Code Talkers Recognition Act of 2007 - Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the award of gold medals to Native American code talkers of specified Indian tribes. Defines "code talker" as a Native American who served in the Armed Forces during a foreign conflict and who participated in military communications using a native language. Requires the Secretary of the Treasury, in consultation with the Secretary of Defense and Indian tribes, to identify code talkers eligible for a gold medal.

Amends title VI (Flexibility and Accountability) of the Elementary and Secondary Education Act of 1965 (ESEA) to create a new Part D: Promoting Youth Financial Literacy. Allows the Secretary of Education to provide grants to states to: (1) assist local educational agencies and public schools provide financial education programs to students in kindergarten through grade 12; and (2) implement financial education professional development programs for teachers and administrators. Requires a specified amount of the grant funds to be awarded competitively each fiscal year, with the remainder provided to each state on the basis of its share of students in kindergarten through grade 12. Directs the Secretary to make a grant to or contract with an institution of higher education or nonprofit organization that has substantial financial education experience to establish and operate a national clearinghouse of instructional materials and information on model financial education programs and best practices. Amends title V of the ESEA to direct the Secretary to set aside 2% of the funds appropriated for the Fund for the Improvement of Education program each fiscal year for financial literacy activities under such program.

Community and Healthcare-Associated Infections Reduction Act of 2007 - Directs the Agency for Healthcare Research and Quality (AHRQ), in collaboration with the Centers for Disease Control and Prevention (CDC), to develop best-practices guidelines for internal infection control plans to prevent, detect, control, and treat community and healthcare-associated infections at hospitals. Requires AHRQ to: (1) establish best practices with supporting justification, including the establishment of an infection control oversight committee; (2) collaborate with other agencies and organizations whose area of expertise is the identification, treatment, and prevention of infectious disease; (3) publish proposed guidelines; (4) provide for a comment period of not less than 90 days; and (5) establish final guidelines. Directs the Administrator of the Centers for Medicare and Medicaid Services to: (1) consult best practices guidelines in evaluating hospitals' infection control plans as a condition of participation in the Medicare program; and (2) report to Congress on the feasibility of reducing healthcare-associated infection rates through a Quality Improvement Payment Program. Requires: (1) hospitals to report information about community and healthcare-associated infections to the CDC National Healthcare Safety Network, which shall be used by the CDC to develop a national database of infection rates in hospitals; (2) the Director of the CDC to award grants to states to carry out public awareness campaigns; (3) the Director of the National Institutes of Health (NIH) to expand and intensify NIH programs regarding research and related activities concerning such infections; (4) the Secretary of Health and Human Services to establish an interagency working group on community and healthcare-associated infections; and (5) the Government Accountability Office (GAO) to report to Congress on this Act's impact.

Overseas Voting Practical Amendments Act of 2007 - Amends the Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA) to rename the official post card form containing both an absentee voter registration application and an absentee ballot application the Federal Voter Registration and Ballot Application. Prohibits states from refusing to accept balloting materials on any of specified grounds, including that the materials are not printed on a post card, do not include certain information, are not notarized or witnessed by an authorized official, are not delivered by the U.S. Postal Service, or do not meet certain other nonessential requirements. Amends federal postal law with respect to postage markings on certain balloting materials mailed by the states. Amends UOCAVA to: (1) permit voters to request absentee ballots in all subsequent elections; (2) repeal the requirement to provide absentee ballots in subsequent elections to individuals with unknown addresses; (3) apply UOCAVA to individuals who have never resided in the United States (whose parents are overseas voters); (4) require prompt notification of rejection of a voter registration or absentee ballot request; and (5) provide for use of a U.S. State Department diplomatic pouch for returning completed absentee ballots.

Federal Ocean Acidification Research And Monitoring Act of 2007 or FOARAM Act - Establishes the Interagency Committee on Ocean Acidification to oversee the planning, establishment, and coordination of a plan to improve the understanding of the role of increased ocean acidification on marine ecosystems and to develop adaptation techniques to effectively conserve marine ecosystems as they cope with ocean acidification. Requires a triennial report to the Committee on Commerce, Science, and Transportation of the Senate and the Committee on Science and Technology of the House of Representatives containing a summary of federally funded ocean acidification research and monitoring activities, an analysis of the progress made toward achieving certain goals and priorities, and recommendations for future activities, including policy recommendations. Requires the Committee to develop a strategic research and implementation plan for coordinated federal activities. Directs the Secretary of Commerce to establish and maintain an ocean acidification program within the National Oceanic and Atmospheric Administration (NOAA) to implement such strategic research and implementation plan. Authorizes appropriations to NOAA to carry out this Act. Requires that, of amounts made available to carry out this Act: (1) the Secretary of Commerce make at least 60% available to other departments and agencies; and (2) at least 50% be allocated for competitive grants.

Overseas Voting Education and Reform, Safeguarding Every American's Vote Act, or OVERSEAS Vote Act - Amends the Uniformed and Overseas Citizen Absentee Voting Act (UOCAVA) to prohibit a state from refusing to accept or process any otherwise valid absentee ballot submitted by an absent uniformed services voter or overseas voter on the grounds that the envelope in which the ballot is submitted is not notarized or witnessed by a notary public or other official authorized to administer oaths. Repeals the requirement to apply for state absentee ballot as a condition for use of a federal write-in absentee ballot. Permits voters to request absentee ballots in all subsequent elections. Directs the Election Assistance Commission (EAC) to establish and operate a program of grants to eligible nonpartisan organizations for activities to: (1) assist overseas civilian voters in voting in federal elections; and (2) increase turnout by providing them with information in advance of an election on how to cast absentee ballots. Requires the head of each office of the federal government with employees whose designated post of duty is outside the United States to notify them of the rights provided by UOCAVA to absent uniformed services voters and overseas voters. Directs the Secretary of State to ensure that each passport issued after enactment of this Act describes such rights. Extends application of UOCAVA to certain individuals who have never resided in the United States.

Prevention Through Affordable Access Act - Amends title XIX (Medicaid) of the Social Security Act to revise requirements for the best price component of the formula for determination of the Medicaid rebate for a covered single source outpatient drug or a covered innovator multiple source outpatient drug. (Under current law, best prices shall not take into account prices that are merely nominal in amount.) Revises the list of entities to which sales by a manufacturer of covered outpatient drugs at nominal prices shall be considered to be sales at a nominal price, or merely nominal in amount (and thus excluded from computation of the best price for such drugs). Adds to such list any entity that is: (1) operated by a health center of an institution of higher education, primarily for its students (university-based clinic); or (2) a public or private nonprofit entity that provides family planning services under the Public Health Service Act (safety-net clinic).

Nursing Education Opportunities Act - Amends the Public Health Service Act to include accelerated degree nursing students who pursue a second baccalaureate degree or a master's degree as an entry level nursing degree as eligible for financial assistance through nursing programs in the Act, including the Nursing Student Loan Program. Raises the yearly loan amounts available to all nursing students through that Program. Modifies the definition of "collegiate school of nursing" to include accelerated nursing degree programs. Authorizes the Secretary of Health and Human Services, in the case of a nurse faculty shortage, to obligate more than 10% of traineeships for individuals in doctoral degree programs. Directs the Secretary to award grants to: (1) eligible entities to establish doctoral nursing degree programs, giving priority to such entities located in states in which there are no such programs; and (2) partnerships of eligible entities to establish doctoral nursing consortia to enhance and expand the availability of doctoral nurse faculty and education by enabling the partners to share doctoral faculty and programmatic resources. Amends the Higher Education Act of 1965 to authorize the Secretary to award grants to partnerships composed of an accredited nursing school at an institution of higher education and a hospital or health facility to establish up to five pilot projects to enable such hospital or facility to retain its staff of experienced nurses while providing a mechanism to have these individuals become, through an accelerated nursing education program, faculty members of an accredited nursing school.

Affordable Footwear Act of 2007 - Expresses the sense of Congress that the elimination of duty on certain imported footwear would provide significant benefit to U.S. consumers, particularly lower-income families. Amends the Harmonized Tariff Schedule of the United States to provide for the duty-free treatment of certain footwear (including children's shoes) made of rubber or plastics that are imported into the United States. Amends the Caribbean Basic Economic Recovery Act to provide footwear imported directly from Haiti into the United States with the same preferential treatment that is provided to certain imported footwear under the Dominican Republic-Central American-United States Free Trade Agreement.

Home Lead Safety Tax Credit Act of 2007 - Amends the Internal Revenue Code to allow a tax credit for 50 percent of the costs of reducing lead hazards in U.S. homes built before 1960 in which certain low-income children less than six years of age and women of child-bearing age reside. Allows a maximum credit of $3,000 for lead abatement costs and $1,000 for the cost of interim lead control measures.

Youth Prison Reduction through Opportunities, Mentoring, Intervention, Support, and Education Act or the Youth PROMISE Act - Amends the Juvenile Justice and Delinquency Prevention Act of 1974 to establish a PROMISE Advisory Panel to assist the Office of Juvenile Justice and Delinquency Prevention in: (1) assessing and developing standards and evidence-based practices to prevent juvenile delinquency and criminal street gang activity; and (2) collecting data in designated geographic areas to assess the needs and existing resources for juvenile delinquency and criminal street gang activity prevention and intervention. Authorizes the Administrator of the Office of Juvenile Justice and Delinquency Prevention to award grants to local governments and Indian tribes to: (1) plan and assess evidence-based and promising practices for juvenile delinquency and criminal street gang activity prevention and intervention, especially for at-risk youth; and (2) implement PROMISE plans, developed by local PROMISE Coordinating Councils (PCCs), for coordinating and supporting the delivery of juvenile delinquency and gang prevention and intervention programs in local communities. Establishes a National Center for Proven Practices Research to provide PCCs and the public current research and other information about evidence-based practices related to juvenile delinquency and criminal street gang prevention and intervention. Directs the Administrator to award grants to hire and train law enforcement officers as youth-oriented police to work with PCCs, other community-based organizations, and high-risk youths. Establishes a Center for Youth-Oriented Policing. Amends the Violent Crime Control and Law Enforcement Act of 1994 to authorize grants for the creation and expansion of state, local, and tribal juvenile witness and victim protection programs. Extends and increases funding for juvenile accountability block grants through FY2013.

Providing Resources, Officers, and Technology to Eradicate Cyber Threats to Our Children Act of 2007 or the PROTECT Our Children Act of 2007 - Requires the Attorney General to appoint a Special Counsel for Child Exploitation Prevention and Interdiction within the Office of Deputy Attorney General to coordinate Department of Justice (DOJ) policies and strategies for the prevention and investigation of child exploitation cases. Establishes within the Office of Justice Programs in DOJ an Internet Crimes Against Children Task Force (ICAC Task Force), consisting of state and local task forces (one task force for each state) to address online enticement of children, child exploitation, and child obscenity and pornography cases. Requires the Attorney General to establish a National Internet Crimes Against Children Data Network Center to assist the ICAC Task Force program and federal, state, local, and tribal agencies investigating and prosecuting child exploitation. Authorizes the Office of Justice Programs to award grants to state and local ICAC task forces to combat Internet crimes against children. Requires the Attorney General to establish additional computer forensic capacity to address backlogs, including for child exploitation investigations. Authorizes funding for additional agents and personnel for the Federal Bureau of Investigation (FBI) and the Bureau of Immigration and Customs Enforcement. Requires the Attorney General to report to Congress annually on resources used to investigate and prosecute child exploitation and child obscenity cases.

Congratulates Vice President Al Gore and the Intergovernmental Panel on Climate Change for receiving the 2007 Nobel Peace Prize and commends the Norwegian Nobel Committee for selecting them. Recognizes: (1) Vice President Al Gore's work to increase awareness about the dangers of global warming; and (2) the Panel's work to create an informed consensus about the connection between human activities and global warming. Recommends that the public takes action to reduce greenhouse gas (GHG) emissions. Encourages Congress and the President to enact climate change legislation to substantially reduce U.S. contributions to GHG emissions.

Federal Judicial Salary Restoration Act of 2007 - Increases the salaries of certain federal judges and Justices of the U.S. Supreme Court. Amends Public Law 97-92 (the joint resolution making further continuing appropriations for FY1982), as amended by the Departments of Commerce, Justice, and State, the Judiciary, and Related Agencies Appropriations Act, 2002, to repeal the prohibition on salary increases for such officials.

James Zadroga 9/11 Health and Compensation Act of 2007 - Amends the Public Health Service Act to establish within the National Institute for Occupational Safety and Health the World Trade Center Health Program (WTC program) to provide medical monitoring and treatment benefits to: (1) eligible emergency responders and recovery and cleanup workers who responded to the New York City terrorist attacks on September 11, 2001; and (2) residents and other building occupants and area workers who were directly impacted and adversely affected by such attacks. Requires the WTC program administrator to: (1) establish the WTC Health Program Steering Committee and the WTC Health Program Scientific/Technical Advisory Committee; (2) institute a program that provides education and outreach on the existence and availability of services under the WTC program; and (3) provide for the uniform collection of data related to WTC-related health conditions. Authorizes the Secretary of Health and Human Services to establish similar programs with respect to the terrorist attack at the Pentagon on September 11, 2001. Requires the administrator to conduct or support research on: (1) physical and mental health conditions that may be related to the September 11 terrorist attacks; and (2) diagnosing and treating WTC-related health conditions. Requires the administrator to extend and expand arrangements with the New York City Department of Health and Mental Hygiene to provide for the World Trade Center Health Registry. Authorizes the administrator to make grants to the New York City Department of Health and Mental Hygiene to address mental health needs relating to the terrorist attacks. Amends the Air Transportation Safety and System Stabilization Act to provide, under certain circumstances, for an extension of time for filing claims under the September 11 Victim Compensation Fund of 2001.

America's Border Security Act of 2007 - Sets forth border security and enforcement provisions, including provisions respecting: (1) use of Department of Defense (DOD) surveillance equipment, including unmanned aerial vehicles (UAVs); (2) road and barrier construction; (3) ports of entry construction; (4) communications enhancements; (5) aerial surveillance programs; (6) personnel increases; and (7) a national border security plan.

Bullying and Gang Reduction for Improved Education Act - Amends the Elementary and Secondary Education Act of 1965 to add bullying and gang prevention to the violence and drug abuse prevention activities currently supported under the Safe and Drug-Free Schools and Communities program. Provides that, in addition to fostering a safe and drug-free learning environment, such program should facilitate healthy, physically active lifestyles. Makes local park and recreation agencies eligible for funding under the program's mentoring programs for children.

Put School Counselors Where They're Needed Act - Amends the Elementary and Secondary Education Act of 1965 to direct the Secretary of Education to implement a demonstration project providing competitive, four-year grants to at least 10 secondary schools that have a four-year adjusted cohort graduation rate of 60% or lower, for the provision of additional school counselors and counselor resources. Expresses the sense of Congress that grantees should provide one additional counselor for every 250 students at risk. Requires the additional school counselors to serve primarily students identified as being at risk of not graduating in four years. Makes grantees that demonstrate progress in improving their graduation rates eligible for subsequent grants.

Reducing Barriers to Learning Act of 2007 - Amends the Department of Education Organization Act to create an Office of Specialized Instructional Support Services within the Department of Education to improve specialized instructional support services in schools. Amends the Elementary and Secondary Education Act of 1965 to establish a Reduced Barriers to Learning program authorizing the Secretary of Education to award competitive matching grants to states to: (1) establish or expand specialized instructional support services and programs at the state level that are designed to provide technical assistance, coordination, and support to specialized instructional support services and programs that address barriers to learning within local educational agencies and individual schools; and (2) to hire and support specialized instructional support services coordinators to provide such assistance, coordination, and support. Replaces pupil services and pupil services personnel with specialized instructional support services and specialized instructional support personnel. Defines such services as those provided by school counselors, social workers, psychologists, and other qualified professionals that provide assessment, diagnosis, counseling, educational, therapeutic, and other necessary services as part of a comprehensive program to meet student needs.

Preventive Medicine and Public Health Training Act - Amends the Public Health Service Act to authorize the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to award grants to or enter into contracts with certain eligible entities to provide training to graduate medical residents in preventive medicine specialties. Requires grant funds to be used for: (1) residency programs for preventive medicine or public health; (2) financial assistance to resident physicians who plan to specialize in preventive medicine or public health; (3) preventive medicine or public health program costs, including curriculum development and practicum costs; and (4) the improvement of academic administrative units.

Federal Dog Protection Act - Amends the Animal Welfare Act to make it unlawful to knowingly: (1) sponsor or exhibit an animal in, or knowingly attend, a dog fighting venture; (2) sell, buy, possess, train, transport, deliver, or receive for purposes of transportation any dog or other animal for the purpose of having the dog or other animal, or offspring of the dog or other animal, participate in a dog fighting venture; or (3) use the U.S. mail service or any instrumentality of interstate commerce for commercial speech that promotes or furthers such prohibited actions. Makes costs incurred for the care of animals seized and forfeited recoverable from the owner (currently recoverable costs are limited to those incurred by the United States). Allows animal control agencies, humane societies, or societies for the prevention of cruelty to animals to commence a civil suit to enjoin any private party who is alleged to be in violation of provisions concerning animal fighting. Provides for enforcement.

Voluntary State Discount Prescription Drug Plan Act of 2007 - Amends title XIX (Medicaid) of the Social Security Act to require drug manufacturers to pay rebates to state prescription drug discount programs as a condition of participating in a Medicaid rebate agreement for outpatient prescription drugs, but only if the state has elected to establish an optional state prescription drug discount program.

Comprehensive Immunosuppressive Drug Coverage for Kidney Transplant Patients Act of 2007 - Amends SSA title II (Old Age, Survivors and Disability Insurance) (OASDI) to: (1) continue entitlement to prescription drugs used in immunosuppressive therapy furnished to an individual who receives a kidney transplant for which payment is made under Medicare; and (2) extend Medicare secondary payer requirements for end stage renal disease (ESRD) beneficiaries. Amends title XVIII (Medicare ) of SSA to apply special rules to kidney transplant recipients receiving additional coverage for immunosuppressive drugs. Deems such individual to be enrolled under Medicare part B. Makes him or her responsible for the full amount of the applicable premiums. Applies deductible and coinsurance requirements to the provision of such drugs. Amends the Public Health Service Act, the Employee Retirement Income Security Act of 1974 (ERISA), and the Internal Revenue Code to set forth requirements for group health plans to provide coverage of immunosuppressive drugs for kidney transplant patients.

Meth Mouth Prevention and Community Recovery Act - Requires the Director of the Center for Substance Abuse Prevention to make grants to enable public and private nonprofit entities to determine whether educating youth about meth mouth (oral decay that is commonly associated with methamphetamine use) is an effective strategy for preventing or reducing methamphetamine use. Reserves a portion of appropriated funds for Indian tribes and tribal organizations. Amends the Public Health Service Act to require the Secretary of Health and Human Services to expand and intensify the clinical research, health services research, and public health research on associations between substance use disorders, oral health, and the provision of dental care. Requires the Secretary to study the effect methamphetamine use has on the demand for, and provision of, dental care. Directs the Administrator of the Substance Abuse and Mental Health Services Administration to support training and offer technical assistance to ensure that dentists and allied dental personnel are prepared to: (1) recognize signs of alcohol or drug addiction; (2) discuss the nature of substance abuse as it relates to their area of expertise; (3) understand how certain dental therapies can affect the relapse potential of substance dependent patients; and (4) help those affected by a substance use disorder find appropriate treatment for their conditions. Authorizes the Administrator to collaborate with professional accrediting bodies to develop and support substance abuse training courses for oral health professionals.

ADA Restoration Act of 2007 - Amends the Americans with Disabilities Act of 1990 to remove from the definition of "disability" a reference to substantially limiting one or more major life activities. Prohibits, in determining whether an individual has an impairment, considering the impact of any mitigating measures the individual may be using or whether any impairment manifestations are episodic, in remission, or latent. Considers actions taken because of an individual's use of a mitigating measure to be actions taken on the basis of a disability. Defines "record of physical or mental impairment" as having a history of, or having been misclassified as having, a physical or mental impairment. Defines "regarded as having a physical or mental impairment" as being perceived or treated as having a physical or mental impairment whether or not the individual has an impairment. Prohibits employment discrimination on the basis of disability (under current law, against a qualified individual with a disability because of the disability). Allows, as a defense to a charge of discrimination, that the individual alleging discrimination is not a qualified individual with a disability. Requires that the Act's provisions be broadly construed. Empowers: (1) the Attorney General to promulgate regulations and guidance to provide for consistent and effective standards among enforcing agencies; and (2) the Equal Employment Opportunity Commission (EEOC) and Secretary of Transportation to then issue implementing regulations or policy guidance consistent with the Attorney General's requirements. Entitles duly issued federal regulations and guidance to deference by administrative bodies or officers and courts.

Saving Our Community Pharmacies Act of 2007 - Amends title XIX (Medicaid) of the Social Security Act to provide for: (1) use of median retail acquisition cost as the basis for Medicaid reimbursement limits on generic drugs; and (2) establishment of an evidence-based prescription drug program. Directs the Comptroller General to study and report to Congress on the costs of community retail pharmacies to dispense prescription drugs.

Safe Schools Improvement Act of 2007 - Amends the Safe and Drug-Free Schools and Communities Act to require: (1) states to use grants for safe and drug-free schools to collect and report information on the incidence of bullying and harassment; and (2) local educational agencies (LEAs) and schools to use subgrants to prevent and respond to incidents of bullying and harassment. Requires such LEAs or schools to: (1) notify parents and students annually of conduct prohibited in their school discipline policies, that now must include bullying and harassment; and (2) establish grievance procedures for students and parents to register complaints regarding such conduct. Includes bullying and harassment within the the Act's definition of violence.

No Child Left Inside Act of 2007 - Amends the Elementary and Secondary Education Act of 1965 to authorize states to use federal funds for the development of kindergarten through grade 12 (K-12) plans for environmental education and teacher training to ensure that high school graduates are environmentally literate. Authorizes the Secretary to award competitive grants to partnerships that include a local educational agency (LEA), and may include institutions of higher education (IHE) and other educational or business entities, for activities that include the development of teacher training programs and more rigorous environmental education curricula. Authorizes the Secretary to award competitive matching grants to nonprofit organizations, states, LEAs, or IHEs for activities to improve and support environmental education that include: (1) advancing content and achievement standards; (2) developing or disseminating innovations or model programs; (3) research; and (4) creating new funding sources. Requires the Secretary to give priority in providing magnet school assistance to LEAs creating or enhancing environmental magnet school programs. Includes environmental education in the current program providing grants to states and LEAs for teacher training. Amends the Department of Education Organization Act to create an Office of Environmental Literary to advance K-12 environmental education and administer the new grant programs. Amends the National Assessment of Educational Progress Authorization Act to authorize the Commissioner for Education Statistics to include environmental education in any additional national assessment of student achievement.

Health Equity and Accountability Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to establish the Robert T. Matsui Center for Cultural and Linguistic Competence in Health Care. Provides for health care workforce diversity activities, including the establishment of: (1) a technical clearinghouse on health workforce diversity; and (2) Regional Minority Centers of Excellence Programs. Requires health-related programs of the Department of Health and Human Services (HHS) to collect data on race, ethnicity, and primary language. Directs each federal health agency to implement a strategic plan to eliminate disparities and improve the health and health care of minority populations. Requires the Secretary to establish: (1) an Office of Health Disparities within the Office of Civil Rights; and (2) civil rights compliance offices in each HHS agency that administers health programs. Reestablishes the Indian Health Service as an agency within the Public Health Service of HHS to be administered by an Assistant Secretary of Indian Health. Requires the establishment of an Office of Minority Health within specified agencies. Directs the President to execute, administer, and enforce provisions to address environmental justice in minority and low-income populations. Provides for the establishment of health empowerment zone programs in communities that disproportionately experience disparities in health status and health care. Requires the Secretary to designate centers of excellence at public hospitals and other health systems that demonstrate excellence in providing care to minority populations and reducing health disparities. Makes immigrants from certain U.S. territories and possessions eligible for specified federal programs. Requires the Secretary to expand the Minority HIV/AIDS Initiative. Provides for grants for strategies to eliminate racial and ethnic health and health care disparities. Requires the Secretary to establish the Rural Health Quality Advisory Commission.

Medicare Prescription Drug Savings for Our Seniors (Medicare Prescription Drug SOS) Act of 2007 - Amends part D (Voluntary Prescription Drug Benefit Program) of title XVIII (Medicare) of the Social Security Act (SSA) to direct the Secretary of Health and Human Services to: (1) offer one or more Medicare operated prescription drug plans (PDPs) with a service area consisting of the entire United States; and (2) negotiate with pharmaceutical manufacturers to reduce the purchase cost of covered part D drugs. Requires the monthly beneficiary premium for qualified prescription drug coverage and access to negotiated prices to be uniform nationally. Provides for auto-enrollment of subsidy eligible individuals in Medicare operated PDPs. Amends SSA title XIX (Medicaid) to provide for the use of 2005 as base in computing the state clawback provision. Amends SSA title XVIII (Medicare) to eliminate part D cost-sharing for certain non-institutionalized full-benefit dual eligible individuals. Provides for: (1) expedited low-income subsidies under the Medicare PDP; (2) indexing of deductible and cost-sharing for certain individuals; and (3) Commissioner of Social Security screening for Medicare savings program eligibility. Sets forth anti-fraud and abuse provisions. Provides for protection against a decrease in Social Security benefits owing to part D Medicare premium increases. Prohibits late enrollment penalties for months before January 2008. Allows a one-time change in plan during first year of enrollment. Prohibits a PDP sponsor from removing a covered part D drug from the plan formulary, downgrading its cost-sharing status, or otherwise introducing a barrier to access to covered part D drugs, without advance notice. Requires Medicare part D formularies to cover all drugs in six specified therapeutic categories. Makes benzodiazepines covered part D drugs, subject to review by the Secretary. Eliminates the MA Regional Stabilization Fund and certain Medicare Advantage overpayments. Requires prompt payment of clean claims by Medicare and Medicare Advantage PDPs. Prohibits co-branding. Extends part D coverage to medication therapy management services.

Expresses the sense of the House of Representatives that the U.S. Postal Service should: (1) issue a semipostal stamp to support medical research relating to Alzheimer's disease; and (2) transfer to the National Institutes of Health (NIH) for that purpose any amounts becoming available from the sale of that stamp.

Benefit Rating Acceleration for Veteran Entitlements Act of 2007 - Amends titles II (Old Age, Survivors and Disability Insurance) (OASDI) and XVI (Supplemental Security Income) (SSI) of the Social Security Act to treat as a disability for OASDI and SSI disability payment purposes any service-connected total disability, as rated and certified by the Secretary of Veterans Affairs. Applies the same treatment to related child's insurance and widow's and widower's insurance benefits.

Veterans Education Tuition Support Act of 2007 or VETS Act of 2007 - Amends the Servicemembers Civil Relief Act to require an institution of higher education, whenever a servicemember is called, activated, or ordered to military service and therefore withdraws or takes a leave of absence from such institution, to: (1) refund to the servicemember tuition and other fees paid for the portion of the program of education for which the servicemember did not receive academic credit after such withdrawal or leave; and (2) provide the servicemember an opportunity to reenroll at the institution with the same educational and academic status that the servicemember had when ordered to military service. Requires a provider of a student loan with respect to such a servicemember: (1) if the servicemember reenrolls in the program of education (or a comparable program) within 13 months following the period of military service, to disregard the entire period that the education was discontinued in determining the date on which student loan repayment is to begin; or (2) if the servicemember does not reenroll, to not require loan repayment to begin before the later of the last day of such 13-month period or the date the repayment was otherwise required to begin. Prohibits a court from granting a creditor relief from the 6% limit on interest charged against the indebtedness of a servicemember during a period of military service in the case of an obligation or liability incurred by a servicemember who is a student at an institution of higher education at the time of the call to service.
