Coral Reef Conservation Amendments Act of 2007 - Amends the Coral Reef Conservation Act of 2000 to extend the award of remaining coral reef conservation program grant funds, in addition to projects addressing emerging priorities or threats, to other appropriate projects, including monitoring and assessment, research, pollution reduction, education, and technical support. Authorizes the Administrator to undertake or authorize actions to prevent or minimize injury to coral reefs or coral ecosystems from vessel impacts, derelict fishing gear, vessel anchors and anchor chains, or unforeseen or disaster-related circumstances. Includes activities designed to minimize the likelihood of physical reef damage in the activities that may be taken under an existing program to conserve coral reefs and reef ecosystems. Authorizes the Administrator to: (1) make community-based planning grants to certain entities that have received a coral reef conservation grant to work with local communities and federal and state entities to implement plans for increased protection of high priority coral reefs; (2) maintain an inventory of all vessel grounding incidents involving coral reefs; (3) identify coral reefs outside National Marine Sanctuaries with many vessel impacts; (4) identify measures to reduce impacts; and (5) make multiyear cooperative agreements to carry out the national coral reef action strategy. Establishes the U.S. Coral Reef Task Force to coordinate federal actions to preserve and protect coral reef ecosystems. Authorizes appropriations to provide funds to administer a marine science facility at the American Samoa Community College and to the University of Guam for coral reef research and protection. Reauthorizes the Coral Reef Conservation Act of 2000 and authorizes appropriations through FY2010 for: (1) the coral reef conservation program; and (2) community-based planning grants.

Community Cancer Care Preservation Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act to require determination and calculation of the manufacturer's average sales price for a drug or biological on a monthly instead of a quarterly basis. Requires the payment amounts to be updated and applied by the Secretary of Health and Human Services based on the manufacturer's average sales price for the drug or biological calculated for the most recent month for which data are available. Removes prompt pay discounts from the calculation of such price. Provides for an increase in the Medicare part B (Supplementary Medical Insurance) payment for chemotherapy administration services. Directs the Secretary to make an additional 2% for any drug administration services payment to physicians, taking into account pharmacy facilities management costs. Directs the Secretary to develop new CPT codes for reporting and billing of physician's services associated with pharmacy facilities management and with medical oncology treatment planning.

Lupus Research, Education, Awareness, Communication, and Healthcare Amendments of 2007 - Amends the Public Health Service Act to require the Director of the National Institute of Arthritis and Musculoskeletal and Skin Diseases to expand research on lupus to include: (1) basic research to discover the pathogenesis and pathophysiology of the disease; and (2) research to validate lupus biomarkers. Requires the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to work with a consortium of academic health institutions to undertake an epidemiological study to determine the prevalence and incidence of lupus in the United States. Requires the Director of CDC to: (1) enter into a cooperative agreement with such consortium to develop, implement, and manage a system for lupus data collection and analysis; and (2) ensure that such consortium represents different geographic areas and includes individuals of racial and ethnic backgrounds disproportionately affected by lupus. Requires the Secretary to enter into a contract with the Institute of Medicine to study and make recommendations related to lupus, to include: (1) evaluating federal and state activities related to lupus and recommending ways to expand such activities; (2) identifying gaps in federal research; and (3) recommending ways to improve the quality of life for people with lupus. Requires the Secretary, acting through the Director of the Office on Women's Health, to conduct and support a national lupus public awareness and health professional education campaign, with an emphasis on reaching populations at highest risk for the disease.

Inflammatory Bowel Disease Research Enhancement Act - Requires the Director of the National Institute of Diabetes and Digestive and Kidney Diseases to expand, intensify, and coordinate the Institute's research activities on inflammatory bowel disease, with an emphasis on: (1) genetic research on susceptibility for inflammatory bowel disease; (2) research targeted to increase knowledge about the causes and complications of inflammatory bowel disease in children; (3) animal model research; (4) clinical research; (5) expansion of the Institute's Inflammatory Bowel Disease Centers program with a focus on pediatric research; and (6) other research initiatives identified in specified documents. Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) develop a system to collect data on pediatric inflammatory bowel disease; (2) establish the National Pediatric IBD Registry; and (3) establish the Advisory Committee on Pediatric Inflammatory Bowel Disease to study and make recommendations relating to the Registry. Requires the Director of the Centers for Disease Control and Prevention (CDC) to prepare a National Inflammatory Bowel Disease Action Plan to: (1) address the burden of inflammatory bowel disease in both adult and pediatric populations; (2) address strategies for determining the unique demographic, geographic, and environmental-exposure characteristics of the inflammatory bowel disease population; (3) focus on strategies for increasing awareness about the disease within the general public and the health care community; and (4) address mechanisms designed to prevent the progression of the disease and the development of complications.

Breast Cancer and Environmental Research Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Director of the National Institutes of Health (NIH), to make grants to public or nonprofit private entities for the development and operation of centers to conduct multidisciplinary and multi-institutional research on environmental factors that may be related to the etiology of breast cancer. Requires each such center to: (1) be known as a Breast Cancer and Environmental Research Center of Excellence; (2) include community organizations in the geographic area served by the center; (3) be formed from a consortium of cooperating institutions and community groups; and (4) be supported under this Act for a period of not more than five years, with additional periods allowed after review and recommendation. Requires the Secretary to establish a Breast Cancer and Environmental Research Panel to: (1) develop a comprehensive research strategy for centers; (2) make recommendations with respect to the mechanisms, peer review criteria, and allocations under this Act; (3) assist in the overall program evaluations; and (4) make recommendations for the dissemination of information on program process. Requires the Director of NIH to provide for coordination of information among, and an equitable geographical distribution of, centers.

Directs the Speaker of the House of Representatives and the President Pro Tempore of the Senate to arrange for the presentation of a congressional gold medal to Michael Ellis DeBakey, M.D. (who performed the first successful coronary bypass, pioneered the field of telemedicine, was elected the first President of Baylor College of Medicine, and received the Presidential Medal of Freedom with Distinction and the National Medal of Science) in recognition of his many outstanding contributions to the nation.

Deleting Online Predators Act of 2007 - Amends the Communications Act of 1934 to require schools and libraries that receive universal service support to enforce a policy that: (1) prohibits access to a commercial social networking website or chat room unless used for an educational purpose with adult supervision; and (2) protects against access to visual depictions that are obscene, child pornography, or harmful to minors. Allows an administrator, supervisor, or other authorized person to disable such a technology protection measure during use by an adult, or by minors with adult supervision, to enable access for educational purposes. Directs the Federal Trade Commission (FTC) to: (1) issue a consumer alert regarding use of the Internet by child predators and the potential dangers to children because of such use, including the potential dangers of commercial social networking websites and chat rooms; and (2) establish a website resource of information for parents, teachers, school administrators, and others regarding potential dangers posed by the use of the Internet by children.

National Breast and Cervical Cancer Early Detection Program Reauthorization Act of 2007 - Amends the Public Health Service Act to change from 2000 to 2020 the target year for achieving the objectives established by the Secretary of Health and Human Services for reductions in the rate of mortality from breast and cervical cancer in the United States for the committee coordinating Public Health Service activities. Directs the Secretary to establish a demonstration project which allows the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to waive, for two-year periods, requirements for awarding breast and cervical cancer grants that specify the percentage of grant funds to be spent on screening and referrals for medical treatments if certain requirements are met, including: (1) the state involved will use the waiver to leverage private funds to supplement screening and referral services or the application of such requirements would result in a barrier to the enrollment of women; and (2) the Secretary finds that granting such a waiver to a state will not adversely affect the quality of such services. Allows the Secretary to extend a waiver if the waiver requirements are and have been met. Requires the Secretary to include information on waivers as part of the evaluations of the activities carried out pursuant to breast and cervical cancer grants.

Physical Therapist Student Loan Repayment Eligibility Act of 2007 - Amends the Public Health Service Act to: (1) include physical therapy within the definition of "primary health services"; and (2) make physical therapists eligible for the National Health Service Corps Loan Repayment Program (to assure an adequate supply of physical therapists among other health professionals).

Freedom to Fly Act of 2007 - Allows a pilot who has attained 60 years of age to serve as a passenger airline pilot until the age of 65 years old only if the pilot serves: (1) as a required pilot in multi-crew aircraft operations; and (2) with another required pilot who has not yet attained 60 years of age. Terminates the age-60 rule (mandatory retirement age) 30 days after enactment of this Act. Declares that such requirements shall not provide the basis for a claim of seniority made under any labor bargaining agreement in effect between the pilots and an air carrier by any pilot who has attained age 60 before the effective date of this Act and who is seeking a position as a pilot with such carrier following that pilot's termination or cessation of employment or promotion or transfer to another position with such air carrier.

Federal Firefighters Fairness Act of 2007 - Amends federal law to provide that, with regard to an employee in fire protection activities: (1) heart disease, lung disease, specified cancers and infectious diseases shall be presumed to be proximately caused by the employee's employment; (2) the disability or death of an employee in fire protection activities due to such a disease shall be presumed to result from personal injury sustained while in the performance of such employee's duty; and (3) such presumptions may be rebutted by a preponderance of the evidence.

Amends the Internal Revenue Code to permit: (1) federal civilian and military retirees to pay Federal Employees Health Benefits Program (FEHBP) and TRICARE supplemental premiums on a pretax basis (i.e., exclude premiums from gross income); and (2) a tax deduction (available to itemizers and nonitemizers) for TRICARE supplemental premiums or enrollment fees. Directs the Director of the Office of Personnel Management (OPM) and the Secretary of Defense to ensure that the option of paying FEHBP and TRICARE supplemental premiums on a pretax basis is available to federal civilian and military retirees for the first open enrollment period beginning not less than 90 days after the enactment of this Act.

States that any comprehensive Middle East peace agreement must resolve all outstanding issues relating to the legitimate rights of all refugees in the Middle East, including Jews, Christians, and other displaced populations. States that the President should instruct the U.S. Representative to the United Nations and all U.S. representatives in bilateral and multilateral fora to: (1) use U.S. influence to ensure that Middle East refugee resolutions which include a reference to the required resolution of the Palestinian refugee issue must also include a similarly explicit reference to the resolution of the issue of Jewish, Christian, and other refugees from Arab countries; and (2) make clear that the U.S. government supports the position that as an integral part of any comprehensive Arab-Israeli peace the issue of refugees from the Middle East, North Africa, and the Persian Gulf must include recognition of the legitimate rights of and losses incurred by all refugees displaced from Arab countries including Jews, Christians, and other minority groups.

Nonadmitted and Reinsurance Reform Act of 2007 - Prohibits any state other than the home state of an insured from requiring a premium tax payment for nonadmitted insurance. Authorizes states to establish procedures to allocate among themselves the premium taxes paid to an insured's home state. Allows an insured's home state to require surplus lines brokers and certain insureds to file annually tax allocation reports detailing the portion of the nonadmitted insurance premiums attributable to properties, risks, or exposures located in each state. Declares that Congress intends that each state adopt a nationwide or uniform procedure that provides for the reporting, payment, collection, and allocation of premium taxes for nonadmitted insurance. Subjects nonadmitted insurance solely to the regulatory requirements of the insured's home state. Declares that only an insured's home state may require a surplus lines broker to be licensed to conduct nonadmitted insurance business with respect to such insured. Prohibits a state from collecting fees relating to licensure of a surplus lines broker in the state unless it has a regulatory mechanism in effect for participation in the national insurance producer database of the National Association of Insurance Commissioners (NAIC), or any other equivalent uniform national database. Prohibits a state from: (1) establishing eligibility criteria for nonadmitted insurers domiciled in a U.S. jurisdiction except in conformance with the Non-Admitted Insurance Model Act; or (2) prohibiting a surplus lines broker from placing nonadmitted insurance with, or procuring nonadmitted insurance from, a nonadmitted insurer domiciled outside the United States and listed on the NAIC International Insurers Department Quarterly Listing of Alien Insurers. Prohibits a state from denying credit for reinsurance if the state of domicile of an insurer purchasing reinsurance (ceding insurer) recognizes credit for reinsurance for the insurer's ceded risk, and: (1) is either an NAIC-accredited state; or (2) has financial solvency requirements substantially similar to NAIC accreditation requirements. Reserves to reinsurer's state of domicile the sole responsibility for regulating the reinsurer's financial solvency if such state is either NAIC-accredited, or has financial solvency requirements substantially similar to NAIC. Prohibits a state from requiring a reinsurer to provide financial information other than that required to be filed with its NAIC-compliant domiciliary state.

Breast Cancer Research Stamp Authorization Act - Extends through December 31, 2009, provisions requiring the U.S. Postal Service to issue a special postage stamp for first-class mail that costs not less than 15% more than the regular first-class stamp to contribute funding for breast cancer research.

Child Interstate Abortion Notification Act - Amends the federal criminal code to prohibit transporting a minor child across a state line to obtain an abortion (deems such transporting to be a de facto abridgment of the right of a parent under any law in the minor’s state of residence that requires parental involvement in the minor’s abortion decision). Makes an exception for an abortion necessary to safe the life of the minor. Makes it an affirmative defense to a prosecution or civil action under this Act that a defendant: (1) reasonably believed that before the minor obtained the abortion, the required parental consent or notification or judicial authorization took place; or (2) was presented with documentation showing that a court waived parental notification requirements or authorized the minor's abortion. Defines "abortion" as the termination of a pregnancy with an intention other than to increase the probability of a live birth, preserve the life or health of the child after live birth, remove a dead unborn child who died as the result of a spontaneous abortion, accidental trauma, or a criminal assault on the pregnant female or her unborn child. Imposes a fine and/or prison term of up to one year on a physician who performs or induces an abortion on an out-of-state minor in violation of parental notification requirements. Requires such physician to give 24-hour actual or constructive notice to a parent of the minor seeking an abortion, subject to certain exceptions.

Internet Consumer Protection Act of 2007 - Amends the Internet Tax Freedom Act to make permanent the ban on state and local taxation of Internet access and on multiple or discriminatory taxes on electronic commerce. Repeals provisions permitting states with Internet tax laws enacted prior to the ban on Internet taxes to continue enforcing such laws.

Resident Physician Shortage Reduction Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act to direct the Secretary of Health and Human Services to increase, over five cost reporting periods, the Medicare caps on the total number of full-time equivalent residents in the field of allopathic or osteopathic medicine (graduate medical education (GME) positions) for states with a shortage of residents. Requires the aggregate number of such increases for a state to be at least 15, but no more than the state resident cap increase.

Save Our Shores Act - Amends the Harmful Algal Bloom and Hypoxia Research and Control Act of 1998 to extend the authorization of appropriations for research, education, and monitoring activities related to the prevention, reduction, and control of harmful algal blooms and hypoxia. Requires that all federal financial assistance for harmful algal bloom research be awarded on a competitive, peer reviewed basis.

Safe Babies Act of 2007 - Amends the Juvenile Justice and Delinquency Prevention Act of 1974 to require the Administrator of the Office of Juvenile Justice and Delinquency Prevention to award a grant to a national early childhood development organization to establish a National Court Teams Resource Center to: (1) promote the well-being of maltreated infants and toddlers and their families; (2) help prevent the recurrence of abuse and neglect of children; (3) promote timely reunification of families or other successful permanency outcomes for maltreated infants and toddlers in foster care; and (4) select, and provide assistance to, local Court Teams created to achieve those goals. Sets forth organization selection criteria and application requirements, including assurance that at least one qualified judge will serve as Judicial Leader of each Court Team receiving assistance. Requires the Center to: (1) develop materials to guide judges in the decision-making process regarding, and to train Court Teams in the appropriate care for, maltreated infants and toddlers; (2) develop a database to track the progress of and to evaluate such Teams; and (3) provide information to communities and courts seeking to adopt the Court Teams approach. Requires Center assistance to each Team to include: (1) direction, coordination, oversight, training, and technical assistance; and (2) providing a Local Community Coordinator to serve as a resource of child development expertise.

Security and Victory in Iraq Act of 2007 - Directs the President every 30 days to certify to the appropriate congressional committees the extent to which the government of Iraq: (1) is cooperating with U.S. stability efforts in Iraq; and (2) has made demonstrable progress toward achieving stability and security for its people, denying terrorists a sanctuary in Iraq, and ensuring equal access to resources. Directs the President every 30 days to report to the appropriate congressional committees respecting: (1) implementation of the Iraq "A New Way Forward" strategy; (2) the government of Iraq's progress in meeting specified benchmarks; (3) Iraqi Army progress and operations; (4) expenditure of funds for the Iraqi Army; (5) effectiveness of the police force in Baghdad; and (6) contributions by U.S. allies to support the government and people of Iraq. Directs the President to: (1) require all relevant U.S. departments and agencies to conduct an interagency assessment of the impact that U.S. military withdrawal from Iraq would have on U.S. national security and homeland security interests and on U.S. allies in the region; and (2) report to the appropriate congressional committees. Establishes in the House of Representatives the Select Bipartisan Committee to Monitor United States Policy and Strategy for Iraq.

Heart Disease Education, Analysis Research, and Treatment for Women Act or the HEART for Women Act - Amends the Federal Food, Drug, and Cosmetic Act and the Public Health Service Act to require an application for approval or for investigation of a drug, device, or biological product to include information stratified by sex, race, and ethnicity, including any differences in safety and effectiveness. Requires the Secretary of Health and Human Services to: (1) withhold approval of such an application or place a clinical hold on an investigation if such information is not included; and (2) report to the scientific community and make information available to the public on such stratified data upon approval of an application. Requires the Comptroller General to study the drug approval process to ensure compliance with this Act. Requires the Secretary to require that all nonidentifiable patient safety work product reported to a patient safety database be stratified by sex. Requires the Secretary, acting through the Director of the Agency for Healthcare Research and Quality (AHRQ), to report to Congress concerning the quality of and access to care for women with heart disease, stroke, and other cardiovascular diseases. Provides for an educational campaign relating to heart disease, stroke, and cardiovascular diseases in women. Authorizes appropriations to enable the Director of the Centers for Disease Control and Prevention to implement Well-Integrated Screening and Evaluation for Women Across the Nation (WISEWOMAN) program projects in all states and territories.

Minority Diabetes Initiative Act - Amends the Public Health Service Act to allow the Secretary of Health and Human Services to make grants to public and nonprofit private health care providers to provide treatment for diabetes in minority communities. Requires the Secretary to ensure that such grants cover a variety of diabetes-related health care services, including routine care for diabetic patients, public education on diabetes prevention and control, eye care, foot care, and treatment for kidney disease and other complications of diabetes.

Civil Rights History Project Act of 2007 - Requires the Librarian of Congress and the Secretary of the Smithsonian Institution (acting through the Director of the National Museum of African American History and Culture) to establish an oral history project to: (1) collect video and audio recordings of, and visual and written materials relevant to the personal histories of, participants in the Civil Rights movement; and (2) make the collection available for public use through the Library of Congress and the Museum.

NATO Freedom Consolidation Act of 2007 - Designates Albania, Croatia, Georgia, Macedonia, and Ukraine as eligible to receive assistance under the NATO Participation Act of 1994. States that such designation: (1) is in addition to the designation of Poland, Hungary, the Czech Republic, and Slovenia pursuant to the NATO Enlargement Facilitation Act of 1996, the designation of Romania, Estonia, Latvia, Lithuania, and Bulgaria pursuant to the European Security Act of 1998, and the designation of Slovakia pursuant to the Gerald B. H. Solomon Freedom Consolidation Act of 2002 as eligible to receive assistance under the NATO Participation Act of 1994; and (2) shall not preclude the designation by the President of other countries as eligible to receive assistance under the NATO Participation Act of 1994. Specifies FY2008 amounts under the Arms Export Control Act for: (1) Albania; (2) Croatia; (3) Georgia; (4) Macedonia; and (5) Ukraine.

Public Safety Employer-Employee Cooperation Act of 2007 - Provides collective bargaining rights for public safety officers employed by states or local governments. Directs the Federal Labor Relations Authority to determine whether state law provides specified rights and responsibilities for public safety officers, including: (1) granting public safety employees the right to form and join a labor organization which excludes management and supervisory employees, and which is, or seeks to be, recognized as the exclusive bargaining agent for such employees; and (2) requiring public safety employers to recognize and agree to bargain with the employees' labor organization. Requires the Authority to issue regulations establishing rights and responsibilities for public safety employers and employees in states that do not substantially provide for such public safety employee rights and responsibilities. Directs the Authority, in such cases, to: (1) determine the appropriateness of units for labor organization representation; (2) supervise or conduct elections to determine whether a labor organization has been selected as an exclusive representative by a voting majority of the employees in an appropriate unit; (3) resolve issues relating to the duty to bargain in good faith; (4) conduct hearings and resolve complaints of unfair labor practices; and (5) resolve exceptions to arbitrator's awards. Grants a public safety employer, employee, or labor organization the right to seek enforcement of such Authority regulations and authority through appropriate state courts. Prohibits public safety employers, employees, and labor organizations from engaging in lockouts or strikes. Provides that existing collective bargaining units and agreements shall not be invalidated by this Act.

Advance Democratic Values, Address Nondemocratic Countries, and Enhance Democracy Act of 2007 or ADVANCE Democracy Act of 2007 - Amends the State Department Basic Authorities Act of 1956 to provide that the Assistant Secretary of State for Democracy, Human Rights, and Labor shall also be responsible for matters relating to the development of democracy in nondemocratic countries. Directs the Secretary of State to establish: (1) Democracy Liaison Officer positions; (2) a Democracy Fellowship Program; (3) an Internet democracy and human rights site; and (4) foreign service democracy promotion training programs. Requires U.S. missions in nondemocratic or transition countries to develop democracy promotion programs. Expresses the sense of Congress with respect to: (1) cooperation with other democratic countries; (2) strengthening the Community of Democracies; (3) initiatives at the United Nations; (4) the Human Rights and Democracy Fund; and (5) democracy assistance. Directs the President to investigate violations of international humanitarian law.

Amends the Iran Sanctions Act of 1996 to redefine: (1) "person" to include financial institutions, insurers, underwriters, guarantors, other business organizations including foreign subsidiaries, and export credit agencies; and (2) "petroleum resources" to include petroleum by-products and liquified natural gas.

Hurricane and Tornado Mitigation Investment Act of 2007 - Amends the Internal Revenue Code to allow individual and business taxpayers in certain states a tax credit for 25% of their qualified hurricane and tornado mitigation property expenditures up to $5,000 for any taxable year. Defines such expenditures as expenditures in a dwelling unit to improve the strength of a roof deck attachment, create a secondary water barrier, improve the durability of a roof covering, brace gable-end walls, reinforce the connections between a roof and supporting wall, protect against windborne debris, or protect exterior doors and garages.

Puerto Rico Democracy Act of 2007 - Directs the Puerto Rico State Elections Commission to conduct a plebiscite in Puerto Rico during the 111th Congress, giving voters the option to vote for continued U.S. territorial status or for a path toward a constitutionally viable permanent nonterritorial status. Provides for subsequent procedures, depending on ballot results. Authorizes the Secretary of the Treasury to allocate certain funds for the self-determination process.

International Nuclear Fuel for Peace and Nonproliferation Act of 2007 - States that it is U.S. policy to support the establishment of an international regime for the assured supply of nuclear fuel for peaceful means under multilateral authority, such as the International Atomic Energy Agency (IAEA). Authorizes the President to make grant basis contributions to the IAEA for an international nuclear fuel bank to maintain a low-enriched uranium reserve of reactor fuel for eligible countries. Requires the President, prior to making such contributions, to certify to the House Committee on Foreign Affairs and the Senate Committee on Foreign Relations that: (1) the IAEA has received specified monetary pledges for the international nuclear fuel bank; (2) the bank will be established in a non-nuclear weapon state under IAEA oversight; and (3) the bank will provide nuclear reactor fuel only to a country that is in full compliance with IAEA and other safeguards, agrees to use the nuclear reactor fuel in accordance with IAEA safeguards, and the country does not operate uranium enrichment or spent-fuel reprocessing facilities.

High School Athletics Accountability Act of 2007 - Amends the Elementary and Secondary Education Act of 1965 (ESEA) to direct coeducational elementary and secondary schools, if they participate in any ESEA program, to: (1) report certain information on equality in their school athletic programs to the Commissioner for Educational Statistics; and (2) make such information available to their students and potential students, upon request, and to the public.

Condemns the use of innocent civilians as human shields, including Hezbollah's recent use of this brutal and illegal tactic during the 2006 summer conflict with Israel. Calls on: (1) the international community to recognize the breaches of international law through the use of human shields; and (2) the community of U.S. and international jurisprudential scholars and practitioners and the leadership of the Armed Forces to review the current international legal regime and to make recommendations to prevent the future use of human shields during armed conflicts.

Breast Cancer Patient Protect Action of 2007 - Amends the Employee Retirement Income Security Act of 1974 (ERISA), the Public Health Service Act, and the Internal Revenue Code to require a group health plan or a health issuer offering group health insurance coverage that provides medical and surgical benefits to ensure that inpatient (and in the case of a lumpectomy, outpatient) coverage and radiation therapy are provided for breast cancer treatment. Prohibits such a plan or issuer from: (1) restricting benefits for any hospital length of stay to less than 48 hours in connection with a mastectomy or breast conserving surgery or 24 hours in connection with a lymph node dissection; or (2) requiring that a provider obtain authorization from the plan or issuer for prescribing any such length of stay. Requires such a plan or issuer to: (1) provide notice to each participant and beneficiary regarding the coverage required under this Act; and (2) ensure that full coverage is provided for secondary consultations by specialists in the appropriate medical fields to confirm or refute a diagnosis of cancer. Applies such requirements to health insurance issuers offering coverage in the individual market.

Expresses the sense of the House of Representatives that the government of Japan should: (1) formally acknowledge, apologize, and accept historical responsibility for its Imperial Armed Force's coercion of young women into sexual slavery (comfort women) during its colonial and wartime occupation of Asia and the Pacific Islands from the 1930s through the duration of World War II; (2) have this official and public apology presented by the Prime Minister of Japan; (3) refute any claims that the sexual enslavement and trafficking of the comfort women never occurred; and (4) educate current and future generations about this crime while following the international community's recommendations with respect to the comfort women.

Expresses support for the people of Venezuela in their daily struggle for freedom, democratic self-governance, and the establishment of the rule of law. Calls on the government of Venezuela to: (1) abide by its obligations under international human rights treaties and international humanitarian law to ensure the rights of all individuals, irrespective of their political views; and (2) end killings, torture, and ill treatment by the police and military. Encourages: (1) the Inter-American Commission of Human Rights (IACHR) to monitor the human rights situation in Venezuela; and (2) the President and the Secretary of State to assist democracy and human rights activists and the nonviolent democratic opposition in Venezuela. Expresses support for the Secretary General of the Organization of American States (OAS) for his continued attention and support for freedom of expression in Venezuela.

Veterans Reassignment Protection Act - Prohibits a preference eligible federal employee (including a preference eligible serving in or under the U.S. Postal Service) from being involuntarily separated for failing to accept a directed reassignment to a position outside his or her commuting area or to accompany a position outside of such area pursuant to a transfer of function unless such preference eligible: (1) receives written notice of the reassignment at least 30 days before the effective date of the reassignment; and (2) is allowed to elect to have the selection of employees for release conducted in the same manner as would be required in the case of a reduction in force. Entitles a preference eligible involuntarily separated in the circumstances described above to appeal to the Merit Systems Protection Board any failure to comply with the requirements of this Act.

Demands that: (1) Hamas release Israeli soldier Gilad Shalit; (2) Hezbollah accept the mandate of U.N. Security Council Resolution 1701 by releasing Israeli soldiers Ehud Goldwasser and Eldad Regev; and (3) Hezbollah and Hamas accede to basic standards of humanitarian conduct and allow access to the Israeli captives by competent medical personnel and representatives of the International Committee of the Red Cross. Expresses: (1) commitment to Israel's survival as a Jewish and democratic state with secure borders; (2) support and interest in achieving a resolution of the Israeli-Palestinian conflict through the creation of a viable and independent Palestinian state living in peace alongside Israel; (3) concern for the families of Gilad Shalit, Ehud Goldwasser, and Eldad Regev; and (4) commitment to seek the Israeli captives' release. Condemns: (1) Hamas and Hezbollah for the cross border attacks and kidnappings which precipitated the armed conflict between Israel, Hezbollah, and armed Palestinian groups; and (2) Iran and Syria, the primary state sponsors of global terrorism and the patrons of Hezbollah and Hamas, for their ongoing support for international terrorism.

Annie Fox Act - Amends the Public Health Service Act to require the Director of the National Institute of Environmental Health Sciences to expand, intensify, and coordinate Institute activities regarding breast cancer in younger women, including the conduct and support of: (1) basic and clinical research on the causes, prevention, detection, treatment, and long-term effects of breast cancer in young women; and (2) information and education programs for health professionals and the public.

State and Local Law Enforcement Discipline, Accountability, and Due Process Act of 2007 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to set forth the due process rights, including procedures, that shall be afforded a law enforcement officer (officer) who is the subject of an investigation or disciplinary hearing. Declares that an officer shall not be: (1) prohibited from engaging in political activity or be denied the right to refrain from engaging in such activity, except when on duty or acting in an official capacity; and (2) prohibited from being a candidate for an elective office or from serving in such elective office solely because of the officer's status as an officer, with exceptions. Requires that: (1) each agency adopt and thereafter comply with a written complaint procedure that meets specified requirements; and (2) an investigation based on a complaint from outside the agency commence not later than 15 days after receipt of the complaint by the agency employing the officer against whom the complaint has been made, or any other agency charged with investigating such complaint. Directs that any officer who is the subject of an investigation be notified of the investigation 24 hours before the commencement of questioning. Establishes rights of officers before and during questioning, including the right to counsel. Requires questioning to be conducted at reasonable hours. Prohibits an officer from being compelled to submit to the use of a lie detector.

Web Video Violence Act - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to reduce funding under such Act for states which fail to certify that their laws or official policies require increased penalties for a criminal defendant convicted of a violent crime who places a video or image of the commission of such crime on the Internet.

Keeping Families Together Act of 2007 - Amends the Public Health Service Act to allow the Secretary of Health and Human Services, acting through the Administrator of the Substance Abuse and Mental Health Services Administration, to award competitive matching grants to states to establish systems of care to provide mental health treatment and services to all children who are in the custody of the state or at-risk of entering into the custody of the state for the purpose of receiving mental health services. Requires states to use grant funds for certain activities, including to: (1) expand public health insurance programs to cover community-based mental health and family support services for such children and their families that will be sustainable after the grant has expired; (2) provide outreach and public education concerning available programs and activities; and (3) provide training and professional development for personnel who work with such children. Requires the Administrator to establish a task force to examine: (1) problems of mental health in the child welfare and juvenile justice systems; (2) issues with respect to access by children and youth to mental health services; and (3) the role of federal agencies in promoting access by children and youth to mental health services.
