An en bloc amendment consisting of several amendments which would prohibit the National Endowment for the Arts from funding project, production, workshop or program that denigrates the beliefs or objects of a particular religion; or denigrates an individual on the basis of race, sex, handicap, or national origin. The amendments woud also prohibit NEA subsidies for works that desecrate the U.S. flag or contain any part of a human embryo or fetus.

Amendments en bloc added language stating that it shall be the policy of the United States, whenever feasible, to provide assistance directly to democratically elected governments of republics within any country in which the federal government has a ruling communist majority. \ As amended by the Porter amendment (A007), language was added permitting technical assistance to the above federal governments for agencies that promote democratic reforms, human rights, the rule of law, and market reforms. \ As amended by the Cox (CA) amendments (A008), the original language was clarified to state as U.S. policy that assistance will be provided, to the extent feasible, directly to democratically elected governments of states whose incorporation into the U.S.S.R. has never been recognized by the U.S.

An amendment in the nature of a substitute, printed as amendment No. 11 in the Congressional Record of April 16, 1997, to establish a firm 17-year patent for inventions beginning from the date the patents are granted, or a 20-year patent term from the date on which patent applications are filed for approval. The amendment would also allow patent applications to be published only under the following circumstances: when the information in the application is in the public domain of other countries at the time of U.S. filing; when an application that has been on file for five years, but a patent has not yet been granted, and publication would serve the national interest; when the inventor deliberately withholds publication for the purpose of taking legal action against persons or companies who unknowingly file similar patents.

An amendment numbered 14 printed in House Report 109-530 to provide that, in a case in which a Federally funded flood control project causes an area to become at greater risk of flooding than it otherwise would have been, residents in that area shall be provided flood insurance using the price formula that would have applied had the offending flood control project not been built, or if no flood insurance would otherwise have been required, they shall be provided flood insurance at no cost. The determination of this status would be made by the Director of the National Flood Insurance Program.
