Acknowledges: (1) the importance of the U.S.-Egypt partnership in advancing common interests, and (2) Egypt's regional role as a partner in the fight against terrorism and violent extremism. Recognizes the necessity for Egypt's leaders to take steps toward education reform that prioritizes impartial instruction of all religions and political reform that prioritizes human rights, fundamental freedoms, and the rule of law. Urges the government of Egypt to: (1) enact reforms to ensure that Coptic Christians are given the same rights and opportunities as all other Egyptian citizens; (2) end the culture of impunity for attacks on Christians; and (3) arrest, prosecute, and convict individuals who carry out such attacks.

Medicare IVIG Access Enhancement Act This bill requires the Centers for Medicare & Medicaid Services to establish a three-year demonstration project to evaluate the benefits of providing Medicare coverage and payment for items and services needed for the in-home administration of intravenous immune globulin to treat chronic inflammatory demyelinating polyneuropathy or multifocal motor neuropathy. Beneficiary participation shall be voluntary.

Welfare of Our Friends Act of 2017 or the WOOF! Act This bill amends the Animal Welfare Act to prohibit the Department of Agriculture (USDA) from licensing a dealer of dogs whose previous licenses have been suspended or revoked in the last 10 years if the license is for operating a facility that the dealer previously used. Further, USDA may not issue or renew a license to: (1) the dog dealer's immediate family members, (2) a person who resides at the same address as the dog dealer, or (3) certain legal entities if such dealer holds an ownership interest in the entity.

Premium Relief Act of 2017 This bill establishes and provides funding for the Patient and State Stability Fund. The fund shall be used to support specified state efforts to increase access to health-insurance coverage and help stabilize the individual market.

Curbing Realistic Exploitative Electronic Pedophilic Robots Act of 2017 or the CREEPER Act of 2017 This bill amends the federal criminal code to broaden the prohibition on importation or transportation of obscene materials. Specifically, the bill makes it a crime to import, or knowingly use a common carrier or interactive computer service to transport in interstate or foreign commerce, a child sex doll.

Calls for: (1) the immediate extradition or rendering to the United States of convicted felon William Morales and all other fugitives who are receiving safe harbor in Cuba to escape prosecution or confinement for criminal offenses committed in the United States, and (2) the Department of State and the Department of Justice to continue to press for the immediate extradition or rendering of all fugitives from U.S. justice. Urges the international community to continue to press for the immediate extradition or rendering of all fugitives from justice who are receiving safe harbor in Cuba.

Reaffirms the U.S. commitment to promote democracy, human rights, and the rule of law in Cambodia. Condemns political violence in Cambodia and urges the cessation of human rights violations. Supports the decision announced by the Department of State on December 6, 2017, to restrict entry to the United States for individuals involved in undermining democracy in Cambodia. Urges: (1) the Department of the Treasury to consider placing all senior Cambodian government officials implicated in specified abuses on the List of Specially Designated Nationals maintained by the Office of Foreign Asset Control, and (2) Prime Minister Hun Sen and the Cambodian People's Party to end all harassment and intimidation of Cambodia's opposition and foster a political environment where democracy can thrive. Urges the Cambodian government to: (1) free Kem Sokha; (2) recognize the legitimacy of the Cambodia National Rescue Party (CNRP) and its members, including by reinstating the 55 CNRP officials elected to the National Assembly; and (3) respect freedom of the press and the rights of its citizens to freely assemble, protest, and speak out against the government. Supports efforts in Cambodia to ensure free and fair elections in 2018.

Houthis and Iran Sanctions Accountability Act of 2017 This bill continues certain sanctions blocking the property of persons threatening the peace or stability of Yemen. The President shall: determine and report to Congress whether certain Iranian persons are threatening Yemen's peace or stability, and if so, impose property blocking sanctions against each identified person; and impose property blocking and visa sanctions on foreign persons or entities that knowingly provide significant financial, material, or technological support for Ansar Allah in Yemen (also known as the Houthis) and certain other persons and entities.

Saudi Educational Transparency and Reform Act This bill directs the Department of State to report to Congress annually on educational materials published by Saudi Arabia's Ministry of Education. The report shall detail whether such educational materials include content that could be seen as encouraging violence and intolerance toward religious groups, including Muslims who hold dissenting views. The report shall also discuss related subjects, including the extent to which such materials are exported and efforts by the Saudi government to remove the intolerant content. The State Department shall issue such reports for 10 years, unless the State Department determines that the intolerant content has been completely removed. If such content is still included in Saudi Arabia's educational materials after 10 years, the State Department shall continue reporting to Congress for another 5 years.

Supports the goals and ideals of World AIDS Day and recognizes its 29th anniversary. Commends the President and state and local governments for recognizing such day and encouraging individuals to undergo testing for HIV. Supports: the goal of ending HIV/AIDS; continued funding for prevention, care, treatment services, and research programs for persons living with HIV/AIDS in the United States; the implementation of the National HIV/AIDS Strategy for the United States: Updated to 2020 (NHAS) and achieving the goals within the NHAS Federal Action Plan; continued funding for the President's Emergency Plan For AIDS Relief and the Global Fund to Fight AIDS, Tuberculosis, and Malaria; the goal of improving access to comprehensive HIV/AIDS prevention, treatment, care, and support programs; the goal of protecting human rights for all people; and efforts to address the factors that make populations vulnerable to HIV/AIDS by combatting poverty and hunger, expanding educational opportunities for children, and empowering women and girls.

Jobs for Tribes Act Indian Community Economic Enhancement Act of 2017 This bill amends the Native American Business Development, Trade Promotion, and Tourism Act of 2000 to establish duties for the Office of Native American Business Development. This bill amends the Buy Indian Act, including to require the Department of Health and Human Services to use Native American labor and purchase Native American industry products. This bill amends the Native American Programs Act of 1974 to permit the Bureau of Indian Affairs to provide financial assistance to certain Native American community development financial institutions. Native American Business Incubators Program Act The Department of the Interior must establish a grant program in the Office of Indian Energy and Economic Development for establishing and operating business incubators that serve Native American communities. A business incubator is an organization that: (1) provides physical workspace and facilities resources to startups and established businesses, and (2) is designed to accelerate the growth and success of businesses through a variety of business support resources and services. Indigenous Peoples Exchange and Economic Cooperation Act The President must submit to Congress a strategy to promote and facilitate: (1) cross-investments between tribes and indigenous peoples in tribal businesses and commercial enterprises that involve indigenous peoples, and (2) the development of supply chains for U.S. entities that include products produced by tribes and indigenous peoples. The Department of State must provide assistance to countries in the Western Hemisphere in a manner that promotes and facilitates entrepreneurship among indigenous peoples.

FISA Amendments Reauthorization Act of 2017 This bill amends the Foreign Intelligence Surveillance Act of 1978 to allow the Department of Justice (DOJ) to target a U.S. person outside of the United States to acquire foreign intelligence when DOJ has already authorized emergency use of electronic surveillance or a physical search related to such person. DOJ and the Office of the Director of National Intelligence must submit a written notice to Congress before intentionally collecting abouts communications (communications that contain a reference to but are not directed to or from a facility) relating to surveillance of a non-U.S. person outside the United States. DOJ shall submit to Congress and the Administrative Office of the United States an annual report with: (1) the total number of applications made and extensions of orders approving electronic surveillance; (2) the total number of such orders and extensions granted, modified, or denied; and (3) the total number of persons who were subject to electronic surveillance conducted under an order or emergency authorization. Each element of the intelligence community must develop and maintain procedures to respond to requests for nonpublic information about U.S. persons. This bill extends title VII of the Foreign Intelligence Surveillance Act of 1978 through December 31, 2021. The Government Accountability Office must study the U.S. classified information system and the methods by which the intelligence community protects classified information.

Act to Sustain the Protection of Immigrant Residents Earned through TPS Act of 2017 or the ASPIRE-TPS Act of 2017 This bill amends the Immigration and Nationality Act to provide six-year, renewable protected status for an alien who: (1) as of January 1, 2017, had been granted or was eligible for deferred enforced departure or temporary protected status, (2) has continuously resided in the United States for five years, (3) is admissible as an immigrant, and (4) registers as required. Aliens may work while in protected status. Protected status shall be withdrawn if an alien was not entitled to such status or fails to register with the Department of Homeland Security (DHS) every 36 months. Absences from the United States of one year or less shall not break residence continuity. Absences longer than one year shall break residence continuity unless the alien establishes that he or she did not abandon U.S. residency. DHS shall adjust the status of an alien to that of an alien lawfully admitted for permanent residence if the alien: (1) meets certain eligibility requirements; (2) establishes that removal would result in extreme hardship to the alien or to the alien's U.S. citizen or lawful permanent resident spouse, parent, or child; and (3) submits an application.

Senator Paul Simon Study Abroad Program Act of 2017 This bill amends the Higher Education Act of 1965 to establish the Senator Paul Simon Study Abroad Program. Under the program, grants may be awarded for providing and expanding study abroad opportunities for undergraduate students.

Condemns the attacks against civilians by Burma's security services and calls on Burma's Commander-in-Chief, Min Aung Hlaing, to end such attacks in the state of Rakhine. Expresses appreciation to the government of Bangladesh for providing refuge to those fleeing violence. Condemns the Arakan Rohingya Salvation Army attacks but warns that these attacks do not justify the response that has resulted in severe human rights violations and atrocities against civilians. Calls on Burma's government and military and security forces to: (1) implement the recommendations of the Advisory Commission on Rakhine State, and (2) allow humanitarian access to refugees and internally displaced persons. Urges support and access for the United Nations Fact Finding Mission to Burma. Calls on Burma's military and government to allow refugees to return to Burma and to change laws and policies that have contributed to insecurity in Rakhine. Calls on the President to impose sanctions on those responsible for human rights abuses, including members of Burma's military and security services.

Building Our Largest Dementia Infrastructure for Alzheimer's Act or the BOLD Infrastructure for Alzheimer's Act This bill requires the Department of Health and Human Services to award cooperative agreements to state and local health departments to expand activities related to Alzheimer's disease, including activities involving early detection, support for caregivers, and public awareness.

Public Safety and Second Amendment Rights Protection Act of 2017 This bill modifies various provisions of federal firearms laws. Among other things, it does the following: prohibits certain firearm transfers between private parties unless a licensed gun dealer, manufacturer, or importer first takes possession of the firearm to conduct a background check; and requires states to implement plans to improve the submission of mental health and criminal history records to the national instant criminal background check system.

Burma Unified through Rigorous Military Accountability Act of 2017 or the BURMA Act of 2017 This bill expresses the sense of Congress that the government of Burma (Myanmar) should ensure the safe and voluntary return of displaced people and fully implement the recommendations of the Advisory Commission on Rakhine State. The U.S. Executive Director of each international financial institution shall use U.S. influence to support only projects in Burma that do not partner or contract with or otherwise benefit any enterprise owned or controlled by the Burmese military. The United States may not supply security assistance or engage in military programs with the Burmese armed forces or security forces until the Department of Defense certifies that such armed forces have demonstrated significant progress in abiding by international human rights standards and are undertaking significant security sector reform. U.S. import restrictions on Burmese jadeite and rubies shall remain in effect until the President certifies that Burma has taken substantial measures to reform its gemstone industry. The President shall: (1) submit a list of each senior Burmese military or security official who has played a substantial role in the commission of human rights abuses or who has failed to investigate human rights abuses, and (2) exclude any such individual from U.S. entry. The President shall determine whether specified individuals should be included in the list of specially designated nationals and blocked persons maintained by the Department of the Treasury's Office of Foreign Assets Control. The Department of State, Treasury, and the U.S. Agency for International Development shall jointly submit to Congress an assistance strategy to promote broad-based economic development in Burma.

Expresses the sense of Congress that it should be U.S. policy to: make the treatment of the Tibetan people an important factor in the conduct of U.S. relations with the People's Republic of China; consistent with the Tibetan Policy Act of 2002, encourage the Chinese government to enter into a dialogue with the Dalai Lama leading to a negotiated agreement on Tibet, publicly call for the release of those held prisoner for expressing their political or religious views in Tibetan areas, and establish an office in Lhasa, Tibet, to assist visiting U.S. citizens and monitor political, economic, and cultural developments in Tibet; appoint the Special Coordinator for Tibetan Issues at the highest levels of government; revoke appropriate privileges of any Chinese official found responsible for impeding access of U.S. citizens to Tibet and ensure that reciprocal visa processing measures are occurring; continue to designate China as a country of particular concern pursuant to the International Religious Freedom Act of 1998; and engage with appropriate Chinese officials to stop the demolition of Tibetan Buddhist religious institutions, revise religious and travel regulations to conform with international human rights standards, and ensure that Tibetan nomads are allowed to continue their way of life on the Tibetan Plateau and are not forcibly relocated into "socialist villages."

Extending Status Protection for Eligible Refugees with Established Residency Act of 2017 or the ESPERER Act of 2017 This bill permits a qualifying national of Haiti, Nicaragua, El Salvador, or Honduras who is in temporary protected status (TPS) to apply for adjustment to lawful permanent resident status before January 1, 2021. TPS designation permits eligible nationals of designated countries affected by armed conflict or natural disasters to temporarily reside and work in the United States. The spouse, child, or unmarried son or daughter of an alien who has adjusted to lawful permanent resident status may also adjust to such status subject to certain conditions. An alien subject to a final order of removal may seek a stay of such order based on the filing of an application for status adjustment.

Small Business Disaster Relief Act of 2017 This bill amends the Small Business Act to authorize the Small Business Administration (SBA) to exceed the $100,000 limit on small business development center assistance grants to accommodate extraordinary occurrences having a catastrophic impact on small business concerns in a community. The bill amends the Disaster Relief Act of 1970 to permit: (1) the use of SBA and Farm Service Agency (formerly, Farmers Home Administration) loans for enterprises that are vital to recovery efforts in a disaster area (including debris removal services, manufactured housing, gasoline, telecommunications, or building materials); and (2) such loans to waive any required evaluation of creditworthiness in exchange for a fee set by the SBA or the Farm Service Agency.

Supports providing women with HIV counseling and testing services and scaling up pediatric treatment of HIV.

Transparency in Energy Production Act of 201 7 This bill requires the Department of the Interior to publicly disclose the amounts of fossil fuel production, including amounts of gas released (as by flaring), and renewable energy production on public lands. The data shall present amounts of greenhouse gas emissions using the 20- and 100-year Global Warming Potential-weighted emission values and, for renewable energy production, compare fossil fuel-generated emissions resulting from the same amount of energy. As determined necessary to implement this bill, Interior shall promulgate regulations regarding accurate measurement and reporting of methane emissions.

USS Indianapolis Congressional Gold Medal Act This bill requires the House of Representatives and the Senate to make appropriate arrangements for the award, on behalf of Congress, of a single gold medal of appropriate design to the crew of the USS Indianapolis, in recognition of their perseverance, bravery, and service. Following the award of the gold medal, it shall be given to the Indiana War Museum in Indianapolis, Indiana, where it will be displayed and made available for research. The bill expresses the sense of Congress that the Indiana War Memorial Museum should make the gold medal available for display elsewhere, particularly at other locations and events associated with the USS Indianapolis.

This bill provides that the Department of Veterans Affairs per diem payment calculation for an entity receiving homeless veterans shelter grants for a homeless veteran who has care of a minor dependent while receiving services from such entity shall be the sum of the daily cost of care for the veteran plus, for each minor dependent, an amount that equals 50% of the veteran's daily cost of care.

Affirms the Jewish people's historical connection to Jerusalem. Recognizes that the archaeological discoveries from the City of David, the site of ancient Jerusalem, present evidence of the millennia-old connection of Jerusalem to the Jewish people, and, by extension, to Christianity. Commends the government of Israel for protecting the freedoms of all faiths in Jerusalem including Jews, Christians, and Muslims, and ensuring their access to holy sites so that they may worship freely. Condemns efforts by the United Nations Educational, Scientific and Cultural Organization (UNESCO) to delegitimize Israel through attempts to rewrite and deny Jerusalem's history. Encourages the United States to continue working with allies to prevent UNESCO from passing biased anti-Israel resolutions in the future.

Reach Every Mother and Child Act of 2017 This bill directs the President to establish a five-year strategy to accelerate progress toward ending preventable child and maternal deaths within a generation and ensure healthy and productive lives for women and children. The U.S. Agency for International Development (USAID) shall: (1) identify target countries with the greatest need and the highest burden of preventable child and maternal deaths, and (2) designate a current USAID employee serving in the Senior Executive Service or at the level of a Deputy Assistant Administrator or higher to serve concurrently as the Senior Coordinator for Child and Maternal Survival.

This bill amends the Export-Import Bank Act of 1945 to revise the quorum requirement for the Board of Directors of the Export-Import Bank of the United States to require the lesser of three members or the number of members holding office on the board (currently, at least three members) for there to be a quorum.

This bill amends the federal criminal code to prohibit certain conduct with respect to any part or combination of parts that is designed and functions to increase the rate of fire of a semiautomatic rifle but does not convert the semiautomatic rifle into a machine gun. Specifically, it makes it a crime to manufacture, possess, or transfer such device: (1) in or affecting interstate or foreign commerce, or (2) that has been shipped or transported in interstate or foreign commerce. An individual who knowingly violates the prohibition is subject to criminal penalties—a fine, a prison term of up to five years, or both. Additionally, the U.S. Sentencing Commission must review and amend the sentencing guidelines and policy statements to provide an enhanced penalty if the device has been: (1) used, carried, or possessed during or in relation to a crime of violence or drug trafficking crime; or (2) unlawfully smuggled into or from the United States.

Access to Marketplace Insurance Act This bill requires health insurers to accept, on behalf of individuals enrolled in qualified health plans, cost-sharing payments made by certain third parties (e.g., state and federal government programs) and count such payments toward annual cost-sharing limitations. (Qualified health plans are eligible for subsidies and fulfill an individual's requirement to maintain minimum essential coverage.)

Senior Citizen Protection Act of 2017 This bill requires the Department of Justice (DOJ) to establish guidelines for states to design and implement elder abuse registries. DOJ may award state grants to establish and operate such registries. Additionally, DOJ must establish and maintain a national database that contains information from state elder abuse registries.

Protecting Seniors During Disasters Act This bill amends the Public Health Service Act to require the Department of Health and Human Services to establish the National Advisory Committee on Seniors and Disasters. The duties of the committee are to: provide advice and consultation related to activities to assist at-risk individuals (people with access and functional needs that may interfere with their ability to access or receive medical care before, during, or after a disaster or emergency); evaluate and provide input to the medical and public health needs of seniors related to preparation for, response to, and recovery from all-hazards emergencies; and provide advice and consultation related to seniors and state emergency preparedness and response activities. The committee shall terminate on September 30, 2021.

Hamas Human Shields Prevention Act This bill states that it is U.S. policy to: (1) condemn the use of human shields by Hamas as an act of terrorism and a violation of human rights and international humanitarian law, and (2) act against those engaging in or supporting the use of human shields. The President is urged to direct the U.S. Permanent Representative to the United Nations (U.N.) to use U.S. influence at the U.N. Security Council to secure support for a resolution imposing multilateral sanctions against Hamas's use of human shields. The President shall prohibit property transactions and U.S. entry with respect to: (1) each foreign person or entity that is a member of or acting on behalf of Hamas and that is responsible for or complicit in Hamas' use of human shields; and (2) each foreign person or entity and each agency or instrumentality of a foreign state that has significantly facilitated any act with respect to such use of human shields, provided material support to a listed person or entity, or attempted to facilitate or support such acts or persons. The President may waive a sanction for 120 days with prior congressional certification that such waiver is vital to U.S. national security interests.

Canadian Snowbird Visa Act This bill amends the Immigration and Nationality Act to authorize the Department of Homeland Security to admit into the United States as a nonimmigrant visitor for a period not to exceed 240 days during any single 365-day period a Canadian citizen who: (1) is at least 50 years old, (2) maintains a Canadian residence and owns a U.S. residence or has rented a U.S. accommodation for the duration of such stay, (3) is not inadmissible or deportable, (4) will not engage in employment or labor for hire in the United States other than for a non U.S.-based person or entity by whom the Canadian citizen was employed in Canada or for whom the Canadian citizen performed services in Canada, and (5) will not seek any form of assistance or benefit under the Personal Responsibility and Work Opportunity Reconciliation Act of 1996. The spouse of such person may be admitted under the same terms except that he or she is not required to separately satisfy the residence/housing requirements. The bill grants a person so admitted nonresident alien tax status.

Care Corps Demonstration Act of 2017 This bill amends the Public Health Service Act to authorize the Department of Health and Human Services to award grants to implement a local care corps program through which eligible volunteers perform care services for individuals with a disability or individuals who have difficulty with self-care or living independently.

Dream Act of 2017 This bill directs the Department of Homeland Security (DHS) to cancel removal and grant lawful permanent resident status on a conditional basis to an alien who is inadmissible or deportable or is in temporary protected status who: (1) has been continuously physically present in the United States for four years preceding this bill's enactment; (2) was younger than 18 years of age on the initial date of U.S. entry; (3) is not inadmissible on criminal, security, terrorism, or other grounds; (4) has not participated in persecution; (5) has not been convicted of specified federal or state offenses; and (6) has fulfilled specified educational requirements. DHS shall cancel the removal of, and adjust to the status of an alien lawfully admitted for permanent residence on a conditional basis, an alien who was granted Deferred Action for Childhood Arrivals (DACA) status unless the alien has engaged in conduct that would make the alien ineligible for DACA. DHS may not: (1) grant conditional permanent resident status without the submission of biometric and background data, and completion of background and medical checks; and (2) disclose or use information provided in applications filed under this bill or in DACA requests for immigration enforcement purposes. The bill prescribes the conditions under which DHS: (1) may terminate a person's conditional permanent resident status, and (2) shall adjust a person's conditional status to permanent resident status. The bill: (1) sets forth documentation requirements for establishing DACA eligibility, and (2) repeals the denial of an unlawful alien's eligibility for higher education benefits based on state residence.

Megan Rondini Act This bill amends title XVIII (Medicare) of the Social Security Act to require the Department of Health and Human Services to designate a hospital as a "SAFE-ready facility" if the hospital: (1) employs or contracts with a sexual-assault forensic examiner, or (2) uses a telemedicine system of such examiners. Subject to civil penalties, and as a condition of participation in the Medicare program, a hospital that has an emergency department but is not designated as a SAFE-ready facility must meet certain requirements. Specifically, with respect to an individual who comes to the hospital's emergency department for treatment relating to sexual assault, the hospital must (regardless of whether the individual is eligible for Medicare): inform the individual that the hospital is not a SAFE-ready facility; provide the name and location of the nearest SAFE-ready facility; inform the individual that the individual may elect either to receive treatment at the hospital or to be stabilized and transferred to the nearest SAFE-ready facility; and if the individual elects to be transferred, obtain the individual's written consent for the transfer, contact the nearest SAFE-ready facility to confirm that a sexual-assault forensic examiner or telemedicine system is available, and stabilize and transfer the individual. In addition, a hospital with an emergency department must develop and implement a plan to train relevant personnel on sexual-assault forensic-evidence collection.

Teaching Health Centers Graduate Medical Education Extension Act of 2017 This bill amends the Public Health Service Act to extend and expand funding through FY2020 for graduate medical education programs at teaching centers (which train medical residents in primary care specialties). The bill allows funds to be used for maintaining, expanding, and establishing graduate medical residency programs.

Expresses the sense of Congress that: child safety is the first priority of custody and parenting adjudications, and courts should resolve safety risks and claims of family violence before assessing other best interest factors; quasi-scientific evidence should be admitted by courts only when it meets admissibility standards for scientific evidence; evidence from court-affiliated or appointed fee-paid professionals regarding adult or child abuse allegations in custody cases should be considered only when the professional possesses documented expertise and experience in the relevant types of abuse, trauma, and the behaviors of victims and perpetrators; states should define required standards of expertise and experience for appointed fee-paid professionals who provide evidence to the court on behaviors of abuse victims and perpetrators, specify requirements for the contents of such professional reports, and require courts to find that any appointed professionals meet those standards; states should consider models under which court-appointed professionals are paid directly by the courts, with potential reimbursement by the parties after due consideration of the parties' financial circumstances; and Congress should schedule hearings on family courts' practices with regard to children's safety and civil rights.

Sanctioning Hizballah's Illicit Use of Civilians as Defenseless Shields Act This bill states that it shall be U.S. policy to condemn Hizballah's use of human shields as a gross violation of internationally recognized human rights. The President is urged to use U.S. influence at the United Nations Security Council to secure support for a resolution imposing multilateral sanctions against Hizballah for its use of human shields. The President shall: transmit to Congress and update a list of each foreign person or entity that is a member of, or acting on behalf of, Hizballah and that is responsible for, or complicit in, the use of human shields and each foreign person, entity, or instrumentality of a foreign state that has supported or facilitated such person or entity; impose asset blocking and U.S. exclusion sanctions against such person, entity, or instrumentality; and report to Congress on whether specified persons or instrumentalities meet such sanctions criteria. The President may waive the application of such sanctions for up to 120 days if the President reports that such waiver is vital to national security interests.

Hizballah International Financing Prevention Amendments Act of 2017 This bill amends the Hizballah International Financing Prevention Act of 2015 to impose specified sanctions on: (1) foreign persons that knowingly assist in or provide support for fund raising or recruitment activities for Hizballah; (2) agencies of foreign governments that provide Hizballah with financial support, arms, or other assistance (export license requirements are included in addition to sanctions if such government is a state sponsor of terrorism); and (3) Hizballah, including by reason of Hizballah's significant transnational criminal activities. The bill expresses the sense of Congress that sanctions should be placed on financial institutions that serve Lebanese government officials affiliated with Hizballah. The Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010 is amended to sanction foreign financial institutions that facilitate efforts by Iran or the Islamic Revolutionary Guard Corps to aid Hizballah. The bill prescribes reporting requirements or reporting modifications with respect to: (1) foreign persons that knowingly assist or provide significant financial, material, or technological support for foreign persons assisting Hizballah; (2) financial institutions that are owned or organized under the laws of state sponsors of terrorism; (3) Hizballah's racketeering activities; (4) combating illicit tobacco trafficking networks used by Hizballah and other foreign terrorist organizations to finance their operations; (5) the estimated net worth of senior Hizballah officials and how these funds were acquired and used; and (6) countries that support Hizballah or in which Hizballah maintains important logistics networks or financial networks and steps such countries are taking to disrupt such networks.
