Help Find the Missing Act or Billy's Law - Authorizes the Attorney General to maintain public databases, known as the National Missing and Unidentified Persons System or NamUs, to contain missing persons records and unidentified remains cases to assist in identifying missing people and solve cases of unidentified human remains. Directs the Attorney General to: (1) share information on missing persons and unidentified human remains contained in the National Crime Information Center (NCIC) Missing and Unidentified Person File database with the NamUs database; (2) update the online data entry format for such databases to allow states to report information to each database; (3) establish a grant program to assist in the reporting of missing persons and unidentified remains information to the NCIC and NamUs databases; (4) issue a report to the offices of medical examiners, offices of coroners, and federal, state, local, and tribal law enforcement agencies describing the best practices for collecting, reporting, and analyzing data and information on missing persons and unidentified human remains; and (5) report to Congress on the status of the NCIC Missing and Unidentified Person File and NamUs databases. Amends the National Child Search Assistance Act of 1990 to require reports of missing children (under age 21) to NamUs databases.

Refuge from Cruel Trapping Act - Amends the National Wildlife Refuge System Administration Act of 1966 to prohibit the use or possession of body-gripping traps in the National Wildlife Refuge System. Imposes on persons who possess or use such traps in the System: (1) for a first offense, a civil fine of up to $500 for each body-gripping trap possessed or used; and (2) for subsequent offenses, a civil fine of up to $1000 for each body-gripping trap possessed or used, imprisonment for up to 180 days, or both such a civil fine and imprisonment. Makes any body-gripping traps that are possessed or used in violation of this Act, and any wildlife captured by the use of such traps, including the pelts and raw fur, subject to civil forfeiture. Requires persons found to be in violation of such prohibition to pay all associated court costs.

Healthcare Innovation Zone Pilot Act of 2009 - Directs the Secretary of Health and Human Services (HHS) to establish a Healthcare Innovation Zone (HIZ) pilot program to increase health care provider integration and align provider incentives to reduce the rate of growth of health care costs while improving quality of care for Medicare, Medicaid, and privately insured patients. Defines an "HIZ" as a geographic region that contains clinical and other entities that provide a full spectrum of health care to such patients and a teaching hospital that has the capacity to conduct health services research and provide clinical training for health professionals. Requires the HIZ program to: (1) incorporate innovative clinical initiatives for training health professionals in a new model of cost-effective, high-quality health care; and (2) consist of an HIZ planning grant program and an HIZ pilot project. Directs the Secretary to make up to 25 HIZ planning grants to eligible health care entities for researching and preparing HIZ design plans, which shall describe the HIZ Coordinating Entity (who will receive and administer payments under the program), how care will be provided, how spending will be reduced, how providers will be integrated and delivery processes changed to reduce costs and improve care, the target population,quality improvement metrics, training, data collection mechanisms, methods for monitoring health costs and use, a strategy to improve prevention, mechanisms to achieve community involvement, payment methodology options, and startup and operating costs. Directs the Secretary to establish an HIZ pilot project to test the effectiveness of HIZs in reducing the rate of growth of health care costs while improving quality of care.

Trisomy 21 Translational Research Parity Act of 2009 or the 21 Act - Amends the Public Health Service Act to require the Director of the National Institutes of Health (NIH): (1) in coordination with the directors of specified national research institutes, to expand and intensify NIH programs with respect to translational research and related activities concerning Down syndrome; and (2) allocate specified funds among such institutes. Requires the Director to award grants and contracts for, and provide for the establishment of, at least six centers of excellence regarding such translational research to: (1) contribute to a comprehensive research portfolio for Down syndrome, provide an optimal venue and infrastructure for patient-oriented research, and conduct basic, clinical, and translational research on Down syndrome; (2) carry out a program to make individuals aware of opportunities to participate as subjects in research conducted by the centers; and (3) establish or expand training programs for medical and allied health clinicians and scientists in research relevant to Down syndrome. Requires the Director, in coordination of the National Down Syndrome Patient Registry and Biobank (Biobank), to provide for a program under which samples of tissues and genetic materials that are of use in research on Down syndrome are made available. Requires the Secretary of Health and Human Services (HHS) to: (1) establish the Down Syndrome Coordinating Committee to coordinate federal health programs relating to Down syndrome; (2) award grants and cooperative agreements for the collection, analysis, and reporting of data on, and for epidemiological activities regarding, Down syndrome; (3) establish the Biobank and an advisory committee; and (4) enter into cooperative agreements to develop, implement, and manage Down Syndrome Centers of Excellence.

Consistency, Accuracy, Responsibility, and Excellence in Medical Imaging and Radiation Therapy Act of 2009 - Amends the Public Health Service Act to require personnel who perform or plan the technical component of either medical imaging examinations or radiation therapy procedures for medical purposes to possess, effective January 1, 2013: (1) certification in each medical imaging or radiation therapy modality and service provided from a certification organization designated by the Secretary of Health and Human Services (HHS); or (2) state licensure or certification where such services and modalities are within the scope of practice as defined by the state for such profession and where the requirements for licensure, certification, or registration meet or exceed the standards established by the Secretary. Exempts physicians, nurse practitioners, and physician assistants. Directs the Secretary to: (1) establish minimum standards for personnel who perform, plan, evaluate, or verify patient dose for medical imaging examinations or radiation therapy procedures; (2) establish a program for designating certification organizations after consideration of specified criteria; (3) provide a method for the recognition of individuals whose training or experience are determined to be equal to, or in excess of, those of a graduate of an accredited educational program in that specialty; and (4) approve and publish a list of accrediting bodies for such certification organizations. Authorizes the Secretary to develop alternative standards for rural or health professional shortage areas as appropriate to assure access to quality medical imaging. Amends the Social Security Act to allow Medicare payment for medical imaging and radiation therapy services furnished on or after January 1, 2013, only if the examination or procedure is planned or performed by an individual who meets this Act's requirements.

Expedited CARD Reform for Consumers Act of 2009 - Amends the Credit Card Accountability Responsibility and Disclosure Act of 2009 (Credit CARD Act of 2009) to move up the effective date of the Act from February 20, 2010, to December 1, 2009. Amends the Truth in Lending Act to move up also to December 1, 2009: (1) the deadline by which the Board of Governors of the Federal Reserve System must issue final implementing rules for required creditor reviews of changes in factors considered in past consumer annual percentage interest rate (APR) increases when determining whether to reduce the APR; and (2) the effective date of the creditor review requirement. Moves up to the same date: (1) the effective date of the requirement that any penalty fee or charge that a credit card issuer may impose, including a late payment fee, over-the-limit fee, or any other penalty fee or charge, be reasonable and proportional to the omission or violation to which it relates; and (2) the deadline for the Board to issue final implementing rules establishing standards for assessing whether any such penalty fee or charge is reasonable and proportional. Amends the Electronic Fund Transfer Act to move up to December 1, 2009, as well the effective dates of the Act's: (1) prohibition against the imposition of a dormancy fee, an inactivity charge or fee, or a service fee with respect to general use prepaid cards, certificates, and store gift cards; and (2) the deadline by which the Board must issue final implementing regulations.

Energy and Water Research Integration Act - Directs the Secretary of Energy, in carrying out energy research, development, and demonstration programs of the Department of Energy (DOE), to: (1) seek to advance energy and energy efficiency technologies and practices that would minimize freshwater withdrawal and consumption, increase water use efficiency, and utilize nontraditional water sources with efforts to improve the quality of that water; (2) consider the effects climate change may have on water supplies and quality for energy generation and fuel production; and (3) improve understanding of the energy required to provide water supplies and the water required to provide reliable energy supplies throughout the United States. Requires the Secretary to incorporate specified considerations, including: (1) new advanced cooling technologies for energy generation and fuel production technologies; (2) innovative water reuse, recovery, and treatment in energy generation and fuel production; and (3) reduction of water resource impacts of fossil fuel resource development. Directs the Secretary, in coordination with other relevant federal agencies, to establish an Energy-Water Architecture Council to promote and enable improved energy and water resource data collection, reporting, and technological innovation. Requires the Council to: (1) adopt data collection and communication standards and protocols for the energy required to provide water supplies and the water required to provide reliable energy supplies; (2) make improvements to federal water use data to increase understanding of trends in power plant water use; (3) integrate existing monitoring networks to provide nationally uniform water and energy use and infrastructure data; and (4) conduct an annual technical workshop to facilitate information exchange among experts on technologies that encourage the conservation and efficient use of water energy.

Solar Technology Roadmap Act

Solar Technology Roadmap Act - Directs the Secretary of Energy to conduct a program of research, development, and demonstration for solar technology. Requires the Secretary to provide awards to: (1) academic institutions, national laboratories, government research agencies, nonprofit organizations, industrial entities, or consortia thereof for research, development, and demonstration activities; and (2) industry-led consortia for research, development, and demonstration of advanced techniques for manufacturing a variety of solar energy products. Directs the Secretary to establish and provide support for a Solar Technology Roadmap Committee, which shall develop a Solar Technology Roadmap that: (1) presents the best current estimate of the near-, mid-, and long-term research, development, and demonstration needs in solar technology; and (2) provides guidance to the solar technology research, development, and demonstration activities supported by the federal government for meeting national priorities in energy security, U.S. competitiveness, climate change mitigation, and energy diversification. Declares it to be U.S. policy that at least 75% of funding for Department of Energy (DOE) solar technology research, development, and demonstration activities after FY2014 support Roadmap activities. Requires the Director of the Office of Science and Technology Policy to coordinate federal interagency activities identified in and related to the Roadmap. Directs the Secretary to: (1) establish a program to provide grants for demonstration projects to support the development of solar energy production, consistent with the Roadmap; (2) transmit to Congress the results of a study that analyzes the performance of photovoltaic installations in the United States; (3) award multiyear grants for research, development, and demonstration activities to create innovative and practical approaches to increase reuse and recycling of photovoltaic devices; and (4) establish an initiative to develop a comprehensive physical property database of materials for use in photovoltaic devices.

Applies such child labor prohibitions with respect to any employee under 18 employed in agriculture unless employed by a parent or a person standing in place of a parent on a farm owned or operated by such parent or person. Eliminates any waiver of such prohibitions for hand-harvesting of certain crops. Increases civil and establishes criminal penalties for child labor violations. Directs the Secretary of Labor to analyze data and report to Congress on work-related injuries to children and related matters. Requires employers to report on work-related serious injuries, illnesses, or deaths of agricultural employees under age 18. Directs the Secretary to revise federal child labor regulations to prohibit the employment of children under 18 in occupations that prohibit exposure to pesticides.

Amends the federal rules of construction added by such Act concerning the definitions of "marriage" and "spouse" to provide that, for purposes of any federal law in which marital status is a factor, an individual shall be considered married if that individual's marriage is valid in the state where the marriage was entered into or, in the case of a marriage entered into outside any state, if the marriage is valid in the place where entered into and the marriage could have been entered into in a state.

Supporting ColoRectal Examination and Education Now (SCREEN) Act of 2009 - Declares the sense of Congress that colorectal cancer screening tests and the provisions of this Act should be included as part of any basic benefit package in any legislation that may be enacted to provide health insurance coverage, public or private, to persons under age 65. Authorizes the Secretary of Health and Human Services (HHS) to make grants to states and Indian tribes for colorectal health programs. Directs the Secretary to establish a program to notify all beneficiaries annually about coverage of colorectal cancer screening tests under title XVII (Medicare) of the Social Security Act (SSA). Amends SSA title XIX (Medicaid), as amended by the American Recovery and Reinvestment Act of 2009, to require any state Medicaid plan that includes colorectal cancer screening tests to provide for a program to notify individuals at risk for colon cancer, including high-risk minorities, who are over an appropriate age, of the availability of medical assistance for colorectal cancer screening tests. Amends SSA title XVIII (Medicare) to eliminate coinsurance for colorectal cancer screening tests. Prescribes annual reporting requirements under the Medicare Advantage program with regard to colorectal cancer screening tests. Directs the Secretary to: (1) establish a national minimum standard for basic knowledge, training, continuing education, and documentation for suppliers who furnish colorectal cancer screening tests; (2) determine age-based goal rates for such tests; and (3) establish an upward preventive service payment modifier for qualifying tests furnished on or after January 1, 2010, which reflects the Secretary's annual determination of the appropriate amount of additional payment sufficient to increase the rate of colorectal cancer screening tests. Extends Medicare coverage to an office visit or consultation prior to a qualifying screening colonoscopy.

Unemployment Compensation Extension Act of 2009 - Amends the Supplemental Appropriations Act, 2008 with respect to the state-established individual emergency unemployment compensation account (EUCA). Requires a further additional Tier-3 period for deposits to an individual's EUCA, using the current formula, if, at the time the amount added to such individual's account under the Act is exhausted or at any time thereafter, the individual's state is in an extended benefit period. Prescribes a formula for determining if a state is in an extended benefit period. Allows the Tier-3 period augmentation to be applied to the individual's EUCA only once. Authorizes a state to pay extended compensation to an otherwise eligible individual before any further additional emergency unemployment compensation (EUC), if such individual claimed extended compensation for at least one week of unemployment after the exhaustion of additional EUC. Amends the Internal Revenue Code to extend from 2009 through 2010 the 6.2% surtax on employers under the Federal Unemployment Tax Act (FUTA). Delays the scheduled 2010 reduction in the surtax to 6% until 2011. Amends title IV part D (Child Support and Establishment of Paternity) of the Social Security Act to require an employer to report to the state Directory of New Hires, in addition to other information, the date services for remuneration were first performed by a newly hired employee. Qualifies the requirement that an employer file new hire reports on a W-4 or equivalent form by adding the phrase "to the extent practicable."

Salmon Solutions and Planning Act - Directs the Secretary of Commerce to enter into an arrangement with the National Academy of Sciences for scientific analysis of federal salmon recovery efforts, including a review of Snake River dam removal (Washington state) and other actions necessary to achieve recovery of endangered or threatened salmon and steelhead populations of the Columbia and Snake River Basin. Directs: (1) the Secretary of Transportation (DOT) to conduct a peer-reviewed analysis of which rail, highway, and Columbia River barge infrastructure improvements would be necessary to ensure a cost-effective and efficient transportation system for shippers who currently use barge transportation between Lewiston, Idaho, and the confluence of the Snake and Columbia Rivers and who would be unable to do so if the four lower Snake River dams were removed; (2) the Secretary of Energy (DOE) to conduct a peer-reviewed analysis of options to replace the power currently generated by such dams if they were removed; (3) the Army Corps of Engineers to analyze riverfront revitalization and restoration opportunities and costs in the event of such removal; and (4) the Secretary of the Interior, acting through the Bureau of Reclamation, to conduct a peer-reviewed analysis of the options and costs regarding any needed modifications to affected irrigation systems, cooling systems, and private wells if the dams were removed. Sets forth the congressional determination that the Secretary of the Army may remove the four lower Snake River dams. Directs the Secretary to reevaluate and update the U.S. Army Corps of Engineers' Final Lower Snake River Juvenile Salmon Migration Feasibility Report/Environmental Impact Statement (February 2002) pursuant to new information.

Defines: (1) "new automobile manufacturer" as an automobile manufacturing company established in 2009 that is the successor to another automobile manufacturing company and acquires the assets of the predecessor company in an transaction governed by federal bankruptcy law; and (2) "automobile dealer" as any automobile dealer in the United States that, on January 1, 2009, held a franchise granted by an automobile manufacturing company that was the predecessor company to a new automobile manufacturer to sell that company's automobiles, but has not entered into an agreement with the new manufacturer to continue serving as a franchisee.

Bear Protection Act of 2009 - Prohibits any person from: (1) importing bear viscera into, or exporting it from, the United States; or (2) selling bear viscera, bartering, offering it for sale or barter, or purchasing, possessing, transporting, delivering, or receiving it in interstate or foreign commerce. Subjects persons who violate such prohibitions to specified penalties. Waives such prohibition for wildlife law enforcement purposes where a valid permit has been issued. Requires the Secretary of the Interior to continue discussions concerning trade in bear viscera with the appropriate representatives of Parties to the Convention on International Trade in Endangered Species of Wild Fauna and Flora and with other representatives of countries that are not party to the Convention which are determined to be the leading importers, exporters, or consumers of such products, in order to establish coordinated efforts with such countries to protect bears. Promoting Lending to America's Small Businesses Act of 2009 - Amends the Federal Credit Union Act to increase the total permissible amount of member business loans by an insured credit union (excluding those made to nonprofit religious organizations) to a limit of 25% of the credit union's total assets. Increases from $50,000 to $250,000 the maximum total extensions of credit a borrower or associated member of an insured credit union may have before any extension of credit shall be considered a member business loan. Revises the prohibition against an increase in the total amount of member business loans by an undercapitalized insured credit union until it becomes adequately capitalized. Repeals the condition of becoming adequately capitalized, and requires only that the National Credit Union Administration Board approve the increase. Excludes from the definition of "member business loan" any extension of credit, meeting other specified criteria, that is made to a member for commercial, corporate, business, farm, or agricultural purposes in an underserved area.

Directs the Secretary, acting through the Deputy Assistant Secretary, to award competitive grants to LEAs, or partnerships between LEAs and private organizations or institutions of higher education that provide their LEA partners with funding, to promote international education in elementary and secondary schools. Requires each grantee to use: (1) one-half of its grant on enhancing international education within core curricula, such as by increasing teacher competency; and (2) the other half on providing supplemental international education services outside of normal instruction hours. Directs the Secretary to conduct a biennial independent evaluation of such international education programs.

Preventing Unintended Pregnancies, Reducing the Need for Abortion, and Supporting Parents Act - Requires the Secretary of Health and Human Services ( HHS) to make matching grants for projects to provide comprehensive education on preventing teen pregnancies. Amends the Elementary and Secondary Education Act of 1965 to reauthorize appropriations for the 21st Century Community Learning Centers and the Carol M. White Physical Education Program. Amends the Higher Education Act of 1965 to reauthorize appropriations for Federal TRIO Programs and Gaining Early Awareness and Readiness for Undergraduate Programs (GEARUP). Amends part A of title IV (Temporary Assistance to Needy Families) (TANF) of the Social Security Act (SSA) to award grants to states for reducing teen pregnancy and teen births. Amends the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 to require the Secretary to establish a national goal of reducing teen pregnancy by at least one-third over ten years. Authorizes the Secretary to make matching grants to assist entities in demonstrating innovative approaches to teen pregnancies, such as facilitating communication between parents and children. Requires the Secretary to award grants to organizations to establish and operate a national initiative for parents of adolescents to reduce teen pregnancy. Directs the Secretary of Education to award demonstration grants to community colleges for the purpose of developing and implementing innovative approaches to prevent unplanned pregnancy and promote healthy relationships among women and men in community colleges. Amends title XIX (Medicaid) of SSA to expand coverage of family planning services. Expands and extends postpartum health care coverage for women under Medicaid and the Children's Health Insurance Program (CHIP, formerly known as SCHIP). Expands the definition of "low-income child" under CHIP. Title X Family Planning Services Act of 2009 - Authorizes appropriations for the establishment and operation of voluntary family planning projects. Amends the Public Health Service Act to prohibit individual health insurance issuers from imposing any preexisting condition exclusions relating to pregnancy as a preexisting condition. Requires such issuers to provide coverage for maternity services. Authorizes the HHS Secretary to make grants for the purchase of ultrasound equipment. Requires the HHS Secretary to make grants to enable states to better identify and treat women who are victims of, or at risk of, domestic violence, dating violence, sexual assault, sexual coercion, or stalking. Authorizes the Secretary of Education to make grants to institutions of higher education to assist students who have decided to carry their pregnancies to term in continuing their studies and graduating. Requires the HHS Secretary to award grants for a national information campaign to educate the public about adoption. Amends the Internal Revenue Code to increase and make refundable the tax credit for adoption expenses. Revises and authorizes appropriations for the special supplemental nutrition program for women, infants, and children (WIC program). Requires the HHS Secretary to enter into an agreement with the Institute of Medicine to study the range of choices women make in response to unintended pregnancy.

Authorizes the Director to establish a National Alzheimer's Coordinating Center to facilitate collaborative research among the Alzheimer's Disease Centers and Alzheimer's Disease Research Centers. Expands the research of Alzheimer's Disease Centers to include outcome measures and disease management. Directs the Secretary of Health and Human Services (HHS) to convene a National Summit on Alzheimer's Disease. Requires the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to conduct activities related to risk factors and early recognition of Alzheimer's disease and other dementias. Requires the Secretary, acting through the Administration on Aging, to award a cooperative grant for the establishment and operation of an Alzheimer's Call Center. International Child Abduction Prevention Act of 2009 - Establishes within the Department of State an Office on International Child Abductions which shall be headed by the Ambassador at Large for International Child Abductions. States that Ambassador at Large shall be a principal adviser to the President and the Secretary of State regarding matters of international child abduction and refusals of rights of access. Authorizes the Ambassador at Large to represent the United States in such diplomatic matters and international forums. States that the primary responsibilities of the Ambassador at Large shall be to: (1) promote measures to prevent the international abduction of children from the United States; (2) advocate on behalf of abducted children whose habitual residence is the United States; (3) assist left-behind parents in the resolution of abduction or refusal of access cases; and (4) advance mechanisms to prevent and resolve cases of international child abduction. Directs the President to: (1) annually review the status of unresolved cases in each foreign country to determine whether the government has engaged in a pattern of noncooperation, and if so, designate such country as a Country With a Pattern of Noncooperation; (2) notify the appropriate congressional committees of such designation; and (3) take specified presidential or commensurate actions to bring about a cessation of noncooperation. Sets forth consultation, notification, and reporting requirements for the President and the Secretary. Prohibits judicial review of any presidential determination or agency action under this Act. Amends the Foreign Assistance Act of 1961 and the International Financial Institutions Act to require the Administrator of the U.S. Agency for International Development (USAID) and the President, respectively, in determining whether a country engages in a pattern of gross human right violations for purposes of assistance considerations, to consider whether such country has engaged in a pattern of noncooperation regarding unresolved cases of international child abduction or denial of rights of access, or has failed to undertake serious efforts to locate children abducted to such country. Amends the Trade Act of 1974 to consider for tariff preference purposes whether a country has engaged in a pattern of noncooperation regarding unresolved cases of international child abduction or denial of rights of access. Amends the Admiral James W. Nance and Meg Donovan Foreign Relations Authorization Act, Fiscal Years 2000 and 2001 to require, for issuance of a passport for a child under 14 years old living outside the United States, that the person executing the passport application provides documentary evidence that such person is a U.S. citizen, has joint custody over the child, and is executing such application outside the United States.

Water Protection and Reinvestment Act of 2009 - Amends the Internal Revenue Code to establish in the Treasury the Water Protection and Reinvestment Trust Fund (Trust Fund) to support investments in clean water and drinking water infrastructure. Imposes through 2015: (1) an excise tax on the sale of containers of water-based beverages, water disposal products, and pharmaceutical products; and (2) a clean water tax on corporations. Appropriates revenues raised from such taxes to the Trust Fund. Directs the Administrator of the Environmental Protection Agency (EPA) to allocate amounts from the Trust Fund for specified clean and safe drinking water programs. Amends the Federal Water Pollution Control Act and the Safe Drinking Water Act to: (1) expand the types of projects eligible for funding by state revolving loan funds; and (2) set forth additional criteria for states in developing priorities for assistance under such Acts; and (3) provide for technical assistance to community water systems and small water treatment works. Authorizes the Administrator to make grants to: (1) increase the security of community water systems and water treatment works; (2) hire certified wastewater treatment operators; and (3) control sewer overflow. Requires the Administrator to make grants to: (1) support efforts by water systems to increase energy efficiency, reduce greenhouse gas emissions, and mitigate the impacts of climate change; (2) establish a national water infrastructure research, development, and demonstration program and regional university water research centers; and (3) take back and dispose of prescription and over-the-counter drugs in an environmentally sound manner.

Requires the Director to: (1) develop national guidelines for a standard autopsy protocol for such deaths; and (2) commission a study on the benefits and appropriateness of genetic testing for infant and early childhood deaths that remain unexplained after investigation and autopsy. Requires the Secretary, acting through the Director, to: (1) award grants for death scene investigation training; (2) establish a population-based case registry for SUID and SUDC deaths; (3) conduct a needs assessment for investigations and determinations of such deaths; and (4) develop public education and prevention programs to reduce stillbirths and address the racial and ethnic disparities in occurrence. Directs the Secretary, acting through the Administrator of the Health Resources and Services Administration (HRSA), to: (1) award grants for death review programs and prevention strategies; (2) establish a public health awareness and education campaign on SUID and SUDC; and (3) award grants for support services to families who have experienced SUID, SUDC, or stillbirth. Provides for surveillance and data collection on stillbirths. Requires the Secretary to establish a task force to develop a national research plan to determine the causes of, and how to prevent, stillbirths.
