International Human Rights Defense Act of 2018 This bill establishes in the Department of State a permanent Special Envoy for the Human Rights of LGBTI (lesbian, gay, bisexual, transgender, or intersex) Peoples who shall serve as the principal State Department advisor regarding human rights for LGBTI people and represent the United States in diplomatic matters relevant to the human rights of LGBTI people. The special envoy shall periodically provide Congress with a U.S. global strategy to prevent and respond to criminalization, discrimination, and violence against LGBTI people. The State Department and the U.S. Agency for International Development may provide assistance to prevent and respond to such activities against LGBTI people. The Foreign Assistance Act of 1961 is amended to require that annual country reports on human rights practices include information on criminalization, discrimination, and violence based on sexual orientation and gender identity.

Countering the Chinese Government and Communist Party's Political Influence Operations Act This bill directs the Department of State to report to Congress on Chinese government and Communist Party political influence operations with respect to the United States, including efforts to: (1) corrupt U.S. governmental or nongovernmental institutions or individuals, (2) coerce U.S. citizens or legal permanent residents or their families or relatives living in China, and (3) undermine democratic institutions and freedoms. The report shall include recommendations with respect to countering such operations, including by establishing a related permanent office in the State Department.

Anti-Semitism Awareness Act of 2018 This bill requires the Department of Education when reviewing whether there has been a violation of title VI of the Civil Rights Act of 1964 (prohibits discrimination on the basis of race, color, or national origin in programs and activities receiving federal financial assistance) based on an individual's actual or perceived shared Jewish ancestry or Jewish ethnic characteristics to consider the definition of "anti-Semitism" as part of its assessment of whether a practice was motivated by anti-Semitic intent. For purposes of this bill, the definition of "anti-Semitism" is the definition set forth by the Special Envoy to Monitor and Combat Anti-Semitism of the Department of State in the Fact Sheet issued on June 8, 2010.

Burma Unified through Rigorous Military Accountability Act of 2018 or the BURMA Act of 2018 This bill provides humanitarian assistance for Burma (Myanmar) and Bangladesh and imposes sanctions on Burmese military or security officials responsible for serious human rights abuses. The bill provides humanitarian assistance for Burma, Bangladesh, and the surrounding region, including assistance for the Rohingya minority. The Department of State, the Department of the Treasury, and the U.S. Agency for International Development shall jointly submit to Congress a strategy for promoting economic growth in Burma.

Comprehensive TB Elimination Act of 2018 This bill amends the Public Health Service Act to reauthorize for FY2018-FY2023 and revise the tuberculosis (TB) prevention and treatment grant program administered by the Centers for Disease Control and Prevention. The Health Resources and Services Administration may also award grants to state and local governments and federally-qualified health centers for TB prevention and treatment efforts. Additionally, the Government Accountability Office must report on national TB prevention and treatment efforts.

Kittens In Traumatic Testing Ends Now Act of 2018 or the KITTEN Act of 2018 This bill amends the Animal Welfare Act to prohibit the Department of Agriculture from using cats in experiments that may cause pain or stress, unless the pain or stress is a result of a physical exam or training program.

Medical Cannabis Research Act of 2018 This bill amends the Controlled Substances Act to establish a new, separate registration process for manufacturers of cannabis for research. The Drug Enforcement Administration must assess whether there is an adequate and uninterrupted supply of research cannabis and register additional manufacturers.

Vietnam Human Rights Act This bill urges the Department of State to prompt Vietnam to: (1) repeal laws and administrative decrees restricting freedom of expression (including the Internet), association, and peaceful assembly; and (2) release political and religious prisoners. The bill states that: (1) it is U.S. policy to prioritize religious freedom in bilateral relations with Vietnam, (2) Vietnam should be designated as a country of particular concern for religious freedom, and (3) Vietnamese officials guilty of gross violations of human rights should be investigated by the United States and sanctioned if warranted. The State Department may establish programs to: (1) monitor and halt bride and sex trafficking of girls and women in Vietnam and other Asian countries, including China; and (2) address Vietnam's growing sex-ratio disparity. The President may provide assistance to ethnic minority groups in Vietnam affected by severe human rights violations. The bill expresses the sense of Congress that: (1) military assistance to Vietnam should be conditioned upon human rights progress, and (2) trade and foreign assistance benefits will be contingent upon whether Vietnam has illegally expropriated properties of U.S. citizens.

Special Counsel Independence and Integrity Act This bill sets forth requirements and limitations with respect to the removal from office of a special counsel appointed by the Attorney General, or of another official appointed by the Attorney General who exercises a similar degree of independence from the Department of Justice (DOJ) chain of command. Specifically, a special counsel or other appointed official: may only be removed by the Attorney General or the most senior Senate-confirmed DOJ official, in certain circumstances; may only be removed for misconduct, dereliction of duty, incapacity, conflict of interest, or other good cause; must be provided written notice that specifies the reason for removal; and may file an action to challenge the removal not later than 10 days after notice was provided.

Women's Entrepreneurship and Economic Empowerment Act of 2018 This bill requires the U.S. Agency for International Development (USAID) to ensure that gender equality and female empowerment considerations are integrated into its strategies, projects, and activities. The Foreign Assistance Act of 1961 is amended to expand USAID microenterprise assistance authorities to include programs for small and medium-sized enterprises, particularly those that serve and are owned and managed by women. The bill revises requirements for the measurement of poverty levels by implementing partners. It also authorizes the establishment of a USAID office to support efforts to broaden local financial markets and support the development of micro, small, and medium-sized enterprises. The Government Accountability Office shall report to Congress on USAID assistance for such enterprises.

Never Again Education Act This bill authorizes the Holocaust Education Assistance Program Fund for the Department of Education (ED) to: (1) award grants to eligible entities to carry out Holocaust education programs, and (2) conduct periodic regional workshops to provide teachers with technical assistance on how to incorporate Holocaust education within state and local education standards. The fund may accept donations and in-kind contributions. ED shall: (1) create and maintain a Holocaust education program website containing resources for middle grades and high schools; and (2) establish the Holocaust Education Advisory Board to advise on developing application criteria for the fund's grants, advise on content for the Holocaust education program website, and lead efforts to solicit donations for the fund.

Student Non-Discrimination Act of 2018 This bill prohibits discrimination, under a federally assisted program, against public school students on the basis of their actual or perceived sexual orientation or gender identity or that of their associates. The bill authorizes federal departments and agencies to terminate the educational assistance of recipients found to be violating this prohibition. An aggrieved individual may assert a violation of this bill in a judicial proceeding and recover reasonable attorney's fees.

Nuclear Cooperation Reform Act of 2018 This bill imposes additional requirements for Congressional approval of nuclear cooperation agreements with foreign countries, such as a requirement for the foreign country to have acceded to various international agreements relating to weapons development and proliferation.

Nurses for Under-Resourced Schools Everywhere Act or the NURSE Act This bill establishes a competitive demonstration grant program through which the Department of Education (ED) shall award matching funds to increase the number of school nurses in public elementary and secondary schools served by an eligible entity. An eligible entity is a state educational agency or local educational agency (LEA) in which at least 20% of students are eligible to participate in the school lunch program. In awarding grant funds, ED shall give priority to high-need LEAs that demonstrate the greatest need for new or additional nursing services. A high-need LEA is one in which at least 40% and no fewer than 15,000 students are eligible to participate in the school lunch program.

Adoptee Citizenship Act of 2018 This bill amends the Immigration and Nationality Act to grant automatic citizenship to all qualifying children adopted by a U.S. citizen parent. (Currently, an adopted child must have been under 18 years old as of February 27, 2001, in order to qualify for automatic citizenship.) An individual born outside of the United States who was adopted by a U.S. citizen parent shall automatically become a U.S. citizen when the following conditions have been fulfilled: the individual was adopted by a U.S. citizen before the individual reached age 18, the individual was physically present in the United States in the citizen parent's legal custody pursuant to a lawful admission before the individual reached age 18, the individual never acquired U.S. citizenship before the enactment of this bill, and the individual was lawfully residing in the United States on the date of enactment of this bill. An individual who meets such criteria, except for lawfully residing in the United States on the date of enactment of this bill, shall automatically become a U.S. citizen on the date on which the individual is physically present in the United States pursuant to a lawful admission. A visa may not be issued to such an individual unless: the individual was subjected to a criminal background check, and the Department of Homeland Security and the Department of State coordinated with law enforcement agencies to ensure that appropriate action is taken regarding any unresolved criminal activity. Automatic citizenship may not be granted to an individual who was deported for an offense that involved the use of physical force against another person.

Alternatives to Opioids (ALTO) in the Emergency Department Act This bill requires the Department of Health and Human Services to carry out a three-year demonstration program awarding grants to hospitals and emergency departments to develop, implement, enhance, or study alternative pain management protocols and treatments that promote limited use of opioids in emergency departments.

National Security Diversity and Inclusion Workforce Act of 2018 This bill requires each national security agency to make available to the public, appropriate congressional committees, and the national security agency workforce a report on its diversity and inclusion efforts. The bill defines "diversity" as diversity of persons based on gender, race, ethnicity, disability status, veteran status, sexual orientation, gender identity, national origin, and other demographic categories. It also requires each such agency to do the following: develop a system to collect and analyze applicant employment data to identify areas for improvement in attracting diverse talent, with emphasis on senior and management positions; conduct periodic interviews with a representative cross-section of the national security workforce to obtain workplace information; sponsor workforce members to participate in a Senior Executive Service candidate development program or similar program; implement performance and advancement requirements for the workforce; create opportunities for senior personnel to participate in outreach events and to discuss issues relating to diversity and inclusion; and expand training on bias in the workplace and flexible work policies. The bill encourages agencies to expand professional development and career advancement opportunities that support their mission and to seek a diverse and talented pool of employment applicants by reaching out to educational organizations and professional associations.

Preventing Overdoses While in Emergency Rooms Act of 2018 This bill requires the Department of Health and Human Services to establish a grant program to: (1) develop protocols for discharging patients who are treated for a drug overdose, and (2) enhance the integration and coordination of postdischarge care and treatment options for individuals with a substance use disorder.

United States-Israel Security Assistance Authorization Act of 2018 This bill extends Military Financing Program grants for Israel through FY2023. The Department of Defense shall conduct a joint assessment with Israel regarding: (1) precision guided munitions needed by Israel in a sustained armed confrontation with Hezbollah and other armed groups and terrorist organizations, and (2) related U.S. assistance and resupply planning. The President may utilize the Special Defense Acquisition Fund to transfer precision guided munitions and related defense articles and services to reserve stocks for Israel. Authorities for loan guarantees and the war reserves stockpile for Israel are extended through FY2023. The Department of Homeland Security shall establish a seven-year grant program with Israel to support: (1) cybersecurity research and development, and (2) commercialization of cybersecurity technology. The U.S. Agency for International Development may enter into memoranda of understanding with Israel to advance common goals on energy, agriculture and food security, democracy, economic growth, education, and health. The National Aeronautics and Space Administration (NASA) shall continue to work with the Israel Space Agency to pursue peaceful space exploration and science initiatives. The President may enter into a cooperative project agreement with Israel to carry out research and joint production of defense articles and services to detect and destroy unmanned aerial vehicles (i.e., drones) that threaten the United States or Israel. The bill states that it is U.S. policy to ensure that Israel maintains its qualitative military edge.

Iranian Revolutionary Guard Corps Economic Exclusion Act This bill expands sanctions against Iran's Islamic Revolutionary Guard Corps (IRGC). The President shall report to Congress regarding: foreign and domestic supply chains that significantly aid the IRGC; Iranian state-owned entities that provide support to terrorist entities, including Mahan Air; and foreign persons owned or controlled by the IRGC, including companies listed on the Tehran Stock Exchange or companies with a value in excess of $100 million. The bill states that it is U.S. policy to prevent Iran's membership in the World Trade Organization and similar international bodies as long as Iran remains a state sponsor of terrorism.

USA Workforce Tax Credit Act This bill amends the Internal Revenue Code to allow tax credits for charitable contributions to certain nonprofit organizations with the exclusive purpose of providing: (1) workforce development and apprenticeship training, or (2) scholarships for elementary and secondary education expenses of students from households with income that does not exceed 200% of the median gross income. The bill limits the credits to specified amounts for individuals and corporations. It also: (1) imposes a tax on workforce development, apprenticeship training, and scholarship granting organizations that fail to distribute a specified portion of their receipts; and (2) establishes a $2 billion annual volume cap for the tax credits allowed under this bill.

Global Food Security Reauthorization Act of 2018 This bill amends the Global Food Security Act of 2016 to revise policy objectives and to: (1) extend through FY2021 the program to carry out those portions of the global food security strategy that relate to the Department of State and the U.S. Agency for International Development, and (2) expand requirements for reporting by the President regarding strategy implementation. The Foreign Assistance Act of 1961 is amended to extend through FY2021 the assistance program for international disaster relief and rehabilitation, including the set-aside for the emergency food security program.

Challenges & Prizes for Climate Act of 2018 This bill requires the Department of Energy to establish a Climate Solutions Challenges program for carrying out competitions that award cash and other incentives for climate and energy solutions, such as: capturing carbon and converting the carbon into a beneficial use, achieving transformative increases in energy efficiency, achieving implementation or grid integration of advanced energy storage technology, providing approaches to mitigating or adapting to the effects of climate change, and providing data analytics on the climate and related phenomena.

Heroes Lesley Zerebny and Gilbert Vega First Responders Survivors Support Act of 2018 This bill makes changes to benefits under the Public Safety Officers' Benefits (PSOB) program. The PSOB program provides death, disability, and education benefits to public safety officers and survivors of public safety officers who are killed or permanently disabled in the line of duty. Among other things, the bill increases the death and disability benefit and increases the monthly education assistance benefit.

Immigrant Witness and Victim Protection Act of 2018 This bill amends the Immigration and Nationality Act to eliminate the annual numerical limit on nonimmigrant U visas (victims of crime who are willing to assist law enforcement in investigations and prosecutions). The Department of Homeland Security shall grant work authorizations to aliens with a pending application for a nonimmigrant U visa or a T visa (victims of trafficking in persons who are willing to assist law enforcement in investigations and prosecutions). The bill prohibits, with specified exceptions, the following nonimmigrants from being considered inadmissible or subject to removal or deportation until there is a final denial of status application: a U or T visa applicant, a battered spouse seeking employment authorization, a battered spouse or child seeking permanent resident status, an alien seeking temporary protected status (TPS), or a self-petitioning alien seeking protections under the Violence Against Women Act.

Preserving Recreation, Oceans, Tourism, Environment, and Coastal Towns in Florida Act or the PROTECT Florida Act This bill extends the moratorium until June 30, 2029, on oil and gas exploration, preleasing or leasing in certain areas of the Gulf of Mexico. The bill amends the Outer Continental Shelf Lands Act to establish a moratorium until June 30, 2029, on oil and gas exploration, preleasing or leasing in the (1) Straits of Florida Planning Area, and (2) the area in the South Atlantic Planning Area that is south of the northernmost lateral seaward administrative boundary of Florida.

Student, Teachers, and Officers Preventing School Violence Act of 2018 or the STOP School Violence Act of 2018 This bill amends the Omnibus Crime Control and Safe Streets Act of 1968 to revise and reauthorize through FY2028 the Secure Our Schools grant program. This grant program provides grants to states, local governments, and Indian tribes to improve security, including the placement and use of metal detectors and other deterrent measures, at schools and on school grounds.

Defending Elections from Threats by Establishing Redlines Act of 2018 This bill requires the Office of the Director of National Intelligence (DNI), no more than 30 days after a U.S. election, to determine whether a foreign government interfered with the election and report on that determination. If the DNI reports that there was not interference and subsequently determines that there was interference, the DNI shall report on the subsequent determination. If the DNI determines that Russia interfered with an election, the President shall impose specified sanctions. The President shall brief Congress on any foreign government the President determines interfered with, or is likely to interfere with, an election.

Defending Economic Livelihoods and Threatened Animals Act or the DELTA Act This bill directs the Department of State and the U.S. Agency for International Development to work with Angola, Botswana, and Namibia, and in partnership with donors, the private sector, and local, regional, and nongovernmental entities, to develop a strategy to: (1) promote sustainable natural resource and wildlife management practices in the greater Okavango River Basin, (2) protect migration routes of elephants and other threatened wildlife species, (3) combat wildlife poaching and trafficking, (4) address local health needs, and (5) catalyze economic growth.

Offers condolences to the family of Argentine prosecutor Alberto Nisman. Recognizes his dedication to the investigation of the bombing of the Argentine Israelite Mutual Association (AMIA) in Buenos Aires, Argentina. Applauds Argentine President Mauricio Macri for calling for an independent investigation into Mr. Nisman's death and encourages the public release of the results. Recognizes the work of the Argentine National Gendarmerie in reviewing evidence to produce credible findings. Commends the government of Argentina for exemplifying the rule of law and the importance of an independent justice system. Urges the President of the United States to: (1) offer technical assistance to the government of Argentina in investigating Mr. Nisman's death and the AMIA bombing, and (2) continue to monitor Iran's activities in Latin America and the Caribbean. Expresses concern about: (1) Iran's terrorist networks in Argentina and the Western Hemisphere, and (2) attempts by former Argentine President Cristina Fernandez de Kirchner and her government to discredit Mr. Nisman and raise unfounded hypotheses on his AMIA findings and the circumstances of his death.

Uniting and Securing America Act of 2018 or the USA Act of 2018 This bill provides conditional permanent resident status for an alien meeting specified requirements, including having entered the United States when younger than 18 years old and residing in the United States since December 31, 2013. An individual may apply to have such conditional basis removed after meeting specified eligibility requirements. The Department of Homeland Security (DHS) shall cancel the removal of, and adjust to the status of an alien lawfully admitted for permanent residence on a conditional basis, an individual who was granted Deferred Action for Childhood Arrivals (DACA) status, unless such individual has engaged in disqualifying conduct. The bill repeals provisions that deny an unlawful alien eligibility for higher education benefits on the basis of residence within a state unless a U.S. citizen or national is eligible for such benefits without regard to whether such citizen or national is such a resident. DHS shall: (1) deploy the most practical and effective technology available in order to achieve situational awareness and operational control along the U.S. border; (2) submit to Congress a comprehensive southern border strategy to achieve border control; and (3) begin eradicating the carrizo cane plant and salt cedar along the Rio Grande River. DHS may construct new ports of entry along the northern and southern borders. The bill establishes Operation Stonegarden in DHS to provide border security grants to law enforcement agencies in border or maritime border states that are involved in U.S. Customs and Border Protection operations DHS shall establish a two-year grant program to improve emergency communications in the southern border region for individuals who are at risk of violence and lack cellular and LTE network service. The number of immigration judges is increased. The President shall designate a senior official to coordinate federal and international efforts to strengthen citizen security, the rule of law, and economic prosperity in Central America.

Iran Human Rights and Hostage-Taking Accountability Act This bill directs the President to identify and impose sanctions against senior members of the government of Iran and other persons who are responsible for or complicit in committing serious human rights violations, or engaging in censorship, the diversion of goods intended for the people of Iran, or public corruption. The President shall identify and impose U.S. entry and financial sanctions against persons who are responsible for or complicit in the politically-motivated intimidation, detention, or trial of: (1) U.S. citizens or legal permanent resident aliens in Iran; or (2) Iranians, Iranian residents, or persons of Iranian origin outside of Iran. The President shall impose U.S. entry sanctions against specified family members of identified persons. The Department of State shall submit to Congress a strategy to prevent elements of the Iranian regime from engaging in hostage-taking or the prolonged arbitrary detention of U.S. citizens or legal permanent resident aliens. The bill authorizes the consolidation of certain Iran-related reports.

Airport Advanced Logistics, Emergency Response, and Training Act or the Airport ALERT Act This bill requires airport air transportation security programs to include: training focused on active violence response, crowd management, mass evacuation, event recovery, and unified command, that is coordinated with security stakeholders, including all Transportation Security Administration employees at the airport; security and emergency preparedness training for all airport employees; a mass evacuation plan; a risk communications plan; a continuity of operations plan; and a family assistance and customer care plan. For a category X airport (a large airport that requires the highest level of security to address terrorist threats), such programs shall also include an integrated and unified operations center responsible for overseeing and directing security operations for the entire airport that is based on a formalized concept of operations and that provides direction and resources through a unified command structure. For smaller category I through IV airports, such programs shall include a formalized concept of operations and a unified command structure through which direction and resources are provided.

Stands with the people of Iran who are engaged in legitimate and peaceful protests against an oppressive, corrupt regime. Condemns the Iranian regime's human rights abuses, corruption, and destabilizing activities abroad. Notes the statements of support for the protestors from key allies and calls on all democratic governments and institutions to support the Iranian people's right to live in a free society. Demands that the Iranian regime abide by its international obligations with respect to human rights and civil liberties. Urges the Administration to use targeted sanctions and work to convene United Nations Security Council and United Nations Human Rights Council emergency sessions to condemn the Iranian regime's human rights violations and establish a mechanism by which the Security Council can monitor such violations. Encourages the Administration to expedite the license of communications technology to Iran to improve the Iranian people's ability to speak freely. Calls on companies to reject regime requests to cut off the Iranian people from social media and other communications platforms. Supports efforts by the people of Iran to promote the establishment of basic freedoms that build a freely elected and democratic political system. Urges the President and the Department of State to work with the international community to ensure that human rights violations are part of all multilateral or bilateral discussions with and regarding Iran.
