Date Certain Tax Code Replacement Act - Prohibits the imposition of any tax by the Internal Revenue Code: (1) for any taxable year beginning after December 31, 2005; and (2) in the case of any tax not imposed on the basis of a taxable year, on any taxable event or for any period after December 31, 2005. Excepts the: (1) tax on self-employment income (chapter 2 of the Code); (2) Federal Insurance Contributions Act (chapter 21 of the Code); and (3) Railroad Retirement Tax Act (chapter 22 of the Code). Establishes the National Commission on Tax Reform and Simplification to review: (1) the present structure and provisions of the Code; (2) whether the tax systems of other countries could provide more efficient and fair methods of funding government revenue requirements; (3) whether the income tax should be replaced with a tax imposed in a different manner or on a different base; and (4) whether the Code can be simplified, absent wholesale restructuring or replacement. Requires a Commission report to Congress on review results, with recommendations for Code reform and simplification. Terminates the Commission 90 days after such report. Authorizes appropriations (with interim funding). Declares that any new Federal tax system should be approved by Congress in its final form before July 4, 2005, and, if not, Congress should be required to vote to reauthorize the Code.

States' Rights to Medical Marijuana Act - Transfers marijuana from schedule I of the Controlled Substances Act to schedule II of such Act. Declares that, in a State in which marijuana may be prescribed or recommended by a physician for medical use under applicable State law, no provision of the Controlled Substances Act shall prohibit or otherwise restrict: (1) the prescription or recommendation of marijuana by a physician for medical use; (2) an individual from obtaining and using marijuana from a physician's prescription or recommendation of marijuana for medical use; or (3) a pharmacy from obtaining and holding marijuana for the prescription or recommendation of marijuana by a physician for medical use under applicable State law. Prohibits any provision of the Federal Food, Drug, and Cosmetic Act from prohibiting or restricting a State entity from producing or distributing marijuana for the purpose of its distribution for prescription or recommendation by a physician in a State in which marijuana may be prescribed by a physician for medical use.

Fair Disbursement of Offshore Oil Revenue Act of 2001 - Establishes in the Treasury the Coastal Communities Outer Continental Shelf Receipt Fund. Instructs the Secretary of the Interior to: (1) pay into the Fund certain revenues attributable to an Outer Continental Shelf lease, any part of which is within 200 geographical miles of the coast line; and (2) pay annually from the Fund to each coastal State one-half, and its coastal counties the other half, of such revenues as may be attributable to that State. Conditions receipt of such funds upon annual enactment by the affected coastal State and related coastal county of the legislation necessary to provide any permits required for onshore facilities needed to support offshore oil or gas development or production in the pertinent area. Prohibits disbursement of funds to a coastal State or county that fails to enact such legislation. Requires the Secretary to take such failure into consideration before offering additional leases for sale in the offshore area adjacent to such jurisdiction. Requires each State to use such funds for leasing and permitting administrative costs, and for environmental, natural resource, and educational projects.

Viet Nam Human Rights Act - Declares the purpose of this Act is to promote the development of freedom and democracy in Viet Nam. Establishes a Congressional-Executive Commission on Viet Nam to monitor: (1) the acts of the Government of Viet Nam which reflect compliance with or violation of human rights, in particular those contained in the International Covenant on Civil and Political Rights and in the Universal Declaration of Human Rights; (2) the rule of law in Viet Nam; and (3) the development of U.S. programs and activities and private organizations to increase the interchange of people and ideas between the United States and Viet Nam. Prohibits U.S. nonhumanitarian assistance to the Government of Viet Nam unless the President determines and certifies to Congress that the Government of Viet Nam has complied with certain human rights requirements. Directs the Secretary of the Treasury to instruct the U.S. Executive Director of specified international financial institutions to use the U.S. vote to deny multilateral nonhumanitarian assistance to Viet Nam unless the President determines and certifies to Congress that such requirements have been met. Authorizes U.S. assistance for the support of individuals and organizations to promote human rights and nonviolent democratic change in Viet Nam. Sets forth U.S. policy with respect to: (1) overcoming the jamming of Radio Free Asia by Viet Nam; (2) U.S. educational and cultural exchange programs to promote freedom and democracy in Viet Nam; and (3) the offer of refugee resettlement to Viet Nam nationals.

Authorizes another air carrier acquiring such an air carrier to use no more than two of that air carrier's slots (if from a large hub airport) at Ronald Reagan Washington National Airport between the hours of 7: 00 a.m. and 9: 59 p.m. to provide nonstop air service to and from such community. Declares that such requirements shall not apply if the Secretary awards the returned slot exemption in a fashion that preserves the nonstop service to and from Ronald Reagan Washington National Airport for the community.

Employee Ownership Act of 2001 - Declares the policy of the United States that, by the year 2010, 30 percent of all U.S. corporations shall be owned and controlled by their employees. Amends the Internal Revenue Code to provide for tax-exempt employee-owned and employee-controlled corporation (EOECC) trusts whose primary assets consist of the employer securities of an EOECC. Declares that: (1) there shall be no tax on the corporate income of an EOECC; and (2) the gross income of an employee owner shall not include any proceeds from the qualified sale of EOECC securities. Exempts from inclusion in gross income of property transferred in connection with performance of services any transfer (in lieu of compensation) of EOECC securities during the three years following a corporation's election to become an EOECC. Mandates nonrecognition of gain in the case of the sale or transfer of EOECC securities to an EOECC trust. Establishes a credit against the estate tax for the amount of EOECC securities considered to have been acquired from or to have passed from a decedent to an EOECC trust. Directs the Comptroller General to study and report to Congress on Federal regulations and policies affecting EOECCs. Directs the President to establish a Presidential Commission on Employee Ownership to study and report on all issues that affect ownership of businesses in the United States, with a primary focus on the issues that affect employee ownership of such businesses.

Commends: (1) the Royal Cambodian Government for its official policy of guaranteeing temporary asylum for Montagnards fleeing Vietnam and urges that Government to take specified measures, including providing security at sites where refugees are sheltered; (2) the officials and employees in Cambodia of the United Nations (UN) High Commissioner for Refugees and the UN Human Rights Center for their assistance to and advocacy on behalf of Montagnard asylum seekers and refugees; and (3) the Department of State for the assistance to and advocacy of Montagnard asylum seekers that have been provided by officials and employees of the U.S. Embassy in Phnom Penh. Urges the State Department to make clear to the Vietnamese Government that continued mistreatment of Montagnards and efforts to seek forcible repatriation of refugees and asylum seekers from Cambodia represent a grave threat to the normalization process between the Governments of the United States and Vietnam and a serious obstacle to any prospects for the future provision of U.S. assistance to that Government.

Expresses the sense of the House of Representatives that the President should: (1) make the release of the scholars a top priority of U.S. foreign policy with the Chinese Government; (2) make every effort to assist the scholars and their families while discussions of their release continue; (3) make it clear that the detention of U.S. citizens and permanent residents on unsubstantiated spying charges or suspicions of spying and the infliction of human rights violations upon U.S. citizens and residents, is not in the interests of the Chinese Government; and (4) send a special, high ranking representative to reiterate the deep concern of the United States regarding the continued imprisonment of the scholars and to discuss their legal status and immediate humanitarian needs.

Secret Evidence Against Lawful Aliens Repeal Act of 2001 - Amends the Immigration and Nationality Act to require the Attorney General to provide advance notice to an alien who is a lawful permanent resident or is otherwise in the United States with an unexpired visa and the presiding officer in any immigration proceeding in which classified information is intended to be used. Limits such information's use to: (1) terrorist activity deportation; or (2) opposition to an alien's admission or relief from removal upon certification that such information could not be developed from open sources and that an agency declassification request has been made. Provides: (1) for Federal district court review of classified material upon Attorney General or alien request; and (2) that the court will issue an order indicating any unclassified summary of such material that may be used in the immigration proceeding. Applies the provisions of the Classified Information Procedures Act to an immigration proceeding under district court review in the same manner as a criminal proceeding subject to such Act. Amends the Act to entitle an alien, subject to the classified information provisions of this Act, who is subject to arrest and detention for removal or deportation to: (1) non-federally provided counsel; (2) examine all evidence, present evidence, and question witnesses; (3) have a complete record of the proceeding kept; and (4) judicial review. Exempts an alien who is a lawful permanent resident or has an unexpired visa from related removal provisions. (Such provisions provide for limited hearings and use of nondisclosed information.) Provides for transitional application of information access provisions to such aliens.

National Flood Insurance Program Fairness Act - Amends the National Flood Insurance Act of 1968 to replace requirements for the notification of changes to flood insurance map panels (thus, repealing them) with new requirements for the notification and appeal of such changes. Allows a community affected by the change to appeal the change. Requires the Director of the Federal Emergency Management Agency, if an owner of real property affected by a change to panels incurs expense in connection with the services of surveyors, engineers, or similar services (but not legal services) in effecting any request to the Director to remove the property from inclusion within the base flood elevations established under panels, and granted by the Director in whole or in part, to reimburse such individual for such expense. Amends the National Flood Insurance Act of 1968 to set forth new requirements (thus, repealing the current requirement) for the publication or notification of proposed flood elevation determinations.

Sugar Program Reform Act - Amends the Agricultural Market Transition Act with respect to the sugar program to: (1) reduce sugarcane loan rates through crop year 2004; (2) revise the sugar beet loan rate; (3) eliminate nonrecourse loans; and (4) eliminate sugar price supports after crop year 2002. Amends the Agricultural Adjustment Act of 1938 to repeal sugar and crystalline fructose marketing quota and allotment provisions. Amends the Food Security Act of 1985 to direct the President, beginning after the 2000-2001 quota year, to use all available authority to ensure that U.S. market raw sugar shall be available at not more than the higher of the world sugar price or the U.S. loan rate.

Declares that any lawful conduct carried out by a manufacturer or seller in interstate or foreign commerce of a firearm or ammunition product, or lawful conduct carried out by a trade association in the course of representing such manufacturers or sellers, shall not be the basis for imposing a restriction on such commerce (the award of civil damages, equitable relief, or any other specified limitation) as a result of harm caused by the criminal or other unlawful misuse of such firearm or ammunition product by any other person.

Directs: (1) the Secretary and the State of California to develop a Governance Board for managing CALFED program operations; and (2) such Federal agencies to develop a program to achieve increased yield and environmental benefits, as well as improved water system reliability, water quality, water use efficiency, watershed management, water transfers, and levee protection. Requires the Governance Board to undertake a competitive grant program to: (1) investigate and identify opportunities for the design and construction of demonstration and permanent facilities to increase yield and improve water quality; (2) carry out design and construction of identified facilities; and (3) conduct research. Requires specific congressional authorization of new CALFED projects. Small Reclamation Water Resources Project Act of 2001 - Amends the Small Reclamation Projects Act of 1956 to: (1) provide that eligible projects shall include, but not be limited to, irrigation projects; and (2) modify loan and grant programs to establish within the Bureau of Reclamation a program for grants and loan guarantees to organizations to carry out reclamation projects, a Small Reclamation Water Resources Management Partnership Program, and a loan guarantee demonstration program.

Access to Medical Treatment Act of 2001 - Defines: (1) "danger" as an adverse reaction to an unapproved drug or medical device that used as directed causes serious harm which would not otherwise have occurred, or harm more serious than side effects for drugs or medical devices approved by the Federal Food and Drug Administration (FDA) for the same disease or condition; and (2) other terms as used in this Act, including "health care practitioner" and "unapproved drug or medical device." Allows a patient to receive, and the practitioner to provide or administer, any unapproved drug or medical device the patient or their legal representative desires, provided certain conditions are met. Sets forth circumstances under which a health care practitioner may recommend, provide, or administer an unapproved drug or medical device. Requires a practitioner who discovers that an unapproved drug or medical device creates a danger to a patient immediately to cease use and recommendation of such drug or device and provide specified information to its manufacturer and the Director of the Centers for Disease Control and Prevention. Requires the manufacturer that receives such information to: (1) immediately cease sale and distribution of the drug or device; and (2) comply with specified notification and reporting requirements. Sets forth certain investigative and reporting duties that the Director, the Secretary of Health and Human Services, and a practitioner must perform with respect to the dangerousness or effectiveness of unapproved drugs or medical devices. Sets forth a penalty for violations of this Act.
