National Baseball Hall of Fame Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue not more than 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half dollar coins in recognition of the National Baseball Hall of Fame during the one-year period beginning on January 1, 2015. Directs the Secretary to hold a competition to design the obverse of the coins. Requires the design on the reverse side to depict a baseball similar to those used by Major League Baseball. Requires all sales of such coins to include specified surcharges, which shall be paid by the Secretary to the National Baseball Hall of Fame to help finance its operations. Requires the budgetary effects of this Act to be determined by reference to the latest statement titled "Budgetary Effects of PAYGO Legislation" for this Act, provided that such statement has been submitted prior to the vote on passage.

Treats amounts received under this Act as a reimbursement from Colorado to Fort Lewis College for complying with federal law requiring the admission of Indian students at the College free of charge of tuition. Prohibits anything in this Act from being construed as relieving Colorado from reimbursing Fort Lewis College for each academic year: (1) with respect to Indian students who are not Colorado residents and who are enrolled in Fort Lewis College, any amount of the charges for tuition for such enrolled Indian students which exceeds the amount received under this Act; and (2) with respect to Indian students who are Colorado residents and who are enrolled in Fort Lewis College, an amount equal to the charges for tuition for such enrolled Indian students.

Methamphetamine Prevention Campaign Grant Program Act of 2010 - Authorizes the Attorney General to make one-year matching grants to states, local governments, or private nonprofit organizations (eligible entities) to establish a methamphetamine prevention campaign which shall be aimed at teenagers. Authorizes the use of grant funds to: (1) produce and develop television, radio, Internet, and print advertisements and educational materials; (2) provide for community outreach to motivate community involvement in methamphetamine education; (3) produce a benchmark survey and periodic studies of attitudes and behaviors related to methamphetamine; and (4) conduct qualitative research to assist in the development and testing of the messaging of a methamphetamine prevention campaign and the effectiveness of methamphetamine education. Requires the Attorney General to give priority in making grants to eligible entities that: (1) are addressing widespread methamphetamine use or an emerging threat of such use; (2) have dedicated personnel to oversee a methamphetamine prevention campaign; and (3) demonstrate an ability to provide quality-tested television and print copy for advertising and educational purposes.

Stop Waste by Eliminating Excessive Programs Act of 2010 or the SWEEP Act - Declares that it shall not be in order in the House of Representatives or the Senate to consider any legislation that authorizes a program unless it provides budget authority for the program for 10 or fewer fiscal years. Requires a federal agency to make the program performance report for each program under its control available to Congress upon request. Establishes the Federal Program Sunset Commission, which shall: (1) submit to Congress a report analyzing the interaction between authorizing legislation and appropriations legislation and the effects of such interaction; (2) establish a schedule to review each activity or project (program) listed in the program and financing schedules of the annual federal budget every 10 years; (3) conduct a review of the efficiency of operation and public need for each such program according to that schedule; and (4) annually report to Congress on the programs reviewed, including recommendations regarding whether each program should be abolished or reorganized and whether the functions of any programs should be consolidated, transferred, or reorganized in an agency or among agencies and proposals for appropriate administrative or legislative action. Terminates the Commission 11 years after this Act's enactment unless reauthorized. Requires the Comptroller General: (1) in cooperation with the Director of the Congressional Research Service (CRS), to submit to Congress and update annually an inventory of all federal programs, with budgetary information to be provided by the Director of the Congressional Budget Office (CBO); and (2) organize the inventory by program areas that are reflective of national needs and agency missions and that are appropriate for the exercise of the review requirements of this Act. Requires the Comptroller General, the Director of CRS, and the Director of CBO to permit the mutual exchange of information that would aid in inventory compilation. Sets forth requirements for, and procedures for congressional consideration of, proposed legislation to abolish programs.

Requires the release of 5,412.5 acre-feet of water from the marketable yield pool (the portion of the regulatory capacity that is dedicated to marketing purposes) of water stored in the Ruedi Reservoir (a component of the Fryingpan-Arkansas Project of the Bureau of Reclamation in western Colorado) for the benefit of endangered fish habitat in the Colorado River for 2013 and each year thereafter at the request of the Director of the United States Fish and Wildlife Service. Requires such release during the late summer months to enhance low water flows in areas that comprise the endangered fish habitat in the Colorado River, unless otherwise requested by the Director. Provides that the release shall satisfy 50% of the commitment by certain water users to provide 10,825 acre-feet of water per year, as described in Appendix C of the document entitled "Final Programmatic Biological Opinion for Bureau of Reclamation's Operations and Depletions, Other Depletions, and Funding and Implementation of Recovery Program Actions in the Upper Colorado River above the Confluence with the Gunnison River." Makes this Act effective when: (1) the Secretary of the Interior issues a finding of no significant impact or a record of decision under the National Environmental Policy Act of 1969 regarding such release; and (2) an additional 5,412.5 acre-feet of water has been made available by means acceptable to water users to satisfy their remaining obligations.

Eunice Kennedy Shriver Act - Reauthorizes the Special Olympics Sport and Empowerment Act of 2004 for FY2011-FY2015. Directs the Secretary of State to act through the Assistant Secretary of State for Educational and Cultural Affairs in awarding grants or entering agreements with Special Olympics for activities outside the United States. Includes community-based prevention among the activities for which the Secretary of Health and Human Services (HHS) may award grants or enter into agreements with Special Olympics. Requires grant or agreement applications to include a description of specific measurable annual benchmarks, as well as long-term goals and objectives, to be achieved through specified activities, which must include: (1) activities to increase the full participation of people with intellectual disabilities in inclusive school and community activities with nondisabled people; (2) education programs that dispel negative stereotypes about people with intellectual disabilities; and (3) activities to increase the participation of people with intellectual disabilities in Special Olympics outside of the United States. Requires annual reports by Special Olympics to describe demographic data about Special Olympics participants. Authorizes the Secretary of Education to award grants or enter into contracts or cooperative agreements to promote the expansion of Best Buddies, including activities to increase the participation of people with intellectual disabilities in social relationships and other aspects of community life, including education and employment, within the United States. Directs the Secretary of Education to award competitive grants to institutions of higher education to establish Eunice Kennedy Shriver Institutes for Sport and Social Impact. Requires recipients to use grant funds to advance the quality of life and inclusion of people with intellectual disabilities through research and evaluation, technical assistance, training, data collection, evaluation, collaboration, and dissemination of evidence-based best practices.

Chimney Rock National Monument Act of 2010 - Designates the Chimney Rock National Monument in Colorado to preserve, protect, and restore the archeological, anthropological, geological, hydrologic, biological, visual, and scenic resources of Chimney Rock. Authorizes the Secretary of Agriculture (USDA) to make minor adjustments to the boundaries of the Monument for the inclusion of significant archaeological resources discovered on adjacent public land. Requires management of, and authorizes use of, the Monument as a unit of San Juan National Forest. Authorizes the Secretary to carry out vegetative management treatments within the Monument, with the exception of timber harvesting and the use of prescribed fire, which may only be used when necessary to address the risk of wildfire, insects, or diseases. Prohibits uses of the Monument other than those authorized by the Secretary. Includes as authorized uses: (1) construction of a visitor's center and related exhibit and curatorial facilities to interpret the Monument's scientific and cultural resources; (2) scientific research (including archaeological research) and educational and interpretive uses; (3) acquisition and display of artifacts; (4) recreational use of mountain bikes and motorized vehicles; (5) installation and maintenance of a certain public utility right of way; and (6) grazing uses. Requires the Secretary to develop a management plan for the Monument, which shall include: (1) providing for the continued use of the Monument by Indian tribes for traditional ceremonies and as a source for traditional plants and other materials; and (2) specifying permitted uses of artifacts.

Democracy is Strengthened by Casting Light on Spending in Elections Act or DISCLOSE Act - Amends the Federal Election Campaign Act of 1971 (FECA) to prohibit: (1) independent expenditures and payments for electioneering communications by government contractors if the value of the contract is at least $50,000; and (2) recipients of assistance under the Troubled Asset Relief Program (TARP) of the Emergency Economic Stabilization Act of 2008 (EESA) from making any contribution to any political party, committee, or candidate for public office, or to any person for any political purpose or use, or from making any independent expenditure or disbursing any funds for an electioneering communication. Applies the ban on contributions and expenditures by foreign nationals to foreign-controlled domestic corporations. Treats as contributions: (1) any payments by any person (except a candidate, a candidate's authorized committee, or a political committee of a political party) for coordinated communications; and (2) political party communications made on behalf of candidates if made under the control or direction of a candidate or a candidate's authorized committee. Revises the definition of independent expenditure to mean, in part, an expenditure that, when taken as a whole, expressly advocates the election or defeat of a clearly identified candidate, or is the functional equivalent of express advocacy. Requires any person making independent expenditures exceeding $10,000 to file a report within 24 hours. Increases the period before a general election during which a communication shall be considered an electioneering communication. Requires corporations, labor organizations, and other covered organizations to include specified additional information in reports on independent expenditures of at least $10,000. Sets forth special rules for the use of general treasury funds by covered organizations for campaign-related activity. Authorizes covered organizations to make optional use of a separate Campaign-Related Activity Account for making disbursements for campaign-related activity. Prescribes additional information to be included in certain radio or television communications by persons (including significant funders of campaign-related communications of a covered organization) other than a candidate, a candidate's authorized committee, or a political committee of a political party. Amends the Lobbying Disclosure Act of 1995 to require registered lobbyists to report information on independent expenditures or electioneering communications of at least $1,000 to the Secretary of the Senate and the Clerk of the House of Representatives. Requires certain covered organizations to disclose to shareholders, members, or donors information on disbursements for campaign-related activity. Authorizes judicial review of the provisions of this Act.

Requires the Secretary to select proposals for such cooperative agreements through the use of competitive procedures and an impartial review of their scientific and technical merit.

Second Amendment Enforcement Act - Amends specified law prohibiting the killing of wild birds and wild animals in the District of Columbia to declare that nothing in it or any other provision of law shall authorize or be construed to permit the Council, the Mayor, or any governmental or regulatory authority of the District to prohibit, constructively prohibit, or unduly burden the ability of persons otherwise not prohibited from possessing firearms under federal law from acquiring, possessing in their homes or businesses, transporting for legitimate purposes, or using for sporting, self-protection or other lawful purposes, any firearm neither prohibited by federal law nor subject to the National Firearms Act. Denies the District any authority to enact laws or regulations that discourage or eliminate the private ownership or use of firearms. Declares that nothing in such prohibitions shall be construed to prohibit the District from regulating the carrying of firearms by a person, either concealed or openly, other than at the person's dwelling place, place of business, or on other land possessed by the person. Amends the Firearms Control Regulations Act of 1975 (FCRA) to repeal the definition of a machine gun as any firearm which shoots, is designed to shoot, or can be readily converted or restored to shoot semiautomatically, more than 12 shots without manual reloading. (Thus repeals the ban on semiautomatic weapons.) Redefines "machine gun" as any firearm which shoots, is designed to shoot, or can be readily restored to shoot automatically, more than one shot without manual reloading by a single function of the trigger. Includes also the frame or receiver of any such firearm, any part designed and intended solely and exclusively, or combination of parts designed and intended, for use in converting a firearm into a machine gun, and any combination of parts from which a machine gun can be assembled if such parts are in the possession or under the control of a person. Repeals the District's: (1) registration requirement for possession of firearms; and (2) requirement that licensed firearms dealers keep records of ammunition received into inventory and ammunition sold or transferred. Maintains the current ban on the possession and control of a sawed-off shotgun, machine gun, or short-barreled rifle. Permits a licensed firearms dealer to sell or transfer ammunition, excluding restricted pistol bullets, to persons not otherwise prohibited from possessing or receiving ammunition. Declares that, in the case of a sale or transfer of a handgun to a District resident, a federally licensed importer, manufacturer, or dealer of firearms in Maryland or Virginia shall be treated as a dealer licensed under this Act if: (1) the transferee meets in person with the transferor to accomplish the transfer; and (2) the sale, delivery, and receipt fully comply with the legal conditions of sale in both the District and the jurisdiction in which the transfer occurs. Amends FCRA to allow an individual to possess ammunition in the District if the individual owns (currently, holds the valid registration certificate for) a firearm of the same gauge or caliber as such ammunition. (In effect, repeals the handgun ammunition ban.) Repeals the requirement that firearms in the possession of individuals (other than law enforcement personnel) must be kept unloaded, disassembled, or with the trigger locked, unless the firearm is kept at an individual's place of business, or while being used for lawful recreational purposes within the District . Continues current criminal penalties for allowing access of a minor (under age 16) to loaded firearms, except in specified circumstances. Repeals increased penalties for violations of the prohibition against allowing access of a minor to loaded firearms if injury or death results to the minor or another person. Requires the U.S. attorney, however, to consider both the extent of the minor's injuries and the effect of the minor's injury or death on both of the minor's parents when deciding whether to file charges. Prohibits any prosecution in such circumstances unless the person who committed the violation behaved in a grossly negligent manner, or unless similarly egregious circumstances exist. Eliminates criminal penalties for possessing an unregistered firearm. Amends the District of Columbia Code to: (1) allow private persons or entities owning property in the District to prohibit or restrict the possession of firearms on their property (other than authorized law enforcement personnel or lessees occupying residential or business premises); (2) prohibit unauthorized carrying of rifles or shotguns in the District; (3) authorize certain individuals to carry firearms in certain places and for certain purposes; (4) prescribe requirements for lawful transportation of firearms; and (5) prohibit the use of toy and antique pistols to commit a violent or dangerous crime. Authorizes the District of Columbia to prohibit or restrict the possession of firearms (except to lessees occupying residential or business premises) within any building or structure under its control, or in any area of it, which has implemented security measures to identify and exclude unauthorized or hazardous persons or articles. Amends the Office of Administrative Hearings Establishment Act of 2001 to grant jurisdiction to the Office of Administrative Hearings to hear cases pertaining to denial or revocation of firearm dealer licenses. Repeals the Firearms Registration Amendment Act of 2008 and the Inoperable Pistol Amendment Act of 2008. Restores and revives any provision of law amended or repealed by such Acts as if such Acts had not been enacted into law.

Radiation Exposure Compensation Act Amendments of 2010 - Amends the Radiation Exposure Compensation Act to extend the Radiation Exposure Compensation Trust Fund until 19 years after enactment of this Act. Prescribes additional periods of required presence in an affected area during atmospheric nuclear testing for individuals filing leukemia or specified disease claims. Increases the amount of compensation an individual filing a claim may receive to $150,000. Expands "affected area" to include Colorado, Idaho, Montana, and New Mexico, as well as any county in Arizona, Nevada, or Utah. Extends to December 31, 1990, the period during which an individual employed at any time in a uranium mine or uranium mill is made eligible to receive compensation for a disease claim due to radiation exposure. Makes a core driller eligible to receive compensation upon filing of a disease claim. Makes miners, core drillers, and ore transporters who suffer renal cancer or any other chronic renal disease, including nephritis and kidney tubal tissue injury, eligible for compensation due to exposure to radiation while on the job. Requires the Attorney General to accept written affidavits meeting specified requirements regarding employment history, physical presence in an affected area, or participation at a nuclear testing site in determining the eligibility of claimants. Extends until 19 years after enactment of this Act the statute of limitations for the filing of such claims. Increases from 2% to 10% of the payment received by a claimant the maximum amount of attorneys fees that can be charged for the filing of an initial claim. Directs the Secretary of Health and Human Services (HHS), through the National Institute of Environmental Health Services, to establish a program of grants to institutions of higher education to study the epidemiological impacts of uranium mining and milling among non-occupationally exposed individuals, including family members of uranium miners and millers.

Requires the values of the federal and non-federal lands in each separate land exchange to be equal and to be determined by appraisals performed in accordance with this Act. Requires lands acquired by the Secretary and the USDA Secretary, respectively, to become part of: (1) the Curecanti National Recreation Area or Dinosaur National Monument; and (2) the unit of the National Forest System in which the land is located.
