Strengthening Communities Through Education and Integration Act of 2008 - Amends the Adult Education and Family Literacy Act (the Act) to allow state leadership activities grants to be used to: (1) provide technical assistance to faith and community-based organizations desiring grants under the Act; and (2) study the effectiveness of distance learning or self-study programs for English language learners. Directs the National Institute for Literacy to disseminate information regarding integrated English literacy and civics education programs. Makes such programs eligible for assistance under the Secretary of Education's national leadership activities program. Requires the Secretary to award grants to states for integrated English literacy and civics education programs, with each state's grant amount tied to the size and growth of their recent immigrant population. Amends the Elementary and Secondary Education Act of 1965 (ESEA) to reauthorize appropriations for the Even Start Family Literacy program. Requires the Director of the National Institute for Literacy to conduct a longitudinal evaluation of the Even Start program and research into the components of successful family literacy services. Directs the Secretary to award matching grants to states and, through them, matching, competitive subgrants to local educational agencies for high quality expanded learning time programs that provide additional language and civics education to middle and secondary school students who are English language learners. Amends the Act and ESEA to replace references to individuals of limited English proficiency with references to English language learners. Amends the Internal Revenue Code to provide: (1) tax credits to teachers of English language learners; (2) tax deductions for the expenses of becoming certified as such teachers; and (3) tax credits for employers' expenses in making adult education and literacy services available to their employees. Requires the Commissioner for Education Research of the National Center for Education Research to establish a national research and development center for adult education and literacy, or include adult education if a center for adult literacy has already been established. Renames the Office of Citizenship within U.S. Immigration and Customs Enforcement of the Department of Homeland Security the Office of Citizenship and Immigrant Integration (the Office). Includes among its functions, furthering the integration of immigrants into their communities. Authorizes the Chief of the Office to provide grants to states to: (1) form State New American Councils to develop and implement comprehensive immigrant integration plans; and (2) award subgrants, through such Councils, to local governments to assist them in integrating immigrants into communities pursuant to such plans.

Animal Cruelty Statistics Act of 2008 - Directs the Attorney General to change existing Department of Justice (DOJ) crime data bases so that data on all crimes of animal cruelty will be collected and made publicly available in a manner that facilitates analysis.

Appropriates funds to the Secretary of Agriculture for payments to growers and first handlers of fresh tomatoes that experienced crop and/or market losses resulting from the Food and Drug Administration (FDA) Public Health Advisory issued on June 7, 2008. Limits payments to not more than 75% of the greater of: (1) the value of the unmarketed tomatoes; and (2) the actual loss incurred by the grower or handler.

United States-Russian Federation Nuclear Cooperation Agreement Act of 2008 - States that Congress favors the United States-Russian Federation Agreement for Cooperation on Peaceful Uses of Nuclear Energy, subject to certain requirements. Prohibits the issuance of a license for the export of nuclear material, equipment, or technology to the Russian Federation unless the President certifies to the appropriate congressional committees that: (1) the government of the Russian Federation has taken actions to prohibit and prevent the transfer of goods, services, or technology (excluding goods, services, or technology related to the Bushehr nuclear reactor) to the government of Iran; (2) for the preceding 12-month period there has been no cooperation regarding such activities between the government or any national of the Russian Federation and the government or any national of Iran; or (3) during such 12-month period the government of the Russian Federation has terminated any significant cooperation between any Russian national and the government or any national of Iran, has instituted effective measures to prevent a reoccurrence of such cooperation, or has prosecuted any such Russian national. (Limits such certification's use to not more than two consecutive fiscal years.) Prohibits the issuance of a license for the export of nuclear material, equipment or technology to the Russian Federation unless the President certifies to the appropriate congressional committees that the government of the Russian Federation: (1) is fully supporting U.S. efforts to achieve international and U.N. Security Council sanctions on Iran in response to Iran's nuclear program; and (2) has ratified the Convention on Supplementary Compensation for Nuclear Damage or has enacted domestic law that provides adequate liability protections for U.S. firms for civil nuclear commerce with the Russian Federation. Terminates such license provisions five years after enactment of this Act. Authorizes the President, with specified limitations, to make extraordinary payments in connection with the International Space Station to the Russian Federal Space Agency. Amends the Atomic Energy Act of 1954 to require joint congressional resolution of approval of peaceful nuclear cooperation agreements.

Calls on the government of the People's Republic of China to perform specified actions, including ending immediately abuses of the human rights of its citizens, ceasing repression of Tibetan and Uighur citizens, and ending its support for the governments of Sudan and Burma, in order to ensure that the Beijing 2008 Olympic Games take place in an atmosphere that honors the Olympic traditions of freedom and openness. Calls on the President to: (1) make a strong public statement on China's human rights situation prior to his departure to Beijing for the Olympic Games; (2) make a similar statement in Beijing; (3) meet with the families of jailed prisoners of conscience; and (4) seek to visit Tibet and Xinjiang.

Acknowledges that the 2001 World Conference Against Racism marked an important recognition of the historic wounds caused by slavery, colonialism, and racial discrimination. Calls on the President to urge other heads of state to condition participation in the 2009 Durban Review Conference process on concrete action by the United Nations and member states to ensure that it and they will reject any effort to inject anti-Semitism, hatred, and discrimination onto the Conference agenda.

Sanctuary Enhancement Act of 2008 - Amends the National Marine Sanctuaries Act to require that the National Marine Sanctuary System consist of national marine sanctuaries authorized or established by an Act of Congress (in addition to sanctuaries currently designated by the Secretary of Commerce) and marine national monuments. Sets forth the System's mission. Requires the Secretary to prepare, maintain, and update an ecological classification of the nation's marine environment and an identification of maritime heritage resources as a national inventory of marine ecoregions and maritime heritage resources under U.S. jurisdiction. Requires the Secretary to strive to include in the System, by 2030, sites that will incorporate a full range of the nation's marine ecoregions and rare and unique marine habitats, and a full range of maritime heritage resource areas. Modifies various requirements regarding the designation and implementation of marine sanctuaries. Expands the list of prohibited activities. Amends provisions making a violation of a prohibited activity a criminal offense to: (1) exclude from those provisions foreign governments and their entities; and (2) add a requirement that a violation be knowing. Increases the maximum term of imprisonment and the maximum civil fine. Revises requirements regarding the preparation of fishing regulations applicable to a marine sanctuary. Requires that System research and monitoring conducted, supported, or permitted by the Secretary be made available to the public unless the Secretary determines that public disclosure may result in the destruction of, loss of, or injury to any System resource. Modifies requirements regarding special use permits.

Condemns the attack on the United Nations African Union Mission in Darfur (UNAMID) peacekeepers and expresses condolences to the people of Rwanda, Ghana, and Uganda and to the families and friends of those killed and wounded. Calls upon: (1) the Sudanese government to ensure that those responsible are brought to justice; and (2) U.N. member states and the international community to contribute the resources necessary to ensure UNAMID's success. Expresses: (1) commitment to the Darfuri people; and (2) support for UNAMID.

Missing Alzheimer's Disease Patient Alert Program Reauthorization of 2008 - Amends the Violent Crime Control and Law Enforcement Act of 1994 to reauthorize the Missing Alzheimer's Disease Patient Alert Program through FY2015 and to revise program requirements to: (1) provide for competitive grants to nonprofit organizations to assist in locating missing patients with Alzheimer's disease and related dementias; (2) expand such program to include locating other missing elderly individuals; (3) require the Attorney General to solicit grants for program applications in the Federal Register and on the Department of Justice (DOJ) website; and (4) establish a preference in awarding grants to national nonprofit organizations that have a direct link to patients with Alzheimer's disease and related dementias and their families (currently, grants may be awarded to only such organizations).

Expresses the sense of the House of Representatives that: (1) the government of the Czech Republic is to be commended for formally agreeing to station on its territory a U.S. radar system to track ballistic missiles that would threaten the collective security of the United States, the Czech Republic, and their North Atlantic Treaty Organization (NATO) allies; and (2) this agreement will deepen the bilateral strategic relationship between the United States and the Czech Republic and could make a substantial contribution to NATO's capability to counter ballistic missile threats.

Timley Due Process for the Disabled Act of 2008 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to direct the Commissioner of Social Security to: (1) establish time frames, within specified limits, to ensure timely disability determinations; and (2) establish a program for the monitoring of disability determinations in reconsideration.

Access to America's Orthopedic Services Act of 2008 - Requires the Secretary of Health and Human Services to establish criteria for accounting and reporting the effort expended by researchers on musculoskeletal research funded with certain grants. Sets forth reporting requirements related to musculoskeletal health, including on: (1) research funded by the National Institutes of Health (NIH); (2) federal programs and activities relating to musculoskeletal trauma care; (3) a standard unit for the measurement of bone mass under the Medicare program; (4) access to orthopedic services by certain federal health program beneficiaries; and (5) childhood musculoskeletal diseases, conditions, and injuries in the United States. Amends the Public Health Service Act to require the Organ Procurement and Transplantation Network to establish the Transplantation Transmission Sentinel Network to track disease transmission from organ, tissue, or eye transplants. Requires the Secretary to issue regulations relating to the accreditation of: (1) establishments engaged in the manufacture of human cells, tissues, and cellular and tissue-based products; and (2) personnel who participate in related activities. Requires the Secretary to conduct studies related to: (1) a national registry of artificial joint replacements in Medicare beneficiaries; (2) severe trauma to extremities resulting from motor vehicle crashes; (3) workplace-related musculoskeletal injuries and conditions; (4) funding available for graduate medical education in orthopedics; (5) methods for measuring bone mass in Medicare beneficiaries; and (6) aging in the United States. Requires the Secretary to: (1) conduct a national public awareness program on musculoskeletal health; and (2) award grants for certain health and aging activities for seniors. Provides for musculoskeletal diseases and conditions to be treated as a priority within the Office of Minority Health.

Amends the Foreign Service Act of 1980 to extend for one year the Secretary of State's authority to waive Foreign Service annuitant salary and full-time employment pension restrictions respecting assignment to: (1) consular posts with a substantial visa application backlog; and (2) Iraq and Afghanistan. Amends the State Department Basic Authorities Act of 1956 to specify that the Secretary may pay the subsistence expenses of Department of State special agents on authorized protective missions at or away from their duty stations. Amends the United States International Broadcasting Act of 1994 to extend grant authority for Radio Free Asia for one year. Amends the Foreign Relations Authorization Act, Fiscal Year 2003 to extend for one year the International Broadcasting Bureau personal services contracting pilot program under which U.S. citizens or aliens are hired as personal services contractors, without regard to Civil Service and classification laws.

Healthy Americans Act - Requires each adult to have the opportunity to purchase a Healthy Americans Private Insurance Plan (HAPI plan), which includes employer-sponsored health coverage. Makes individuals who are not enrolled in another specified health plan and who are not opposed to coverage for religious reasons responsible for enrolling themselves and their dependent children in a HAPI plan. Sets forth penalties for failure to enroll. Establishes standardized coverage and state options for HAPI plans. Requires the Secretary of Health and Human Services to promulgate guidelines concerning the benefits, items, and services to be covered. Sets forth requirements for setting premiums. Requires the Secretary to establish the Healthy America Advisory Committee to provide annual recommendations concerning modifications to the benefits, items, and services required. Provides for premium subsidies based on income. Authorizes states to establish a State Choices for Long-Term Care Program to provide long-term care coverage to individuals. Requires the Secretary to establish Chronic Care Education Centers. Requires states to establish or designate a state Health Help Agency to carry out the administration of HAPI plans and to promote prevention and wellness for residents. Amends the Internal Revenue Code to require employers and individuals to each make shared responsibility payments for HAPI plan premiums. Sets forth requirements for health insurance issuers offering a HAPI plan. Establishes the Healthy Americans Public Health Trust Fund for the payment of premium subsidies. Terminates federal health benefits coverage, including coverage provided under the Federal Employees Health Benefits (FEHB) program, state Medicaid coverage, and the State Children's Health Insurance program (SCHIP). Enhanced Health Care Value for All Act of 2007 ( sic )- Provides for a Comparative Effectiveness Advisory Board and a Health Care Comparative Effectiveness Research Trust Fund.

Congratulates the Republic of Colombia and its military on the successful rescue mission that freed the 15 hostages held by the Revolutionary Armed Forces of Colombia (FARC) without any loss of life. Thanks President Alvaro Uribe and the people of Colombia for the safe return of the three American hostages, Marc Gonsalves, Thomas Howes, and Keith Stansell. Recognizes the close friendship between the United States and Colombia. Calls upon FARC to release all remaining hostages and cease hostilities.

Girl Scouts USA Centennial Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue up to 350,000 $1 coins in commemoration of the centennial of the founding of the Girl Scouts of the USA. Requires the coin design to be emblematic of the 100 years of the organization. Restricts issuance of such coins to calendar year 2011. Subjects coin sales to a surcharge of $10 per coin. Requires payment of such surcharges to the Girl Scouts of the United States of America for efforts involved in marking the Centennial, which may include preservation efforts of the birthplace of Juliette Gordon Low.

Provides that the 45-day period referred to in specified Acts shall be tolled with respect to any rescission of the Secretary of State's determination that the government of North Korea has repeatedly provided support for acts of international terrorism until the President certifies to Congress that the government of North Korea has made a complete and verifiable declaration regarding: (1) the existence, number, and disposition of any assembled or partially assembled nuclear explosive devices; (2) attempts to enrich uranium or develop the capability to do so; and (3) nuclear assistance provided to any other countries.

Condemns the broadcast of incitement to violence against Americans and the United States by Middle East-based media. Calls on the President to: (1) designate al-Aqsa TV as a Specially Designated Global Terrorist (SDGT); (2) designate as SDGTs satellite providers that knowingly contract with SDGTs to broadcast their channels for support to terrorist entities; and (3) consider state sponsorship of anti-American incitement when determining relations with, and assistance to, regional states.

Reiterates condemnation of the 1994 attack on the Argentine Jewish Mutual Association (AMIA) Jewish Community Center in Buenos Aires, Argentina, honors the victims of the attack, and expresses sympathy to the victims' relatives. Applauds the government of Argentina for increasing the pace of the AMIA bombing investigation. Commends the General Assembly of the International Criminal Police Organization (INTERPOL) for upholding and issuing the Red Notices. Expresses concern regarding the government of Saudi Arabia's failure to detain certain Iranian officials in connection with the AMIA case. Urges: (1) all nations to cooperate fully with the AMIA investigation; and (2) governments in the Western Hemisphere to designate Hezbollah as a terrorist organization and to penalize those providing support for Hezbollah and other Islamist terrorist organizations. Encourages the President to direct U.S. law enforcement agencies, upon Argentine request, to cooperate in the AMIA investigation.

Recognizes that respect for human rights is a fundamental value and that the bilateral relationship between the United States and Egypt should be a platform for promoting the rule of law and fundamental freedoms. Calls on the Egyptian government to: (1) respect human rights, minority rights, and freedoms of religion and expression; and (2) release Ayman Nour and all political activists. Welcomes Egypt's efforts to secure the border with Gaza and fight smuggling. Urges the President and the Secretary of State to put human rights and religious freedom developments in Egypt very high on the U.S. government's agenda during meetings with Egyptian officials.

Establishes in the Executive Office of the President the position of White House Coordinator for Iraqi Refugees and Internally Displaced Persons who shall: (1) develop and implement U.S. policies, and coordinate federal functions, to address the protection, resettlement, and assistance needs of Iraqi refugees and displaced persons; (2) monitor the development and implementation of assistance strategies to countries in the Middle East hosting Iraqi refugees; (3) ensure that the President's budget requests to Congress are sufficient to meet the needs of such persons, including providing assistance for international efforts on behalf of such persons; (4) serve as principal liaison with the government of Iraq and the international community and organizations that are assisting such persons; and (5) ensure that the U.S. government will encourage refugee returns only when conditions permit safe and voluntary returns.

Reaffirms the historic commitment of the United States as a nation founded by refugees. Calls on: (1) the Department of State to support the refugee assistance efforts of the United Nations High Commissioner for Refugees and of nongovernmental organizations; (2) the U.S. government to continue its international leadership role in response to the people of the Darfur region of Sudan who have been displaced by Sudan's genocide; and (3) the Department of State and the Department of Homeland Security to facilitate the resettlement of an appropriate number of Darfuris. Urges the parties to the conflicts in and between Chad and Sudan to conclude a cessation of hostilities agreement. Calls upon the Joint African Union-United Nations Special Representative for Darfur to ensure that displaced persons are fairly represented in peace negotiations. Affirms the goals of World Refugee Day and reiterates a strong commitment to protecting the millions of refugees who live without material, social, and legal protections.

Affirms the strong and historic ties between the United States and the Kingdom of Saudi Arabia. Disapproves of the May 2008 Memorandum of Understanding between the government of the United States of America and the government of the Kingdom of Saudi Arabia Concerning Cooperation in Nuclear Energy and Other Energy Fields. Reiterates that the United States is committed to nuclear weapons nonproliferation and to preventing the Islamic Republic of Iran's acquisition of nuclear weapons. States that: (1) no agreement for nuclear cooperation between the United States and the Kingdom of Saudi Arabia may enter into force on or after the date of the enactment of this Act; and (2) no nuclear materials and equipment or sensitive nuclear technology shall be exported or reexported, or transferred or retransferred, and no federal agency shall issue any license or authorization for the export or reexport, or transfer or retransfer of these items or assistance to the Kingdom of Saudi Arabia if the end user is a nuclear production or utilization facility, or if the President determines that the material, equipment, technology, or item may be diverted to such a facility.

Helping Housing, Awareness, and Navigation Demonstration Services for Individuals With Autism Spectrum Disorders Act of 2008 or the Helping HANDS for Autism Act of 2008 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services (HHS Secretary), in coordination with the Secretary of Housing and Urban Development (HUD Secretary) and the Secretary of Education, to establish a demonstration program to award grants to eligible entities to develop an autism navigator program to create a more efficient, effective, coordinated use of the health, housing, education, and social service systems for individuals with an autism spectrum disorder. Requires: (1) an eligible entity that receives a grant to develop an autism navigator program that will recruit, employ, train, assign, and supervise autism navigators; and (2) the HHS Secretary to provide for evaluations to determine the effects of navigator services. Directs the HHS Secretary, in coordination with the Director of the Centers for Disease Control and Prevention (CDC), to: (1) develop, demonstrate, and disseminate a standard curriculum for training first responders in assisting individuals with autism and other cognitive behavioral disabilities and their families during emergencies; and (2) award grants to states and local governments to train first responders in providing assistance to such individuals in emergency situations. Requires the HUD Secretary to convene a task force to establish a housing demonstration grant program to award grants to entities to provide a program aimed at providing individualized housing and services to adults with an autism spectrum disorder.

Assault Weapons Ban Reauthorization Act of 2008 - Amends the federal criminal code to reinstate, for 10 years, the Public Safety and Recreational Firearms Use Protection Act's assault weapons ban to prohibit the manufacture, transfer, or possession of a semiautomatic assault weapon or a large capacity ammunition feeding device. Specifies models and features of banned weapons. Sets forth exceptions to such ban, including: (1) firearms or devices lawfully possessed under federal law on the date of enactment of this Act; (2) certain firearms, replicas, or duplicates listed in an appendix as they were manufactured on October 1, 1993; (3) any firearm that is manually operated by bolt, pump, lever, or slide action and that has been rendered permanently inoperable or that is an antique firearm; (4) any semiautomatic rifle that cannot accept a detachable magazine that holds more than five rounds of ammunition; (5) any semiautomatic shotgun that cannot hold more than five rounds in a fixed or detachable magazine; and (6) firearms manufactured for, transferred to, or possessed by a federal, state, or local government agency or for law enforcement. Requires the serial number of any weapon or device manufactured after enactment of this Act to clearly show the date of manufacture. Directs the Attorney General to study and report to Congress on the effects of this Act on violent and drug trafficking crime.

Recognizes the efforts of: (1) southern African trade unions, religious leaders, and advocacy groups to raise awareness about a possible weapons transfer to Zimbabwe as part of a campaign to address Zimbabwe's worsening political, economic, and humanitarian crisis; and (2) southern African governments which denied access through their territories for a weapons shipment destined for a regime that continues to perpetuate gross human rights violations against its own citizens. Urges the United States to continue to work with African governments and multilateral institutions to compel Robert Mugabe's regime to respect the will of its citizens and find a peaceful solution to the current political standoff. Urges the U.S. Permanent Representative at the United Nations to advocate for an international moratorium on arms shipments to Zimbabwe until democracy, human rights, and the rule of law are respected by the government of Zimbabwe.

Praises the efforts by those countries in Central and Eastern Europe that have enacted legislation for the restitution of, or compensation for, private and communal religious property confiscated during the Nazi and Communist eras. Urges the countries in Central and Eastern Europe that have not already done so to return confiscated properties to their rightful owners or, where restitution is not possible, pay equitable compensation. Calls on the governments of Poland and of Lithuania to enact legislation so that persons (or their heirs) whose property was confiscated during the Nazi or Communist eras are able to obtain restitution of, or compensation for, such property. Calls on the Secretary of State to report to Congress every six months, regarding implementation of this resolution.

Recognizes the need to promote equality and continue to work toward eliminating racial discrimination in the United States and Brazil. Commends Secretary of State Condoleezza Rice and Brazilian Minister of Racial Integration Edson Santos for signing the "Joint Action Plan Between the Government of the Federative Republic of Brazil and the Government of the United States of America to Eliminate Racial and Ethnic Discrimination and Promote Equality." Supports continued U.S. involvement in the United States-Brazil Joint Action Plan Against Racial Discrimination through funding. Encourages specified U.S. participation in the United States-Brazil Steering Group on Equality of Opportunity. Urges that the private sector, civil society, and experts on race relations and other relevant topics be considered as part of the Steering Group Advisory Board.

Cure and Understanding through Research for Alzheimer's Act of 2008 or La Cura Act of 2008 - Amends the Public Health Service Act to require the Director of the National Institutes of Health (NIH) to ensure sufficient resources for activities relating to Alzheimer's disease and Hispanic communities, including by: (1) increasing efforts in epidemiological work in Hispanic subgroups; (2) allocating resources to the National Institute on Aging Alzheimer's disease research centers and other academic centers involved in such research to increase participation of Hispanics and other underrepresented ethnic groups in research and clinical trials in sufficient numbers to draw valid conclusions; and (3) conducting social, behavioral, and health services research to understand the underlying reasons why Hispanic individuals delay diagnosis and underutilize services, to identify culturally and linguistically appropriate approaches to address such delays and underutilization, and to identify approaches for providing, and improving the quality of, culturally competent care. Requires the Director to expand and intensify NIH efforts to educate communities about the importance of research relating to Alzheimer's disease and to respond effectively to cultural concerns about participation in such research. Authorizes appropriations for a program of grants to states to carry out demonstration programs related to Alzheimer's disease. Requires the Secretary of Health and Human Services, acting through the Centers for Disease Control and Prevention (CDC), to conduct an aggressive, evidence-based education and outreach program to promote public awareness and risk reduction with respect to Alzheimer's disease, particularly to Hispanic populations.

Expresses concern that the government of the Republic of Iraq refuses to recognize the existence of Israel and urges Iraq to recognize and establish diplomatic relations with Israel. Calls on the Administration to use its influence to persuade Iraq and other countries with which the United States has diplomatic relations to recognize the right of Israel to exist and to establish diplomatic relations with Israel.

Security through Termination Of Proliferation Act of 2008 or the STOP Act of 2008 - States that specified U.S. sanctions with respect to Iran, North Korea, or Syria shall remain in effect until the President certifies to the appropriate congressional committees that such country has verifiably dismantled its weapons of mass destruction programs. Amends the Iran, North Korea, and Syria Nonproliferation Act to include within the scope of such Act (including identification/reporting and sanction provisions) persons involved in the transshipment (as defined by this Act) of certain goods, services, or technology. Establishes restrictions on nuclear cooperation with a country that is assisting the nuclear program of, or transferring advanced conventional weapons or missiles to, Iran, North Korea, or Syria. Provides for exclusion from the United States (with a discretionary national security waiver by the President) of an alien who is a senior government official of a foreign government or a corporate principal or significant shareholder of a foreign person identified as involved in proliferation activities respecting Iran, North Korea, or Syria. Amends the Internal Revenue Code to: (1) deny a foreign tax credit to a taxpayer engaged in business activity with Iran that is prohibited by U.S. law; and (2) set forth income tax provisions respecting a foreign corporation engaged in business activity with Iran that is prohibited by U.S. law. Establishes the Compensation for Former United States Hostages in Iran Fund.

Fairness in Nursing Home Arbitration Act of 2008 - Provides that a pre-dispute arbitration agreement between a long-term care facility and a resident (or anyone acting on the resident's behalf) shall not be valid or specifically enforceable.

Protecting Our Children Online Act of 2008 - Amends the Communications Act of 1934 to require schools and libraries that receive telecommunications services at discounted rates under specified provisions to educate minors about safe online behavior. Requires that education to include information about: (1) interacting with other individuals through social networking websites, chat rooms, electronic mail, bulletin boards, instant messaging, and other means of online communication; and (2) cyberbullying awareness and response.

Declares that preventing Iran from acquiring a nuclear weapons capability through economic, political, and diplomatic means is vital to U.S. national security. Urges the President to use his authority to impose sanctions on: (1) Iranian banks engaged in proliferation activities or the support of terrorist groups; (2) international banks which conduct financial transactions with proscribed Iranian banks; (3) energy companies with large investments in the Iranian petroleum or natural gas sector; and (4) all companies which do business with Iran's Islamic Revolutionary Guard Corps. Demands that the President initiate an international effort to increase economic, political, and diplomatic pressure on Iran to suspend its nuclear enrichment activities. Urges the President to lead a regional diplomatic effort to support the legitimate governments in the region against Iranian destabilization efforts.

American Energy Independence and Price Reduction Act - Directs the Secretary of the Interior to implement a competitive leasing program for the exploration, development, and production of the oil and gas resources on the Coastal Plain of Alaska. Amends the Alaska National Interest Lands Conservation Act of 1980 to repeal the prohibition against leasing or other development leading to production of oil and gas from the Arctic National Wildlife Refuge (ANWR). Deems any oil and gas leasing programs and activities authorized by this Act to be in compliance with ANWR purposes. Authorizes the Secretary to designate up to 45,000 acres of the Coastal Plain as a Special Area, after consultation with the state of Alaska, the city of Kaktovik, and the North Slope Borough. Permits directional drilling in the Special Area. Prescribes procedures governing Coastal Plain lease sales, as well as terms and conditions, including: (1) environmental protection; (2) federal and state distribution of revenues; (3) rights-of-way; and (4) local government impact aid and community service assistance. Sets forth: (1) a "no significant adverse effect" standard to govern Coastal Plain activities; and (2) guidelines for expedited judicial review of complaints. Establishes the ANWR Alternative Energy Trust Fund.

Military Spouses Residency Relief Act - Amends the Servicemembers Civil Relief Act to prohibit, for purposes of voting for a federal, state, or local office, deeming a person to have lost a residence or domicile in a state, acquired a residence or domicile in any other state, or become a resident in or of any other state solely because the person is absent from a state because the person is accompanying the person's spouse who is absent from the state in compliance with military or naval orders. Prohibits a servicemember's spouse from either losing or acquiring a residence or domicile for purposes of taxation because of being absent or present in any U.S. tax jurisdiction solely to be with the servicemember in compliance with the servicemember's military orders if the residence or domicile is the same for the servicemember and the spouse.
