Provides for the transfer from the Secretary of the Treasury to the state of Colorado of certain amounts derived from oil and gas development leases involving Oil Shale Reserves Numbered 1 and 3, to be used by Colorado for: (1) conservation, restoration, and protection of land, water, and wildlife resources affected by oil or gas development; (2) repair, maintenance, and construction of state and county roads in development-affected areas; and (3) capital improvement projects to address impacts of such development.

Colorado Forest Insect Emergency Response Act of 2008 - Amends the Healthy Forests Restoration Act of 2003 to authorize the Secretary of Agriculture or the Secretary of the Interior to designate an area of federal land in Colorado as an insect-emergency area if the area is: (1) subject to a widespread infestation of bark beetles or other insects; (2) characterized by insect-induced tree mortality that has, or within one year of the determination will have, produced a condition such that an immediate reduction in hazardous fuels is required in order to reduce the risks to human life and property or to a municipal water supply from a severe wildfire; and (3) identified for hazardous fuel reduction treatment in a community wildfire protection plan.

Equitable Mineral Lease Revenue Sharing Restoration Act - Amends the Department of the Interior, Environment, and Related Agencies Appropriations Act, 2008, to repeal the requirement that the Secretary of the Interior deduct 2% from the amount payable to each state in FY2008, and deposit such amount to miscellaneous receipts of the Treasury.

Condemns the ongoing Iranian-enabled rocket attacks on Israeli civilians and places responsibility for launching the attacks on Hamas and other terrorist organizations in Gaza. Supports the government of Israel's right to defend its territory. Recognizes the difficult balance Israel faces with the competing pressures of being the primary supplier of numerous necessities for Palestinian civilians, even while rockets are being fired at Israel from Palestinian areas. Supports Palestinian civilians who reject Hamas and all forms of terrorism. Reaffirms the friendship between the governments and the people of Israel and the United States.

Beginning Farmers and Ranchers Act of 2007 [ sic ] - Amends the Internal Revenue Code to exclude from gross income 100% of the gain, up to $500,000, from the sale of qualified farm property to a first-time farmer who certifies that such property will be used for farming purposes for 10 years. Allows: (1) a 50% exclusion for the sale of qualified farm property to any other person who certifies that such property will be used for farming purposes for 10 years; and (2) a 25% exclusion for the sale of qualified farm property to any other person for any other use. Defines "qualified farm property" as real property located in the United States which is used for farming purposes for a specified three-year period and in which there was material participation by the taxpayer or the taxpayer's spouse or family member. Requires the recapture of tax benefits if qualified farm property is sold or ceases operation as a farm before the required 10-year period.

Fountain Creek Watershed Feasibility Study Act of 2007 - Directs the Chief of Engineers to complete a study to determine the feasibility of constructing a multipurpose water resources project that shall: (1) be located in the Fountain Creek watershed, Colorado; (2) consist of one or more dams or other structures, other facilities, or management activities or one or more other reservoirs that are to be located on- or off-channel of the watershed; and (3) be designed, with respect to the area located in the watershed and the Arkansas River Valley and any residential or commercial activity therein, to provide more reliable flood control and better sediment control, to increase the water supply, to improve water quality, and to conserve fish and wildlife and preserve the ecosystem located close to the project. Requires the Chief to: (1) take into consideration the Supplemental Report on Fountain Reservoir and Reevaluation of Report on Review Survey for Flood Control and Allied Purposes, Arkansas River and Tributaries Above John Martin Dam, Colorado, dated May 15, 1970, and the Fountain Creek Watershed Study prepared by the Corps of Engineers; and (2) conduct the study independently from the Fountain Creek watershed, the Fryingpan-Arkansas Project, or the proposed Southern Delivery System Project.

Bureau of Alcohol, Tobacco, Firearms, and Explosives Reform and Firearms Modernization Act of 2007 - Amends the federal criminal code to revise the civil penalties for violations of firearms law and the procedures for assessing such penalties. Revises the definition of "willfully" for purposes of firearms violations and standards for criminal violations of firearms recordkeeping requirements. Requires the Attorney General to: (1) make preliminary determinations on firearms license applications and notify applicants in writing of a proposed denial; and (2) establish guidelines for Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) inspections, examinations, or investigations of possible firearms violations. Prohibits ATF from disclosing information on firearms purchasers other than to a court, law enforcement agency, or prosecutor. Permits an owner of a firearms business whose license is expired, surrendered, or revoked 60 days to liquidate inventory. Requires any state agency that stores or keeps explosive materials to report to the Attorney General on the location and amount of such materials. Allows the transfer and possession of machineguns for use by federal security contractors. Prohibits taxes or user fees for background checks under the Brady Handgun Violence Prevention Act. Eliminates the requirement of written permission for the use of a handgun for lawful purposes by a minor (under age 18) where a parent or legal guardian is present at all times during such use. Restricts the disclosure of information in the ATF firearms trace system database. Increases penalties for possession of firearms by felons with prior convictions of a crime of violence or a serious drug offense.

Commends: (1) hospitals, community clinics, educational institutes, and other organizations that are working to increase awareness of, and conducting research for methods to help patients suffering from, the disorder; and (2) the Spastic Paraplegia Foundation for its efforts to educate, support, and provide hope for individuals who suffer from the disorder, while funding research to help find a cure. Code Talkers Recognition Act of 2007 - Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the award of gold medals to Native American code talkers of specified Indian tribes. Defines "code talker" as a Native American who served in the Armed Forces during a foreign conflict and who participated in military communications using a native language. Requires the Secretary of the Treasury, in consultation with the Secretary of Defense and Indian tribes, to identify code talkers eligible for a gold medal.

Aerial Firefighter Relief Act of 2007 - Amends the Federal Land Policy and Management Act of 1976 to provide for death and disability benefits for aerial firefighters who serve the Forest Service or any agency of the Department of the Interior and suffer death or disability in the line of duty. Amends the Omnibus Crime Control and Safe Streets Act of 1968 to provide for similar eligibility of aerial firefighters for public safety officer death benefits, applicable to a public agency.

Mail Network Protection Act of 2007 - Requires the U.S. Postal Service to bargain with unions representing career Postal Service employees before entering into a contract for mail processing, mail handling, or surface transportation of mail if the contract, in a 12 month period, would involve work that would otherwise be performed by those employees and either: (1) involve more than a specified amount of work time; or (2) cost over $5 million.

Clean Stove Act of 2007 - Amends the Internal Revenue Code to allow individual taxpayers a tax credit, up to $500, for the cost of replacing a residential wood stove with: (1) a wood-burning stove that complies with current Environmental Protection Agency (EPA) standards; and (2) a pellet or corn burning stove. Terminates such credit after 2010.

Native American Heritage Day Act of 2007 - Makes specified findings, including that the Friday immediately succeeding Thanksgiving Day of each year would be an appropriate day to designate as Native American Heritage Day. Encourages educational institutions to develop model educational curricula, in consultation with Native American governmental leaders, for purposes of recognizing a Native American Heritage Day, emphasizing the contributions of Native Americans to the United States and the world. Encourages the people of the United States, as well as federal, state, and local governments and interested groups and organizations to observe a Native American Heritage Day with appropriate programs, ceremonies, and activities.

College and University Rural Education (CURE) Act of 2007 - Amends the Higher Education Act of 1965 to authorize the Secretary of Education to award grants to partnerships between rural institutions of higher education (IHEs) and rural local educational agencies, rural education service agencies, regional employers, or rural education nonprofit organizations for activities to: (1) improve the rural IHE enrollment rates of rural high school graduates and former attendees; and (2) encourage nontraditional students' participation in rural IHE degree programs. Authorizes the Secretary to award grants to partnerships between rural IHEs and regional employers to: (1) provide additional training to rural IHE attendees in careers relevant to the regional economy; and (2) encourage regional businesses to employ rural IHE graduates. Authorizes the Secretary to award grants to rural IHEs to create or strengthen academic programs that prepare graduates to enter high-need occupations in the regional and local economies. Requires the General Accountability Office (GAO) to investigate, and make recommendations to Congress regarding the improvement of, rural access to four-year IHEs and degree programs.

Registered Nurse Safe Staffing Act of 2007 - Amends part D (Miscellaneous) of title XVIII (Medicare) of the Social Security Act (SSA) to: (1) require each participating hospital to adopt and implement a staffing system that ensures a number of registered nurses on each shift and in each unit of the hospital to ensure appropriate staffing levels for patient care; (2) provide for the public reporting of certain staffing information, including a daily posting for each shift in the hospital of the current number of licensed and unlicensed nursing staff directly responsible for patient care; (3) prescribe recordkeeping, data collection, and evaluation requirements for participating hospitals; (4) specify civil monetary penalties for violations of such requirements; and (5) provide whistleblower protections.

Medicare Recovery Audit Contractor Program Moratorium Act of 2007 - Directs the Secretary of Health and Human Services to effect a one-year moratorium on the Medicare recovery audit contractor program, under which the Secretary contracts with recovery audit contractors to identify underpayments and overpayments, and recoup overpayments, with respect to all services for which payment is made under part A or B of title XVIII (Medicare) of the Social Security Act. Requires: (1) the Administrator of the Centers for Medicare & Medicaid Services to evaluate the program for Congress; and (2) the Comptroller General to report to Congress on the use of recovery audit contractors in the Medicare Integrity program.

Prevention Through Affordable Access Act - Amends title XIX (Medicaid) of the Social Security Act to revise requirements for the best price component of the formula for determination of the Medicaid rebate for a covered single source outpatient drug or a covered innovator multiple source outpatient drug. (Under current law, best prices shall not take into account prices that are merely nominal in amount.) Revises the list of entities to which sales by a manufacturer of covered outpatient drugs at nominal prices shall be considered to be sales at a nominal price, or merely nominal in amount (and thus excluded from computation of the best price for such drugs). Adds to such list any entity that is: (1) operated by a health center of an institution of higher education, primarily for its students (university-based clinic); or (2) a public or private nonprofit entity that provides family planning services under the Public Health Service Act (safety-net clinic).

Insurance Non-Discrimination for Survivors Act - Prohibits an insurer from denying or terminating an insurance policy or health benefit plan, restricting or excluding coverage for losses or denying a claim, or adding a premium differential to any policy or health benefit plan on the basis that the insured (or any employee or any person with whom the insured is known to have a relationship or association) is the subject of, or incurs a claim related to, domestic abuse. Prohibits: (1) an insurer from denying or limiting payment to an insured who is the subject of abuse if the claim for payment is a result of the abuse; (2) an insurer or health carrier from terminating health coverage for a subject of abuse because coverage was originally issued in the name of the abuser and the abuser has divorced, separated from, or lost custody of the subject or the abuser's coverage has terminated and the subject does not qualify for an extension of coverage; and (3) any person employed by or contracting with an insurer or health benefit plan to use, disclose, or transfer specified information (including regarding abuse status) without the subject's consent. Requires: (1) insurers to develop and adhere to written policies specifying procedures to be followed to protect the safety and privacy of a subject of abuse; and (2) an insurer that takes an action that adversely affects a subject of abuse to advise that applicant or insured in writing of the specific reasons for the action.

Job Protection for Survivors Act - Prohibits an employer from failing to hire, or to discharge, harass, or otherwise discriminate against an individual with respect to his or her employment because he or she was a victim of domestic violence, dating violence, sexual assault, or stalking. Entitles such employee to: (1) a total of 15 days of unpaid leave during any 12-month period to obtain certain victim services; and (2) leave for court proceedings resulting from an incident of domestic violence, dating violence, sexual assault, or stalking. Makes it unlawful for an employer to interfere with, or discriminate against, any employee exercising any right provided under this Act. Authorizes an employee to file an action for damages or equitable relief in federal or state court against an employer who violates the requirements of this Act. Requires the Secretary of Labor to investigate and resolve complaints of violations of this Act.

Good Samaritan Cleanup of Abandoned Hardrock Mines Act of 2007- Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to authorize the permitting authority, with the concurrence of the state in which an abandoned or inactive mine remediation project is proposed or a federal agency or the Indian tribe which owns or has jurisdiction over the site on which a remediation project is proposed, to issue a Good Samaritan discharge permit to a Good Samaritan to carry out a project to remediate an inactive or abandoned mine site to reduce pollution caused by historic mine residue. Outlines the permit process, including requirements governing remediation plans, investigative sampling, and application review and approval. Defines the term "Good Samaritan" to mean a person that, with respect to historic mine residue at an inactive or abandoned mine site: (1) had no role in the creation of the mine residue; (2) had no role and is not related to a person who had a role in creating the environmental pollution caused by the mine residue; and (3) is not liable under any law for the remediation of the mine residue.

California Wildfire Tax Relief Act of 2007 - Provides special tax treatment for taxpayers in areas affected by the California wildfires of October 2007 relating to: (1) nonrecognition of gain from the involuntary conversion of property; (2) limitations on charitable contributions for relief efforts; (3) the exclusion from gross income for discharges of indebtedness; (4) mortgage revenue bonds; (5) limitations on personal casualty losses; (6) additional tax exemptions for providing housing for displaced individuals; (7) earned income calculations; (8) dependency status for purposes of tax exemptions or the child tax credit; (9) premature withdrawals from retirement plans; (10) income averaging; (11) recontributions to tax-deferred home purchase plans; and (12) loans from tax-qualified employer plans.

Affordable Footwear Act of 2007 - Expresses the sense of Congress that the elimination of duty on certain imported footwear would provide significant benefit to U.S. consumers, particularly lower-income families. Amends the Harmonized Tariff Schedule of the United States to provide for the duty-free treatment of certain footwear (including children's shoes) made of rubber or plastics that are imported into the United States. Amends the Caribbean Basic Economic Recovery Act to provide footwear imported directly from Haiti into the United States with the same preferential treatment that is provided to certain imported footwear under the Dominican Republic-Central American-United States Free Trade Agreement.

Requires a pilot of an aircraft providing emergency medical services to comply with federal crewmember flight time and duty period and rest requirements whenever there is a medical crew on board, without regard to whether there are patients on board. Requires the Administrator of the Federal Aviation Administration (FAA) to initiate a rulemaking to: (1) require pilots of aircraft providing emergency medical service to use a standardized checklist of risk evaluation factors to determine whether a mission should be accepted; (2) establish performance based flight dispatch procedures for such pilots; and (3) require, after a certain feasibility study is done, flight data and cockpit voice recorders on board such aircraft.

Home Health Care Access Protection Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act with respect to the prospective payment system (PPS) for home health services and adjustments to it for case mix changes. Prohibits any adjustment in the PPS for payment in 2008. Requires the Secretary of Health and Human Services, for any adjustment in a subsequent year, to evaluate changes in case mix using standards developed consistent with specified processes, taking certain criteria into account. Directs the Secretary to convene a Technical Advisory Group to advise on the development of such standards. Prohibits the Secretary from taking any action to implement or otherwise carry out provisions in the final rule published on August 29, 2007, that propose to make a case mix adjustment to the standardized payment amounts under the PPS to account for changes in coding that were not related to an underlying change in patient health status. Directs the Secretary to republish any rates specified in such rule to take into account the application of such prohibition.

Amends the Colorado Ute Indian Water Rights Settlement Act of 1988 to require: (1) the Secretary of the Interior to assure that not less than one-third of funds appropriated for economic development through each tribe's Tribal Resource Fund be expended for municipal or rural water development; and (2) funds appropriated by this Act and placed in the Southern Ute and Ute Mountain Tribal Resource Funds which have not been disbursed by December 31, 2020, to be deposited in the general fund of the Treasury.

Chronic Wasting Disease Support for States Act - Directs the Secretary of the Interior to establish an official national database on chronic wasting disease for the surveillance and monitoring of data regarding chronic wasting disease in wild and captive cervid (member of the deer family) populations and other wildlife. Requires such Secretary to: (1) develop a national surveillance and monitoring program to identify the rate of chronic wasting disease infection in deer and elk wild herds; (2) allocate funds for the development and implementation of management strategies to address chronic wasting disease; and (3) make grants to support research on chronic wasting disease. Requires the Secretary of Agriculture to: (1) develop a national surveillance and monitoring program to identify the rate of chronic wasting disease infection in captive deer and elk herds; (2) upgrade federal laboratories to facilitate timely processing of samples from the surveillance and monitoring programs and related epidemiological investigation; (3) expand and accelerate research on chronic wasting disease; and (4) increase the number and size of grants made to support such research.

Newborn Screening Saves Lives Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Administrator of the Health Resources and Services Administration (HRSA), to award grants to eligible entities to provide education and training in newborn screening and congenital, genetic, and metabolic disorders to health care professionals and newborn screening laboratory personnel. Adds as a condition for eligibility for grants for screening, counseling, or health care services to newborns and children having, or at risk for, heritable disorders that an entity assure that it has or is implementing guidelines and recommendations of the Advisory Committee on Heritable Disorders in Newborns and Children. Requires the Advisory Committee on Heritable Disorders in Newborns and Children to: (1) make recommendations that include the heritable disorders for which all newborns should be screened; and (2) develop a model decision-matrix for newborn screening program expansion. Requires the Secretary, acting through the Administrator, to: (1) establish a central clearinghouse for information on newborn screening; and (2) award grants for newborn screening educational programs and for a system to assess and coordinate treatment relating to congenital, genetic, and metabolic disorders. Requires the Secretary, acting through the Director of Centers for Disease Control and Prevention (CDC), to provide for: (1) quality assurance for screening laboratories; (2) population-based pilot testing for evaluating new screening tools; and (3) a national contingency plan for newborn screening in the event of a public health emergency. Requires the Secretary, acting through an Interagency Group, to: (1) collect, analyze, and make available data on certain heritable disorders; (2) operate regional centers to conduct applied epidemiological research on interventions to prevent poor health outcomes from such disorders; and (3) research and promote the prevention of poor health outcomes. Requires the Secretary to establish the Hunter Kelly Newborn Screening Research Program.

Congratulates Vice President Al Gore and the Intergovernmental Panel on Climate Change for receiving the 2007 Nobel Peace Prize and commends the Norwegian Nobel Committee for selecting them. Recognizes: (1) Vice President Al Gore's work to increase awareness about the dangers of global warming; and (2) the Panel's work to create an informed consensus about the connection between human activities and global warming. Recommends that the public takes action to reduce greenhouse gas (GHG) emissions. Encourages Congress and the President to enact climate change legislation to substantially reduce U.S. contributions to GHG emissions.

Veterans Guaranteed Bonus Act of 2007 - Provides that, in the case of a member of the Armed Forces who is retired or separated for disability due to a combat-related injury, the Secretary of Defense shall require the continued payment of any bonuses or special pay to which the member: (1) was entitled to immediately before the retirement or separation; and (2) would continue to be entitled to if not retired or separated. Requires such payment in a lump sum within 30 days after such retirement or separation.
