Requires the Comptroller General to review the process by which the Civil Air Patrol may provide assistance to the Secretary of Homeland Security, other federal agencies, and states to support homeland security missions, including by providing: (1) aerial reconnaissance or communications capabilities for border security; (2) capabilities for collective response to an act of terrorism, natural disaster, or other man-made event by assisting in damage assessment and situational awareness, conducting search and rescue operations, assisting in evacuations, or transporting time-sensitive medical or other materials; or (3) assistance in the exercise and training of departmental resources responsible for the intercept of aviation threats to designated restricted areas. Directs the Comptroller General's report to include assessments of: (1) the feasibility and cost-effectiveness of using Civil Air Patrol assets; and (2) whether current mechanisms for requesting support from the Civil Air Patrol are sufficient. Requires the Secretary to analyze the study and report to the committees any recommendations for action that could affect DHS's organization and administration.

Health Care Choices for Seniors Act - Amends title II (Old Age, Survivor's and Disability Insurance) (OASDI) of the Social Security Act (SSA) to require the Secretary of Health and Human Services to establish a procedure under which an individual otherwise entitled to benefits under part A (Hospital Insurance) of SSA title XVIII (Medicare) may waive such entitlement and be automatically enrolled in the Medicare Alternative Voucher Program (MAV Program). Directs the Secretary to establish the MAV Program, under which a voucher may be used as a contribution into a health savings account and for the payment of enrollment premiums under a high deductible health plan. Amends the Internal Revenue Code to increase the amount of the itemized deduction for health savings accounts by the amount of the MAV that is contributed to an individual's health savings account. Suspends Medicare late enrollment penalties for an individual between ages 65 and 70.

Firearms Interstate Commerce Reform Act - Amends the federal criminal code to: (1) allow licensed firearms importers, manufacturers, dealers, or collectors (licensees) to sell or deliver any firearm (currently, rifles or shotguns) to a resident of a state other than the state in which the licensee is located or temporarily located if the licensee meets with the purchaser to complete the sale or delivery and the transaction complies with the laws of the state in which the transfer is conducted and the purchaser's state of residence; and (2) eliminate the requirement that a licensee must conduct business at a gun show only in the state that is specified on the licensee's license. Provides that nothing in this Act shall be construed to prohibit the sale or other disposition of a firearm or ammunition: (1) between licensed firearms dealers at any location in any state; or (2) by a licensed importer, manufacturer, or dealer to an unlicensed person at a temporary location in any state.

Amends the Foreign Assistance Act of 1961 to direct the Secretary of State to: (1) establish a system to verify that persons receiving U.S. foreign assistance funds are not affiliated with or supporting foreign terrorist organizations, or otherwise commiting or supporting acts of international terrorism; and (2) ensure that persons denied assistance pursuant to such vetting system are provided specified information and afforded specified procedural safeguards. Prohibits providing foreign assistance funds to persons determined, pursuant to such system, to be affiliated with or supporting such organizations or commit or support international terrorism.

Allows exemptions to avert an imminent threat to public health or safety or to serve national security. Allows additional exemptions for certain projects. Directs the Federal Acquisition Regulatory Council to amend the Federal Acquisition Regulation to implement this Act with respect to the applicable federal contracts.

California Drought Alleviation Act of 2009 - Requires the Secretary of the Interior: (1) upon the declaration of a drought emergency by the governor of California, to determine if such an emergency exists for the service areas of the Central Valley Project and the State Water Project; and (2) upon determining that such an emergency exists for all or portions of such areas, to temporarily exempt the operations of the Bureau of Reclamation C.W. "Bill" Jones Pumping Plant and the California Harvey O. Banks Pumping Plant from the prohibitions under the Endangered Species Act of 1973 against taking endangered or threatened species or adversely modifying critical habitat until the drought emergency conditions are alleviated. Provides that the action of pumping water from these plants is not to be considered discretionary for purposes of such Act. Authorizes the Secretary to include in a determination that a drought emergency exists reasonable and prudent measures for the protection of an endangered species or its critical habitat. Provides that: (1) such measures or the Secretary's failure to prescribe them shall not impede the ability of the Plants to supply sufficient water for municipal, industrial, and irrigation uses; and (2) the cost of such measures shall be borne by the United States and shall be nonreimbursable. Prohibits the Secretary, in implementing this Act, from imposing additional prescriptions under such Act or the Federal Power Act on any other water storage or conveyance facility on the San Joaquin River, the Sacramento River, or their tributaries. Requires the Secretary, if a drought emergency exists for any portion of the Central Valley Project Service Area, to operate the C.W. "Bill" Jones Pumping Plant at a capacity consistent with the Coordinated Operation Agreement between the Bureau of Reclamation and the California Department of Water Resources and otherwise applicable laws and existing water right until the drought emergency conditions are alleviated. Authorizes the Secretary to enter into a cooperative agreement with California to support the establishment of a fish hatchery program to preserve and restore the species Hypomesus transpacificus (popularly known as Delta Smelt) in the Sacramento-San Joaquin Delta.

Prohibits requiring repayment of certain amounts previously paid to SBP recipients in the form of a retired pay refund. Directs the Secretary concerned to restore annuity eligibility to a surviving spouse who earlier agreed to transfer such eligibility to a surviving child or children of a member.

Antifreeze Bittering Act of 2009 - Requires engine coolant or antifreeze that is manufactured six months after the enactment of this Act, and that contains more than 10% ethylene glycol, to include denatonium benzoate at a minimum of 30 parts per million and a maximum of 50 parts per million as a bittering agent so as to render the coolant or antifreeze unpalatable. Requires a coolant or antifreeze manufacturer to maintain records of compliance with this Act. Limits the liability of manufacturers, distributors, recyclers, or sellers of engine coolant or antifreeze who are in compliance with the requirements of this Act for personal and property loss or damage to the environment that results from the inclusion of denatonium benzoate in any coolant or antifreeze. Declares this Act inapplicable to: (1) the sale of a motor vehicle that contains engine coolant or antifreeze; or (2) wholesale containers of engine coolant or antifreeze containing 55 gallons or more of engine coolant or antifreeze.

United Nations Transparency, Accountability, and Reform Act of 2009 - Sets forth U.S. policy with respect to: (1) shifting the funding mechanism for the regular budget of the United Nations from an assessed to a voluntary basis; (2) reform of U.N. peacekeeping operations; and (3) Security Council expansion. Withholds nonvoluntary U.S. contributions to the regular budget of the United Nations: (1) unless the Secretary of State certifies to the appropriate congressional committees that 80% of the the total regular budget of the United Nations is apportioned on a voluntary basis; and (2) to a U.N. human rights treaty monitoring body or committee that was established by a convention or a covenant to which the United States is not party. Establishes the Office of the United States Inspector General for Contributions to the United Nations System. Prohibits the obligation or expenditure of a U.S. contribution to any U.N. entity unless the entity has provided the Inspector General with a transparency certification and is in compliance with such certification. Directs the Secretary to audit and report to the appropriate congressional committees respecting duplicative entities and efforts related to Israeli-Palestinian issues. Withholds funds for such entities until any report recommendations are implemented. Directs the President to use U.S. influence at the United Nations with respect to: (1) publication of all U.N. subsidiary bodies and their functions, budgets, staff, and contributions; (2) employee, agency, and funding financial disclosure; (3) waiver of immunity; (4) adoption of a definition of terrorism and a comprehensive convention on terrorism; (5) anti-Semitism at the United Nations; and (6) Israel's inclusion in the Western European and Others Group. Directs the President to use U.S. influence at the International Atomic Energy Agency (IAEA) to: (1) establish an Office of Compliance in the Secretariat of the IAEA; and (2) prohibit Iran's access to nuclear material, technology, equipment, or assistance until the IAEA determines that Iran is providing full access to IAEA inspectors and has permanently ceased and dismantled all nuclear-enrichment and reprocessing activities. Directs the Secretary to report to the appropriate congressional committees regarding U.N. reforms and personnel. Withholds annual U.S. contributions to the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) until certain conditions are certified, and then provides UNRWA with limited contributions. Withholds U.S. contributions to the United Nations Human Rights Council until the Secretary certifies to Congress that the Council does not include a member state: (1) subject to Security Council sanctions; (2) under a Security Council-mandated investigation for human rights abuses; (3) subject, within the prior five years, to a country-specific resolution passed by the former U.N. Human Rights Commission; (4) which the Secretary has determined is a government that has repeatedly provided support for acts of international terrorism; or (5) which the President has designated as a country of particular concern for religious freedom.

Veterans' Heritage Firearms Act of 2009 - Provides a 90-day amnesty period during which veterans and their family members can register in the National Firearms Registration and Transfer Record any firearm acquired before October 31, 1968, by a veteran while a member of the Armed Forces stationed outside the continental United States. Grants such an individual limited immunity under the federal criminal code and the Internal Revenue Code with respect to the acquisition, possession, transportation, or alteration of such firearm before or concurrent with such registration. Extends such immunity to a veteran who attempts to register a qualifying firearm outside of the amnesty period if the veteran surrenders the firearm within 30 days after being notified of potential criminal liability for continued possession. Requires the Attorney General to: (1) transfer each firearm qualifying as a curio or relic which has been forfeited to the United States to the first qualified museum that requests it; and (2) publish information identifying each such firearm which is available to be transferred to a museum. Prohibits the Attorney General from destroying any such firearm which has been forfeited until five years after the forfeiture. Requires that any firearm transferred to a qualified museum be registered to the transferee. Makes a prohibition against transfer or possession of a machine-gun inapplicable to a transfer to or by, or possession by, a museum which is open to the public and incorporated as a not-for-profit corporation under applicable state law.
