Anti-Pyramid Scheme Act of 2017 This bill amends the Federal Trade Commission Act to make it unlawful for any person to establish, operate, or promote a pyramid promotional scheme. "Pyramid promotional scheme" means any plan or operation in which individuals pay consideration for the right to receive compensation that is based upon recruiting other individuals into the plan or operation rather than primarily related to the sale of products or services to ultimate users. Furthermore, any person who establishes, operates, or promotes any plan or operation which sells or solicits the sale of consumer products or services in the home or otherwise outside of a permanent retail establishment, and which sells products or services to independent salespeople, shall have a bona fide inventory repurchase agreement. A violation of the bill shall be treated under the Act as an unfair or deceptive act or practice in, or affecting, commerce.

State Sanctions Against Iranian Terrorism Act This bill amends the Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010 to specify that a state may, in addition to limiting investment in Iran's energy sector, prohibit or limit any person from engaging in specified investment activities in Iran. A state may also enter into interstate compacts to prohibit or limit such financial activities. Enforcement of such measures may include the imposition of disclosure and transparency requirements. The description of "investment activities" is revised to: (1) reduce the threshold for financial involvement from $20 million to $10 million; and (2) include, in addition to the energy sector, involvement in a business enterprise in Iran, including an entity owned or controlled by the Iranian government. The bill declares that a state or local government measure authorized pursuant to the bill is: (1) authorized and not preempted by any federal law or regulation, or any policy, agreement, or exercise of waiver authority of the executive branch; and (2) is consistent with U.S. federal policy, including U.S. foreign policy. A state or local government may enforce a measure adopted before the enactment of this bill that: (1) provides for the divestment of state or local assets from, or prohibits the investment of those assets in, any person that engages in investment activities in Iran or other business activities in Iran identified in the measure; or (2) prohibits or limits any person from engaging in investment activities in Iran. State and local government authority to divest from certain companies that invest in Iran shall not terminate pursuant to a presidential certification if Congress, not later than 60 days after the date on which the President submits such certification, enacts a joint resolution disapproving such certification.

Expresses the sense of the House of Representatives that a special counsel should be appointed by the Department of Justice to investigate: then-Attorney General Loretta Lynch directing Comey to refer to the investigation into the handling of classified data and use of an unauthorized email server by former Secretary of State Hillary Clinton as a matter, rather than a criminal investigation; Comey's leaks to Columbia University law professor Daniel Richman regarding conversations between Lynch and President Trump and how the leaked information was released to lead to the appointment of special counsel Robert Mueller; the propriety and consequence of immunity deals given to Cheryl Mills, Heather Samuelson, John Bentel, and potentially others by the FBI during the criminal investigation into Clinton's conduct; Comey's decision to usurp Lynch's authority in announcing that criminal charges would not be brought against Clinton regarding her use of a private email server and handling of classified information; Comey's knowledge and impressions of any ex-parte conversation between Lynch and former President Bill Clinton on June 27, 2016, at a Phoenix airport on a private jet; Comey's knowledge of the company Fusion GPS and its creation of a dossier on Donald Trump; any potential leaks by Comey to author Michael Schmidt dating back to 1993; Comey's knowledge of the purchase of a majority stake in Uranium One by Rosatom; Comey's refusal to investigate Hillary Clinton regarding selling access to the Department of State through Clinton Foundation donations, Huma Abedin's dual employment at such entities simultaneously, or utilization of the State Department to further paid speaking opportunities for her husband; any collusion between Comey and Robert Mueller; whether Comey had any knowledge of efforts made by any federal agency to monitor communications of then-candidate Donald Trump, to assess Comey's knowledge about the unmasking of individuals on Donald Trump's campaign team, transition team, or both, to assess the role that former National Security Adviser Susan Rice played in the unmasking of such individuals, or to reveal the purpose served by unmasking any individuals serving on the staff of Donald Trump; and whether Comey had any knowledge of the dissemination of unredacted information to various intelligence agencies and of any attempts to use surveillance of Donald Trump to damage the credibility of his campaign, presidency, or both.

Fruit and Vegetables Access for Children Act This bill amends the Richard B. Russell National School Lunch Act to allow federal grant-funded fresh fruit and vegetable programs carried out by states to include canned, dried, frozen, or pureed fruits and vegetables.

Prison Reform and Redemption Act This bill directs the Department of Justice to develop the Post-Sentencing Risk and Needs Assessment System for use by the Bureau of Prisons (BOP) to assess prisoner recidivism risk; guide housing, grouping, and program assignments; and incentivize and reward participation in and completion of recidivism reduction programs and productive activities. It amends the federal criminal code to: require the BOP to implement the Post-Sentencing Risk and Needs Assessment System; establish prerelease custody procedures for prisoners who, among other things, earn time credits for successfully completing recidivism reduction programs or productive activities; prohibit, subject to specified exceptions, the use of restraints on federal prisoners who are pregnant or in postpartum recovery; and broaden the duties of probation and pretrial services officers to include court-directed supervision of sex offenders conditionally released from civil commitment. The BOP must: incorporate de-escalation techniques into its training programs; report on its ability to treat heroin and opioid abuse through medication-assisted treatment; establish pilot programs on youth mentorship and service to abandoned, rescued, or vulnerable animals; and designate a release preparation coordinator at each facility that houses prisoners. The bill prohibits monitoring the contents of an electronic communication between a prisoner at a BOP facility and the prisoner's attorney. It amends the Second Chance Act of 2007 to reauthorize through FY2022 and modify eligibility criteria for an elderly offender early release pilot program. Lieutenant Osvaldo Albarati Correctional Officer Self-Protection Act of 2017 The bill amends the federal criminal code to require the BOP to allow federal correctional officers to securely store and carry concealed firearms on BOP premises outside the security perimeter of a prison.

Hizballah International Financing Prevention Amendments Act of 2017 This bill amends the Hizballah International Financing Prevention Act of 2015 to impose specified sanctions on: (1) foreign persons that knowingly assist in or provide support for fund raising or recruitment activities for Hizballah; (2) agencies of foreign governments that provide Hizballah with financial support, arms, or other assistance (export license requirements are included in addition to sanctions if such government is a state sponsor of terrorism); and (3) Hizballah, including by reason of Hizballah's significant transnational criminal activities. The bill expresses the sense of Congress that sanctions should be placed on financial institutions that serve Lebanese government officials affiliated with Hizballah. The Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010 is amended to sanction foreign financial institutions that facilitate efforts by Iran or the Islamic Revolutionary Guard Corps to aid Hizballah. The bill prescribes reporting requirements or reporting modifications with respect to: (1) foreign persons that knowingly assist or provide significant financial, material, or technological support for foreign persons assisting Hizballah; (2) financial institutions that are owned or organized under the laws of state sponsors of terrorism; (3) Hizballah's racketeering activities; (4) combating illicit tobacco trafficking networks used by Hizballah and other foreign terrorist organizations to finance their operations; (5) the estimated net worth of senior Hizballah officials and how these funds were acquired and used; and (6) countries that support Hizballah or in which Hizballah maintains important logistics networks or financial networks and steps such countries are taking to disrupt such networks.

ELD Extension Act of 2017 This bill delays for an additional two years the effective date of regulations implementing the requirement that a commercial motor vehicle involved in interstate commerce and operated by a driver subject to federal hours of service (HOS) and record of duty status regulations be equipped with an electronic logging device to improve vehicle operator compliance with HOS regulations.

President John F. Kennedy Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue not more than 500,000 $1 silver coins in commemoration of President John F. Kennedy. The bill requires all sales of such coins to include a surcharge of $10 per coin, which shall be paid by Treasury to the John F. Kennedy Library Foundation to support the John F. Kennedy Presidential Library and Museum.

Promote Accountability and Government Efficiency Act This bill revises the status and rights of federal civil service employees. Specifically, the bill: provides that employees hired one year after the enactment of this bill shall be hired on an at-will basis (i.e., removal or suspension for good cause, bad cause, or no cause at all); allows the suspension of such employees for misconduct or poor performance; denies a pay increase to employees who do not achieve a certain performance rating; denies a retirement annuity to an employee convicted of a felony; permits the transfer of a Senior Executive Service employee to a position in the General Schedule; and prohibits an employee from carrying out the business of a labor organization unless such employee is in a non-duty status or from using any government property in carrying out union business.

Refund Rights for Taxpayers Act This bill amends the Internal Revenue Code to: (1) extend the statute of limitations for making a claim for a credit or refund for the overpayment of any tax, and (2) shorten the statute of limitations for a collection after the assessment of any tax. (Under current law, the statute of limitations for making a claim for a credit or refund is three years from the time the return was filed or two years from the time the tax was paid, whichever period expires later. If no return was filed by the taxpayer, the limit is two years from the time the tax was paid.) The bill extends this limit to seven years from the later of the time the return was filed or the tax was paid or, if no return was filed, seven years from the time the tax was paid. With respect to the statute of limitations for a collection after the assessment of any tax, the bill decreases the limit from 10 years to 7 years after the assessment of the tax.

Disapproves of the United Nations Educational, Scientific and Cultural Organization (UNESCO) World Heritage Committee inscription of Hebron as a Palestinian World Heritage Site in Danger. Rejects any future resolution considered by the United Nations (U.N.) that is inherently anti-Israel or seeks to impose a solution on final status issues related to the Israeli-Palestinian peace process. Urges members of the U.N. to refrain from further inflaming tensions in Israel and the Palestinian territories with historically revisionist and anti-Israel resolutions.

All-American Flag Act This bill requires U.S. flags acquired for use by the federal government to be manufactured entirely in the United States from articles, materials, or supplies grown, produced, or manufactured in the United States. Such requirement shall not apply if: (1) articles, materials, or supplies to be used are not grown, produced, or manufactured in the United States in sufficient and reasonably available commercial quantities and are not of a satisfactory quality; or (2) the President determines a waiver is necessary to comply with a trade agreement.

This bill amends the Clean Air Act to provide that a modification of a stationary source results in an increase in air pollution only when the maximum achievable hourly emissions rate from the source is higher than: (1) the rate of the source as it was originally designed, and (2) the rate that was actually achieved during the 10 years before the change.

Hearing Protection Act of 2017 This bill amends the Internal Revenue Code: (1) to remove silencers from the list of firearms subject to regulation under the National Firearms Act (NFA), and (2) to specify that a person who lawfully acquires or possesses a silencer under provisions of the federal criminal code meets the registration and licensing requirements of the NFA. Additionally, the bill amends the federal criminal code: to preempt state or local laws that tax or regulate firearm silencers, to exclude a muffler or silencer from the list of firearms subject to regulation, to eliminate mandatory minimum prison terms for a crime of violence or drug trafficking offense in which a defendant uses or carries a firearm equipped with a silencer, and to permit active and retired law enforcement officers to carry a concealed silencer.

Supplemental Nutrition Assistance Program Reform Act of 2017 This bill amends the Food and Nutrition Act of 2008 to modify the Supplemental Nutrition Assistance Program (SNAP, formerly known as the food stamp program) work requirements that apply to able-bodied adults without dependents (ABAWDs). The bill modifies the work requirements to: terminate the authority of the Department of Agriculture to waive the requirements, upon the request of a state agency, for individuals residing in an area that has an unemployment rate of over 10% or does not have a sufficient number of jobs to provide employment for the individuals; shorten from three months to one month the time limit for receiving benefits in a three-year period without meeting the requirements; decrease from 15% to 5% the portion of ABAWDs that a state may exempt from the requirements; allow participation in a supervised job search to satisfy the requirements; require states receiving SNAP funds to provide ABAWDs with opportunities to participate in a work program, a workfare program, or a supervised job search; and reduce SNAP allotments for states that fail to comply with requirements regarding eligibility disqualifications. The bill also modifies the congressional declaration of policy to specify that the purpose of SNAP is to increase employment, to encourage healthy marriage, and to promote prosperous self-sufficiency (maintaining an income above the poverty level without services and benefits from the federal government).

This bill amends the Congressional Budget and Impoundment Control Act of 1974 to require the Congressional Budget Office, upon receiving a request from Congress, to determine if legislation would reduce spending outside of the 10-year budget window through the use of preventive health and preventive health services.

Drone Innovation Act of 2017 This bill directs the Department of Transportation (DOT) to publish a civil unmanned aircraft (drone) local operation policy framework in the Federal Register. The framework shall provide guidelines to standardize restrictions on the operation of drones and create an environment that encourages innovation and fosters the rapid integration of drones into the national airspace system. DOT shall establish pilot programs to provide technical assistance to governmental entities for regulating the operation of drones. DOT shall not authorize the operation of drones in local airspace above property where there is a reasonable expectation of privacy without the property owner's permission.

Report and Educate About Campus Hazing Act or the REACH Act This bill amends title IV (Student Assistance) of the Higher Education Act of 1965 to modify campus security reporting requirements for an institution of higher education (IHE) that participates in federal student aid programs. Specifically, an IHE must disclose hazing incidents that were reported to campus security authorities or local police agencies in its annual security report. In addition, each IHE must provide students with an educational program on hazing, which includes information on hazing awareness, hazing prevention, and the IHE's policies on hazing. Hazing means any intentional, knowing, or reckless act committed by a student, or a former student, of an IHE against another student, that: (1) was committed in connection with an initiation into, an affiliation with, or the maintenance of membership in, any organization that is affiliated with the IHE; and (2) contributes to a substantial risk of physical injury, mental harm, or degradation or causes physical injury, mental harm or personal degradation.

Patients First Act of 2017 This bill amends the Public Health Service Act to require the Department of Health and Human Services (HHS) to conduct and support basic and applied research to develop techniques for the isolation, derivation, production, testing, and human clinical use of stem cells that may result in improved understanding of, or treatments for, diseases and other adverse health conditions, provided that the techniques will not involve: (1) the creation of a human embryo for research purposes; (2) the destruction or discarding of, or risk of injury to, a living human embryo; or (3) the use of any stem cell the derivation or provision of which would be inconsistent with this bill. HHS must issue guidelines to ensure that any research (including any clinical trial) supported under this bill: (1) is clearly consistent with the standards established in this bill, if conducted using human cells; and (2) is prioritized in terms of potential for near-term clinical benefit in human patients. HHS must report on peer reviewed stem cell research proposals that were not funded.

Regulatory Certainty Act of 2017 This bill amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to limit the period during which the Environmental Protection Agency (EPA) may prohibit the specification, or restrict the use, of an area as a disposal site for discharges of dredged or fill materials into waters of the United States to the period that: begins on the date that the U.S. Army Corps of Engineers provides notice to the EPA that the Corps of Engineers has completed all procedures for processing an application for a permit for dredged or fill material and is ready to determine whether the permit should be issued, and ends on the date that the Corps of Engineers issues the permit. The Corps of Engineers must ensure that the period consists of at least 30 consecutive days. The Corps of Engineers may issue a permit for dredged or fill material only after the Corps of Engineers provides notice to the EPA.

DC Personal Protection Reciprocity Act This bill declares that the prohibitions of the District of Columbia Official Code against carrying a pistol within Washington, DC either openly or concealed without a license under DC law shall not apply to an individual who is: not prohibited by federal law from possessing, transporting, shipping, or receiving a firearm; carrying a valid license or permit for a concealed firearm issued under the law of a state; and carrying a valid identification document containing the individual's photograph. The Metropolitan Police Department, upon application by a person with a bona fide residence or place of business within the United States and a license to carry a concealed pistol under the law of any state or local government, shall issue that person a license to carry a concealed pistol within DC for up to two years from its date of issue, regardless of the applicant's reason for applying for the license. The bill repeals the condition on the permission for a non-DC resident who lives in a state that does not require a license to carry a concealed pistol to apply to the department for a license to carry one within DC for up to two years. The condition repealed states that the non-resident may apply for a license to carry a concealed weapon only if the non-resident meets the same reasons and requirements a person must meet who has a bona fide residence or place of business in DC. The department shall enter into reciprocity agreements with each other state that requires such an agreement in order to grant recognition to a license to carry a concealed firearm issued by that state.

Preserving Patient Access to Compounded Medications Act of 2017 This bill amends the Federal Food, Drug, and Cosmetic Act to expand the circumstances under which a drug may be compounded (manufactured at small scale) to allow pharmacists and physicians to compound drugs for administration to patients in an office or clinical setting, in accordance with state law. (Drugs that are compounded do not need to meet certain federal requirements regarding manufacturing, labeling, or approval.) Dietary supplements may be used in the compounding of a drug. The bill exempts from interstate distribution limits the dispensing of a compounded drug from the facility where it is compounded to a patient or health facility. The scope of Food and Drug Administration (FDA) inspections of compounding pharmacies is limited to pertinent equipment, materials, containers, and labeling, which is the same scope as inspections of pharmacies. (Currently, the scope of inspections of compounding pharmacies is the same scope as inspections of drug manufacturers.) The bill eliminates the requirement for compounding pharmacies to register with the FDA as drug manufacturers.

Forward Looking Investment in General Aviation, Hangars, and Tarmacs Act of 2017 or the FLIGHT Act of 2017 This bill revises general aviation apportionments by: (1) providing at least 4% of entitlement funding to airports designated as disaster relief airports, (2) increasing the period of availability of apportioned funds, (3) increasing the federal government's share of project costs for certain airports to 95%, and (4) allowing the use of non apportioned funds for general aviation airport grants. DOT shall: (1) implement an expedited and coordinated environmental review process for general aviation airport construction or improvement projects; and (2) establish a public-private partnership program for building or improving hangars, businesses, or other facilities at general aviation airports and privately owned airports for public use that do not have scheduled air service. The bill requires DOT to designate certain airports as disaster relief airports, including regional reliever airports, airports within a reasonable distance of a hospital or transplant or trauma center, or airports in a region prone to natural disasters. The bill treats the construction of certain aircraft used exclusively for recreational purposes as an "aeronautical activity" for purposes of airport improvement grants.

Agriculture Environmental Stewardship Act of 2017 This bill amends the Internal Revenue Code to allow energy tax credits through 2021 for investments in: (1) qualified biogas property, or (2) qualified manure resource recovery property. The bill also permits new clean renewable energy bonds to be used for such properties. "Qualified biogas property" comprises a system that: (1) uses anaerobic digesters or other specified processes to convert biomass into a gas which is at least 52% methane, and (2) captures the gas for use as a fuel. The term includes property that cleans and conditions the gas for use as a fuel. "Qualified manure resource recovery property" comprises a system that uses specified processes to recover the nutrients nitrogen and phosphorus from a non-treated digestate or animal manure by reducing or separating at least 50% of the nutrients, excluding any reductions during the incineration, storage, composting, or field application of the non-treated digestate or animal manure. The term also includes certain processing equipment. The Department of the Treasury must enter into an agreement with the National Renewable Energy Laboratory for a study of biogas and report to Congress on the study.

Affordable Retirement Advice for Savers Act This bill amends the Employee Retirement Income Security Act of 1974 (ERISA) and the Internal Revenue Code (IRC) to modify requirements related to fiduciaries and the provision of investment advice for pension and retirement plans. (Under current law, a person who provides investment advice has a fiduciary obligation that requires the person to provide advice in the sole interest of plan participants and beneficiaries.) The bill nullifies several regulations that are commonly referred to as "the fiduciary rule" and broadened the types of investment advice that impose a fiduciary obligation with respect to the plans. The bill defines "investment advice" as a recommendation that relates to: the advisability of acquiring, holding, disposing, or exchanging any moneys or other property of a plan by the plan, participants, or beneficiaries, including any recommendation regarding whether to take a distribution of benefits from the plan or any recommendation relating to a rollover or distribution from such plan; the management of moneys or other property of the plan, including recommendations relating to the management of plan assets to be rolled over or otherwise distributed from the plan; or the advisability of retaining or ceasing to retain a person who would receive a fee or other compensation for providing investment advice. Investment advice must be rendered pursuant to either: (1) a written acknowledgment of the obligation of the advisor to comply with fiduciary standards; or (2) a mutual agreement, arrangement, or understanding that may include limitations on scope, timing, and responsibility to provide ongoing monitoring or advice services. The bill establishes exemptions to the prohibited transactions rules under ERISA and the IRC for advice that meets certain requirements for reasonable compensation, disclosures, and recommendations that are in the best interest of the plan or recipient of the advice.

Welfare Reform and Upward Mobility Act This bill requires the President to include in the annual budget proposal the total level of means-tested welfare spending by the federal, state, and local governments for the most recent fiscal year for which such data is available, and estimated levels for the current and 10 ensuing fiscal years. For each of FY2018-FY2028 each state that receives means-tested welfare spending by the federal government shall report annually to the Congressional Budget Office on the total amount of such spending by the state for the fiscal year. The Congressional Budget Act of 1974 is amended to define means-tested welfare spending as spending for any federal program designed specifically to give assistance or benefits exclusively to low-income Americans. The refundable portion of certain tax credits shall also be means-tested welfare spending, as well as the refundable portion of the premium and out-of-pocket health care subsidies to be paid under the Patient Protection and Affordable Health Care Act. The bill revises work eligibility requirements under the Supplemental Nutrition Assistance Program. Part A (Temporary Assistance for Needy Families) (TANF) of title IV of the Social Security Act is amended to create the work preparation program for TANF families. The bill eliminates separate participation rate requirements for two-parent families. No federal funds shall be made available to carry out any means-tested housing program, but states may receive grants to fund their own housing programs. The bill prohibits funding for abortions and for health benefits that cover abortion, including certain tax credits, except where the pregnancy results from rape or incest or in certain other health cases.

Combating BDS Act of 2017 This bill allows a state or local government to adopt and enforce measures to divest its assets from, prohibit investment of its assets in, or restrict contracting with: (1) an entity that engages in a commerce- or investment-related boycott, divestment, or sanctions activity targeting Israel; or (2) an entity that owns or controls, is owned or controlled by, or is under common ownership or control with such an entity. Such measures are not preempted by federal law. A state or local government that seeks to adopt or enforce such measures shall comply with specified requirements related to notice, timing, and opportunity for comment. In addition, the bill amends the Investment Company Act of 1940 to prohibit a person from bringing any civil, criminal, or administrative action against a registered investment company based solely upon that company's divestment from securities issued by a person that engages in a commerce- or investment-related boycott, divestment, or sanctions activity targeting Israel.

Rabbi Michoel Ber Weissmandl Congressional Gold Medal Act of 2017 This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the posthumous award of a Congressional Gold Medal to Rabbi Michoel Ber Weissmandl in recognition of his acts of valor during World War II.

Employee Rights Act This bill amends the National Labor Relations Act to: (1) make it an unlawful labor practice for a labor organization to interfere (currently, restrain or coerce) with the rights of employees to organize and collectively bargain; (2) require union recertification after a turnover in the workforce exceeding 50% of the bargaining unit; (3) require the National Labor Relations Board (NLRB) to give 14 days advance notice before a hearing investigating an election petition; and (4) require an employer to provide the NLRB with a list consisting only of employee names and addresses of all eligible voters within seven days after an NLRB determination of the appropriate bargaining unit or an agreement on eligible voters. The bill: (1) grants union and nonunion employees the right to vote by secret ballot on whether to ratify a collective bargaining agreement or engage in a strike, (2) prohibits the use of union dues for any purpose not directly related to collective bargaining, (3) prohibits a strike without the consent of a majority of all represented employees determined by secret ballot, and (4) prohibits the use or threat of force or violence to obtain the right to represent employees. .

Miners Pension Protection Act This bill amends the Surface Mining Control and Reclamation Act of 1977 (SMCRA) to transfer certain funds to the 1974 United Mine Workers of America (UMWA) Pension Plan to provide pension benefits to retired coal miners and their families. The Department of the Treasury must transfer additional funds to the 1974 UMWA Pension Plan to pay pension benefits required under that plan if the amounts available for transfer under SMCRA's $490 million annual limit exceed the amounts required to be transferred for other purposes (including to the UMWA Health Plans). The bill also establishes additional reporting requirements for the plan. As an offset, the bill amends the Consolidated Omnibus Budget Reconciliation Act of 1985 to extend the authority of Treasury to collect certain customs user fees.

Truck, Trailer, and Transport Efficiency Act of 2017 This bill removes trailers that do not emit greenhouse gases in connection with a propulsion system from the scope of the final rule titled "Greenhouse Gas Emissions and Fuel Efficiency Standards for Medium- and Heavy-Duty Engines and Vehicles--Phase 2." The Environmental Protection Agency and the National Highway Traffic Safety Administration jointly issued the rule, which created fuel consumption standards and carbon dioxide emission standards for heavy-duty vehicles (e.g., tractors, trucks, vans, and vocational vehicles), on October 25, 2016.

Student Loan Lower Interest Rate and Lower Monthly Payment Refinancing Act of 2017 This bill amends title IV (Student Assistance) of the Higher Education Act of 1965 to address refinancing of student loans, including to authorize states and private lenders to refinance federal student loans at lower market-based variable interest rates.

Lawful Purpose and Self Defense Act This bill modifies the definition of "armor piercing ammunition" for purposes of federal firearms provisions to: (1) include a projectile that is designed and intended by the manufacturer or importer for use in a handgun; (2) exclude a projectile that is primarily intended by the manufacturer or importer to be used in a rifle or shotgun and a handgun projectile that is designed for hunting, recreational, or competitive shooting. This bill repeals a prohibition on assembling from imported parts a semiautomatic rifle or shotgun that is identical to one prohibited from importation as not being suitable for or readily adaptable to sporting purposes. This bill repeals the condition that the Attorney General must approve, as suitable for sporting purposes, the shipment of firearms or ammunition to members of the Armed Forces. The following categories of firearms or ammunition may be authorized for importation into the United States by the Attorney General: (1) ammunition that is not armor piercing; (2) a firearm or ammunition that is being brought in for the use of a federal, state, or local government agency; and (3) a firearm or ammunition that is being imported for the purpose of exportation. The definition of "destructive device" for purposes of federal firearms provisions excludes: (1) a shotgun or shotgun shell which the Department of the Treasury finds is generally recognized as particularly suitable for lawful purposes, and (2) an antique or a rifle which the owner intends to use for sporting purposes. The bill authorizes certain temporary interstate transfers of firearms for lawful purposes.

This bill amends the Foreign Assistance Act of 1961 to require annual human rights reports to include information on the: institutionalization of children, including in orphanages and group homes, if such institutionalization can be avoided by reunifying such children with parents of origin or by adoptive placement; and related subjection of children to cruel, inhuman, or degrading treatment, unnecessary detention, and denial of the right to life, liberty, and the security of persons.

Representation Fairness Restoration Act This bill amends the National Labor Relations Act to replace the current legal standard for determining the appropriateness of a collective bargaining unit. Under a 2011 ruling by the National Labor Relations Board (NLRB) in Specialty Healthcare and Rehabilitation Center of Mobile , the NLRB must approve a requested bargaining unit unless an employer can show that an overwhelming community of interest exists between the requested unit and some other portion of the workforce, thus allowing the formation of smaller bargaining units (i.e., micro-bargaining units). This bill requires the NLRB to determine a unit appropriate for collective bargaining if it consists of employees who share a sufficient community of interest and sets forth factors for the NLRB to consider in determining whether employees share a sufficient community of interest.

Creating Opportunities Now for Necessary and Effective Care Technologies (CONNECT) for Health Act of 2017 or the CONNECT for Health Act of 2017 This bill makes a series of changes to expand coverage of telehealth services under Medicare, including by exempting certain telehealth services (e.g., specified renal dialysis and stroke evaluation services) from originating site requirements.

Police Officers Protecting Children Act This bill amends the federal criminal code to specify that certain retired and off-duty law enforcement officers who are authorized to carry concealed firearms are not subject to the federal prohibitions on possessing or discharging a firearm in a school zone.

Vulnerable Children and Families Act of 2017 This bill redesignates the Office of Children's Issues of the Department of State as the Office of Vulnerable Children and Family Security (VCFS). The President shall appoint an Ambassador-at-Large to promote: (1) oversight of the VCFS; (2) the implementation in foreign countries of child welfare laws and policies in keeping with the goals of the United States Government Action Plan on Children in Adversity; and (3) addressing the gap in U.S. diplomacy, policy, and operations regarding permanent family care for children living without families. The Ambassador-at-Large shall: (1) advise the State Department and the President about vulnerable children and family security in foreign countries; (2) represent the United States regarding international child welfare, family preservation and reunification, and provision of permanent, safe parental care; (3) develop related policies and programs; and (4) submit an annual report on implementation of such action plan. The bill provides the VCFS with lead responsibility for: (1) representing the U.S. government regarding intercountry adoptions, and (2) determining whether a country has met its obligations under the Hague Convention of Protection of Children and Cooperation in Respect of Inter-Country Adoption and is eligible to participate in intercountry adoptions in accordance with U.S. law. The Foreign Assistance Act of 1961 is amended to: (1) include in the annual country reports on human rights practices information on the conditions of children living in orphanages and group homes, and (2) repeal certain provisions providing assistance for orphans and other vulnerable children. The Special Advisor for Assistance to Orphans and Vulnerable Children shall work with the Ambassador-at-Large to ensure that U.S. assistance and development programs are focused on: child development through the integration of health, nutrition, and family support; facilitating government efforts to protect children from violence, exploitation, and neglect; building integrated child welfare and protection systems; and integrating such objectives with U.S. government agencies.

Michael Davis, Jr. and Danny Oliver in Honor of State and Local Law Enforcement Act This bill amends the Immigration and Nationality Act and related federal law with respect to immigration law enforcement within the United States. The bill authorizes: (1) states and localities to enact and enforce criminal penalties for immigration violations; and (2) state and local law enforcement personnel to investigate, arrest, and transfer aliens to federal custody. The Department of Homeland Security (DHS) shall: (1) make grants to states and localities for equipment, technology, and facilities; (2) construct or acquire additional domestic detention facilities for aliens pending removal; and (3) expand to all states a program that provides for the identification and removal of detained criminal aliens. The bill provides for: (1) federal custody of inadmissible or deportable aliens upon state or local request, and (2) personal liability immunity for state or local personnel enforcing immigration laws. States and localities shall: (1) notify the federal government of inadmissible or removable aliens encountered by law enforcement personnel, and (2) comply with federal law enforcement information requests. Specified federal assistance is denied to a state or locality that prohibits cooperation with federal immigration enforcement. The bill: (1) revises certain terrorism-related requirements and prohibitions with respect to benefits, naturalization and denaturalization, asylum, voluntary departure, and removal; (2) adds new grounds of inadmissibility and deportability; (3) establishes probable cause standards for Immigration and Customs Enforcement (ICE) detainers; (4) provides for increases in immigration enforcement personnel; (5) prescribes visa security provisions; (6) authorizes DHS to designate groups as criminal gangs and makes alien gang members inadmissible or deportable; (7) establishes an ICE Advisory Council; and (8) prescribes criminal alien removal provisions.

Federal Disaster Assistance Nonprofit Fairness Act of 2017 This bill amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to include community centers, including tax-exempt houses of worship, as "private nonprofit facilities" for purposes of disaster relief and emergency assistance eligibility under such Act. A church, synagogue, mosque, temple, or other house of worship, and a private nonprofit facility operated by a religious organization, are eligible for federal contributions for the repair, restoration, and replacement of facilities damaged or destroyed by a major disaster, without regard to the religious character of the facility or the primary religious use of the facility. This bill is applicable to the provision of assistance in response to a major disaster or emergency declared on or after October 28, 2012.

Strengthening Career and Technical Education for the 21st Century Act This bill reauthorizes through FY2023 and increases funding levels for Department of Education (ED) grants to states, national programs, and tribally controlled postsecondary career and technical education (CTE) institutions under the Carl D. Perkins Career and Technical Education Act of 2006 to support CTE programs for secondary and postsecondary students. It repeals the authorization for certain occupational and information activities and the separate mandate for tech prep education. Beginning in FY2021, states must receive at least 90% of their previous year's allocation of basic state CTE grants. The bill permits states to: reserve up to 15% (currently 10%) of their grant funds for innovative CTE activities in rural areas or areas with higher numbers of CTE students, and set their own annual targets on the core indicators of performance at both the secondary and postsecondary education levels without ED's approval. The bill modifies grant application processes for states and localities and performance measures for evaluating CTE programs. It prohibits ED from withholding funds from states that do not meet certain performance measures. The bill amends the Wagner-Peyser Act to expand the duties of state agencies with respect to providing workforce and labor market information.

Puppies Assisting Wounded Servicemembers Act of 2017 or the PAWS Act of 2017 This bill directs the Department of Veterans Affairs (VA) to carry out a five-year pilot program under which it provides grants to eligible nonprofit organizations to provide service dogs to veterans who suffer from post-traumatic stress disorder after completing other evidence-based treatment. An organization that receives a grant shall provide for each participating service dog and veteran: coverage by a commercially available veterinary health insurance policy, hardware clinically determined to be required by the dog to perform the tasks necessary to assist the veteran, payments for travel expenses to obtain the dog, and travel expenses required to obtain a replacement service dog. To be eligible for a grant, an organization must: (1) agree to cover all costs in excess of the grant amount to guarantee such benefits, (2) be certified by Assistance Dogs International, (3) provide one-on-one training for each service dog and recipient for 30 hours or more over 90 days or more, and (4) provide an in-house residential facility or other accommodations nearby in which service dog recipients stay for a minimum of 10 days while receiving at least 30 hours of training. The VA shall develop metrics to measure the improvement in psychosocial function and therapeutic compliance and changes independence on prescription narcotics and psychotropic medication of veterans participating in the program. The Government Accountability Office must report to Congress on the methodology used for the pilot program.

National Suicide Hotline Improvement Act of 2017 This bill requires the Federal Communications Commission (FCC) to coordinate with the Substance Abuse and Mental Health Services Administration and to consult with the Department of Veterans Affairs to examine: (1) the feasibility of designating a three-digit dialing code for a national suicide prevention and mental health crisis hotline system; and (2) the effectiveness of the current National Suicide Prevention Lifeline (1-800-273-TALK), including how well it addresses the needs of veterans. The FCC must submit to Congress a recommended dialing code, a cost-benefit analysis comparing the three-digit code to the current lifeline number, and cost estimates for service providers, states, and localities.

Urges institutions of higher education to facilitate and recommit themselves to protecting the free and open exchange of ideas.
