory efforts have reduced improper payments or awards. Directs OMB to convene a task force of agencies to: (1) identify ways to improve the sharing of information relating to deaths of individuals receiving a federal retirement annuity, (2) share best practices for identifying deceased annuitants, and (3) report to Congress on such efforts. Requires the U.S. Postal Service (USPS) to provide agencies access to information on delivery addresses, including Commercial Mail Receiving Agency lists of known locations of commercial mail boxes, for purposes of improved detection, prevention, and recovery of improper payments.
