Medicare Secondary Payer and Workers' Compensation Settlement Agreements Act of 2018 This bill alters provisions relating to Medicare secondary payer rules with respect to workers' compensation settlement arrangements. Among other things, the bill provides that a Medicare set-aside fulfills secondary payer obligations if the set-aside is included in the arrangement and meets certain other criteria.

Restore Our Parks and Public Lands Act This bill establishes the National Park Service and Public Lands Legacy Restoration Fund and requires 50% of all energy development revenues for FY2019-FY2023 to be deposited into such fund. Amounts deposited in the fund must not exceed $1.3 billion for any fiscal year and must be used for meeting high-priority deferred maintenance needs of the National Park Service.

Integration of Baseball Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue $5 gold coins, $1 silver coins, and half-dollar clad coins in recognition and celebration of the 75th anniversary of the integration of the game of baseball. All sales of such coins shall include specified surcharges. All surcharges received by Treasury shall be distributed to the National Baseball Hall of Fame, with the understanding that the Hall of Fame shall work with the Jackie Robinson Foundation to develop and operate education programs about the integration of the game of baseball and to preserve artifacts related to the integration of the game.

UNRWA Reform and Refugee Support Act of 2018 This bill states that it shall be U.S. policy to recognize the refugee status of a Palestinian receiving assistance through the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) if such person, or the person's spouse or minor child: resided, between June 1946 and May 1948, in the region controlled by Britain known as Mandatory Palestine; was personally displaced as a result of the 1948 Arab-Israeli conflict; and has not accepted an offer of legal residency status, citizenship, or other permanent adjustment in status in another country. In applying such criteria to refugees under UNRWA it shall be U.S. policy, consistent with the definition of a refugee under the Immigration and Nationality Act, that: derivative refugee status may only be extended to the spouse or minor child of such a refugee, and an alien who was firmly resettled in any country is not eligible to retain refugee status.

AG and Legal Workforce Act This bill establishes a new H-2C nonimmigrant visa for aliens coming temporarily to the United States to perform agricultural labor or services. In addition, the bill (1) directs the Department of Homeland Security to create an electronic employment-eligibility confirmation system modeled after the E-Verify system, and (2) mandates the use of such a system by employers.

Transporting Livestock Across America Safely Act This bill requires the Department of Transportation to amend regulations on hours of service for commercial drivers who transport live covered animals (i.e., livestock, honey bees, insects, fish, and crawfish) within a 300 air-mile radius from where the on-duty time of the driver begins. The regulations must: (1) exclude from the driver's on-duty time certain activities, such as loading or unloading a commercial motor vehicle; (2) change the driving time requirement to a maximum of not less than 15, and not more than 18, hours within a 24-hour period; (3) permit the driver to take one or more rest periods during the trip, which shall not be included in the calculation of the driving time; (4) require the driver, after completion of the trip, to take a rest break for a period that is five hours less than the maximum driving time; (5) exclude from the calculation of the driving time up to two additional hours, if the driver is within 150 air-miles of the point of delivery; and (6) make inapplicable the requirement that the driver take a 10-hour rest period before driving.

This bill allows administrative or judicial review of additional Medicare disproportionate share hospital (DSH) payment determinations for acute care hospitals known as subsection (d) hospitals. Under current law, the Centers for Medicare & Medicaid Services must make DSH payments to qualifying hospitals that treat a disproportionate share of low-income patients.

Bill Mulder and Ryan Larkin Posttraumatic Growth Act This bill directs the Department of Veterans Affairs (VA) to conduct a two-year pilot program to study the effectiveness of nonprofit post-traumatic growth programs to determine: (1) the outcomes of such programs in contrast to traditional models of mental health care, (2) the possible integration of such nonprofit programs into VA mental health care programs, and (3) the budgetary impact of such integration. Veterans who are at risk of suicide and not participating in traditional mental health treatment are eligible for such program.

Disaster Assistance Risk Transfer Act of 2018 This bill amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to direct the Federal Emergency Management Agency (FEMA) to solicit proposals and authorize it to secure contracts from private entities providing insurance, reinsurance, or capital market investments to transfer a portion of the risk of disaster assistance. FEMA shall deposit any funds collected as the result of transfer of risk arrangements into the Disaster Relief Fund and such funds shall be available for any purpose for which such fund may be used. FEMA may annually transfer a portion of the risk of the payments that may be made to private insurance, reinsurance, or the capital markets if it determines that transferring such a portion is in the public interest.

Provide Accurate Information Directly Act or PAID Act This bill requires the Centers for Medicare & Medicaid Services to identify, in response to an inquiry from certain non-group health plans (e.g., liability insurers), whether an individual was enrolled in Medicare, Medicare Advantage, the Medicare prescription drug benefit, or Medicaid during the preceding three-year period.

21st Century Integrated Digital Experience Act or the 21st Century IDEA (Sec. 3) This bill requires an executive agency that creates a public website or digital service, or that redesigns an existing public legacy website or digital service, to ensure that the website or service: is accessible to individuals with disabilities, has a consistent appearance, does not overlap with or duplicate any legacy websites; contains a search function, is provided through an industry standard secure connection, is designed around user needs, provides users with the option for a more customized digital experience that allows users to complete digital transactions in an efficient and accurate manner, and is fully functional and usable on common mobile devices. Each agency that maintains a public website or digital service shall report: (1) to Congress on those websites and services, including the cost of modernization, and (2) annually to the Office of Management and Budget (OMB) on the agency's progress in implementing the requirements. Agencies must ensure that Intranets established after enactment of this bill conform to the requirements for public websites. Any website of an agency that is made available to the public after enactment shall be in compliance with the website standards of the Technology Transformation Services of the General Services Administration (GSA). (Sec. 4) The OMB shall issue guidance to each agency to: (1) identify public nondigital, paper-based, or in person government services; and (2) include in the agency's budget request a list of nondigital services with the greatest impact that could be made available to the public through an online, mobile-friendly, digital service option in a manner that decreases cost, increases digital conversion rates, and improves customer experience, and an estimation of the cost and schedule associated with carrying out such modernization. Agencies must make forms used by the public available digitally and report on forms, services, and processes that cannot be digitized. Each agency shall maintain an accessible method of completing digital services through in-person, paper-based, or other means, such that individuals without the ability to use digital services are not deprived of, or impeded in, access to such services. (Sec. 5) Each agency shall submit to the OMB and Congress a plan to accelerate the use of electronic signatures. (Sec. 6) Each agency's Chief Information Officer shall: coordinate and ensure alignment of the internal and external customer experience programs and strategy of the agency, coordinate with the management leaders of the agency to ensure proper funding to support this bill's implementation, continually examine the agency's public digital service delivery strategy and submit recommendations providing guidance and best practices, identify areas of concern that need improvement using data relating to customer experience and satisfaction, and coordinate and ensure compliance with requirements for federal websites to be mobile friendly. (Sec. 7) Each agency shall: (1) seek to maintain as much standardization and commonality with other agencies as practicable in implementing this bill's requirements to best enable future transitions to centralized shared services; and (2) coordinate the implementation of such requirements, including the development of standards and commonalities. The GSA must make available under a Federal Supply Schedule the systems and services necessary to fulfill this bill's requirements. Such schedule shall ensure interoperability between agencies, compliance with industry standards, and adherence to best practices for design, accessibility, and information security.

Transitional Housing for Recovery in Viable Environments Demonstration Program Act or the THRIVE Act This bill amends the United States Housing Act of 1937 to require the Department of Housing and Urban Development to establish a five-year demonstration program for nonprofit organizations to provide low-income rental-assistance vouchers to individuals recovering from an opioid or other substance-use disorder. Specifically, an organization shall provide these vouchers through a supportive and transitional housing program that provides treatment for such disorders and job skills training for a period of 12 to 24 months.

Perioperative Reduction of Opioids Act or the PRO Act This bill requires the Department of Health and Human Services (HHS) to convene a technical expert panel to recommend ways to reduce opioid use in surgical settings and best practices for pain management, specifically during the perioperative (pre-operative through post-operative) period. HHS must also report on diagnosis-related group codes that have the highest volume of surgeries and the availability of associated data regarding post-operative opioid use, including prescription patterns and rates of consumption.

Burn Pits Accountability Act This bill requires the Department of Defense (DOD) and the military departments to evaluate whether each member of the Armed Forces has been (1) based or stationed where an open air burn pit was used to dispose of waste, or (2) exposed to toxic airborne chemicals. Members located where an open burn pit was used or exposed to toxic airborne chemicals must be enrolled in the Airborne Hazards and Open Burn Pit Registry, unless the member elects not to enroll. The evaluations must be included in periodic health assessments, physical exams conducted immediately prior to separation from active duty, and deployment assessments. DOD must share the results of the evaluations with the Department of Veterans Affairs.

Hungary-United States Supporting Advanced Relations Act or the HUSSAR Act This bill makes Hungarian nationals eligible to enter the United States as nonimmigrant traders and investors as provided for under the Immigration and Nationality Act if Hungary provides reciprocal nonimmigrant treatment to U.S. nationals.

Primary Regulators of Insurance Vote Act of 2018 This bill amends the Financial Stability Act of 2010 to establish a state insurance commissioner as a voting member of the Financial Stability Oversight Council. The member is appointed by the President with the advice and consent of the Senate. Under current law, this member is nonvoting and selected by state insurance commissioners.

Accountability for Represented Workers Act This bill amends the Labor-Management Reporting and Disclosure Act of 1959 to expand the definition of "labor organization" to include any efforts of the labor organization to discuss or communicate with an employer the establishment of, or changes to, particular terms and conditions of employment and to include as an employee any individual whether or not the labor organization deals with the employer of such individual. The bill also specifies that the list of labor organizations deemed by the Act as engaged in an industry affecting commerce shall not be considered an exhaustive list.

National FFA Organization's Federal Charter Amendments Act This bill revises the charter of the National FFA Organization (Future Farmers of America). Such revisions include (1) making it a purpose of the organization to be an integral component of agricultural, food, and natural resources education, and (2) removing the Secretary of Education as the chair of the National FFA Board of Directors.

VA Hiring Enhancement Act This bill negates enforcement of a noncompete agreement that an applicant for a physician's position in the Veterans Health Administration (VHA) has entered into with a non-Department of Veterans Affairs facility, entity, or individual. As a condition of terminating the noncompete agreement, the physician agrees to serve at the VHA for one year or until the expiration of the non-compete agreement.

This bill limits the authority of the Department of State with respect to international postal agreements that would require the U.S. Postal Service (USPS) to establish a classification, rate, or fee for any postal service. The Board of Governors of the USPS must establish reasonable and equitable classes of mail and reasonable and equitable rates of postage and fees for the transportation and delivery within the United States of documents and goods received from other countries. Such classifications, rates, and fees shall be regulated by the Postal Regulatory Commission in the same manner as comparable domestic classifications, rates, and fees, and shall be available to users of domestic postal services under the same terms and conditions as provided to foreign post offices and other entities tendering documents and goods from other countries to the USPS. The classifications, rates, and fees established by the USPS shall not discriminate between documents or goods received from other countries based on the country of origin, the nationality of the sender, or the ownership or governmental designation of the entity tendering the documents or goods to it. The State Department may not conclude a treaty, convention, or other intergovernmental agreement that requires the USPS to provide preferential classifications, rates, or fees for the transportation and delivery within the United States of documents and goods received from other countries unless specified conditions are met.

Government Risk and Taxpayer Exposure Reduction Act of 2018 or the GRATER Act of 2018 This bill requires federal departments and agencies that administer credit, guarantee, or insurance programs to develop and implement a strategy and plan to transfer, to the maximum extent possible, the credit, guarantee, and insurance risk of the programs to the private sector. The strategy and plan must also address the utilization and development of private risk capacity in program and award development and administration. Federal departments and agencies that administer and award grants or aid must, in setting the terms for a new award, seek to utilize or encourage the development of, to the maximum extent possible, insurance risk capacity in the private sector in the United States and in foreign economies that receive or host grants or aid. The risk that is transferred to the private sector under this bill must be transferred at market terms, through a variety of financial instruments, and in a sustained and transparent manner.

Prevent Trafficking in Our Schools Act This bill directs the Department of Homeland Security, at the request of the Department of Education (ED), to develop educational materials that ED may use to provide teachers, school leaders, and other personnel of elementary and secondary schools (covered educational personnel) with training in human trafficking awareness and techniques for identifying victims of human trafficking in elementary and secondary schools. The bill sets forth matters that the educational materials must address and requires that such materials emphasize that covered educational personnel who notice indicators of potential human trafficking should contact law enforcement and should not attempt to engage in counter-trafficking operations.

Retirement Enhancement and Savings Act of 2018 This bill amends the Internal Revenue Code and the Employee Retirement Income Security Act of 1974 (ERISA) to modify requirements for tax-favored retirement savings accounts, employer-provided retirement plans, and retirement benefits for federal judges. With respect to employer-provided plans, the bill modifies requirements regarding: multiple employer plans, automatic enrollment and nonelective contributions, loans, terminating or transferring plans, reporting and disclosure rules, nondiscrimination rules, selecting lifetime income providers, and Pension Benefit Guaranty Corporation premiums. The bill also increases the tax credit for small employer pension plan startup costs and allows a tax credit for small employers that establish retirement plans that include automatic enrollment. With respect to Individual Retirement Accounts (IRAs), the bill: treats taxable non-tuition fellowship and stipend payments as compensation, repeals the maximum age for traditional IRA contributions, and permits any IRA to be a shareholder of any S corporation that is a bank. The bill makes several modifications to retirement benefits for magistrate judges of the U.S. Tax Court and other federal judges. The bill also modifies various tax provisions to: reinstate and increase the tax exclusion for benefits provided to volunteer firefighters and emergency medical responders, revise the required distribution rules for pension plans, increase penalties for failing to file tax or retirement plan returns, and require the Internal Revenue Service to share returns and return information with U.S. Customs Border Protection to administer the heavy vehicle use tax.

Sustainable Shark Fisheries and Trade Act This bill requires any country that seeks to import shark products into the United States to obtain a certification from the Department of Commerce that the country has a regulatory program in effect to provide for the conservation and management of sharks, including measures to prohibit the removal of any of the fins of a shark (including the tail). Commerce must revise its regulations to include rays and skates as species that are subject to the Seafood Traceability Program. (The Seafood Traceability Program has data reporting and recordkeeping requirements at the time of entry for imported fish or fish products entered into U.S. commerce.)

Financial Product Safety Commission Act of 2018 This bill removes the Consumer Financial Protection Bureau from the Federal Reserve System, converts the bureau into an independent commission, and modifies its leadership structure.

National Park Restoration Act This bill establishes the National Park Restoration Fund in the Treasury to be made available to the Department of the Interior for priority deferred maintenance needs that support critical infrastructure and visitor services of the National Park Service. Funds deposited through FY2027 are calculated according to a formula that uses as a factor the total amount of energy development revenues due and payable to the federal government. Interior may not use amounts in the fund to acquire lands. Interior shall submit to Congress a list of the projects for which amounts from the fund are allocated, including a summary of each project.

Education Savings Accounts for Military Families Act of 2018 This bill amends the Elementary and Secondary Education Act of 1965 to direct the Department of Education to establish a program to provide children with parents on active duty in the uniformed services with funds for specified educational purposes. Children of active duty service members who reside in a local education agency that receives payments under the Impact Aid Program or who reside within the boundaries of a federal military installation are eligible to receive funds.

United States-Israel Security Assistance Authorization Act of 2018 This bill extends Military Financing Program grants for Israel through FY2023. The Department of Defense shall conduct a joint assessment with Israel regarding: (1) precision guided munitions needed by Israel in a sustained armed confrontation with Hezbollah and other armed groups and terrorist organizations, and (2) related U.S. assistance and resupply planning. The President may utilize the Special Defense Acquisition Fund to transfer precision guided munitions and related defense articles and services to reserve stocks for Israel. Authorities for loan guarantees and the war reserves stockpile for Israel are extended through FY2023. The Department of Homeland Security shall establish a seven-year grant program with Israel to support: (1) cybersecurity research and development, and (2) commercialization of cybersecurity technology. The U.S. Agency for International Development may enter into memoranda of understanding with Israel to advance common goals on energy, agriculture and food security, democracy, economic growth, education, and health. The National Aeronautics and Space Administration (NASA) shall continue to work with the Israel Space Agency to pursue peaceful space exploration and science initiatives. The President may enter into a cooperative project agreement with Israel to carry out research and joint production of defense articles and services to detect and destroy unmanned aerial vehicles (i.e., drones) that threaten the United States or Israel. The bill states that it is U.S. policy to ensure that Israel maintains its qualitative military edge.

Iranian Revolutionary Guard Corps Economic Exclusion Act This bill expands sanctions against Iran's Islamic Revolutionary Guard Corps (IRGC). The President shall report to Congress regarding: foreign and domestic supply chains that significantly aid the IRGC; Iranian state-owned entities that provide support to terrorist entities, including Mahan Air; and foreign persons owned or controlled by the IRGC, including companies listed on the Tehran Stock Exchange or companies with a value in excess of $100 million. The bill states that it is U.S. policy to prevent Iran's membership in the World Trade Organization and similar international bodies as long as Iran remains a state sponsor of terrorism.

WeissSat-1 Resolution This resolution expresses the sense of Congress that: as the National Aeronautics and Space Administration (NASA) Office of Education is undergoing internal reviews and assessments in determining the appropriate structure of the office going forward, the CubeSat (small satellite) Launch Initiative must continue to thrive and expand as a priority of Congress; and NASA should prioritize awareness of the CubeSat Launch Initiative in annual budget proposals.

Global Food Security Reauthorization Act of 2018 This bill amends the Global Food Security Act of 2016 to revise policy objectives and to: (1) extend through FY2021 the program to carry out those portions of the global food security strategy that relate to the Department of State and the U.S. Agency for International Development, and (2) expand requirements for reporting by the President regarding strategy implementation. The Foreign Assistance Act of 1961 is amended to extend through FY2021 the assistance program for international disaster relief and rehabilitation, including the set-aside for the emergency food security program.

Preserving Recreation, Oceans, Tourism, Environment, and Coastal Towns in Florida Act or the PROTECT Florida Act This bill extends the moratorium until June 30, 2029, on oil and gas exploration, preleasing or leasing in certain areas of the Gulf of Mexico. The bill amends the Outer Continental Shelf Lands Act to establish a moratorium until June 30, 2029, on oil and gas exploration, preleasing or leasing in the (1) Straits of Florida Planning Area, and (2) the area in the South Atlantic Planning Area that is south of the northernmost lateral seaward administrative boundary of Florida.

This bill amends the Internal Revenue Code, with respect to the requirements for tax-exempt bonds, to reinstate the exclusion from gross income for interest on certain bonds issued to advance refund another bond. The exclusion was repealed for bonds issued after 2017. (A refunding bond is a bond used to pay principal, interest, or the redemption price on a prior bond issue. An advance refunding bond is issued more than 90 days before the redemption of the refunded bond.)

Student, Teachers, and Officers Preventing School Violence Act of 2018 or the STOP School Violence Act of 2018 This bill amends the Omnibus Crime Control and Safe Streets Act of 1968 to revise and reauthorize through FY2028 the Secure Our Schools grant program. This grant program provides grants to states, local governments, and Indian tribes to improve security, including the placement and use of metal detectors and other deterrent measures, at schools and on school grounds.

Permanent Tax Cuts for Americans Act This bill makes permanent the provisions of subtitle A (Individual Tax Reform) and subtitle B (Alternative Minimum Tax) of P.L. 115-97 (commonly known as the Tax Cuts and Jobs Act) that are currently scheduled to terminate on December 31, 2025.

Ultrasound Informed Consent Act This bill amends the Public Health Service Act to require abortion providers, before a woman gives informed consent to any part of an abortion: (1) perform an obstetric ultrasound on the pregnant woman; (2) provide a simultaneous explanation of what the ultrasound is depicting; (3) display the ultrasound images so the woman may view them; and (4) provide a complete medical description of the images, including the dimensions of the embryo or fetus, cardiac activity if present and visible, and the presence of external members and internal organs if present and viewable. The bill establishes civil penalties for violations. It prohibits construing this bill to require a woman to view the images or penalizing the provider or the woman if the woman declines to look at the images.

Iran Freedom Policy and Sanctions Act This bill sets forth requirements concerning the imposition of sanctions against entities owned or controlled by the Armed Forces of Iran, the reinstatement of certain sanctions that were suspended pursuant to the Joint Comprehensive Plan of Action, and the expansion or extension of sanctions with respect to Iran's ballistic missile program.
