Decent Working Conditions and Fair Competition Act - Amends the Tariff Act of 1930 to revise the prohibition on importing convict-made goods into the United States to make it unlawful to: (1) import into, or export from, the United States any sweatshop good; or (2) introduce into commerce, sell, trade, or advertise in commerce, offer to sell, or transport or distribute in U.S.commerce, any sweatshop good. Grants the President, for reasons of national interest, authority to recommend waiver of the applications set forth in this Act in connection with the goods of any country with respect to one or more of the principles and rights defined in this Act as a core labor standard. Sets forth procedures for consideration of such a waiver. Makes it unlawful for persons to introduce into commerce, sell, trade, or advertise in commerce, offer to sell or transport or distribute in commerce any sweatshop good. Requires the Federal Trade Commission (FTC) to enforce this prohibition as if it were an unfair or deceptive act or practice proscribed under the Federal Trade Commission Act. Allows specified persons with standing to bring a civil action in U.S. district courts against sellers of goods, wares, articles, or merchandise on grounds of a violation of such prohibition. Amends the Federal Property and Administrative Services Act of 1949 and federal law regarding the Armed Forces to prohibit executive agencies from entering into procurement contracts for sweatshop goods.

Comprehensive Veterans' Data Protection and Identity Theft Prevention Act of 2006 - Places upon the Secretary of Veterans Affairs an affirmative obligation to protect from any data breach the sensitive personal information of veterans and any other individuals that the Department of Veterans Affairs possesses, creates, or maintains, as well as information or tools (including passwords and encryption keys) used to protect the integrity of such data. Requires the Secretary to: (1) implement and maintain reasonable security policies and procedures to protect such information; and (2) prescribe policies and procedures regarding employee and third party access to, and use of, such information which the Department receives, maintains, or transmits. Directs the Secretary, upon discovery of a data breach, to: (1) notify the United States Secret Service, the Department's Inspector General, the congressional veterans' committees, and the Federal Trade Commission (FTC); (2) notify each individual whose information was acquired or accessed by an unauthorized person; and (3) place a conspicuous notice on the Department's Internet website. Requires the Secretary, upon request of an affected individual, to: (1) include a fraud alert in the file of the individual with each nationwide consumer reporting agency; (2) apply a security freeze to the file of such individual; and (3) provide free damage mitigation services, including credit monitoring and annual copies of consumer credit reports. Establishes within the Department an Ombudsman for Data Security.

Stormwater Enforcement and Permitting Act of 2006 - Amends the Federal Water Pollution Control Act to direct the Administrator of the Environmental Protection Agency (EPA) to require the owner or operator of any point source to provide information necessary to address an imminent and substantial endangerment to public health or welfare or the environment. Requires the Administrator to provide an operator a reasonable opportunity to correct a violation of a permit condition for a site with residential construction activity before initiation of an enforcement action, if such violation has not resulted in a discharge of stormwater. Prohibits more than one opportunity to correct violations of the same condition. Prohibits the Administrator from requiring a permit for stormwater runoff from such a site if: (1) the runoff enters a municipal separate storm sewer system that is covered by a permit and the operator is in compliance with runoff requirements; and (2) such site has minimal potential for soil erosion. Prohibits the Administrator from exercising enforcement authority with respect to a state permit that authorizes stormwater discharge from such a site unless: (1) such a discharge flows across a state line or onto a federal facility or Indian tribal lands; (2) such permit was issued under a state program that the Administrator has suspended or withdrawn; or (3) a discharge results in imminent and substantial endangerment to public health or welfare or the environment. Prohibits the Administrator from paying any state penalty for a violation of a permit for such a discharge. Requires the Administrator to establish a program that will develop and distribute to site operators a pamphlet that explains permitting requirements for stormwater discharges. Authorizes the Administrator or the state to issue a general permit for no more than five years on a state, regional, or nationwide basis to cover any category of discharges, sludge use, disposal practices, or facilities. Declares that the Administrator or state is not required to review, approve, or provide an opportunity for public comment on any application for a discharge under a general permit.

Amends Rule XI (Procedures of Committees and Unfinished Business) of the Rules of the House of Representatives to require a House committee or subcommittee, whenever it receives a report on the following subject matters within its jurisdiction, to hold a hearing on the issues raised: (1) a Federal Office of Inspector General report documenting fraud, waste, abuse, or mismanagement in the government that results in a cost to the government of at least $1 million; or (2) a Government Accountability Office (GAO) report documenting waste, fraud, abuse, or mismanagement in federal programs, including high-risk government-operations. Amends Rule X (Organization of Committees) to require the House Committee on Government Reform to hold : (1) hearings to question heads of departments or agencies whenever their auditors issue disclaimers or restatements of financial statements; and (2) at least two hearings during each session on the Program Assessment Rating Tool recommendations of the Office of Management and Budget (OMB) to ensure a complementary relationship between the Administration and Congress to improve government performance.

Bioenergy Innovation, Optional Fuel Utilization, and Energy Legacy (BIOFUEL) Act of 2006 - Amends the Clean Air Act to revise the schedule for the volume of renewable fuels, the volume for cellulosic biomass, and the volume of biodiesel. Amends federal transportation law to require manufacturers of new dual fueled automobiles to ensure that the percentage of the total of such automobiles, manufactured and distributed in commerce for sale in the United States, meets prescribed percentages for specified model years. Directs the Secretary of Energy to require motor fuel retailers in each geographic region the Secretary establishes, when flexible-fuel vehicle market penetrations reach a certain level, to install an E-85 fuel pump or pumps at their retail fuel facilities. Establishes in the Treasury a Alternative Fuel Infrastructure Fund to implement a related grant program. Directs the Secretary of Agriculture to establish a renewable energy strategic feedstock reserve program to purchase and store agricultural commodities with their producers. Amends the Farm Security and Rural Investment Act of 2002 to: (1) redefine bioenergy as ethanol derived from cellulosic feedstocks; and (2) reauthorize the Department of Agriculture bioenergy program. Amends the Consolidated Farm and Rural Development Act to authorize the Secretary of Agriculture to make loans to enable eligible farmers, ranchers, and certain domestic entities controlled by them to create or expand facilities designed to convert agricultural commodities into fuel. Prohibits the Secretary from requiring a lender to obtain an unsubordinated interest in a borrower's farming or ranching operation as a prerequisite to a federal loan guarantee. Amends the Farm Credit Act of 1971 to declare eligible for credit assistance certain associations of farmers, producers, or harvesters of aquatic products engaged in commercial activities related to renewable energy products. Instructs the Secretary of Energy to establish a research and development program related to: (1) ethanol production; (2) extraction of energy from biological sources; (3) biomass gasification; and (4) new vehicle efficiency technologies. Instructs the Secretary of Energy to establish a biofuels production facility grant program. Expresses the sense of Congress that Congress should enact policies that: (1) reduce greenhouse gas emissions; and (2) encourage systems that compensate American agricultural producers for the beneficial role that they play in reducing greenhouse gases and sequestering carbon from the atmosphere. Amends the Internal Revenue Code to: (1) extend tax credits for ethanol and biodiesel; (2) increase tax credits for refueling property for ethanol and biodiesel; and (3) increase the small ethanol producer credit. Revises requirements for infrastructure bonds for facilities producing motor vehicle fuel from biomass.

Restoring Emergency Services to Protect Our Nation From Disasters Act of 2006 or the RESPOND Act of 2006 - Reestablishes the Federal Emergency Management Agency (FEMA) as a cabinet-level independent establishment in the executive branch to be headed by a Director appointed by the President. Requires FEMA to: (1) include all functions and authorities prescribed by the Robert T. Stafford Disaster and Emergency Assistance Act; (2) carry out its mission by leading and supporting the nation in a risk-based, comprehensive emergency management system; and (3) be the lead agency for the National Response Plan. Provides for an Office of the Inspector General within FEMA. Requires the Director to develop a human capital strategy. Establishes within FEMA a disaster workforce reserve cadre to meet surge requirements during emergencies. Requires the Director to: (1) establish a program to assist states and local governments representing areas at substantial risk for a catastrophic incident; (2) maintain and operate a national emergency operations center; (3) develop an efficient, transparent, and flexible logistics system for procurement and delivery of goods and services; and (4) establish and maintain an interoperable communications capability. Amends the Stafford Act to require the President, acting through the Director, to establish at least three national response teams, sufficient regional and other response teams, and a national emergency preparedness goal and system. Requires the Director to: (1) carry out a grant program to improve state and local government emergency response capabilities; (2) establish a comprehensive system to assess the nation's overall emergency preparedness; and (3) establish a National Emergency Preparedness Task Force. Establishes a national incident management system.

Fair and Speedy Treatment (FAST) of Medicare Prescription Drug Claims Act of 2006 - Amends title XVIII (Medicare) of the Social Security Act to require prompt payment of clean claims to pharmacies by prescription drug plans (PDPs) and Medicare Advantage prescription drug plans (MA-PD Plans). Defines prompt payment as within 14 calendar days from submission for claims submitted electronically, and within 30 calendar days for claims submitted otherwise. Requires payment of interest, also, if a payment is not issued, mailed, or otherwise transmitted within the applicable number of calendar days. Makes it unlawful for a PDP sponsor of a prescription drug plan to display on the prescription drug card the name, brand, or trademark (co-branding) of any pharmacy. Requires each PDP sponsor to charge not less than the minimum dispensing fee, $14, adjusted annually for inflation, for generic covered Medicare part D (Voluntary Prescription Drug Benefit Program) drugs. Revises requirements for a covered medication therapy management service, allowing it to be furnished by a health care provider, other than a pharmacist, with advanced training in medication management. Requires the Secretary of Health and Human Services to specify: (1) the population of part D eligible individuals appropriate for services under a medication therapy management program, based on certain characteristics; and (2) a minimum defined package of medication therapy management services that shall be provided to each enrollee. Revises requirements for pharmacy fees. Directs the Secretary to establish: (1) a two-year demonstration program to examine the impact of medication therapy management furnished by a pharmacist in a community-based or ambulatory-based setting on quality of care, spending, and patient health; and (2) a Best Practices Commission to develop a best practices model for medication therapy management.

Amends the Medicare Prescription Drug, Improvement, and Modernization Act of 2003 to extend through July 1, 2011, Medicare reasonable costs payments for certain clinical diagnostic laboratory tests furnished to hospital patients in certain rural areas. Amends the Medicare Prescription Drug Improvement, and Modernization Act of 2003, as amended by the Deficit Reduction Act of 2005, to extend through calendar 2011 the temporary Medicare payment increase for home health services furnished in a rural area.

Directs the Secretary of the Treasury to strike a gold medal with suitable emblems, devices, and inscriptions. Authorizes the Secretary to strike and sell bronze duplicates of such gold medal. Declares such medals to be national medals. Requires that proceeds from the sale of duplicate bronze medals be deposited into the United States Mint Public Enterprise Fund.

Requires fines to be based upon the nature and severity of the violation, the size of the firearms business involved, and the prior record of the firearm's licensee. Requires the Attorney General to make a preliminary determination on federal firearms license applications and to notify applicants in writing of intent to deny an application. Grants applicants the right to a hearing for license denials. Directs the Attorney General to establish guidelines for Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) investigations of firearms violations. Requires the Inspector General of the Department of Justice to review the operations of ATF relating to the gun show enforcement program and blanket residency checks of prospective and actual firearms purchasers. Limits the authority of federal agencies to disclose information on firearms purchasers. Amends the Homeland Security Act of 2002 to repeal the authority of the Attorney General to delegate to ATF responsibility for investigating violent crimes and acts of domestic terrorism. Grants a firearm licensee whose license has expired or has been suspended or revoked 60 days to liquidate inventory. Allows purchasers of existing firearms businesses the right to cure firearms violations attributable to such businesses.

Directs the Secretary to provide: (1) payments through the 2002 livestock compensation program for livestock disaster losses during calendar years 2005 and 2006 for losses that occurred prior to of enactment of this Act (including wildfire disaster losses in Texas and other states); (2) livestock indemnity payments to producers who have incurred 2005 and 2006 livestock disaster losses prior to enactment of this Act (including wildfire disaster losses in Texas and other states), including losses due to hurricanes, floods, wildfires, and anthrax; (3) indemnity payments to poultry producers in hurricane-affected counties, and for 2006 ewe lamb replacement and retention; (4) compensation for certain owners of flooded crop and grazing land in North Dakota; (5) sugarcane and sugar beet disaster assistance for qualifying producers and first processors in Louisiana counties designated as disaster areas due to Hurricanes Katrina or Rita, or to qualifying producers and first processors in Florida for 2005 losses due to hurricanes, floods, rain, or storms; (6) assistance to sugarcane growers in Texas (for additional Baton Rouge demurrage costs and raw sugar transportation and storage costs) and Hawaii (for an agricultural transportation cooperative); (7) assistance to specialty and nursery crop producers in hurricane-affected counties; (8) assistance to dairy producers in hurricane-affected counties; (9) assistance to producers and first handlers of cottonseed; (10) grants for agricultural promotion; (11) supplemental economic loss payments under a specified rate to producers who received crop year 2005 commodity assistance; (12) assistance to tree producers (including Christmas, potted, ornamental, and nursery trees, shrubs, and vines) in hurricane-affected counties; and (13) emergency watershed protection and emergency conservation program activities. Authorizes the Secretary to provide: (1) financial and technical assistance to remove debris and animal carcasses that could adversely affect health and safety on non-federal land in hurricane-affected counties; and (2) immunizations to Department of Agriculture employees involved in direct recovery work in hurricane-affected counties. Directs the Secretary to hire additional state and county Farm Service Agency personnel to assist in agricultural disaster and economic assistance programs. Appropriates emergency drought assistance funds for: (1) the Army Corps of Engineers; and (2) the Bureau of Reclamation (Department of the Interior). Defines "hurricane-affected county" as a county, or contiguous county, covered by a natural disaster designation related to Hurricanes Katrina, Rita, or Wilma.

Animas River Good Samaritan Mined Land Remediation Pilot Project Act - Amends the Federal Water Pollution Control Act to require the Administrator of the Environmental Protection Agency to conduct a 10-year pilot project under which the Administrator, with the State of Colorado's concurrence, may issue or modify, enforce, or terminate a permit to a remediating party for discharges associated with remediation activity at an abandoned or inactive mined land in the Animas River watershed above Elk Creek in San Juan County, Colorado, that modifies otherwise applicable discharge requirements, effluent limitations, and permit certification requirements. Defines a "remediating party" as: (1) the United States, except with respect to abandoned or inactive mined land on federal land; (2) the State of Colorado or its political subdivisions; or (3) persons that are neither responsible for site activities that contributed to pollution discharges nor owners of the site. Sets forth procedural guidelines for a applying for, reviewing, issuing, enforcing, and terminating such permits for remediation activities at an abandoned or inactive mined land from which there is, or may be, a discharge of pollutants into U.S. waters. Requires: (1) an applicant to submit a remediation plan describing pollutants present, persons responsible, remediation goals, practices to meet maximum daily load allocations, the monitoring method, and the remediation schedule and budget; and (2) the Administrator to issue regulations establishing generally applicable requirements for such plans.

Respect for America's Fallen Heroes Act - Prohibits a person from carrying out a demonstration: (1) at a cemetery under the control of the National Cemetery Administration or at Arlington National Cemetery, unless the demonstration has been approved by the cemetery superintendent or director; or (2) within 500 feet of a cemetery at which a funeral or memorial service is to be held, for a period beginning 60 minutes before and ending 60 minutes after the funeral or service, if such demonstration includes any individual making noise or a diversion that disturbs the peace or good order of the funeral or service. Amends the federal criminal code to provide criminal penalties for violations of such prohibitions. Expresses the sense of Congress that each state should enact legislation to restrict demonstrations near any military funeral.

Stafford Disaster Relief and Emergency Assistance Act to prohibit any U.S. officer or employee, or person operating under color of federal law, under control of a federal official, or providing services to such person, while acting in support of relief from a major disaster or emergency, from: (1) seizing or authorizing seizure of any firearm the possession of which is not prohibited under federal or state law, other than for forfeiture in compliance with federal law or as evidence in a criminal investigation; (2) requiring registration of any firearm for which registration is not required by federal or state law; (3) prohibiting possession of any firearm in any place or by any person where such possession is not otherwise prohibited; or (4) prohibiting the carrying of firearms by any person otherwise authorized to carry firearms, solely because such person is operating under the direction, control, or supervision of a federal agency in support of relief from a major disaster or emergency. Authorizes any individual aggrieved by a violation of this Act to seek relief by bringing an action for redress and by bringing a civil action in U.S. district court for return of a confiscated firearm.

Authorizes the Secretary to designate insect-emergency areas. Authorizes the Secretary of Agriculture to make grants to at-risk communities in the Rocky Mountain region to assist such communities to prepare or revise a community wildfire protection plan. Requires the Secretary to establish at least one collection point for the placement of vegetative material removed from federal or other lands as part of hazardous fuel reduction projects. Authorizes the Secretary to award stewardship contracts to, or enter in agreements with, owners of lands contiguous to federal lands managed by the Secretary under which the landowners may carry out a fuel-reduction project or other activities on the contiguous federal lands in order to reduce the extent to which the federal lands or other lands could be affected by wildfires.
