Guam World War II Loyalty Recognition Act - Recognizes the suffering and the loyalty of the people of Guam during the Japanese occupation of Guam in World War II. Directs the Secretary of the Treasury to make specified payments to: (1) living Guam residents who were raped, injured, interned, or subjected to forced labor or marches resulting from, or incident to, such occupation and subsequent liberation; and (2) survivors of compensable residents who died in war or survivors of compensable injured residents (such payments to be made after payments have been made to surviving Guam residents). Defines "compensable Guam decedent" and "compensable Guam victim." Directs the Foreign Claims Settlement Commission to specify injuries that would constitute a severe personal injury or a personal injury. Authorizes the Commission to adjudicate claims and determine payment eligibility. Requires: (1) claims to be filed within one year after the Commission publishes public notice of the filing period in the Federal Register; and (2) the Commission to make filing period information available to the public through the media in Guam. Directs the Secretary of the Interior to establish a grant program for research, educational, and media activities that memorialize the events surrounding the occupation of Guam during World War II or honor the loyalty of the people of Guam during such occupation, or both.

Amends the Internal Revenue Code to establish in the Treasury the Homeless Veterans Assistance Fund and to allow individual taxpayers to designate on their tax returns $3.00 of income taxes ($6.00 in the case of joint returns) to be paid over to such Fund to provide assistance to homeless veterans.

National Right-to-Carry Reciprocity Act of 2009 - Amends the federal criminal code to establish a national standard for the carrying of concealed firearms (other than a machinegun or destructive device) by non-residents. Authorizes a person who has a valid permit to carry a concealed firearm in one state and who is not prohibited from carrying a firearm under federal law to carry a concealed firearm in another state in accordance with the restrictions of that state or as specified under this Act.

National Guardsmen and Reservists Parity for Patriots Act - Amends the National Defense Authorization Act for Fiscal Year 2008 to back-date to September 11, 2001, the period of active duty or performed active service, in support of a contingency operation or in other emergency situations, for which members of Ready Reserve components of the armed forces shall receive credit in determining eligibility for early receipt of non-regular service retired pay.

Community AIDS and Hepatitis Prevention Act - Provides that nothing shall prohibit the use of federal funds to establish or carry out a program of distributing sterile syringes to reduce the transmission of bloodborne pathogens, including the human immunodeficiency virus (HIV) and viral hepatitis.

Glaucoma Screening Act of 2009 - Amends title XVIII (Medicare) of the Social Security Act to expand coverage of screening for glaucoma to include individuals who are both older than 49 years of age and Hispanic. Directs the Secretary of Health and Human Services to establish a program to award a grant to an eligible entity to provide glaucoma screenings to individuals determined to be at high risk. Requires such an entity to: (1) utilize mobile screening units to test for glaucoma and other eye diseases; (2) target screening activities to populations primarily consisting of high-risk individuals; (3) form partnerships with federally-qualified health centers to increase awareness of the need for glaucoma screenings and to provide screenings for high-risk individuals; and (4) provide grants to approved medical residency training programs to permit participating students to conduct such screenings.

Requires government contributions for health benefits for an individual who first becomes an annuitant by reason of retirement from employment with the United States Postal Service on or after July 1, 1971, or for a survivor of such an individual or of an individual who died on or after that date while employed by the Postal Service, to be paid first from the Postal Service Retiree Health Benefits Fund up to the amount contained in the Fund, with any remaining amount paid by the Postal Service (current law requires such contributions to be paid by the Postal Service through September 30, 2016).

Constitutional Amendment - Prohibits outlays for a fiscal year (except those for repayment of debt principal) from exceeding total receipts for that fiscal year (except those derived from borrowing) unless Congress, by a three-fifths rollcall vote of each chamber, authorizes a specific excess of outlays over receipts. Requires a three-fifths rollcall vote of each chamber to increase the public debt limit. Directs the President to submit a balanced budget to Congress annually. Prohibits any bill to increase revenue from becoming law unless approved by a majority of each chamber by rollcall vote. Authorizes waivers of these provisions when a declaration of war is in effect or under other specified circumstances involving military conflict.

Commonsense Auto Recovery Act of 2009 - Amends the Internal Revenue Code to allow individuals and small employers a tax credit for state and local sales taxes paid on the purchase of a passenger motor vehicle (not more than two axles) the purchase price of which does not exceed $50,000. Terminates such credit after 2010.

401Kids Family Savings Act of 2009 - Amends the Economic Growth and Tax Relief Reconciliation Act of 2001 to extend through 2015 provisions allowing increased annual contributions to Coverdell education savings accounts. Amends the Internal Revenue Code to: (1) allow tax-free distributions from a Coverdell education savings account for first-time homebuyer expenses; (2) permit rollovers from Coverdell education savings accounts to Roth individual retirement accounts (Roth IRAs); and (3) rename Coverdell education savings accounts as 401Kids Savings Accounts.

Tropical Forest and Coral Conservation Act - Amends the Tropical Forest Conservation Act of 1998 to make forests, coral reefs, and associated coastal marine ecosystem activities eligible for U.S. debt reduction benefits for developing countries. (Currently, such provision applies to tropical forests.) Renames: (1) the Tropical Forest Facility as the Conservation Facility; and (2) a Tropical Forest Agreement as a Conservation Agreement. Extends authorization of appropriations for debt reduction. Authorizes U.S. government representation on the administering body that oversees the implementation of grants arising from debt-for-nature swap or debt buy-back regardless of whether the United States is a party to any agreement between the purchaser and the beneficiary country government.

Encourages the Department of State to place Vietnam on the list of "Countries of Particular Concern" for particularly severe violations of religious freedom. Condemns the ongoing and egregious violations of religious freedom in Vietnam, including the detention of religious leaders and the long-term imprisonment of individuals engaged in peaceful advocacy. Calls on Vietnam to lift restrictions on religious freedom and implement necessary legal and political reforms to protect religious freedom.

Establishes in the Senate and the House of Representatives the Joint Select Committee on Reorganization and Reform of Foreign Assistance Agencies and Programs which shall investigate: (1) the organization of the various federal agencies and departments that oversee and implement U.S. foreign assistance programs; (2) U.S. foreign assistance program objectives, staffing and funding levels, and performance; and (3) legislative procedures and organization related to the authorization and appropriation of funding for and oversight of U.S. foreign assistance programs and agencies. Terminates the Committee 30 days after filing the report required under this Act or upon the expiration of the one-year period beginning on the date of the adoption of this resolution, whichever occurs earlier.

Limitation on Nuclear Cooperation with the United Arab Emirates Act of 2008 - Prohibits any agreement for cooperation to enter into force or any license to be issued for the export of nuclear material, equipment, or technology between the United States and the United Arab Emirates (UAE) pursuant to the Atomic Energy Act of 1954 unless the President certifies to the appropriate congressional committees that the government of the UAE has: (1) taken actions to prohibit the transfer of goods, services, or technology to the government of Iran, including fully implementing U.N. Security Council sanctions against Iran; (2) implemented an export control regime in accordance with international standards and has implemented legislative and functional actions to target the logistical and financial networks that support terrorist organizations; (3) terminated all related cooperation between any UAE national and the government of Iran, any Iranian national, or any Iranian-controlled entity, and has prosecuted any such UAE national, and (4) not engaged in or condoned activities that violate the Iran Sanctions Act of 1996, the Iran, North Korea, and Syria Nonproliferation Act, and other applicable U.S. law. Amends the the Atomic Energy Act of 1954 to require congressional approval of an agreement for peaceful nuclear cooperation (section 123 agreement). (Under current law such an agreement become effective unless Congress disapproves it within a specified time period.) Directs the President to keep the House Committee on Foreign Affairs and the Senate Committee on Foreign Relations fully informed of any initiative or negotiations relating to a new or amended section 123 agreement.

William Wilberforce Trafficking Victims Protection Reauthorization Act of 2008 - Amends the the Trafficking Victims Protection Act of 2000 to direct the Secretary of State to establish within the Department of State an Office to Monitor and Combat Trafficking. (Current law authorizes such Office's establishment.) Directs the President to implement: (1) programs to prevent trafficking in persons; and (2) an anti-trafficking program monitoring system. Authorizes the President to establish the Presidential Award for Extraordinary Efforts to Combat Trafficking in Persons. Sets forth protections for aliens who: (1) may be trafficking victims or who may testify against traffickers; (2) are domestic workers or other nonimmigrants; or (3) are employees of foreign diplomatic or other government personnel, or employees of international organization personnel. Sets forth provisions respecting: (1) assistance for trafficking victims, including child victims and U.S. citizens; (2) offenses of trafficking, forced labor, enticement into slavery, sex trafficking of children, and sex tourism. Directs the Secretary to develop: (1) policies and procedures to ensure that unaccompanied alien children in the United States are safely repatriated to their country of nationality or of last habitual residence; and (2) a safe repatriation pilot program for alien children. States, with specified exceptions, that the care and custody of unaccompanied alien children in the United States shall be the responsibility of the Secretary of Health and Human Services. Sets forth related provisions and authorizations of appropriations. Authorizes passport restrictions for persons convicted of transporting a minor with intent to engage in criminal sexual activity. Child Soldiers Prevention Act of 2008 - Prohibits, with a national interest waiver, funds for specified military and related areas from being made available to the government of a country identified by the Department as having governmental armed forces or government supported armed groups that recruit and use child soldiers. Authorizes the President to reinstate assistance upon certifying to Congress that a government is implementing: (1) compliance measures; and (2) mechanisms to prohibit future use of child soldiers. Authorizes the President to provide assistance to a country for international military education and training otherwise prohibited under this Act upon certifying to Congress that such assistance is for implementation of measures to demobilize child soldiers and for programs to support professionalization of the military.

Recognizes the threat that the spread of radical Islamist terrorism and Iranian adventurism in Africa poses to the United States, our allies, and interests. Acknowledges the commitment and cooperation of some African governments and regional organizations to deny the use of their territory to radical Islamist terrorist organizations. Calls on the U.S. government to work with governments in Africa to pursue an antiterrorism campaign.

Naval Vessel Transfer Act of 2008 - Authorizes the President to transfer certain excess naval vessels on a grant basis to Pakistan, Chile, and Peru. Terminates such authority two years after the enactment of this Act. Directs the President to: (1) carry out an ongoing assessment of the extent to which Israel possesses a qualitative military edge over military threats; and (2) use such assessment in reviewing applications to sell defense articles and services to a Middle Eastern country other than Israel. Amends the Arms Export Control Act to require any certification relating to a proposed sale or export of defense articles or services to a Middle Eastern country other than Israel to include a determination that such sale or export will not adversely affect Israel's qualitative military edge over military threats. Makes specified foreign military financing program funds for FY2009 available on a grant basis for Israel. Authorizes funding in FY2009 for the procurement of advanced weapons systems by Israel. Amends the Arms Export Control Act to provide special foreign military sales status for the Republic of Korea.

National Windstorm Impact Reduction Reauthorization Act of 2008 - Amends the National Windstorm Impact Reduction Act of 2004 to revise provisions governing the National Windstorm Impact Reduction Program. Designates the National Institute of Standards and Technology (NIST) as the lead agency for Program planning, management, and coordination. (Repeals provisions regarding the existing Interagency Working Group responsible for Program planning, management, and coordination.) Establishes the Interagency Working Group on Wind Impact Reduction (IWG) to coordinate activities and facilitate communication among Program agencies in reducing the impacts of windstorms. Requires the Director of NIST to: (1) establish a Program Office to ensure coordination and synergy across Program agencies; (2) prepare the Program's annual budget; (3) facilitate preparation of the IWG's biennial report to Congress and the National Science and Technology Council; (4) support research and development for building codes and standards; (5) promote implementation of research results; (6) support deployment of interagency teams to investigate major windstorm events and data collection and analysis; and (7) participate in, coordinate, or support other Program mitigation activities. Sets forth: (1) the duties of the Program Office and of the IWG (including preparation of an interim working plan for Program operations and a strategic plan for achieving Program objectives); and (2) supportive roles of the National Science Foundation (NSF), the National Oceanic and Atmospheric Administration (NOAA), the Federal Emergency Management Agency (FEMA), the Department of Transportation (DOT), the National Aeronautics and Space Administration (NASA), and the Army Corps of Engineers. Authorizes appropriations for the Program for FY2009-FY2013.

Western Hemisphere Counterterrorism and Nonproliferation Act of 2008 - States that, in order to enhance the security of the Western Hemisphere and bolster regional capacity to counter terrorism, it shall be U.S. policy to promote the signing, ratification, and implementation by all countries in the Western Hemisphere of specified counter terrorism conventions. Amends specified acts with respect to annual country reports on terrorism, as well reports on narcotics trafficking, money laundering, and law enforcement. Authorizes the President to impose specified sanctions on any country in the Western Hemisphere that the President has determined is engaged in state sponsored terrorism, is carrying out policies that threaten U.S. national security interests, or is not fully cooperating with U.S. counterterrorism or nonproliferation efforts. Expresses the sense of Congress that the International Law Enforcement Academy in San Salvador, El Salvador, should continue to serve as a critical component of United States regional counterterrorism efforts. Redirects 50% of the U.S. contribution to the Organization of American States (OAS) to the OAS Inter-American Committee Against Terrorism, the OAS Inter-American Drug Abuse Control Commission, and the Western Hemisphere Regional Coordination Centers. Directs the Secretary of State to negotiate the establishment of: (1) Western Hemisphere Regional Coordination Centers; and (2) the Western Hemisphere Nonproliferation Partnership Initiative. States U.S. policy with respect to the prevention of the proliferation of weapons-related nuclear, chemical, and biological materials, technology, and facilities, as well as policy with respect to nuclear fuel fabrication and provides specified directives and sanctions. Places restrictions on nuclear cooperation with countries assisting the nuclear program of Venezuela or Cuba. Expresses the sense of Congress that the Latin America Regional Strategic Initiative should serve as a critical component of U.S. regional counterterrorism and nonproliferation efforts.

United States-India Nuclear Cooperation Approval and Nonproliferation Enhancement Act - Approves the United States-India Agreement for Cooperation on Peaceful Uses of Nuclear Energy (Agreement), subject to the provisions of the Atomic Energy Act of 1954, the Henry J. Hyde United States-India Peaceful Atomic Energy Cooperation Act of 2006, and other applicable U.S. law. Urges the government of India to sign and adhere to an Additional Protocol with the International Atomic Energy Agency (IAEA). States that licenses may be issued by the Nuclear Regulatory Commission (NRC) for transfers pursuant to the Agreement only after the President certifies to Congress that: (1) the Agreement Between the Government of India and the International Atomic Energy Agency for the Application of Safeguards to Civilian Nuclear Facilities has entered into force; and (2) the government of India has filed a declaration of facilities that is not materially inconsistent with the facilities and schedule of the separation plan presented in the national parliament of India. Amends the Henry J. Hyde United States-India Peaceful Atomic Energy Cooperation Act of 2006 to revise related congressional reporting requirements. States that no subsequent arrangement concerning reprocessing arrangements and procedures shall take effect until: (1) the President reports to the House Committee on Foreign Affairs and the Senate Committee on Foreign Relations (Committees) respecting the reasons for such arrangement and a certification that third-party reprocessing arrangements with India will be conducted under similar arrangements; and (2) a period of 30 days of continuous session has elapsed after such report's transmittal. Amends the Atomic Energy Act of 1954 to direct the President to inform the Committees of any negotiations relating to a new or amended agreement for peaceful nuclear cooperation. Directs the President to: (1) certify to the Committees that it is U.S. policy to work with members of the Nuclear Suppliers Group (NSG) to restrict transfers of equipment and technology related to the enrichment of uranium and reprocessing of spent nuclear fuel; and (2) seek to achieve within NSG or with NSG participating governments the adoption of principles and exchanges of information to assure peaceful use and accounting of by-product material.

United States Broadcasting Reorganization Act of 2008 - Amends the U.S. International Broadcasting Act of 1994 to establish the United States International Broadcasting Agency, which shall be headed by the Board of Governors of the United States International Broadcasting Agency, to carry out various international broadcasting activities of the United States (thereby eliminating the Broadcasting Board of Governors and the International Broadcasting Bureau). Sets forth: (1) Agency authorities and functions; and (2) transition provisions. Directs the Board to establish an Office of the Ombudsman to be a liaison between both the audience and employees and employees and management of the broadcasting entities under Board control.

United States-India Nuclear Cooperation Approval and Nonproliferation Enhancement Act - Approves the United States-India Agreement for Cooperation on Peaceful Uses of Nuclear Energy (Agreement), subject to the provisions of the Atomic Energy Act of 1954, the Henry J. Hyde United States-India Peaceful Atomic Energy Cooperation Act of 2006, and other applicable U.S. law. Urges the government of India to sign and adhere to an Additional Protocol with the International Atomic Energy Agency (IAEA). States that licenses may be issued by the Nuclear Regulatory Commission (NRC) for transfers pursuant to the Agreement only after the President certifies to Congress that: (1) the Agreement Between the Government of India and the International Atomic Energy Agency for the Application of Safeguards to Civilian Nuclear Facilities has entered into force; and (2) the government of India has filed a declaration of facilities that is not materially inconsistent with the plan described in India's Separation Plan tabled in Parliament on May 11, 2006, taking into account the later initiation of safeguards than was anticipated in the Separation Plan. Amends the Henry J. Hyde United States-India Peaceful Atomic Energy Cooperation Act of 2006 to revise related congressional reporting requirements. States that no subsequent arrangement concerning reprocessing arrangements and procedures shall take effect until: (1) the President reports to the House Committee on Foreign Affairs and the Senate Committee on Foreign Relations (Committees) respecting the reasons for such arrangement and a certification that third-party reprocessing arrangements with India will be conducted under similar arrangements; and (2) a period of 30 days of continuous session has elapsed after such report's transmittal. Amends the Atomic Energy Act of 1954 to direct the President to inform the Committees of any negotiations relating to a new or amended agreement for peaceful nuclear cooperation. Amends the National and Community Service Act of 1990 to authorize the Corporation for National and Community Service to award grants to public agencies or private nonprofit organizations experienced in administering service programs to provide Silver Scholarships to individuals who: (1) perform, over a 12-month period, at least 500 hours of volunteer service after attaining age 55; and (2) have received, during the five-year period preceding the award, fewer than two such scholarships. Allows the proration of such scholarships when an individual, due to compelling personal circumstances, cannot perform 500, but performs at least 250, hours of service within the 12-month period. Allows a scholarship recipient to designate another individual to use such scholarship.

Condemns the efforts of the Human Rights Committee of the United Nations and the United Nations Committee on the Elimination of Discrimination against Women to coerce the government of the Republic of Ireland to reduce or eliminate its constitutionally established abortion restrictions. Questions the merit of using U.S. taxpayer-generated revenues to support such Committees in light of their work to promote the practice of abortion.

Encourages the Administrator of the United States Agency for International Development (USAID) to establish and administer the Global Autism Assistance Program to: (1) support activities by nongovernmental organizations and other service providers, including advocacy groups, focused on autism in developing countries; and (2) establish a "teach the teachers" program to train health and education professionals working with autistic children in developing countries.

Stephanie Tubbs Jones Gift of Life Medal Act of 2008 - Makes any organ donor, or the family of any organ donor, eligible for a Stephanie Tubbs Jones Gift of Life Medal. Requires the Secretary of Health and Human Services to direct the Organ Procurement and Transplantation Network to establish an application procedure, determine eligibility, and arrange for the presentation of medals. Allows only one medal per family. Requires that such medal be presented to the donor or, in the case of a deceased donor, the family member who signed the consent form authorizing the organ donation. Authorizes the Network to collect funds to offset expenditures relating to the issuance of medals. Requires the Secretary of the Treasury to design and strike the Stephanie Tubbs Jones Gift of Life Medals using certain specifications. Provides that a medal under this Act shall not be treated as valuable consideration for purposes of prohibiting transferring human organs for valuable consideration.

Freedom of Religious Expression in the Home Act of 2008 - Amends the Fair Housing Act with respect to discrimination in the sale or rental of housing and other prohibited practices. Makes it unlawful to establish a rule or policy that prevents a person from displaying, on the basis of that person's religious belief, a religious symbol, object, or sign on the door, doorpost, entrance, or otherwise on the exterior of that person's dwelling, or that is visible from the exterior of that dwelling, unless the rule or policy is reasonable and is necessary to prevent significant damage to property, physical harm to persons, a public nuisance, or similar undue hardship.

Stability and Democracy for Georgia Act of 2008 or the STAND for Georgia Act of 2008 - Authorizes the President, in the wake of Georgia's August 2008 conflict with the Russian Federation, to provide assistance to Georgia for: (1) humanitarian needs; (2) infrastructure reconstruction; (3) economic development; and (4) governance. Authorizes the use of assistance under this Act to extend broadcasting efforts by the Broadcasting Board of Governors to Georgia and to enhance Russian- and Georgian-language Internet and broadcast capacity for the Voice of America (VOA) and Radio Free Europe/Radio Liberty, Inc.

Nationwide Mortgage Fraud Task Force Act of 2008 - Establishes in the Federal Bureau of Investigation (FBI) a Nationwide Mortgage Fraud Task Force to: (1) establish regional branches in the 10 states with the highest concentration of mortgage fraud; (2) establish coordinating entities, and solicit the voluntary participation of federal, state, and local law enforcement and prosecutorial agencies, to organize initiatives to address mortgage fraud; (3) train such agencies; (4) collect and disseminate mortgage fraud data; and (5) perform other related functions. Authorizes the Task Force, including its regional branches, to perform other functions as well, including: (1) initiating federal mortgage fraud investigations and coordinating state and local investigations; (2) establishing a toll-free hotline; and (3) creating a database of mortgage industry license suspensions and revocations.

SCHIP Full Funding Extension Act of 2008 - Amends title XXI (State Children's Health Insurance) (SCHIP) of the Social Security Act to extend through FY2012 funding under the SCHIP program, including additional allotments to maintain SCHIP funding for such fiscal years in shortfall states. Grants qualifying states the option to receive the enhanced portion of the SCHIP matching rate for Medicaid coverage of certain children.

Enable Divestment from Sudan and Iran Act of 2008 - Amends the Internal Revenue Code to promote the divestment of investments in Iran or the Sudan by pemitting the deferral of tax on any gain from the sale of securities in any business that is engaged in certain discouraged activities in Iran or the Sudan if the holder of such securities purchases replacement securities from a business not engaged in such discouraged activities. Includes as discouraged activities in Iran: (1) the sale of munitions to the Iranian government; (2) loans aggregating more than $20 million to the Iranian government; (3) investments of over $20 million in the Iranian energy sector; or (4) conducting business with or making charitable donations to any Iranian person designated as a terrorist. Defines "Sudan discouraged activity" as an investment in any business operation described in the Sudan Accountability and Divestment Act of 2007 (e.g., businesses engaged in power production activities, mineral extraction activities, oil-related activities, or the production of military equipment). Requires the Secretary of the Treasury to publish and update every six months a list of business entities engaging in any Sudan or Iran discouraged activities.

Frank Buckles World War I Memorial Act - Authorizes the American Battle Monuments Commission to establish a memorial on Federal land in the District of Columbia on or near the District of Columbia War Memorial to honor World War I veterans and to commemorate U.S. participation in that war. Establishes the World War I Memorial Advisory Board. Establishes a fund in the Treasury for expenses of establishing the memorial.

Nurses' Higher Education and Loan Repayment Act of 2008 - Amends the Public Health Service Act to authorize the Secretary of Health and Human Services, acting through the Administrator of the Health Resources and Services Administration (HRSA), to enter into an agreement with eligible individuals for the repayment of education loans in exchange for working as a full-time member of the faculty of an accredited school of nursing.

Community AIDS and Hepatitis Prevention Act - Provides that nothing shall prohibit the use of federal funds to establish or carry out a program of distributing sterile syringes to reduce the transmission of bloodborne pathogens, including the human immunodeficiency virus (HIV) and viral hepatitis.

Directs the Secretary of State to provide detailed briefings to the House Committee on Foreign Affairs and the Senate Committee on Foreign Relations respecting: (1) any discussions conducted between any executive branch agency and the government of Taiwan during a covered period (as defined by this Act); and (2) any potential transfer of defense articles or defense services to Taiwan.

Prevention of Equine Cruelty Act of 2008 - Amends the federal criminal code to impose a fine and/or prison term of up to three years for possessing, shipping, transporting, purchasing, selling, delivering, or receiving any horse, horse flesh, or carcass with the intent that it be used for human consumption. Reduces the prison term to one year if the offense involves less than five horses or less than 2,000 pounds of horse flesh or carcass and the offender has no prior conviction for this offense.
