Expresses the sense of Congress that: (1) grave concerns exist concerning the ballistic missile deployment by the People's Republic of China (PRC) directed toward Taiwan which threatens security and stability in the Taiwan Strait, (2) the President should seek a renunciation from the PRC of any threat or use of force against Taiwan and the region, (3) Taiwan's future should be determined peacefully by its people and free from PRC coercion, and (4) the President should move forward with the sale to Taiwan of new and upgraded F-16s.

Mourns the loss of Vaclav Havel and offers condolences to the Havel family and the people of the Czech Republic. Recognizes Israel's independence as a significant event in providing refuge and a national homeland for the Jewish people and congratulates Israel's people as they celebrate the 64th anniversary of Israel's independence. Commends the bipartisan commitment of all U.S. administrations and congresses since 1948 to stand by Israel and work for its security and well-being. Supports Israel's right to confront and eliminate nuclear threats posed by Iran, including the use of military force if no other peaceful solution can be found within a reasonable time. Congratulates and salutes the U.S. Armed Forces, the intelligence community, and the Obama and Bush administrations for bringing Osama bin Laden to justice. Remembers the fallen and comforts the families grievously wounded by the terrorist attacks of September 11, 2001, and by all of Osama bin Laden and al Qaeda's other crimes. Calls for: (1) the immediate extradition or rendering to the United States of convicted felon William Morales and all other fugitives who are receiving safe harbor in Cuba to escape prosecution or confinement for criminal offenses committed in the United States, and (2) the Secretary of State and the Attorney General to continue to press for the immediate extradition or rendering of all fugitives from U.S. justice. Urges the international community to continue to press for the immediate extradition or rendering of all fugitives from justice who are receiving safe harbor in Cuba.

Calls for the Secretary of Health and Human Services (HHS) to: (1) enhance quality of care and patient safety by advancing the development of process and outcome measures for the management of atrial fibrillation by national developers, supporting pilots and demonstration projects to reduce avoidable hospital admissions and readmissions for patients with atrial fibrillation, and facilitating the adoption of evidence-based guidelines by the medical community to improve patient outcomes; (2) advance atrial fibrillation research and education by encouraging basic science research to determine the causes and optimal treatments, exploring development of a screening tool and protocols to determine the risk for the development of atrial fibrillation, and enhancing current surveillance and tracking systems to include atrial fibrillation; and (3) improve access to appropriate medical care for patients suffering from atrial fibrillation by encouraging education programs that promote collaboration among federal health agencies and that increase public and clinician awareness of atrial fibrillation.

Reaffirms support for a negotiated solution to the Israeli-Palestinian conflict resulting in two states, a democratic Jewish state of Israel and a democratic Palestinian state living in peace and mutual recognition. States that any Palestinian unity government must forswear terrorism, accept Israel's right to exist, and reaffirm previous agreements made with Israel. Opposes any attempt to establish or seek recognition of a Palestinian state outside of an agreement negotiated between Israel and the Palestinians. Urges Palestinian leaders to cease efforts at circumventing the negotiation process, including through a unilateral declaration of statehood or by seeking recognition of a Palestinian state from other nations or the United Nations (U.N.). Supports the Administration's opposition to a unilateral declaration of a Palestinian state. Affirms that Palestinian efforts to circumvent direct negotiations will harm U.S.-Palestinian relations and will have implications for U.S. assistance programs for the Palestinians and the Palestinians Authority (PA). Reaffirms the U.S. statutory requirement precluding assistance to a PA that includes Hamas unless that PA and all its ministers accept Israel's right to exist and all prior agreements and understandings with the United States and Israel.

Reaffirms U.S. support for the peaceful resolution of maritime territorial disputes in the South China Sea, the East China Sea, and the Yellow Sea. Condemns the use of naval force by China in the South China and East China Seas and by China's North Korean ally in the Yellow Sea. Welcomes the diplomatic efforts of Association of Southeast Asian Nations (ASEAN), Taiwan, Japan, and the Republic of Korea to resolve these outstanding disputes. Supports U.S. Armed Forces operations in support of freedom of navigation rights in international waters and air space in the South China Sea, the East China Sea, the Taiwan Strait, and the Yellow Sea.

Condemns the government of Iran for its state-sponsored persecution of its Baha'i minority and its continued violation of the International Covenants on Human Rights. Calls on the government of Iran to release seven specified imprisoned Baha'i leaders and all other prisoners held on account of their religion, including: Mrs. Fariba Kamalabadi, Mr. Jamaloddin Khanjani, Mr. Afif Naeimi, Mr. Saeid Rezaie, Mr. Behrouz Tavakkoli, Mrs. Mahvash Sabet, Mr. Vahid Tizfahm, Ms. Raha Sabet, and Mr. Navid Khanjani. Calls on the President and Secretary of State, in cooperation with the international community, to condemn Iran's continued violation of human rights and demand the release of prisoners held on account of their religion, including the above-named individuals. Urges the President and Secretary to utilize all available measures, such as those available under the Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010 and Executive Order 13553, to sanction Iranian government officials and other individuals directly responsible for human rights violations in Iran, including against the Baha'i community.

Reaffirms the U.S. arms embargo on China. Calls upon the President, consistent with the Taiwan Relations Act, to clarify his policy towards Taiwan and to reaffirm support for U.S. allies in the region. Expresses concern over China's repression of political dissidents and religious and ethnic minorities. Reasserts that it should be U.S. policy to oppose any diminution of the European Union (EU) arms embargo against China.
