COVID-19 Language Access Act This bill requires each federal agency that receives federal assistance related to the COVID-19 (i.e., coronavirus disease 2019) pandemic to translate any English language written material prepared for the general public relating to the pandemic into specified languages not later than seven days after such material is made available in English. Such languages shall include, at a minimum, the following: Spanish, Arabic, Cambodian, Chinese, Haitian Creole, French, Hindi, Italian, Japanese, Korean, Laotian, Russian, Tagalog, Urdu, Vietnamese, Greek, Polish, Thai, and Portuguese.

This resolution supports the goals and ideals of the National Day of Silence (during which students vow to remain silent to bring attention to the harassment and discrimination faced by lesbian, gay, bisexual, transgender, and gay people in schools). It requests that the President issue a proclamation calling on the people of the United States to observe the National Day of Silence. The bill encourages each state, city, and local educational agency to adopt laws and policies to prohibit name-calling, bullying, harassment, and discrimination against students, teachers, and other school staff regardless of their sexual orientation and gender identity or gender expression.

Emergency Educational Connections Act of 2020 This bill establishes and provides funding for the Emergency Connectivity Fund, from which the Federal Communications Commission (FCC) must provide support for certain schools or libraries to purchase specified telecommunications equipment during the public health emergency declared because of COVID-19 (i.e., coronavirus disease 2019). Specifically, the FCC shall provide funds to certain elementary schools, secondary schools, or libraries to purchase telecommunications equipment or services (e.g., Wi-Fi hotspots, modems, and routers) for use by students, staff, or patrons at locations that include locations other than the schools or libraries. Priority must be given to students, staff, or patrons who do not have access to such equipment or services. Following the emergency period, funding recipients are authorized to use purchased equipment for appropriate purposes but may not sell or transfer such equipment for anything of value, except for upgraded equipment of the same type.

This resolution recognizes the 50th anniversary of Earth Day and addresses environmental challenges. It urges (1) the President to issue a proclamation recognizing the anniversary; and (2) governments and people to continue building upon the Paris Agreement and other efforts to ensure that future generations inherit a livable, sustainable, and ecologically rich planet. The resolution reaffirms that immediate action is needed to reduce greenhouse gas emissions to protect our planet, public health, and overall well-being of all people and wildlife. In addition, it encourages the American people to mark Earth Day by working to address environmental challenges, educate others about the need for year-round action, and honor the stewardship ethic for which Senator Gaylord Nelson stood.

Improving Social Determinants of Health Act of 2020 This bill requires the Centers for Disease Control and Prevention (CDC) to establish a program to improve health outcomes and reduce health inequities by, for example, coordinating activities across the CDC. As part of the program, the CDC must award grants to eligible organizations to build capacity to address social determinants of health. The CDC shall provide for an independent evaluation of certain grants and report findings to Congress.

COVID-19 Every Worker Protection Act of 2020 This bill requires the Department of Labor to promulgate both an emergency temporary occupational safety or health standard and a permanent standard to protect certain employees from occupational exposure to the coronavirus (i.e., the virus that causes COVID-19). These standards apply to health care sector employees, paramedic and emergency medical services employees, and other employees identified as having an elevated risk for exposure. Further, the Centers for Disease Control and Prevention must collect and make public information regarding employee exposure in these occupations and provide guidance to further protect such employees.

Rent and Mortgage Cancellation Act of 2020 This bill provides housing assistance during the COVID-19 (i.e., coronavirus disease 2019) public health emergency. Specifically, the bill suspends rental and mortgage payments for primary residences for a period lasting until 30 days after the termination of the federal emergency declaration relating to COVID-19. The Department of Housing and Urban Development (HUD) must establish funds to reimburse lessors and lenders for payments suspended under the bill. In addition, HUD must establish an Affordable Housing Acquisition Fund to support the acquisition of multifamily housing projects by nonprofit organizations, public housing agencies, cooperative housing associations, community land trusts, and state and local governments. For a five-year period, entities that are approved for such assistance shall be provided the first right of purchase with respect to such projects.

Ensuring Homeowner and Occupant Monetary Encouragement and Stability Act or the Ensuring HOMES Act This bill sets forth additional housing protections during the COVID-19 (i.e., coronavirus disease 2019) emergency period. Mortgage holders and lenders are prohibited from requiring payment on a mortgage deferred during the COVID-19 emergency period until the later of (1) the last day of the loan term, or (2) the end of the deferral period. The bill establishes the Tenant Protection Program that provides loans to landlords who waive rent during the COVID-19 emergency period. The bill also provides for forgiveness of these loans if the landlord provides lease extensions and agrees not to evict tenants. This bill applies retroactively to the beginning of the COVID-19 emergency period and applies to any future declared COVID-19 emergency period.

Coronavirus Community Relief Act This bill provides $250 billion for certain localities affected by the COVID-19 (i.e., coronavirus disease 2019) pandemic. Specifically, the bill provides funding for FY2020 for units of local government with a population of 500,000 or less. Payment shall be made within 30 days after submission of a specified certification by the locality. The amount of the payment is proportional to population. Local governments shall use the funds provided to cover only those costs that (1) are necessary and related to the public health emergency caused by COVID-19, and (2) were incurred during the period of March 1-December 30, 2020. The Office of Inspector General of the Department of the Treasury shall conduct monitoring and oversight of the receipt, disbursement, and use of funds.

Coronavirus Immigrant Families Protection Act This bill addresses immigration issues related to COVID-19 (i.e., coronavirus disease 2019) and otherwise makes changes to certain COVID-19 response activities, benefits, and programs. The Department of Homeland Security (DHS) and the Department of Justice (DOJ) must temporarily limit in-person immigration proceedings, and, during the COVID-19 emergency, DHS, DOJ, and the Department of State shall not take certain adverse immigration actions. In addition, an individual's use of certain assistance related to COVID-19 may not be considered in current or future immigration determinations concerning that individual. The bill includes pandemics within the scope of specified disaster and emergency laws and modifies nutrition and other benefits during such emergencies. For example, states may receive Medicaid payments for COVID-19 testing, vaccines, and treatment for certain unlawful aliens, and individuals who use an Individual Taxpayer Identification Number may receive cash assistance related to the COVID-19 response. In addition, individuals may not be excluded from participating in COVID-19 response programs due to actual or perceived immigration status. To ensure the availability of information related to COVID-19, the Centers for Disease Control and Prevention must (1) establish programs for eligible community-based organizations to develop preparedness materials that are culturally and linguistically appropriate, and (2) translate materials and operate telephone hotlines in specified languages. Agencies that receive funding under a law enacted in response to COVID-19 must also provide information about programs and opportunities in such languages.

Food Assistance for Kids and Families During COVID-19 Act of 2020 This bill modifies food and nutrition programs of the Department of Agriculture (USDA) to address COVID-19 (i.e., coronavirus disease 2019). The bill modifies the Supplemental Nutrition Assistance Program (SNAP, formerly known as the food stamp program) to require USDA to (1) notify retailers of the existing opportunities through which they can deliver groceries to SNAP participants; and (2) authorize public-private partnerships between itself, authorized SNAP retailers, and community-based organizations to support grocery delivery during the COVID-19 national emergency. The bill provides funding for USDA to support grocery delivery for SNAP participants who are seniors, immunocompromised individuals, or other individuals who are unable to travel safely to a grocery store. Additionally, the bill (1) extends the certification period under the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) for infants to two years, instead of the current one year; and (2) authorizes states to increase the certification time under WIC for breastfeeding and non-breastfeeding women to two years postpartum. The bill also allows any federal agency charged with the administration of a federal assistance program to modify or waive administrative conditions during an emergency.

Inspire to Serve Act of 2020 This bill establishes new and expands existing military and national service programs, and revises federal personnel provisions. The bill establishes programs relating to civic education and service learning, including by providing grants supporting these programs for grades K-12 and at institutions of higher education. The bill also establishes the Council on Military, National, and Public Service which must coordinate executive branch policies to promote and expand opportunities for military service, national service, and public service. The Office of Management and Budget must create an online recruitment portal for service organizations. Additionally, the bill expands military service programs, including by expanding the Junior Reserve Officers' Training Corps, establishing pre-service tuition grants in exchange for enlisted service commitments, and creating a pilot program for military departments to partner with community colleges and vocational schools to provide service members with access to technical education programs. Service programs are expanded by increasing the number of specified national service positions, increasing certain living allowances and stipends, and creating new fellowship programs. Federal personnel provisions are revised to, among other things, provide certain national service alumni with noncompetitive eligibility for federal employment.

Frontline Health Care Workers Assistance Act This bill directs certain actions to procure equipment necessary to prevent, identify, and mitigate cases of COVID-19 (i.e., coronavirus disease 2019). The National Response Coordination Center of the Federal Emergency Management Agency must, within seven days, submit a report to Congress and the President that (1) assesses the need for equipment, including personal protective equipment and ventilators, across the United States; and (2) identifies the industry sectors and manufacturers capable of fulfilling purchase orders for such equipment, as well as government-owned and privately owned stockpiles of such equipment that could be refurbished. Within 24 hours, the President must issue a purchase order with the highest priority rating under the Defense Priorities and Allocations System (DPAS) for a specified number of N-95 respirators and face masks. (DPAS is used to prioritize national defense-related contracts, subcontracts, and purchase orders.) Within seven days of receiving the center's report, the President must also issue priority purchase orders for the equipment identified in the report under authorities provided by the Defense Production Act of 1950. (That act confers upon the President a broad set of authorities to influence domestic industry in order to provide essential materials and goods for the national defense.) The bill waives certain requirements under the act related to congressional notification and authorization and makes specified funds available for these efforts.

This resolution calls on all public officials to condemn and denounce anti-Asian sentiment, racism, discrimination, and religious intolerance related to COVID-19 (i.e., coronavirus disease 2019) and calls on federal law enforcement officials, working with state and local officials, to take specified steps. It calls on federal officials to expeditiously investigate and document all credible reports of hate crimes and incidents and threats against the Asian-American community and prosecute perpetrators. The resolution recommits U.S. leadership to (1) prioritize language access and inclusivity in communication practices, and (2) combat misinformation and discrimination that put Asian Americans at risk.

Martha Wright Prison Phone Justice Act This bill establishes requirements related to certain charges, practices, classifications, or regulations in connection with confinement facility communications services. Specifically, the bill requires the Federal Communications Commission (FCC) to establish maximum rates and charges that a provider of confinement facility communications services may charge for such services. The bill provides interim rate caps until the FCC establishes such rates and charges. The bill requires a provider of confinement facility communications services to assess all charges for communications on a per-minute basis for the actual duration of the communication, and it prohibits a provider from charging a per-communication or per-connection charge. A provider also may not charge an ancillary service charge except in certain circumstances. Further, the bill prohibits a provider from assessing a site commission, which is a payment or donation made to certain entities that operate or oversee a confinement facility.

This bill waives certain requirements related to Department of State travel reimbursement and loan programs in the event that the federal government has issued a travel alert or warning related to a communicable disease. Specifically, the bill waives (1) a limitation specifying that the amount of reimbursement for the evacuation of a private individual may not be greater than the amount that the evacuee would have paid for reasonable commercial airfare immediately prior to the events giving rise to the evacuation; and (2) various requirements related to State Department repatriation loans, such as those requiring the borrower to provide a verifiable address and Social Security number when applying.

Coronavirus Relief for Seniors and People with Disabilities Act of 2020 This bill provides funding and establishes additional programs under Medicare and Medicaid to address the public health emergency declared on January 31, 2020, relating to COVID-19 (i.e., coronavirus disease 2019). Specifically, the bill provides FY2020 supplemental appropriations to the Centers for Medicare & Medicaid Services for specified quality improvement and laboratory certification activities. The funds are designated as an emergency requirement, which exempts the funds from discretionary spending limits and other budget enforcement rules. In addition, the bill (1) temporarily requires state Medicaid programs to provide Medicare cost-sharing assistance to certain individuals who qualify for, or are enrolled in, the low-income subsidy program under the Medicare prescription drug benefit; and (2) authorizes a grant program to support Medicaid home- and community-based services during the public health emergency.

This resolution affirms the House of Representatives' commitment to abide by domestic and international legal obligations to protect refugees and to recognize the importance of the refugee resettlement program as a function of U.S. global leadership. Further, it calls upon the U.S. government to (1) provide funding for refugee protection and resettlement, (2) work with the international community to find solutions to existing conflicts and prevent new conflicts from beginning, and (3) ensure the U.S. refugee resettlement program is equipped to protect and support refugees.

Kira Johnson Act This bill directs the Department of Health and Human Services (HHS) to award grants to improve outcomes and reduce bias, racism, and discrimination in maternal care settings. Specifically, HHS must award grants to (1) community-based programs to improve maternal health outcomes for African American women, (2) eligible entities to provide certain training to health care providers and others who work in maternity care settings, and (3) specified health care facilities to establish respectful maternity care compliance offices. The National Academies of Sciences, Engineering, and Medicine must study issues related to the training programs, and the Government Accountability Office must study the implementation and impact of the compliance offices.

Environmental Justice For All Act This bill establishes several environmental justice requirements, advisory bodies, and programs to address the disproportionate adverse human health or environmental effects of federal laws or programs on communities of color, low-income communities, or tribal and indigenous communities. Specifically, the bill prohibits disparate impacts on the basis of race, color, or national origin as discrimination. Aggrieved persons may seek legal remedy when faced with such discrimination. In addition, the bill directs agencies to follow certain requirements concerning environmental justice. For example, agencies must prepare community impact reports that assess the potential impacts of their actions on environmental justice communities under certain circumstances. Further, it creates a variety of advisory bodies and positions, such as the Interagency Working Group on Environmental Justice Compliance and Enforcement. Among other things, the group must issue an environmental justice strategy. It also establishes requirements and programs concerning chemicals or toxic ingredients in certain products. For example, the bill (1) requires certain products (e.g., cosmetics) to include a list of ingredients or warnings; and (2) provides grants for research on designing safer alternatives to chemicals in certain consumer, cleaning, toy, or baby products that have an inherent toxicity or that are associated with chronic adverse health effects. Finally, it creates a variety of funding programs, such as a grant program to enhance access to park and recreational opportunities in an urban areas.

Harriet Tubman Bicentennial Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins emblematic of the legacy of Harriet Tubman as an abolitionist. The Secretary may issue coins under this bill only during the period of January 1, 2022, through December 31, 2022. All surcharges received by Treasury from the sale of such coins must be paid to Project Legacy in Brooklyn, New York, for the purpose of accomplishing and advancing its mission.

Break Free From Plastic Pollution Act of 2020 This bill sets forth requirements related to waste and recycling collection systems for a variety of products and materials, including plastics. The bill makes certain producers of products (e.g., packaging, paper, single-use products, beverage containers, or food service products) fiscally responsible for collecting, managing, and recycling or composting the products after consumer use. In addition, the bill establishes (1) minimum percentages of products that must be reused, recycled, or composted; and (2) an increasing percentage of recycled content that must be contained in beverage containers. Beginning on January 1, 2022, the bill phases out a variety of single-use products, such as plastic utensils. The bill also sets forth provisions to encourage the reduction of single-use products, including by establishing programs to refund consumers for returning beverage containers and by establishing a tax on carryout bags. The bill creates a temporary moratorium on new or expanded permits for facilities that manufacture plastics until regulations are updated to address pollution from the facilities. The Environmental Protection Agency must publish guidelines for a national standardized labeling system for recycling and composting receptacles. Producers must include labels on their products that are easy to read and indicate whether the products are recyclable, compostable, or reusable. Finally, the bill establishes limitations on the export of plastic waste to other countries.

Cooling-Off Period Elimination Act of 2020 This bill makes a state or local law enforcement agency ineligible to receive federal funds under a Department of Justice law enforcement grant program if it has in effect a cooling-off period. A cooling-off period is a period of time following an officer-involved shooting during which investigators are prohibited from communicating with an officer involved in the shooting.

Grand Jury Reform Act of 2020 This bill conditions a state or local government's receipt of funds under the Edward Byrne Memorial Justice Assistance Grant program on the state's compliance with certain requirements following an incident involving the use of deadly force by a local law enforcement officer that results in a person's death. Specifically, the governor must appoint a special prosecutor to present evidence before a judge to determine whether probable cause exists to criminally charge the law enforcement officer. The hearing must be open to the public.

Resiliency Enhancement Act of 2020 This bill extends the provision of disaster assistance for critical services to solid waste management, stormwater management, public housing, transportation infrastructure, and medical care. Such assistance is also extended to any major disaster in Puerto Rico or the U.S. Virgin Islands subsequent to Hurricane Irma or Hurricane Maria on or before September 30, 2022.

Every Veteran Counts Act This bill requires the Department of Veterans Affairs (VA) to conduct a national survey of veterans in a manner to include a statistically valid sample of veterans by specified demographic information, including gender identity and age. The survey shall also include specified groups of veterans, such as World War II veterans and Korean conflict era veterans. The VA shall report on the results of the survey and publish such report on a publicly accessible VA website.

Domestic Terrorism Prevention Act of 2020 This bill establishes new requirements to expand the availability of information on domestic terrorism, as well as the relationship between domestic terrorism and hate crimes. It authorizes domestic terrorism components within the Department of Homeland Security (DHS), the Department of Justice (DOJ), and the Federal Bureau of Investigation (FBI) to monitor, analyze, investigate, and prosecute domestic terrorism. The domestic terrorism components of DHS, DOJ, and the FBI must jointly report on domestic terrorism, including white-supremacist-related incidents or attempted incidents. DHS, DOJ, and the FBI must review the anti-terrorism training and resource programs of their agencies that are provided to federal, state, local, and tribal law enforcement agencies. It creates an interagency task force to analyze and combat white supremacist and neo-Nazi infiltration of the uniformed services and federal law enforcement agencies. Finally, it directs the FBI to assign a special agent or hate crimes liaison to each field office to investigate hate crimes incidents with a nexus to domestic terrorism.

United States-Israel PTSD Collaborative Research Act This bill establishes a grant program for collaborative efforts between the United States and Israel to advance research on post-traumatic stress disorders. The Department of Defense, in coordination with the Department of Veterans Affairs and the Department of State, shall award grants to eligible academic institutions or nonprofit entities in the United States. Work shall be conducted by the eligible entity and an entity in Israel under a joint research agreement.

Providing Urgent Maternal Protections for Nursing Mothers Act or the PUMP for Nursing Mothers Act This bill extends protections for a working mother who expresses breast milk for her nursing child to cover salaried employees and other types of workers not covered under existing law. The bill requires employers to pay a nursing mother who is paid on an hourly basis for time spent to express breast milk if she is also working.

Access to Counsel Act of 2020 This bill establishes various protections for aliens in certain immigration-related proceedings or inspections. When an alien is undergoing certain types of inspections or is subject to a removal, exclusion, or deportation proceeding, the alien shall be entitled to representation by counsel of the alien's choice, at no cost to the government. The current statute only states that an alien is entitled to representation in removal proceedings. If such an alien is subject to detention or inspection at a port of entry and cannot meet with counsel, U.S. Customs and Border Protection (CBP) or U.S. Immigration and Customs Enforcement (ICE) shall provide for remote communication with counsel. If such an alien has been denied access to counsel, the alien may not submit paperwork to abandon lawful permanent resident status or to withdraw an application for admission. The detention of an individual at a port of entry or a CBP or ICE facility shall (1) be limited to the briefest term and the least restrictive conditions necessary, and (2) include access to food, water, and restrooms.

Early Childhood Mental Health Support Act of 2020 This bill requires the Department of Health and Human Services (HHS) to identify and review evidence-based interventions, best practices, curricula, and staff trainings in Head Start programs that improve the behavioral health of children and support staff wellness. HHS must (1) award grants to participating Head Start agencies to implement such interventions, and (2) evaluate the implementation of such interventions. The bill also permits HHS to fund five best practice centers in universities to prepare future Head Start agencies and staff to deliver such interventions.
