Early Intervention for Toddlers and Infants with Disabilities Act - Amends the Individuals with Disabilities Education Act to reauthorize appropriations, for FY2014-FY2019, for the program providing early intervention services for disabled infants and toddlers.

Protecting Our Protectors Act of 2012 - Directs the Secretary of Homeland Security (DHS), acting through the Administrator of the Federal Emergency Management Agency (FEMA), to make grants to state and local governments to assist in preparing for and responding to mass casualty incidents resulting from natural disasters and acts of terrorism and other man-made disasters. Requires the grants to be used to: (1) strengthen medical surge capacity; (2) strengthen mass prophylaxis capabilities, including the development and maintenance of an initial pharmaceutical stockpile sufficient to protect first responders, their families, and immediate victims from a chemical or biological event; and (3) procure home medical kits that are approved pursuant to the Federal Food, Drug, Cosmetic Act or the Public Health Service Act. Requires: (1) the Administrator to issue guidance on anthrax exposure and proper administration of the anthrax vaccine, and (2) the Centers for Disease Control and Prevention (CDC) to issue an annual report on the vaccination levels of emergency service providers.

Cainaan Putuga Wendt Shock of Life Act - Directs the Secretary of Education to award matching grants to local educational agencies (LEAs) to: (1) purchase automated external defibrillators (AEDs) for use in public or private secondary schools within their district, and (2) provide training to meet the grant requirement that at least five adult employees or volunteers at each school where a purchased AED is to be used are or will be certified in its use and in cardiopulmonary resuscitation (CPR). Requires LEA grant applicants also to demonstrate that: (1) the AEDs are integrated into the schools' emergency response procedures, and (2) emergency services personnel are notified of their locations. Gives grant priority to LEAs that have secondary schools that: (1) lack an AED; (2) typically have a significant number of students, staff, and visitors present during the day; and (3) generally have a longer wait for emergency medical services than other public facilities in the community.

Ensuring Scanned Containers Arrive in Ports Efficiently Act of 2012 - Amends the Security and Accountability For Every Port Act of 2006 to require the Secretary of Homeland Security (DHS), on order to extend the date after which all containers loaded on a vessel destined for the United States must be scanned in a foreign port, to submit a feasibility study, including a cost-benefit analysis and an available systems assessment, on meeting such requirement.

Elgin Stafford Mental Illness Information Disclosure Act of 2012 or Elgin's Law - Requires a health care professional to disclose to a parent of a covered individual being treated for a mental illness any information regarding the mental illness and treatment which may be useful for the parent's appropriate involvement with the treatment. Excludes exceptional circumstances where parental involvement would be counter-productive to treatment. Makes such a disclosure permissible under the Health Insurance Portability and Accountability Act of 1996 (HIPAA) as not requiring consent of the covered individual. Applies this Act to a minor child, an uninsured adult under age 26, or an adult under age 26 who is included as a dependent under the parent's health benefits coverage.

Keeping our Communities Safe by Strengthening Safety Standards for Chemical Facilities Act - Amends the Department of Homeland Security Appropriations Act, 2007 to direct the Secretary of Homeland Security (DHS), in assigning a chemical facility to a risk tier under performance standards for the security of chemical facilities, to consider the proximity of the facility to population centers, schools, and other facilities at risk of creating a secondary explosion.

Course Material Pilot Grant Program Act - Amends the Higher Education Opportunity Act to reauthorize appropriations for a pilot program awarding competitive grants to institutions of higher education to enable them to rent course materials to students from school bookstores. Amends the Education of the Deaf Act of 1986 to reauthorize appropriations for a national study on the education of the deaf. (The study is tasked with identifying education-related factors that impede, and education-related factors that contribute to, successful postsecondary education experiences and employment for the deaf.)

Amends the Native American Programs Act of 1974 to authorize appropriations for FY2012-FY2015 for: (1) programs promoting economic and social self-sufficiency for Native Americans, (2) a program awarding grants to Indian tribes to improve their regulation of environmental quality, (3) a program awarding grants to public and nonprofit entities to ensure the survival and continuing vitality of Native American languages, and (4) a demonstration project enabling Hawaii to establish a revolving fund providing loans or loan guarantees to Native Hawaiians organizations and individuals to promote economic development in Hawaii.

Child Care and Resources Education Act of 2012 - Amends the Child Care and Development Block Grant Act of 1990 to direct the Secretary of Health and Human Services (HHS) to reserve at least $1 million of annual child care and development block grant appropriations for operation of a national toll-free hotline and website to develop and disseminate child care consumer education information for parents and help them access safe, affordable, and quality child care in their community.

Foster Youth Higher Education Opportunities Act - Amends title IV (Student Assistance) of the Higher Education Act of 1965 to direct the Secretary of Education to inform students who indicate on their Free Application for Federal Student Aid (FAFSA) form that they are or were in the foster care system of their potential eligibility for federal student aid, including the specific federal programs under which they may be eligible for assistance. Requires the Secretary to provide foster youth with that same information on the Department of Education's website.

Voting Line Reduction and Online Registration Act - Amends the National Voter Registration Act of 1993 (NVRA) to require each state to make available official public websites for online voter registration. Authorizes automated voter registration of certain individuals and establishes other initiatives to promote voter registration, such as same day registration and voter registration of individuals under 18 years of age. Sets forth requirements for maintenance, privacy, and security of voter registration lists, including establishing deadlines for transmittal of change of address or other identifying information. Amends the Help America Vote Act of 2002 (HAVA) to direct each state to provide, according to standards issued by the Election Assistance Commission, for the minimum required number of voting systems, poll workers, and other election resources (including all other physical resources) for each voting site on the day of any federal election and on any days during which such state allows early voting for a federal election. Require each state to submit a written plan to the Commission describing the measures it is implementing to ensure, to the greatest extent possible, an equitable waiting time for all voters in the state, and a waiting time of less than one hour at any polling place in the election. Requires each jurisdiction for which the Commission determines that a substantial number of voters waited more than 90 minutes to cast a vote in a federal election, or in which there were substantial violations of certain established standards, to comply with a state remedial plan established by the Commission to provide for the effective allocation of resources to administer elections in the state and to reduce voter waiting times. Requires provision of an emergency paper ballot to any requesting voter in the event of a failure of voting equipment or other circumstances at a polling place that causes an unreasonable delay. Requires each state to allow individuals to vote during the seven day period (or, at state option, a longer period) before a federal election in the same manner as voting is allowed on election day. Establishes minimum early voting requirements. Directs the Commission to issue standards for the administration of early voting.

Mass Fatality Planning and Religious Considerations Act - Amends the Homeland Security Act of 2002 to require the Administrator of the Federal Emergency Management Agency (FEMA) to provide guidance to and coordination with appropriate individuals, including representatives from different communities, private sector businesses, and nonprofit and religious organizations, to prepare for and respond to a natural disaster, act of terrorism, or other man-made disaster that results in mass fatalities.

Leadership Invests in the Future Through Helping Individuals Gain Higher Education and Retraining Act of 2012 or the LIFT HIGHER Act of 2012 - Amends the Internal Revenue Code to allow applicants to a graduate school program an income-based refundable tax credit for expenses in connection with a graduate school program application, including application fees, fees for taking any required test, and amounts paid for study and preparation materials or for tutorial and preparation services for any test required by a graduate program. Limits the amount of such credit in any taxable year to $500 over the aggregate amount of credits allowable for all prior taxable years. -

Women Veterans and Other Health Care Improvements Act of 2012 - Directs the Secretary of Veterans Affairs (VA) to facilitate collaborative research to meet the long-term reproductive health care needs of veterans who have a service-connected genitourinary disability or a condition that was aggravated in the line of active duty, such as a spinal cord injury, that affects the veterans' ability to reproduce. Includes fertility counseling and treatment within authorized VA medical services. Directs the Secretary to furnish such counseling and treatment, including the use of assisted reproductive technology, to a spouse or surrogate of a severely wounded veteran who has an infertility condition incurred or aggravated in the line of duty and who is enrolled in the VA health care system, as long as the spouse and veteran apply jointly for such counseling and treatment. Requires the Secretary to enhance the capabilities of the VA women veterans call center: (1) to respond to requests for assistance with accessing VA health care and benefits, and (2) for referral to community resources to obtain assistance with services not furnished by the VA. Amends the Caregivers and Veterans Omnibus Health Services Act of 2010 relating to a pilot program of group retreat reintegration and readjustment counseling for women veterans recently separated from service to: (1) increase from at least 3 to at least 14 the number of locations for such counseling, and (2) extend the pilot program for an additional 2 years. Requires a pilot program under such Act relating to the provision of child care assistance for certain veterans receiving VA health care to be extended until two years after the program is established in the third Veterans Integrated Service Network. (Under current law, such program terminates two years after its original commencement.) Directs the Secretary to carry out a pilot program to assess the feasibility and advisability of providing child care assistance to veterans receiving or in need of VA readjustment counseling and related mental health services. Requires the program to continue until two years after it is begun at the last Readjustment Counseling Service Region chosen by the Secretary.

Ensuring Shoppers Transparency in Online Pricing Act of 2012 or the E-STOP Act - Directs the Federal Trade Commission (FTC) to promulgate rules requiring an Internet merchant with annual gross revenue of more than $1 million to disclose to each consumer, prior to the final purchase of any good or service, the use of a price-altering computer program. Defines "price-altering computer program" as one that: (1) accesses a consumer's personal information, including information about the consumer's computer and browsing history; and (2) uses such information to alter the merchant's selling price of a good or service. Allows exemptions to accommodate the reasonable expectations of consumers concerning price changes. Deems a violation of a rule promulgated under this Act to be an unfair or deceptive act or practice under the Federal Trade Commission Act.

Amends the Congressional Budget and Impoundment Control Act of 1974 to require the Director of the Congressional Budget Office (CBO), upon a request by the chairman or ranking minority member of either congressional budget committee, to determine if a proposed measure would result in reductions in budget outlays in budgetary outyears through the use of preventive health and preventive health services. Requires CBO, if the measure would result in such substantial reductions, to include in any CBO projection a description and estimate of such reductions and a description of the basis for such conclusions. Authorizes CBO to prepare a budget projection that includes some or all of the budgetary outyears.

Commission to Study the Potential Creation of a National Women's History Museum Act of 2012 - Establishes the Commission to Study the Potential Creation of a National Women's History Museum to submit to the President and Congress a report containing recommendations with respect to a plan of action for the establishment and maintenance of a National Women's History Museum in Washington, D.C. Requires the Commission to be composed of eight members. Directs the Senate Majority Leader, Speaker of the House of Representatives, Senate Minority Leader, and House Minority Leader to each appoint two Commission members. Directs the Commission to: (1) report on issues including potential locations for the Museum and whether it should be part of the Smithsonian Institution, and (2) develop a fundraising plan to support the establishment and maintenance of the Museum through contributions from the public. Authorizes the Commission to employ and compensate an executive director and other necessary personnel. Terminates the Commission within a specified period after it has submitted its final reports pursuant to this Act. Prohibits federal funds from being obligated to carry out this Act.

America Votes Act of 2012 - Amends the Help America Vote Act of 2002 to permit an individual required to present identification as a condition for voting in a federal election to meet the requirement by presenting the appropriate state or local election official with an affidavit, signed by the individual under penalty of perjury, attesting to the individual's identification and that he or she is registered to vote in the election. Allows an individual desiring to vote by mail to submit such an affidavit with the ballot. Prohibits a state from requiring an individual who presents or submits such an affidavit to cast a provisional ballot in the election. Excepts first-time voters registering by mail from application of this Act. Requires states requiring an individual to present identification as a condition of receiving and casting a ballot in a federal election to include the use of an affidavit in voting information posted at polling places.

Condemns: (1) the commission of hate crimes against all Americans, including Sikh-Americans; and (2) acts of violence, bigotry, and discrimination against Sikh-Americans. Urges: (1) educators, counselors, and others to support educational efforts to prevent the epidemic bullying of Sikh-American children and families; and (2) the Department of Justice (DOJ) to begin documenting and quantifying hate crimes and other acts of violence perpetrated against Sikh-Americans. Expresses support for: (1) outreach efforts by federal and local law enforcement leaders to prevent violence and hate crimes against Sikh-Americans; and (2) the right of the Sikh-American community to live in peace and free from discrimination, hate crimes, bullying, and all forms of violence.

Constitution and Citizenship Day Act of 2012 - Amends the Elementary and Secondary Education Act of 1965 to direct the Secretary of Education to establish a Constitution Day Grant Program awarding competitive grants to local educational agencies and charter schools to commemorate, and enhance educational programs that teach students about, the U.S. Constitution and their state constitution. Requires such program to occur annually on Constitution Day, September 17, or the following Monday if that day falls on a weekend, and give students the ability to register to vote.

Commends the Boys & Girls Clubs of America for their work serving youth and strengthening our communities. Recognizes the importance of high-impact youth mentoring in ensuring positive outcomes for youth of all backgrounds. Supports youth mentoring as a strategy to reduce anti-social and risky youth behavior and develop productive, contributing young adults. Encourages the Boys & Girls Clubs of America to continue and expand programs that expose young people to Science, Technology, Engineering and Math (STEM). Commits to finding ways to increase the federal strategic and financial partnerships between the Boys & Girls Clubs of America and various federal agencies and departments in order to serve even more young people.

Panama-Pacific International Exposition and Panama Canal Commemorative Coins Act - Directs the Secretary of the Treasury to mint and issue, in commemoration of the centennial of the Panama-Pacific International Exposition and the Panama Canal: (1) $5 octagonal gold coins, (2) $5 round gold coins, (3) $1 silver coins, and (4) half-dollar clad coins. Requires the design of such coins to be a close likeness of the two gold and one half-dollar coins issued by the San Francisco Mint at the opening of the Pan-Pacific Exposition and the medal awarded to every U.S. citizen who worked for a continuous two-year period on the construction of the Panama Canal. Restricts the issuance of such coins to the one-year period beginning on January 1, 2015. Prescribes the sale price of the coins and coin surcharges. Requires such surcharges to be distributed to: (1) the San Francisco Museum and Historical Society for the design and construction of appropriate exhibitions in the San Francisco Museum and Historical Society; and (2) the National Park Foundation to be used for programs, construction, or preservation work at President Theodore Roosevelt's home in Oyster Bay, New York.

Protect Seniors Against Identity Theft and Fraud Act of 2012 - Amends the federal criminal code to authorize an additional term of imprisonment of not more than 10 years for perpetrators of the following offenses, if they result in harm to a person who is 65 years old or older: (1) fraud and related activity in connection with access devices, computers, electronic mail, or identification documents, authentication features, and information; (2) frauds and swindles; (3) mail fraud-related activity involving the use of a fictitious name or address; (4) fraud by wire, radio, or television; (5) bank fraud; and (6) health care fraud. Amends the Electronic Fund Transfer Act to limit the liability of a consumer who is 65 years old or older for losses that the financial institution establishes would not have occurred but for the consumer's failure to report any loss or theft of a card or other means of access, to: (1) $50 if the consumer notifies the institution within 7 business days, or (2) no more than $250 if the consumer notifies the institution within 8 to 60 days.

Breath of Fresh Air Act - Amends the Elementary and Secondary Education Act of 1965 to direct the Secretary of Education to award matching grants to local educational agencies (LEAs) to: (1) purchase nebulizers for use in their schools, and/or (2) train school personnel to use nebulizers. Requires LEA grant applicants to demonstrate that for each of their schools that are to use the nebulizers: (1) a full-time certified nurse is on staff; (2) trained personnel and other resources necessary for nebulizer use are in place; (3) emergency services personnel are notified of nebulizer locations; (4) nebulizers are integrated into the school's emergency response procedures; and (5) procedures are in place to notify parents of the availability of nebulizers, and inform them how to provide the school with their child's prescription asthma medication and authorization to use a nebulizer to assist their child. Gives grant priority to LEAs that: (1) serve areas where the prevalence of asthma is at least 10% higher than the national average; (2) do not already have at least one nebulizer in each of their schools; (3) serve schools that typically have a significant number of students, staff, and visitors present during the day; and (4) have not received funds under the Rural Access to Emergency Devices Act.

Stop Overdose Stat Act or the S.O.S. Act - Requires the Director of the Centers for Disease Control and Prevention (CDC) to: (1) award grants or enter into cooperative agreements to enable eligible entities to reduce deaths occurring from drug overdoses, and (2) give priority to eligible public health agencies or community-based organizations that have expertise in preventing deaths occurring from overdoses in high risk populations. Conditions receipt of a grant or agreement on an entity agreeing to use the grant or agreement for: (1) purchasing and distributing the drug naloxone; (2) educating physicians and pharmacists about overdose prevention and naloxone prescription; (3) training first responders, other individuals in a position to respond to an overdose, and law enforcement and corrections officials on the effective response; (4) implementing and enhancing programs to provide overdose prevention, recognition, treatment, and response to individuals in need; and (5) expanding such programs. Requires the Director to: (1) compile and publish, annually, data on fatal and nonfatal drug overdoses for the preceding year; and (2) award grants to state, local, or tribal governments, or the National Poison Data System working in conjunction with such governments, to improve drug overdose surveillance and reporting capabilities. Requires the Secretary of Health and Human Services (HHS) to develop and submit to Congress a plan to reduce the number of deaths occurring from overdoses. Requires the Director of the National Institute on Drug Abuse (NIDA) to: (1) prioritize and conduct or support research on drug overdose and overdose prevention, and (2) support research on the development of dosage forms of naloxone for the prehospital treatment of unintentional drug overdose.

Tax Exemption for American Medalists Act - Amends the Internal Revenue Code to exclude from gross income, for income tax purposes, the value of any medal awarded in, or any prize money received from the U.S. Olympic Committee on account of, competition in the Olympic Games or Paralympic Games.

Calls on all parties in the conflict in Syria to respect the human rights and religious freedom of Syrian citizens. Calls: (1) Secretary of State to predicate future discussions with all Syrian groups on their obligation to respect the rights of all Syrians, and (2) for future aid to Syria to be preconditioned on the Syrian government's protection of religious minorities and human rights. Calls on the United States Commission on International Religious Freedom to monitor the situation in Syria and offer policy recommendations on how to ensure the protection of religious freedom and human rights for all Syrians.

Ports-to-Forts Act of 2012 - Directs the Administrator of the Maritime Administration to make grants to states or port authorities to cover the direct or indirect costs for repair or construction of: (1) commercial strategic seaports; or (2) bridges, roads, rail systems, and other infrastructure near such seaports.

United States Civil Rights Trail Special Resource Study Act of 2012 - Directs the Secretary of the Interior to conduct a special resource study to evaluate a range of alternatives for the protection and interpretation of sites associated with the struggle for civil rights in the United States, including alternatives for potential addition of some or all of the sites to the National Trails System. Requires submission of a report to Congress that contains the results of such study and recommendations of the Secretary with respect to the route.

Recidivism Reduction Act - Amends title XVI (Supplemental Security Income for Aged, Blind, and Disabled) (SSI) of the Social Security Act (SSA) to require the reinstatement upon release of an otherwise eligible disabled inmate for SSI benefits which were terminated because of the inmate's incarceration in a jail, prison, penal institution, or correctional facility for a period of 12 or more consecutive months. Requires the inmate to apply for reinstatement and resumption of such benefits within 36 months after release. Allows application for reinstatement even before release. Permits provisional benefits to such an individual until the application is acted upon. Requires the reinstatement of SSI benefit eligibility for such an individual's spouse if the spouse was previously an SSI-eligible spouse. Amends SSA title II (Old Age, Survivors and Disability Insurance) (OASDI) to direct the Commissioner of Social Security to develop a system for prerelease application for resumption of suspended OASDI disability insurance benefits, or other benefits based on disability. Amends SSA title XIX (Medicaid) to require state Medicaid plans to provide that in the case of any individual enrolled for medical assistance immediately before becoming an inmate of a public institution: (1) the enrollment shall be reinstated upon the individual's release from such institution unless and until there is a determination that the individual is no longer eligible to be so enrolled, and (2) any period of continuous eligibility in effect on the date the individual became such an inmate shall be reinstated as of the release date and the duration of such period shall be determined without regard to the period in which the individual was such an inmate. Increases from 90% to 95% the federal medical assistance percentage (FMAP) (matching) rate for any state implementing a Medicaid reinstatement system. Authorizes case management services in order to engage in planning for services following an individual's release from a public institution.

Verifying Official Totals for Elections Act - Amends the Help America Vote Act of 2002 to prohibit a voting system used in a federal election from containing or using any election-dedicated voting system technology which is not deposited by the state (or at the state's option by the vendor of the technology) with the National Software Reference Library of the National Institute of Standards and Technology (NIST) before the election. Requires the Director of NIST to: (1) hold the technology in escrow; and (2) disclose it and information about it to a qualified person who has entered into a nondisclosure agreement with respect to it, or to whom the Director is permitted or required to disclose the technology under state law.

Supports the XIX International AIDS Conference and the goal of renewing awareness of, and commitment to, addressing the HIV/AIDS crisis in the United States and abroad. Recognizes that continued HIV/AIDS research, prevention, and treatment programs are crucial to improving global health. Understands that the key to overcoming HIV/AIDS includes efforts to formulate sound public health policy, protect human rights, address the needs of women and girls, direct programming toward the populations at the highest risk of infection, and combat social challenges related to HIV/AIDS. Encourages the ongoing development in the public and private sectors of innovative therapies and advances in clinical HIV/AIDS treatment.

Fair Minimum Wage Act of 2012 - Amends the Fair Labor Standards Act of 1938 (FLSA) to increase the federal minimum wage for employees to: (1) $8.10 an hour on the first day of the third month after the enactment of this Act; (2) $8.95 an hour after one year; (3) $9.80 an hour after two years; and (4) the amount determined by the Secretary of Labor (based on increases in the Consumer Price Index) after three years, and annually thereafter. Increases the federal minimum wage for tipped employees to $3.00 an hour for one year on the first day of the third month after the enactment of this Act. Provides a formula for subsequent annual adjustments of the wage increase to ensure that it remains equal to 70% of the wage in effect under FLSA for other employees. Directs the Secretary of Labor, 60 days before any increase in the minimum wage, to publish it in the Federal Register and on the Department of Labor's website.

Identifying Cybersecurity Risks to Critical Infrastructure Act of 2012 - Amends the Homeland Security Act of 2002 to require the Secretary of Homeland Security (DHS) to conduct continuous, sector-by-sector research, identification, and evaluation of cybersecurity risks to critical infrastructure in coordination with: (1) the heads of sector-specific agencies, (2) owners and operators of critical infrastructure, and (3) any private sector entity engaged in ensuring the security or resilience of critical infrastructure. Directs the Secretary to ensure that information relating to such risks is: (1) disseminated, to the maximum extent possible, in an unclassified version, to owners and operators of critical infrastructure within each such sector; or (2) if the information in whole or in part should be classified, share such information with owners and operators who possess the appropriate security clearances. Requires the Secretary to report to Congress at least semiannually on cybersecurity risks to critical infrastructure.

Condemns Russia for: (1) supporting the criminal regime of President Bashar al-Assad in Syria, (2) transferring weapons to the Assad regime, and (3) opposing resolutions from the U.N. Security Council regarding Syria. Concludes that Russian actions have: (1) enabled the Assad regime to maintain power and perpetrate mass atrocities; and (2) undermined U.S. national security interests, as well as the stability of the entire Middle East. Urges Russia to: (1) end weapons transfers to the Assad regime; (2) call on the Assad regime to end all violence against civilians; (3) support international sanctions against Syria; and (4) support a peaceful transition of Syrian government leadership, starting with the early departure of Bashar al-Assad.
