Communities and Environment First Act of 2021 This bill establishes the For Communities Trust Fund to be funded by specified environmental taxes for the purpose of awarding grants to states in cooperative agreements with the Environmental Protection Agency to (1) assist in relocation efforts for individuals or groups who live within five miles of facilities that are a major source or area source of certain emissions, or (2) protect or remediate areas affected by emissions of hazardous air pollutants or releases of hazardous substances from such facilities. The bill increases the excise tax on certain chemicals to adjust for inflation and removes tax exemptions related to crude oil and petroleum products imported into the United States.

Targeted Federal Funding to Invest in Communities Act

Targeted Federal Funding to Invest in Communities Act This bill supports state, territorial, tribal, and local governments in providing resources to residents, especially those in historically underserved communities, to improve measurable outcomes for health, education, and quality of life. States are eligible for support if they are in the bottom 10 of all 50 states in combined ranking of average life expectancy, infant mortality rate, poverty rate, and percentage of state population with a college degree. Also eligible for support are U.S. territories, tribal governments, and the District of Columbia. A local government in an eligible state may receive direct support if it is in a county with persistent poverty. Recipients shall use the funds to cover only those costs that are necessary expenditures to create or expand activity or programs consistent with the purposes of this bill, were not accounted for in the recipient's budget most recently approved as of enactment of this bill, and are incurred during the five year period beginning on enactment of this bill. The Office of Inspector General of the Department of the Treasury shall conduct monitoring and oversight of the receipt, disbursement, and use of funds.

Specifically, the resolution sets forth an article of impeachment stating that President Trump incited an insurrection against the government of the United States. The article states that prior to the joint session of Congress held on January 6, 2021, to count the votes of the electoral college, President Trump repeatedly issued false statements asserting that the presidential election results were fraudulent and should not be accepted by the American people or certified by state or federal officials; shortly before the joint session commenced, President Trump reiterated false claims to a crowd near the White House and willfully made statements to the crowd that encouraged and foreseeably resulted in lawless action at the Capitol; members of the crowd, incited by President Trump, unlawfully breached and vandalized the Capitol and engaged in other violent, destructive, and seditious acts, including the killing of a law enforcement officer; President Trump's conduct on January 6, 2021, followed his prior efforts to subvert and obstruct the certification of the presidential election, which included a threatening phone call to the Secretary of State of Georgia on January 2, 2021; President Trump gravely endangered the security of the United States and its institutions of government, threatened the integrity of the democratic system, interfered with the peaceful transition of power, and imperiled a coequal branch of government; and by such conduct, President Trump warrants impeachment and trial, removal from office, and disqualification to hold U.S. office.

Washington, D.C. Admission Act

Washington, D.C. Admission Act This bill provides for admission into the United States of the state of Washington, Douglass Commonwealth, composed of most of the territory of the District of Columbia. The commonwealth shall be admitted to the Union on an equal footing with the other states. The Mayor of the District of Columbia shall issue a proclamation for the first elections to Congress of two Senators and one Representative of the commonwealth. The bill applies current District laws to the commonwealth and continues pending judicial proceedings. The commonwealth (1) shall consist of all District territory, with specified exclusions for federal buildings and monuments, including the principal federal monuments, the White House, the Capitol Building, the U.S. Supreme Court Building, and the federal executive, legislative, and judicial office buildings located adjacent to the Mall and the Capitol Building; and (2) may not impose taxes on federal property except as Congress permits. District territory excluded from the commonwealth shall be known as the Capital and shall be the seat of the federal government. The bill maintains the federal government's authority over military lands and specified other property. The bill provides for expedited consideration of a joint resolution repealing the Twenty-third Amendment to the Constitution, which provides for the appointment of electors of the President and Vice President. The bill continues certain federal authorities and responsibilities, including regarding employee benefits, agencies, courts, and college tuition assistance, until the commonwealth certifies that it is prepared to take over the authorities and responsibilities. The bill establishes the Statehood Transition Commission to advise the President, Congress, and District and commonwealth leaders on the transition.

Specifically, the bill extends to September 30, 2021, the suspension of payments and interest due on Federal Direct Loans and Federal Family Education Loans that are held by ED. Further, ED must carry out a program, beginning on August 1, 2021, to provide at least six notices to borrowers that normal payment obligations will resume.

Keeping America's Energy Resources Moving Act of 2020 This bill authorizes an alien crewman to obtain a permit to land in the United States for up to 180 days if, during this period, the crewman will perform ship-to-ship liquid cargo transfer operations involving a vessel engaged in foreign trade. Currently, an alien crewman may obtain a permit to land for up to 29 days. Under this bill, an alien passing in transit through the United States to board a vessel to perform the above-described liquid cargo transfer operations may qualify as a nonimmigrant in transit. (A qualifying nonimmigrant in transit may obtain a transit visa.)

Accelerating Access to Critical Therapies for ALS Act

Accelerating Access to Critical Therapies for ALS Act This bill establishes grant programs to address neurodegenerative diseases, such as amyotrophic lateral sclerosis (also known as ALS or Lou Gehrig's disease), and contains other related provisions. The Department of Health and Human Services (HHS) shall award grants to eligible entities to support research on and facilitate access to investigational drugs that diagnose or treat ALS. The Food and Drug Administration shall award grants to public and private entities to cover the costs of research and development of drugs that diagnose or treat ALS and other severely debilitating neurodegenerative diseases. HHS shall also establish the Collaborative for Neurodegenerative Diseases, which shall support the development and regulatory approval of drugs that address ALS and other rare neurodegenerative diseases.

Expanding Representation at HHS Act of 2020 This bill requires certain agencies and offices within the Department of Health and Human Services to address diversity in their procurement activities and workforce. The bill specifically covers offices and agencies that are authorized to award grants or other financial assistance, such as the Centers for Medicare & Medicaid Services and the Centers for Disease Control and Prevention. Each covered entity must establish an Office of Minority and Women Inclusion that is responsible for managing diversity within the entity and with respect to the entity's activities. This new office is not, however, responsible for enforcing civil rights statutes, regulations, or executive orders. In addition, an entity subject to the bill's requirements must modify its evaluation, award, and termination of grants and contracts to ensure, to the maximum extent feasible, the inclusion of minorities; women; and minority-led and women-led grantees, contractors, subgrantees, and subcontractors. Each entity must also undertake actions to increase diversity in its workforce, including by recruiting at institutions of higher education where the majority of the students are members of minority populations.
