Directs the President to report to Congress every two years regarding executive branch actions taken to ensure that the interests of all refugees displaced from Arab countries, including Jews, Christians, and other groups, are considered in any final settlement of the Middle East refugee question that is part of any comprehensive Arab-Israeli peace.

Condemns the growing repression of democracy and human rights in Ecuador, including the suppression of freedom of expression and increased government control over the judiciary. Calls on the Secretary of State to: (1) note in the 2012 and future Country Reports on Human Rights Practices for Ecuador the limited ability to report on the full account of human rights abuses in Ecuador due to a lack of transparency within government institutions in that country; and (2) provide to the relevant Senate and House committees a budget and performance review of Department of State and U.S. Agency for International Development (USAID) activities in Ecuador funded to promote strong democratic institutions, the rule of law, and human rights. Expresses concern regarding: (1) the lack of high-level counternarcotics cooperation between the United States and Ecuador, (2) aspects of Ecuador's actions that fail to meet the intentions of the Andean Trade Preference Act (ATPA) and the Andean Trade Promotion and Drug Eradication Act, and (3) the expanded relationship between Ecuador and Iran. Declares that the House of Representatives is not inclined to support a renewal of ATPA for Ecuador based on the current status of such concerns. Calls for a careful review of such concerns, in addition to Ecuador's eligibility as a beneficiary country, when considering renewal of ATPA, which expires on July 31, 2013.

Supports efforts to raise awareness about the HIV/AIDS crisis. Recognizes the importance of country ownership of the HIV/AIDS response, including participation by civil society. Supports the achievements of the United States President's Emergency Plan for AIDS Relief (PEPFAR), in cooperation with international efforts to combat HIV/AIDS. Endorses the call for virtual global elimination of new pediatric HIV infections by 2015. Urges continued U.S. leadership in the fight against HIV/AIDS. Calls upon all nations to implement effective AIDS strategies that are tailored to local conditions and respect the human rights and dignity of persons living with HIV/AIDS.

Morris Soskil Path to the Purple Heart Act - Requires the Secretary of the military department concerned, in the case of an individual who served as a member of the Armed Forces during World War II and whose service records are incomplete because of damage while in the possession of the Department of Defense (DOD), to provide an exception to the standards for awarding the Purple Heart and consider unofficial sources of information, including eyewitness statements, to determine whether the individual is so eligible as a member killed or wounded in action as the result of an enemy act. Directs the Secretary of Defense to make such an award based upon a positive determination by the Secretary concerned. Allows such an award to be made posthumously.

Repeal of Obamacare Act - Repeals the Patient Protection and Affordable Care Act, effective as of its enactment. Restores provisions of law amended by such Act. Repeals the health care provisions of the Health Care and Education and Reconciliation Act of 2010, effective as of the Act's enactment. Restores provisions of law amended by the Act's health care provisions.

Western Hemisphere Security Cooperation Act of 2012 - Sets forth U.S. policy statements regarding: (1) the threat posed by Iran and deterrence of Western Hemisphere cooperation in enhancing Iran's development of nuclear, biological, or chemical weapons; (2) the security and environmental threat posed by Cuba; (3) implementation by Western Hemisphere countries of counterterrorism conventions; (4) nonproliferation, including nonproliferation of nuclear fuel fabrication; and (5) Small Quantities Protocols. Directs the Secretary of State to notify Congress regarding specified travel by Cuban government officials to or within the United States. Denies a visa to, and excludes from the United States, any alien who is an officer or principal of an entity, or a controlling shareholder in an entity, that has made specified financial investments to enhance Cuba's development of petroleum resources of the submerged lands located off Cuba's coast. Imposes specified export, loan, and bank-related sanctions on a person or financial institution that has made specified financial investments to enhance Cuba's development of petroleum resources of the submerged lands located off Cuba's coast or has made an investment that contributes to such enhancement and has trafficked in confiscated U.S. property. Makes it illegal for a U.S. person to provide materials, technical equipment, or other assistance that contributes to the enhancement of Cuba's ability to develop petroleum resources of the submerged lands located off Cuba's coast. Revises provisions regarding: (1) international drug control certification procedures, and (2) the Department of State rewards program. Expresses the sense of Congress that the International Law Enforcement Academy in San Salvador, El Salvador, should continue to serve as a critical component of U.S. regional counterterrorism efforts. Authorizes the President to impose specified sanctions on any country in the Western Hemisphere that is engaged in state sponsored terrorism, is threatening U.S. national security interests, or is not cooperating with U.S. counterterrorism or nonproliferation efforts. Directs the Secretary to negotiate the establishment of a Western Hemisphere Regional Coordination Center. Authorizes the transfer of specified funds to the Central American Regional Security Initiative. States that certain security assistance funds for any country of Central America may be administered only through the U.S. embassy for such Central American country. Directs the President to use all political, economic, and diplomatic tools to ensure that each Western Hemisphere country has signed and implemented a comprehensive safeguards agreement with the International Atomic Energy Agency (IAEA) and is adhering to other nonproliferation agreements. Authorizes the President to impose specified sanctions against a country that has failed to sign or adhere to such agreements. Directs the President to use all political, economic, and diplomatic tools to prevent the development or acquisition by any country of a capacity to fabricate nuclear fuel if such country did not have such capacity as of January 1, 2012. Authorizes the Secretary to negotiate the establishment of the Western Hemisphere Nonproliferation Partnership Initiative. Prohibits sales or exports of major defense equipment to a Western Hemisphere country until the President certifies that the government of such country is not carrying out policies undermining U.S. national security interests and is cooperating with U.S. nonproliferation efforts. Places restrictions on nuclear cooperation with countries assisting the nuclear or biological program of Venezuela or Cuba or transferring advanced conventional weapons or missiles to Venezuela or Cuba. Authorizes specified funds to be made available for U.S. voluntary contributions to the Organization of American States (OAS). Prohibits U.S. contributions from being made to the OAS if Cuba is admitted as an active OAS member state or participates at the Summit of the Americas with OAS consent unless the Secretary certifies to Congress that a democratically elected Cuban government has been established. States that nothing in this Act shall be construed as weakening or removing any prohibitions on U.S. engagement with or assistance to any Western Hemisphere country that the Secretary has designated as a state sponsor of terrorism for a minimum of five consecutive years.

Haqqani Network Terrorist Designation Act of 2012 - Requires the Secretary of State to report to Congress on whether the Haqqani Network (an insurgent network operating in Pakistan and Afghanistan) meets the criteria for designation as a foreign terrorist organization. States that nothing in this Act may be construed to infringe upon the sovereignty of Pakistan to combat militant or terrorist groups operating inside its boundaries.

Foreign Relations Authorization Act, Fiscal Year 2013 - Authorizes FY2013 appropriations for the Department of State for: (1) diplomatic and consular programs; (2) the Capital Investment Fund; (3) embassy security, construction and maintenance; (4) educational and cultural exchange programs; (5) conflict stabilization operations; (6) representation allowances; (7) protection of foreign missions and officials; (8) diplomatic and consular service emergencies; (9) repatriation loans; (10) the American Institute in Taiwan; (11) the Office of the Inspector General; (12) contributions to international organizations; (13) contributions for international peacekeeping activities; (14) the International Boundary and Water Commission, United States and Mexico; (15) the International Boundary Commission, United States and Canada; (16) the International Joint Commission; (17) International Fisheries Commissions; (18) the Border Environment Cooperation Commission; (19) the Peace Corps; and (20) the National Endowment for Democracy. Revises provisions regarding: (1) the International Litigation Fund; (2) diplomatic and soft target security; (3) special agents; (4) the Department of State rewards program; (5) cybersecurity; (6) the Center for Strategic Counterterrorism Communications; (7) passport surcharges and border crossing cards; (8) the Foreign Service; (9) international broadcasting; and (10) military assistance, defense article and munitions transfers, and arms control.

Breast Cancer Patient Education Act of 2012 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services (HHS) to provide for the planning and implementation of an education campaign to inform breast cancer patients anticipating surgery regarding the availability and coverage of breast reconstruction, prostheses, and other options. Requires such campaign to include dissemination of the following information: (1) breast reconstruction is possible at the time of breast cancer surgery or in a delayed fashion; (2) prostheses or breast forms may be available; (3) federal law mandates that both public and private health plans include coverage of breast reconstruction and prostheses; (4) the patient has a right to choose the provider of reconstructive care, including the potential transfer of care to a surgeon that provides breast reconstructive care; and (5) the patient may opt to undergo breast reconstruction in a delayed fashion for personal reasons or after completion of all other breast cancer treatments. Prohibits such campaign from specifying, or being designed to serve as a tool to limit, the health care providers available to patients.

International Science and Technology Cooperation Act of 2012 - Requires the Director of the Office of Science and Technology Policy (OSTP) to establish a body under the National Science and Technology Council that has the responsibility of identifying and coordinating international science and technology cooperation that can strengthen U.S. science and technology enterprise, improve economic and national security, and support U.S. foreign policy goals. Requires the body to be co-chaired by senior level officials from OSTP and the Department of State. Requires the body to: (1) plan and coordinate interagency international science and technology cooperative research and training activities and partnerships supported or managed by federal agencies, (2) establish federal priorities and policies for aligning such international science and technology cooperative research and training activities and partnerships with the foreign policy goals of the United States, (3) identify opportunities for new international science and technology cooperative research and training partnerships that advance science and technology and U.S. foreign policy priorities, (4) solicit recommendations from non-federal science and technology stakeholders, and (5) identify broad issues that influence the ability of U.S. scientists and engineers to collaborate with foreign counterparts.

National Park Service 100th Anniversary Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue gold, silver, and half-dollar clad coins in commemoration of the 100th anniversary of the establishment of the National Park Service (NPS). Authorizes the issuance of coins under this Act only for a one-year period, beginning on January 1, 2016. Requires all sales of coins minted under this Act to include a surcharge of $35 per gold coin, $10 per silver coin, and $5 per half-dollar clad coin. Requires all of the surcharges received from the sale of such coins to be paid to the National Park Foundation for projects and programs to help preserve and protect resources under the stewardship of the NPS and to promote public enjoyment and appreciation of those resources. Prohibits the surcharges paid to the Foundation from being used for land acquisition.

Visa Waiver for Israel Act of 2012 - Includes Israel in the visa waiver program upon the Secretary of Homeland Security's (DHS) determination that Israel: (1) has entered into an agreement with the United States to report, or make available through Interpol or other means, information about passport theft or loss; (2) has entered into an information sharing agreement with the United States regarding whether Israeli citizens and nationals traveling to the United States represent a U.S. security threat; (3) cooperates with the U.S. government on counterterrorism initiatives, information sharing, and preventing terrorist travel; (4) issues all new and reissued passports with biometric identifiers; and (5) has made every reasonable effort, without jeopardizing Israeli security, to ensure that reciprocal privileges are extended to all U.S. citizens.

Justice for the American Diplomats Held Hostage in Tehran Act - Directs the Secretary of the Treasury to establish a common fund to be administered by the class representatives and agents for the former American hostages in Iran and their survivors (case number 1:08-CV-00487 (EGS) of the U.S. District Court for the District of Columbia) in order to pay claims to the American hostages and to family members identified as class members. Finances the fund from: (1) fines and penalties for violations of activities with respect to any government or person by reason of a connection with Iran, and (2) seized or frozen Iranian assets or assets from persons or entities subject to Iran-related sanctions. Sets forth payment priority and amount provisions. States that the United States shall be fully subrogated with respect to payments to all rights of each individual paid under this Act against the government of Iran or the Iranian Revolutionary Guard Corps (IRGC).

Declares that the House of Representatives should observe a minute of silence to commemorate the 40th anniversary of the 1972 Munich Olympics terrorist attack and remember those who lost their lives. Urges the International Olympic Committee to: (1) take the opportunity afforded by that anniversary to remind the world that the Olympics were established to send a message of hope and peace through sport and athletic competition; and (2) recognize those who lost their lives at the 1972 Munich Olympics with a minute of silence at every future Olympics Opening Ceremony, beginning with the 2012 London Summer Olympic Games, in an effort to reject and repudiate terrorism as antithetical to the Olympic goal of peaceful competition.

Preventing Recurring Trade Evasion and Circumvention Act or PROTECT Act - Directs the Secretary of Homeland Security (DHS) to establish within the Office of International Trade of the U.S. Customs and Border Protection (CBP) a Trade Remedy Law Enforcement Division (including a National Targeting and Analysis Group) to prevent and counter evasion of antidumping or countervailing duty orders with respect to covered merchandise entered into the United States. Directs the Group to establish targeted risk assessment methodologies and standards for: (1) evaluating the risk that cargo destined for the United States may constitute evading covered merchandise, and (2) issuing Trade Alerts to U.S. ports of entry directing further inspection of specific merchandise to ensure compliance with U.S. trade remedy laws. Requires the Group also to use information available from the Automated Targeting System, the Automated Entry System, the International Trade Data System, and the Treasury Enforcement Communications System to administer such methodologies and standards. Amends the Trade Act of 2002 to repeal the prohibition against use by the Secretary of the Treasury of certain trade data for merchandise entry or commercial enforcement determinations. Requires the DHS Secretary, acting through the CBP Commissioner, to exercise all authorities to collect information needed to determine whether merchandise is entered into the United States through evasion. Amends the Tariff Act of 1930 to permit access to proprietary information submitted to the administering authority or the U.S. International Trade Commission (ITC) to a CBP officer or employee who is conducting an investigation regarding negligence or gross negligence with respect to covered merchandise entered into the United States. Directs the Secretary of the Treasury to negotiate and enter into bilateral agreements with customs authorities of foreign countries to prevent evasion of U.S. and foreign trade remedy laws. Directs the CBP Commissioner to employ sufficient personnel who have expertise in and responsibility for preventing and investigating the entry of covered merchandise into the United States through evasion. Requires the weighted average dumping margin or individual countervailing duty rate determined for a new exporter (shipper) or producer of merchandise in a review by the administering authority as to whether antidumping or countervailing duties shall be imposed to be based solely on the bona fide U.S. sales made by the exporter or producer during the period of review. Applies the amendments made by this Act to goods from Canada and Mexico.

Sergei Magnitsky Rule of Law Accountability Act of 2012 - Directs the Secretary of State to publish and update a list of each person the Secretary has reason to believe: (1) is responsible for the detention, abuse, or death of Sergei Magnitsky, participated in related liability concealment efforts, financially benefited from Sergei Magnitsky's detention, abuse, or death, or was involved in the criminal conspiracy uncovered by Sergei Magnitsky; or (2) is responsible for extrajudicial killings, torture, or other human rights violations committed against individuals seeking to expose illegal activity carried out by Russian officials, or against persons seeking to promote human rights and freedoms. Makes an alien on such list ineligible to enter or be admitted to the United States. Revokes any visa issued for such person. Authorizes the Secretary to waive such prohibition if in the U.S. national security interest. Requires congressional notification of any such waiver. Directs the Secretary of the Treasury to freeze and prohibit U.S. property transactions of an individual who is on the list or who acts as an agent for a listed individual. Authorizes the Secretary to waive such actions if in the U.S. national security interest. Requires congressional notification of any such waiver. Subjects a person who violates, attempts to violate, or causes a violation of such prohibitions to specified penalties. Terminates this Act 10 years after its enactment.

Ambassador James R. Lilley and Congressman Stephen J. Solarz North Korea Human Rights Reauthorization Act of 2012 - Expresses the sense of Congress that the United States should: (1) continue to seek cooperation from foreign governments to allow the United States to process North Korean refugees overseas for U.S. resettlement, and (2) urge China to halt its forcible repatriation of North Koreans. Amends the North Korean Human Rights Act of 2004 to authorize appropriations: (1) for grants that promote democracy and a market economy in North Korea, (2) to increase the availability of non-government controlled information inside North Korea, and (3) for organizations or persons that provide humanitarian assistance to North Koreans who are outside of North Korea. Directs the Broadcasting Board of Governors to report to Congress regarding U.S. broadcasting to North Korea. Extends specified annual reporting requirements for: (1) the Special Envoy for North Korean human rights issues, and (2) the Secretary of State and the Secretary of Homeland Security (DHS).

Condemns the Lord's Resistance Army's (LRA) continued atrocities and calls for renewed efforts by the United States, governments in the affected region, and the international community to end the LRA's terror and bring Joseph Kony to justice. Calls for the United States to place restrictions on individuals or governments, including the Republic of Sudan, found to be supporting in any way Joseph Kony or the LRA. Stresses the importance that civilian protection be prioritized. Urges Uganda, Democratic Republic of the Congo, Republic of South Sudan, Republic of Sudan, and Central African Republic to work together to address the LRA threat.

Iran Financial Sanctions Improvement Act of 2012 - Directs the Comptroller General to submit to Congress a list of all known entities that provide services to, or facilitate service access for, the Central Bank of Iran or any Iranian financial institution. Directs the Secretary of the Treasury to report to Congress on efforts to ensure that the Society for Worldwide Interbank Financial Telecommunication (SWIFT), Clearstream, and other similar entities have terminated the provision of services to, and the facilitation of service access for, the Central Bank of Iran and other Iranian financial institutions. Authorizes the President to impose specified sanctions on an entity that has not terminated any such relationship. Amends the Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010 to require each foreign financial institution that maintains a U.S. correspondent account or a payable-through account to report to the Secretary of the Treasury regarding any financial dealings with an Iranian financial institution during the preceding 180 days. Directs the Secretary to make such reports public. Amends the National Defense Authorization Act for Fiscal Year 2012 to include as a sanctionable activity the maintenance of funds or accounts for, or on behalf of, the Central Bank of Iran or another Iranian financial institution. Applies specified sanctions with respect to a foreign financial institution owned or controlled by the government of a foreign country (including a central bank of a foreign country) to the same extent and in the same manner as such sanctions apply to other foreign financial institutions. Directs the President to impose specified sanctions against a person that knowingly provided underwriting services or reinsurance: (1) for any activity regarding Iran for which sanctions have been imposed, or (2) to or for any person on which sanctions have been imposed for engaging in an activity with respect to Iran or any person designated for the imposition of sanctions in connection with Iran's proliferation of weapons of mass destruction or support for international terrorism. Includes among such sanctions export and procurement sanctions, and visa, property, banking, loan, and foreign exchange prohibitions.

United States-Israel Enhanced Security Cooperation Act of 2012 - States that it is U.S. policy to: (1) reaffirm the commitment to Israel's security as a Jewish state, (2) provide Israel with the military capabilities to defend itself and help preserve its qualitative military edge, (3) expand military and civilian cooperation, (4) assist in a negotiated settlement of the Israeli-Palestinian conflict that results in two states living side by side in peace and security, and (5) encourage Israel's neighbors to recognize Israel's right to exist as a Jewish state. Expresses the sense of Congress that the United States should take specified actions to assist in Israel's defense.

Faster Access to Specialized Treatments Act or FAST Act - Expresses the sense of Congress that the Food and Drug Administration (FDA) should apply specified accelerated approval and the fast track provisions to expedite the development and availability of treatments for serious or life-threatening diseases or conditions while maintaining appropriate safety and effectiveness standards. Amends the Federal Food, Drug, and Cosmetic Act to direct the Secretary of Health and Human Services (HHS), at the request of the sponsor of a new drug, to include as a fast track product a new drug, either alone or in combination with one or more other drugs, that is intended for the treatment of a serious or life-threatening disease or condition. Permits the Secretary to approve an application for approval of a product for a serious or life-threatening disease or condition, including a fast track product, upon a determination that the product has an effect on: (1) a surrogate endpoint that is reasonably likely to predict clinical benefit; or (2) on a clinical endpoint, including an endpoint that can be measured earlier than irreversible morbidity or mortality, that is reasonably likely to predict an effect on irreversible morbidity or mortality or other clinical benefit. Directs the Secretary, in conjunction with other planned reviews of the new drug review process, to contract with an independent entity with expertise in assessing biopharmaceutical development and regulatory review programs to evaluate the FDA's application of the fast track processes on the development and availability of innovative treatments for patients suffering from serious or life-threatening conditions.

Affirms that it is a vital national interest of the United States to prevent Iran from acquiring a nuclear weapons capability and warns that time is limited to prevent that from happening. Urges increasing economic and diplomatic pressure on Iran to secure an agreement that includes: (1) suspension of all uranium enrichment-related and reprocessing activities, (2) complete cooperation with the International Atomic Energy Agency (IAEA) regarding Iran's nuclear activities, and (3) a permanent agreement that verifiably assures that Iran's nuclear program is entirely peaceful. Supports: (1) the universal rights and democratic aspirations of the Iranian people, and (2) U.S. policy to prevent Iran from acquiring nuclear weapons capability. Rejects any U.S. policy that would rely on efforts to contain a nuclear weapons-capable Iran. Urges the President to reaffirm the unacceptability of an Iran with nuclear-weapons capability and oppose any policy that would rely on containment as an option in response to the Iranian nuclear threat.

Prohibits assistance from being provided to Pakistan pursuant to the authorities of the Foreign Assistance Act of 1961, the Arms Export Control Act, or the Pakistan Counterinsurgency Capability Fund unless the Secretary of State certifies to Congress that Pakistan is not aiding the Haqqani network (an insurgent network operating in Pakistan and Afghanistan). Makes withheld funds available for assistance to fight drug cartels on the U.S.-Mexico border.

Pro Football Hall of Fame Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue not more than 50,000 $5-gold coins, 400,000 $1-silver coins, and 750,000 half-dollar coins emblematic of the game of professional football. Requires all sales of such coins to include specified surcharges, which shall be paid by the Secretary to the Pro Football Hall of Fame to help finance the construction of a new building and the renovation of existing Pro Football Hall of Fame facilities.

Prescription Drug Labeling Promotion Act of 2012 - Directs the Secretary of Health and Human Services (HHS) to establish a working group to develop best practices on access to prescription drug labeling for the visually impaired. Requires the working group to: (1) include equal representation of consumer and industry advocates; (2) promulgate guidance on best practices for pharmacies to ensure that blind and visually impaired individuals have safe, consistent, reliable, and independent access to the information in the labeling of prescription drugs; (3) consider the use of Braille, specified auditory means, and enhanced visual means to provide such access; and (4) consider whether there are technical, financial, manpower, or other factors that may fundamentally impact the ability of pharmacies with 20 or fewer retail locations to implement the best practices. Directs the Commissioner of Food and Drugs (FDA) to conduct an informational and educational program to inform the public and pharmacists about such guidance and practices. Directs the Comptroller General: (1) 18 months after such guidance and practices are published, to review pharmacy compliance and the extent to which access barriers continue; and (2) by September 30, 2016, to report on such review, including recommendations for reducing such barriers.

Department of State Rewards Program Update and Technical Corrections Act of 2012 - Expresses the sense of Congress that the Department of State rewards program should be expanded to: (1) address the threat to U.S. interests from transnational criminal activity; and (2) target individuals indicted by international, hybrid, or mixed tribunals for genocide, war crimes, or crimes against humanity. Amends the State Department Basic Authorities Act of 1956 to include in the program's purpose the prevention of acts of transnational organized crime and violations of international humanitarian law. Provides rewards for the arrest or conviction of persons involved in such activities. Eliminates program references to the reward for the capture or death of Osama bin Laden.

Condemns Iran for its state-sponsored persecution of religious minorities and its continued violation of the Universal Declaration of Human Rights and the International Covenant on Civil and Political Rights. Calls for Iran to release Youcef Nadarkhani and all other individuals held or charged on account of their religion. Recognizes that religious freedom is a universal human right and a fundamental individual freedom.

States that the property interest of Iran in: (1) a blocked asset shall include an interest in property of any nature whatsoever, including any direct or indirect interest in securities or other financial assets immobilized or in any other manner held in book entry form and credited to a securities account in the United States, or in any funds transfers held in a U.S. financial institution; (2) securities or other financial assets immobilized or in any other manner held in book entry form and credited to a securities account in the United States shall be deemed to exist at every tier of securities intermediary necessary to hold an interest in any such securities or other financial assets; and (3) a funds transfer shall exist at any intermediary bank necessary to complete such funds transfer. States that property of Iran shall be deemed to be property in the United States of Iran if that property is: (1) an interest, held for Iran's benefit or for the benefit of any securities intermediary that directly or indirectly holds the interest for Iran's benefit, in securities or other financial assets that are represented by certificates or are in other physical form and are immobilized, custodized, or held for safekeeping or any other reason in the United States; or (2) an interest in securities or other financial assets held in book entry form or otherwise, and credited to a securities account in the United States by any securities intermediary directly or indirectly for Iran's benefit or for the benefit of any other securities intermediary that directly or indirectly holds the interest for Iran's benefit. States that: (1) an interest in securities or other financial assets is held and credited to a securities account in the United States by a securities intermediary if the securities intermediary is located in the United States; and (2) ownership by Iran, or its central bank or monetary authority, of any property shall be deemed to be commercial activity in the United States and that property, including any interest in that property, shall be deemed not to be held for the central bank's or monetary authority's own account. Revises provisions regarding exceptions to the immunity from attachment or execution of a foreign state's property in the United States.

Directs the Speaker of the House of Representatives and the President Pro Tempore of the Senate to make arrangements for the presentation of a congressional gold medal to Jack Nicklaus in recognition of his service to the nation in promoting excellence and good sportsmanship. Directs the Secretary of the Treasury to strike such gold medal and to strike and sell duplicate bronze medals at a price sufficient to cover the costs of the gold and bronze medals.

Energizing America through Employment Act - Authorizes TransCanada Keystone Pipeline, L.P. to construct, connect, operate, and maintain pipeline facilities for the import of crude oil and other hydrocarbons at the United States-Canada Border at Phillips County, Montana, in accordance with a certain application filed with the Department of State on September 19, 2008. Declares that no permit pursuant to Executive Order 13337 or any other similar Executive Order regulating such activities at the U.S. border, and no additional environmental impact statement (EIS), shall be required for such Pipeline. Deems a certain EIS issued by the Department of State to satisfy all requirements of the National Environmental Policy Act of 1969 (NEPA) as well as any other law requiring federal agency consultation or review regarding such cross-border facilities. Sets forth conditions governing construction, connection, operation, and maintenance of the cross-border facilities in connection with the Pipeline. Deems sufficient for the purposes of this Act any route and construction, mitigation, and reclamation measures for the Pipeline in the state of Nebraska that is identified by Nebraska and submitted to the Secretary of State. States that any action taken to implement this Act does not constitute a major federal action requiring an EIS under NEPA. Restricts to the U.S. Court of Appeals for the District of Columbia Circuit any federal judicial review over actions and facilities implemented under this Act. Instructs the Secretary of State, for purposes of making a national interest determination under Executive Order 13337 (or any successor Executive Order) regarding a pipeline application, to solicit the views of specified congressional committees regarding such application and pertinent information.

Amends the Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010 to impose sanctions on a foreign financial institution that employs a member of the board of directors of an entity that provides, or facilitates access to, services relating to secure communications, electronic funds transfers, or cable transfers to the Central Bank of Iran or a sanctioned financial institution. Prohibits the Secretary of the Treasury from prohibiting or conditioning the opening or maintaining in the United States of a correspondent account or a payable-through account by a foreign financial institution for employing a member of the board of directors of such an entity if the services relate to petroleum-related transactions from Iran that occur before the date on which specified sanctions apply.

Visa Waiver Program Enhanced Security and Reform Act - Amends the Immigration and Nationality Act regarding the visa waiver program to: (1) authorize the Secretary of Homeland Security (DHS) to designate any country as a program country; (2) adjust visa refusal rate criteria, including addition of a 3% maximum overstay rate; and (3) revise probationary and termination provisions.

State Waters Partnership Act of 2012 - Expresses the sense of Congress that the Administrator of the Environmental Protection Agency (EPA): (1) should take into account the effect of numeric nutrient criteria for nitrogen or phosphorus developed to meet the water quality requirements of the Federal Water Pollution Control Act (commonly known as the Clean Water Act) on the economy, job creation, consumers, municipalities, agriculture, small business, and other affected sectors; and (2) should not promulgate or enforce any nutrient criteria that would result in a negative economic impact of at least 15% on any such sector. Prohibits the Administrator from proposing, promulgating, or enforcing numeric nutrient criteria for streams, lakes, springs, canals, estuaries, or marine waters of Florida until the Administrator makes a final determination in accordance with such Act regarding the Florida amended rule approved for adoption by the Environmental Regulation Commission on December 8, 2011. Provides that if the Administrator determines that such rule meets the requirements of such Act: (1) the Administrator shall withdraw specified regulations concerning site-specific alternative criteria; and (2) the Administrator shall be prohibited from proposing or promulgating numeric nutrient criteria for streams, lakes, springs, canals, estuaries, or marine waters of Florida based on EPA's January 14, 2009, determination regarding numeric nutrient criteria.

District of Columbia Pain-Capable Unborn Child Protection Act - Amends the federal criminal code to prohibit any person from performing or attempting to perform an abortion within the District of Columbia except in conformity with this Act's requirements. Requires the physician to first make a determination of the probable post-fertilization age of the unborn child, or reasonably rely upon such a determination made by another physician, by making inquiries of the pregnant woman and performing such medical examinations and tests as a reasonably prudent physician would consider necessary. Prohibits the abortion from being performed if the probable post-fertilization age of the unborn child is 20 weeks or greater. Makes an exception where necessary to save the life of a pregnant woman whose life is endangered by a physical disorder, illness, or injury, excluding psychological or emotional conditions or any claim or diagnosis that the woman will engage in conduct intended to result in her death. Permits a physician to terminate a pregnancy under such exception only in the manner which provides the best opportunity for the unborn child to survive, unless termination of the pregnancy in that manner would pose a greater risk of the death or substantial and irreversible physical impairment of a major bodily function, not including psychological or emotional conditions, of the pregnant woman than would other available methods. Prescribes penalties for violations. Bars prosecution of a woman upon whom an abortion is performed in violation of this Act, but authorizes such a woman or the father or maternal grandparent of the unborn child to obtain appropriate relief through a civil action. Provides for injunctive relief to prevent violations. Sets forth specified privacy protections in court proceedings for the woman upon whom an abortion has been performed. Requires any physician who performs an abortion within the District to report it to the Department of Health of the District of Columbia, which shall issue annual public reports.

Ultrasound Informed Consent Act - Amends the Public Health Service Act to require abortion providers, before a woman gives informed consent to any part of an abortion, to perform an obstetric ultrasound on the pregnant woman, provide a simultaneous explanation of what the ultrasound is depicting, display the ultrasound images so the woman may view them, and provide a complete medical description of the images, including the dimensions of the embryo or fetus, cardiac activity if present and visible, and the presence of external members and internal organs if present and viewable. Prohibits construing this Act to require a woman to view the images or penalizing the provider or the woman if she declines to look at the images. Exempts an abortion provider if the abortion is necessary to save the life of a mother whose life is endangered by a physical disorder, physical illness, or physical injury, including a life-endangering physical condition caused by or arising from the pregnancy itself. Requires the provider to include in the woman's medical file a truthful and accurate certification of the specific medical circumstances that support such determination. Authorizes the Attorney General to commence a civil action in federal court against any abortion provider who knowingly violates this Act. Prescribes penalties. Directs the Attorney General to notify the appropriate state medical licensing authority of penalties assessed. Authorizes a woman upon whom an abortion has been performed in violation of this Act to commence a civil action against the provider for actual and punitive damages.

Countering Iran in the Western Hemisphere Act of 2012 - States that it shall be U.S. policy to use all elements of national power to counter Iran's growing presence and hostile activity in the Western Hemisphere. Directs the Secretary of State to submit to Congress a strategy to address Iran's growing presence and activity in the Western Hemisphere.

Requires the Speaker of the House of Representatives and the President pro tempore of the Senate to make appropriate arrangements for the award, on behalf of Congress, of two gold medals to the First Special Service Force (a joint American-Canadian unit), collectively, in recognition of their World War II service. Directs one such gold medal to be given to the Smithsonian Institution and the other to the First Special Service Force Association in Helena, Montana. Authorizes the Secretary of the Treasury to strike and sell bronze duplicates with proceeds deposited in the U.S. Mint Public Enterprise Fund. Declares that medals struck under this Act are national medals for purposes of specified coins and currency provisions.

Support and Defend Our Military Personnel and Their Families Act - States that any person who serves or has served under honorable conditions as a member of the U.S. Armed Forces in support of contingency operations shall be eligible for naturalization as if the person had served during a period of presidentially-designated military hostilities. Amends the Immigration and Nationality Act (INA) to extend the period for filing a naturalization application to one year after completion of eligible military service. Exempts from worldwide immigrant visa numerical limitations an alien who is eligible for a family-sponsored immigrant visa and is either the spouse or child of a permanent resident alien who is serving in the Armed Forces. Authorizes the Secretary of Homeland Security (DHS) to adjust to permanent resident status an alien who is a parent, spouse, child, son or daughter, or minor sibling of a person who is serving or has served in the Armed Forces under honorable conditions. Permits posthumous benefits under specified circumstances. Permits the military enlistment of an alien who takes the oath set forth in this Act during any period of contingency operations. States that with respect to a removal proceeding under INA: (1) a notice to appear shall not be issued against an alien who serves or has served under honorable conditions in the Armed Forces without the Secretary's prior approval; (2) the Secretary, in determining whether to issue a notice, shall consider the alien's eligibility for naturalization, military service record, grounds of deportability, and any hardship to the Armed Forces, the alien, and his or her family if the alien were to be placed in removal proceedings; and (3) an alien who serves or has served under honorable conditions in the Armed Forces shall not be removed from the United States under specified grounds.

Riya Wilson Act - Amends title IV (Grants to States for Aid and Services to Needy Families with Children and for Child-Welfare Services) of the Social Security Act to require an approved state plan that is required in order to be eligible for federal payments for foster care and adoption assistance to provide that such state has in effect procedures that require the state child welfare agency to promptly report information on missing or abducted children to law enforcement authorities for entry into the National Crime Information Center (NCIC) database. Amends the Crime Control Act of 1990 to require a state reporting a missing child under the age of 21 to the NCIC to: (1) require the state law enforcement agency that entered the report to include a recent photograph in information updating a record, and (2) notify the National Center for Missing and Exploited Children of each report received relating to a child reported missing from a foster care family home or childcare institution.

Medicare Fraud Enforcement and Prevention Act of 2011 - Amends title XI of the Social Security Act (SSA) to increase criminal penalties for both felony and misdemeanor fraud under SSA titles XVIII (Medicare) and XIX (Medicaid). Adds a new offense of distribution of two or more Medicare or Medicaid beneficiary identification numbers or billing privileges with the intent to defraud. Applies civil monetary penalties to: (1) conspiracy to make false statements or commit other specified offenses with respect to Medicare or Medicaid claims; and (2) knowing creation or use of false records or statements with respect to the transmission of money or property to a federal health care program. Extends the statute of limitations from six to 10 years after presentation of a claim. Amends SSA title XVIII (Medicare), as amended by the Patient Protection and Affordable Care Act (PPACA), to revise screening requirements. Amends SSA title XI, as amended by PPACA, to require the access to claims and payment data granted to Inspector General of the Department of Health and Human Services (HHS) and the Attorney General to include access to real time claims and payment data. Requires the HHS Inspector General to implement mechanisms for the sharing of information about suspected fraud relating to the federal health care programs under Medicare, Medicaid, and SSA title XXI (Children's Health Insurance Program) (CHIP) with other appropriate law enforcement officials. Directs the HHS Secretary to carry out a five-year pilot program that implements biometric technology to ensure that individuals entitled to benefits under Medicare part A or enrolled under Medicare part B are physically present at the time and place of receipt of certain items and services for which payment may be made.
