Establishes the Victims of Terrorism Memorial Advisory Board and authorizes it to establish a memorial to victims who died as a result of terrorist attacks against the United States or its people, at home or abroad, except those individuals identified by the Attorney General as participating or conspiring in terrorist-related activities.

Amends Federal patent law to require the Director of the Patent and Trademark Office to adjust fees charged by the Office so that the fees collected in any fiscal year will equal, to the greatest extent practicable, the amount appropriated to the Office for that fiscal year.

Fair Disbursement of Offshore Oil Revenue Act of 2003 - Establishes the Coastal Communities Outer Continental Shelf Receipt Fund as an interest-bearing account in the Treasury. Instructs the Secretary of the Treasury to pay into the Fund all revenues attributable to an Outer Continental Shelf lease, any part of which is within 200 geographical miles of the coast line. Directs the Secretary to pay each coastal State and its coastal counties, respectively, one-half of the revenues and any interest earned on them attributable to the State for the fiscal year most recently completed. Preconditions such disposition of funds upon annual enactment by each coastal State and coastal county of the legislation necessary to provide State and local permits for the onshore facilities needed to support offshore oil or gas development or production in the pertinent adjacent area. Declares that if a State or county fails to enact such legislation, the funds attributable to it shall not be disbursed, and the Secretary shall take that failure into consideration before offering any additional leases for sale in the offshore area adjacent to that State or county.

Employee Ownership Act of 2003 - Declares the policy of the United States that, by the year 2010, 30 percent of all U.S. corporations shall be owned and controlled by their employees. Amends the Internal Revenue Code to provide for tax-exempt employee-owned and employee-controlled corporation (EOECC) trusts whose primary assets consist of the employer securities of an EOECC. Declares that: (1) there shall be no tax on the corporate income of an EOECC; and (2) the gross income of an employee owner shall not include any proceeds from the qualified sale of EOECC securities. Exempts from inclusion in gross income of property transferred in connection with performance of services any transfer (in lieu of compensation) of EOECC securities during the three years following a corporation's election to become an EOECC. Mandates nonrecognition of gain in the case of the sale or transfer of EOECC securities to an EOECC trust. Establishes a credit against the estate tax for the amount of EOECC securities considered to have been acquired from or to have passed from a decedent to an EOECC trust. Directs the Comptroller General to study and report to Congress on Federal regulations and policies affecting EOECCs. Directs the President to establish a Presidential Commission on Employee Ownership to study and report on all issues that affect ownership of businesses in the United States, with a primary focus on the issues that affect employee ownership of such businesses.

Medicare Patient Access to Physical Therapists Act of 2003 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to authorize qualified physical therapists to provide services for Medicare beneficiaries without the requirement of a physician referral. Provides for treatment of outpatient speech-language pathology services separately from outpatient physical therapy services.

Full Expensing for Economic Growth Act of 2003 - Amends the Internal Revenue Code with respect to the special first-year allowance for certain property acquired after September 10, 2001 and before September 11, 2004, to increase such allowance to 100 percent for 18 months from the date of enactment of this Act, if there was no written binding contract in effect before such date, for: (1) the acquisition of such property; or (2) in the case of property manufactured, constructed, or produced for the taxpayer's own use, for the manufacture, construction, or production of such property.

Calls upon: (1) the executive branch of the U.S. Government and the international community to intervene immediately in the conflict in Burma and to protect and assist the refugees along the Thai-Burma border and the internally displaced persons within Burma; (2) the Government of Thailand to allow the United Nations High Commissioner for Refugees to establish a permanent presence to assist the refugees; (3) the international community to place human rights monitors and peacekeepers inside Burma immediately in order to end the ethnic cleansing campaign of the State Peace and Development Council (SPDC) and to prosecute the military dictatorship of Burma on charges of genocide and as perpetrators of grave crimes against humanity; (4) the SPDC to allow the establishment of the democratically elected Government of Burma from the 1990 election led by Aung San Suu Kyi and the National League for Democracy and to release unconditionally all political prisoners, and make appropriate reparations to victims of rape and forced labor, in Burma; (5) the international community to destroy SPDC's military capability by eliminating its capacity to produce illicit drugs that supply the funds for it to procure arms and munitions to support its war against the Burmese people; and (6) the international community and people of all faiths and ethnic backgrounds to join together with the Burmese people for the Global Day of Prayer for Burma.

ADA Notification Act - Amends the Americans with Disabilities Act of 1990 to deny jurisdiction to a court in a civil action for remedies unless the complainant has implemented specified notification procedures that include opportunity for correction of the alleged violation. States that, if a complainant fails to provide such an opportunity, the court: (1) shall impose an appropriate sanction upon the attorneys involved (notwithstanding the court's lack of jurisdiction to proceed with the action); and (2) may not allow plaintiff's attorneys' fees or costs (including litigation expenses) even if the notification criteria are subsequently met and the civil action proceeds.

Health Care for Filipino World War II Veterans Act - Requires (current law authorizes) the Secretary of Veterans Affairs to furnish hospital and nursing home care and medical services to any individual who is a Commonwealth Army veteran or new Philippine Scout (current law) and who is: (1) residing in the United States; and (2) a U.S. citizen or alien lawfully admitted for permanent residence. Provides a rate of payment equal to the rate provided for active-service veterans and their survivors for: (1) dependency and indemnity compensation for the survivors of Commonwealth Army veterans or new Philippine Scouts; and (2) veterans' disability compensation for new Philippine Scouts residing in the United States. Provides national cemetery burial benefits for new Philippine Scouts.

Designates the Guam South Elementary/Middle School of the Department of Defense Domestic Dependents Elementary and Secondary Schools System in Apra Heights, Guam, as the "Commander William `Willie' McCool Elementary/Middle School," in honor of William C. McCool, who was a commander in the U.S. Navy and pilot of the Space Shuttle Columbia when it was tragically lost on February 1, 2003.

Filipino Veterans Equity Act of 2003 - Deems certain service performed before July 1, 1946, in the organized military forces of the Philippines and the Philippine Scouts as active military service for purposes of eligibility for veterans' benefits through the Department of Veterans Affairs. Repeals certain provisions discounting such service as qualifying service.

Identification Integrity Act of 2003 - Prohibits a Federal employee from accepting from individuals for purposes of establishing their identity a form of identification issued by a foreign government, except for a passport that is accepted for such purpose on the date of enactment of this Act.

Fair Care for the Uninsured Act of 2003 - Amends the Internal Revenue Code to allow an individual a tax credit in an amount equal to the amount paid for qualified health insurance, subject to stated limitations. Directs the Secretary of the Treasury to make payments to the provider of an individual's qualified health insurance equal to such individual's qualified health insurance credit advance amount (the Secretary's estimate of the amount of credit allowable) with respect to such provider. Requires each health insurer, health maintenance organization, and health service organization to participate in a health insurance safety net which shall assure the availability of health insurance to uninsurable individuals. Funds such safety nets through assessments against such insurers and organizations. Permits such insurers and organizations to add the costs of such assessments to the costs of its insurance or coverage. Amends the Public Health Service Act to allow health benefits coverage through individual membership associations (IMAs). Sets forth IMA requirements, including that the IMA be an organization operated under the direction of an association and that IMA health benefits coverage only be provided through contracts with health insurance issuers. Requires IMAs to include a minimum of two health insurance coverage options.

Authorizes the Ukrainian Congress Committee of America to establish a memorial on Federal land in the District of Columbia to honor the victims of the Ukrainian famine-genocide of 1932-1933. Prohibits the U.S. Government from paying any expense for the establishment of the memorial or its maintenance.

Condemns the selection of Libya to chair the United Nations Commission on Human Rights. Commends the President and the Administration and those countries which joined the United States for objecting to Libya's selection. Expresses dismay at the European Union common position of abstention on the critical vote over Libya's chairmanship. Promises to hold accountable countries who voted in favor of Libya's chairmanship. Calls on countries at various stages of democratization to demonstrate their commitment to human rights, democracy, peace and security, and support efforts to reform the Commission. Calls on the President to instruct the Secretary of State to consult with the appropriate congressional committees regarding the U.S. priorities and strategy for the 59th session of the Commission and strategy and proposals for its reform. Requests the President to object to the continued suspension of sanctions against Libya and call for their full reinstatement until Libya: (1) publicly accepts responsibility for the Pan Am Flight 103 bombing; (2) provides appropriate compensation to the victims; and (3) is in full compliance with all UN sanctions imposed as a result of Libya's orchestration of the Pan Am 103 terrorist attack. Calls on the Secretary of State to engage member countries to support U.S. efforts to ensure that states that are gross violators of human rights, sponsors of terrorist activities, or subject to UN sanctions will not be elected to leadership positions in the UN General Assembly nor will they be elected to membership or leadership positions on the UN Commission on Human Rights, the UN Security Council, or any other UN entity or affiliated agency.

Repeals the Military Selective Service Act. Prohibits the Office of Selective Service Records from being reestablished upon such repeal. Transfers the assets, property, and records held by the Selective Service System (SSS), as well as unexpended balances, to the Administrator of General Services. Requires the Director of the Office of Personnel Management to assist officers and employees of the SSS to transfer to other positions in the executive branch. Prohibits any person from being denied a right, privilege, benefit, or employment position under Federal law on the grounds that the person failed to register under the Military Selective Service Act before its repeal.

Prohibits any Federal entity, in providing a Federal public benefit or service, from accepting, recognizing, or relying on any identification document that was not issued by a Federal or State authority and that is not subject to verification by a Federal law enforcement, intelligence, or homeland security agency. Deems any Federal official, employee, contractor, or agent who takes action inconsistent with such prohibition to be acting beyond the scope of his or her authority and to be liable for such action, unless conferred immunity under the Constitution.

Amends Federal law to authorize the Secretary of State to initiate a U.S. plan to endorse and obtain observer status for Taiwan at the annual week-long summit of the World Health Assembly in May 2003 in Geneva, Switzerland, and to instruct the U.S. delegation there to implement such plan.

Amends the Internal Revenue Code to provide that, in the case of an electing individual, no gain shall be recognized on the receipt of a capital gain dividend distributed by a regulated investment company if such capital gain dividend is automatically reinvested in additional shares of the company pursuant to a dividend reinvestment plan.

Calls for the United States to: (1) support the independence of Kosova and the establishment of Kosova as a sovereign and democratic state in which human rights are respected as the only way to lasting peace and stability in the Balkans; (2) recognize the danger that delay in the resolution of Kosova's final status poses for the political and economic viability of Kosova and the future of Southeast Europe; (3) work in conjunction with the United Nations, the North Atlantic Treaty Organization, and other multilateral organizations to facilitate an orderly transition to the independence of Kosova; and (4) provide its share of assistance, trade, and other programs to support the government of an independent Kosova and to encourage the further development of democracy and a free market economic system.

Declares Executive Order 13166, "Improving Access to Services for Persons with Limited English Proficiency," to be null and void. Prohibits the use of funds for the promulgation or enforcement of an executive order that creates an entitlement to services provided in a language other than English.

Amends the Clean Air Act to allow reformulated gasoline rules of States for which a certain waiver is in effect (permitting them to enforce State motor vehicle emissions standards) to apply in an ozone nonattainment area in lieu of Environmental Protection Agency-promulgated requirements if the State rules will achieve reductions in the aggregate mass of emissions of toxic air pollutants and the aggregate mass of emissions of ozone-forming compounds at least as great as would result from application of the Federal requirements.

Child Support Enforcement Act - Amends the Internal Revenue Code (relating to the deduction for bad debts) to allow a custodial parent to claim unpaid child support payments as a deduction. Bars a delinquent debtor from filing an amended return in any subsequent year to reflect the subsequent payment of unpaid child support. Includes unpaid child support in the gross income of the delinquent debtor. Prohibits any discrepancy between the tax returns of a custodial parent and a delinquent debtor concerning whether a child support payment has been made from serving as a basis for selecting an individual's tax return for general audit.

Houses of Worship Free Speech Restoration Act - Amends the Internal Revenue Code to state that churches and other houses of worship shall not lose such designation because of the content, preparation, or presentation of any homily, sermon, teaching, dialectic, or other presentation made during religious services or gatherings. States that such provision shall not affect campaign finance laws under the Federal Election Campaign Act of 1971.

Amends the Microenterprise for Self-Reliance Act of 2000 to make as one of its purposes that in implementation of this Act at least 50 percent of all microenterprise assistance be targeted to the very poor, that is, those persons living either in the bottom 50 percent below the poverty line or on less than the equivalent of one dollar per day. Amends the Foreign Assistance Act of 1964 to authorize the President to provide assistance to increase the availability of financial services (not just credit) to microenterprise households lacking full access to credit, including through: (1) loans and guarantees to microfinance institutions to expand the availability of savings and credit to poor and low-income households; (2) training programs to enable such institutions to better meet the financial services needs of their clients; and (3) training programs to enable clients to make better use of credit, increase their financial literacy, and to better manage their enterprises to improve their quality of life. Declares that, in order to maximize the sustainable development impact of microenterprise development grant assistance authorized under the Act, the Administrator of the agency primarily responsible for administering such assistance shall establish a monitoring system that, among other things, adopts the widespread use of proven and effective poverty assessment tools to identify the poorest of the poor and ensure that they receive needed microenterprise credits, loans, and assistance. Requires the Administrator of the Agency for International Development to develop and certify no fewer than two low-cost methods for measuring the poverty levels of the current or prospective clients of microenterprise organizations for purposes of the provision of microenterprise development grant assistance.

Arctic Coastal Plain Domestic Energy Security Act of 2003 - Instructs the Secretary of the Interior to establish and implement a competitive oil and gas leasing program that will result in an environmentally sound program for the exploration, development, and production of the oil and gas resources of the Coastal Plain. Amends the Alaska National Interest Lands Conservation Act of 1980 to repeal the prohibition against production of oil and gas from the Arctic National Wildlife Refuge and any leasing or development leading to such production. States that, for purposes of the National Wildlife Refuge System Administration Act of 1966, the Coastal Plain oil and gas leasing program is compatible with the purposes for which the Arctic National Wildlife Refuge was established, and that no further findings or decisions are required to implement this determination. Authorizes the Secretary to: (1) designate a maximum total of Coastal Plain acreage as "Special Areas;" (2) permit oil and gas exploration leasing in such Areas (but prohibit surface occupancy); and (3) permit horizontal drilling technology from lease sites located outside the Special Areas. States that this Act constitutes the Secretary's sole authority to close Coastal Plain lands to oil and gas leasing and to exploration, development, and production. Prescribes procedures for: (1) lease sales; (2) grants of leases; (3) lease terms and conditions; and (4) coastal plain environmental protection. Shields rights-of-way and easements issued by the Secretary for the transportation of oil and gas across the Coastal Plain from Title XI of the Alaska National Interest Lands Conservation Act of 1980. Directs the Secretary to convey: (1) the surface estate of specified lands to the Kaktovik Inupiat Corporation; and (2) the remaining subsurface estate of specified lands to the Arctic Slope Regional Corporation. Establishes the Coastal Plain Local Government Impact Aid Assistance Fund to provide financial assistance to specified entities that are directly impacted by oil and gas production and exploration on the coastal Plain.

Death Tax Permanency Act of 2003 - Amends title IX (Compliance with Congressional Budget Act) of the Economic Growth and Tax Relief Reconciliation Act of 2001 (P.L. 107-16) to repeal the sunset provisions applicable to title V (Estate, Gift, and Generation-Skipping Transfer Taxes) of such Act. (Makes estate tax repeal permanent.) States that such amendments shall take effect as if included in section 901 of such Act.

Provides for the transfer of the U.S. Postal Service to a private corporation. Directs the President to transmit to the Congress: (1) a comprehensive plan providing for the transfer of property subject to this Act; and (2) recommendations for legislation as necessary. Establishes the Postal Privatization Commission to: (1) carry out functions relating to the issuance of securities to postal employees; and (2) consult with the President on the transfer.

Department of Veterans Affairs Claims Backlog Reduction Act of 2002 - Directs the Secretary of Veterans Affairs to: (1) identify the current backlog of veterans' claims for benefits through the Department of Veterans Affairs and to categorize those claims; and (2) identify claims that need further development and refer them to a geographically appropriate County Veterans Service Office. Allows veterans' claims to be submitted to County Veterans Service Officers (in lieu of the Department) and authorizes the Officers to fully develop such claims. Requires appropriate information sharing between the Department's Benefits Delivery Network and the Offices. Requires funding provided by this Act to be allocated to States based on their respective populations of veterans and allocates such funds to the appropriate Office. Prohibits Federal funding from exceeding 50 percent of the costs of Office operations. Allows funding to be used to establish Officer programs in States that do not have one.

Center for International Human Rights Act of 2002 - Declares that Congress finds that a private, nonprofit corporation known as the Center for International Human Rights has been established in the District of Columbia to: (1) establish programs to promote, monitor, and analyze the status of human rights throughout the world; (2) investigate allegations of human rights violations in conjunction with private and governmental organizations; (3) sponsor fellows to study international human rights issues at the Center; (4) carry out a conference series to bring together international human rights experts to discuss and disseminate information; and (5) make grants to and cooperative agreements with non-governmental organizations to promote human rights, giving priority to indigenous human rights organizations in countries the governments of which violate such rights. Authorizes the Secretary of State to make an annual grant to the Center.

Authorization for the Use of Military Force Against Iraq - Expresses support for the President's efforts to: (1) strictly enforce through the United Nations Security Council all relevant Security Council resolutions applicable to Iraq; and (2) obtain prompt and decisive action by the Security Council to ensure that Iraq abandons its strategy of delay, evasion, and noncompliance and promptly and strictly complies with all relevant Security Council resolutions. Authorizes the President to use the U.S. armed forces to: (1) defend U.S. national security against the continuing threat posed by Iraq; and (2) enforce all relevant Security Council resolutions regarding Iraq. Directs the President, prior to or as soon as possible (but no later than 48 hours) after exercising such authority, to make available to the Speaker of the House of Representatives and the President pro tempore of the Senate his determination that: (1) reliance on further diplomatic or peaceful means alone will not achieve the above purposes; and (2) acting pursuant to this resolution is consistent with the United States and other countries continuing to take necessary actions against international terrorists and terrorist organizations, including those who planned, authorized, committed, or aided the terrorist attacks of September 11, 2001. Declares that this section is intended to constitute specific statutory authorization for use of the armed forces, consistent with requirements of the War Powers Resolution. Requires the President to report to Congress at least every 60 days on matters relevant to this resolution.

Expresses the sense of Congress that the United States: (1) through the United States Agency for International Development, should work with foreign law enforcement and judicial agencies to enact legal system reforms to more effectively address the investigation and prosecution of "honor crimes" (where women around the world are killed and maimed in the name of family honor) and make resources available to local organizations to provide refuge and rehabilitation for victims of such crimes and their children; and (2) should communicate its concern over the high rate of honor-related violence toward women worldwide to the United Nations (UN) and request that the appropriate UN bodies propose actions to be taken to encourage these countries to demonstrate strong efforts to end the violence. Calls for: (1) the Department of State to include in yearly Country Reports on Human Rights Practices information relating to the incidence of "honor violence" in foreign countries, the steps taken by foreign governments to address the problem, and all relevant actions taken by the United States to reduce the incidence of such violence and to increase investigations and prosecutions of such crimes; and (2) the President and the Secretary of State to communicate directly with leaders of countries where "honor killings," dowry deaths, and related practices are endemic, to convey the Nation's concerns over these human rights violations and urge these leaders to investigate and prosecute such acts as murder.

Extends deepest sympathies to the countless innocent victims of the September 11, 2001, terrorist attacks, their families, friends, and loved ones. Honors the heroic actions of first responders, law enforcement personnel, State and local officials, volunteers, and others who aided the innocent victims. Expresses thanks and gratitude to the foreign leaders and citizens of all nations who have assisted and continue to stand in solidarity with the United States against terrorism. Remains resolved to pursue all those responsible for the terrorist attacks and their sponsors until they are discovered and punished.
