Preserving Access to Healthcare (PATH) Act of 2008 - Declares that between October 1, 2008, and March 31, 2009, specified regulations regarding the formula for determining the federal rate for inpatient hospital capital-related costs under the Medicare prospective payment system (PPS) shall apply without the mandatory phase out of the indirect medical education adjustment factor. Directs the Secretary of Health and Human Services to delay for six months following enactment of this Act any implementation of the Medicaid outpatient hospital services regulation proposed on September 28, 2007. Prohibits the Secretary from phasing out or eliminating the Medicare hospice wage index budget neutrality adjustment factor before April 1, 2009. Directs the Secretary, acting through the Administrator of the Centers for Medicare and Medicaid Services and upon the request of the state of California, to extend approval, and full federal financial participation, of the state's Medicaid family planning demonstration project until June 30, 2009, under the eligibility requirements and processes that were in place before the project's first extension period. Amends title XVIII (Medicare) of the Social Security Act to increase funding for the Medicare Improvement Fund.

Act to Save America's Forests - Amends the Forest and Rangeland Renewable Resources Planning Act of 1974 to revise eligibility criteria for members of the land and resource management scientific committee. Revises the committee termination date. Directs the Chief of the Forest Service, the Director of the U.S. Fish and Wildlife Service, and the Director of the Bureau of Land Management to each prepare a continuous inventory of forest land administered by each agency head and to document whole-system measures that will be taken as a result of the inventory. Requires the Secretary of Agriculture to provide for conservation and restoration of native biodiversity in forested areas. Prohibits clearcutting or other even-age logging operations on any stand or watershed on certain federal land, National Forest System land, and National Wildlife Refuge System land. Provides for federal enforcement and a private right of action. Designates special areas which shall be subject to restrictions on road construction and logging in Alabama, Alaska, Arizona, Arkansas, Colorado, Georgia, Idaho, Illinois, Michigan, Minnesota, Missouri, Montana, New Mexico, North Carolina, Ohio, Oklahoma, Oregon, Pennsylvania, South Carolina, South Dakota, Tennessee, Texas, Vermont, Virginia, Wisconsin, and Wyoming. Requires the Secretaries concerned to appoint a committee of independent scientists to recommend additional special areas. Restricts road construction and logging on federal land in ancient forests, special areas, roadless areas, and watershed protection areas. Provides for federal enforcement and a private right of action. States that this Act and the amendments made by this Act shall not apply to federal wilderness areas designated under the Wilderness Act. Adds specified land to the Giant Sequoia National Monument. Transfers administrative jurisdiction over the Monument from the Secretary to the Secretary of the Interior. Establishes the Giant Sequoia National Monument Advisory Board. Adds specified parts of Sequoia National Forest that are not included in the Monument to: (1) Sierra National Forest; and (2) Inyo National Forest. Directs the Secretary of the Interior to conduct reconnaissance surveys of areas classified as Level III ecoregions of the continental United States by the Environmental Protection Agency (EPA) to determine if there are resources that possess national significance and to evaluate their suitability for inclusion as units of the National Park System. Requires the appointment of a committee of scientists to provide the Secretary and Congress with advice and counsel on such surveys.

Urges the Secretary of State to take measures to certify that United Nations Relief and Works Agency for Palestinian Refugees (UNRWA) operates in full compliance with the Foreign Assistance Act and that no American taxpayer dollars are being directed to terrorists or to further terrorist propaganda. Calls on UNRWA to improve the transparency of educational materials used in UNRWA-administered schools. Urges UNRWA to implement terrorist name recognition software and other screening procedures to help ensure that UNRWA staff, volunteers, and beneficiaries are neither terrorists nor affiliated with terrorist organizations.

Encourages the Administrator of the United States Agency for International Development (USAID) to establish and administer the Global Autism Assistance Program to: (1) support activities by nongovernmental organizations and other service providers, including advocacy groups, focused on autism in developing countries; and (2) establish a "teach the teachers" program to train health and education professionals working with autistic children in developing countries.

Safeguarding Our Hospitals' Futures Act of 2008 - Requires the Secretary of Health and Human Services, in the case of discharges occurring on or after October 1, 2008, to continue to apply budget neutrality on a national basis in the calculation of the urban hospital wage floor for discharges occurring during FY2008 under title XVIII (Medicare) of the Social Security Act (through a uniform, national adjustment to the area wage index).

Puppy Uniform Protection and Safety Act - Amends the Animal Welfare Act to define "retail pet store" as a person that: (1) sells an animal directly to the public for use as a pet; and (2) does not breed or raise more than 50 dogs for use as pets during any one-year period. Exempts from requirements to obtain a license as an animal dealer or exhibitor under such Act any retail pet store or other person who: (1) does not breed or raise more than 50 dogs for use as pets during any one-year period; and (2) derives less than a substantial portion of their income from the breeding and raising of dogs or cats on their own premises and sells such dogs or cats to a dealer or research facility. Requires: (1) a dealer to provide each dog it holds that is 12 weeks or older with a minimum of two exercise periods during each day for a total of no less than one hour of exercise; (2) such exercise to include removing the dog from the dog's primary enclosure and allowing the dog to walk for the entire exercise period; and (3) such exercise to not include use of a treadmill, catmill, jenny mill, slat mill, or similar device, unless prescribed by a doctor of veterinary medicine.

Revises TRICARE (a Department of Defense [DOD] managed health care program) to authorize the Secretary of Defense to provide extended health care services and treatment, by way of contract with private providers, for dependent autism-diagnosed children of military retirees not entitled to hospital insurance benefits under Part A (Hospital Insurance) of title XVIII (Medicare) of the Social Security Act and not enrolled under part B (Supplementary Medical Insurance) of such title.

Medicare Hospice Protection Act of 2008 - Prohibits the Secretary of Health and Human Services from phasing out or eliminating the budget neutrality adjustment factor in the Medicare hospice wage index before October 1, 2009. Directs the Secretary to recompute and apply the final Medicare hospice wage index for FY2009 as if there had been no reduction in the budget neutrality adjustment factor.

FHA Seller-Financed Downpayment Reform and Risk-Based Pricing Authorization Act of 2008 - Amends the National Housing Act to make exceptions to the prohibition against mortgage insurance for mortgages involving a downpayment using funds furnished by: (1) the seller or any party that benefits financially from the transaction (seller-financed downpayment); or (2) any third party that is reimbursed by the seller or any such party. Makes eligible for mortgage insurance, in spite of a seller-financed downpayment, any mortagors with credit scores equivalent to a FICO score of: (1) 680 or more; (2) at least 620 but less than 680; or (3) 619 or less. Prescribes conditions for mortgage insurance in the latter two situations. Amends the FHA Modernization Act of 2008 to authorize the Secretary of Housing and Urban Development to implement a risk-based premium product for borrowers with lower credit or FICO scores through the establishment and collection of adequate mortgage insurance premiums to cover the risks of such loans. Requires the Secretary to provide for a refund of a portion or all of the higher risk-based premiums paid at the time of insurance by such borrowers as a result of risk-based pricing, but only those borrowers with a history of on-time mortgage payments. Requires payment of such refund upon payment in full of the underlying mortgage obligation.

Securing Our Borders and Our Data Act of 2008 - Sets forth rules for the search or seizure at a U.S. border of digital electronic devices or digital storage media. Prohibits a search of the digital contents of such devices or media unless such search is based on: (1) a reasonable suspicion regarding the owner of such devices or media; and (2) an independent constitutional authority to make a seizure (other than the authority for border searches). Requires officers at U.S. borders to receive appropriate training to make searches of digital devices or media to minimize the possibility of irreparable damage to such devices or media. Allows the owners of such devices and media to request that searches be conducted out of public view. Requires the Secretary of Homeland Security to: (1) make rules regarding border searches of digital devices and storage media, including rules to protect the integrity of digital data, for the retrieval of seized devices or media by owners, and for sharing such data with other governmental agencies; and (2) publish such rules on the Department of Homeland Security (DHS) website. Requires the Commissioner of U.S. Customs and Border Protection to conduct an annual study of searches and seizures of digital devices and storage media at U.S. borders and report to Congress on such study.

Declares that Congress commits to pass, and urges the President sign, within 18 months, legislation that guarantees health care for all and that: (1) recognizes the role of women as health care consumers, caregivers, and providers; (2) guarantees inclusion of benefits essential to achieving and maintaining good health; (3) promotes primary and preventive care; (4) provides a choice of public and private plans and direct access to a choice of doctors and health care providers to ensure continuity of coverage and a delivery system that meets the need of women; (5) eliminates disparities on the basis of gender, culture, race, ethnicity, socioeconomic status, health status, or sexual orientation; (6) shares financing responsibility among employers, individuals, and the government while taking into account small business needs; (7) ensures affordable access to health care; (8) enhances quality and patient safety; (9) ensures a sufficient supply of qualified providers through expanded medical and public health education and adequate reimbursement; and (10) promotes administration efficiency and is easy to utilize.

Amends the federal criminal code to make it unlawful for a licensed firearms dealer to authorize an employee to possess or transfer a firearm or ammunition in the course of employment unless such dealer has received a notice from the Attorney General that the receipt of a firearm by such employee would not be unlawful. Requires the Attorney General to notify the dealer in writing or electronically of a determination that the receipt of a firearm by any employee of the dealer would be unlawful and provide the affected employee with an explanation of the grounds for such determination. Provides civil and criminal penalties for knowingly violating the requirements of this Act.

Increased Student Achievement Through Increased Student Support Act - Directs the Secretary of Education to award competitive, renewable, five-year grants to partnerships between low-income local educational agencies (LEAs) and schools offering graduate programs in school counseling, social work, or psychology to increase the number of program graduates employed by low-income LEAs. Defines "low-income LEAs" as those that: (1) serve students at least 20% of which are from low-income families; (2) have ratios of school counselors, social workers, and psychologists to students that fall at least 10% below specified target ratios; and (3) have been identified as needing improvement or corrective action or include at least one school identified as needing improvement, corrective action, or restructuring under the Elementary and Secondary Education Act of 1965. Allows the use of grant funds to: (1) provide program graduate students with field training at partnership LEA schools; (2) contribute to program graduates' salaries at such schools for up to three years after they graduate; (3) increase the number of school counselors, social workers, and psychologists per student in such schools; (4) enhance the capacity of partnership graduate schools to train such professionals; (5) develop course work designed to facilitate such graduates' service to low-income LEAs and at-risk students; and (6) provide tuition credits to such graduate students and student loan forgiveness to program graduates employed as school counselors, social workers, or psychologists by low-income LEAs for at least five consecutive years. Directs the Secretary to establish a program providing student loan forgiveness to non-participants in this Act's grant program who have been employed for at least five consecutive years as school counselors, social workers, or psychologists by low-income LEAs. Requires the Secretary to identify a formula for future use in designating regions as eligible for benefit programs because of having a shortage of such school personnel.

Liberia Stabilization, Economic Empowerment, Development and Security Act of 2008 or the Liberia SEEDS Act of 2008 - Authorizes the President to provide assistance to Liberia for the following: (1) roads and bridges; (2) rehabilitation of Monrovia Freeport; (3) water and sanitation; (4) the electricity sector; (5) vocational education programs for war-affected youth and ex-combatants; (6) establishment of a government employee training institute and enhancement of government accountability and effectiveness; (7) narcotics control and law enforcement; (8) educational exchanges; and (9) the Truth and Reconciliation Commission of Liberia.

Recognizes that it is imperative that this nation strengthen its public health system to provide all persons with the resources they need to make healthier choices and live healthier lives and to protect people from health threats beyond their control. Commits to creating public health strategies to eliminate health disparities and improve the health of all people in the United States. Expresses support for prioritizing public policies focusing on the prevention of disease and injury and calls for community-based programs to support healthy lifestyles. Urges the expansion of the prevention strategies of daily aspirin therapy, smoking cessation, colorectal cancer screening, annual flu immunizations, and breast cancer screening. Declares that the congressional budget process should reflect the savings associated with investments in the prevention of disease and injury. Encourages the Congressional Budget Office (CBO) to consider the savings associated with a reduced chronic disease burden due to preventive services and programs when formulating its health care cost estimates. Pledges support for increasing the investment in federal public health programs to at least 1% of total federal spending within five years.

Prevention of Equine Cruelty Act of 2008 - Amends the federal criminal code to impose a fine and/or prison term of up to three years for possessing, shipping, transporting, purchasing, selling, delivering, or receiving any horse, horse flesh, or carcass with the intent that it be used for human consumption. Reduces the prison term to one year if the offense involves less than five horses or less than 2,000 pounds of horse flesh or carcass and the offender has no prior conviction for this offense.

James Zadroga 9/11 Health and Compensation Act of 2008 - Amends the Public Health Service Act to establish within the National Institute for Occupational Safety and Health the World Trade Center Health Program (WTC program) to provide medical monitoring and treatment benefits to: (1) eligible emergency responders and recovery and cleanup workers who responded to the World Trade Center terrorist attacks on September 11, 2001; and (2) residents and other building occupants and area workers who were directly impacted and adversely affected by such attacks. Provides for cost-sharing with workers' compensation and health insurance plans, but not with eligible individuals. Requires the WTC program administrator to: (1) implement a quality assurance program; (2) review the program's health care expenditures to detect fraudulent or duplicate billing and payment for inappropriate services; (3) establish the WTC Health Program Scientific/Technical Advisory Committee; (4) establish the WTC Responders Steering Committee and the WTC Community Program Steering Committee; (5) institute a program that provides education and outreach on the existence and availability of services under the WTC program; and (6) provide for the uniform collection of data related to WTC-related health conditions. Authorizes the Secretary of Health and Human Services to establish similar programs with respect to the terrorist attack at the Pentagon on September 11, 2001. Requires the administrator to conduct or support research on physical and mental health conditions that may be related to the September 11 terrorist attacks. Requires the administrator to extend and expand arrangements with the New York City Department of Health and Mental Hygiene to provide for the World Trade Center Health Registry. Authorizes the administrator to make grants to the Department to address mental health needs relating to the terrorist attacks. Amends the Air Transportation Safety and System Stabilization Act to provide, under certain circumstances, for an extension of time for filing claims under the September 11 Victim Compensation Fund of 2001.

General Services Administration Portfolio Enhancement Act of 2008 - Directs the Administrator of General Services (GSA) to convey to the National Women's History Museum, Inc. (the Museum) the northern part of specified property in the District of Columbia, which the Administrator and the Museum deem appropriate for a museum facility. Grants the Administrator the authority to convey the southern part of such property to the Museum. Requires the Administrator to enter into an agreement with the Museum for the conveyance. Permits separate conveyance of the northern and southern parts. Requires the northern part to be dedicated for use as a site for a national women's history museum for a 99-year period and allows the southern part to be used for any purposes permitted by applicable laws and regulations.

Iraqi Refugee and Internally Displaced Persons Humanitarian Assistance, Resettlement, and Security Act of 2008 - Expresses the sense of Congress concerning Iraqi refugees and internally displaced persons. Directs the Secretary of State, with respect to vulnerable populations in Iraq (including internally displaced persons) and with respect to countries containing a significant population of Iraqi refugees (including Jordan, Syria, Turkey, Lebanon, Egypt, and Iran), to provide such countries or appropriate international organizations and nongovernmental organizations with specified humanitarian assistance. Directs the Secretary to make every effort to ensure that the humanitarian needs of vulnerable populations (including internally displaced persons) in Iraq and Iraqi refugees in neighboring countries are met. Authorizes appropriations to Jordan for humanitarian assistance to Iraqi refugees and to provide the necessary infrastructure to support both the needs of Iraqi refugees and the Jordanian people. Requires that related fund monitoring mechanisms be established. Increases refugee admission limitations for the purpose of admitting Iraqi citizens or nationals who became refugees on or after March 19, 2003. Directs the Secretary, by a specified date and subject to the availability of appropriations, to have increased by 100% the number of federal personnel in Iraq and in other appropriate countries who are conducting security reviews of Iraqi refugee applicants. Directs the Secretary to work with the international community to provide: (1) financial assistance to vulnerable populations in Iraq (including internally displaced persons) and to Iraqi refugees in neighboring countries; and (2) technical and financial assistance to international organizations in order to process refugees. Defines "vulnerable populations in Iraq."

Transportation and Housing Choices for Gas Price Relief Act of 2008 - Directs the Secretary of Transportation to: (1) carry out a competitive grant program that supports community efforts to invest in transportation alternatives and travel demand management strategies; and (2) award grants to eligible entities, giving priority to activity proposals for reducing single occupancy vehicle trips. Provides certain formula grant funding for specified improvement activities to increase use of public transportation. Requires the Secretary to award grants for a national consumer awareness program on the environmental, energy, and economic benefits of transportation alternatives to the single occupancy vehicle, including carpooling, vanpooling, transit, and bicycles. Amends the Internal Revenue Code to: (1) allow a telework tax credit of up to $400 per year; (2) include a qualified bicycle commuting reimbursement as a qualified transportation fringe benefit, excludable from gross income; (3) equalize and increase to $200, with a modified cost-of-living adjustment, the tax exclusion for both transportation and parking fringe benefits; (4) make self-employed individuals eligible for transit pass fringe benefits; (5) include employer-established parking cash-out programs as qualified transportation fringe benefits; and (6) allow a vanpool (general business) tax credit. Requires the Secretary of Housing and Urban Development (HUD) to: (1) incorporate transportation costs associated with location of housing into affordability standards for allocating low-income housing tax credits related to rental assistance vouchers or other affordable housing programs; and (2) develop a model transportation cost field for Multiple Listing Services to measure transportation costs associated with the location of a home. Amends the Federal National Mortgage Association (Fannie Mae) Charter Act and the Federal Home Loan Mortgage Corporation (Freddie Mac) Act to include the use of location-efficient mortgages among their purposes. Amends the Housing and Community Development Act of 1992 to require the Director of the Federal Housing Finance Agency to establish graduated annual goals for the purchase by Fannie Mae and Freddie Mac of location-efficient mortgages for single-family, owner-occupied homes. Requires the Secretary of HUD to make grants to states to construct or acquire affordable housing that is location-efficient. Amends the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) to include high schools in the safe routes to school program.

Timley Due Process for the Disabled Act of 2008 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to direct the Commissioner of Social Security to: (1) establish time frames, within specified limits, to ensure timely disability determinations; and (2) establish a program for the monitoring of disability determinations in reconsideration.

Veterans Advocacy Act of 2008 - Directs the Secretary of Veterans Affairs to carry out a program to assess the feasibility and advisability of utilizing legal entities to provide legal services to assist veterans and members of the Armed Forces in applying for and receiving health care, benefits, and services. Requires the Secretary to award ten grants to legal entities to provide such services. Limits grant duration to one year.

Medical Device Safety Act of 2008 - Amends the Federal Food, Drug, and Cosmetic Act to provide that provisions preempting state and local requirements for medical devices intended for human use shall not be construed to modify or otherwise affect any action for damages or the liability of any person under state law. Makes this Act effective as if it were included in the Medical Device Amendments of 1976 and applicable to any civil action pending or filed on or after the date of enactment of this Act.

Calls on the Egyptian government to: (1) respect human rights, minority rights, and freedoms of religion and expression; and (2) release Ayman Nour and all political activists. Welcomes Egypt's efforts to secure the border with Gaza and fight smuggling. Urges the President and the Secretary of State to put human rights and religious freedom developments in Egypt very high on the U.S. government's agenda during meetings with Egyptian officials.

Caring for an Aging America Act of 2008 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to: (1) establish a Geriatric and Gerontology Loan Repayment Program to enter into contracts with physicians, physician assistants, nurse practitioners, clinical nurse specialists, psychologists, and social workers trained in geriatrics or gerontology to pay educational loans in exchange for providing full-time clinical practice and service to older adults; and (2) establish the National Advisory Council on the Geriatric and Gerontology Loan Repayment Program. Requires the Secretary to ensure that individuals eligible for the nurse loan repayment program include registered nurses who complete specialty training in geriatrics or gerontology and who elect to provide nursing services to older adults in home and long-term care settings. Authorizes the Secretary to award nursing education grants and enter into contracts for programs that focus on specialty training in providing long-term care services for nursing personnel who provide services in home and long-term care settings. Requires the Secretary to establish a Health and Long-Term Care Workforce Advisory Panel to conduct a research project to identify incentives for recruitment and retention of clinicians and providers who agree to serve vulnerable older adults in geriatric and long-term care settings.

Climate Market, Auction, Trust & Trade Emissions Reduction System Act of 2008, or the Climate MATTERS Act of 2008 - Declares the purpose of this Act to establish a federal program to reduce US greenhouse gas (GHG) emissions substantially enough by 2050 to avert the catastrophic impacts of global climate change. Directs the Secretary of the Treasury to establish an international reserve GHG emission allowance program, whose allowance sales proceeds shall be used to mitigate the negative impacts of global climate change on disadvantaged communities in World Trade Organization (WTO) participant countries. Establishes the International Climate Change Commission to determine annually whether a WTO participant country has taken certain action to limit its GHG emissions. Amends the Internal Revenue Code to: (1) establish a system for issuing, auctioning, recording, and tracking GHG emission allowances; and (2) impose an excess emissions penalty on owners or operators of covered facilities that fail to submit one or more emission allowances to the Secretary for any year. Establishes a Carbon Market Efficiency Board to: (1) analyze information on the GHG emission allowance market; and (2) authorize the Secretary to carry out cost relief measures if the market poses a substantial harm to the U.S. economy. Provides for the distribution of emission allowances to owners and operators of fossil fuel-fired electric power generating facilities and of energy intensive manufacturing facilities. Establishes: (1) the Deficit Reduction Trust Fund; and (2) the Citizen Protection Trust Fund (CPTF). Directs the Secretary to administer a Climate Change Rebate Program. Provides for a healthy families fund. Sets forth allocations of specified CPTF account funds for: (1) investment in natural resource adaptation to impacts of climate change and ocean acidification; (2) owners and operators of covered facilities who take actions that result in verified GHG emission reductions; (3) states that comply with certain federal building energy standards; (4) states with GHG emission reduction programs exceeding federal GHG emission reduction targets; (5) reductions in GHG emissions from the agriculture and forestry sectors, including those from deforestation activities in foreign countries; and (6) states and load-serving entities that implement energy-efficiency programs. Requires distribution of certain funds for grants for fixed guideway transit and other specified alternative transportation projects. Requires the Administrator of the Environmental Protection Agency (EPA) to: (1) develop a federal greenhouse gas registry; (2) make certain GHG emission determinations for covered facilities; and (3) promulgate regulations that require that U.S. GHG emissions in uncovered sectors do not grow.

Prohibits the Secretary of Transportation and the Administrator of the Federal Aviation Administration (FAA) from taking actions to regulate the scheduling of airline operations at a U.S. commercial airport if such an action includes: (1) auctioning rights or permission to conduct airline operations at that airport; (2) implementing peak-period or congestion pricing at the airport; (3) withdrawing an airline's right to operate at that airport; (4) charging a fee for use of navigable airspace at the airport; or (5) requiring, or providing incentives or disincentives to, airport owners to take any such actions.

Responsible Ownership of Public Land Act - Directs the Secretary of the Interior to establish an annual production incentive fee for federal onshore and offshore lands subject to a lease for production of oil or natural gas under which production is not occurring. Prescribes the fee amount for each acre of land from which oil or natural gas is produced for less than 90 days in a calendar year. Establishes the Energy Efficiency and Renewable Energy Fund to serve as depository for fees received under this Act. Enumerates energy programs to be funded with such fees, including: (1) low-income home energy assistance; (2) advanced vehicles research, development, and demonstration; (3) new technologies to improve the energy efficiency of and reduce greenhouse gas emissions from buildings; (4) energy storage systems to support electric drive vehicles, stationary applications, and electricity transmission and distribution; (5) next-generation wind turbines; (6) weatherization assistance low income housing; and (7) wind and solar energy research and development.

Amends the Commodity Exchange Act to make it unlawful for a person to enter into or execute an otherwise excluded swap transaction or exempt transaction involving crude oil, heating oil, gasoline, or diesel fuel (specified energy commodity), unless the person has been certified by the Commodities Future Trading Commission (CFTC) as having the capacity of accepting physical delivery of the commodity. Makes it unlawful, as well, for any person to hold a contract or agreement of sale of a specified energy commodity for future delivery, which is otherwise an excluded swap transaction or an exempt transaction, unless the CFTC has certified that the person has the capacity to produce or manufacture the commodity.

Huntington's Disease Parity Act of 2008 - Directs the Commissioner of Social Security to revise the medical criteria for evaluating disability caused by adult-onset and juvenile Huntington's Disease. Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to eliminate the 24-month waiting period for Medicare eligibility for individuals disabled by Huntington's Disease.

Modifies the procedures the U.S. Postal Service must follow in connection with the closing or consolidation of any post office, including: (1) requiring an assessment of the need for the closure or consolidation; (2) eliminating a requirement to consider the resulting Postal Service economic savings; (3) requiring a posting in each affected post office at least 90 days before the final decision is made; and (4) requiring (currently, allowing) suspension of the determination pending an appeal to the Postal Regulatory Commission. Provides for exceptions for emergency suspensions (as defined under Postal Service regulations) or lease termination or cancellation by a party other than the Postal Service. Defines "post office," for the provisions amended by this Act, to include an office, branch, station, or other facility operated by the Postal Service.

Commercial Advertisement Loudness Mitigation Act - Directs the Federal Communications Commission (FCC) to prescribe a regulation prohibiting advertisements accompanying video programming from: (1) being excessively noisy or strident; (2) having modulation levels substantially higher than the accompanying program; and (3) having an average maximum loudness substantially higher than that of the accompanying program.

Entitles a member of the uniformed services to additional pay of $1,500 per month while the member's service is extended, or eligibility for retirement is suspended, by the exercise of any provision of law commonly referred to as a "stop-loss authority."

Expresses concern that the government of the Republic of Iraq refuses to recognize the existence of Israel and urges Iraq to recognize and establish diplomatic relations with Israel. Calls on the Administration to use its influence to persuade Iraq and other countries with which the United States has diplomatic relations to recognize the right of Israel to exist and to establish diplomatic relations with Israel.

Trade Reform, Accountability, Development, and Employment Act of 2008, or the TRADE Act of 2008 - Directs the Comptroller General of the United States to: (1) review biennially certain free trade agreements (including Uruguay Round Agreements) between the United States and foreign countries; and (2) report to the Congressional Trade Agreement Review Committee regarding such agreements, including analyses of specified subjects and of each agreement, as well as whether the country has a democratic form of government that respects certain core labor rights and fundamental human rights, protects intellectual property rights, and enforces environmental laws. Declares that implementing bills of new trade agreements shall not be subject to expedited consideration or special procedures limiting amendment,unless such agreements include certain standards with respect to: (1) labor; (2) environment and public safety; (3) food and product health and safety; (4) provision of services; (5) investment; (6) procurement; (7) intellectual property; (8) agriculture; (9) trade remedies and safeguards; (10) rules of origin; (11) dispute resolution and enforcement; (12) technical assistance; (13) national security; and (14) taxation. Requires the President to submit to Congress a plan for the renegotiation of existing trade agreements to bring them into compliance with such standards. Establishes a Congressional Trade Agreement Review Committee. Expresses the sense of Congress that: (1) certain requirements urging the attainment of certain trade goals shall apply to all existing and new trade agreements; and (2) a certain process for U.S. trade negotiations should be followed when Congress considers legislation providing special procedures for implementing bills of trade agreements.
