Amends the Public Health Service Act to allow medical facilities to be reimbursed by the Federal Government for emergency medical treatment given aliens unlawfully in the United States if such aliens are unable to pay the cost of such treatment or can pay only a part of the cost and the aliens or medical facilities which provided such treatment are not eligible under any public assistance program for payment or reimbursement of such cost. Requires that an application for reimbursement be submitted to the Secretary of Health, Education, and Welfare. Sets forth criteria for determining whether such an application shall be approved.

Synthetic Fuels Research and Demonstration Act - Title I: Motor Vehicle Synthetic Fuel Research and Demonstration Project - Directs the Administrator of the Energy Research and Development Administrator of the Energy Research and Development Administration to establish a synthetic fuels project for motor vehicles in accordance with a research and development plan. Prescribes criteria to be followed by the Administrator in: (1) the selection of a synthetic fuel; (2) the selection of a project agency; and (3) the establishment of a research and demonstration plan. Requires that the Administrator submit interim reports to Congress and a final report within three years of the enactment of this Act. Authorizes the appropriation of $15,000,000 through fiscal year 1980 for such project. Title II: Electrical Generation Synthetic Fuel Research and Demonstration Projects - Directs the Administrator of the Energy Research and Development Administration to establish a program of Federal assistance to public utilities for the support of synthetic fuels projects for the generation of electricity. Establishes criteria for applicants to be considered for financial assistance. Establishes guidelines for the Administrator in selecting projects from eligible applicants. Stipulates that the amount of funds for any such project shall be based on the difference between the cost of conventional fuel which would ordinarily be used. Limits payments under this title to $1,000,000 for any single project. Requires the Administrator to submit interim reports to Congress and a final report within three years of the enactment of this Act. Authorizes appropriations of $6,000,000 through fiscal year 1980 for such program.

Directs the Secretary of Commerce to collect, analyze, and publish current world population statistics at least annually. Specifies the information which is to be included in such report. Directs the Secretary to delegate such responsibilities to the International Statistical Program Center, to be carried out under the direction of the Director of the Census.

Solar Energy for Homes Act - Authorizes the administrators of Federal housing programs, established under title II or III of the National Housing Act or (of) title V of the Housing Act of 1949, to increase the amount of loans made on single- or multi-family dwelling units by up to 20 percent where such increase reflects the cost of solar energy equipment. Amends the National Housing Act to authorize home improvement loans for the cost of acquisition and installation of solar energy system. Amends the Housing and Community Development Act of 1974 to authorize the use of community development block grants for payments to assist in the acquisition and installation of solar energy equipment.

Veterans Judicial Review Act - Provides that the decisions of the Administrator of Veterans' Affairs on any question of law or fact under any law administered by the Veterans' Administration providing benefits for veterans and their dependents or survivors shall be subject to judicial review. Repeals the requirement that the Administrator determine and pay fees to agents or attorneys in allowed claims for monetary benefits. (Amends 38 U.S.C. 211; Repeals 38 U.S.C. 3404(c))

Guarantees automatically any loan to a qualified veteran for the purchase and installation of solar heating and/or cooling in a dwelling which he owns and occupies. Exempts such loans from the existing $17,500 maximum amount of guaranty entitlement, and sets the amount of such entitlement at either: (1) the reasonable total cost of such purchase and installation, or (2) 20 percent of the value of the structure in which such system is to be installed, whichever is less. States that the original principal amount of such a loan shall not exceed the amount of guaranty entitlement so set.

Amends the Consolidated Farm and Rural Development Act to authorize the Secretary of Agriculture to make and insure loans under such Act for the solar heating or cooling of residential structures on family farms.

Agricultural Research Act - States the findings of Congress that the Department of Agriculture should continue to serve as the lead agency in the executive branch for agricultural research. States the purpose of this Act to be the encouragement and facilitation of the development and maintenance of a unified Federal agricultural research policy upon which the overall Federal research effort can be used. Title I: Agricultural Research Policy, Research, and Education - Establishes in the Department of Agriculture a permanent Agricultural Research and Education Policy Advisory Committee, composed of 21 members, to advise the Secretary with respect to national agricultural research and policies, including priorities for basic and applied agricultural research, the administration of agricultural research and policies for education and training in agricultural research. Authorizes the Committee to establish subcommittees to review disciplinary and commodity research priorities, funding and administrative questions, and individual questions of research education and training. Authorizes the Secretary to establish an Agricultural Research Policy Analysis Institute to conduct research on matters of policy regarding all aspects of agricultural research and related matters. States that the Agricultural Research and Education Policy Advisory Committee shall serve as the Board of Directors of the Institute, which may have up to 20 full-time professional members. Designates the Department of Agriculture as the lead agency of the Federal Government to coordinate all agricultural research activities in other Federal departments and agencies, the land grant colleges, the State agricultural experiment stations, and research in the private sector. Establishes within the Federal Coordinating Council for Science, Engineering and Technology a Subcommittee on Food and Renewable Resources to review Federal research and development programs relevant to world food and fiber production and distribution, to promote planning and coordination of such research in the Federal Government and to recommend policies and measures concerning food and agricultural science for the consideration of the Council. Directs the Secretary to establish a program of competitive grants for agricultural research to be made to individual scientists and to institutions for research in four categories aimed at: (1) the discovery of new scientific principles and techniques applicable in agriculture and forestry; (2) the development of innovative products and technology in such fields as biological nitrogen fixation and photosynthesis; (3) the field of human nutrition; (4) the development of new crops, including guayule and jojoba. Requires the Secretary to give priority to research in those fields of basic and applied science promising advances and breakthroughs. Allows up to five percent of funds awarded in any fiscal year to be granted to support research conducted outside the United States. Permits the Secretary to require matching State funds for any research grants made. Repeals the existing requirement that at least 20 percent of grant funds distributed to the States be used by State agricultural experiment stations for marketing research. Transfers the administration of additional appropriations for agricultural colleges from the Department of Health, Education, and Welfare to the Department of Agriculture. Directs the Secretary to conduct a program of competitive grants and fellowships for merit to strengthen undergraduate, graduate and post-doctoral research in the agricultural sciences. Authorizes for each grant program established under this title specified sums to be appropriated for each fiscal year from 1978 through 1980 or 1982. Authorizes the Secretary to appoint a Committee on Agricultural Research Facilities to assist him in the compilation of a report to the President and the Congress on the status and future needs of agricultural research materials and facilities, including buildings and farms, plant, seed, genetic stock, insect, virus and animal collections, computers and laboratory instrumentation. States that the report shall include recommendations for a program aimed at providing the Nation with the most modern and efficient system of research facilities needed to advance agricultural research in all fields. Authorizes the Secretary to establish the National Agricultural Research Award, consisting of a grant not to exceed $50,000 per year for a period of not more than three years to support research or study by: (1) a scientists in recognition of outstanding contributions to the advance of agricultural science; and (2) a graduate student or post-doctoral research worker in recognition of demonstrated capability and promise. Requires the Secretary to submit to the President and the Congress an annual report containing an annually updated five-year national agricultural research plan, a review of progress made toward the accomplishment of planned goals, and a review of specified categories of agricultural research activities of the Department and their relationship to the related activities of other Federal, State and private agencies. Authorizes specified sums to be appropriated for existing agricultural research programs for fiscal years 1978 through 1982. Title II: Animal Health Care and Research - Directs the Secretary to establish an Animal Health Science Research Advisory Board to recommend priorities for the conduct of animal health research programs. Directs that funds appropriated for such programs be apportioned as follows: (1) four percent retained by the Department for administration and program assistance; and (2) 96 percent to go to accredited colleges of veterinary medicine and agricultural experiment stations in the several States. Requires the dean or director of each eligible institution to cause preparation of and to review project proposals which comply with the purpose and provisions of this Act. Sets the Federal contribution to any eligible institution at $100,000 in addition to amounts matching funds from non-Federal sources. Authorizes the Secretary to conduct a program of grants to assist States which do not have an accredited college of veterinary medicine in the construction of such, the employment of faculty, the acquisition of equipment and other necessaries. Specifies the formula by which funds appropriated shall be distributed to the States for these purposes. Authorizes for grant programs specified sums to be appropriated for fiscal years 1978 through 1982.

Food Stamp Reform Act - Repeals the Food Stamp of 1964. Replaces the existing program with a new program substantially similar, but: (1) eliminates charges for coupon allotments and makes coupons redeemable for cash; (2) drops the eligibility requirement that household members be related; (3) permits tribal councils to be designated "State agencies" with respect to Indian communities; (4) requires national income standards of eligibility to be income guidelines for the nonfarm United States prescribed by the Office of Management and Budget; (5) specifies exclusions and deductions from household income for qualification purposes; (6) directs that food stamp applications be included on application forms for other public assistance programs, and requires certification for participation on the same day application is made; (7) allows the Secretary of Agriculture to refer cases of noncomplying State agencies to the Attorney General for suit for injunctive relief, or in the alternative to take over direct administration of a State program; (8) authorizes the Secretary to pay up to 75 percent of all costs of State program investigations, prosecutions, and other activities related to recovering losses; and (9) directs the Secretary to make contracts or grants for research that will help improve the administration and effectiveness of the food stamp program.

Authorizes the Secretary of the Interior to implement specified measures which will encourage the use of transportation modes other than personal motor vehicles for travel to and in national parks. Directs the Secretary to establish information programs to inform the public of park access opportunities. Requires that the Secretary develop projects for transportation services for access to parks with the cooperation of State and local transportation agencies, the Secretary of Transportation and the Secretary of Housing and Urban Development. Lists parks which shall be considered for such projects and sets forth criteria for determining which parks shall be selected. Directs the Secretary of the Interior to monitor such projects and to report to Congress his findings and recommendations for future projects within three years of the effective date of this Act.

Privacy Protection for Rape Victims Act - Amends the Federal Rules of Evidence to prohibit in cases of rape or assault with intent to rape the introduction of reputation or opinion evidence of a person's past sexual behavior. Permits the introduction of evidence of specific instances of a person's past sexual behavior only if such evidence is offered by the accused and is either: (1) on the issue of whether the accused was the source of pregnancy, disease, semen, or injury; or (2) on the issue of whether the alleged victim consented to the sexual behavior with respect to which the crime is alleged and restricted to the victim's past sexual relations with the defendant. Requires an accused who intends to introduce any such evidence to make a written motion to the court accompanied by a written offer of proof. Directs the court to hold a hearing on any such motion in chambers to determine admissibility.

Amends the Railroad Retirement Act and Title II (Old-Age, Survivors, and Disability Insurance) of the Social Security Act to exempt individuals suffering from multiple sclerosis from the requirement that an individual be entitled to disability benefits for at least 24 consecutive months in order to qualify for hospital insurance benefits under the Medicare program.

Freight Claims Settlement Act - Amends the Interstate Commerce Act to require common carriers by railroad, specified transportation companies, motor carriers, and freight forwarders to acknowledge, in writing, receipt of a claim alleging loss or damage to property within 30 days after receipt of such a claim. Requires such carriers, within 120 days of receipt of such a claim to either: (1) pay such claim in full; (2) enter into an agreement with the claimant for settlement of such claim; (3) make a firm compromise offer in writing to the claimant; or (4) deny such claim in writing. Sets forth civil penalties on a per day basis for failure to meet such time limitations. Authorizes the Interstate Commerce Commission to prescribe such rules and regulations as may be necessary to carry out the provisions of this Act.

Amends the Disaster Relief Act of 1974 to provide disaster victims with respect to disasters occurring on or after December 1, 1976, with two options for loan repayment of borrowed funds under certain provisions of the Small Business Act or the Consolidated Farm and Rural Development Act: (1) a three percent interest rate with up to $2,500 forgiveness on the loan; or (2) a one percent interest rate with no forgiveness clause.

Amends the Internal Revenue Code to exempt trade or business expenses incurred in providing day care services on a regular basis in a taxpayer's dwelling unit from the prohibition on deducting expenses with respect to a dwelling unit which is used by the taxpayer as his residence.

Amends the Trade Act of 1974 to permit to be included within a group of workers certified by the Secretary of Labor as eligible for adjustment assistance thereunder individuals whose last total or partial separation from employment occurred up to two years prior to the date of the petition on which such certification was granted.

Equity in Social Security Act - Amends Title II (Old-Age, Survivors', and Disability Insurance) of the Social Security Act: (1) to eliminate the requirement that a husband be receiving at least one-half of his support from his wife, and that a widower be receiving at least one-half of his support from his wife at the time of her death in order to qualify for husband's and widower's insurance benefits; (2) to extend eligibility for such benefits to unmarried divorced husbands and widowers; (3) to extend without regard to any age limitation, husband's benefits to a husband who has in his care a minor child who is entitled to child's insurance benefits under Title II; and (4) to extend to widowers and surviving divorced fathers the same benefits as are available to widows and surviving divorced mothers with minor children in their care. Permits the payment of old-age insurance benefits to a married couple on their combined earnings record.

Authorizes the Secretary of the Interior to study the feasibility of establishing a national park, recreation area, or wilderness area at appropriate segments of the Ridgelands east of San Francisco Bay, California. Directs the Secretary to submit a report of findings and recommendations to the President and the Congress, within one year after the enactment of this Act.

Amends the Social Security Act to provide that, if the delivery day for benefit checks under titles II (Old-Age, Survivors, and Disability Insurance) and XVI (Supplemental Security Income Program) falls on a Saturday, Sunday or legal public holiday, benefit checks for such month shall be mailed for delivery on the first day preceding such designated day which is not a Saturday, Sunday or legal public holiday, without regard to whether the delivery of such checks is made in the same calendar month for which such benefit checks are issued.

Adds Rule XLV to the Rules of the House of Representatives, allowing television and radio coverage of the proceedings in the House Chamber. Provides all television and radio broadcasting stations in the United States with access to all of the live coverage of the proceedings of the House. Restricts use of coverage to legitimate news or research purposes. Prohibits the commercial use or sponsorship of such coverage except in bona fide news or public affairs documentary programs. Prohibits the use in political campaigns of coverage provided under this resolution. Authorizes appropriations to carry out this Act. Directs that the coverage shall be carried out through the facilities and personnel of the television networks entered into by the Clerk with a television network pool.

National Conference on Learning Disabilities and Juvenile Delinquency Act - Directs the Coordinating Council on Juvenile Justice and Delinquency Prevention to organize and convene a National Conference on Learning Disabilities and Juvenile Delinquency. Directs the Conference to formulate methods of disseminating extant knowledge and the results of ongoing research related to learning disabilities and handicaps to appropriate agencies and individuals. Makes it a goal of such Conference to develop coordinated plans of cooperation among disciplines to deliver all services feasible to the learning disabled. Sets forth the procedures under which the Conference shall operate and the qualifications for membership in it. Calls for the convening of meetings related to the Conference in each State or Region in preparation for the National Conference.

Amends Titles XVIII (Medicare) and II (Old-Age, Survivors' and Disability Insurance) of the Social Security Act to provide that eligible drugs, requiring a physician's prescription or certification, shall be included among the items and services covered under the hospital insurance program for the aged at a specified amount of payment. States that the reasonable allowance for eligible drugs furnished an individual pursuant to any one prescription and purchased by such individual at any one time shall be reduced by an amount equal to the applicable prescription copayment obligation which shall be $1. Establishes, within the Department of Health, Education, and Welfare, a Medicare Formulary Committee to compile and publish a Formulary listing the drugs deemed qualified for benefits under this Act, together with maximum allowable costs and additional information concerning such drugs. Makes provisions for selecting drugs for the Formulary.

Minority Enterprise Act - Title I: Amendments Affecting the Small Business Act - Amends the Small Business Act to establish the Office of Minority Small Business Assistance Personnel in the Small Business Administration (SBA) to work with all agencies of the Government having procurement powers in order to identify contracts suitable for minority concerns and within each regional office of the SBA to supervise and coordinate minority small business programs. Directs the Administrator of the SBA to appoint an Associate Administrator for Minority Small Business and Procurement Assistance. Increases the authorization for appropriations in the small business loan program and requires that not less than 25 percent of aggregate direct loans shall be made to minority small business concerns. Increases the authorization for appropriations for the equal opportunity loan program. Provides statutory standards for contracting and subcontracting by the United States with respect to minority businesses. Directs the Administration to prepare and publish in the Federal Register rules governing the maximum size of small business concerns qualified to receive procurement assistance under the Small Business Act. Requires that the Administration shall report to Congress and the President concerning the development of minority small businesses. Authorizes $201,600,000 to be appropriated for purposes of this Title. Title II: Amendments to the Federal Property and Administrative Services Act of 1949 - Requires that a Utilization of Minority Business Enterprises clause appear in specified Government contracts. Requires that specified Government contractors establish and conduct a Minority Business Enterprise Subcontracting Program which includes: (1) designation of a liaison officer to administer the contractor's program; (2) consideration of the potentialities of minority business enterprises in all "make or buy" decisions to provide materials or service; and (3) maintenance of records concerning procedures adopted and subcontracts awarded. Sets forth other preferences which will be extended to minority business enterprises. Title III: Commission on Federal Assistance to Minority Enterprise - Establishes the Commission on Federal Assistance to Minority Enterprise composed of 15 members appointed by the President, with the consent of the Senate, from members of minority groups who are knowledgeable in minority participation in the economy. Directs the Commission to develop methods for delivery of financial assistance to minority enterprises; for generating markets for goods and services; and for providing effective business education and technical assistance. Requires that the Commission shall submit semiannual reports to each House of Congress concerning its activities.

Older Persons Comprehensive Counseling Assistance Act - Title I: General Provisions - Directs the United States Commissioner on Aging, through the National Information Resource Clearing House for the Aging, to collect, analyze, and disseminate information related to counseling services for older persons. Title II: Counseling Assistance Programs - Requires each State desiring a grant under this Act to submit a comprehensive State plan for providing counseling assistance to the elderly, such plan to conform to specified criteria. Directs the Secretary of Health, Education, and Welfare to make grants to States having approved plans, such grants to be distributed to area agencies on aging for counseling assistance programs for the elderly on the basis of statewide needs and priorities. Permits the use of grants to fund counseling assistance outreach programs, preretirement counseling programs, career counseling assistance programs, referral services, community activities, and counseling for families of sick and disabled senior citizens. Enumerates requirements for State programs and for State training and retraining programs for counseling personnel. Directs the Commissioner of the Administration on Aging to contract with postsecondary education institutions and area agencies on aging for the purpose of providing needed training and retraining of counseling personnel. Directs the Commissioner on Aging to carry out a program of demonstration and evaluation for specified purposes, including: (1) identification of existing effective practices in counseling older persons; (2) identification of areas where further development is needed; and (3) development of model training programs for professional counselors.

Displaced Homemakers Act - Directs the Secretary of Health, Education, and Welfare to establish a minimum of 50 Multipurpose Service Centers for displaced homemakers. States that each Center shall provide specified services, including: (1) job counseling; (2) job training and job placement; (3) health education and counseling; (4) financial management; (5) legal counseling and referral; and (6) outreach information with respect to Federal assistance programs. Sets forth factors to be considered by the Secretary in selecting Center sites. Directs the Secretary to designate a public or nonprofit private organization to administer a Center once its site has been chosen. Authorizes the Secretary to make grants in accordance with specified guidelines to such organizations for the purpose of establishing and maintaining Centers. Directs the Secretary to prepare and furnish to Congress biennial evaluations which are to include a thorough assessment of each Center and recommendations concerning the administration and expansion of such Centers at the local, State, and Federal levels. Directs the Secretary to prepare and furnish to the Congress a study to determine the feasibility of, and appropriate procedures for, allowing displaced homemakers to participate in: (1) programs established under the Comprehensive Employment and Training Act of 1973; (2) work incentive programs under the Social Security Act; (3) related Federal employment, education, and health assistance programs; and (4) programs established, or benefits provided, under Federal and State unemployment compensation laws.

Amends the Internal Revenue Code to allow an amortization deduction for qualified solar heating and cooling equipment placed in service for nonresidential structures. Specifies that the period of amortization shall be 60 months. Provides that the amount of the monthly deduction shall be equal to the adjusted basis of the equipment at the end of the month, divided by the number of months remaining in the period. States that this deduction shall be in lieu of the depreciation deduction for such equipment. Makes solar heating and cooling equipment eligible for the investment credit allowed under the Internal Revenue Code. Limits both these provisions to installations of equipment within five years of the enactment of this Act.

Amends the Internal Revenue Code to authorize any taxpayer to elect to have any portion of any overpayment of tax or any contribution in money which the taxpayer forwards with the return for such taxable year be available, as the taxpayer may designate on such return, for the National Endowment for the Arts or the National Endowment for the Humanities.

Requires that at least 50 such demonstration projects be operated on family farms, as such term is defined by the Secretary of Agriculture. Authorizes the appropriation of $10,000,000 over a three-year period for fiscal years 1977 through 1979 to carry out such program. Directs the Secretary of Agriculture to conduct a study of the Nation's agricultural energy requirements to assist in the administration of the solar energy demonstration program authorized by this Act. Directs the Secretary to establish and maintain a central research information exchange center to disseminate information on agricultural applications of solar thermal conversion technology.

Family Farm Energy Conversion Act - Directs the Secretary of Agriculture to conduct a study of anaerobic digesters. Defines "anaerobic digester" as any combination of machines, devices, and structures whose combined functions include anaerobic digestion and are to receive, process, monitor, and control the input of organic waste to the anaerobic digester, to receive, process, monitor and control the output of products from anaerobic digestion, to store such products in a useful form and to recycle such products as may be required for efficient performance. Requires the Secretary to: (1) submit a report regarding the results of such study to the President and the Congress; (2) have printed and make available to the public a brief pamphlet describing no fewer than two models of anaerobic digesters which he considers efficient and safe for operation; (3) institute a pilot project to demonstrate the field performance of optimum anaerobic digesters in at least 100 farms throughout the United States; and (4) issue a report summarizing the results of such trials which shall be presented to the appropriate congressional committees and made available to the public. Authorizes the Secretary, if a pilot project has proved an anaerobic digester to be cost effective and safe, to make grants to farmers owning farms of 640 acres or less for the construction of such digesters. Directs the Director of the Agricultural Research Service to train Soil Conservation Service field personnel in the operation and maintenance of digester systems in order that such field personnel may more effectively assist farmers on their projects. Requires the Secretary to consult with the Administrator of the Small Business Administration at least every six months to determine whether the grant program under this Act is working to the benefit of the small business community. Authorizes appropriations of $8,000,000 for fiscal year 1979 for purposes of this Act.

Establishes, under the National Housing Act, a guaranteed loan program for the acquisition and installation of solar energy heating and cooling systems in dwelling units. Directs the Secretary of Housing and Urban Development to pay to the lender the difference between five percent interest paid by the borrower and the interest rate charged on such loan.

National Condominium Act - Establishes requirements for federally assisted condominium housing loans, including a statement by the developer to the Secretary of Housing and Urban Development containing information concerning the nature of the project, and the owner's estimated operating costs and assurances of warranty, completion date, developer's responsibility for structural defects, and of owners' rights to form an association. Requires that recreation fees be stated separately from any other fees charged purchasers of dwelling units in the project. Establishes requirements to protect tenants in a leased-unit structure to be converted to condominium use, including assurances that tenants have received prior notice, a period of at least three months to decide whether or not to purchase their units and for those tenants renting under a lease, specific protection from eviction and abridgment of the lease. Requires developers to disclose to new purchasers operating costs, service benefits, and planned structure alterations. Requires a 15-day cancellation period. Requires the Secretary to publish a form for developers embodying provisions for all of the information required in such statement. Authorizes the Secretary to make grants to State and local governments to help establish or expand offices or agencies to administer similar requirements and procedures. Sets forth penalties for the violation of this Act.

Establishes within the House of Representatives a Select Committee on Welfare Reorganization to: (1) study any problems which exist in the interaction of present benefit programs; (2) formulate legislation to resolve such problems; (3) study the system used by the House to refer proposed welfare legislation to committees; and (4) study whether there is a need in the House for a standing committee to handle such legislation.

Amends the Clean Air Act to prohibit use of tolls or other charges for the use of New York City bridges as part of any clean air implementation plan. Voids all such tolls and charges previously so included. Authorizes the Administrator of the Environmental Protection Agency to revise implementation plans through public hearing procedures should such a prohibition result in a failure to achieve air quality standards.

Amends rule XI of the Rules of the House of Representatives to prohibit the use of Committee funds for travel unless the official nature of the travel is established by a resolution approved in a public session by majority vote of the committee involved. Requires the resolution to set forth: (1)the proposed itinerary in detail; (2)the purpose of each destination; (3)the names of all persons who propose to take the trip at private or committee expense; (4)reimbursement provisions; (5)the anticipated benefit to the taxpayers; and (6)the estimated total expense. Requires a complete travel report to be filed with the respective committee within ten working days of the completion of travel.

Requires States receiving financial assistance under the Elementary and Secondary Education Act of 1965 which are operating a program designed to insure reading readiness for educationally deprived preschool children or children in grades 1, 2, or 3 to continue such programs at their present level. Prohibits the exclusion of children enrolled in such program from further participation on the ground that such child has achieved a reading aptitude equal to or greater than the normal reading aptitude for the grade in which the child is enrolled.

Renewable Energy and Energy Conservation Act - Allows an income tax credit for 30 percent of the expenditures not exceeding $750 which the taxpayer paid or incurred during the taxable year for installation of insulation or energy-conserving components which improve heating plant efficiency in his principal residence. Limits the application of this credit to expenditures paid or incurred for installations made between 1976 and 1982 in pre-existing dwellings. Reduces the allowable credit, on a graduated scale, for individuals with adjusted gross incomes greater than $10,000. Allows an income tax credit for 40 percent of the first $1,500, and a secondary credit for 25 percent of the next $7,600 paid or incurred by the taxpayer during the taxable year for the installation of qualified solar, wind and geothermal energy equipment in his principal residence. Allows an income tax credit for 20 percent of the first $1,500, and a secondary credit for 12.5 percent of the next $7,600 paid or incurred for the installation of wood stove, heat pump, or burner equipment in connection with new solar, wind or geothermal energy equipment which will be the principal source of space heat in the taxpayer's principal residence. Reduces these limitations in subsequent tax years by subtracting the amounts taken into account for these credits in previous tax years. Limits these credits to equipment installed between 1976 and 1982. Prorates each of the above credits for residential improvements among joint owners and cooperative shareholders according to their proportionate interests in the residential property. Provides for the carryover of any allowable credit which exceeds the taxpayer's current income tax liability. Reduces the allowable credits, on a graduated scale for and Conservation Act. persons with adjusted gross incomes greater than $15,000. Allows an investment tax credit for 25 percent of the qualified investment cost of depreciable geothermal, solar or wind energy equipment placed in service. Allows such a credit for 12 percent of the qualified costs of ventilation, heating, water and other components primarily designed to reduce the heat loss or gain of a structure, and origin ally used by the taxpayer. Prohibits these credits for property originally funded with Federal grants, or located in States which take these energy conserving measures into account for property assessment, or which don't enforce the thermal design requirements of the Energy Policy

Solar and Energy Conservation Commercialization Act - Amends the National Housing Act to specify additional types of Solar energy systems eligible for financial assistance under such Act. Stipulates that such systems shall include solar heating and cooling and hot water systems, geothermal and wind energy systems, and other energy conservation measures and equipment such as insulation, heat pumps and devices to improve furnace efficiency. Authorizes the Secretary of Housing and Urban Development to make grants and loans to individuals and families to assist in the purchase of solar, renewable source, and energy conservation measures and equipment. Authorizes grants and loans for similar purposes to neighborhood, community, or nonprofit groups. Amends the Small Business Act to authorize the Administrator of the Small Business Administration to make loans to small businesses to assist in the purchase and installation of solar, renewable source, and energy conservation improvements and equipment. Directs the Secretary of Housing and Urban Development, the Administrator of the Small Business Administration, and the Federal Energy Administrator to cooperate in carrying out the provisions of this Act and to jointly submit an annual report to the President and the Congress on activities carried out under this Act. Authorizes appropriations for fiscal years 1978 through 1981.

Title I: Small Business Act Amendments - Empowers the Administrator of the Small Business Administration to make loans to assist any small business concern in financing plant construction and equipment acquisition for the production, installation, or maintenance of solar energy equipment or other energy conservation equipment. Permits the Administration to make grants to non-profit organizations for the establishment of training seminars that teach small business concerns methods for design, installation, and maintenance of solar energy equipment. Title II: Federal Nonnuclear Energy Research and Development Act of 1974 Amendments - Establishes within the Energy Research and Development Administration an Office of Invention and Innovation to evaluate proposals submitted by any individual or small business concern for the development of an energy-related invention and to provide grants for the development of such invention.

Amends the Federal Nonnuclear Energy Research and Development Act of 1974 to direct the Administrator of the Energy Research and Development Administration to assist less developed countries in the development and utilization of unconventional, nonnuclear energy technologies. Authorizes the Administrator, in cooperation with the Agency for International Development, to conduct studies on the energy needs, uses, and resources in other countries. Stipulates that such studies should be designed to result in the establishment of an information system permitting transfers of unconventional, nonnuclear energy technologies to impoverished areas of the world. Requires that results of such studies and recommendations for cooperative projects be reported to Congress by July 1, 1978. Authorizes the appropriation of $5,000,000 to the Energy Research and Development Administration for fiscal year 1978 for such purposes.

Directs the Federal Energy Administrator to establish methods of determining the life cycle cost effectiveness for buildings, considering the life cycle fuel and energy requirements for such buildings. Requires that all Federal buildings be life cycle cost effective and that such determination serve as a basis for the awarding of contracts in the procurement and leasing of new Federal buildings. Directs the Administrator to promote the use of life cycle cost effective methods in all buildings. Directs the Administrator to establish energy performance targets for existing buildings which are compatible with new building performance standards developed by the Secretary of Housing and Urban Development. Requires all Federal agencies to conduct an energy audit of existing buildings within their jurisdiction. Requires that a specified percentage of the gross square footage of building space be selected by each agency for retrofitting with appropriate energy conservation measures.

Agricultural Solar Energy Research, Development, and Demonstration Act - Title I: Existing Programs - Amends the Bankhead-Jones Act of 1035 to direct the Secretary of Agriculture to conduct and to stimulate research and development relating to uses of solar energy with respect to farm buildings, farm homes and farm machinery. Authorizes the appropriation of $25,000,000 each fiscal year to carry out such research and development. Includes the agricultural uses of solar energy in the agricultural extension programs. Directs that loans, under the Consolidated Farm and Rural Development Act, be made for the purchase of farm equipment which utilizes solar energy and for the acquisition and installation of any qualified solar energy thermal conversion system in any residential structure located on a family farm. Title II: Solar Demonstration Farms - Establishes within the Department of Agriculture the Research and Demonstration Planning Committee which shall be responsible for compiling a list of solar energy research projects and for meeting with regional representatives of the State departments of agriculture to determine which projects will be useful and beneficial to the several States. Requires each State department of agriculture to establish one large model farm and within one year to establish not less than ten demonstrations of solar energy research projects using the most efficient or practicable research projects demonstrated on such model farm. Stipulates the terms of any agreement entered into between selected farmowners and the State departments of agriculture for the establishment of such demonstration projects. Authorizes the appropriation of $20,000,000 for the purposes of this title, of which 80 percent is to be used by State departments of agriculture for the model farm and demonstration projects.
