No Surprise Bills for New Moms Act This bill amends health care plan provisions of the Public Health Service Act, the Employee Retirement Income Security Act of 1974 (ERISA), and the Internal Revenue Code to provide for enrollment of newborns in a health care plan for the first 30-day period after the newborn's date of birth and establish a uniform 60-day enrollment period thereafter. It would also require all health plans and insurers to notify parents of newborns if they receive a bill for a newborn who is not enrolled in a health insurance plan.

FEMA Assistance Relief Act of 2020 This bill modifies the federal cost share of certain emergency assistance relating to COVID-19 (i.e., coronavirus disease 2019). Specifically, the bill provides for (1) a 100% federal cost share of assistance provided under the emergency declaration issued by the President on March 13, 2020, relating to COVID-19 and any subsequent major disaster declaration that supersedes it; and (2) at least a 90% federal cost share of assistance provided for any emergency or major disaster declared by the President from January 1-December 31, 2020. With respect to the emergency declaration issued on March 13, 2020, the President may provide assistance for activities, costs, and purchases of states or local governments or the owners or operators of eligible private nonprofits, including, among other things backfill costs for first responders and other essential employees who are ill or quarantined; increased operating costs for essential government services due to such emergency; costs associated with maintaining alternate care facilities or related facilities currently inactive but related to future needs tied to the ongoing pandemic event; personal protective equipment and other critical supplies and services for first responders and other essential employees; and costs of procuring and distributing food to individuals affected by the pandemic through networks established by state, local, or tribal governments or other organizations.

I Am Vanessa Guillen Act of 2020 This bill addresses the response of the Department of Defense to sex-related offenses committed against members of the Armed Forces, including allowing a member to confidentially allege a complaint of sexual harassment to an individual outside the immediate chain of command of that member.

This resolution supports the announcements of (1) the establishment of full diplomatic relations between Israel and the United Arab Emirates and between Israel and Bahrain, and (2) the suspension of Israeli actions to apply sovereignty in parts of the West Bank. Further, it calls on each of these countries to encourage greater people-to-people normalization, and it calls on other Arab and Muslim countries to establish full relations with Israel. It also reaffirms the House of Representatives' support for a negotiated, two-state solution to the Israeli-Palestinian conflict.

National Women's Hall of Fame Commemorative Coin Act of 2020 This bill directs the Department of the Treasury to mint and issue $5 gold coins, $1 silver coins, half-dollar clad coins, and proof silver $1 coins in recognition and celebration of the National Women's Hall of Fame in Seneca Falls, New York. All minted coins shall include a specified surcharge, which shall be paid to the National Women's Hall of Fame Foundation to establish an endowment fund to provide for the long-term financing of the hall's operations.

COVID Community Care Act This bill provides FY2020 supplemental funding for the Department of Health and Human Services and the Indian Health Service to implement programs to prevent and respond to COVID-19 (i.e., coronavirus disease 2019) in medically underserved areas and among tribal populations, respectively. The bill designates the funding as emergency spending, which is exempt from discretionary spending limits.

Save our Social Security Now Act This bill prohibits the Department of the Treasury from implementing the Internal Revenue Service Notice entitled Relief with Respect to Employment Tax Deadlines Applicable to Employers Affected by the Ongoing Coronavirus (COVID-19) Disease 2019 Pandemic and renders such notice null and void.. The notice requires Treasury to defer the withholding, deposit, and payment of certain payroll tax obligations for a specified period.

This joint resolution expresses congressional disapproval of the Internal Revenue Service rule relating to Relief with Respect to Employment Tax Deadlines Applicable to Employers Affected by the Ongoing Coronavirus (COVID-19) Disease 2019 Pandemic . The rule requires the deferral of the payment of employment taxes on wages between September 1, 2020, and December 31, 2020.

Increase Federal Disaster Cost Share Act of 2020 This bill increases the federal cost share from 75% to 90% for any federal disaster declaration beginning on January 20, 2020, and ending on December 31, 2020.

Addressing COVID-19 Health Disparities Act This bill requires the Agency for Healthcare Research and Quality (AHRQ) to research the U.S. health care system's response to COVID-19 (i.e., coronavirus disease 2019), including by identifying health care-related factors that contribute to racial and ethnic disparities in COVID-19 outcomes and strategies to mitigate those factors. In addition, AHRQ must develop vaccine protocols and strategies in consultation with leaders from populations disproportionately affected by COVID-19 to ensure that such groups have timely access to vaccines.

Delivering for America Act This bill prohibits the U.S. Postal Service (USPS) from making changes to operations or levels of service from those that were in effect on January 1, 2020. Specifically, the USPS may not, during the period beginning on enactment of this bill and ending on the last day of the COVID-19 (i.e., coronavirus disease 2019) public health emergency or January 1, 2021, whichever is later, implement or approve any change to the operations or the level of service that would impede prompt, reliable, and efficient services, including changes in the nature of services that will generally affect service on a nationwide basis; revisions of service standards; closures or consolidations of post offices or reduction of facility hours; prohibitions on payment of overtime pay to USPS officers or employees; changes that would prevent the USPS from meeting its service standards or that would reduce measurements of performance concerning those standards; changes that would have the effect of delaying mail, allowing non-delivery to a delivery route, or increasing the volume of undelivered mail.

Maternal Health Pandemic Response Act of 2020 This bill addresses maternal health during the COVID-19 (i.e., coronavirus disease 2019) emergency by supporting data collection, development of COVID-19 therapeutics and workplace protections, and other activities. Specifically, the Department of Health and Human Services must issue guidance for states and local health departments on collecting data on pregnancy and postpartum status in conjunction with COVID-19 tests. In addition, the bill provides funds for the Centers for Disease Control and Prevention (CDC) to expand particular maternal health surveillance programs. The CDC and the Centers for Medicare & Medicaid Services must also publish pregnancy and postpartum data related to COVID-19, and the CDC and the Indian Health Service must consult with tribes about collecting this data for tribal populations. Additionally, the National Institutes of Health (NIH) and the Food and Drug Administration must collect information about the effects of COVID-19 therapeutics on pregnant and postpartum individuals. The NIH must also ensure that at least one vaccine will be suitable for that population and must support related research. In addition, the Department of Labor must implement an emergency temporary standard to protect employees from workplace exposures to the virus that causes COVID-19 that specifically addresses pregnant and postpartum individuals. Certain regulatory requirements shall not apply in developing this standard. The CDC must also carry out an education campaign about pregnancy and COVID-19 and must establish a task force that addresses maternity care during the COVID-19 emergency. Furthermore, the Government Accountability Office must report on maternal health and public health emergency preparedness.

Smithsonian and National Gallery of Art Collections Space Authorization Act This bill authorizes the Board of Regents of the Smithsonian Institution and the Board of Trustees of the National Gallery of Art to construct and use a collections storage space at the Museum Support Center at the Suitland Collections Center in Suitland, Maryland, to accommodate the care, preservation, conservation, storage, and study of national collections held in trust by the Smithsonian Institution and the National Gallery of Art.

This resolution expresses the sense of the House of Representatives that the Department of Justice (DOJ) should defend the Patient Protection and Affordable Care Act (PPACA) in ongoing litigation. Currently, DOJ supports the ruling by the U.S. Court of Appeals for the Fifth Circuit that upheld a district court ruling that certain provisions of the PPACA are not severable from the remainder of the Act and therefore that the entire law is invalid. The Fifth Circuit's ruling is currently pending appeal before the U.S. Supreme Court.

Mobile Options for Testing In Our Neighborhoods Act or the MOTION Act This bill requires the Department of Health and Human Services (HHS) to award grants within 120 days to, among others, specified health facilities, governmental health departments, and nonprofits for establishing or maintaining mobile testing programs for COVID-19 (i.e., coronavirus disease 2019) and the virus that causes it. In awarding these grants, HHS must take into account certain state-based plans for COVID-19 testing and give priority to applicants that serve communities with limited access to transportation, medically underserved populations, and areas with shortages of health professionals.

SNAP Healthy Incentives Act of 2020 This bill revises the Supplemental Nutrition Assistance Program (SNAP, formerly known as the food stamp program) to provide a financial incentive for participants to purchase fruits and vegetables containing nutrients that promote the health of the population served by SNAP.

This resolution remembers the victims, survivors, and the El Paso community on the one-year anniversary of the deadliest attack against Latinos in recent history. The resolution offers condolences and support for everyone impacted by the tragedy. The resolution thanks the first responders and law enforcement for their swift action. The resolution acknowledges the work that remains to combat racism, xenophobia, terrorism, and hate crimes, including by passing legislation to curb gun violence. Finally, the resolution commits to ensuring that another tragedy such as this never happens again.

Help Independent Tracks Succeed Act or the HITS Act This bill permits taxpayers to treat as currently deductible expenses the cost of qualified sound recording productions not exceeding $150,000 in a taxable year. The bill defines qualified sound recording production as certain sound recordings produced and recorded in the United States.

Pandemic Community Reserve and Public Health Response Act This bill directs the Department of Health and Human Services (HHS) to award grants and otherwise expand the federal public health reserve corps, including by reactivating retired personnel, to assist with COVID-19 (i.e., coronavirus disease 2019) response efforts. This corps includes, among others, the Commissioned Corps of the U.S. Public Health Service, the Medical Reserve Corps, and certain personnel of the Federal Emergency Management Agency appointed to respond to disasters and emergencies. Specifically, HHS must award grants to governmental health departments to recruit and train personnel to serve in the federal public health reserve corps and assist with COVID-19 testing, contact tracing, and treatment. To carry out these grants, health departments may establish partnerships with institutions that offer medical training and public health programs, giving priority to partnerships with historically Black colleges and universities and other minority-serving institutions. HHS must also develop a training program, in consultation with the Department of Defense, that addresses activation and surge capacity of the reserve corps to respond to COVID-19. In addition, HHS must award grants, in consultation with the Department of Labor, to local workforce development boards to develop career plans and other activities to facilitate the transition of reserve corps personnel to other health-related occupations.

Save our Stages Act or the SOS Act This bill authorizes the Small Business Administration (SBA) to make grants to eligible live venue operators, producers, promoters, or talent representatives to address the economic effects of the COVID-19 (i.e., coronavirus disease 2019) pandemic on certain live venues. Specifically, the SBA may make (1) an initial grant of up to $12 million dollars to an eligible operator, promoter, producer, or talent representative; and (2) a supplemental grant that is equal to 50% of the initial grant. An initial grant must be used for costs incurred between March 1, 2020, and December 31, 2020, but a supplemental grant may be used for expenses incurred through June 30, 2021. Such grants shall be used for specified expenses such as payroll costs, rent, utilities, and personal protective equipment.

Protecting the Health and Wellness of Babies and Pregnant Women in Custody Act This bill contains provisions related to the medical needs of incarcerated women. The Bureau of Prisons (BOP) shall provide women in its custody access to certain reproductive health services. The bill also requires the BOP to (1) comply with requirements related to the health of a pregnant incarcerated woman, such as providing appropriate meals and medical services; and (2) provide appropriate health care to a woman with a high-risk pregnancy. The bill also modifies restrictions on using restraints on an incarcerated woman during pregnancy, labor, or after delivery. The bill prohibits such restraints unless the relevant corrections official and a health care professional determine that the restraints are appropriate for the woman's medical safety. The health care professional must review this determination every six hours. The current statute allows using such restraints if the corrections official determines that restraints are needed due to a flight risk or threat of harm, and does not require periodic review. The bill also prohibits the BOP from placing a pregnant woman into restrictive housing, such as solitary confinement, unless the relevant corrections official determines that such an action is necessary to address a serious and immediate risk of physical harm. This determination shall be reviewed every four hours. The Department of Justice may make grants to eligible entities, such as a state department of corrections, to provide obstetrical care, gynecological care, and related services to women in custody. The Bureau of Justice Statistics shall collect certain data related to the health needs of pregnant incarcerated women.

Preventing Authoritarian Policing Tactics on America's Streets Act This bill imposes limitations on federal law enforcement officers and members of the Armed Forces (or the National Guard) engaging in law enforcement activities related to crowd control. When engaged in certain law enforcement activities related to crowd control, such an officer or member (1) shall clearly display certain identifying information, such as the individual's last name or unique identifier; and (2) shall not use an unmarked vehicle to apprehend or arrest civilians. Such an officer or member may only engage in certain law enforcement activities, such as crowd or riot control and arrest of individuals engaged in civil disobedience, on or in the immediate vicinity of federal property, unless (1) a state or local government has requested federal support, or (2) the President has invoked certain authorities to suppress insurrection. If such an officer or member is conducting a law enforcement function in violation of the limitations in this bill, the officer or member may not arrest an individual in the United States. If such an officer or member is deployed to respond to any riot, public disturbance, or crowd control incident, the responsible federal agency or branch of the Armed Forces shall, within 24 hours of the deployment, notify the public and provide certain information on its website.

No Funds for Apportionment Exclusion Act This bill prohibits using federal funds to carry out the July 21, 2020, presidential memorandum ordering the exclusion of aliens without legal immigration status from being counted for the purposes of apportioning representation in the House of Representatives following the 2020 census.

Represent America Abroad Act of 2020 This bill requires the Department of State to establish the Represent America Mid-Career Foreign Service Entry Program to increase diversity in the Foreign Service by recruiting mid-career professionals who are from minority groups. As part of the program, the State Department shall (1) establish and publish eligibility criteria for participation; (2) carry out recruitment efforts to attract highly qualified, mid-career professionals from minority groups; and (3) include appropriate mentorship and other career development opportunities for program participants. The State Department must submit an annual report on the status of the program.

Department of Homeland Security Appropriations Act, 2021 This bill provides FY2021 appropriations for the Department of Homeland Security. The bill provides appropriations for Departmental Management, Operations, Intelligence, and Oversight, including the Office of the Secretary and Executive Management; the Management Directorate; Intelligence, Analysis, and Operations Coordination; and the Office of the Inspector General. The bill provides appropriations for Security, Enforcement, and Investigations, including U.S. Customs and Border Protection, U.S. Immigration and Customs Enforcement, the Transportation Security Administration, the U.S. Coast Guard, and the U.S. Secret Service. The bill provides appropriations for Protection, Preparedness, Response, and Recovery, including the Cybersecurity and Infrastructure Security Agency, and the Federal Emergency Management Agency (FEMA). The bill provides appropriations for Research, Development, Training, and Services, including U.S. Citizenship and Immigration Services, the Federal Law Enforcement Training Centers, the Science and Technology Directorate, and the Countering Weapons of Mass Destruction Office. The bill also sets forth requirements and restrictions for using funds provided by this and other appropriations Acts.

Mixed Earner Pandemic Unemployment Assistance Act of 2020 This bill allows states to provide pandemic unemployment assistance to individuals who earn a combination of regular wages and a minimum of $7,250 of self-employed annual income (1) instead of regular unemployment compensation if they are otherwise eligible, or (2) if they are still employed at their regular-wage job, but unable to earn self-employed income due to circumstances related to COVID-19 (i.e., coronavirus disease 2019). Under current law, individuals earning such mixed income are only eligible for pandemic unemployment assistance if they are not eligible for regular unemployment and unable to work due to COVID-19.

Coronavirus Economic Relief for Transportation Services Act This bill requires the Department of the Treasury to provide grants and other forms of emergency assistance to certain providers of transportation services that have experienced a significant revenue loss as a direct or indirect result of COVID-19 (i.e., coronavirus disease 2019). Treasury must ensure equal access to the assistance for small, minority-owned, and women-owned businesses. As a condition of receipt of assistance, Treasury must require that a provider of transportation services agree to (1) use the funds, on a priority basis, to maintain through December 31, 2020, pay, paid administrative leave, and benefits to all employees after making any adjustments required for retirement or voluntary employee separation; and (2) recall or rehire any employee laid off, furloughed, or terminated because of reduced service as a result of COVID-19, to the extent warranted by increased service levels.

Safe Line Speeds in COVID-19 Act This bill directs the Food Safety and Inspection Service of the Department of Agriculture (USDA), for the duration of the COVID-19 (i.e., coronavirus disease 2019) emergency period, to suspend any waivers and not issue new waivers related to line speeds in meat and poultry establishments and inspection staffing requirements for such establishments. Additionally, the implementation of, and conversion to, the New Swine Slaughter Inspection System must be suspended. No funds made available to USDA during the COVID-19 emergency period shall be used to develop, propose, finalize, issue, amend, or implement any policy, regulation, directive, constituent update, or any other agency program that would increase line speeds at meat and poultry establishments. Upon termination of the COVID-19 emergency period, the Government Accountability Office shall conduct a review of actions taken by specific federal agencies, including USDA, in response to the COVID-19 pandemic to determine the effectiveness of such actions in protecting animal, food, and worker safety.

Wear Your Mask Act This bill requires each federal agency to take action to ensure that an individual is required to wear a face mask inside a federal facility under its jurisdiction if the individual is within six feet of another individual to minimize the transmission of COVID-19 (i.e., coronavirus disease 2019). Each agency shall make face masks available at each entrance to a federal facility at which such agency maintains a presence. The bill terminates such requirements when the National Institute of Allergy and Infectious Diseases determines, and publishes in the Federal Register a notification, that the requirement to wear a mask is no longer necessary to prevent such transmission.

Protect Access to Birth Control Act This bill nullifies interim final rules issued by the Department of Labor, the Department of the Treasury, and the Department of Health and Human Services that allow employers with religious or moral objections to be exempt from the requirement that their health insurance plans cover contraceptive services without cost-sharing.

Library Stabilization Fund Act of 2020 This bill establishes and provides funds for a Library Stabilization Fund to assist libraries with responding to and recovering from the coronavirus (i.e., the virus that causes COVID-19) pandemic. Specifically, the bill directs the Institute of Museum and Library Services (IMLS) to allocate funding to states, Indian tribes, and organizations that primarily serve and represent Native Hawaiians. From these allocated funds, the IMLS must also make emergency library relief grants to state library administrative agencies with approved five-year plans, Indian tribes, and organizations that primarily serve and represent Native Hawaiians. Additionally, the IMLS must allocate funding to carry out activities that strengthen the ability of libraries to provide services to communities affected by the coronavirus pandemic. The IMLS may enter into arrangements (e.g., grants and contracts) and other forms of assistance with libraries, library consortia and associations, and institutions of higher education to carry out these activities. Funds allocated by the bill may be used to provide support to libraries, such as by supporting general operations; paying staff; purchasing cleaning supplies; training library staff on the safe handling of library materials; providing access to computers and other technology; purchasing digital resources; expanding resources related to early education and literacy, distance learning, and workforce development training; and ensuring access to community services and activities.

Assisted Living Facility Coronavirus Reporting Act This bill temporarily imposes reporting requirements related to COVID-19 (i.e., coronavirus disease 2019) cases in assisted living facilities on states as a condition of receiving certain federal COVID-19 relief funding. Specifically, states must report each week on suspected and confirmed cases of COVID-19 in assisted living facilities to the Centers for Disease Control and Prevention (CDC), with the data disaggregated by race and other demographic characteristics. In addition, the Department of Health and Human Services must publish the information provided by states. States must also require assisted living facilities to notify federal, state, and local health agencies and facility residents, their representatives, and their families within one calendar day of any confirmed cases of COVID-19 or the onset of new respiratory symptoms at a particular facility. In addition, subject to some limitations, the bill applies federal COVID-19 reporting requirements for nursing facilities and skilled nursing facilities to assisted living facilities and requires the Government Accountability Office to evaluate the use of required reporting by nursing homes to prevent and control the spread of COVID-19 in such facilities.

This resolution recognizes the forthcoming centennial of the Tulsa Race Massacre of 1921. The resolution, among other things acknowledges the historical significance of this event as one of the largest single instances of state-sanctioned violence against black people in American history; honors the lives and legacies of the estimated 300 black individuals who were killed during the massacre and the nearly 9,000 who were left homeless and penniless; condemns efforts to cover up the truth and shield the white community, especially government officials, from accountability; condemns the continued legacy of racism and white supremacy against black people in the United States, particularly in the form of police brutality; encourages education about the massacre, the history of white supremacy that fueled the massacre, and subsequent attempts to deny or cover up the massacre, in all elementary and secondary education settings and in institutions of higher education; and recognizes the commitment of Congress to acknowledge and learn from the history of racism and racial violence to reverse the legacy of white supremacy and fight for racial justice.

Voices for Veterans Act This bill expands the membership of the Advisory Committee on Minority Veterans to include veterans who are lesbian, gay, bisexual, transgender, or queer. Among other responsibilities, the committee advises the Department of Veterans Affairs on the administration of benefits and provision of health care, benefits, and services to minority veterans.

Child Poverty Reduction Act of 2020 This bill requires the Department of Health and Human Services (HHS) and the Census Bureau to take certain actions with respect to poverty measures and data related to child poverty. It also requires the National Academy of Sciences to report annually on child poverty as well as study other issues, such as policies to reduce intergenerational poverty. Specifically, HHS must enter into an agreement with the Census Bureau to annually report an anchored supplemental poverty measure for individuals under the age of 18 and must otherwise collaborate with the bureau to, for example, correct income data to account for underreporting. Currently, the Census Bureau uses the official poverty measure (based on cash resources) and the supplemental poverty measure (based on both cash and certain noncash resources, such as nutrition assistance program benefits) to measure poverty. Anchoring the supplemental poverty measure fixes the poverty threshold at a given point in time and then adjusts it for inflation. HHS must publish resources on its website related to child poverty, and the Census Bureau must release certain economic and survey data at the same time it releases a specific report related to income, poverty, and health insurance coverage in the United States.

Research Investment to Spark the Economy Act or the RISE Act This bill authorizes the Departments of Agriculture, Commerce, Defense, Education, Energy, the Interior, and Health and Human Services and the National Aeronautics and Space Administration (NASA), National Science Foundation, and Environmental Protection Agency to provide support for research regarding COVID-19 (i.e., coronavirus disease 2019) or research disrupted by the COVID-19 pandemic. Support under this bill shall be provided through federal science agencies with at least $50 million in basic and applied research obligations in FY2020. Support may be used to provide supplemental funding to extend the duration of a grant to a research institution or national laboratory that was awarded prior to the enactment of this bill, or to expand the purposes of such a grant as specified; provide supplemental funding through existing competitively awarded cooperative agreements and contracts to cover the increased costs of construction of scientific facilities and equipment that have been delayed because of COVID-19; and award grants and cooperative agreements to institutions of higher education to conduct research on the behavioral, social, or economic effects of COVID-19 and the responses to the disease or on the effectiveness of such responses. Agencies must provide the support as rapidly as possible. Provided funds shall remain available for expenditure for up to two years.

Masks Work Act of 2020 This bill requires the Department of Health and Human Services, the Centers for Disease Control and Prevention, and the National Institutes of Health to provide access to, increase public awareness of, and support research on cloth face coverings to reduce the spread of COVID-19 (i.e., coronavirus disease 2019), respectively.

This bill nullifies a July 11, 2019, executive order (1) directing all federal agencies to share citizenship information with the Department of Commerce, (2) establishing an interagency working group to improve Commerce's access to citizenship-related records in other agencies, and (3) directing Commerce to strengthen efforts to obtain citizenship-related records from states.

Quit Because of COVID-19 Act This bill provides for Medicaid and Children's Health Insurance Program (CHIP) coverage of certain tobacco cessation services during the public health emergency relating to COVID-19 (i.e., coronavirus disease 2019), as well as for two years after the emergency period ends. Specifically, the bill provides for coverage of diagnostic, therapy, and counseling services and pharmacotherapy, including prescription and nonprescription tobacco cessation agents, that are provided under medical supervision and in accordance with specified guidelines. The bill excludes such items and services from cost-sharing and applies an enhanced Federal Medical Assistance Percentage (i.e., federal matching rate).
