Summary

Advance Democratic Values, Address Nondemocratic Countries, and Enhance Democracy Act of 2007 or ADVANCE Democracy Act of 2007 - Amends the State Department Basic Authorities Act of 1956 to provide that the Assistant Secretary of State for Democracy, Human Rights, and Labor shall also be responsible for matters relating to the development of democracy in nondemocratic countries. Directs the Secretary of State to establish: (1) Democracy Liaison Officer positions; (2) a Democracy Fellowship Program; (3) an Internet democracy and human rights site; and (4) foreign service democracy promotion training programs. Requires U.S. missions in nondemocratic or transition countries to develop democracy promotion programs. Expresses the sense of Congress with respect to: (1) cooperation with other democratic countries; (2) strengthening the Community of Democracies; (3) initiatives at the United Nations; (4) the Human Rights and Democracy Fund; and (5) democracy assistance. Directs the President to investigate violations of international humanitarian law.
