Declares that preventing Iran from acquiring a nuclear weapons capability through economic, political, and diplomatic means is vital to U.S. national security. Urges the President to use his authority to impose sanctions on: (1) Iranian banks engaged in proliferation activities or the support of terrorist groups; (2) international banks which conduct financial transactions with proscribed Iranian banks; (3) energy companies with large investments in the Iranian petroleum or natural gas sector; and (4) all companies which do business with Iran's Islamic Revolutionary Guard Corps. Demands that the President initiate an international effort to increase economic, political, and diplomatic pressure on Iran to suspend its nuclear enrichment activities. Urges the President to lead a regional diplomatic effort to support the legitimate governments in the region against Iranian destabilization efforts.

Veterans Pain Care Act of 2008 - Directs the Secretary of Veterans Affairs to develop and implement a comprehensive policy on the management of pain experienced by veterans, including department-wide management of acute and chronic pain, the standard of care, the consistent application of pain assessments, health care personnel education and training, and education for veterans and their families.

Enhancing Science, Technology, Engineering, and Mathematics Education Act of 2008 - Requires the President to establish, in the Office of Science and Technology Policy, a Committee on Science, Technology, Engineering, and Mathematics Education (STEM education) within the National Science and Technology Council. Establishes an Office of Science, Technology, Engineering, and Mathematics Education in the Department of Education, to be administered by an Assistant Secretary. Requires the Assistant Secretary to conduct an annual evaluation of the STEM education programs administered by the department. Requires the Secretary of Education to award a grant to establish a voluntary State Consortium on STEM Education and a grant to the National Science Digital Library to establish a National STEM Education Research Repository.

Kid-Safe Chemicals Act of 2008 - Amends the Toxic Substances Control Act to require each manufacturer of a chemical substance distributed in commerce to submit to the Administrator of the Environmental Protection Agency (EPA): (1) a statement certifying that the substance meets required safety standards or that there is insufficient data to make such determination; and (2) all reasonably available information concerning the substance not previously submitted. Requires manufacturers to update such information at least every three years or at any time new information becomes available on a substance's toxicity. Requires manufacturers to provide chemical safety information upon the Administrator's request. Prohibits the manufacture, importation, or distribution in commerce of a chemical substance if the Administrator determines that the manufacturer has failed to comply with this Act or that the substance does not meet applicable safety standards. Authorizes the Administrator to prohibit a specified use of a chemical substance in consumer products if the use of the product in the home results in human exposure that does not meet the safety standard. Requires the Administrator to: (1) publish a priority list that categorizes all chemical substances distributed in commerce; (2) develop a priority list for making safety determinations of at least 300 chemical substances; (3) determine whether a manufacturer has established that its priority-list substances meet applicable safety standards; (4) arrange for the Director of the National Center for Environmental Health at the Centers for Disease Control and Prevention (CDC) to conduct a biomonitoring study to determine the presence of a chemical substance in human cord blood if the Administrator determines that it may be present in human blood, fluids, or tissue; (5) implement animal testing alternatives; (6) create market incentives for the development of safer alternatives to existing chemical substances; (7) establish an Interagency Science Advisory Board on Children's Health and Toxic Substances; (8) cooperate with international efforts to monitor chemical substances; and (9) create a database to share information on the toxicity and use of, and exposure to, chemical substances and provide public access to such data.

Authorizes the National District Attorneys Association to use the National Advocacy Center in Columbia, South Carolina, for a training program to improve the professional skills of state and local prosecutors and to enhance the ability of federal, state, and local prosecutors to work together. Authorizes the National Advocacy Center to provide comprehensive legal education in trial practice, provide substantive legal updates, and support staff training.

Green Resources for Energy Efficient Neighborhoods Act of 2008 or the GREEN Act of 2008 - Sets forth provisions concerning Housing of Urban Development (HUD) energy efficiency and conservation standards and green building standards for structures (conservation standards). Requires the Secretary of HUD to conduct a program to demonstrate the effectiveness of funding a portion of the costs of carrying out energy efficiency and conservation and green building measures for multifamily housing projects for which rental assistance is provided under a covered multifamily assistance program. Amends the Housing and Community Development Act of 1992 to provide for credits for Fannie Mae and Freddie Mac for mortgage purchases that support housing that meets conservation standards. Amends the Federal National Mortgage Association Charter Act, the Federal Home Loan Mortgage Corporation Act, and the Federal Home Loan Bank Act to include provisions concerning energy-efficient mortgages and location-efficient mortgages. Amends the National Housing Act to require the Secretary to: (1) ensure that the aggregate outstanding principal obligation of mortgages on single-family housing meeting energy efficiency standards that are insured by the Secretary is not less than $1 billion; and (2) conduct an energy efficient mortgages education and outreach campaign. Amends the Home Mortgage Disclosure Act of 1975 to require the disclosure of the number and dollar amount of mortgage loans that are energy efficient and location efficient. Prohibits insurers from denying homeowner insurance coverage or discriminating in coverage for structures that are not connected to, or not able to receive electricity from, electric power providers. Requires the Secretary to establish incentives for developers to: (1) increase the energy efficiency of multifamily housing; and (2) certify that trees, shrubs, grasses, and other plants are planted properly. Sets forth provisions concerning energy saving techniques and energy performance requirements for manufactured homes. Requires the Secretary to conduct a pilot program to facilitate the financing of cost-effective capital improvements for covered assisted housing projects to improve their energy efficiency and conservation. Amends the Housing and Community Development Act of 1974 to require the Secretary to make grants for energy efficiency improvements in housing. Amends the Cranston-Gonzalez National Affordable Housing Act of 1990 to require state and local housing strategies to include provisions to encourage sustainable development for affordable housing. Requires the Secretary to make grants to nonprofit organizations to increase low-income community development capacity. Amends the United States Housing Act of 1937 to: (1) direct the Secretary to ensure that public housing agencies will receive the full financial benefit from reductions in utility costs resulting from contracts to undertake energy conservation improvements in connection with revitalization plans; and (2) prohibit the Secretary from making grants for demolition, site revitalization, replacement housing, and tenant-based assistance unless the applicant's proposed revitalization plan meets green development requirements. Amends the Community Reinvestment Act of 1977 to require federal financial supervisory agencies, in assessing the record of a financial institution, to consider specified energy efficiency and environmental ventures undertaken by the institution. Amends the Financial Institutions Reform, Recovery, and Enforcement Act of 1989 to direct: (1) federal financial institution regulatory agencies to require their standards for the performance of real estate appraisals to consider renewable energy sources for, or energy-efficiency or energy-conserving improvements or features of, the property in determining its value; and (2) the Appraisal Subcommittee to establish requirements for appraisers regarding energy-efficiency features and guidelines for appraising photovoltaic measures and training of appraisers. Directs the Secretary to require the Housing Assistance Council to establish incentives for compliance by structures assisted by the Secretary and HUD's Office of Rural Housing and Economic Development with energy efficiency requirements. Establishes in the Treasury the Alternative Energy Sources State Revolving Fund. Amends the Federal Deposit Insurance Act and the Federal Credit Union Act to require federal banking agencies to prescribe guidelines encouraging the establishment and maintenance of green banking centers by insured depository institutions to provide consumers information on home energy ratings, financing for energy-saving improvements to property, and beneficial terms for mortgages or loans that meets energy-efficiency standards.

Extractive Industries Transparency Disclosure Act - Amends the Securities Exchange Act of 1934 to instruct the Securities and Exchange Commission (SEC) to require specified annual reports of an issuer to disclose the total payments made to an agency or instrumentality of a foreign government: (1) for natural resources in a foreign country; or (2) in connection with the extraction of natural resources from a foreign country. Requires compilation of such information so that it is accessible by the public directly from the SEC website without separately accessing the annual reports of each issuer filing the information on the EDGAR system.

Polar Bear Seas Protection Act - Amends the Outer Continental Shelf Lands Act to prohibit the Secretary of the Interior from offering or approving any new lease, or approving an exploration or development plan, within any area of the Chukchi or Beaufort Sea marine and coastal ecosystems until: (1) the National Research Council reports to Congress on certain missing information regarding the composition, distribution, status, and ecology of the living marine resources in such ecosystems; (2) the polar bear is listed as either an endangered or threatened species under the Endangered Species Act of 1973 and critical habitat is designated for it; (3) the Secretary performs an oil spill response gap analysis for proposed and existing arctic oil operations; and (4) the Secretary makes specified determinations, including that oil and gas exploration and development can be conducted in the Beaufort and Chukchi Sea Planning Areas without posing a risk of substantial adverse impact to wildlife, or wildlife habitat and subsistence.

Declares that the United States, through the International Whaling Commission, should: (1) use all appropriate measures to end commercial whaling, including scientific, special permit, coastal, and community-based whaling; (2) oppose any initiative that would result in any new, Commission-sanctioned coastal or community-based whaling, even if it is portrayed as noncommercial, including commercial whaling by coastal communities that does not qualify as aboriginal subsistence whaling; and (3) seek to strengthen conservation and management measures.

Adds Parkinson's disease (manifested to a degree of disability of 10% or more) to the list of diseases considered to have been incurred in or aggravated by military service in Vietnam, notwithstanding that there is no evidence of the disease during the period of service, provided a veteran served between specified dates and was exposed to an herbicide used in military operations during that period.

Gas Price Spike Act of 2008 - Amends the Internal Revenue Code to impose a windfall profit tax on crude oil, natural gas, or products of crude oil or natural gas. Defines "windfall profit" as so much of the profit on a sale of crude oil, natural gas, or related products as exceeds a reasonable profit. Establishes the Reasonable Profits Board to determine levels of reasonable profit from the sale of such products. Allows a tax credit for the purchase of certain fuel-efficient, American-made passenger vehicles. Authorizes the Secretary of Transportation to make grants to operators of mass transit systems, including bus and commuter rail systems, to reduce passenger fares on such systems.

Stillbirth Awareness and Research Act of 2008 - Expresses the sense of Congress that: (1) more states should enact legislation that allows the issuance of a Certificate of Birth Resulting in Stillbirth; and (2) the Director of the National Institutes of Health (NIH) should increase the allocation of funds and other resources for stillbirth research. Amends the Public Health Service Act to direct the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to establish and maintain a scientific registry of stillbirths in the United States, which shall include for each stillbirth information on the stillborn fetus and the mother's health and pregnancy as collected and submitted by states on the U.S. Standard Report of Fetal Death. Requires the Secretary to: (1) provide for the development of a standard definition of stillbirth and a standard protocol for stillbirth data collection and surveillance; and (2) carry out a national campaign to increase public and state awareness of such definition and protocol and public awareness and knowledge of stillbirths.

National Nanotechnology Intiative Amendments Act of 2008 - Revises the 21st Century Nanotechology Research and Development Act with regard to strategic plans developed pursuant to the National Nanotechnology Program. Requires agencies participating in the Program to support the setting of standards for nanotechnology. Sets forth a new funding requirement with respect to the National Nanotechnology Coordination Office. Requires the Office to be supported by funds from each agency participating in the Program. Sets forth annual reporting requirements regarding the Office. Makes the National Nanotechnology Advisory Panel a distinct entity. Instructs the Panel to form a subpanel to enable it in assessing whether societal, ethical, legal, environmental, and workforce concerns are adequately addressed by the Program. Rewrites provisions for triennial external review of the Program. Provides for the designation of an associate director of the Office of Science and Technology Policy as the Coordinator for Societal Dimensions of Nanotechnology. Requires the Coordinator to convene a panel to develop a research plan. Provides for one or more grants to establish Nanotechnology Education Partnerships. Establishes an Education Working Group. Requires agencies supporting nanotechnology research facilities to provide access to such facilities to assist companies in the development of prototypes of nanoscale products, devices, or processes. Sets forth requirements for the support of nanotechnology related projects under existing nanotechnology transfer programs. Establishes industry liaison groups. Requires coordination and leveraging of federal investments with states' nanotechnology initiatives. Requires the Program to include support for nanotechnology research and development in areas of national importance. Sets forth provisions regarding nanomanufacturing research, including green nanomanufacturing research. Requires specified reviews.

Detainee Basic Medical Care Act of 2008 - Directs: (1) the Secretary of Homeland Security to establish procedures for the delivery of medical and mental health care to all immigration detainees in Department of Homeland Security (DHS) custody; and (2) that such procedures address all detainee health needs, including primary care, emergency care, chronic care, prenatal care, dental care, eye care, mental health care, medical dietary needs, and other medically necessary specialized care.

Condemns recent decisions by the government of the Russian Federation to establish official ties with the regions of Abkhazia and South Ossetia, a process that impedes reconciliation between those regions and the government of the Republic of Georgia and that violates Georgia's sovereignty and Russia's commitments to international peacekeeping. Encourages Russia to work with Georgia, the peoples of Abkhazia and South Ossetia, and the international community to find a peaceful solution to the conflict. Calls on U.N. Secretary-General Ban Ki-moon to investigate the April 2008 downing of an unarmed Georgian reconnaissance aircraft. Supports the declaration of the North Atlantic Treaty Organization's (NATO) Bucharest Summit stating that Georgia will become a NATO member.

Condemns the restrictions on freedom of the press and expression in the Arab world and the widespread presence of anti-Semitic material, Holocaust denial, and incitement to violence in the Arab media. Expresses concern that many of the Arab governments to which United States has turned for assistance in ending the Israeli-Palestinian conflict are responsible for using their government-controlled media to promulgate incendiary speech regarding Israel and the Jewish people that makes U.S. efforts to help resolve the Arab-Israeli conflict all the more difficult. Calls on the President, the Secretary of State, and all U.S. ambassadors to Arab countries to protest the lack of freedom of thought and expression.

Great Ape Protection Act - Prohibits: (1) persons from conducting invasive research on great apes; (2) federal funds from being used to conduct such research; (3) persons from knowingly importing, exporting, transporting, moving, delivering, receiving, possessing, renting, loaning, purchasing, or selling great apes for such research; and (4) persons from breeding great apes for use in such research. Declares that this Act does not limit or prevent individualized medical care performed on great apes by licensed veterinarians for the benefit of the great apes. Requires the Secretary of Health and Human Services (HHS) to provide for the permanent retirement of all great apes that are owned or under the control of the federal government and that have been used for invasive research. Authorizes the Secretary to provide for the euthanizing of such apes if it is in their best interest as determined by an attending veterinarian and endorsed by a second, unaffiliated veterinarian. Defines "invasive research" to mean experimental research that may cause death, bodily injury, pain, distress, fear, injury, or trauma to great apes. Excludes: (1) close observation of natural or voluntary behavior, provided that it does not require the removal of apes from their social group or environment or require an anesthetic or sedation event to collect data or record observations; or (2) post-mortem examinations of great apes following their natural death.

Medical Marijuana Patient Protection Act - Transfers marijuana from schedule I to schedule II of the Controlled Substances Act. Provides that no provision of the Controlled Substances Act or the Federal Food, Drug, and Cosmetic Act shall prohibit or otherwise restrict, in a state in which marijuana may, under state law, be prescribed or recommended by a physician for medical use: (1) a physician from prescribing or recommending marijuana for medical use; (2) an individual from obtaining, possessing, transporting, manufacturing, or using marijuana in accordance with such a prescription or recommendation; (3) an individual authorized under state law to do so from obtaining, possessing, transporting, or manufacturing marijuana on an authorized patient's behalf; (4) a pharmacy or other entity authorized to do so from obtaining, possessing, or distributing marijuana to such patients; or (5) an entity established by such a state or local government thereof to do so from producing, possessing, or distributing marijuana for such a prescription or recommendation.

Halting Airplane Noise to Give Us Peace Act of 2008 - Amends federal transportation law to: (1) prohibit any individual (except flight crew members or flight attendants) from engaging in voice communications using a mobile communications device on a passenger aircraft during a flight; and (2) direct the Secretary of Transportation to require all domestic and foreign air carriers to adopt this prohibition. Requires the Secretary to waive this prohibition for air carriers of foreign countries that have negotiated an alternative prohibition on voice communications using such devices during a flight.

Food Safety Recall Information Act - Amends the Federal Meat Inspection Act to require that a person that voluntarily recalls a meat product shall, not later than five days after the voluntary recall begins, submit to the Secretary of Agriculture a list of all retail stores or public school districts that are known to have purchased a meat product subject to the voluntary recall. Makes similar amendments to the the Poultry Products Inspection Act and the Egg Products Inspection Act. Amends the Federal Meat Inspection Act to prohibit the use of nonambulatory livestock for human food.

Frank Melville Supportive Housing Investment Act of 2008 - Amends the Cranston-Gonzalez National Affordable Housing Act (the Act) to revise requirements for supportive housing for persons with disabilities. (Retains authority to provide such assistance to private nonprofit organizations to expand the supply of such housing.) Repeals the authority of the Secretary of Housing and Urban Development to provide tenant-based rental assistance directly to eligible persons with disabilities. Authorizes appropriations for such assistance under section 8 (rental voucher program) of the United States Housing Act of 1937 for persons with disabilities in FY2009. Modifies project rental assistance contract requirements, including renewal of, and increases in, annual contract amounts. Requires initial contracts with the sponsor of a project assisted with any low-income housing tax credit or with any tax-exempt housing bonds to have an initial term of up to 360 months and to provide funding for 60 months. Revises the requirement that all units in housing assisted by capital advances and project rental assistance contracts be made available for occupancy by very low-income persons with disabilities for at least 40 years. Requires the Secretary, within 30 days of issuing certain capital advances for multifamily projects (except group homes or independent living facilities), to delegate review and processing of such projects to a state or local housing agency meeting specified criteria. Revises tenant selection procedures. Requires a lease between a tenant and a housing owner to be for at least one year. Revises the application of cost limitations developed by the Secretary to supportive housing. Authorizes the Secretary to waive such limitations. Requires the Secretary to: (1) establish a minimum percentage of capital advances per fiscal year for multifamily projects; and (2) carry out a project rental assistance competitive demonstration program to expand the supply of supportive housing for non-elderly adults with disabilities and with extremely low-incomes or for extremely low-income households that include at least one disabled person.

Pedestrian Safety Enhancement Act of 2008 - Directs the Secretary of Transportation to study and report to Congress on the minimum level of sound that is necessary to be emitted from a motor vehicle, or some other method, to alert blind and other pedestrians of the presence of operating motor vehicles while traveling.

Post-9/11 Veterans Educational Assistance Act of 2008 - Amends federal veterans' benefits provisions to entitle to educational assistance under the Montgomery GI Bill individuals in certain length-of-service categories who, commencing on or after September 11, 2001, serve on active duty in the Armed Forces. Establishes the duration of such assistance (in most cases 36 months) and assistance amounts. Requires programs of education pursued with such assistance to be approved by the Secretary of Veterans Affairs. Allows for the pursuit of an approved program of education while on active duty. Allows, under such assistance, for the pursuit of: (1) programs on less than a half-time basis; (2) apprenticeship or other on-job training; (3) correspondence courses; (4) flight training; (5) tutorial assistance; and (6) licensure and certification tests. Makes individuals entitled to assistance under this Act also eligible for supplemental educational assistance for additional active duty service. Requires the Secretary to carry out a program, to be known as the "Yellow Ribbon G.I. Education Enhancement Program," under which colleges and universities may enter into an agreement with the Secretary to cover, for certain individuals, a portion of established charges not otherwise covered and match contributions toward such costs. Requires educational assistance under this Act to be used within 15 years of the individual's discharge or release from active duty (with exceptions). Allows individuals currently under the Montgomery GI Bill educational assistance program to elect to participate in the post-9/11 educational assistance program with respect to any unused entitlement.

United States Army Commemorative Coin Act of 2008 - Instructs the Secretary of the Treasury to mint and issue $5 gold coins, $1 silver coins, and half dollar clad coins as numismatic items emblematic of the traditions, history, and heritage of the U.S. Army, and its role in American society from the Colonial period to today. Requires the design for such coins to contain motifs that honor specifically the American soldier of both today and yesterday, in wartime and in peace, consistent with the traditions and heritage of the U.S. Army, the mission and goals of the National Museum of the U.S. Army, and the missions and goals of the Army Historical Foundation. Restricts coin issuance to the one-year period beginning on January 1, 2011. Requires all surcharges from coin sales to be promptly paid by the Secretary to the Foundation to help finance the National Museum of the U.S. Army.

Smuggled Tobacco Prevention Act of 2008 - Amends the Internal Revenue Code to require manufacturers and importers of tobacco products to legibly print a unique serial number on all packages of tobacco products manufactured or imported for sale or distribution. Imposes marking requirements for exports of tobacco products. Authorizes the Secretary of the Treasury to require additional secure methods of identification or marking of tobacco products. Requires the Secretary to prescribe a system of tobacco tax stamps, meter impressions, or other tax-payment indicia for tobacco products. Requires tobacco products sold on Indian reservations to be visibly and prominently labeled as such. Prohibits the export of tobacco products without the posting of a bond with the Secretary. Extends permit, recordkeeping, and reporting requirements to wholesalers of tobacco products. Establishes new criminal offenses relating to the distribution of tobacco products. Increases the civil penalty for tobacco-related infractions from $1,000 to $10,000. Amends the federal criminal code to: (1) extend criminal penalties for contraband cigarettes to tobacco products (i.e., cigars, cigarettes, smokeless tobacco, pipe tobacco, and roll-your-own tobacco) and define "contraband tobacco product" for purposes of such penalties; (2) establish new unlawful acts relating to tobacco products and machines used to manufacture or package tobacco products; and (3) establish whistleblower protections for employees who provide information about violations relating to contraband tobacco.
