Directs the Secretary of Veterans Affairs to designate, establish, and operate at least six Department of Veterans Affairs (VA) health-care facilities as locations for epilepsy centers of excellence. Requires the Under Secretary for Health of the Veterans Health Administration (VHA) to establish a peer review panel to assess the scientific and clinical merit of proposals for the designation of such centers. Requires a VHA national coordinator for epilepsy programs to: (1) supervise the operation of the centers; (2) coordinate and support throughout the VA health-care system better access to diagnosis, research, care, and education for epilepsy and traumatic brain injury; and (3) conduct regular evaluations of the centers.

Television Freedom Act of 2007 - Requires statutory licensing for a satellite carrier's secondary transmission into a television broadcast station's adjacent market if the satellite carrier also makes secondary transmissions into that adjacent market of the adjacent market's television broadcast stations. Defines "adjacent market," for both commercial and noncommercial television broadcast stations, as a market area adjacent to, and at least partially in the same state as, the designated market area in which the station is located. Amends the Communications Act of 1934 to allow such secondary transmissions. Requires the Federal Communications Commission (FCC) to revise related regulations concerning network nonduplication protection, syndicated exclusivity protection, and sports blackout protection to permit such retransmission.

Airline Flight Crew Technical Corrections Act - Amends the Family and Medical Leave Act of 1993 with respect to hours-of-service requirements airline flight crews must meet to qualify for leave under such Act. Declares that a flight attendant or flight crewmember will be considered to meet such requirements if he or she has been paid for or has worked 60% of the employer's monthly hour or trip guarantee, or the equivalent annualized over the preceding 12-month period.

Prostate Cancer Research and Prevention Act - Amends the Public Health Service Act to authorize appropriations through FY2012 for: (1) the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to make grants to states and local health departments to carry out preventive health measures related to prostate cancer; and (2) the Director of the National Cancer Institute to expand, intensify, and coordinate prostate cancer research activities.

Post-9/11 Veterans Educational Assistance Act of 2007 - Amends federal veterans' benefits provisions to entitle to educational assistance under the Montgomery GI Bill certain individuals who serve on active duty in the Armed Forces (including the reserves) on or after September 11, 2001. Requires such individuals to complete the requirements of a secondary school diploma (or its equivalent) before applying for such assistance. Establishes the duration of such assistance (in most cases 36 months) and assistance amounts. Requires programs of education pursued with such assistance to be approved by the Secretary of Veterans Affairs. Allows for the pursuit of an approved program of education while on active duty. Allows, under such assistance, for the pursuit of: (1) programs on less than a half-time basis; (2) apprenticeship or other on-job training; (3) correspondence courses; (4) flight training; (5) tutorial assistance; and (6) licensure and certification tests. Requires such educational assistance to be used within 15 years of the individual's discharge or release from active duty (with exceptions). Allows individuals currently under the Montgomery GI Bill educational assistance program to elect to participate in the post-9/11 educational assistance program with respect to any unused entitlement.

Children's Act for Responsible Employment of 2007 or the CARE Act of 2007 - Amends the Fair Labor Standards Act of 1938 (FLSA) to repeal certain exemptions from child labor prohibitions for agricultural employment. Allows an exemption only if: (1) the agricultural employment of an individual under 16 occurs outside of school hours; and (2) such individual is employed by a parent or a person standing in place of a parent on a farm owned or operated by such parent or person. Raises from 16 to 18 years old the minimum age for engaging in hazardous agricultural employment. Eliminates a waiver for hand-harvesting of certain crops. Increases civil and criminal penalties for child labor violations. Directs the Secretary of Labor to analyze data and report to Congress on work-related injuries to children and related matters. Requires employers to report on work-related serious injuries and illnesses, and deaths, of agricultural employees under 18 years of age. Incorporates into FLSA child labor requirements certain federal standards for protecting workers exposed to pesticides. Reconciles civil penalties for violations of such standards affecting child workers imposed by the Secretary under FLSA and by the Administrator of the Environmental Protection Agency under the Federal Insecticide, Fungicide, and Rodenticide Act.

Budget Enforcement and Accountability Act of 2007 - Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to extend Pay-As-You-Go requirements through FY2012 and enforcement mechanisms through FY2016. Requires the Directors of the Congressional Budget Office (CBO) and of the Office of Management and Budget (OMB) each to report to the House Committee on the Budget on how to broaden the Pay-As-You-Go sequestration base and make it more fair and equitable. Makes it out of order in the House of Representatives or the Senate to consider any legislation or related motion that waives or suspends sequestration requirements of the Gramm-Rudman-Hollings Act or otherwise would alter the balances of the Pay-As-You-Go scorecard under it. Makes it out of order in the House or Senate to consider direct spending or receipts legislation, or a related motion, that would affect its treatment under such Act. Permits waiver or suspension of such requirements, or successful appeals from rulings of the Chair, only by an affirmative vote of three-fifths (60) of the Senate. Makes it out of order in the House to consider a rule or order that waives the application of this Act.

Fiscal Honesty and Accountability Act of 2007 - Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to extend Pay-As-You-Go requirements through FY2012 and enforcement mechanisms through FY2016. Requires the Directors of the Congressional Budget Office (CBO) and of the Office of Management and Budget (OMB) each to report to the House Committee on the Budget on how to broaden the Pay-As-You-Go sequestration base and make it more fair and equitable. Extends through FY2011 the spending limits (spending caps) for the discretionary categories in new budget authority and outlays. Amends the Congressional Budget and Impoundment Control Act of 1974 to address issues of emergency spending by requiring: (1) Committee on the Budget guidelines; (2) a separate House vote on an emergency designation; and (3) detailed reserve funds for emergencies in the President's budget request to Congress. Prescribes a procedure for adjustments in committee allocations resulting from such spending in joint budget resolutions. Amends the Congressional Budget Act of 1974 (CBA) to prohibit floor amendments to amendments reported by the Committee on the Budget (or from the consideration of which the Committee has been discharged) with respect to legislation for emergency reserve funds for certain military operations. Prohibits consideration of an amendment to a joint budget resolution which changes the amount of budget authority and outlays set forth in the CBA for the emergency reserve fund. Requires reports on legislation which provide new budget, spending, or credit authority, or otherwise provide an increase or decrease in revenues or tax expenditures, to include a CBO projection of the cost of debt servicing (interest). Amends the CBA concerning: (1) CBO cost analysis (scoring) for conference reports; (2) legislation which evades specified budget enforcement mechanisms; and (3) legislation which is unreported by committee (for purposes of budget point of order rules). Amends the Rules of the House of Representatives concerning: (1) budget compliance statements (permitting inclusion of budgetary implications); (2) requirements for budget act waivers (inclusion mandatory for bill consideration); and (3) a separate vote to waive a major budget act point of order.

Constitutional Amendment - Prohibits outlays for a fiscal year (except those for repayment of debt principal) from exceeding total receipts for that fiscal year (except those derived from borrowing) unless Congress, by a three-fifths rollcall vote of each chamber, authorizes a specific excess of outlays over receipts. Directs the President to submit a balanced budget to Congress annually. Authorizes waivers of these provisions when a declaration of war is in effect or under other specified circumstances involving military conflict. Requires the appropriate congressional committees to report implementing legislation to achieve a balanced budget without reducing the disbursements of the Federal Old-Age and Survivors Insurance Trust Fund and the Federal Disability Insurance Trust Fund to achieve that goal.

Amends the Rules of the House of Representatives to: (1) require conference reports to include Congressional Budget Office (CBO) cost estimates in their accompanying joint statements if such legislation provides for new budget, spending, or credit authority, or otherwise provides an increase or decrease in revenues or tax expenditures; (2) prohibit consideration of such conference reports if the cost estimates are not included; and (3) require roll call votes on legislation authorizing or providing new budget authority of at least $50 million. Amends Rule XXI (Restrictions on Certain Bills) to require that any lists of congressional earmarks or limited tax or tariff benefits (and the name of the requesting Member), required for legislation reported or not reported by a committee or included in a conference report, be made publicly available on the Internet in a searchable format at least 48 hours before a measure's consideration. Revises Rule XIII (prohibiting same-day consideration of Rules Committee reports) to: (1) specify same calendar day; and (2) extend the duration of the prohibition to 17 hours after the same calendar day. Prohibits the Rules Committee from reporting a rule or order without two-thirds of the Members voting, a quorum being present, to waive: (1) the layover requirement concerning the availability of reports; (2) the three-day layover requirement; (3) the three-day Internet availability requirement; or (4) the scope requirement. Prohibits consideration by the House of: (1) reported legislation until the third calendar day on which the underlying measure or matter has been made available by the Rules Committee on its Internet site; or (2) a conference report until the third calendar day on which both it and its joint explanatory statement have been made available on its Internet site. Requires: (1) the report accompanying any general appropriation bill to contain a separate written justification for each earmark; and (2) each committee to report at six-month intervals to the Speaker and the minority leader on its compliance with its oversight plan. Requires such biannual reports to be made available to the public.

340B Program Improvement and Integrity Act of 2007 - Amends the Public Health Service Act to expand the drug discount program to allow participation as a covered entity by certain: (1) children's hospitals; (2) critical access hospitals; (3) entities providing maternal and child health services, community mental health services, or treatment services for substance abuse; (4) Medicare-dependent, small rural hospitals; (5) sole community hospitals; and (6) rural referral centers. Prohibits enrolled hospitals from obtaining covered outpatient drugs through a group purchasing arrangement. Requires the Secretary of Health and Human Services to establish reasonable exceptions to such requirements, including for drugs unavailable through the program and to facilitate generic substitution when a generic covered drug is available at a lower price. Expands the program to include a drug used in connection with an inpatient or outpatient service by enrolled hospitals. (Currently, only outpatient drugs are covered under the program.) Requires hospitals enrolled in the 340B drug discount program to provide to each state a credit on the estimated annual costs to such hospital of single source and innovator multiple source drugs and noninnovator multiple source drugs provided to Medicaid recipients for inpatient use. Sets forth a formula for calculating the credit. Allows a hospital to avoid paying such credits under certain circumstances. Requires the Secretary to: (1) carry out activities to improve compliance by manufacturers and covered entities with the requirements of the drug discount program; and (2) establish an administrative process for resolving claims by covered entities and manufacturers of violations of such requirements. Requires manufacturers to offer each covered entity covered drugs for purchase at or below the applicable ceiling price if such a drug is made available to any other purchaser at any price.

Inactive Reservists Foreclosure Prevention Act of 2007 - Instructs the Secretary of Housing and Urban Development (HUD) to implement a mortgage assistance program through grants and loans for direct mortgage payments for the primary residential property of designated eligible households. Requires such mortgage assistance to be paid monthly directly to the mortgage servicer during the period that a member of the eligible household is serving on active duty for a period of more than 30 days in the Armed Forces, including extensions in the period of such active duty. Sets forth requirements governing: (1) grant assistance, repayment, and repayment in cases of foreclosure; and (2) application procedures.

Iraq Study Group Recommendations Implementation Act of 2007 - Expresses the sense of Congress: (1) that the President should formulate a comprehensive plan to implement the Iraq Study Group recommendations; (2) respecting diplomatic efforts in Iraq; and (3) respecting redeployment of U.S. combat brigades not necessary for force protection and other specified duties by the first quarter of 2008. States U.S. policy respecting: (1) security and military forces in Iraq; (2) strengthening the U.S. military; (3) police and criminal justice in Iraq; (4) the oil sector in Iraq; (5) improving assistance programs in Iraq; (6) budgetary preparation; and (7) conditions for continued U.S. assistance to Iraq based upon the government of Iraq meeting specified milestones. Requires the President to report to Congress every 90 days respecting such policies' implementation.

Assured Funding for Veterans Health Care Act - Requires the Secretary of the Treasury to make available to the Secretary of Veterans Affairs for programs, functions, and activities of the Veterans Health Administration for FY2008 130 percent of the amount obligated during FY2006. Adjusts the amount provided for fiscal years after FY2008 based on the number of enrolled veterans and the number of other persons eligible but not enrolled who are provided care, multiplied by the per capita baseline amount for FY2006, as increased by the percentage increase in the Consumer Price Index. Prohibits the availability of such funds for: (1) construction, acquisition, or alteration of veterans' medical facilities (other than for repairs provided for before the date of enactment of this Act); or (2) grants for the construction of state home facilities for the furnishing of veterans' domiciliary, nursing home, and hospital care.

America's Better Classrooms Act of 2007 - Amends the Internal Revenue Code to allow a tax credit for investment in qualified public school modernization bonds, defined to include: (1) bonds for the construction, rehabilitation, or repair of a public school facility or for the acquisition of land for such facility (qualified school construction bonds); and (2) bonds to finance certain academic programs below the postsecondary level in empowerment zones or enterprise communities (qualified zone academy bonds). Establishes a national limitation on the issuance of such bonds and provides for the allocation of bond amounts among the states according to a specified formula. Terminates the authority for issuance of such bonds after 2009. Amends the General Education Provisions Act to apply certain labor standards to public school construction projects financed by this Act. Amends the Workforce Investment Act of 1998 to require states to establish employment and training programs relating to the construction or reconstruction of public school facilities.

Rocky Mountain Science Collections Center Act of 2007 - Authorizes the Secretary of the Interior to provide a grant to the Denver Museum of Nature & Science in Denver, Colorado, to pay the federal share of the cost of: (1) constructing one or more on-site collection facilities that meet the standards of the Museum; and (2) obtaining goods and services required by the Museum, including the acquisition of designs, plans, furnishings, equipment, and other support for the Museum. Requires the Museum, as a condition of receiving such assistance, to match any amounts provided to the Museum under this Act. States that, in order to meet such matching requirement, the Museum may provide to the Secretary cash, in-kind donations, and services.

Expresses the sense of Congress that Congress and the President should: (1) increase basic pay for members of all military components by 3.5%, effective January 1, 2008; (2) increase basic pay for all such components during FY2009-FY2012 by at least one-half of 1% more than the raise calculated under the Employment Cost Index; and (3) provide a $40 special survivor indemnity allowance for persons affected by required Survivor Benefit Plan (SBP) annuity offsets for dependency and indemnity compensation.

Ethanol Infrastructure Expansion Act of 2007 - Directs the Secretary of Energy, in coordination with the Secretary of Transportation, to: (1) award up to $1 million to one or more eligible firms to conduct feasibility studies for the construction of one or more dedicated ethanol pipelines; and (2) award up to $1 million to one or more eligible firms to carry out a program to address technical factors that prevent the transportation of ethanol and biodiesel in existing hazardous liquid interstate transmission pipelines.

Renewable Schools Energy Act of 2007 - Amends the Internal Revenue Code to allow a tax credit for investment in qualified renewable school energy bonds. Defines "qualified renewable school energy bond" as a bond with a 20-year term, 95% of the proceeds of which are used for the purchase and installation of renewable energy products for public school and school district administrative buildings in states with a specified percentage of population growth.

Nutrition and Opportunities for the Underserved and Rural Incentives to Secure the Heartland Act of 2007 or NOURISH Act of 2007 - Directs the Secretary of Agriculture to: (1) establish a program through FY2013 to provide greater access and opportunities for minority and socially disadvantaged farmers and ranchers to Department of Agriculture programs and services; and (2) establish the USDA Minority Producer Land Preservation Commission (to terminate nine years after enactment of this Act) to review pending Department foreclosure proceedings. Amends the National Agricultural Research, Extension, and Teaching Policy Act of 1977 to extend authorization of appropriations for education grants for Hispanic-serving institutions. Amends the Food, Agriculture, Conservation, and Trade Act of 1990 to revise pesticide recordkeeping provisions. Amends the Federal Insecticide, Fungicide, and Rodenticide Act to provide for the inclusion of long-term health effects in labeling requirements. Directs the Secretary to: (1) establish, within the Department's Office of Civil Rights and Community Outreach of the Risk Management Agency, an office of Farmworker Coordination; (2) establish a conservation initiative for socially disadvantaged farmers and ranchers; (3) provide cost-share payments and incentive payments to individual producers to address air quality concerns associated with agriculture; (4) implement an integrated pest management initiative in priority areas; and (5) establish the rural regional entrepreneurship program. Authorizes the Secretary to make emergency grants to assist low-income migrant and seasonal farmworkers. Revises the Agricultural Fair Practices Act of 1967. Establishes within the Department the Office of Special Counsel for Competition Matters which shall: (1) investigate and prosecute violations of this Act and the Packers and Stockyards Act, 1921; and (2) serve as a liaison between, and act in consultation with, the Department and the Department of Justice and the Federal Trade Commission (FTC) with respect to competition and trade practices in the food and agricultural sector. Provides for Department and Department of Defense procurement of locally produced agricultural products. Establishes the national organic certification and transition cost share program (in lieu of the current national organic certification cost share program). Extends the: (1) conservation reserve program; (2) grassland reserve program; (3) environmental quality incentives program; (4) conservation innovation grant program; (5) wildlife habitat incentive program; (6) Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) farmers' market nutrition program; (7) senior farmers nutrition program; (8) the community food project competitive grant program; (9) fresh fruit and vegetable program; and (10) farmers' market promotion program. Amends the Food Stamp Act of 1977 to rename the food stamp program as the secure nutrition access program (program). Revises program provisions with respect to: (1) standard deduction increases; (2) combat pay, retirement account, and education account exclusions; (3) minimum benefit increases; (4) countable resource increases; (5) legal immigrant eligibility; (6) work requirements; (7) program administration; (8) cash payment pilot projects; (9) program reauthorization; (10) block grants for Puerto Rico and American Samoa; (11) outreach; (12) natural disasters; (13) Puerto Rico; (14) farmers' markets; and (15) the emergency food assistance program.

Rocky Mountain National Park Wilderness and Indian Peaks Wilderness Expansion Act - Designates certain lands in Rocky Mountain National Park, Colorado, as the Rocky Mountain National Park Wilderness (the Wilderness) and as a component of the National Wilderness Preservation System. Provides for the inclusion of specified potential wilderness land within the Park in such Wilderness. Sets forth provisions: (1) governing continued operations at the Grand River Ditch; and (2) concerning water rights and permitted and prohibited activities within such Wilderness. Directs the Secretary of the Interior to establish an alignment line and identify the boundaries for the East Shore Trail within the East Shore Trail Area. Authorizes necessary adjustments in such boundaries, except any that would place any portion of the Trail in such Wilderness. Includes any portion of such Area that is not traversed by the Trail, that is not west of the Trail, and that is not within 50 feet of the centerline of the Trail in such Wilderness. Amends the Indian Peaks Wilderness Area, the Arapaho National Recreation Area and the Oregon Islands Wilderness Area Act to adjust the boundaries of: (1) the Indian Peaks Wilderness Area; and (2) the Arapaho National Recreation Area. Applies provisions governing leases of National Park System buildings and property to property known as the Leiffer tract near the Park's eastern boundary in Larimer County, Colorado.

New Markets for State-Inspected Meat and Poultry Act of 2007 - Rewrites and renames title III (currently titled,"Federal and State Cooperation") of the Federal Meat Inspection Act as "State Meat Inspection Programs." States that: (1) the goal of a safe and wholesome supply of meat and meat food products would be better served if a consistent set of requirements were applied to all meat and meat food products whether produced under state or federal inspection; (2) under such a system state and federal meat inspection programs would function together to ensure food safety; and (3) such a system would ensure the viability of state meat inspection programs. Authorizes the Secretary of Agriculture to approve a qualifying state meat inspection program and allow the shipment in commerce of carcasses, parts of carcasses, meat, and meat food products so inspected. Sets forth eligibility requirements, including that a state must enforce the requirements of titles I, II, and IV of the Act and enter into a cooperative agreement with the Secretary. Requires the Secretary to review approved plans annually. Directs the Secretary to review each state's meat and poultry inspection program, which shall include: (1) a determination of the plan's effectiveness; and (2) identification of changes necessary to ensure enforcement of federal inspection requirements. Authorizes the Secretary to enter into a cooperative agreement with a state that, among other things: (1) establishes the terms governing the relationship between a state program and the Secretary; (2) requires a state to adopt provisions identical to titles I, II, and IV of the Act; and (3) meets labeling requirements. Directs the Secretary to reimburse a state for at least 50% of the state's costs of meeting federal requirements. Prohibits from state inspection plan participation establishments that have more than 50 employees, except for those subject to state inspection as of 90 days after the effective date of this Act. Authorizes the Secretary to temporarily suspend or take over a noncomplying state program (or an establishment). Permits an establishment in a state with an approved state program to apply for either state or federal inspection. Exempts from such inspection provisions retail stores and restaurants (including specified central kitchen facilities) if the operations are conducted for sale of such prepared articles in normal retail quantities or for service of the articles to consumers at such establishment. Makes similar amendments to the Poultry Products Inspection Act. Prohibits a state or local government from prohibiting or restricting in interstate commerce the movement or sale of meat or meat food products that have been inspected and passed in accordance with the Act or the Poultry Products Inspection Act.

Hearing Aid Assistance Tax Credit Act - Amends the Internal Revenue Code to allow a nonrefundable income tax credit of up to $500 for the purchase of a qualified hearing aid for an individual who is either: (1) age 55 or older; or (2) is claimed as a dependent of the taxpayer.

Mother's Day Centennial Commemorative Coin Act - Instructs the Secretary of the Treasury to mint and issue not more than 400,000 $1 coins emblematic of the 100th anniversary of President Wilson's proclamation designating the second Sunday in May as Mother's Day. Authorizes the Secretary to issue such coins beginning January 1, 2014, except that the Secretary may initiate sales of such coins, without issuance, before such date. Terminates such minting authority after December 31, 2014. Requires coin sales to include a $10 surcharge per coin, with distribution of such surcharges to the Susan G. Komen for the Cure and the National Osteoporosis Foundation for the purpose of furthering research.

Hardrock Mining and Reclamation Act of 2007 - Applies this Act to any mining claim, millsite claim, or tunnel site claim located under the general mining laws. Conditions federal issuance of a patent for any mining claim located under the general mining laws upon specified determinations made by the Secretary of the Interior. Subjects production of locatable minerals from a mining claim to a royalty of 8 % of the net smelter return. Sets forth requirements governing: (1) lands open to location; (2) environmental protection standards, including reclamation, in connection with mineral activities on mining claims, millsite claims, or tunnel site claims; and (3) state or local law that meets or exceeds requirements of this Act. Establishes the Abandoned Locatable Minerals Mine Reclamation Fund and the Locatable Minerals Community Impact Assistance Fund. Authorizes the Secretary of the Interior and the Secretary of Agriculture (Secretaries) to establish user fees to reimburse federal expenditures in administering this Act. Requires the Secretaries to inspect and monitor mineral activities to ensure compliance with the environmental protection requirements of this Act. Amends the Energy Policy Act of 1992 to subject oil shale claims to the reclamation requirements of this Act. Declares the Multiple Minerals Development Act, and specified federal law regarding unpatented mining claims, applicable to all mining claims located under the general mining laws and maintained in compliance with this Act. Subjects deposits of specified mineral materials to disposal only under the Materials Act of 1947.

EEOICPA Ombudsman Extension and Enhancement Act of 2007 - Amends the Energy Employees Occupational Illness Compensation Program Act of 2000 to: (1) make permanent the authority of the Office of the Ombudsman of the Department of Labor; and (2) increase the duties of the Ombudsman under the Energy Employees Occupational Illness Compensation Program, including to assist in making claims for benefits for Department of Energy (DOE) contractor employees who have contracted a covered illness through exposure at a DOE facility and to act as an advocate for such employees in appropriate cases.

Rural Broadband Initiative Act of 2007 - Amends the Rural Electrification Act of 1936 to establish in the Department of Agriculture the Office of Rural Broadband Initiatives, to be headed by the Under Secretary for Rural Broadband Initiatives. States that the Under Secretary shall: (1) administer all rural broadband-related grant and loan programs previously administered by the Administrator of the Rural Utilities Service, including the rural broadband access loan and loan guarantee program and the community connect grant program; (2) conduct rural outreach; (3) foster development of a comprehensive rural broadband strategic vision; (4) assess relevant technologies; (5) serve as a single information source for all federal rural broadband programs and services; and (6) provide technical assistance to state, regional, and local governments to develop broadband deployment strategies. Directs the Under Secretary to submit: (1) to the President and to Congress a comprehensive rural broadband strategy report; and (2) to Congress a plan for a Rural Broadband Advisory Panel. Establishes in the Treasury the National Rural Broadband Innovation Fund.

Internet Radio Equality Act - Declares to be ineffective: (1) the March 2, 2007, Determination of Rates and Terms of the U.S. Copyright Royalty Judges regarding rates and terms for the digital performance of sound recordings and ephemeral recordings; (2) the April 17, 2007, modification of that determination by an order denying motions for rehearing; and (3) any subsequent modification by the Copyright Royalty Judges published in the Federal Register. Replaces standards for determining reasonable rates and terms of royalty payments for public performances of sound recordings by means of eligible nonsubscription transmission services and new subscription services with a requirement that such rates and terms be established in accordance with stated objectives of the Copyright Royalty Judges. (Currently, rates and terms are required to distinguish among different types of eligible nonsubscription transmission services and include a minimum fee for each type.) Allows a minimum annual royalty for each provider subject to such rates and terms. Provides a transition rule for payment of royalties by providers of digital audio transmissions that would have been subject to the rates and terms nullified by this Act. Revises royalty payment provisions concerning the use of certain works in noncommercial broadcasting to include: (1) sound recordings; and (2) performance or display by nonprofit organizations and public broadcasting entities. Provides a transition rule for the payment by a public broadcasting entity to owners of copyrights in sound recordings. Requires a report to the Copyright Royalty Judges by the Assistant Secretary of Commerce for Communications and Information on the competitiveness of the Internet radio marketplace and the effect on Internet radio providers of proposed rate determinations in proceedings concerning: (1) public performances of sound recordings by means of the services described above; or (2) the use of certain works in noncommercial broadcasting. Requires the Federal Communications Commission (FCC), upon publication of the commencement of proceedings of the Copyright Royalty Judges to determine rates and terms under the statutory license described in this Act, to report on the effect of such proposals on localism, diversity, and competition in the Internet radio marketplace (including in rural areas). Requires a report to Congress and the Copyright Royalty Judges by the Corporation for Public Broadcasting (CPB) on the effect of such proposals upon public broadcasting licensees and permittees.

Rural Broadband Improvement Act - Amends provisions of the Rural Electrification Act of 1936 relating to loans and loan guarantees for the provision of broadband service in eligible rural communities to revise the definition of "eligible rural communities." Regulates the amount of a loan or loan guarantee. Requires full repayment of a loan or loan guarantee if a project is not entirely completed within 3 years.

Promoting Lifelong Active Communities Every Day Act or the PLAY Every Day Act - Requires the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to develop the Community Play Index to measure the policy, program, or environmental barriers in communities to participating in physical activity. Requires the Index to include: (1) measurements that examine barriers to physical activities across multiple settings; and (2) measurements to assist economically and culturally diverse communities in examining the social determinants of health. Requires the Secretary, acting through the Director, to award grants to state health departments for work in partnership with community-based coalitions to plan and implement model communities of play that: (1) increase the physical spaces and places available for physical activity; (2) increase the opportunities for children and families to participate in quality play and the number of children and families participating in quality play; and (3) increase knowledge and awareness about the importance of individuals achieving 60 minutes of recommended physical activity every day.

Civil Rights Act of 1964 Commemorative Coin Act - Requires the Secretary of the Treasury to mint and issue, during 2014, up to 350,000 one-dollar coins designed to be emblematic of the enactment of the Civil Rights Act of 1964 and its contribution to civil rights in America. Requires sales to include a $10 surcharge per coin, which shall be paid to the United Negro College Fund.

Employment Non-Discrimination Act of 2007 - Prohibits employment discrimination on the basis of actual or perceived sexual orientation or gender identity by covered entities (employers, employment agencies, labor organizations, or joint labor-management committees). Prohibits preferential treatment or quotas. Allows only disparate treatment claims. Prohibits related retaliation. Makes this Act inapplicable to: (1) religious organizations; and (2) the relationship between the United States and members of the armed forces. States that this Act does not repeal or modify any federal, state, territorial, or local law creating a special right or preference concerning employment for a veteran. Provides for the construction of this Act with regard to: (1) enforcement by employers of rules and policies; (2) sexual harassment; (3) certain shared facilities such as showers or dressing facilities; (4) dress and grooming standards; and (5) certain matters relating to marriage. Prohibits the Equal Employment Opportunity Commission (EEOC) from collecting statistics from covered entities on actual or perceived sexual orientation or gender identity or compelling the collection by covered entities of such statistics. Provides for enforcement, including giving the EEOC, the Librarian of Congress, the Attorney General, and U.S. courts the same enforcement powers as they have under specified provisions of the Civil Rights Act of 1964, the Government Employee Rights Act of 1991, and other specified laws. Allows actions and proceedings against state governments and, subject to limitation, the federal government.

Rural Veterans Health Care Improvement Act of 2007 - Authorizes the Secretary of Veterans Affairs to pay travel expenses for veterans receiving treatment at Department of Veterans Affairs (VA) facilities at the rate provided to federal employees in connection with the performance of official duties. Directs the Secretary to: (1) establish and operate at least one and up to five centers of excellence for rural health research, education, and clinical activities; (2) establish a grant program to provide innovative transportation options to veterans in remote rural areas; (3) carry out demonstration projects to examine alternatives for expanding care for veterans in rural areas; and (4) report annually to Congress on matters related to VA care for veterans residing in rural areas.

Decent Working Conditions and Fair Competition Act - Amends the Tariff Act of 1930 to revise the prohibition on importing convict-made goods into the United States to make it unlawful to: (1) import into, or export from, the United States any sweatshop good; or (2) introduce into commerce, sell, trade, or advertise in commerce, offer to sell, or transport or distribute in U.S. commerce, any sweatshop good. Grants the President, for reasons of national interest, authority to recommend waiver of the applications set forth in this Act in connection with the goods of any country with respect to one or more of the principles and rights defined in this Act as a core labor standard. Sets forth procedures for consideration of such a waiver. Makes it unlawful for persons to introduce into commerce, sell, trade, or advertise in commerce, offer to sell or transport or distribute in commerce any sweatshop good. Requires the Federal Trade Commission (FTC) to enforce this prohibition as if it were an unfair or deceptive act or practice proscribed under the Federal Trade Commission Act. Allows specified persons with standing to bring a civil action in U.S. district courts against sellers of goods, wares, articles, or merchandise on grounds of a violation of such prohibition. Prohibits executive agencies and the Armed Forces from entering into procurement contracts for sweatshop goods. Prohibits anything in this Act from being construed to preempt a state from regulating labor standards required in the mining, production, or manufacture of merchandise purchased by the state.

Medicare Cost Contract Extension and Refinement Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to: (1) extend the period reasonable cost reimbursement contracts under Medicare can remain in the market, and the period during which they can be modified to expand their service area; and (2) apply to extended or renewed reasonable cost contracts certain requirements under Medicare part C (Medicare Advantage).

Teach for America Act - Authorizes the Secretary of Education to award a grant to Teach For America, Inc. to implement and expand its program of recruiting, selecting, training, and supporting new teachers. Requires that grant funds be used to provide teachers to local educational agencies that serve a substantial percentage of students eligible for free or reduced price meals under the Richard B. Russell National School Lunch Act. Directs the Secretary of Education to provide for a study, at least once every three years, comparing the academic achievement of students taught by teachers assisted by this Act with the academic achievement of students taught by other teachers in the same schools and positions.

Department of Energy Carbon Capture and Storage Research, Development, and Demonstration Act of 2007 - Amends the Energy Policy Act of 2005 to direct the Secretary of Energy to: (1) carry out fundamental science and engineering research to develop and document new approaches to capture and store carbon dioxide; (2) ensure that fundamental research is appropriately applied to energy technology development activities and the field testing of carbon sequestration activities; (3) promote regional carbon sequestration partnerships to conduct geologic sequestration tests involving carbon dioxide in a variety of geological settings; and (4) conduct at least seven initial large-volume sequestration tests for geological containment of carbon dioxide. Directs the Secretary, in making competitive awards, to give preference to proposals from partnerships among industrial, academic, and government entities.
