National Environment and Energy Development Act - Declares without force or effect all federal prohibitions against the expenditure of appropriated funds to conduct natural gas leasing and preleasing activities for any area of the Outer Continental Shelf (OCS). Revokes all withdrawals of federal submerged lands from leasing for natural gas exploration and production. Amends the Outer Continental Shelf Lands Act to prohibit the Secretary of the Interior from: (1) granting a natural gas lease for any OCS located within 25 miles of a state coastline; or (2) issuing any lease for natural gas exploration or development in any OCS area located within 50 miles of a state coastline unless the state has enacted a law approving such lease. Prohibits the Secretary from issuing a lease for natural gas exploration or development in any OCS area located more than 50 miles and less than 100 miles from the coastline of a state if the state has enacted a law disapproving such lease issuance. Sets forth an allocation schedule (including designated reserve accounts) for revenues derived from bonus bids and royalties under qualified gas leases on submerged lands located within the seaward boundaries of a state. Modifies requirements for deeming state seaward boundaries. Authorizes the Secretary to issue leases for development and production of natural gas and associated condensate. Expresses the intent of Congress that this Act result in a healthy and growing American industrial, manufacturing, transportation, and service sector employing America's workforce to assist in the development of affordable energy from the OCS.

Solar Energy Research and Advancement Act of 2007 - Directs the Secretary of Energy to establish a research and development program to provide lower cost and more viable thermal energy storage technologies to enable the shifting of electric power loads on demand and extend the operating time of concentrating solar power electric generating plants. Instructs the Secretary to study and report to Congress on methods to: (1) integrate concentrating solar power into regional electricity transmission systems, identifying new transmission or transmission upgrades needed to bring electricity from high concentrating solar power resource areas to growing electric power load centers throughout the United States; and (2) reduce the amount of water consumed by concentrating solar power systems.

Expresses the sense of the House of Representatives that the government of the People's Republic of China (PRC) should: (1) seek to ensure the linguistic, cultural, and religious rights of the Uyghur people of the Xinjiang Uyghur Autonomous Region; (2) release the children of Rebiya Kadeer from incarceration and house arrest and cease intimidation of the Kadeer family members; and (3) release Canadian citizen Huseyin Celil and allow him to rejoin his family in Canada.

Military Affiliate Radio System Emergency Communication Act of 2007 - Amends the Homeland Security Act of 2002 to direct the Secretary of Homeland Security to: (1) require that high frequency (short-wave) transmitters, receivers, and related data and interface equipment that meet standards of service established for the Amateur Radio Service by the Federal Communications Commission (FCC) in the frequency range of 2-30 megahertz are also approved for routine training functions and emergency communication service on any federal government Military Affiliate Radio System (MARS) or National Communication System Shared Resources High Frequency Radio Program (SHARES) channel within that frequency range; and (2) encourage and utilize MARS personnel, facilities, capabilities, and radio equipment to connect to the Internet in their emergency communication planning.. Prohibits the Secretary from: (1) requiring the discontinuance of the use in the radio service bands assigned to MARS or SHARES of any communications equipment that has been approved by the FCC for operation within the Amateur Radio Service; or (2) adding, or permitting any agency of the Department of Homeland Security (DHS) to add, any technical requirements for MARS stations. Authorizes the Secretary to add new transmitters and receivers to the MARS and SHARES networks provided the equipment meets FCC standards for operation in the Amateur Radio Service and is equipped with frequency stabilization modules.

NASA and JPL 50th Anniversary Commemorative Coin Act - Directs the Secretary of the Treasury, in commemoration of the 50th anniversary of the establishment of the National Aeronautics and Space Administration (NASA) and the Jet Propulsion Laboratory (JPL), to mint and issue $50 gold and $1 silver coins emblematic of the 50 years of exemplary and unparalleled achievements of NASA and JPL. Requires all such coin sales to include a surcharge of $50 per $50 coin, and of $10 per $1 coin. Requires distribution of the first $4 million to the NASA Family Assistance Fund for financial assistance to the families of NASA personnel who die as a result of injuries suffered in the performance of their official duties. Requires distribution of: (1) one-half of the next $1 million of the remaining amounts to the Dr. Ronald E. McNair Educational (D.R.E.M.E.) Science Literacy Foundation and the Dorothy Jemison Foundation for Excellence; and (2) the remainder to the Secretary of the Smithsonian Institution for the preservation, maintenance, and display of space artifacts at the National Air and Space Museum (including the Steven F. Udvar-Hazy Center). Authorizes the Secretary to strike and sell bronze duplicates of the $50 gold coins.

United Nations Transparency, Accountability, and Reform Act of 2007 - Sets forth U.S. policy with respect to: (1) shifting the funding mechanism for the regular budget of the United Nations from an assessed to a voluntary basis; (2) reform of U.N. peacekeeping operations; and (3) Security Council expansion. Withholds nonvoluntary U.S. contributions to the regular budget of the United Nations: (1) unless the Secretary of State certifies to the appropriate congressional committees that 80% of the the total regular budget of the United Nations is apportioned on a voluntary basis; and (2) to a U.N. human rights treaty monitoring body or committee that was established by a convention or a covenant to which the United States is not party. Establishes the Office of the United States Inspector General for Contributions to the United Nations System. Prohibits the obligation or expenditure of a U.S. contribution to any U.N. entity unless the entity has provided the Inspector General with a transparency certification and is in compliance with such certification. Directs the Secretary to audit and report to the appropriate congressional committees respecting duplicative entities and efforts related to Israeli-Palestinian issues. Withholds funds for such entities until any report recommendations are implemented. Directs the President to use U.S. influence at the United Nations with respect to: (1) publication of all U.N. subsidiary bodies and their functions, budgets, staff, and contributions; (2) employee, agency, and funding financial disclosure; (3) waiver of immunity; (4) adoption of a definition of terrorism and a comprehensive convention on terrorism; (5) anti-Semitism at the United Nations; and (6) Israel's inclusion in the Western European and Others Group. Directs the President to use U.S. influence at the International Atomic Energy Agency (IAEA) to: (1) establish an Office of Compliance in the Secretariat of the IAEA; and (2) prohibit Iran's access to nuclear material, technology, equipment, or assistance until the IAEA determines that Iran is providing full access to IAEA inspectors and has permanently ceased and dismantled all nuclear-enrichment and reprocessing activities. Directs the Secretary to report to the appropriate congressional committees regarding U.N. reforms and personnel. Limits annual U.S. contributions to the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA). Withholds U.S. contributions to the United Nations Human Rights Council until the Secretary certifies to Congress that the Council does not include a member state: (1) subject to Security Council sanctions; (2) under a Security Council-mandated investigation for human rights abuses; (3) subject, within the prior five years, to a country-specific resolution passed by the former U.N. Human Rights Commission; (4) which the Secretary has determined is a government that has repeatedly provided support for acts of international terrorism; or (5) which the President has designated as a country of particular concern for religious freedom.

Expresses the sense of the House of Representatives that: (1) the United States strongly supports the new power-sharing government in Northern Ireland; (2) political leaders of Northern Ireland, Prime Minister Tony Blair, and Taoiseach Bertie Ahern should be commended for acting in the best interest of the people of Northern Ireland by forming this government; (3) May 8, 2007, will be remembered as an historic day and an important milestone in cementing peace and unity for Northern Ireland and an example for nations around the world plagued by internal conflict; and (4) the United States stands ready to support this new government and to work with the people of Northern Ireland as they achieve their goal of lasting peace.

Defend the American Dream Act of 2007 - Amends the Immigration and Nationality Act to require employers of H-1B (specialty occupations) nonimmigrants to use one of three specified methods (whichever results in the highest wages) to determine wages for purposes of required wage attestations. Requires such employers who previously employed one or more H-1B nonimmigrants to submit with their labor condition application (LCA) a copy of the W-2 Wage and Tax Statement filed with respect to those nonimmigrants. Extends to 180 days the period during which certain H-1B employers must show nondisplacement of U.S. workers. Requires such employers to actively engage in recruitment efforts. Prohibits such employers from outsourcing or otherwise contracting for the placement of an H-1B nonimmigrant with another employer, regardless of whether the other employer is H-1B dependent employer. Revises H-1B employer requirements with respect to: (1) job advertising on a free Department of Labor website (as required under this Act); (2) information sharing; (3) prohibiting H-1B-exclusive employment advertising; and (4) prohibiting an employer of not less than 50 employees in the United States from having more than 50% H-1B nonimmigrant employees. Eliminates the exemption from H-1B numerical admission limitations for certain aliens with a US master's or higher degree. Revises the H-1B definition of "specialty occupation." Requires the Secretary of Labor to be responsible for investigations of wage complaints and allegations of fraud in the filing of LCAs. Increases monetary penalties for LCA violations. Applies the nondisplacement requirement to all H-1B employers. Provides H-1B alien whistleblower protections.

Recalls the essential role that transparency and the free flow of information play in creating democratic institutions and civil society. Recognizes the vital contribution made by independent journalists in Russia in bringing transparency and a free flow of information to readers after decades of Communist censorship and repression. Notes the disturbing trend of murders of independent journalists in Russia over the last decade. Encourages the President of the United States to offer Russian President Vladimir Putin and other officials of the Russian government law enforcement investigative assistance to help identify and bring to justice those responsible for the many unsolved murders of journalists in Russia.

Calls upon the government of the People's Republic of China (PRC) to condemn the atrocities taking place in Darfur, Sudan, and end military and economic assistance to the government of Sudan until Sudan stops civilian attacks and engages in peace negotiations. Recognizes the close relationship between the PRC and Sudan and urges the PRC to use its political, international, and economic influence to stop the violence in Darfur, Sudan. Recognizes that the spirit of the Olympics, which is to bring together nations and people from all over the world in peace, is incompatible with actions supporting acts of genocide.

Directs the Secretary of Veterans Affairs to establish a process for determining whether a geographic area is sufficiently served by the national cemeteries located in that area, taking into account, among other things: (1) the number of veterans living in the area; and (2) the average distance a resident of the area must travel to reach the nearest national cemetery. Requires the Secretary, in case of an area with insufficient land to establish a cemetery, to consider alternatives such as establishing a mausoleum.

Marine Renewable Energy Research and Development Act of 2007 - Instructs the Secretary of Energy to support programs of research, development, demonstration, and commercial application to expand the use of marine renewable energy production from marine renewable energy technology systems, including programs regarding: (1) existing marine renewable energy extraction technologies; and (2) advanced marine renewable energy systems and technologies. Instructs the Secretary to award grants to institutions of higher education (or consortia thereof) for the establishment of National Marine Renewable Energy Research, Development, and Demonstration Centers.

Syria Accountability and Liberation Act - States that U.S. sanctions, controls, and regulations relating to Syria shall remain in effect until the President certifies that Syria has ceased support for terrorism, has dismantled biological, chemical, or nuclear weapons programs and has committed to combat their proliferation, respects the boundaries and sovereignty of all neighboring countries, and upholds human rights and civil liberties. Imposes specified trade, assistance, and military sanctions, as appropriate, on persons or countries that transfer goods or technology so as to contribute to Syria's biological, chemical, nuclear, or advanced conventional weapons programs. Imposes specified sanctions aimed at Syria's energy sector. Sets forth diplomatic measures intended to isolate the government of Syria. Directs the President to provide assistance to support a democratic transition in Syria. Authorizes appropriations.

Mother's Day Centennial Commemorative Coin Act - Instructs the Secretary of the Treasury to mint and issue not more than 400,000 $1 coins emblematic of the 100th anniversary of President Wilson's proclamation designating the second Sunday in May as Mother's Day. Authorizes the Secretary to issue such coins beginning January 1, 2014, except that the Secretary may initiate sales of such coins, without issuance, before such date. Terminates such minting authority after December 31, 2014. Requires coin sales to include a $10 surcharge per coin, with distribution of such surcharges to the Susan G. Komen for the Cure and the National Osteoporosis Foundation for the purpose of furthering research.

Ethiopia Freedom, Democracy, and Human Rights Advancement Act of 2007 - States that is U.S. policy to: (1) support human rights, democracy, independence of the judiciary, freedom of the press, peacekeeping capacity building, and economic development in the Federal Democratic Republic of Ethiopia; (2) collaborate with Ethiopia in the Global War on Terror; (3) seek the release of all political prisoners and prisoners of conscience in Ethiopia; (4) foster stability, democracy, and economic development in the region; and (5) strengthen U.S.-Ethiopian relations. Directs the Secretary of State to take specified actions to support human rights and democratization in Ethiopia. Prohibits until the President makes specified congressional certifications: (1) security assistance to Ethiopia, with exceptions for peacekeeping or counter-terrorism assistance; and (2) U.S. entry of any Ethiopian official involved in giving orders to use lethal force against peaceful demonstrators or accused of gross human rights violations, government security personnel involved in specified shootings of demonstrators, and Ethiopian civilians involved in specified killings of Ethiopian policemen. Directs the President to provide assistance for the rehabilitation of Ethiopian torture victims. Expresses the sense of Congress that the U.S. government should: (1) encourage the government of Ethiopia to enter into discussions with the Oromo Liberation Front to bring them into full participation in Ethiopia's political and economic affairs; and (2) provide necessary assistance to help achieve such goal. Directs the President to provide Ethiopia with: (1) economic policy assistance; (2) financing for U.S.-Ethiopian commercial ventures; and (3) resource policy assistance.

Health Freedom Protection Act - Amends the Federal Food, Drug, and Cosmetic Act (FFDCA) to provide that a food or dietary supplement is not a drug solely because the label or labeling contains a claim to cure, mitigate, treat, or prevent disease. Prohibits the Secretary of Health and Human Services from: (1) restricting the reprinting and distribution or sale of any U.S. government publication or any accurate quotations of such a publication, including content concerning nutrients and disease treatment or prevention; or (2) construing the distribution or sale of, or accurate quotation from, such a publication in connection with the sale of a food or dietary supplement as evidence of an intent to sell that food or dietary supplement as a drug. Requires the Secretary to allow claims on food or nutrient labeling that characterize the relationship of a nutrient to the cure, mitigation, treatment, or prevention of a disease (with no more than a three-sentence disclaimer) unless the Secretary proves by clear and convincing evidence that: (1) there is no scientific evidence that supports the claim; and (2) the claim is inherently misleading and incapable of being rendered nonmisleading through the addition of a disclaimer. Authorizes the use of specified health claims on the label of all foods and dietary supplements, including claims related to saw palmetto, omega-3 fatty acids, glucosamine, and calcium. Allows a statement for a dietary supplement to include words that are recognized as signs or symptoms of disease so long as the statement does not include the name of a specific disease. Amends the Federal Trade Commission Act to exempt from being regulated as advertising: (1) government publications exempted from reprinting or distribution restrictions under FFDCA; or (2) accurate summaries of scientific publications. Places the burden of proof that an advertisement for a dietary supplement or ingredient is false and misleading on the Federal Trade Commission.

Family Budget Protection Act of 2007 - Amends the Congressional Budget Act of 1974 (CBA) to eliminate the May 15 deadline for consideration of annual appropriations measures. Requires annual joint (currently, concurrent) budget resolutions signed by the President. Provides for an amendment to change the statutory limit on the public debt. Requires consideration of budget-related legislation before the budget resolution becomes law. Provides for establishment of a reserve fund for emergencies. Prescribes requirements for biennial budget resolutions, appropriations Acts, and government strategic and performance plans instead of annual ones if the President and Congress so agree. Provides spending caps on the growth of entitlements and mandatory budget outlays. Exempts certain Social Security benefits, Tier 1 railroad retirement benefits, and Medicare benefits from required reductions under the Balanced Budget and Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act), along with specified government accounts and activities. Provides other exceptions, limitations, and special rules with respect to sequestration exemptions. Directs the Chairman of the House and Senate Committees on the Budget each to maintain a Budget Protection Mandatory Account and a Budget Protection Discretionary Account. Amends the CBA to require: (1) an analysis of long-term unfunded obligations in the President's budget submission; and (2) long-term unfunded obligation analyses by the Congressional Budget Office (CBO). Makes it out of order to consider legislation which, if enacted, would increase the long-term unfunded obligation under title II (Old Age, Survivors and Disability Insurance (OASDI)) of the Social Security Act, as defined in the CBA. Freezes at current levels spending authority for each unearned entitlement and high-cost discretionary spending program unless such spending authority is reauthorized after the enactment of this Act. Amends the Congressional Budget and Impoundment Control Act of 1974 to authorize the President to propose the cancellation (line item veto) of any dollar amount of discretionary budget authority, item of direct spending, limited tariff benefit, or targeted tax benefit. Dedicates any cancellation only to deficit reduction or increase of a surplus. Expresses the sense of Congress on abuse of proposed cancellations. Amends Rule XIII (Calendars and Committee Reports) of the Rules of the House of Representatives to require that bills always be considered under open rules. Establishes the Commission to Eliminate Waste, Fraud, and Abuse. Provides for accrual funding of: (1) the Civil Service Retirement and Disability Fund; (2) the Central Intelligence Agency Retirement and Disability System; and (3) the Foreign Service Retirement and Disability System. Establishes in the Treasury: (1) the Public Health Service Commissioned Corps Retirement Fund; (2) the National Oceanic and Atmospheric Administration Commissioned Officer Corps Retirement Fund; and (3) the Coast Guard Military Retirement Fund. Changes the name of the Department of Defense Medicare-Eligible Retiree Health Care Fund to Uniformed Services Health Care Fund (thus, providing health care programs for all uniformed service retirees, under certain conditions). (Currently, such programs are for Department of Defense Medicare-eligible beneficiaries.) Makes it out of order in the House to consider any legislation unless: (1) the required list of congressional earmarks, limited tax and tariff benefits, and the name of the requesting Member is also set forth in the text of the measure; and (2) such list is made publicly available on the Internet in a searchable format at least 48 hours before a measure's consideration. Decreases the limit on the public debt from $6.4 trillion to $4.393 trillion. Repeals Rule XXVII (the Gephardt Rule, relating to mandatory adjustment of the statutory limit on the public debt to conform to a budget resolution). Amends the CBA to require the President's budget submission to Congress to be based upon the risk-assumed cost of federal insurance programs for accrual budgeting purposes. Prohibits consideration of extraneous appropriations in omnibus appropriations measures.

Expresses the sense of Congress that: (1) restrictions on U.S. visits by high-level elected and appointed officials of Taiwan, including the President of Taiwan, should be lifted; (2) the United States should allow direct Cabinet level exchanges in order to strengthen a policy dialogue with Taiwan; and (3) it is in the U.S. national interest to strengthen links with the democratically-elected government of Taiwan and demonstrate stronger support for democracy in the Asia-Pacific region.

Marine and Hydrokinetic Renewable Energy Promotion Act - Directs the Secretary of Energy to establish: (1) a marine and hydrokinetic renewable energy research program; and (2) an Adaptive Management and Environmental Fund to lend funds to approved applicants to cover the costs of projects that produce marine and hydrokinetic renewable energy. Instructs the Secretary of Commerce and the Secretary of the Interior to prepare jointly programmatic environmental impact statements regarding the impacts of the deployment of marine and hydrokinetic renewable energy technologies in U.S. navigable waters. Amends the Internal Revenue Code to allow: (1) a tax credit for electricity produced from marine and hydrokinetic renewable energy; and (2) an investment credit and five-year depreciation for equipment which produces electricity from marine and hydrokinetic renewable energy.

Civil Rights Act of 1964 Commemorative Coin Act - Requires the Secretary of the Treasury to mint and issue, during 2014, up to 350,000 one-dollar coins designed to be emblematic of the enactment of the Civil Rights Act of 1964 and its contribution to civil rights in America. Requires sales to include a $10 surcharge per coin, which shall be paid to the United Negro College Fund.

Birthright Citizenship Act of 2007 - Amends the Immigration and Nationality Act to consider a person born in the United States "subject to the jurisdiction" of the United States for citizenship at birth purposes if the person is born in the United States of parents, one of whom is: (1) a U.S. citizen or national; (2) a lawful permanent resident alien whose residence is in the United States; or (3) an alien performing active service in the armed forces.

Repeals certain provisions which require the offset of amounts paid in dependency and indemnity compensation from Survivor Benefit Plan (SBP) annuities for the surviving spouses of former military personnel who are entitled to military retired pay or would be entitled to such pay except for being under 60 years of age. Prohibits recoupment by the Secretary of Defense of certain amounts previously paid to SBP recipients in the form of a retired pay refund. Repeals the optional authority of (and instead requires) the Secretary of the military department concerned to pay an annuity to a member's dependent children when there is no eligible surviving spouse. Directs the Secretary concerned to restore annuity eligibility to a surviving spouse who earlier agreed to transfer such eligibility to a surviving child or children of a member. Changes to October 1, 2007 (previously October 1, 2008) the effective date for paid-up coverage provisions under the SBP and the Retired Serviceman's Family Protection Plan.

Expresses the sense of the House of Representatives that the United States should: (1) support Kosovo's independence in accordance with its currently constituted borders; (2) in the absence of timely action by the U.N. Security Council, be prepared to act in conjunction with like-minded democracies to confer diplomatic recognition on Kosovo's independence; and (3) support Kosovo's integration into international and Euro-Atlantic institutions, including admission to the Partnership for Peace program of the North Atlantic Treaty Organization (NATO), with the ultimate goal of full NATO membership. Expresses the sense of the House of Representatives that: (1) the government of Kosovo should ensure the full political and economic rights of Serb and other minority communities in Kosovo; and (2) develop a cooperative relationship with the government of Serbia in recognition of Serbia's legitimate interests in the safety of the Serb population in Kosovo and in the preservation of the patrimonial sites of the Serbian Orthodox Church in Kosovo. Expresses the sense of the House of Representatives that the government of Serbia should focus its energies toward achieving a prosperous and peaceful future through regional cooperation and integration into Euro-Atlantic institutions, including NATO and the European Union (EU), and toward the establishment of constructive relations with the government of Kosovo.

Holocaust Insurance Accountability Act of 2007 - Amends federal law governing the National Archives and Records Administration to direct the Archivist of the United States to: (1) establish a collection of records known as the Holocaust Insurance Registry, consisting of specified information provided under the Holocaust Victims Insurance Relief Act of 2007; and (2) make it accessible to the public. Requires the Secretary of State to seek agreements with European countries to make information on covered policies available to the Registry. Requires: (1) insurers to file certain disclosures of Holocaust-Era policies with the Secretary of Commerce; and (2) the Secretary to provide them to the Archivist. Subjects insurer noncompliance to a civil penalty. Requires the Secretary to notify each state's commissioner of insurance of the identity of each noncompliant insurer. States that this Act does not preempt state holocaust insurance statutes. Establishes a federal cause of action for treble damages for any claim against insurer or related company arising out of or related to an insurance policy: (1) in effect at any time between January 30, 1933, and December 31, 1945; and (2) issued to a policyholder domiciled in any area that was occupied or controlled by Nazi Germany or by any ally or sympathizer of Nazi Germany.

Clay Moore Kidnaping Prevention Act of 2007 - Amends the federal criminal code to impose a mandatory minimum prison sentence of 30 years on illegal aliens who kidnap individuals under age 18.

Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to make arrangements for the posthumous presentation, on behalf of Congress, of a single gold medal of appropriate design in honor of the passengers and crew members, collectively, on board United Airlines Flight 93 in recognition of their heroic service to the Nation. Requires the gold medal, after such award, to be given to the Flight 93 National Memorial located in Stonycreek Township, Somerset County, in Pennsylvania, to be displayed as appropriate and made available for research.

Authorizes the Administrator of the National Oceanic and Atmospheric Administration (NOAA) to establish a Science and Technology Scholarship Program to award scholarships to students at institutions of higher education to recruit and prepare them for careers in the National Weather Service and in NOAA marine research, atmospheric research, and satellite programs. Sets forth provisions governing such Program.

Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to make appropriate arrangements for the posthumous presentation, on behalf of Congress, of a gold medal in recognition of Constantino Brumidi's contributions to the Nation as a designer and decorator of the U.S. Capitol. Requires the Architect of the Capitol to arrange for the gold medal to be displayed in the Capitol Visitor Center as part of an exhibit honoring Constantino Brumidi.

Military Surviving Spouses Equity Act - Repeals, as of the later of October 1, 2007, or the date of enactment of this Act, certain provisions which require the offset of amounts paid in dependency and indemnity compensation from Survivor Benefit Plan (SBP) annuities for the surviving spouses of former military personnel who are entitled to military pay or who would be entitled to retired pay except for being under 60 years of age. Provides for the recoupment of certain amounts previously paid to SBP recipients in the form of a retired pay refund. Authorizes the Secretary of Defense to waive the recoupment requirement in certain cases. Repeals the optional authority of (and instead requires) the Secretary of the military department concerned to pay an annuity to a member's dependent children when there is no eligible surviving spouse. Directs the Secretary to restore annuity eligibility to a surviving spouse who earlier agreed to transfer such eligibility to a surviving child or children of a member.

Academic Partnerships Lead Us to Success Act or the A PLUS Act - Allows each state to submit to the Secretary of Education a declaration of intent, applicable for up to five years, permitting it to receive federal funds on a consolidated basis that would otherwise be directed toward specific programs furthering the stated purpose of title I (Improving the Academic Achievement of the Disadvantaged) of the Elementary and Secondary Education Act of 1965. Requires each declaration to be formulated by a combination of specified State Authorizing Officials or by referendum, and list the programs for which consolidated funding is requested. Allows states to use such funds for any educational purpose permitted by state law, but requires states to make certain assurances that they will use fiscal control and fund accounting procedures, abide by federal civil rights laws, and advance educational opportunities for the disadvantaged. Allows states to amend their declarations. Requires each declaration state to: (1) inform the public of its student achievement assessment system and annually report on student progress toward the state's proficiency standards, disaggregating performance data by specified student groups; and (2) keep aggregate spending on elementary and secondary education at no less than 90% of such spending for the school year coinciding with this Act's enactment. Limits administrative expenses. Requires consolidated funds to be distributed in a manner that allows for the equitable, as determined by each state, participation of private schools.

Credit Union Regulatory Improvements Act of 2007 - Amends the Federal Credit Union Act to reduce the minimum net worth ratio requirements of credit unions. Revises the minimum risk-based net ratio for such capitalizations. Transfers from the federal banking agencies to the Federal Deposit Insurance Corporation (FDIC) the authority to adjust the net worth levels of credit unions. Instructs the National Credit Union Administration Board (Board) to design the risk-based net worth requirement to take account of material risks to insured credit unions that are taken account of by comparable standards applicable to FDIC-insured institutions. Establishes a temporary waiver of the net worth restoration plan requirement for an undercapitalized credit union which attains its status due to a major natural or man-made disaster. Revamps requirements for limits and restrictions on member business loans. Authorizes credit unions to lease to any business enterprise separate and clearly distinct space in credit union office buildings in underserved areas. Authorizes the Board, in specified circumstances, to encompass within credit union membership any person or organization within an underserved local community, neighborhood, or rural district. Permits a credit union to invest in securities for its own account. Increases the investment and lending limit in credit union service organizations. Exempts certain voluntary mergers involving multiple common-bond credit unions from the numerical limit for eligibility within the field of membership category of a credit union. Directs the Board to prescribe criteria for continued membership of certain member groups in the case of certain credit union conversions to a community charter. Includes just cause as grounds for expulsion from membership. Authorizes term limits for board members of federal credit unions. Revises voting requirements for credit union conversions to mutual savings banks. Amends the Clayton Act to exempt from its pre-merger notification and waiting period requirements any mergers of one insured credit union activities with another which require agency approval under the Federal Credit Union Act.

Medicare Patient Access to Physical Therapists Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to authorize qualified physical therapists to provide services for Medicare beneficiaries without the requirement of a physician referral. Provides for treatment of outpatient speech-language pathology services separately from outpatient physical therapy services.

Condemns the arbitrary arrests of Father Nguyen Van Ly, Nguyen Van Dai, and Le Thi Cong Nhan by the government of the Socialist Republic of Vietnam and calls for their immediate release, as well as the immediate release of all other political and religious prisoners. Condemns the violations of the freedoms of speech, religion, movement, association, and the lack of due process in Vietnam. Challenges Vietnam's qualifications to be a member of the U.N. Security Council unless the government of Vietnam begins to respect human rights and fundamental freedoms. Urges the government of Vietnam to consider the implications of its actions for the broader U.S.-Vietnam relationship. Expresses the sense of the House of Representatives that the United States should: (1) make a top concern the immediate release, legal status, and humanitarian needs of Father Nguyen Van Ly, Nguyen Van Dai, and Le Thi Cong Nhan, and use funds from the Human Rights Defenders Fund to assist with their legal defense and the needs of their families; (2) urge the government of Vietnam to comply with international standards for basic freedoms and human rights; (3) make clear to the government of Vietnam that it must adhere to the rule of law and respect the freedom of religion and expression in order to broaden its relations with the United States; (4) re-impose on Vietnam the country of particular concern designation if Vietnam harasses, detains, and arrests religious leaders and religious-motivated rights defenders and activists; and (5) initiate new foreign assistance programs to advance the capacity and networking abilities of Vietnamese civil society.

Amends the Servicemembers Civil Relief Act to allow a military reservist who is ordered to active duty for a period of more than 90 days: (1) an exemption during the period of active duty from payment of rent on a primary residence occupied by such member or dependents; and (2) a deferral of mortgage payments on a principal residence. Amends the Internal Revenue Code to allow lessors of military reservists granted an exemption from rent payments under this Act a refundable tax credit for the exempted lease amounts.
