International Violence Against Women Act of 2022 This bill requires a U.S. global strategy to prevent and respond to violence against women and girls. The bill establishes in the Department of State an Office of Global Women's Issues, which shall be headed by an Ambassador-at-Large for Global Women's Issues. The Ambassador-at-Large shall (1) coordinate U.S. government efforts regarding gender equality and the advancement of women and girls in foreign policy, and (2) develop or update periodically a U.S. global strategy to prevent and respond to gender-based violence. The bill establishes in the U.S. Agency for International Development the position of Senior Coordinator for Gender Equality and Women's Empowerment who shall coordinate policies, programs, and funding regarding gender equality and women's empowerment.

Coastal Communities Ocean Acidification Act of 2022 This bill directs the National Oceanic and Atmospheric Administration (NOAA) to collaborate with state, local, and tribal entities that are conducting or have completed community vulnerability assessments, research planning, climate action plans, or other similar activities related to ocean acidification and coastal acidification and their impacts of ocean acidification on coastal communities. NOAA must (1) support collaborative interagency relationships and information at the state, local , and tribal level; and (2) assist state, local, and tribal entities in improving existing systems and programs to better address ocean acidification and coastal acidification and identify whether such activities can be used as a model for other communities.

Dr. Joanne Smith Memorial Rehabilitation Innovation Centers Act of 2022 This bill directs the Centers for Medicare & Medicaid Services (CMS) to publish and biennially update a list of all rehabilitation innovation centers. The bill defines rehabilitation innovation centers as rehabilitation facilities that (1) hold specified federal research and training designations for traumatic brain injury or spinal cord injury research, and (2) serve at least a certain number of Medicare patients. The CMS may waive such criteria as it deems appropriate.

Keep Americans Safe Act This bill establishes a new criminal offense for the import, sale, manufacture, transfer, or possession of a large capacity ammunition feeding device (LCAFD). The bill does not prohibit certain conduct with respect to an LCAFD, including the following: importation, sale, manufacture, transfer, or possession related to certain law enforcement efforts, or authorized tests or experiments; importation, sale, transfer, or possession related to securing nuclear materials; and possession by a retired law enforcement officer. The bill permits continued possession of, but prohibits sale or transfer of, a grandfathered LCAFD. Newly manufactured LCAFDs must display serial number identification and the date of manufacture. Additionally, the bill allows a state or local government to use Edward Byrne Memorial Justice Assistance Grant Program funds to compensate individuals who surrender an LCAFD under a buy-back program.

Humane Retirement Act This bill requires animal care committees at certain federal agencies conducting biomedical or behavioral research to make reasonable efforts to find parties to adopt dogs, cats, rabbits, and guinea pigs that have been retired from research. Prior to euthanizing, the animal care committee must assess the temperament of any such animal to determine whether it is suitable for adoption and, if so, make reasonable efforts to arrange for an adoption.

The Jackie Walorski Maternal and Child Home Visiting Reauthorization Act of 2022 This bill reauthorizes through FY2027, increases funding for, and modifies the Maternal, Infant, and Early Childhood Home Visiting Program. This program supports home visits for expectant and new parents who live in communities that are at-risk for poor maternal and child health outcomes. Changes to the program include setting out requirements for allocating program funds; increasing the percentage of funds reserved for tribal entities; establishing a publicly available dashboard that reports program outcomes; requiring activities to reduce unnecessary data collection, reporting, and other administrative requirements of the program; and allowing for virtual home visits (provided certain conditions are met).

Improving Care and Access to Nurses Act or the I CAN Act This bill allows other health care providers besides physicians (e.g., nurses) to provide certain services under Medicare and Medicaid. Among other changes, the bill (1) allows a nurse practitioner or physician assistant to fulfill documentation requirements for Medicare coverage of special shoes for diabetic individuals; (2) expedites the ability of physician assistants, nurse practitioners, and clinical nurse specialists to supervise Medicare cardiac, intensive cardiac, and pulmonary rehabilitation programs; and (3) allows nurse practitioners to certify the need for inpatient hospital services under Medicare and Medicaid.
