Reinvesting In Shoreline Economies and Ecosystems Act of 2022 or the RISEE Act of 2022 This bill expands the amount of revenue generated from leases for energy development on federal land or submerged lands in the Outer Continental Shelf that is shared with certain states and coastal communities. For example, the bill dedicates a percentage of the revenue generated from offshore wind leases for coastal states. Currently, this revenue is deposited in the U.S. Treasury. In addition, the bill increases the amount of revenue generated from offshore oil and gas leases that is shared with states under the Gulf of Mexico Energy Security Act. States must use the funding from the revenue for specified purposes, such as coastal restoration, conservation, or infrastructure.

TCJA Permanency Act

TCJA Permanency Act This bill makes permanent provisions affecting individual and business taxpayers that were enacted in 2017 by the Tax Cuts and Jobs Act and are scheduled to expire at the end of 2025. The bill makes permanent reductions in individual and capital gain tax rates. The bill increases the standard tax deduction for individual taxpayers. It also increases and modifies the child tax credit and raises the contribution base for the tax deduction for charitable contributions. The bill allows additional contributions to ABLE accounts (tax-exempt accounts designed to enable individuals with disabilities to save and pay for disability-related expenses). It exempts from taxation combat zone benefits of members of the Armed Forces serving in the Sinai Peninsula of Egypt and limits the deduction for moving expenses to active duty members of the Armed Forces. Additionally, the bill expands the types of elementary and secondary school expenses eligible for payment from qualified tuition programs (529 programs); lowers to $750,000 the amount of mortgage debt eligible for an interest expense tax deduction; reinstates after 2023 the exclusion of income from the gross income of student loan borrowers for loan debt discharged due to death or total and permanent disability; makes permanent the limitation on the tax deduction for state and local taxes and denies a deduction for foreign real property taxes; makes permanent the tax deduction of the income of certain pass-through business entities; repeals the tax deduction for personal tax exemptions and the exclusion of employer-provided bicycle commuter fringe benefits; terminates certain miscellaneous itemized tax deductions; doubles the estate and gift tax exemption amount; and makes permanent the increase of the alternative minimum tax exemption amount for individual taxpayers.

The CMS must also (1) develop and publish a standardized complaint form for such facilities; and (2) convene an advisory council to recommend ways to prevent abuse, neglect, and exploitation in such facilities. The bill also allows Medicaid and Medicare providers (e.g., skilled nursing facilities) to access, through the National Practitioner Data Bank, disciplinary information for affiliated physicians and other health care practitioners, as reported by state licensing authorities.

During this time period, articles of infant formula shall not be subject to (1) any additional safeguard duties that may be imposed under subchapter IV of chapter 99 of the Harmonized Tariff Schedule; or (2) any other import quotas, tariff-rate quotas, additional duties, or any other duties, fees, exactions, or charges that otherwise would apply to such articles. Additionally, the President may terminate this prohibition, subject to congressional disapproval, if the President certifies that Russia (1) has reached an agreement to withdraw Russian forces and cease military hostilities in Ukraine, (2) poses no immediate military threat of aggression to any North Atlantic Treaty Organization member, and (3) recognizes the right of the Ukrainian people to independently and freely choose their own government.

Student Loan Accountability Act This bill generally prohibits the Departments of Education, Justice, or the Treasury from taking any action to cancel or forgive the outstanding balances, or portion of balances, of covered loans. Covered loans refer to Federal Family Education Loans, Federal Direct Loans, Federal Perkins Loans, and loans under the Health Education Assistance Loan Program. The prohibition does not apply to targeted federal student loan forgiveness, cancellation, or repayment programs carried out under the Higher Education Act of 1965. Additionally, the bill repeals the temporary tax-free treatment of discharged student loan debt. It also prohibits tax return information from being shared for the purpose of administering a student loan cancellation plan.

My Child, My Choice Act of 2022 This bill prohibits an elementary school from receiving federal education funds unless a teacher requests written parental consent prior to teaching a lesson specifically related to gender identity, sexual orientation, or transgender studies. In particular, the bill requires a teacher to request written consent from the parent of each student enrolled in the class prior to teaching the lesson. If a parent does not submit written consent to the lesson, then the school must provide the student with an alternative period of learning or study hall. Further, the teacher may not teach the lesson if the principal does not receive written consent from the parents of at least 50% of the students enrolled in the class.

The bill would not affect the standards under the program for advanced biofuel, cellulosic biofuel, or biomass-based diesel.

Simplify, Don't Amplify the IRS Act This bill limits Internal Revenue Service (IRS) enforcement authority and modifies certain IRS reporting requirements. It also eliminates certain restrictions on the use of coronavirus recovery funds. Among other provisions, the bill increases the gross receipts reporting threshold for certain religious and charitable organizations from $5,000 to $50,000; generally increases penalties for unauthorized disclosure of taxpayer information and for such disclosures by tax return preparers; requires the IRS to establish a fellowship program to recruit private sector tax experts to create a task force to, among other things, educate IRS employees on emerging issues, perform audits, and address offshore tax evasion; and sets forth provisions for reducing improper payments to taxpayers. The bill also requires the IRS to report annually on the tax gap estimate for the most recent taxable year. The IRS must use artificial intelligence to calculate an estimate of the tax gap. The bill defines tax gap as the difference between tax liabilities owed to the United States and those liabilities actually collected. The bill restricts funding for IRS audits and enforcement until the IRS publishes an updated tax gap projection.
