Public Safety and Recreational Firearms Use Protection Act - Amends the Federal criminal code to prohibit the manufacture, transfer, or possession of a semiautomatic assault weapon as defined or listed under this Act. Sets penalties for violations and for use or possession of such a weapon during a crime of violence or drug trafficking crime. Requires the serial number of any such weapon manufactured after enactment of this Act to clearly show the date on which the weapon was manufactured. Makes such provisions inapplicable to: (1) the transfer or possession of any firearm lawfully possessed before the effective date of this Act; (2) certain hunting and sporting firearms; (3) the United States or a department or agency of the United States, or a State or department, agency, or political subdivision of a State; and (4) the manufacture, transfer, or possession of a firearm by a licensed manufacturer or importer for purposes of testing or experimentation authorized by the Secretary of the Treasury. Prohibits: (1) the sale, shipment, or delivery of an assault weapon to a person who does not fill out a form 4473 (prescribed by the Secretary) in connection with the purchase of an assault weapon; and (2) the purchase, possession, or acceptance of delivery of such weapon by a person who has not completed such form. Sets forth: (1) additional recordkeeping requirements; and (2) penalties for violations. Prohibits the transfer or possession of a large capacity ammunition feeding device, with exceptions. Treats such devices as firearms. Sets penalties for violations. Requires any such device manufactured after the date of this Act's enactment to be identified by a serial number that clearly shows that the device was manufactured or imported after the effective date of this Act. Directs the Attorney General to: (1) investigate and study the effect of this Act and determine its impact, if any, on violent and drug trafficking crime; and (2) report to the Congress. Itemizes firearms under various categories as an appendix to Federal firearms provisions.

Economic Development Reauthorization Act of 1994 - Amends the Public Works and Economic Development Act of 1965 to reenact such Act as the Economic Development Financing Act of 1994 (the Act). Prohibits any more than 15 percent of the total appropriations made for grants to States for public works and development facilities from being expended in any one State unless the Secretary of Commerce determines such expenditure is necessary due to the occurence of a major natural disaster. Authorizes appropriations for public works and development facilities grants for FY 1994 and 1995. Allows for the use of funds for: (1) projects constructed under projected costs; and (2) projects for which the purpose or scope is changed after the grants are made if approved by the Secretary. Allows the Secretary to make public works and development facility loans to States, Indian tribes, or any private or public nonprofit organization or association if, among other conditions, the area for the proposed loan has an approved investment strategy (currently, an approved economic development program) for the funds provided. Allows the Secretary to assist in financing and industrial or commercial activity (currently, only those in a redevelopment area). Allows the Economic Development Revolving Fund established prior to this Act to continue to be available to the Secretary in connection with financial assistance extended under this Act before October 1, 1991. Directs the Secretary to establish an Office of Strategic Economic Development Planning and Policy to support research, evaluation, and demonstration projects, to provide and coordinate policy development, and to disseminate information with respect to economic development planning and policy. Directs the Secretary to establish and conduct a continuing program of study, training, and research into causes of long-term economic deterioration and to make such research available to interested parties. Requires an annual report. Directs the Secretary to: (1) develop and report to the Congress concerning a computerized geographic analysis tool to be used by all Federal departments and agencies and grant recipients to evaluate the success of the continuing programs; (2) establish an independent advisory committee to advise and make recommendations to the Office; and (3) establish a Federal Coordinating Council to provide assistance in the development of a government-wide strategic plan for economic development. Allows for grants and contracts for appropriate demonstration projects. Directs the Secretary to establish the Office of Economic Development Information to serve as a central information clearinghouse on matters relating to economic development and adjustment, industrial retention, disaster recovery, and defense conversion programs and activities of Federal and State governments. Requires the development of information data bases to be used by Federal, state and local agencies, public and private entities, and individuals in applying for assistance under such programs. Requires the establishment of mechanisms for easy access to information compiled and appropriate outreach services. Requires the Secretary to develop and report to the Congress on the use of a general, simplified application form for grant assistance provided under this Act to be used by all Federal departments and agencies. Removes the authority of the Secretary to provide technical assistance to alleviate or prevent conditions of excessive unemployment or underemployment in redevelopment areas. Directs the Secretary, with funds made available under this Act, to conduct during FY 1994 through 1996 a project to demonstrate methods of assisting isolated small businesses to access services provided by Federal, State, and local governments. Requires, as part of such project, the establishment of three business outreach centers. Authorizes appropriations. Requires applicants, in order to be eligible for assistance provided under the Act, to make certain certifications for the area in which the economic development project would be located with respect to unemployment, low incomes, sudden job loss, and related factors. Makes ineffective the designation of a redevelopment area made before the date of enactment of the Act. Requires the applicant to submit an investment strategy which identifies the economic development problems to be addressed using such assistance. Provides for the appointment of an Administrator for Economic Development. Directs the Assistant Secretary for Economic Development to publish and submit to specified congressional committees guidelines for the expeditious processing of applications for assistance under the Act. Requires, at least biennially, evaluations of each university center and economic development district receiving grant assistance under the Act. Authorizes appropriations. Directs the Secretary to ensure that Regional Counsels of the Economic Development Administration report directly to their Regional Director. Directs the Secretary to prescribe regulations and procedures for determining priorities in the awarding of grants for special economic development and adjustment assistance to State and local areas having special needs arising from severe unemployment due to economic dislocation. Authorizes the Secretary to make such assistance available to military bases which are closed or realigned and the communities affected by such closures or realignments. Authorizes appropriations for FY 1994 and 1995 for such projects, with a specific amount set aside for defense conversion activities and for any natural disaster. Authorizes the Secretary to guarantee loans made to private borrowers by private institutions and other lenders for the development of land and facilities for industrial or commercial usage or for the provision of working capital. Directs the Secretary, in order to study the possibility of equity financing, to establish a five-year pilot program under which the Secretary provides grants to eligible entities to purchase nonvoting instruments of private U.S. businesses or nonprofit organizations and associations for the purpose of providing capital for any project relating to industrial or commercial development or working capital for such projects. Establishes the Equity Investment Revolving Fund for grant purposes. Outlines conditions concerning the use of payments. Authorizes appropriations. Requires certain public review and comment with respect to revolving loan fund guidelines. Allows for the sale of financial instruments in the Fund, with proceeds to be used for Fund purposes. Directs the Secretary to establish a multiyear demonstration project under which grants are provided to selected recipients on a matching basis for the purpose of establishing substantially leveraged financing for business development and other innovative economic development efforts. Requires the recipient to establish an investment fund for such purposes. Outlines eligibility requirements (low per capita income, high unemployment rate, and related factors). Outlines grant and demonstration project requirements and limitations. Requires evaluations and reports. Authorizes FY 1995 appropriations. Directs the Secretary to establish and maintain an integrated, comprehensive data base describing all patents, licenses, technologies, processes, and other proprietary rights owned or held by the Federal Government or which originated in the course of federally funded research in which the Government has an interest. Requires the standardization and accessibility of such information. Requires access to the data base by the public (with restrictions such as national security interests) and by the Business Development and Technology Commercialization Corporation (created under this part). Directs the Secretary to review and report to the Congress on current Federal technology transfer efforts and commercialization activities. Establishes the Business Development and Technology Commercialization Corporation to facilitate the transfer and commercialization of Federal patents, licenses, technologies, processes, and other proprietary rights to qualified concerns. Requires such outreach to include the use of a cable television network devoted to marketing efforts for the commercialization of Federal technologies and processes, with promotional fees paid to the Corporation by the Secretary. Directs the Corporation to: (1) provide technical assistance and services upon request; (2) provide specific outreach services to qualified concerns located in areas of chronically depressed economies or high unemployment; and (3) act as an agent of the Government in facilitating the transfers of Federal technologies and processes. Outlines provisions with respect to the rights of the Government and qualified concerns receiving such technologies and processes, the financing of the Corporation, Corporation consultation with regard to their activities, Comptroller General audits, and jurisdiction when the Corporation is a party to a civil action. Directs the Corporation to act as a one-step clearinghouse for information to assist qualified concerns to identify sources of business development and technology commercialization financing available through the Federal Government, State and local governments, and private sources. Allows the Corporation to charge fees for technical assistance and services.

Humanitarian Aid Corridor Act - Prohibits foreign assistance funds from being used to provide assistance to any country for any portion of a fiscal year during which the country prohibits or restricts the transport or delivery of U.S. humanitarian assistance to any other country. Makes such prohibition inapplicable if the President determines and notifies the Congress that providing assistance: (1) is in the national interest; or (2) will benefit directly non-military personnel who are in immediate danger resulting from a natural or manmade disaster (provided that such assistance is humanitarian assistance distributed directly to such personnel or through international relief organizations).

United States Botanic Garden Commemorative Coin Act of 1995 - Directs the Secretary of the Treasury to: (1) issue one-dollar silver coins to commemorate the 175th anniversary of the founding of the United States Botanic Garden; and (2) pay all surcharges received from such coin sales to the National Fund for the United States Botanic Garden.

Neighborhood Crime Fighters Housing Assistance Act - Amends the United States Housing Act of 1937 to provide public housing rental assistance on behalf of a family that has provided law enforcement assistance and is likely to be subject to retaliatory violence. Amends the Housing and Community Development Act of 1974 to set aside funds for such program.

Calls for the United States, at the International Conference on Population and Development, to: (1) place the highest priority on the success of the Conference by actively participating, particularly through the President's personal participation; (2) propose or support an initiative concerning the financing of global cooperation on efforts to slow rapid population growth that takes into account the costs of slowing growth and the basic development goals of developing countries and that increases accountability for the use of funds provided for family planning purposes; (3) seek to initiate a process of regular high-level intergovernmental consultations on the issues under consideration at the Conference and establish improved organizational and procedural means to implement its objectives; (4) support the effective implementation of a global action plan to raise the economic, educational, and leadership status of women and programs that provide maternal and child health care, education, and training for women and voluntary family planning; and (5) promote public participation, especially by women, at all levels of formulation and implementation of family planning and sustainable development policy and programs.

Safe Public Housing Act - Amends the United States Housing Act of 1937 to: (1) prohibit a resident of a covered public housing development that has decided by referendum to prohibit firearms from possessing such a weapon; and (2) require a resident to register any firearm with the public housing agency (PHA) if the public housing development has so required by referendum. Sets forth referendum and related provisions. Provides for expedited termination of tenancy for firearms violations. Amends criminal law to prohibit firearms possession in a covered housing development by a nonresident (with exceptions for law enforcement and other authorized persons). Amends the Anti-Drug Abuse Act of 1988 to make PHA firearms limitation activities eligible for drug elimination grants.

TABLE OF CONTENTS: Title I: Enhanced Program Flexibility Title II: Technical and Other Amendments Public and Indian Housing Amendments of 1994 - Title I: Enhanced Program Flexibility - Amends the United States Housing Act of 1937 with respect to the severely distressed public housing program to: (1) repeal the designation of eligible projects requirement; (2) increase maximum planning grant amounts; (3) revise eligible grant activities; (4) require implementation grantees to carry out related community service activities; (5) permit grants to be used for demolition or disposition activities or for job training and youth services; (6) set forth replacement unit requirements; and (7) administer the program through block grant funding. (Sec. 102) Restructures current annual contributions for lower income housing projects as a grant program. Provides public housing agencies (PHAs) with maximum project design flexibility and savings incentives. (Sec. 103) Amends the Cranston-Gonzalez National Affordable Housing Act to extend the authorization of appropriations for the HOPE home ownership programs. (Sec. 104) Amends the United States Housing Act of 1937 to exclude certain health insurance payments and earned income from housing eligibility and rent determinations. (Sec. 106) Increases the project assistance ceiling for resident management technical assistance and training. Title II: Technical and Other Amendments - Applies specified public housing provisions under the United States Housing Act of 1937 and the Housing and Community Development Act of 1992 to Indian public housing. (Sec. 207) Amends the United States Housing Act of 1937 to apply labor standards to specified housing construction projects. (Sec. 211) Revises the PHA payment in lieu of taxes requirement.

TABLE OF CONTENTS: Title I: Interstate Banking and Branching Title II: CRA Evaluations Interstate Banking Efficiency Act of 1994 - Title I: Interstate Banking and Branching - Amends the Bank Holding Company Act of 1956 to prescribe guidelines under which the Federal Reserve Board may approve applications by bank holding companies to acquire voting shares or interests in additional insured depository institutions or banking holding companies located in any State (State law to the contrary notwithstanding). Amends Federal banking law to prescribe guidelines under which the Comptroller of the Currency may approve applications by adequately capitalized and adequately managed national banks to acquire and operate interstate branches. Authorizes the States, by a specified deadline, to: (1) either permit or prohibit interstate branching by national or State banks; and (2) set conditions upon such branching. Amends the Federal Deposit Insurance Act (FDIA) to: (1) prohibit a State nonmember insured bank from establishing and operating any new domestic branch or foreign branch without the prior written consent of the Federal Deposit Insurance Corporation (FDIC); and (2) set forth parameters within which adequately managed insured State banks may engage in interstate branching. Permits the States to coordinate their bank examination and regulatory activities. Amends the International Banking Act of 1978 to prescribe guidelines under which foreign banks may establish interstate banking operations. Amends the FDIA to authorize the interstate consolidation or merger of bank holding company subsidiary banks, subject to prescribed guidelines. Conditions approval of such consolidation upon submission by the applicant of a plan for meeting the credit needs of the local communities served by the merger. Requires Federal banking regulatory agencies to prescribe regulations which: (1) prohibit any person from engaging in interstate branching primarily for the purpose of deposit production; (2) include guidelines to ensure that each interstate branch meets the credit needs of its local community and market area; and (3) restrict the ratio of out-of-State loans by interstate branches. Title II: CRA Evaluations - Amends the Community Reinvestment Act of 1977 to require the appropriate Federal financial supervisory agency to prepare written State-by-State evaluations of the performance records of financial institutions with interstate branches.

(Sec. 163) Amends the Housing and Community Development Act of 1987 to authorize appropriations for low-income housing preservation, with set-asides for grants and technical assistance and capacity building. Title II: Home Investment Partnerships - Amends the Cranston - Gonzalez National Affordable Housing Act with regard to the home investment partnerships program to: (1) authorize appropriations; (2) make State agencies eligible participants; (3) revise income targeting, resale, and matching provisions; (4) eliminate the first-time homebuyer requirement; and (5) permit the use of community development block grant (CDBG) funds for certain program expenses. Requires a GAO study of HOME program funds. Title III: Supportive Housing Programs - Amends the Housing and Community Development Act of 1992 to authorize appropriations for supportive housing for the elderly and for persons with disabilities. (Sec. 302) Amends the Cranston-Gonzalez National Affordable Housing Act to set aside funds for the elder cottage housing demonstration program. (Sec. 303) Authorizes appropriations for the revised congregate services program. (Sec. 304) Authorizes appropriations for the elderly independence demonstration program. (Sec. 305) Authorizes appropriations for the housing opportunities for persons with AIDS program. Makes program revisions, including making certain non-profit organizations eligible participants. (Sec. 306) Amends the United States Housing Act of 1937 to authorize appropriations for service coordinators. Title IV: Mortgage Insurance and Secondary Mortgage Market - Subtitle A: Mortgage Insurance and Loan Guarantee Programs - Amends the National Housing Act to authorize the Secretary of Housing and Urban Development (Secretary) to enter into (limited) commitments to insure mortgages. Title VI: Terrorist Aliens - Amends the Act to establish procedures for the removal of alien terrorists, including a special court to hear such cases. (Sec. 602) Makes membership in a terrorist organization a basis for U.S. exclusion. Title VII: Inspections - Directs the Attorney General to establish: (1) specified numbers of preinspection stations at foreign airports identified as last departure points for the greatest numbers of U.S.-arriving passengers and at those with the greatest numbers of U.S.-arriving undocumented aliens; and (2) an air carrier consultant program. (Sec. 702) Provides for the training of airline personnel in fraudulent document detection. (Sec. 703) Amends Federal law to increase specified passport and visa penalties. Title VIII: Asylum - Amends the Act to revise asylum procedures. (Sec. 802) Sets forth mandatory and discretionary conditions for granting provisional asylum.

Disability Insurance Reform Act of 1994 - Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to prohibit the payment of benefits based on disability to any individual who is a drug addict or alcoholic until such individual: (1) undergoes appropriate substance abuse treatment at an approved facility; (2) has complied with the terms of such treatment; and (3) either recovers or makes progress towards recovery, with benefits terminated if the individual fails to continue treatment. Requires lump sum disability payments to be made only through a qualified governmental or nonprofit care facility or community-based social service agency representative payees. Makes other changes with regard to representative payees, including allowing them to collect monthly fees for expenses in providing service. Requires the Secretary of Health and Human Services to provide for a monitoring and testing program to ensure individual compliance with treatment requirements.

HOME Investment Partnerships Act Amendments of 1994 - Amends the Cranston - Gonzalez National Affordable Housing Act to provide for State agency participation in the HOME investment partnership program (program). Eliminates the program's first-time homebuyer requirement. Requires HOME investment trust funds and specified homeless assistance programs to comply with current housing affordability strategy. Revises program matching requirements. Eliminates the program's independent audit requirement and revises environmental review provisions. Amends the Housing and Community Development Act of 1974 to: (1) permit the use of community development block grant (CDBG) funds for program administrative costs; and (2) suspend certain CDBG requirements for disaster areas. Amends the Cranston-Gonzalez National Affordable Housing Act to reduce matching grant requirements under the HOPE for homeownership of single family homes program.

Congressional Pay Reform Act of 1994 - Amends the Legislative Reorganization Act of 1946 to eliminate automatic pay adjustments for Members of Congress. Requires the annual rate of pay for Members to be the rate payable as of the enactment of this Act, until such rate is adjusted under provisions of the Federal Salary Act of 1967.

Amends the Federal criminal code to authorize prosecution as an adult of a juvenile who was 13 years old or older and in possession of a firearm at the time he or she committed one of the following offenses: (1) assault with intent to commit murder, to commit any felony except murder, or to do bodily harm without just cause or excuse; (2) murder, an attempt to commit murder, or manslaughter; (3) taking from the person or presence of another anything of value by force, violence, or intimidation; (4) bank robbery and certain incidental crimes; or (5) an aggravated sexual abuse by force or threat or by other specified means. Prohibits the juvenile from being incarcerated in an adult prison. Entitles the juvenile to petition for resentencing when he or she reaches 16. Requires the U.S. Sentencing Commission to promulgate or amend existing guidelines, if necessary, to permit sentencing adjustments that provide for supervised releases for defendants who have clearly demonstrated an exceptional degree of responsibility for the offense and a willingness and ability to refrain from future criminal conduct.

TABLE OF CONTENTS: Title I: Consolidation of Information on Technologies Title II: Technology Transfer and Commercialization Financing Corporation Title III: Commercialization Financing Title IV: Alternative Minimum Tax on Corporations Importing Products Into the United States Title V: Miscellaneous Provisions Federal Technology Commercialization and Credit Enhancement Act of 1993 - Title I: Consolidation of Information on Technologies - Directs the Secretary of Commerce to establish a standardized, accessible data base describing all patents, licenses, technologies, and processes owned in whole or in part by the Federal Government. Provides for data base access by: (1) the Technology Transfer and Commercialization Financing Corporation (established by this Act); and (2) the public. Directs the Secretary to review current Federal technology transfer efforts. Title II: Technology Transfer and Commercialization Financing Corporation - Establishes a public/private Technology Transfer and Commercialization Financing Corporation (Corporation) to foster U.S. economic growth by providing credit for businesses and facilitating the transfer and commercialization of federally owned or developed patents, licenses, processes, and technologies. Title III: Commercialization Financing - Establishes in the Treasury the Technology Transfer Investment Fund. Authorizes appropriations. Directs the Corporation to provide outreach activities to areas that: (1) have a depressed economy or chronically high unemployment; (2) have been adversely affected by the North American Free Trade Agreement; or (3) are designated as Federal empowerment zones or enterprise communities. Title IV: Alternative Minimum Tax on Corporation's Importing Products into the United States - Amends the Internal Revenue Code to impose an alternative minimum tax on certain corporations importing products into the United States. Title V: Miscellaneous Provisions - Sets forth effective date and separability provisions.

Prohibits the shipment in interstate or foreign commerce of steel jaw leghold traps and of articles of fur derived from animals trapped in such traps. Prescribes criminal penalties for violations of this Act. Directs the Secretary of the Interior to reward nongovernment informers for information leading to a conviction under this Act. Empowers enforcement officials to detain, search, and seize suspected merchandise or documents and to make arrests with and without warrants. Subjects seized merchandise to forfeiture.

Great Falls Preservation and Redevelopment Act of 1993 - Establishes the Great Falls Historic District in Paterson, New Jersey, to be administered by the Secretary of the Interior. Authorizes the Secretary to enter into cooperative agreements with: (1) nonprofit entities for the purchase of property or easements, emergency stabilization, and the establishment of a coordinated fund to carry out this Act; (2) property owners for the preservation and interpretation of properties of historical or cultural significance; and (3) the State of New Jersey for rescue, firefighting, and law enforcement services in the District. Authorizes appropriations.

TABLE OF CONTENTS: Title I: AFDC Transition and Work Program Title II: Paternity Establishment Title III: Expansion of Statutory Flexibility of States Title IV: Expansion of State and Local Flexibility Title V: Child Support Enforcement Title VI: Welfare Restrictions for Aliens Title VII: Controlling Welfare Costs Title VIII: Consolidated Block Grant to States for Food Assistance Title IX: Miscellaneous Responsibility and Empowerment Support Program Providing Employment, Child Care, and Training Act - Title I: AFDC Transition and Work Program - Amends part F (Job Opportunities and Basic Skills Training Program) (JOBS) of title IV of the Social Security Act (SSA) to give the JOBS program the new purpose of assuring that needy families with children obtain not only the education and training needed to prepare them for a life without welfare, but the work experience as well. (Sec. 101) Requires State JOBS programs to include a transition component and a work supplementation component that: (1) are each allowed to include any State work experience program approved by the Secretary; and (2) with respect to the first component, must include the State's job search program, and, with respect to the second component, may include the State's work supplementation or community work experience program. Amends part A (Aid to Families with Dependent Children) (AFDC) of SSA title IV to revise State AFDC plan participation requirements to incorporate participation in the two JOBS program components above under specified guidelines as a requirement for qualified individuals to receive AFDC. Imposes sanctions for a qualified individual's failure to participate in the JOBS program as required under such guidelines, which include a reduction in AFDC benefits and eventual benefit termination for repeated failures. Revises the exemptions from JOBS program participation requirements. Extends to all States the option to limit AFDC-UP. Increases State JOBS program and work program participation rates with regard to, respectively, AFDC-eligible individuals and unemployed parents. Provides for additional payments to States for JOBS programs. (Sec. 102) Amends community work experience and work supplementation program provisions. Title II: Paternity Establishment - Amends SSA title IV part A to: (1) provide for denial or reduction of AFDC for children whose paternity is not established; and (2) require unmarried individuals under 19 who are eligible for AFDC and are pregnant or with dependent children under their care to reside at home in order to receive AFDC. (Sec. 203) Amends SSA title IV part D (Child Support and Establishment of Paternity) to require earlier specified paternity establishment efforts by States. Expresses the encouragement of the Congress for States to develop procedures in public hospitals and clinics to facilitate the acknowledgment of paternity. (Sec. 204) Increases the paternity establishment percentage. Title III: Expansion of Statutory Flexibility of States - Amends SSA title IV part A to give States the option to: (1) convert AFDC into a block grant program; (2) exempt themselves from otherwise mandatory denial of AFDC where either parent is a minor; (3) treat families moving interstate who apply for AFDC in their new State of residence (where they have resided for less than on year) under the AFDC rules of their former State of residence; (4) reduce AFDC for parents under 21 who have dropped out of school and dependent children who, without good cause, do not maintain minimum school attendance; (5) exempt themselves from otherwise mandatory denial of AFDC for additional children; (6) modify certain AFDC income disregard rules; (7) provide for a married couple transitional benefit in cases where an AFDC recipient marries an individual who is not a parent of the recipient's child, and the resulting family would become ineligible for AFDC by reason of the marriage; (8) disregard certain savings and income of a family on AFDC designated for education, training, employability, home purchase, or residence change in determining eligibility for AFDC; and (9) condition the receipt of AFDC on the recipient's attendance at parenting and money management classes and prior approval of any action requiring a change in the educational institution attended by the recipient's dependent child. Title IV: Expansion of State and Local Flexibility -Establishes an Interagency Waiver Request Board in order to provide a focal point within the Federal Government for the development and coordination of waiver requests to improve opportunities for low-income individuals and families. (Sec. 402) Prescribes contents of applications to implement Federal assistance plans, as well as the review, approval, implementation, and evaluation processes. (Sec. 405) Requires any entity applying for plan approval to establish a Public Private Partnership Committee to advise it on plan development and implementation. Title V: Child Support Enforcement - Provides for a national system for employee reporting of any child support owed, the obligee involved, and other specified related information on W-4 forms for employer withholding and distribution of support owed, and reporting of related information to the State involved for availability to other States through the Interstate Locate Network established under this title. (Sec. 502) Makes various changes with regard to State child support order registries, the Parent Locater Service, regulations for sharing child support information, withholding orders, and noncustodial parents with child support arrearages who are receiving certain public welfare assistance. Title VI: Welfare Restrictions for Aliens - Makes aliens (except refugees, permanent residents, and certain current residents) ineligible for various specified types of public welfare assistance, including non-emergency related assistance under Medicaid, food stamps, and job training assistance. (Sec. 602) Amends part A (Aid to Families with Dependent Children) (AFDC) of title IV of the Social Security Act (SSA) to require State AFDC agencies to provide information on illegal aliens to the Immigration and Naturalization Service. Title VII: Controlling Welfare Costs - Amends the Congressional Budget Act of 1974, the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act), and other Federal law to establish various specified measures for controlling welfare costs, including Federal spending caps. Title VIII: Consolidated Block Grant to States for Food Assistance - Repeals the Food Stamp Act of 1977, National School Lunch Act, Commodity Distribution Reform Act and WIC Amendments of 1987, and other specified Federal laws and replaces them with a: (1) State food assistance block grant program to provide food assistance to economically disadvantaged individuals and families (eligible populations); and (2) new food coupon program. Authorizes appropriations. (Sec. 803) Grants the Secretary of Agriculture and the Commodity Credit Corporation the authority to sell surplus commodities and foodstuffs to the States to provide food assistance to eligible populations. Title IX: Miscellaneous - Amends SSA title IV part A to require AFDC applicants and recipients to undergo any necessary substance abuse treatment as a condition of receiving AFDC. (Sec. 902) Amends SSA title XVI (Supplemental Security Income) (SSI) to: (1) make ineligible for SSI benefits individuals receiving SSI on the basis of a disability resulting from illegal drug addiction who continue to use illegal drugs or refuse to be tested for them; and (2) make representative payee changes. (Sec. 903) Directs the Secretary of Health and Human Services to: (1) conduct research projects to evaluate the impact of education and training programs on the ability of individuals to end participation in the AFDC program; (2) conduct demonstration projects and report to the Congress on whether providing benefits based on need through the use of electronic cards and automatic teller machines would reduce administrative costs and fraud; and (3) establish a commission to determine the cost and feasibility of creating an interstate system to compare the social security numbers of all AFDC recipients in order to identify those recipients receiving AFDC from multiple States. (Sec. 904) Amends SSA to require State AFDC applicants to participate in job search activities while the application is pending, unless a State by law exempts itself from this requirement. (Sec. 906) Public Housing Rent Reform and Empowerment Act - Amends the United States Housing Act of 1937 with regard to the determination of income and rent charges. Authorizes the Secretary of Housing and Urban Development to allow, upon request, under certain circumstances, a public housing agency or resident management corporation to carry out a demonstration program to determine the feasibility and desirability of providing such entities with the authority to establish policies for agency-administered public housing projects, without regard to the public housing requirements of the United States Housing Act of 1937. (Sec. 907) Amends SSA title IV part A to deny AFDC for certain children who have not received appropriate medical examinations and immunizations. Amends the Child Care and Development Block Grant Act with regard to childhood immunizations. Requires the Surgeon General to issue and periodically revise recommendations for the immunization of children under age six.

TABLE OF CONTENTS: Title I: Smuggling and Fraud Title II: Asylum Title III: Inspections Title IV: Authorization of Appropriations for the Immigration and Naturalization Service Immigration Enforcement and Asylum Reform Act of 1993 - Title I: Smuggling and Fraud - Amends the Immigration and Nationality Act to provide procedures for expedited exclusion of aliens who arrive without proper documentation or who are determined by a special asylum officer not to have a proper claim of asylum (based upon a credible fear of prosecution). Limits judicial review to habeas corpus. Creates a separate offense and penalty for an alien smuggler who seriously injures or jeopardizes the life of an alien. Extends penalties to persons who contract to bring illegal labor. Treats smuggling as an aggravated felony. Expands Immigration and Naturalization Service (INS) forfeiture authority to include any real or personal property used or intended to be used to smuggle aliens, or that constitutes, is derived from, or traceable to such activities. Exempts property used without the owner's consent or knowledge, or not to his or her benefit. Amends Federal law to authorize INS wiretaps for alien smuggling investigations. Brings alien smuggling operations under the purview of the Racketeer Influenced and Corrupt Organizations (RICO) provisions. Title II: Asylum - Revises asylum procedures. Sets forth mandatory and discretionary conditions for granting provisional asylum. States that asylum applications shall be determined by specially trained asylum officers. Terminates an alien's claim for failure to appear at the application provisional asylum hearing. Title III: Inspections - Directs the Attorney General to: (1) establish specified numbers of preinspection stations at foreign airports identified as last departure points for the greatest numbers of U.S.-arriving passengers and at those with the greatest numbers of U.S.-arriving undocumented aliens (and to assign additional immigration officers at such airports without preinspection stations); and (2) establish an expedited inspection process for U.S. citizens returning by air from abroad. Revises the pilot visa waiver program to: (1) make it permanent; (2) repeal certain paperwork requirements; (3) subject participants to exclusion or deportation without appeal (except for an asylum claim); and (4) require carriers to distribute program information to passengers. Provides for the training of airline personnel in detection of fraudulent documents. Authorizes the Attorney General to reduce, refund, or waive the fine for bringing illegal aliens into the United States if: (1) a carrier followed prescribed screening procedures; or (2) other justifiable circumstances exist. Title IV: Authorization of Appropriations for the Immigration and Naturalization Service - Authorizes appropriations for the Border Patrol.
