Short Line Railroad Rehabilitation and Investment Act of 2013 - Amends the Internal Revenue Code, with respect to the tax credit for railroad track maintenance, to: (1) expand the types of maintenance expenditures eligible for such credit, and (2) extend such credit through 2016.

American Fighter Aces Congressional Gold Medal Act - Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the presentation of a single congressional gold medal in honor of the American Fighter Aces, collectively, in recognition of their heroic military service and defense of the nation's freedom.

HIV Organ Policy Equity Act - Amends the Public Health Service Act to repeal the requirement that the Organ Procurement and Transplantation Network adopt and use standards of quality for the acquisition and transportation of donated organs that include standards for preventing the acquisition of organs infected with the etiologic agent for acquired immune deficiency syndrome (AIDS). Replaces this requirement with authorization for the Network to adopt and use such standards with respect to organs infected with human immunodeficiency virus (HIV), provided that any such standards ensure that organs infected with HIV may be transplanted only into individuals who are infected with such virus before receiving such an organ. Revises similarly the requirement that organ procurement organizations arrange for testing to prevent the acquisition of organs infected with the AIDS etiologic agent to require that they arrange for testing to identify organs infected with HIV. Directs the Secretary of Health and Human Services (HHS) to develop and publish guidelines for the conduct of research relating to transplantation of organs from HIV-infected donors. Requires the Network to revise its standards of quality regarding HIV-infected organs and the Secretary to revise related regulations. Requires the Secretary to: (1) review annually the results of scientific research in conjunction with the Network to determine whether they warrant revision of quality standards relating to donated HIV-infected organs and to the safety of cross-strain transplantation; and (2) direct the Network, if the review so warrants, to revise its standards in a way that ensures the changes will not reduce the safety of organ transplantation. Amends the federal criminal code to declare that an organ donation does not violate the prohibition against a knowing organ donation by an HIV-infected individual if the donation is made in accordance with this Act.

Achieving a Better Life Experience Act of 2013 or the ABLE Act of 2013 - Amends the Internal Revenue Code to establish tax-exempt ABLE accounts to assist an individual with a disability in building an account to pay for qualified disability expenses. Defines "qualified disability expenses" to include expenses for education, including higher education expenses, a primary residence, transportation, obtaining and maintaining employment, health and wellness, and other personal support expenses. Treats a qualified ABLE program and an ABLE account in the same manner as a qualified tuition program for income tax purposes (i.e., allowing a tax exemption for such program and an exclusion from gross income of amounts attributable to a contributor to or a beneficiary of a program account). Defines "qualified ABLE program" as a program established and maintained by a state agency under which a person may make contributions to an ABLE account established to pay for qualified disability expenses. Requires amounts in ABLE accounts to be disregarded in determining eligibility for Medicaid and other means-tested federal programs. Suspends the payment of supplemental security income benefits under title XVI (Supplemental Security Income) of the Social Security Act to an individual during any period in which such individual has excess resources attributable to an ABLE account.

National Park Service 100th Anniversary Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue gold, silver, and half-dollar clad coins in commemoration of the 100th anniversary of the establishment of the National Park Service (NPS). Authorizes the issuance of coins under this Act only for a one-year period, beginning on January 1, 2016. Requires all sales of coins minted under this Act to include a surcharge of $35 per gold coin, $10 per silver coin, and $5 per half-dollar clad coin. Requires all of the surcharges received from the sale of such coins to be paid to the National Park Foundation for projects and programs to help preserve and protect resources under the stewardship of the NPS and to promote public enjoyment and appreciation of those resources. Prohibits the surcharges paid to the Foundation from being used for land acquisition.

Riya Wilson Act - Amends title IV (Grants to States for Aid and Services to Needy Families with Children and for Child-Welfare Services) of the Social Security Act to require an approved state plan that is required in order to be eligible for federal payments for foster care and adoption assistance to provide that such state has in effect procedures that require the state child welfare agency to promptly report information on missing or abducted children to law enforcement authorities for entry into the National Crime Information Center (NCIC) database. Amends the Crime Control Act of 1990 to require a state reporting a missing child under the age of 21 to the NCIC to: (1) require the state law enforcement agency that entered the report to include a recent photograph in information updating a record, and (2) notify the National Center for Missing and Exploited Children of each report received relating to a child reported missing from a foster care family home or childcare institution.

North Korea Sanctions and Diplomatic Nonrecognition Act of 2013 - Continues diplomatic, economic, and military sanctions against the government of North Korea as a supporter of international terrorism until the President certifies to Congress that North Korea: (1) is no longer engaged in the illegal transfer of missile or nuclear technology, particularly to Iran, Syria, or Burma; (2) is not assisting foreign terrorist organizations, engaged in counterfeiting U.S. currency, or engaged in illicit narcotics traffic; (3) has returned the last remains of Reverend Kim Dong-shik to the United States; (4) has released abducted Japanese nationals and surviving Korean War prisoners of war; and (5) has undertaken specified actions regarding family reunification, penal reforms, refugee access, and religious organization communications. Expresses the sense of Congress that the Secretary of State should redesignate North Korea as a state sponsor of terrorism. Finds that the United States did not grant diplomatic recognition to North Korea upon its establishment as a client regime of the former Soviet Union in 1948. Continues diplomatic nonrecognition of North Korea until such benchmarks have been met. Directs the President, in the case of a North Korean missile, rocket, or other airborne launch or the conducting of a nuclear test in violation of U.N. Security Council Resolutions 1695, 1718, and 1874, to instruct the U.S. Permanent Representative to the United Nations to use U.S. influence to secure adoption of a Security Council resolution condemning North Korea's action and requiring implementation of comprehensive sanctions and an inspection regime against North Korea.

Condemns North Korea for its: (1) violations of multiple United Nations (U.N.) Security Council resolutions, (2) provocations that threaten international peace, and (3) February 12, 2013, test of a nuclear device. Expresses solidarity with the people of North Korea who suffer material deprivation and denial of their basic human rights and political liberties. Reaffirms the commitment of the United States to its alliances with Japan and South Korea. Calls upon China to: (1) pressure North Korean leaders to curtail their provocative behavior, abandon their nuclear and missile programs, and comply with all relevant international agreements and resolutions; and (2) prevent the transshipment of illicit technology, military equipment, and dual-use items through its territory, waters, and airspace that could be used in North Korea's nuclear weapons and ballistic missile programs. Calls on the U.S. government to: (1) apply all available, and seek additional, sanctions on North Korea; (2) utilize legal authorities and resources to defend U.S. interests against North Korean illicit activities; and (3) support the President's commitment to strengthen the U.S. ballistic missile defense system.

Vietnam Veterans Donor Acknowledgment Act of 2013 - Directs the Secretary of the Interior to allow the Vietnam Veterans Memorial Fund, Inc. (Fund) to acknowledge donor contributions to the Vietnam Veterans Memorial Visitor Center by displaying, inside the Center, an appropriate statement or credit. Requires the Fund to: (1) bear all display expenses; and (2) prior to such display, submit to the Secretary for approval a display plan. Requires the Secretary to approve such plan if it: (1) allows only short, discrete, and unobtrusive acknowledgments or credits; (2) does not permit any advertising slogans or company logos; and (3) conforms to applicable National Park Service guidelines for indoor recognition. Allows the Fund, if a plan is not approved, to resubmit a revised plan.

Sober Truth on Preventing Underage Drinking Reauthorization Act or STOP Act - Amends the Public Health Service Act to reauthorize the program to reduce underage drinking for FY2014-FY2018. Revises reporting requirements for state programs on underage drinking. Specifies additional requirements for the development of the national media campaign to prevent underage drinking. Directs the Administrator of the Substance Abuse and Mental Health Services Administration to make grants to professional pediatric provider organizations to increase effective practices, including the screening of children and adolescents for alcohol use, to reduce the prevalence of alcohol use among individuals under the age of 21, including college students. Directs the Secretary of Health and Human Services (HHS) to collect data and conduct or support new research on underage drinking that improves and conducts public health surveillance of alcohol use and alcohol-related conditions in states among individuals between age 18 and 20 by increasing the use of surveys, such as the Behavioral Risk Factor Surveillance System, to monitor binge and excessive drinking and related harms.

Terrorism Risk Insurance Act of 2002 Reauthorization Act of 2013 or the TRIA Reauthorization Act of 2013 - Amends the Terrorism Risk Insurance Act of 2002 to extend the Terrorism Insurance Program until December 31, 2019 (under current law the Program expires on December 31, 2014). Requires the Secretary of the Treasury to collect all required terrorism loss risk-spreading premiums for any act of terrorism that occurs on or after January 1, 2012, by September 30, 2024 (currently, by September 30, 2017).

Patients' Access to Treatments Act of 2013 - Amends the Public Health Service Act to establish cost-sharing limits for health plans that cover prescription drugs and use a formulary or other tiered cost-sharing structure. Prohibits such a health plan from imposing cost-sharing requirements, including co-payment and co-insurance, applicable to prescription drugs in a specialty drug tier that exceed the dollar amount of cost-sharing requirements applicable to prescription drugs in a non-preferred brand drug tier. Applies the non-preferred brand drug tier for which beneficiary cost-sharing is lowest, if a formulary used by the health plan contains more than one non-preferred brand drug tier. Defines: (1) "non-preferred brand drug tier" as a category of prescription drugs within a tier in a formulary for which beneficiary cost-sharing is greater than tiers for generic drugs or preferred brand drugs, and that are not included within a specialty drug tier; and (2) "specialty drug tier" as a category of prescription drugs within a tier in a formulary for which beneficiary cost-sharing is greater than tiers for generic drugs, preferred brand drugs, or non-preferred drugs in the plan's formulary.

Military Enlistment Opportunity Act of 2013 - Amends citizenship and residency qualifications for enlistment in the armed forces to permit enlistment of additional persons who: (1) have resided continuously in a lawful status in the United States for at least two years, or (2) possess an employment authorization document issued by U.S. Citizenship and Immigration Services under requirements of the Department of Homeland Security (DHS) policy entitled Deferred Action for Childhood Arrivals. Requires authorized enlistees who are not citizens or other nationals of the United States or lawfully admitted for permanent residence to be adjusted to the status of an alien lawfully admitted for permanent residence under an exception to specified provisions of Immigration and Nationality Act. (Such enlistees need not establish that they entered the United States prior to January 1, 1972, or comply with other specified requirements.) Directs the Secretary of Homeland Security to rescind such adjusted status if the person is separated from the armed forces under other than honorable conditions before the person served for a period or periods aggregating five years.

Taiwan Policy Act of 2013 - States that nothing in this Act shall be construed to amend or supersede the Taiwan Relations Act. States that it shall be U.S. policy to: (1) support Taiwan and the human rights of its people, (2) permit senior leaders of Taiwan to enter the United States under conditions of appropriate respect and permit meetings between high level Taiwanese and U.S. officials in all U.S. executive departments, and (3) sign a comprehensive extradition agreement. Authorizes the President to: (1) accept a letter of request from Taiwan for price and availability data or for a formal sales offer regarding the F-16C/D Fighting Falcon or other similar aircraft, and (2) transfer specified naval vessels to Taiwan. States that in conducting relations with Taiwan and China the United States continues to assent to the six assurances provided to Taiwan in 1982. Directs: (1) the President to appoint a Director of the American Institute in Taiwan, (2) the Department of State to continue its program to ensure meaningful participation by Taiwan in international organizations, and (3) the Secretary of State to brief Congress about any potential defense-related transfers to Taiwan. Authorizes the President to make available to Taiwan defense items or defense services, including: (1) air, maritime, and ground capabilities; and (2) capacity for partnership with friendly foreign militaries. Expresses the sense of Congress that the goal of trade negotiations with Taiwan should be the negotiation of a free trade agreement.

Medicare Fraud Enforcement and Prevention Act of 2013 - Amends title XI of the Social Security Act (SSA) to increase criminal penalties for both felony and misdemeanor fraud under SSA titles XVIII (Medicare) and XIX (Medicaid). Adds a new offense of distribution of two or more Medicare or Medicaid beneficiary identification numbers or billing privileges. Applies civil monetary penalties to: (1) conspiracy to make false statements or commit other specified offenses with respect to Medicare or Medicaid claims; and (2) knowing creation or use of false records or statements with respect to the transmission of money or property to a federal health care program. Extends the statute of limitations from six to 10 years after presentation of a claim. Amends SSA title XVIII (Medicare), as amended by the Patient Protection and Affordable Care Act (PPACA), to revise screening requirements. Amends SSA title XI, as amended by PPACA, to require the access to claims and payment data granted to Inspector General of the Department of Health and Human Services (HHS) and the Attorney General to include access to real time claims and payment data. Requires the HHS Inspector General to implement mechanisms for the sharing of information about suspected fraud relating to the federal health care programs under Medicare, Medicaid, and SSA title XXI (Children's Health Insurance Program) (CHIP) with other appropriate law enforcement officials. Directs the HHS Secretary to provide for a study that analyzes the feasibility and benefits in reducing waste, fraud, and abuse of carrying out a program that implements biometric technology to ensure that individuals entitled to benefits under Medicare part A or enrolled under Medicare part B are physically present at the time and place of receipt of certain items and services for which payment may be made.

Amends the Civil Service Retirement System (CSRS) and the Federal Employees' Retirement System (FERS) to exclude Members of Congress, except the Vice President, from further CSRS and FERS retirement coverage. Prohibits further government contributions or deductions from such Member's basic pay for deposit in the Treasury to the credit of the Civil Service Retirement and Disability Fund. States that nothing in this Act shall: (1) be considered to nullify, modify, or otherwise affect any right, entitlement, or benefit under CSRS or FERS for any Member covering any period before the enactment of this Act; or (2) affect the eligibility of a Member to participate in the Thrift Savings Plan (TSP) in accordance with otherwise applicable law.

Egypt Accountability and Democracy Promotion Act - States that U.S. policy shall be to use its foreign assistance for Egypt to advance U.S. national security interests in Egypt, including encouraging the advancement of political, economic, and religious freedom in Egypt. Limits specified security and economic assistance to Egypt unless the Secretary of State certifies to Congress every six months that the Egyptian government: (1) is not controlled by or under the influence of a foreign terrorist organization, or that no supporter of a foreign terrorist organization serves in a policy-making position in the government; (2) has implemented legal reforms that protect the political, economic, and religious freedoms and human rights of all citizens and residents of Egypt; (3) is fully implementing the Israel-Egypt Peace Treaty; and (4) is taking verifiable steps to destroy the smuggling network and tunnels between Egypt and the Gaza Strip, and is cracking down on extremist groups in the Sinai Peninsula. Provides for a limited national security waiver of such restrictions. Sets forth reporting requirements.

Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the presentation of a congressional gold medal to commemorate the lives of Addie Mae Collins, Denise McNair, Carole Robertson, and Cynthia Wesley (children who lost their lives in the September 1963 bombing of the Sixteenth Street Baptist Church in Birmingham, Alabama, an incident recognized as a catalyst for the civil rights movement). Authorizes the Secretary of the Treasury to strike and sell bronze duplicates of such medals, with amounts received from the sale to be deposited in the U.S. Mint Public Enterprise Fund.

Animal Fighting Spectator Prohibition Act of 2013 - Amends the Animal Welfare Act to prohibit any person from knowingly attending an animal fighting venture or causing a minor (a person under the age of 18) to attend such a venture. Subjects any person who: (1) knowingly attends such venture to a fine and/or imprisonment for up to a year for each violation, and (2) knowingly causes a minor to attend such venture to a fine and/or imprisonment for up to three years for each violation.

Justice and Mental Health Collaboration Act of 2013 - Amends the Mentally Ill Offender Treatment and Crime Reduction Act of 2004 to: (1) expand the assistance provided under such Act, and (2) reauthorize appropriations for FY2015-FY2019. Authorizes the Attorney General to award grants to establish or expand: (1) veterans treatment court programs, which involve collaboration among criminal justice, veterans, and mental health and substance abuse agencies to provide qualified veterans (preliminarily qualified offenders who were discharged from the armed forces under conditions other than dishonorable) with intensive judicial supervision and case management, treatment services, alternatives to incarceration, and other appropriate services, including housing, transportation, job training, education, and assistance in obtaining benefits; (2) peer to peer services or programs to assist such veterans in obtaining treatment, recovery, stabilization, or rehabilitation; (3) practices that identify and provide treatment, rehabilitation, legal, transitional, and other appropriate services to such veterans who have been incarcerated; and (4) training programs to teach criminal justice, law enforcement, corrections, mental health, and substance abuse personnel how to identify and respond to incidents involving such veterans. Revises the definition of "preliminarily qualified offender" to include, in the case of a veterans treatment court program, an adult or juvenile accused of an offense who has been diagnosed with, or manifests obvious signs of, mental illness or a substance abuse disorder or co-occurring mental illness and substance abuse disorder. Removes a requirement that the adult or juvenile be accused of a nonviolent offense. Requires preliminarily qualified offenders to be unanimously approved for participation in a collaboration program by, when appropriate, the relevant prosecuting attorney, defense attorney, probation or corrections official, judge, and representative from the relevant mental health agency. Authorizes the Attorney General to award grants to enhance the capabilities of a correctional facility to: (1) identify and screen for mentally ill inmates; (2) plan and provide assessments of the clinical, medical, and social needs of inmates and appropriate treatment and services that address mental health and substance abuse needs; (3) develop, implement, and enhance post-release transition plans that coordinate services and public benefits, the availability of mental health care and substance abuse treatment services, alternatives to solitary confinement and segregated housing, and mental health screening and treatment for inmates placed in solitary confinement or segregated housing; and (4) train employees in identifying and responding to incidents involving inmates with mental health disorders or co-occurring mental health and substance abuse disorders. Authorizes the Attorney General to: (1) award not more than six grants per year to applicants for the purpose of reducing the use of public services by mentally ill individuals who consume a significantly disproportionate quantity of public resources, and (2) make grants to provide support for programs that teach law enforcement personnel how to identify and respond to incidents involving persons with such disorders. Directs the Attorney General to give priority in awarding grants for adult or juvenile collaboration programs to applications that: (1) propose interventions that have been shown by empirical evidence to reduce recidivism, and (2) use validated assessment tools to target preliminarily qualified offenders with a moderate or high risk of recidivism and a need for treatment and services.

Requires the Speaker of the House of Representatives and the President pro tempore of the Senate to make appropriate arrangements for the award, on behalf of Congress, of two gold medals to the First Special Service Force (a joint American-Canadian volunteer unit), collectively, in recognition of their World War II service. Directs one such gold medal to be given to the Smithsonian Institution and the other to the First Special Service Force Association in Helena, Montana. Authorizes the Secretary of the Treasury to strike and sell bronze duplicates with proceeds deposited in the U.S. Mint Public Enterprise Fund. Declares that medals struck under this Act are national medals for purposes of specified coins and currency provisions.

Establishes in the House of Representatives a select Committee to investigate and report to the House on: any intelligence known to the United States relating to the attack on the U.S. consulate in Benghazi, Libya, on September 11, 2012; any requests for additional security, or actions taken by federal agencies to improve security at the consulate before the attack; a definitive timeline of it; how the relevant agencies and the executive branch responded to it and whether appropriate congressional notifications were made; any improper conduct by officials relating to the attack; recommendations on what steps Congress and the President should take to prevent future attacks; and any other relevant issues relating to the attack or the response to it.

Visa Waiver for Israel Act of 2013 - Includes Israel in the visa waiver program upon the Secretary of Homeland Security's (DHS) determination that Israel: (1) has entered into an agreement with the United States to report, or make available through Interpol or other means, information about passport theft or loss; (2) has entered into an information sharing agreement with the United States regarding whether Israeli citizens and nationals traveling to the United States represent a U.S. security threat; (3) cooperates with the U.S. government on counterterrorism initiatives, information sharing, and preventing terrorist travel; (4) issues all new and reissued passports with biometric identifiers; and (5) has made every reasonable effort, without jeopardizing Israeli security, to ensure that reciprocal privileges are extended to all U.S. citizens.

Affirms that all children deserve a permanent, protective family. Values the long tradition of the United States and Russia working together to find permanent homes for unparented children. Disapproves of the Russian law ending inter-country adoptions of Russian children by U.S. citizens because it primarily harms vulnerable and voiceless children. Urges Russia to reconsider the law on humanitarian grounds and prioritize the processing of inter-country adoptions of Russian children by U.S. citizens that were initiated before the law's enactment.

Federal Reserve Transparency Act of 2013 - Directs the Comptroller General (GAO) to: (1) complete, within 12 months of enactment of this Act, the required audit of the Board of Governors of the Federal Reserve System (Board) and of the Federal Reserve Banks; and (2) submit to Congress, within 90 days of audit completion, a detailed report of audit findings and conclusions. Repeals certain limitations placed upon such audit. Instructs the Comptroller General to audit and report on the review of loan files of homeowners in foreclosure in 2009 or 2010, required as part of the enforcement actions taken by the Board against supervised financial institutions. Prescribes audit contents, including: (1) the guidance given by the Board to independent consultants retained by the supervised financial institutions regarding procedures to be followed in conducting the file reviews, (2) the factors considered by independent consultants when evaluating loan files and the results obtained pursuant to those reviews, and (3) the determinations made by such consultants regarding the nature and extent of financial injury sustained by each homeowner as well as the level and type of remediation offered.

Jerusalem Embassy and Recognition Act of 2013 - States that it is U.S. policy: (1) to recognize Jerusalem as the undivided capital of Israel, and (2) that the U.S. Embassy in Israel should be established in Jerusalem not later than January 1, 2015. Amends the Jerusalem Embassy Act of 1995 to eliminate the President's authority to waive certain funding limitations for Department of State acquisition and maintenance of buildings abroad until the U.S. Embassy in Jerusalem has officially opened. Requires any official U.S. document which lists countries and their capital cities to identify Jerusalem as Israel's capital. Limits appropriations that may be obligated in FY2013 for Department acquisition and maintenance of buildings abroad until the U.S. Embassy in Jerusalem has officially opened. States that for each of FY2013-FY2014, of funds authorized to be appropriated for Department acquisition and maintenance of buildings abroad, necessary sums should be made available until expended only for construction and other costs associated with the establishment in Jerusalem of the U.S. Embassy in Israel.

Constitutional Amendment - Prohibits total outlays for a fiscal year (except those for repayment of debt principal) from exceeding total receipts for that fiscal year (except those derived from borrowing) unless Congress, by a three-fifths rollcall vote of each chamber, authorizes a specific excess of outlays over receipts. Requires a three-fifths rollcall vote of each chamber to increase the public debt limit. Directs the President to submit a balanced budget to Congress annually. Prohibits any bill to increase revenue from becoming law unless approved by a majority of each chamber by rollcall vote. Authorizes waivers of these provisions when a declaration of war is in effect or under other specified circumstances involving military conflict. Requires any such waiver to identify and be limited to the specific excess or increase for that fiscal year made necessary by the identified military conflict.

Waives a specified requirement that the enrollment of any bill or joint resolution be printed on parchment for the duration of the 112th Congress. Provides that the enrollment of any such measure shall be in such form as may be certified by the Clerk of the House of Representatives or the Secretary of the Senate (as applicable) to be a truly enrolled bill or joint resolution (as the case may be).

Urges European governments and the European Union (EU) to: (1) designate Hizballah as a terrorist organization so that Hizballah cannot use EU territories for fund raising, recruitment, and propaganda; and (2) impose sanctions on Hizballah for providing material support to Bashar al Assad's violent repression against the people of Syria. Supports Bulgaria's investigation into the July 18, 2012, terrorist attack in Burgas, and urges the President to provide related diplomatic, intelligence, and law enforcement support. Supports Bulgaria as a member of the North Atlantic Treaty Organization (NATO) and urges the United States, NATO, and the EU to work with Bulgaria to safeguard its territory and citizens from terrorism. Urges the President to make available to European allies and the European public information about Hizballah's terrorist activities, efforts to subvert democracy in Lebanon, and material support for Bashar al Assad's campaign of violence in Syria.

Expresses the sense of Congress that: (1) the North Korean missile launch of December 12, 2012, represents a flagrant violation of specified U.N. Security Council resolutions; (2) North Korea continues to defy the U.N., its Six-Party partners, and the international community; (3) the member nations should immediately impose sanctions covered by such resolutions and censure North Korea; and (4) all current restrictions against North Korea, including sanctions that ban the importation into the United States of North Korean goods, should remain in effect until North Korea no longer engages in activities that threaten U.S. interests and global peace.

Egypt Accountability and Democracy Promotion Act - States that U.S. policy shall be to use its foreign assistance for Egypt to advance U.S. national security interests in Egypt, including encouraging the advancement of political, economic, and religious freedom in Egypt. Limits specified security and economic assistance to Egypt unless the Secretary of State certifies to Congress every six months that the Egyptian government: (1) is not controlled by or under the influence of a foreign terrorist organization, or that no supporter of a foreign terrorist organization serves in a policy-making position in the government; (2) has implemented legal reforms that protect the political, economic, and religious freedoms and human rights of all citizens and residents of Egypt; (3) is fully implementing the Israel-Egypt Peace Treaty; and (4) is taking verifiable steps to destroy the smuggling network and tunnels between Egypt and the Gaza Strip, and is cracking down on extremist groups in the Sinai Peninsula. Provides for a limited national security waiver of such restrictions. Sets forth reporting requirements.

Naval Vessels Transfer Act of 2012 - Authorizes the President to transfer on a grant basis to: (1) Mexico, the OLIVER HAZARD PERRY class guided missile frigates CURTS and MCCLUSKY; and (2) Thailand, the OLIVER HAZARD PERRY class guided missile frigates RENTZ and VANDEGRIFT. Authorizes the President to transfer on a sale basis the OLIVER HAZARD PERRY class guided missile frigates TAYLOR, GARY, CARR, and ELROD to the Taipei Economic and Cultural Representative Office of the United States (which is the Taiwan instrumentality designated pursuant to the Taiwan Relations Act). States that: (1) the value of such vessels transferred on a grant basis shall not be counted against the aggregate value of excess defense articles transferred to countries in any fiscal year under the Foreign Assistance Act of 1961; (2) transfer costs shall be charged to the recipient; and (3) to the maximum extent practicable, the country to which a vessel is transferred shall have necessary vessel repair and refurbishment carried out at U.S. shipyards (including U.S. Navy shipyards). Terminates transfer authority three years after enactment of this Act.

Expresses unwavering commitment to the security of Israel as a Jewish and democratic state with secure borders and supports its inherent right to act in self-defense to protect its citizens against acts of terrorism. Reiterates that Hamas must end Gaza-linked terrorist rocket and missile attacks against Israel, recognize Israel's right to exist, renounce violence, and agree to accept previous agreements between Israel and the Palestinians. Urges the U.N. Security Council to condemn the recent spike in Gaza-linked terrorist missile attacks against Israel. Encourages the President to continue to work diplomatically with the international community to prevent Hamas and other Gaza-based terrorist organizations from retaining or rebuilding the capability to launch rockets and missiles against Israel.

Trafficking in Organs Victims Protection Act - States that it shall be U.S. policy to: (1) end the offensive practice of exploiting the poor and vulnerable for the purpose of harvesting and trafficking their organs, and (2) combat criminal trade in human organs. Amends the Foreign Assistance Act of 1961 to include in the annual country reports on human rights practices information on post-operative and rehabilitation care for victims of trafficking in human organs and the extent to which violations of a country's laws against trafficking in human organs have occurred. Amends the Trafficking Victims Protection Act of 2000 to include in the definition of "coercion" exploitation of a person through the promise of payments or benefits in order to compel or entice the person to consent to the removal of one or more of the person's organs for a transplant operation in a manner contrary to certain World Health Organization (WHO) standards. Defines: (1) "trafficking in human organs" as the recruitment, transportation, transfer, harboring, or receipt of a person, either living or dead, for the purpose of removing one or more of the person's organs by coercion, abduction, deception, abuse of power, or transfer of payments or benefits, and the illicit transportation and transplantation of those organs in one or more other persons for profit or any other purpose; and (2) "organ" as the human (including fetal) kidney, liver, heart, lung, pancreas, bone marrow, cornea, eye, bone, and skin or any subpart thereof, and any other human organ or subpart (including that derived from a fetus) specified by the President. Includes in the definition of "severe forms of trafficking in persons" trafficking in human organs. Amends the State Department Basic Authorities Act of 1956 to prohibit the issuance of a passport to, and revoke a previously issued passport from, a person convicted of trafficking in human organs who used a passport or otherwise crossed an international border in committing such offense. Authorizes the President to exercise specified authorities under the International Emergency Economic Powers Act in connection with: (1) the export of anti-rejection human organ transplant drugs to countries identified as the largest source of illegally trafficked human organs or the largest recipients of illegally trafficked human organs, or (2) the travel abroad by U.S. citizens to participate in any activity relating to human organ trafficking.

Expresses the sense of Congress that the Secretary of State should: (1) reaffirm U.S. support for the peaceful resolution of maritime territorial disputes in the South China Sea, the East China Sea, the Taiwan Strait, and the Yellow Sea; (2) condemn the use of force by China in the South China and East China Seas and by China's North Korean ally in the Yellow Sea; (3) call on all parties to these territorial disputes to refrain from threatening force or using force to assert territorial claims; (4) welcome the diplomatic efforts of Association of Southeast Asian Nations (ASEAN) and U.S. allies and partners in Taiwan, Japan, and the Republic of Korea to resolve these outstanding disputes; and (5) support U.S. Armed Forces operations in support of freedom of navigation rights in international waters and air space in the South China Sea, the East China Sea, the Taiwan Strait, and the Yellow Sea.

Vietnam Veterans Donor Acknowledgment Act of 2012 - Instructs the Secretary of the Interior to acknowledge a donor contribution to the Vietnam Veterans Memorial Visitor Center inside such Center in the form of a permanent statement or credit line that expresses appreciation for such contribution, if: (1) the donor or the Vietnam Veterans Memorial Fund, Inc. provides the Secretary with an acceptable plan describing the statement or credit line and the funding to create it; and (2) the Secretary, in consultation with the National Capital Planning Commission and Commission of Fine Arts, determines the statement or credit line to be short, discrete, unobtrusive, and without an advertising slogan or company logo.

Transparent and Science-Based Fishery Management Act of 2012 - Amends the Magnuson-Stevens Fishery Conservation and Management Act to provide that a Regional Fishery Management Council is not required to develop an annual catch limit for: (1) an ecosystem component species; or (2) a species, fishery, or stock for which a survey and stock assessment have not been performed within the preceding five years. Defines "ecosystem component species" as a stock of fish that is a nontarget, incidentally harvested stock of fish in a fishery, or a nontarget, incidentally harvested stock of fish, that a Council or the Secretary of Commerce has determined is not: (1) subject to overfishing, approaching an overfished condition, or overfished; and (2) likely to become subject to overfishing or overfished in the absence of conservation and management measures. Requires each annual catch limit to take into account: (1) management measures under international agreements in which the United States participates, and (2) informal transboundary agreements under which management activities outside the exclusive economic zone by another country may hinder conservation efforts by U.S. fishermen for a species for which any of the recruitment, distribution, life history, or fishing activities are transboundary. Prohibits the New England, Mid-Atlantic, South Atlantic, and Gulf of Mexico Councils, except with respect to the Gulf of Mexico commercial red snapper fishery, from submitting a fishery management plan or amendment that creates a catch share program for a fishery (and prohibits the Secretary from implementing a secretarial plan or amendment) unless the final program has been approved in a referendum by a majority of specified permit holders eligible to participate in the fishery. Requires fishery management plans, amendments, or regulations for overfished fisheries to specify a time period for ending overfishing and rebuilding the fishery that is as short as practicable (under current law, as short as possible). Modifies exceptions to the requirement that such period not exceed 10 years. Requires consideration, in evaluating progress to end overfishing and rebuild overfished stocks, of factors other than commercial and recreational fishing. Requires, when the Secretary extends the rebuilding period under specified provisions, that the maximum rebuilding time not exceed the sum of the initial 10-year period, the expected time to rebuild the stock absent any fishing mortality and under prevailing environmental conditions, and the mean generation time of the stock. Permits the Secretary to: (1) suspend annual catch limits under specified circumstances, and (2) use portions of fisheries enforcement penalties for data collection purposes. Directs the Secretary to review and report to Congress on each fishery closure under federal law for which notice was published in the Federal Register that was not a normal and expected occurrence under the fishery management plan for the fishery concerned and was considered disruptive to sport, charter, or commercial fishing operations, and that was in effect for more than 120 days within the five-year period preceding the enactment of this Act.
