Threat Assessment, Prevention, and Safety Act of 2018 This bill directs the Department of Homeland Security (DHS) to establish within itself a Joint Threat Assessment and Management Task Force, which shall provide recommendations to Congress and DHS on the development and implementation of a national strategy for preventing targeted violence through threat assessment and management. The task force shall make recommendations relating to the most effective use of existing government infrastructure, workforce, and experience, unit support, training, and school violence prevention. The bill defines "threat assessment and management" as the systematic and evidence-based process of: (1) identifying individuals whose behavior indicates a capacity for committing acts of violence; (2) investigating and gathering information to assess whether such individuals pose a real threat; and (3) the subsequent management of such a threat. DHS shall develop and implement the national strategy and provide information and training services related to it. The bill directs DHS to award grants to governmental and educational entities and nongovernmental organizations to establish community based units for implementing the national strategy.

Restore Our Parks and Public Lands Act This bill establishes the National Park Service and Public Lands Legacy Restoration Fund and requires 50% of all energy development revenues for FY2019-FY2023 to be deposited into such fund. Amounts deposited in the fund must not exceed $1.3 billion for any fiscal year and must be used for meeting high-priority deferred maintenance needs of the National Park Service.

AG and Legal Workforce Act This bill establishes a new H-2C nonimmigrant visa for aliens coming temporarily to the United States to perform agricultural labor or services. In addition, the bill (1) directs the Department of Homeland Security to create an electronic employment-eligibility confirmation system modeled after the E-Verify system, and (2) mandates the use of such a system by employers.

History and Tradition Protection Act of 2018 This bill provides that, regarding a civil action for deprivation of rights under color of law, the remedies with respect to a claim shall be limited to injunctive and declaratory relief where the deprivation consists of a violation of a prohibition in the Constitution against the establishment of religion. No fees shall be awarded in proceedings in vindication of civil rights with respect to such a claim concerning the actions of states and localities. With regard to a claim brought against the United States or a federal official acting in his or her official capacity, the bill prohibits the award of reasonable fees and expenses of attorneys to the prevailing party.

Dr. Todd Graham Pain Management, Treatment, and Recovery Act of 2018 This bill establishes several requirements for the Centers for Medicare & Medicaid Services (CMS), and alters requirements under Medicare and Medicare Advantage (MA), related to pain management and opioid use. Among other requirements, the CMS must review payments under Medicare for opioid and non-opioid pain management procedures, specifically with respect to ambulatory outpatient surgical procedures and hospital outpatient department services. The CMS must ensure that there are no payment incentives for using opioids instead of non-opioid alternatives and must make revisions accordingly. The bill also requires payment under Medicare to federally qualified health centers and rural health clinics that have health care practitioners who are newly certified to provide medication-assisted treatment (e.g., buprenorphine). The bill also authorizes the suspension of payments to a pharmacy under the Medicare prescription drug benefit and MA prescription drug plans pending the investigation of a credible allegation of fraud by the pharmacy.

Fight Illicit Networks and Detect Trafficking Act or the FIND Trafficking Act This bill directs the Government Accountability Office (GAO) to report on the use of virtual currencies and online marketplaces in sex and drug trafficking. The GAO must study topics including: how illicit proceeds are transferred into the U.S. banking system, state and non-state actors that benefit from or participate in such activity, and preventative efforts from federal and state agencies.

Coordinated Overdose and Drug Epidemic Response to the Emergency Declaration Act or the CODE RED Act This bill establishes a series of requirements for the Office of National Drug Control Policy relating to the administration of drug control grants, including the creation of a tracking system, performance metrics, application standardization, and a centralized electronic portal for such grants.

Anti-Semitism Awareness Act of 2018 This bill requires the Department of Education when reviewing whether there has been a violation of title VI of the Civil Rights Act of 1964 (prohibits discrimination on the basis of race, color, or national origin in programs and activities receiving federal financial assistance) based on an individual's actual or perceived shared Jewish ancestry or Jewish ethnic characteristics to consider the definition of "anti-Semitism" as part of its assessment of whether a practice was motivated by anti-Semitic intent. For purposes of this bill, the definition of "anti-Semitism" is the definition set forth by the Special Envoy to Monitor and Combat Anti-Semitism of the Department of State in the Fact Sheet issued on June 8, 2010.

Naloxone Guidelines Act of 2018 This bill requires the Department of Health and Human Services to issue guidelines for prescribing an opioid overdose reversal drug (e.g., naloxone). The guidelines must address issues relating to the distribution, education, and safety of opioid overdose reversal drugs, including: co-prescription with an opioid; safe dosages; prescription for non-patients; and standing orders (i.e., orders that allow dispensing without a prescription).

Expanding Access to Treatment Act This bill requires payment under Medicare to federally qualified health centers and rural health clinics that have health care practitioners who are newly certified to provide medication-assisted treatment. Specifically, a federally qualified health center or rural health clinic may receive payment for each health care practitioner who becomes certified on or after January 1, 2019, to prescribe or dispense methadone, buprenorphine, or suboxone (medications used to treat opioid-use disorders). The Centers for Medicare & Medicaid Services must set payments based on training costs for practitioner certification.

Comprehensive Addiction Recovery through Effective Employment and Reentry Act or the CAREER Act This bill amends the Public Health Service Act to require the Department of Health and Human Services (HHS) to establish a pilot program to award grants to states in order to assist individuals with the transition from substance use disorder treatment programs to independent living and the workforce. Eligible grant activities include outpatient treatment programs, care coordination services, and vocational training. HHS may award five-year grants to up to five states (based in part on specified unemployment and overdose data) and one-year grants to states and Indian tribes (based on criteria determined by HHS). Additionally, the bill amends the Housing and Community Development Act of 1974 to include temporary housing services for individuals transitioning from substance use disorder treatment programs as qualifying activities for which states may use federal funds. The bill also amends the Workforce Innovation and Opportunity Act and the Rehabilitation Act of 1973 to allow states to use federal funds for career and training services for such individuals, including career counseling, employee assistance programs, and educational resources for employers.

Formerly Incarcerated Reenter Society Transformed Safely Transitioning Every Person Act or the FIRST STEP Act This bill amends various provisions of law and sets forth new provisions: to require the Department of Justice to establish and the Bureau of Prisons (BOP) to implement a risk and needs assessment system to assess prisoner recidivism risk; guide housing, grouping, and program assignments; and incentivize and reward participation in and completion of recidivism reduction programs and productive activities; to modify the computation of good time credit; to allow federal correctional officers to securely store and carry concealed firearms on BOP premises outside the security perimeter of a prison; to limit the use of restraints on federal prisoners who are pregnant or in postpartum recovery; to require a prisoner to be placed at a facility not more than 500 driving miles away from the prisoner's primary residence; to require low-risk prisoners to be placed on home confinement for the maximum amount of time permitted; to reauthorize through FY2022 and modify eligibility for an elderly offender early release pilot program; to require the BOP to help prisoners obtain identification documents prior to release, to incorporate de-escalation procedures into training programs, and to make tampons and sanitary napkins available free of charge; to repeal the National Institute of Corrections; to authorize Federal Prison Industries to sell products to additional markets; to require probation and pretrial services officers to perform court-directed supervision of sex offenders conditionally released from civil commitment; to require auditors who monitor compliance with national prison rape standards be certified; and to require the BOP to establish pilot programs on youth mentorship and service to abandoned, rescued, or vulnerable animals.

Burn Pits Accountability Act This bill requires the Department of Defense (DOD) and the military departments to evaluate whether each member of the Armed Forces has been (1) based or stationed where an open air burn pit was used to dispose of waste, or (2) exposed to toxic airborne chemicals. Members located where an open burn pit was used or exposed to toxic airborne chemicals must be enrolled in the Airborne Hazards and Open Burn Pit Registry, unless the member elects not to enroll. The evaluations must be included in periodic health assessments, physical exams conducted immediately prior to separation from active duty, and deployment assessments. DOD must share the results of the evaluations with the Department of Veterans Affairs.

Treating Barriers to Prosperity Act of 2018 This bill allows the Appalachian Regional Commission to support projects and activities addressing drug abuse, including opioid abuse. Such projects and activities may include those that: facilitate the sharing of best practices among states, counties, and other experts in the region with respect to reducing drug abuse; initiate or expand programs designed to eliminate or reduce the harm to the workforce and economic growth of the region that results from drug abuse; attract and retain relevant health care services, businesses, and workers; and develop relevant infrastructure, including broadband infrastructure that supports the use of telemedicine.

Trickett Wendler, Frank Mongiello, Jordan McLinn, and Matthew Bellina Right to Try Act of 2018 This bill amends the Federal Food, Drug, and Cosmetic Act to exempt, from specified requirements and restrictions under that Act and other laws, the provision of certain unapproved, investigational drugs to a terminally ill patient who has exhausted approved treatment options and is unable to participate in a clinical trial involving the drugs. The manufacturer or sponsor of an eligible investigational drug must publish annual summaries on any use of the drug in accordance with these provisions. The bill limits the liability of a sponsor, manufacturer, licensed physician, clinical investigator, or hospital that provides, or declines to provide, an eligible investigational drug to an eligible patient in accordance with the bill.

Education Savings Accounts for Military Families Act of 2018 This bill amends the Elementary and Secondary Education Act of 1965 to direct the Department of Education to establish a program to provide children with parents on active duty in the uniformed services with funds for specified educational purposes. Children of active duty service members who reside in a local education agency that receives payments under the Impact Aid Program or who reside within the boundaries of a federal military installation are eligible to receive funds.

United States-Israel Security Assistance Authorization Act of 2018 This bill extends Military Financing Program grants for Israel through FY2023. The Department of Defense shall conduct a joint assessment with Israel regarding: (1) precision guided munitions needed by Israel in a sustained armed confrontation with Hezbollah and other armed groups and terrorist organizations, and (2) related U.S. assistance and resupply planning. The President may utilize the Special Defense Acquisition Fund to transfer precision guided munitions and related defense articles and services to reserve stocks for Israel. Authorities for loan guarantees and the war reserves stockpile for Israel are extended through FY2023. The Department of Homeland Security shall establish a seven-year grant program with Israel to support: (1) cybersecurity research and development, and (2) commercialization of cybersecurity technology. The U.S. Agency for International Development may enter into memoranda of understanding with Israel to advance common goals on energy, agriculture and food security, democracy, economic growth, education, and health. The National Aeronautics and Space Administration (NASA) shall continue to work with the Israel Space Agency to pursue peaceful space exploration and science initiatives. The President may enter into a cooperative project agreement with Israel to carry out research and joint production of defense articles and services to detect and destroy unmanned aerial vehicles (i.e., drones) that threaten the United States or Israel. The bill states that it is U.S. policy to ensure that Israel maintains its qualitative military edge.

Iranian Revolutionary Guard Corps Economic Exclusion Act This bill expands sanctions against Iran's Islamic Revolutionary Guard Corps (IRGC). The President shall report to Congress regarding: foreign and domestic supply chains that significantly aid the IRGC; Iranian state-owned entities that provide support to terrorist entities, including Mahan Air; and foreign persons owned or controlled by the IRGC, including companies listed on the Tehran Stock Exchange or companies with a value in excess of $100 million. The bill states that it is U.S. policy to prevent Iran's membership in the World Trade Organization and similar international bodies as long as Iran remains a state sponsor of terrorism.

Kleptocracy Asset Recovery Rewards Act This bill establishes in the Department of the Treasury the Kleptocracy Asset Recovery Rewards Program. The program may provide rewards to individuals furnishing information leading to the restraining, seizure, forfeiture, or repatriation of stolen assets linked to foreign government corruption.

State Insurance Regulation Preservation Act This bill amends the Home Owners' Loan Act to limit the applicability of reporting and filing requirements for insurance savings and loan holding companies (ISLHCs). Such holding companies shall also be exempt from requirements relating to examination and supervision by the Federal Reserve Board (FRB) if they meet certain state and federal capital requirements. Certain FRB regulations as applied to ISLHCs must be tailored to the insurance business and applicable state insurance requirements.

Reserve Component Benefits Parity Act of 2018 This bill makes reserve component members who are deployed to support pre-planned operations of a combatant command eligible for: (1) non-reduction in pay while serving in the uniformed services or National Guard, (2) consideration of active duty service to reduce the age for retired pay ; and (3) the high-deployment allowance for lengthy or numerous deployments and frequent mobilizations.

Child Tax Credit for Pregnant Moms Act of 2018 This bill amends the Internal Revenue Code, with respect to the child tax credit, to allow the credit to be used for an unborn child if the child is born and issued a Social Security number before the due date for the tax return (without regard to extensions) for the taxable year. The bill defines an "unborn child" as a member of the species homo sapiens, at any stage of development, who is carried in the womb. If a child is not taken into account for the credit for the year immediately preceding the year of the child's birth, the bill doubles the amount of the credit allowed for the year of the birth.

Coal Refuse Reclamation Act This bill amends the Internal Revenue Code to allow a tax credit for facilities that use coal refuse to produce electricity. The credit is equal to $12 per ton of coal refuse used at a coal refuse facility to produce electricity at the facility during the 10-year period beginning on January 1, 2018. To qualify for the credit, the facility must have been originally placed in service prior to January 1, 2018, and combust coal refuse or fuel composed of at least 75% coal refuse by BTU energy value. The facility must also use: (1) at a minimum, a circulating fluidized bed combustion unit or a pressurized fluidized bed combustion unit equipped with a limestone injection system, for control of acid gases; and (2) a fabric filter particulate emission control system. The bill defines "coal refuse" as any waste coal, rock, shale, slurry, culm, gob, boney, slate, clay and related materials associated with or near a coal seam that are either brought aboveground or otherwise removed from a coal mine in the process of mining coal or that are separated from coal during the cleaning or preparation operations. The term includes underground development wastes, coal processing wastes and excess spoil, but does not include overburden from surface mining activities.

Student, Teachers, and Officers Preventing School Violence Act of 2018 or the STOP School Violence Act of 2018 This bill amends the Omnibus Crime Control and Safe Streets Act of 1968 to revise and reauthorize through FY2028 the Secure Our Schools grant program. This grant program provides grants to states, local governments, and Indian tribes to improve security, including the placement and use of metal detectors and other deterrent measures, at schools and on school grounds.

Permanent Tax Cuts for Americans Act This bill makes permanent the provisions of subtitle A (Individual Tax Reform) and subtitle B (Alternative Minimum Tax) of P.L. 115-97 (commonly known as the Tax Cuts and Jobs Act) that are currently scheduled to terminate on December 31, 2025.

Release the Memo Resolution Expresses the sense of the House of Representatives that the House Permanent Select Committee on Intelligence should immediately hold a recorded vote on making public a memo alleging improper conduct in the use of the Foreign Intelligence Surveillance Act by the Federal Bureau of Investigation and the Department of Justice that was prepared by members of the committee, as well as ancillary information. Urges the quick release of the memo and information to the public if the committee votes to make such documents available.

Iran Freedom Policy and Sanctions Act This bill sets forth requirements concerning the imposition of sanctions against entities owned or controlled by the Armed Forces of Iran, the reinstatement of certain sanctions that were suspended pursuant to the Joint Comprehensive Plan of Action, and the expansion or extension of sanctions with respect to Iran's ballistic missile program.

Securing America's Future Act of 2018 This bill amends the Immigration and Nationality Act to revise immigrant visa allocation provisions, including family-related visas. A nonimmigrant classification for parents of adult U.S. citizens is created. The diversity visa program is eliminated. Annual immigration levels are revised. The limit on the worldwide level of employment-based immigrants is increased. The H-2C visa temporary agricultural worker program is revised. A trust fund is established to provide incentives for such workers to return to their country of origin. DNA testing to establish family relationships is authorized. Employment eligibility verification provisions are revised. The Department of Homeland Security (DHS) shall establish an employment verification system. No federal, state, or local government entity or individual may prohibit or restrict a federal, state, or local government entity or official from complying with the immigration laws or assisting related federal law enforcement activities. The bill revises provisions regarding: (1) detention of aliens in removal proceedings; (2) illegal entry and reentry; (3) inadmissibility and deportability of criminal aliens, gang members, drunk drivers, and sex offenders; (4) repatriation; (5) asylum and asylum fraud; (6) unaccompanied alien children; (7) foreign students; and (8) visa fraud. The bill: (1) transfers authority for strengthening the southern border from the Department of Justice to DHS; (2) revises border security provisions; (3) provides for additional border security personnel; (4) authorizes new ports of entry along the northern border and southern borders; (5) authorizes National Guard border security activities; (6) provides contingent nonimmigrant status for certain aliens who entered the United States as minors; (7) authorizes appropriations for specified border barriers and infrastructure; and (8) establishes Operation Stonegarden to make border security grants to law enforcement agencies. DHS shall: (1) submit a southern border threat analysis, (2) establish the Integrated Border Enforcement Team program, (3) implement the Border Security Deployment Program, (4) review social media activities of visa applicants, and (5) establish a biometric exit data system.
