Military Spouses Employment Act - Amends the Internal Revenue Code to include spouses of members of the Armed Forces on extended active duty (more than 90 days or for an indefinite period) as members of a targeted group for purposes of the work opportunity tax credit (thus giving employers a tax incentive for hiring military spouses).

States that the House of Representatives: (1) stands in solidarity with the people of Egypt in their democratic aspirations; (2) condemns the use of violence against unarmed protestors by the Egyptian security services and hired gangs of thugs, urges the release of any peaceful protestors who remain in custody, and calls for an end to the imposition of emergency or martial law; (3) deplores the targeted beatings and arrests of Egyptian and international journalists, as well as human rights and democracy advocates; (4) expresses its gratitude to the Egyptian army for its restraint and for remembering that its mission is to safeguard the Egyptian people; and (5) calls upon the government of Egypt and the political opposition to work together to transition Egypt to a credible democracy and a new era for the Egyptian people.

Bone Marrow Failure Disease Research and Treatment Act of 2011 - Amends the Public Health Service Act to require the Secretary of Health and Human Services (HHS), acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) develop a system to collect data on acquired bone marrow failure diseases, (2) establish the National Acquired Bone Marrow Failure Disease Registry, and (3) establish the Advisory Committee on Acquired Bone Marrow Failure Diseases to provide recommendations to the Secretary on the Registry. Allows the Secretary, acting through the Director, to award grants to, and enter to contracts and cooperative agreements with, public or private nonprofit entities for the management of the Registry. Requires the Secretary, acting through the Administrator of the Agency for Toxic Substances and Disease Registry, to conduct pilot studies to determine which environmental factors may cause acquired bone marrow failure diseases. Requires the Secretary, acting through the Deputy Assistant Secretary for Minority Health, to: (1) establish outreach and information programs targeted to minority populations affected by such diseases; (2) undertake a coordinated outreach effort to connect Hispanic, Asian American, and Pacific Islander communities with comprehensive services focused on treatment of, and information about, such diseases; and (3) awards grants to, or enter into cooperative agreements with, entities to perform research on such diseases. Requires the Secretary, acting through the Director of the Agency for Healthcare Research and Quality (AHRQ), to award grants to entities to improve diagnostic practices and quality of care with respect to patients with such diseases.

Currency Reform for Fair Trade Act - Amends the Tariff Act of 1930 to include as a "countervailable subsidy" requiring action under a countervailing duty or antidumping duty proceeding the benefit conferred on merchandise imported into the United States from foreign countries with fundamentally undervalued currency. Defines "benefit conferred," in cases where the currency of a foreign country is exchanged for foreign currency (i.e., U.S. dollars) obtained from export transactions, as the difference between: (1) the amount of currency provided by a foreign country in which the subject merchandise is produced; and (2) the amount of currency such country would have provided if the real effective exchange rate of its currency were not fundamentally undervalued. Declares that the fact that such a subsidy is also provided in circumstances not involving export shall not, for that reason alone, mean it cannot be considered export contingent and actionable under a countervailing duty and antidumping duty proceeding. Requires the administering authority to determine that the currency of a foreign country is fundamentally undervalued if for an 18-month period: (1) the government of the country engages in protracted, large-scale intervention in one or more foreign exchange markets; (2) the country's real effective exchange rate is undervalued by at least 5%; (3) the country has experienced significant and persistent global current account surpluses; and (4) the country's government has foreign asset reserves exceeding the amount necessary to repay all its debt obligations falling due within the coming 12 months, 20% percent of the country's money supply, and the value of the country's imports during the previous 4 months. Requires the use, for calculating a country's "real effective exchange rate undervaluation," of certain guidelines of the Consultative Group on Exchange Rate Issues of the International Monetary Fund (IMF) or, if those guidelines are not available, generally accepted economic and econometric techniques and methodologies. Requires the use, also, of inflation-adjusted, trade-weighted exchange rates. Applies the amendments made by this Act to goods from Canada and Mexico.

Build America Bonds to Create Jobs Now Act of 2011 - Amends the Internal Revenue Code, with respect to the Build America Bond program, to: (1) extend until December 31, 2012, the authority to issue such bonds and the authority for payments to issuers of such bonds, (2) reduce the percentage rate of payments to issuers in 2011 and 2012, (3) allow refundings of currently issued bonds, and (4) allow the use of Build America bonds to fund capital expenditures for levees and flood control projects.

Universal Prekindergarten Act - Directs the Secretary of Health and Human Services (HHS) to provide grants to a designated state agency for development of universal prekindergaten programs for all children three, four, and five years old in the state. Requires the state to: (1) match federal funds by at least 20%; and (2) submit with its grant application a plan to establish, coordinate, and implement a statewide universal prekindergarten program. Authorizes state agencies to set aside up to 5% of a grant for ongoing professional development activities for teachers and staff of prekindergarten programs that wish to participate.

Savings Enhancement for Education in College Act - Amends the Internal Revenue Code to: (1) make permanent the allowance for payment of expenses for computer technology and equipment from qualified tuition programs, (2) allow a tax credit for contributions to such programs, (3) allow limited direction of investment of contributions or earnings in a qualified tuition program, and (4) allow an exclusion, up to $600, from the gross income of an employee for employer contributions to a qualified tuition program.

Bring Jobs Back to America Act - Directs the Secretary of Commerce to create a comprehensive national manufacturing strategy to increase overall domestic manufacturing, create private sector jobs, identify emerging technologies, and identify a strategy for repatriating jobs to the United States. Requires the Secretary to: (1) establish targets for manufacturing growth; (2) conduct biennial surveys of U.S. businesses that maintain manufacturing facilities or customer service centers outside the United States; and (3) report on survey results. Directs the Secretary to establish multiple repatriation task forces to promote repatriation (return of a job or facility from a foreign country location to a U.S. location). Establishes the American Economic Security Commission to establish and carry out a program to improve U.S. competitiveness in the global economy through technology-based planning. Amends the Public Works and Economic Development Act of 1965 to make eligible for assistance under such Act projects to facilitate: (1) the relocation to the United States of a foreign source of employment; and (2) the growth of the U.S. manufacturing or customer service sector. Directs the Secretary of the Treasury to study the feasibility and potential impact of new tax provisions to encourage U.S. companies to return jobs to the United States. Amends federal patent law to revise requirements regarding the publication of patent applications. Requires abstracts (short summaries of inventions) included with patent applications (instead of the patent applications themselves, as under current law) to be published 18 months after the earliest filing date of the application. Repeals certain requirements relating to: (1) submission of a redacted copy of an application; and (2) procedures to prevent protest and pre-issuance opposition to the grant of a patent. Requires the Director of the U.S. Patent and Trademark Office to give priority to the examination of a patent application by an institution of higher education or a patent holding company affiliated with such an institution.

High School Athletics Accountability Act of 2011 - Amends the Elementary and Secondary Education Act of 1965 (ESEA) to direct coeducational elementary and secondary schools that participate in any ESEA program to: (1) report annually certain information on equality in their school athletic programs to the Commissioner for Educational Statistics; and (2) make such information available, upon request, to their students, potential students, and the public. Directs the Commissioner to ensure that such data are posted on the Department of Education's Web site within a reasonable period of time.

Disabled Veterans Tax Termination Act - Amends federal military retired pay provisions to: (1) permit veterans with a service-connected disability of less than 50% to concurrently receive both retired pay and disability compensation; (2) eliminate provisions requiring a phase in between January 1, 2004, and December 31, 2013, of concurrent receipt of retired pay and disability compensation; (3) eliminate a phase-in of concurrent receipt of retired pay and disability compensation for disabled veterans determined to be individually unemployable; and (4) require a limited reduction in retired pay for qualified disability retirees with less than 20 years of retirement-creditable service.

Large Capacity Ammunition Feeding Device Act - Amends the Brady Handgun Violence Prevention Act to prohibit: (1) the transfer or possession of a large capacity ammunition feeding device, except for its lawful possession within the United States on or before the date of this Act's enactment; and (2) the importation or bringing into the United States of such a device. Sets forth exceptions to such ban. Sets penalties for violations. Requires a large capacity ammunition feeding device manufactured after this Act's enactment to be identified by a serial number that clearly shows that the device was manufactured after enactment and such other identification as the Attorney General may prescribe.

National Guardsmen and Reservists Parity for Patriots Act - Amends the National Defense Authorization Act for Fiscal Year 2008 to back-date to September 11, 2001, the period of active duty or performed active service, in support of a contingency operation or in other emergency situations, for which members of Ready Reserve components of the armed forces shall receive credit in determining eligibility for early receipt of non-regular service retired pay.

Health Care Safety Net Enhancement Act of 2011 - Amends the Public Health Service Act to deem a hospital or an emergency department and a physician or physician group of such hospital or emergency department to be an employee of the Public Health Service for purposes of any civil action that may arise due to providing emergency and post-stabilization services on or after January 1, 2012.

Realize America's Maritime Promise Act or the RAMP Act - Requires the total budget resources for expenditures from the Harbor Maintenance Trust Fund for harbor maintenance programs to equal the level of receipts plus interest credited to such Fund for that fiscal year. Limits the use of such resources to such programs only. Declares that it shall be out of order in the House of Representatives or the Senate to consider any bill, joint resolution, amendment, motion, or conference report that would cause total budget resources for the Fund in a fiscal year for harbor maintenance programs to be less than the level of receipts plus interest credited to the Fund for that fiscal year.

Breast Cancer Patient Protect Act of 2011 - Amends the Employee Retirement Income Security Act of 1974 (ERISA), the Public Health Service Act, and the Internal Revenue Code to require a group or individual health plan that provides medical and surgical benefits to ensure that inpatient (and in the case of a lumpectomy, outpatient) coverage and radiation therapy are provided for breast cancer treatment. Prohibits such a plan from: (1) restricting benefits for any hospital length of stay to less than 48 hours in connection with a mastectomy or breast conserving surgery or 24 hours in connection with a lymph node dissection, insofar as the attending physician, in consultation with the patient, determines such stay to be medically necessary; or (2) requiring that a provider obtain authorization from the plan for prescribing any such length of stay. Requires such a plan to: (1) provide notice to each participant and beneficiary regarding the coverage required under this Act; and (2) ensure that coverage is provided for secondary consultations. Prohibits a health plan from taking specified actions to avoid the requirements of this Act. Allows a health insurance issuer that provides individual health insurance coverage to nonrenew or discontinue an individual's coverage based on the intentional concealment of material facts regarding a health condition related to the condition for which coverage is being claimed.

Lumbee Recognition Act - Extends federal recognition to the Lumbee Tribe of North Carolina, which makes its members eligible for the services and benefits provided to Indians because of their status as members of a federally recognized tribe. Deems members of the Tribe residing in Robeson, Cumberland, Hoke, and Scotland Counties in North Carolina to be within the delivery area for such services. Authorizes the Secretary of the Interior to take land into trust for the Tribe. Prohibits the Tribe from conducting gaming activities. Requires North Carolina to exercise jurisdiction over all criminal offenses committed, and all civil actions that arise, on North Carolina lands owned by, or held in trust for, the Lumbee Tribe or any dependent Indian community of the Tribe.

Expresses the sense of the House of Representatives that: (1) the Cumberland Valley Athletic Club and the Director of the National Park Service (NPS) should continue to accommodate members of the Armed Forces as they meet the challenge of the JFK 50 Mile marathon race; (2) the Club should work with the NPS to accommodate growth of the JFK 50 Mile as such event approaches its 50th year in 2012; (3) any growth over 2,000 participants should be at the mutual consent of the Director and the Club; and (4) the U.S. government should recognize the desire to protect and promote the heritage and historical significance of the JFK 50 Mile.

Amends title XVIII (Medicare) of the Social Security Act to revise requirements for determining the relative value of physicians' services for fee payment purposes. Directs the Secretary of Health and Human Services (HHS) to provide for a 4-year transition applicable in the case of codes (for services) for which: (1) a single code is used for payment for services for which multiple codes were previously used; and (2) a change in relative value units results in a reduction in such units of 10% or more. Applies this 4-year transition to the number of percentage points of the reduction in excess of 10%.

Strengthening Cybersecurity for Critical Infrastructure Act - Grants the Secretary of the Department of Homeland Security (DHS) primary authority in the executive branch in the creation, verification, and enforcement of measures for the protection of critical information infrastructure, including the promulgation of risk-informed information security practices and standards applicable to critical information infrastructures that are not owned by or under the direct control of the federal government. Directs the Secretary to: (1) consult with sector specific federal regulatory agencies in exercising such authority; and (2) coordinate with such agencies, through the Executive Office of the President, in establishing enforcement mechanisms. Authorizes the Secretary to: (1) conduct audits to ensure that appropriate measures are taken to secure critical information infrastructure; (2) issue subpoenas to determine compliance with federal regulatory requirements for securing such infrastructure; and (3) authorize sector specific federal regulatory agencies to undertake such audits. Establishes within the Executive Office of the President a National Office for Cyberspace, headed by an Executive Cyber Director, who shall have primary authority in the executive branch in leading interagency coordination on security policies relating to the creation, verification, and enforcement of measures regarding the protection of critical information infrastructure.

Digital Coast Act of 2010 - Defines "digital coast" as a constituent-driven platform provided by the National Oceanic and Atmospheric Administration (NOAA) to integrate geospatial data and address coastal and emergency management issues. Authorizes the Secretary of Commerce, acting through the Director of Coastal Services Center of the NOAA, to establish coastal service centers to address the needs of local, state, and regional entities involved with coastal and ocean decisionmaking. Declares that such centers shall: (1) link people, information, and technology to support the environmental, social, and economic well-being of the coast; (2) collaborate with branches of NOAA and other federal and nongovernmental entities to bring data, information, services, and tools to coastal and ocean decisionmakers; and (3) address region-specific needs at local, state, and regional levels. Authorizes the Secretary to enter financial agreements to carry out this Act. Requires such projects to collect and integrate coastal data with specified data sources, surveys, and mappings. Requires the Secretary to coordinate activities with NOAA, state and local governments, the private sector, and federal efforts.

Recognizes the shootings that occurred at Fort Hood, Texas, on November 5, 2009, as a tragic event in the history of the Army and the United States. Extends the deepest sympathies of Congress to the families and friends of the shooting victims. Honors the civilian law enforcement personnel of the Department of Defense (DOD) for implementing their training to eliminate the threat promptly, thereby limiting additional loss of life or injury. Commends the Fort Hood command team for its timely response and situational control. Expresses gratitude to the Fort Hood communities, military personnel stationed at Fort Hood, military service organizations, and the American people for promptly extending comfort and assistance to the victims of the shootings and their families.

Supports the goals and ideals of National Domestic Violence Awareness Month. Recognizes Health Cares About Domestic Violence Day (HCADV Day) as an awareness-raising day to reach members of the health care community and educate them about the critical importance of assessing for domestic violence, as well as the long-term health implications of domestic violence and lifetime exposure to violence. Expresses the sense of the House of Representatives that Congress should: (1) continue to raise awareness of domestic violence in the United States and its devastating effects on families and communities; and (2) support programs designed to end domestic violence.

Sexual Assault Forensic Evidence Registry Act of 2010 or the SAFER Act of 2010 - Amends the DNA Analysis Backlog Elimination Act of 2000 to: (1) allow states or local governments to use grant funds under such Act to conduct audits of samples of sexual assault evidence that are awaiting testing; and (2) provide funding in FY2011-FY2014 for such purpose. Authorizes the Attorney General to award grants for such audits only if the grant recipient (i.e., a state or local government) submits a plan for performing the audit of samples of sexual assault evidence and includes a good-faith estimate of the number of such samples. Requires the Attorney General to: (1) establish a Sexual Assault Forensic Evidence Registry to include information about samples of sexual assault evidence awaiting testing and to track the testing and processing of such samples; and (2) develop and disseminate to law enforcement and other appropriate agencies a report on best practices for the testing and use of DNA evidence collected as part of a criminal investigation of sexual assault cases. Sets forth requirements relating to information required to be included in such Registry, the protection of personally identifiable information in the Registry, and the updating of information in the Registry. Expresses the sense of Congress that law enforcement agencies and other appropriate entities should use the best practices developed by the Attorney General to develop, evaluate, and improve DNA evidence protocols.

Commuter Bill of Rights Act of 2010 - Establishes the Commuter Transit Rights Commission. Requires the Commission to make recommendations to the Secretary of Transportation in the form of a Commuter Bill of Rights which includes: (1) a list of situations in which a provider of public transportation will implement its contingency plan during an emergency; (2) recommendations for minimum standards that a plan must meet, including the provision of food, water, restrooms, ventilation, and medical services, as well as the distribution of certain critical information to commuters on a disabled or delayed train or other transit vehicle; and (3) recommendations for federal regulations on commuter safety during emergencies. Authorizes the Secretary to provide competitive grants to providers of public transportation to develop and implement contingency plans that fulfill the Bill of Rights. Requires the Secretary to review the Bill of Rights and issue regulations to require providers of public transportation to comply with the Bill's recommended standards. Requires the Secretary to use the Bill of Rights to develop related federal policies. Authorizes the Secretary to assess penalties or sanctions against providers of public transportation who fail to submit, obtain approval of, or adhere to its contingency plan. Requires the Secretary to establish a consumer hotline telephone number for public transportation complaints.

United States Secret Service Retirement Act of 2010 - Authorizes an individual who was hired as a member of the United States Secret Service Division or the United States Secret Service Uniformed Division from January 1, 1984, through December 31, 1986, who has actively performed duties other than clerical for 10 or more years directly related to the Secret Service's protection mission, who is serving as a member of the Secret Service Division or the Secret Service Uniformed Division and participating in the Federal Employees' Retirement System on the date of enactment of this Act, and who has an amount in his or her Thrift Savings Fund account that exceeds that individual's transition cost and that is available for withdrawal immediately before filing an election, to file an election to transition to the District of Columbia Police and Firefighters Retirement and Disability System (DCPFRDS). Directs the Secret Service to notify Secret Service employees regarding: (1) their eligibility to file such an election; (2) transition costs; and (3) requirements to complete withdrawal forms and to provide for the transfer of such costs from the employee's Thrift Savings Fund account. Requires the Office of Pay and Retirement Services of the District of Columbia to transmit to the Secret Service determinations regarding such transition costs. Requires: (1) the Office of Personnel Management (OPM) to prescribe regulations to provide for transition of covered employees from the Federal Employees' Retirement System to the Civil Service Retirement System; and (2) the District of Columbia government to provide for coverage of such employees in the DCPFRDS. Sets forth provisions regarding: (1) the transfer of Civil Service Retirement and Disability Fund funds of a covered employee to the Contributions for Annuity Benefits, United States Secret Service appropriations account of the Department of Homeland Security (DHS); and (2) the forfeiture of of a covered employee's Social Security contributions upon conversion.

Innovative Technologies Investment Incentive Act of 2010 - Amends the Internal Revenue Code to allow a new business-related tax credit for 25% of the equity investment (i.e., stock and capital or profits interest) in a small business concern that is engaged in a high technology or biotechnology trade or business and employs an average of fewer than 500 employees in a taxable year. Establishes a national innovative technology investment credit limitation of $500 million.

Smith-Mundt Modernization Act of 2010 - Amends the United States Information and Educational Exchange Act of 1948 to authorize the Secretary of State to provide for the preparation and dissemination of information intended primarily for foreign audiences abroad about the United States, including about its people, its history, and the federal government's policies, through press, publications, radio, motion pictures, the internet, and other information media, and through information centers and instructors. (Under current law such authority is restricted to information disseminated abroad, with a limited domestic exception.) Amends the Foreign Relations Authorization Act, Fiscal Years 1986 and 1987 to prohibit Department of State funds from being used to influence public opinion or propagandizing in the United States. (Under current law such provision applies to the United States Information Agency [USIA].) States that such provision shall: (1) not prohibit the Department from responding to inquiries about its operations, policies, programs, or program material, or making such information available to members of the media, public, or Congress; (2) not be construed to prohibit the Department from engaging in any medium of information on a presumption that a U.S. domestic audience may be exposed to program material; and (3) apply only to the Department and to no other federal department or agency.

United States Marshals Service 225th Anniversary Commemorative Coin Act - Directs the Secretary of the Treasury, in commemoration of the 225th anniversary of the establishment of the United States Marshals Service, to mint and issue $5 gold and $1 silver coins emblematic of the 225 years of exemplary and unparalleled achievements of the U.S. Marshals Service. Requires all such coin sales to include a surcharge of: (1) $35 per $5 coin; and (2) $10 per $1 coin. Requires distribution of the first $5 million to the Director of the United States Marshals Service National Museum, for the preservation, maintenance, and display of artifacts and documents of the U.S. Marshals Service. Requires distribution of: (1) $1 million to the National Center for Missing and Exploited Children; (2) $1 million to the National Law Enforcement Officers Memorial Fund in support of the National Law Enforcement Museum and the National Law Enforcement Officers Memorial; (3) $1 million to the Federal Law Enforcement Officers Association; (4) $500,000 to the William "Bill" Degan Scholarship Fund (provides scholarships for spouses and children of law enforcement officers killed in the line of duty); (5) $500,000 to the Robert D. May Scholarship Fund (provides scholarships for spouses and children of law enforcement officers killed in the line of duty); (6) $500,000 to the Community Oriented Policing Service; and (7) $500,000 to the United States Marshals Service Association. Authorizes the Secretary to strike and sell bronze duplicates of the $5 gold coins.

Directs the Secretary of Health and Human Services (HHS) to establish a demonstration project under title XVIII (Medicare) of the Social Security Act (SSA) to evaluate the benefits of providing payment for items and services needed for the administration, within the homes of Medicare beneficiaries, of intravenous immune globin (IVIG) for the treatment of primary immune deficiency diseases. Amends SSA title XVIII to treat as durable medical equipment (DME) any disposable drug delivery systems, including elastomeric infusion pumps, for the treatment of colorectal cancer.
