Budget Responsibility and Efficiency Act of 2001 - Amends the Congressional Budget Act of 1974 to revise the Federal and congressional budget processes by establishing a two-year budgeting and appropriations cycle and timetable. Defines the budget biennium as the two consecutive fiscal years beginning on October 1 of any odd-numbered year. Conforms provisions of the Rules of the House of Representatives, provisions governing the President's budget, and requirements for certain strategic and performance plans and reports to the biennial framework. Provides a point of order against any measure that contains a specific authorization of appropriations unless such authorization is for each fiscal year in a biennium. Requires the President's budget submission for FY 2004 to identify budget accounts for which an appropriation should be made for each fiscal year of the FY 2004-2005 biennium. Directs congressional committees, during the 108th Congress, to work with the Comptroller General to develop plans to transition program authorizations to a multi-year schedule. Sets forth additional transition requirements. Makes this Act applicable to budget resolutions and appropriations for the biennium beginning with FY 2006.

Amends the Internal Revenue Code to repeal specified occupational taxes relating to distilled spirits, wine, and beer. Revises recordkeeping requirements for wholesale and retail liquor dealers. Makes it unlawful for any liquor dealer (except one selling beer exclusively) to purchase distilled spirits from any person other than a specified wholesale liquor dealer.

Samuel B. Moody Bataan Death March Compensation Act - Directs the Secretary of the military department concerned to pay certain compensation to individuals (or their survivors) who, as members of the armed forces during World War II: (1) were captured on the peninsula of Bataan or the island of Corregidor in the Philippines by Japanese forces; and (2) participated in and survived the Bataan Death March. Allows a survivor payment to be made only to an unremarried former spouse of such individual.

Declares Executive Order 13166, "Improving Access to Services for Persons with Limited English Proficiency," to be null and void. Prohibits the use of funds for the promulgation or enforcement of an executive order that creates an entitlement to services provided in a language other than English.

Expresses the hope that the Ukrainian Government will resolve the investigation of the disappearance and murder of Georhiy Gongadze in a serious, transparent, credible manner. Urges such Government to have a genuine dialogue with the opposition. Encourages the use of constitutional, democratic means to resolve the current crises in a manner consistent with Ukraine's commitments to the Organization for Security and Cooperation in Europe.

Innocence Protection Act of 2001 - Amends the Federal judicial code to authorize a person convicted of a Federal crime to apply to the appropriate Federal court for DNA testing to support a claim that the person did not commit: (1) the Federal crime of which the person was convicted; or (2) any other offense that a sentencing authority may have relied upon when it sentenced the person with respect to such crime. Sets forth: (1) guidelines for the court to use in ordering DNA testing; (2) post-testing procedures; (3) provisions regarding preservation of evidence; (4) criminal penalties for destroying or altering DNA evidence; and (5) provisions regarding post-conviction DNA testing in State criminal justice systems. Prohibits a State from denying an application for DNA testing made by a prisoner in State custody who is under sentence of death if specified conditions apply. Provides grants to prosecutors for DNA testing programs. Establishes the National Commission on Capital Representation. Withholds funds from States not complying with standards for capital representation. Provides for capital defense incentive grants and resource grants. Increases compensation in Federal cases, and sets forth provisions regarding compensation in State cases, where an individual is unjustly sentenced to death. Adds a certification requirement in Federal death penalty prosecutions. Expresses the sense of Congress regarding the execution of juvenile offenders and the mentally retarded.

Sudan Peace Act - Declares that Congress: (1) condemns violations of human rights on all sides of the conflict in Sudan (including the Government of Sudan), the ongoing slave trade there, the Government's use and organization of "murahalliin" (or "mujahadeen"), Popular Defense Forces (PDF), and regular Sudanese Army units into raiding and slaving parties in Bahr al Ghazal, the Nuba Mountains, Upper Nile, and Blue Nile regions, and its aerial bombardment of civilian targets; and (2) recognizes that the use of raiding and slaving parties is a tool for creating food shortages as a systematic means to destroy the societies, culture, and economies of the Dinka, Nuer, and Nuba peoples in a policy of low-intensity ethnic cleansing. Authorizes the Secretary of State to utilize Department of State personnel for the support of ongoing negotiations, and eventual implementation of a peace settlement, between the Government of Sudan and opposition forces. Expresses the sense of Congress that the United Nations (UN) should be used as a tool to facilitate peace and recovery in Sudan. Directs the President to develop a contingency plan to provide, outside UN auspices, the greatest amount of U.S. Government and privately donated relief to all affected areas in Sudan, including the Nuba Mountains, Upper Nile, and the Blue Nile regions, in the event the Government of Sudan imposes a ban on Operation Lifeline Sudan air transport relief flights.

ADA Notification Act - Amends the Americans with Disabilities Act of 1990 to deny a court jurisdiction over a civil action with respect to a place of public accommodation or a commercial facility unless: (1) before filing the complaint, the plaintiff provided to the defendant notice of the alleged violation (by registered mail or in person); (2) the notice identified the specific facts that constitute the alleged violation, including identification of the location at which, and the date on which, the violation occurred; (3) at least 90 days have elapsed after the date on which the notice was so provided; (4) the notice informed the defendant that the civil action could not be commenced until the expiration of such 90-day period; and (5) the complaint states that, as of the date on which the complaint is filed, the defendant has not corrected the alleged violation. Directs that, with respect to a civil action that does not meet the criteria: (1) the court shall impose an appropriate sanction upon the attorneys involved; and (2) if the criteria are subsequently met and the civil action proceeds, the court may not allow the plaintiff attorneys' fees or costs.

Urges such regime to: (1) stop destroying such statues; and (2) grant international organizations immediate access to Afghanistan to survey the damage and facilitate international efforts to preserve and safeguard the remaining statues.

Chiropractic Patients' Freedom of Choice Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act to provide for Medicare reimbursement for all physicians' services furnished by doctors of chiropractic within the scope of their license.

Medicare Education and Regulatory Fairness Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA) concerning: (1) prospective application only of certain regulations prescribed by the Secretary of Health and Human Services (HHS); and (2) certain requirements for judicial and regulatory challenges of regulations. Requires the Secretary, with respect to Medicare audits, except when clear and convincing evidence exists of fraud or similar fault, to give a physician, provider of services, or provider of ambulance services (physicians or providers) the option of entering into: (1) an arrangement to offset alleged overpayments against future payments; or (2) a repayment plan with its carrier or fiscal intermediary to recoup such an overpayment. Prohibits the Secretary from taking any action to recoup an overpayment or to impose a penalty during the period in which a physician or provider is appealing a determination that such an overpayment has been made or the amount of the overpayment. Prohibits carriers, absent cause, from demanding the production of records or documentation before paying a Medicare claim. Amends SSA title XI with respect to prohibited extensions of remuneration to a Medicare-eligible individual to influence a choice of provider, practitioner, or supplier. Excludes from the meaning of remuneration any waiver of copayment made in a written, mailed communication with existing patients. Amends SSA title XVIII with regard to: (1) construction of hearing rights related to decisions to deny or not renew a physician enrollment agreement; (2) the post-payment audit process; (3) definitions relating to physicians or providers; and (4) the right to appeal on behalf of deceased beneficiaries. Amends SSA title XVIII to require carriers, fiscal intermediaries, and contractors to conduct education programs (funded from the Medicare Integrity Program) for physicians and providers on billing, coding, cost reporting, and documentation regulations and procedures. Outlines provisions with regard to certain information requests from physicians and providers. Amends SSA title XVIII to provide for the inclusion of regulatory costs in the calculation of the sustainable growth rate with respect to the costs of physicians' services. Prohibits the Health Care Financing Administration (HCFA) from implementing any new evaluation and management documentation guidelines under Medicare, unless it: (1) has provided for an assessment of the proposed guidelines by organizations representing physicians; (2) has established a plan that contains specific goals, including a schedule, for improving use of such guidelines; (3) has completed a minimum of four pilot projects to test such guidelines; and (4) finds that specified objectives will be met in the implementation of such guidelines.

Expresses the sense of the House of Representatives that the Secretary of Veterans Affairs should, for the employment of physicians within the Veterans Health Administration, recognize board certifications from the American Association of Physician Specialists, Inc., to the same extent that the Secretary recognizes board certifications from the American Board of Medical Specialties and the Bureau of Osteopathic Specialists.

Duchenne Muscular Dystrophy Childhood Assistance, Research and Education Amendments of 2001, or the DMD CARE Act - Amends the Public Health Service Act to require the Director of the National Institutes of Health to: (1) expand and intensify programs of the National Institute of Neurological Disorders and Stroke, National Institute of Arthritis and Musculoskeletal and Skin Diseases, and the National Institute of Child Health and Human Development (the National Institutes) with respect to research and related activities concerning Duchenne muscular dystrophy (DMD); (2) award grants or contracts to public or nonprofit entities for at least three DMD research centers of excellence; and (3) provide for donation, collection, and preservation of tissues and genetic materials for such research. Directs the Secretary of Health and Human Services to establish a Muscular Dystrophy Coordinating Committee to coordinate all Federal DMD health programs and activities. Authorizes the Secretary, through the Centers for Disease Control and Prevention (CDC), to award grants and cooperative agreements for the collection, analysis, and reporting of DMD data. Requires the establishment through the CDC of at least three regional centers of excellence in DMD epidemiology. Directs the Secretary to establish a DMD education and information program.

Urges: (1) the President to formulate a reorganization plan to minimize or eliminate coordination and communication problems among the executive agencies that deal with issues related to domestic terrorism; (2) Congress to establish a panel to examine the adequacy of its committee structure to deal with issues related to domestic terrorism and to consider the creation of more effective structures; and (3) the President and Congress to work together to reach a mutual conclusion regarding the most effective reorganizations to address the threat of domestic terrorism.

Leonard Kravitz Jewish War Veterans Act of 2001 - Directs the Secretary of each military department to review the service records of each Jewish American veteran (World War II or later) who was awarded the Distinguished Service, Navy, or Air Force Cross, or whose name is submitted for such purpose by the Jewish American War Veterans of the United States of America, in order to determine whether such veteran should be awarded the Medal of Honor. Authorizes such Medal to be awarded upon recommendation of the Secretary concerned.

Expresses the sense of Congress that the U.S. Government should: (1) condemn the arrest of 13 and the conviction of ten Jews by Iranian authorities for spying; (2) demand that these convictions be overturned and that such individuals be released and pardoned; and (3) ensure that Iran's handling of this case is a benchmark for determining the nature of current and future U.S.-Iran relations.

Expresses the sense of Congress that the President should instruct the United States Representative to the United Nations (UN) to use all appropriate means to prevent any Taliban-led government in Afghanistan from obtaining the seat in the UN General Assembly reserved for Afghanistan as long as gross violations of internationally recognized human rights against women and girls persist. Calls for the United States to refuse to recognize any government in Afghanistan which is not taking actions to achieve the following goals: (1) the effective participation of women in all civic, economic, and social life; (2) the right of women to work; (3) the right of women and girls to an education without discrimination; (4) freedom of movement for women and girls; and (5) equal access for women and girls to health facilities and humanitarian aid.

Filipino Veterans Equity Act of 2001 - Deems certain service performed before July 1, 1946, in the organized military forces of the Philippines and the Philippine Scouts as active military service for purposes of eligibility for veterans' benefits through the Department of Veterans Affairs. Repeals certain provisions discounting such service as qualifying service.

Directs the Secretary of the Interior to: (1) purchase the Ronald Reagan Boyhood Complex in Dixon, Illinois, and related personal property; (2) designate the Complex as the Ronald Reagan Boyhood Home National Historic Site; (3) enter into a cooperative agreement with the Ronald Reagan Boyhood Home Foundation for the management, operation, and use of the Site; and (4) complete a general management plan for the Site.

Montgomery GI Bill Improvements Act of 2001 - Amends Federal basic educational assistance provisions (the Montgomery GI Bill) to authorize enhanced educational assistance to a member of the armed forces who, after September 30, 2001: (1) first enters on active duty; (2) reenlists or continues to serve on active duty; (3) serves a continuous period of active duty of four years; or (4) serves and is discharged or released for a service-connected disability, at the convenience of the Government (after serving at least 42 months of such duty), or due to a reduction in force. Limits to 36 months the period for such enhanced assistance. Requires the payment of educational expenses under such program. Provides: (1) a monthly stipend for approved programs of education; and (2) tutorial assistance. Increases the monthly rates of basic educational assistance. Repeals, with respect to such assistance: (1) a required monthly reduction in pay for individuals who do not elect to participate in such assistance program; (2) a provision authorizing individuals to elect not to receive such assistance; (3) the requirement that participants complete the requirements of a high school diploma or equivalency certificate prior to the end of their initial obligated period of service in order to be eligible to receive such assistance; and (4) provisions limiting an individual's opportunity to withdraw an election not to enroll in such assistance program. Authorizes an individual entitled to basic educational assistance to receive an accelerated payment of such allowance, beginning on March 1, 2002, under certain conditions. Authorizes the use of basic educational assistance for training for technological occupations offered by entities other than educational institutions.

Department of Commerce Elimination Act - Abolishes the Department of Commerce and transfers its functions to the Director of the Office of Management and Budget. Requires affected agencies to establish agency-wide priority placement programs for Federal employees affected by a reduction in force attributable to this Act. Provides for the disposition of Department programs, functions, and agencies. Terminates functions not specifically continued by this Act. Transfers to the Director for privatization: (1) all functions of the National Technical Information Service; and (2) National Telecommunications and Information Administration laboratories. Redesignates the National Institute of Standards and Technology as the National Bureau of Standards. Reestablishes the: (1) National Oceanic and Atmospheric Administration as an independent agency in the executive branch; and (2) U.S. Trade Administration in the executive branch as an independent establishment. Establishes a Federal Statistical Service as an independent establishment in the executive branch.

Retired Pay Restoration Act of 2001 - Permits retired members of the armed forces with service-connected disabilities to be paid both military retired pay and veterans' disability compensation. Repeals a special compensation program for certain severely disabled military retirees.

National Language Act of 2001 - Makes English the official language of the U.S. Government. Requires the Government to conduct its official business in English, including publications, income tax forms, and informational materials. Provides that this Act shall not apply to the use of a language other than English for religious purposes, for training in foreign languages for international communication, to programs in schools designed to encourage students to learn foreign languages, or by persons over age 62. Repeals the Bilingual Education Act. Terminates the Office of Bilingual Education and Minority Languages Affairs in the Department of Education. Repeals provisions of the Voting Rights Act of 1965 regarding bilingual election requirements and regarding congressional findings of voting discrimination against language minorities, prohibition of English-only elections, and other remedial measures. Amends the Immigration and Nationality Act to require that all public ceremonies in which the oath of allegiance is administered pursuant to such Act be conducted solely in English. Specifies that this Act shall not preempt the law of any State.

Armed Services Absentee Ballot Act of 2001 - Prohibits a State from refusing to count a ballot submitted in an election for Federal office by an absent uniformed services voter on the grounds that the ballot was improperly or fraudulently cast, unless the State finds clear and convincing evidence of fraud in the preparation or casting of the ballot by the voter. Directs the Secretary of Defense to prepare and submit to Congress a plan for establishing a uniform electronic voting system for the use of absent uniformed services voters in elections for Federal office.

Expresses sympathy to the citizens of India for the losses suffered as a result of the January 26, 2001, earthquake. Expresses support for the people of India, for continuing and substantially increasing the amount of disaster assistance being provided by the United States Agency for International Development and other relief agencies, for providing future economic assistance, and for the economic assistance efforts of the World Bank, the Asian Development Bank, and the international community. Urges the President to use U.S. influence to expedite such efforts. Encourages assistance from other nations.

Military Retirement Equity Act of 2001 - Permits retired members of the armed forces to be paid retirement pay concurrently with compensation for any service-connected disability, with an exception for members retired with less than 20 years of creditable service. Reduces the retirement pay of individuals receiving both types of pay by a specified percentage of the disability compensation which decreases as the disability rating increases. Prohibits any reduction in the retirement pay of a disabled person when the disability rating is total. Provides retired pay amounts for members who retired with 20 years or more of service due to a physical disability.

Keep Our Promise to America's Military Retirees Act - Amends Federal employee provisions to include the following as an employee, for purposes of authorized enrollment under the Federal Employees Health Benefits (FEHB) Program: (1) a member of the armed forces who began service before June 7, 1956, and retired after a minimum of 20 years of such service or by reason of a service-connected disability; and (2) the surviving widow or widower of such member. Directs the Secretary of Defense to enter into an agreement with the Office of Personnel Management to provide FEHB coverage to the following eligible beneficiaries: (1) a member or former member entitled to military retired or retainer pay; (2) an unremarried former spouse who was married to a member for at least 20 years, during which such member performed at least 20 years of retirement-creditable military service; (3) a dependent of a deceased qualifying member or former member; (4) a dependent of a living member or former member; and (5) a family member.

Arctic Coastal Plain Domestic Energy Security Act of 2001- Declares that it is the policy of the United States to permit exploration, development, production, and transportation of oil and gas resources in a designated area of the Coastal Plain Study Area of the Arctic National Wildlife Refuge. Instructs the Secretary of the Interior to establish and implement a competitive oil and gas leasing program. Amends the Alaska National Interest Lands Conservation Act of 1980 to repeal the prohibition against production of oil and gas from the Arctic National Wildlife Refuge, and any leasing or development leading to such production. States that Congress determines that the Coastal Plain oil and gas leasing program and activities authorized by this Act are compatible with the purposes for which the Arctic National Wildlife Refuge was established, and that no further findings or decisions are required to implement this determination. States that this Act is the sole authority for Coastal Plain leasing. Authorizes the Secretary to: (1) designate a maximum total of Coastal Plain acreage as "Special Areas" and close them to leasing if the Secretary determines that they require special management and regulatory protection; and (2) permit leasing in those Special Areas by setting lease terms that restrict surface use and occupancy but permit the use of horizontal drilling technology from lease sites located outside the Special Areas. Declares that this Act constitutes the Secretary's sole authority to close Coastal Plain lands to oil and gas leasing and to exploration, development, and production. Directs the Secretary to grant rights-of-way and easements across the Coastal Plain for oil and gas transportation.
