Act to Save America's Forests - States that the purposes of this Act are to protect native biodiversity and ecosystems on Federal land from losses caused by: (1) clearcutting and other forms of even-age logging operations; and (2) logging in ancient forests, roadless areas, watershed protection areas, and special areas. Amends the Forest and Rangeland Renewable Resources Planning Act of 1974 to revise eligibility criteria for members of the land and resource management scientific committee. Revises the committee termination date to ten years after enactment of this Act. Provides for conservation and restoration of native biodiversity in forested areas. Prohibits clearcutting or other even-age logging operations on any stand or watershed on certain Federal land, National Forest System land, and National Wildlife Refuge System land. Provides for: (1) Federal enforcement; and (1) a private right of action. Describes special areas as Federal forest land parcels possessing outstanding biological, scenic, recreational, or cultural values which may not meet the definitions of ancient forests, roadless areas, or watershed protection areas. Designates specified special areas which shall be subject to restrictions on road construction and logging in the following States: (1) Alabama; (2) Alaska; (3) Arizona; (4) Arkansas; (5) California; (6) Colorado; (7) Georgia; (8) Idaho; (9) Illinois; (10) Michigan; (11) Minnesota; (12) Missouri; (13) Montana; (14) New Mexico; (15) North Carolina; (16) Ohio; (17) Oklahoma; (18) Oregon; (19) South Carolina; (20) South Dakota; (21) Tennessee; (22) Texas; (23) Vermont; (24) Virginia; (25) Wisconsin; and (26) Wyoming. Provides for the appointment of a committee of independent scientists to recommend additional special areas. Restricts road construction and logging on Federal land in ancient forests, special areas, roadless areas, and watershed protection areas. Provides for: (1) Federal enforcement; and (1) a private right of action.

Still Saving Women's Lives Act of 2002 - Amends the Foreign Assistance Act of 1961 to set forth permanent guidelines for U.S. voluntary contributions to the United Nations Population Fund (UNFPA) by requiring such contributions to be obligated and expended not more than 30 days after they become available unless the President certifies that the UNFPA performs coercive abortions or involuntary sterilizations. Authorizes appropriations for FY 2003 for U.S. voluntary contributions to the UNFPA.

Social Security Preservation Act of 2002 - Repudiates the statements of: (1) the Secretary of the Treasury, Paul O'Neill, that the social security program (title II (Old Age, Survivors and Disability Insurance) of the Social Security Act) is a "pyramid game" and that the social security trust funds (Federal Old-Age and Survivors Insurance Trust Fund and Federal Disability Insurance Trust Fund) have "no assets;" and (2) the statements of congressional leaders that the social security trust funds are "empty," a "total fraud," "a mere accounting device", and consist of "worthless IOUs." Prohibits the use by the Treasury of amounts borrowed from the social security trust funds to pay for other Government expenditures in a fiscal year, unless, during the nine month period immediately preceding the year, the Congress has enacted legislation explicitly affirming that the Treasury will repay these funds. Amends Federal law to require the President to include in each budget: (1) the total amount the Treasury has borrowed from the social security trust funds; and (2) explanations of repayment plans and the impact any legislation enacted in the preceding year will have on them. Requires the Secretary to affirm annually that the Treasury will honor the securities in such trust funds. Allows any individual credited with wages or self-employment income under Medicare to bring an action in an appropriate Federal district court to enjoin any act or practice: (1) by which the Secretary contests an obligation issued for purchase by either social security trust fund; or (2) which constitutes a failure to provide for redemption of the obligation in accordance with its terms or to otherwise honor the full faith and credit of the United States supporting such obligation.

Captive Wildlife Safety Act - Amends the Lacey Act Amendments of 1981 to define "prohibited wildlife species" as any live lion, tiger, leopard, cheetah, jaguar, cougar, or bear. Declares it a prohibited act for any person to import, export, transport, sell, receive, acquire, or purchase in interstate or foreign commerce any prohibited wildlife species. Exempts from this prohibition licensed zoos, circuses, accredited sanctuaries, federally-licensed breeders, State entities (universities, wildlife rehabilitators or veterinarians), animal shelters, persons transporting prohibited wildlife species to any such facility, and specified related organizations.

SCHIP Web-Based Enrollment Act of 2002 - Amends title XXI (State Children's Health Insurance) (SCHIP) of the Social Security Act to encourage the use of Internet web-based enrollment systems under SCHIP. Directs the Secretary to provide for grants to enable States to develop and implement web-based enrollment systems under their SCHIP child health plans.

Patient Navigator, Outreach, and Chronic Disease Prevention Act of 2002 - Amends the Public Health Service Act to authorize: (1) the Secretary of Health and Human Services, acting through the Administrator of the Health Resources and Services Administration; and (2) the Director of the National Cancer Institute to make grants for model programs to provide services for cancer and chronic diseases to individuals of health disparity populations. Requires that these services: (1) be provided in a culturally competent way; (2) include patient navigators to help with finding services and follow-up care; and (3) include ongoing outreach activities. Conditions grants on the presence of a fee schedule consistent with prevailing rates and a fee discount schedule which provides fee adjustments based on ability to pay. Evaluates services according to a peer-reviewed model according to best practices. Limits the grants to five years.

Senior Nutrition Act of 2002 - Amends the Agriculture and Consumer Protection Act of 1973 to make a person who is at least 60 years old eligible for the commodity supplemental food program (program) if such person: (1) is eligible for the food stamp program; or (2) has a household income that is not more than 185 percent of the federal poverty income guidelines. Authorizes permanent program appropriations.

Liver Research Enhancement Act - Amends the Public Health Service Act to establish the National Center on Liver Disease Research in the National Institute of Diabetes and Digestive and Kidney Diseases. Establishes the Liver Disease Research Advisory Board to help the Director of the Center develop the Liver Disease Research Action Plan identifying scientific opportunities and priorities of liver disease research. Requires the Director to coordinate the Plan's implementation by the national research institutes, which shall allocate adequate funds for same.

Drug Company Gift Disclosure Act - Amends the Federal Food, Drug, and Cosmetic Act to require drug manufacturers, packers, and distributors to disclose to the Commissioner of Food and Drugs the value and purpose of gifts made to covered health entities in connection with marketing activities. Makes such information available to the public, but retains the confidentiality of trade secrets. Establishes civil penalties for violations.

Yellowstone Protection Act - Directs the Secretary of the Interior to implement the final rule to phase out snowplane use in Grand Teton National Park and snowmobile use in Yellowstone National Park, the John. D. Rockefeller Jr. Memorial Parkway, and Grand Teton National Park. Prohibits the Secretary from modifying or superseding any provisions of that final rule.

Medicare Modernization and Prescription Drug Act of 2002 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to add a new part D (Voluntary Prescription Drug Benefit Program) under which each individual who is entitled to benefits under Medicare part A (Hospital Insurance) or eligible to enroll under Medicare part B (Supplemental Medical Insurance) is entitled to obtain qualified prescription drug coverage. Outlines standard coverage benefit packages for FY 2005. Includes for the standard package a monthly premium of $25, an annual deductible of $100, a coinsurance of 20 percent and an annual out-of-pocket spending limit of $2,000. Directs the Secretary to negotiate fair prices with pharmaceutical manufacturers. Provides for accelerated generic drug competition. Amends SSA title XVIII part C (Medicare+Choice) with respect to: (1) inclusion of the costs of certain military services to Medicare-eligible beneficiaries in the calculation of Medicare+Choice payment rates; (2) specialized Medicare+Choice plans for special needs beneficiaries; and (3) continuous open enrollment and disenrollment at any time. Revises requirements for Medicare: (1) part A concerning rural health care, inpatient hospital services, skilled nursing facility services, and hospices; (2) part B concerning physicians services and other services; and (3) part A and B concerning home health services and direct graduate medical education. Amends SSA title XIX (Medicaid) with respect to certain Medicaid disproportionate share hospital (DSH) allotment adjustments and the Q-I1 program. Amends the Federal Food, Drug, and Cosmetic Act to add requirements for interstate Internet sellers of prescription drugs. Establishes within the Office of the Director of the National Institutes of Health the Office of Rare Diseases. Amends the Public Health Services Act with respect to promotion of the pharmacist profession.

No Tax Breaks for Corporations Renouncing America Act of 2002 - Amends the Internal Revenue Code to deny a foreign entity any reduced rate of withholding tax on any deductible foreign payment under any income tax treaty between the United States and the entity's country unless the entity is predominantly owned by residents of such country. Excepts specified conduit payments. Specifies what constitutes predominant ownership.

Burton Greene Higher-Risk Impaired Driver Act - Requires the Secretary of Transportation, beginning on October 1, 2006, to transfer two percent of a State's Federal-aid highway funds to that State's apportionment solely for impaired driving programs if the State has not enacted or is not enforcing a higher risk impaired driver law. Defines such a law as one that provides certain minimum penalties for: (1) a second or subsequent offense of driving while intoxicated (DWI) or driving under the influence (DUI) within a minimum of five consecutive years, of DWI or DUI with a blood alcohol concentration of .15 percent or greater, or of driving-while-suspended if the suspension was the result of a DUI conviction; or (2) refusing a blood alcohol concentration test while under arrest or investigation for involvement in a fatal or serious injury crash. Includes among such penalties: (1) driver's license suspension; (2) motor vehicle impoundment or immobilization; (3) assessment by a certified substance abuse official and assignment to treatment; (4) imprisonment, attachment of an electronic monitoring device, or assignment to a DUI/DWI specialty facility; (5) a $1,000 fine; (6) required restitution; (7) probation; and (8) required attendance of a treatment program and a victim impact panel.

Federal Air Traffic Controllers Annuity Computation Act of 2002 - Allows Federal air traffic controllers to elect to have their Civil Service Retirement System (CSRS) annuities computed under provisions similar to CSRS annuity computation provisions applicable to law enforcement officers, firefighters, and nuclear materials couriers.

Southern California Wild Heritage Act of 2002 - Designates specified national forest and Bureau of Land Management district lands in California as wilderness and components of the National Wilderness Preservation System. Designates specified California national park lands as wilderness and components of the System. Designates specified California rivers as wild and scenic rivers. Establishes the Ancient Bristlecone Pine Forest for public enjoyment and scientific study.

Bracero Justice Act of 2002 - Sets forth rules for cases in which an eligible claim is brought against the United States, Mexico, or certain financial institutions alleging failure to pay moneys owed to workers participating in the labor importation (bracero) program between January 1, 1942, and January 1, 1969. Declares that an eligible claim brought in any U.S. district court not later than two years after enactment of this Act shall not be barred by any statute of limitations, and that district courts shall have exclusive jurisdiction in instances where such claims are brought. Waives U.S. sovereign immunity in such cases, and declares that foreign States shall not be immune from the jurisdiction of U.S. district courts hearing eligible claims.

Health Care for Filipino World War II Veterans Act - Requires (current law authorizes) the Secretary of Veterans Affairs to furnish hospital and nursing home care and medical services to any individual who is a Commonwealth Army veteran or new Philippine Scout (current law) and who is: (1) residing in the United States; and (2) a U.S. citizen or alien lawfully admitted for permanent residence. Provides a rate of payment equal to the rate provided for active-service veterans and their survivors for: (1) dependency and indemnity compensation for the survivors of Commonwealth Army veterans or new Philippine Scouts; and (2) veterans' disability compensation for new Philippine Scouts residing in the United States. Provides national cemetery burial benefits for new Philippine Scouts.

Mammography Quality Standards Reauthorization Act of 2002 - Amends the Public Health Service Act to extend funding for the mammography facilities certification program through FY 2007. Permits the Secretary of Health and Human Services to issue a temporary certificate to facilities seeking reaccreditation and awarded an accreditation extension for specified reasons, including inability of accrediting body to complete the process in time and unforeseen situations which cause the facility to be unable to meet the reaccreditation timeframes, but do not compromise the quality of mammography. Requires the Comptroller General to evaluate the Mammography Quality Standards Act, including the demonstration program's frequency of inspections, accessibility of services, and the role of States as both accreditation and certification bodies. Directs the Secretary to contract with the Institute of Medicine to study health professional training in the area of mammography.

Expresses support for the goals and ideals of National Night Out (an event intended to demonstrate the importance and effectiveness of community participation in crime prevention efforts by having people spend the period from 7 to 10 o'clock p.m. on August 6, 2002, with their neighbors in front of their homes with their lights on). Requests that the President: (1) issue a proclamation calling for appropriate ceremonies, activities, and programs; (2) focus appropriate attention on neighborhood crime prevention, community policing, and reduction of school crime by delivering speeches, convening meetings, and directing the administration to make crime reduction an important priority; and (3) coordinate the efforts of the Federal Emergency Management Agency, the USA Freedom Corps, the Citizen Corps, the National Senior Service Corps, and AmeriCorps to participate by supporting local efforts, neighborhood watches, and local officials, including law enforcement personnel, to provide homeland security and combat terrorism in the United States.

National Forest Roadless Area Conservation Act of 2002 - Identifies roadless areas within the National Forest System set forth in specified documents as National Forest Inventoried Roadless Areas, and directs the Secretary of Agriculture to manage such Areas to maintain their roadless character.

Child Support Reinvestment Act of 2002 - Amends the Social Security Act to modify the formula used to assess the penalty for State failure to automate child support information systems if the State has submitted a corrective compliance plan approved by the Secretary of Health and Human Services. Directs the State to expend for operation of its approved State plan the amount by which it would have been penalized had it not submitted such corrective compliance plan.

Right of Passage Community Service Act - Amends the National and Community Service Act of 1990 to add to the list of national service programs eligible for Federal assistance a community-based Right of Passage after school and summer service corps program. Establishes qualifications for participating students, including that they be between ages 12 and 16 at the time they begin serving. Specifies skills such as leadership and conflict resolution that the program will help students develop. Requires participants to spend at least 160 hours in the program during a period of between two months and one year. Rewards participants upon service completion with a national service education award of $500.

Amends the Higher Education Act of 1965 title III part A (Strengthening Institutions) to direct the Secretary of Education to provide grants and related assistance to certain institutions of higher education for activities to improve their capacity to serve students who are Asian Americans and Pacific Islanders. Gives priority to eligible institutions with a significant percentage of enrollment made up of such students who are low-income individuals.

Fair Minimum Wage Act of 2002 - Amends the Fair Labor Standards Act of 1938 to increase the Federal minimum wage to: (1) $5.75 an hour beginning 30 days after enactment of this Act; (2) $6.25 an hour during the year beginning on January 1, 2003; and (3) $6.65 an hour beginning January 1, 2004. Makes Federal minimum wage requirements applicable to the Commonwealth of the Northern Mariana Islands. Sets forth a transition period during which a specified minimum wage there shall be gradually increased to equal the Federal minimum wage.

Rejection of Social Security Privatization Act of 2002-States that Congress hereby commits: (1) to preserve the guaranteed, lifelong, inflation-protected benefits provided under title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act (SSA) to retirees, disabled workers and their families, and the survivors of deceased workers; and (2) therefore to reject the President's plans to partially privatize Social Security, as well as other proposals to privatize Social Security, and any and all proposals that would threaten the ability of the Social Security Trust Funds to sustain the lifelong, guaranteed, inflation-protected benefits provided under SSA.

Pension Protection Act of 2002 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) to direct the Secretary of Labor to undertake enforcement actions with respect to requirements for pension plan participation, vesting, benefit accrual, and funding, including an appropriate enforcement response in connection with a report on oversight of certain cash balance plan lump sum distributions. Directs the Secretary, with the Secretary of the Treasury, to develop improved guidance for defined benefit plan administrators, with respect to requirements for such plans which express accrued benefits in the form of an account balance, including further assistance relating to all factors involved in determining lump sum distributions of accrued benefits.

Our Lady of Peace Act - Amends the Brady Handgun Violence Prevention Act to require (currently, authorizes) the Attorney General, at least quarterly, to secure directly from any U.S. department or agency such information on persons for whom receipt of a firearm would violate specified Federal provisions regarding excluded individuals or State law as is necessary to enable the National Instant Criminal Background Check System to operate. Directs the head of such department or agency, at the Attorney General's request, to furnish such information to the System electronically. Sets forth requirements regarding the transmittal of State records, including (with exceptions) State mental health records, to the System. Directs the Attorney General to work with State and local law enforcement and the mental health community to establish protocols for protecting the privacy of information provided. Sets penalties for noncompliance. Requires the Attorney General to make grants to each State: (1) to establish or upgrade information and identification technologies for firearms eligibility determinations; and (2) for use by the State's chief judicial officer to improve the handling of proceedings related to criminal history dispositions and temporary restraining orders as they relate to disqualification from firearms ownership under State and Federal laws. Requires the Director of the Bureau of Justice Statistics to study and evaluate the operations of the System and to report on grants and on best practices of States.

Federal Law Enforcement Officers Pay Equity and Reform Act - Excludes availability pay for Federal criminal investigators from premium pay limitations. Amends the Federal Law Enforcement Pay Reform Act of 1990 to increase the Federal special pay differential for Federal law enforcement officers employed in specified metropolitan statistical areas. Requires a study by the Office of Personnel Management (OPM) regarding the need for, and potential benefits of, the establishment of a separate pay, evaluation, and promotion system for Federal law enforcement officers. Authorizes OPM to implement a demonstration project for such a system.

Amends the Federal Food, Drug, and Cosmetic Act to require license applications for new drug and biological product to assess such drug's or product's safety and effectiveness for relevant pediatric subpopulations, including dosage. Permits extrapolation from adult studies where the course of the disease and the effects of the drug are sufficiently similar in all populations. Permits deferral of such assessments if adult studies are completed earlier and the applicant submits a plan for or a description of planned or ongoing pediatric studies. Authorizes the Secretary of Health and Human Services to specify a date for submission of pediatric assessments if a drug's or product's use or need in the pediatric populations so dictates. States that drugs or products with delayed assessments will be deemed misbranded and subject to seizure and injunctive proceedings, though not penalties. Permits full waiver of such assessments if: (1) studies are highly impracticable or impossible and the evidence suggests that the drug or product would be ineffective or unsafe in all pediatric age groups; or (2) there is no meaningful therapeutic advantage or benefit in the pediatric population and little risk if used as labeled. Permits partial waivers at the request of an applicant for a specific pediatric subpopulation if any of the full waiver grounds apply to that subpopulation or reasonable attempts for a pediatric formulation for that subpopulation have failed. Requires labels of these drugs or products to reflect such waivers.

Prohibits a member of the U.S. armed forces from being required or compelled to wear the abaya garment, or any part thereof, while in Saudi Arabia pursuant to a permanent change of station or orders for temporary duty. Requires the Secretary of Defense to inform such personnel of such prohibition, both orally and in writing, within ten days after a member's arrival. Prohibits any funds made available to the Department of Defense from being used to purchase abayas for such personnel or for contractor personnel accompanying such forces. Authorizes the commander of the United States Central Command to require the wearing of the abaya in specific circumstances that constitute an operational requirement essential for the conduct of the military mission.

Nursing Home Staffing Improvement Act of 2002 - Amends titles XVIII (Medicare) and XIX (Medicaid) of the Social Security Act to direct the Secretary of Health and Human Services to promulgate standards for minimum nurse staffing levels in nursing facilities receiving Medicare or Medicaid payments. Reinstitutes (Boren amendment) payment methodology, providing for payment of Medicaid services through the use of rates determined pursuant to the criteria under State Medicaid plan provisions as in effect on August 1, 1997. Establishes safe harbor rates. Provides a permanent 1.50 percent increase of the Medicaid Federal medical assistance percentage for a State beginning with FY 2003. Authorizes inclusion of financial accountability requirements in the survey and certification process with respect to facilities receiving Medicare or Medicaid payments.

Food Allergen Consumer Protection Act - Amends the Federal Food, Drug, and Cosmetic Act to require food labels to identify known food allergens contained therein or be deemed misbranded, without regard as to whether or not the presence of an allergen is intentional or unintentional. Defines "known food allergen" to include milk, eggs, fish, Crustacea, tree nuts, wheat, peanuts, soybeans, other grains containing gluten, and any food the Secretary of Health and Human Services determines to cause allergic or adverse responses which endanger human health. Includes spices, flavorings, colorings, or incidental additives that are or contain a known food allergen. Sets forth special requirements for raw agricultural commodities which are or contain a known food allergen. Sets forth criteria for labels, requiring a format comparable to that required for the disclosure of nutrition information. Requires certain manufacturers, packers, or distributors to include a toll-free telephone number on such label. Establishes civil penalties for violations of this Act. Requires the Secretary to issue rules which address the use of good manufacturing practices to minimize the unintentional presence of allergens in food and advisory labeling if such allergens may be unintentionally present. Requires the Secretary, acting through the Director of the Centers for Disease Control, to annually publish national data on the prevalence of food allergies and the incidence of deaths and injuries. Requires the Secretary to study the adequacy of existing data collection systems and possible alternative systems as well as educate health providers on improving data collection and analysis.

Social Security Widow's Benefit Guarantee Act of 2002 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act (SSA) to: (1) provide for an increase in widow's and widower's insurance benefits; (2) repeal the seven year restriction on eligibility for widow's and widower's insurance benefits based on disability; (3) waive the two-year waiting period for a divorced spouse's benefits upon the other spouse's remarriage; and (4) disregard months ending after a deceased individual's death in applying early retirement rules with respect to the deceased individual for purposes of the limitation on widow's and widower's benefits. Amends SSA title XVI (Supplemental Security Income) (SSI) to provide that an eligible widow or widower who is entitled to a widow's or widower's insurance benefit for any month under OASDI, but is not eligible for benefits under SSI in that month, shall be deemed for purposes of SSA title XIX (Medicaid) to be an individual with respect to whom SSI benefits are paid in that month, if he or she: (1) has been continuously entitled to such widow's or widower's insurance benefits from the first month for which the increase in widow's or widower's insurance benefits resulting from this Act is reflected in such benefits through the month involved; and (2) would be eligible for benefits under SSI in the month involved if the amount of the increase in his or her widow's or widower's insurance benefits were disregarded.

Renewable Fuel Equity Act - Amends the Internal Revenue Code to expand the renewable resources credit to include geothermal and solar energy, incremental hydropower and biomass (other than closed-loop biomass). Sets forth qualifying dates of service for facilities using such means to produce electricity. Expands the investment tax credit to include equipment used to produce electricity from certain renewable resources. Increases, from 10 to 20 percent, the "energy percentage" used to determine the energy credit in the case of energy property having a total installed electrical generating capacity of less than one megawatt that is placed in service before January 1, 2007.

Steel Industry Legacy Relief Act of 2002 - Amends the Trade Act of 1974 to establish a steel industry retiree benefits protection program administered by the Secretary of Commerce and the Board of Trustees of the Steel Industry Legacy Relief Trust Fund (created by this Act) to provide specified medical benefits to eligible steel retirees and beneficiaries. Prescribes qualifying events (acquisition, closing, election, or bankruptcy transfer) as a result of which the United States shall assume liability for the provision of steel retiree benefits for each eligible retiree and eligible beneficiary certified for participation in the retiree benefits program. Requires transfer to the Trust Fund by a qualified steel company and any applicable acquiring company of all assets which, under the terms of an applicable collective bargaining agreement, were required to be set aside under an employee benefit plan or otherwise for the provision of the steel retiree benefits. Requires contributions to the Trust Fund by such companies.

Protect Children from Video Game Sex and Violence Act of 2002 - Amends the Federal criminal code to prohibit the sale or rental to a minor of a video game that depicts decapitation, amputation, or mutilation, the killing of humans or human-like beings by the use of an object as a lethal weapon or hand-to-hand fighting, car jacking, the use of illegal drugs, rape or other sexual assault, prostitution, aggravated assault or battery, or any other violent felony.

National Homeland Security and Combating Terrorism Act of 2002 - Establishes the Department of National Homeland Security to: (1) develop policies and plans for homeland security; (2) develop a National Strategy for Combating Terrorism and Homeland Security Response to counter terrorist threats; (3) plan, coordinate, and integrate Government border security, critical infrastructure protection, and emergency preparedness activities and act as the focal point regarding crises and emergency planning and response; (4) annually update a Federal response plan for homeland security and emergency preparedness; and (5) implement a coordinating center with representatives from other Federal agencies with security responsibilities. Transfers to the Department the Federal Emergency Management Agency, the Customs Service, specified portions of the Immigration and Naturalization Service responsible for law enforcement and border management, the Coast Guard, the Critical Infrastructure Assurance Office, the National Infrastructure Protection Center and the National Domestic Preparedness Office of the Federal Bureau of Investigation, and a specified portion of the Animal and Plant Health Inspection Service of the Department of Agriculture. Establishes: (1) within the Department Directorates of Prevention, Critical Infrastructure Protection, and Emergency Preparedness and Response and an Office of Science and Technology; (2) an Acceleration Fund for Research and Development of Homeland Security Technologies; (3) within the Executive Office of the President the National Office for Combating Terrorism; (4) a National Combating Terrorism and Homeland Security Council; and (5) a National Homeland Security Panel. Requires development of an annual consolidated proposed National Terrorism Prevention and Response Program Budget.

Expresses the sense of the House of Representatives that Vice President Hu Jintao of the People's Republic of China should be made aware of congressional concern for the Panchen Lama and the need to resolve the situation in Tibet through dialogue with the Dalai Lama or his representatives. Calls on the Chinese Government to: (1) release the Panchen Lama and allow him to pursue his traditional role at Tashi Lhunpo monastery in Tibet; and (2) negotiate with the Dalai Lama or his representatives to find a solution for genuine autonomy that respects the rights of all Tibetans.

National Greenhouse Gas Emissions Inventory Act of 2002 - Amends the Clean Air Act to require the Administrator of the Environmental Protection Agency to establish and administer: (1) a national greenhouse gas emissions information system to collect annual lists required to be submitted under this Act of an entity's greenhouse gas emissions; and (2) a national greenhouse gas registry (included in such system) to collect voluntarily reported information on emissions reductions. Specifies factors for adjustment of emissions records by a reporting entity. Directs the Administrator and the Secretaries of Commerce, Agriculture, and Energy to develop greenhouse gas emissions quantification and verification protocols, electronic reporting methods, and accounting and reporting standards. Requires verification of reported emissions information. Requires the Administrator to publish an annual national greenhouse gas emissions inventory.
