FairTax Act of 2015 This bill is a tax reform proposal that imposes a national sales tax on the use or consumption in the United States of taxable property or services in lieu of the current income and corporate income tax, employment and self-employment taxes, and estate and gift taxes. The rate of the sales tax will be 23% in 2017, with adjustments to the rate in subsequent years. There are exemptions from the tax for used and intangible property, for property or services purchased for business, export, or investment purposes, and for state government functions. Under the bill, family members who are lawful U.S. residents receive a monthly sales tax rebate (Family Consumption Allowance) based upon criteria related to family size and poverty guidelines. The states have the responsibility for administering, collecting, and remitting the sales tax to the Treasury. Tax revenues are to be allocated among: (1) the general revenue, (2) the old-age and survivors insurance trust fund, (3) the disability insurance trust fund, (4) the hospital insurance trust fund, and (5) the federal supplementary medical insurance trust fund. No funding is allowed for the operations of the Internal Revenue Service after FY2019. Finally, the bill terminates the national sales tax if the Sixteenth Amendment to the Constitution (authorizing an income tax) is not repealed within seven years after the enactment of this Act.

Tax Code Termination Act Terminates the Internal Revenue Code of 1986 after December 31, 2019, except for self-employment taxes, Federal Insurance Contributions Act (FICA) taxes, and railroad retirement taxes. Requires a two-thirds majority vote in Congress to change such termination date. Declares that any new federal tax system should be a simple and fair system that: (1) applies a low rate to all Americans, (2) provides tax relief for working Americans, (3) protects the rights of taxpayers and reduces tax collection abuses, (4) eliminates the bias against savings and investment, (5) promotes economic growth and job creation, and (6) does not penalize marriage or families. Requires that the new federal tax system be approved by Congress in its final form by July 4, 2019.

Expresses the sense of the House of Representatives that: (1) the President should declassify a 28-page section of the Joint Inquiry into Intelligence Community Activities Before and After the Terrorist Attacks of September 2001, and (2) the families of the victims and the people of the United States deserve answers about the events and circumstances surrounding the September 11, 2001, attacks on the United States.

Separation of Powers Act of 2014 - Prohibits the use of funds appropriated or otherwise made available to any federal department or agency to: parole an alien into the United States or grant deferred action on a final order of removal for any reason other than on a case-by-case basis for urgent humanitarian reasons; or issue to an alien who is unlawfully present in the United States any document attesting to such alien's lawful permanent resident status or U.S. employment authorization.

Directs the Secretary of State, in accordance with the Rewards for Justice program authorized under the State Department Basic Authorities Act of 1956, to offer a reward to any individual who furnishes information leading to the arrest or conviction in any country of any individual for committing, conspiring or attempting to commit, or aiding or abetting in the commission of the kidnapping and murder of James Foley, Peter Kassig, or Steven Sotloff or the kidnapping and murder of any other U.S. citizen by a foreign terrorist organization. Limits to $5 million the total amount of rewards offered in connection with the kidnapping and murder of any such individual.

Stop Ebola Act - Prohibits: (1) a consular officer from issuing an immigrant or nonimmigrant visa to any alien who is a citizen or national of a country designated by the World Health Organization as having widespread and intense transmissions under the World Health Organization Ebola Response Roadmap; and (2) an alien from being admitted into the United States if the alien's journey to the United States originated in, or included transit through, any such country.

States that crude oil produced within the jurisdiction of the Kurdistan Regional Government of Iraq shall, upon entering U.S. jurisdiction, be deemed to be owned exclusively by the Kurdistan Regional Government of Iraq or by any person that purchased such crude oil from the Kurdistan Regional Government of Iraq. Authorizes the President to provide defense articles and defense services directly to the Kurdistan Regional Government of Iraq.

Fairness in Student Loan Repayment Act - Amends title IV (Student Assistance) of the Higher Education Act of 1965 to require the Secretary of Education to make available to borrowers of Federal Family Education Loans (FFELs) the following loan repayment options and benefits that are made available to borrowers of William D. Ford Federal Direct Loans (DLs): standard repayment plans, graduated repayment plans, extended repayment plans, income contingent repayment plans, income-based repayment plans, or alternative repayment plans that the Secretary deems appropriate; the loan deferments that are made available to certain borrowers who are still in school, unemployed, performing specified military service, or facing an economic hardship; payments of interest on behalf of military personnel; the repayment plan for public service employees; and the non-accrual of interest on the loans of active duty military personnel. Directs the Secretary to pay to FFEL holders the principal, interest, or special allowance payments needed to apply these options and benefits to FFEL borrowers.

Travel and Resource Access Including Local Stakeholders Act - Requires the Director of the Bureau of Land Management (BLM), as a condition on the preparation of an environmental impact statement or environmental assessment under the National Environmental Policy Act of 1969 (NEPA) for a proposed access travel management action, to consult with affected counties for the purpose of incorporating their needs, uses, and input. Prohibits the Secretary from implementing such an action until the Secretary: (1) complies with such consultation requirement, and (2) obtains the concurrence of each affected county. Defines an "access travel management action" as a BLM action that will alter public access to public lands, including any change in access to mining claims or access using motorized vehicles or nonmotorized means resulting from the decommissioning of a road or trail, a change in the status of a road as open or closed, or a change in road densities.

CDBG Grant Return Act of 2014 - Amends the Housing and Community Development Act of 1974 to authorize any metropolitan city, urban county, local government, Indian tribe, or insular area that directly or indirectly receives amounts from a community development block grant (CDBG), at its sole discretion, to return to the Treasury any or all of such amounts. Allows each entity, at its discretion, to retain and use for any purpose up to 10% of such returned funds. Requires the returned funds to be covered into the Treasury General Fund. Prohibits them from being reallocated, redistributed, or otherwise made available under the Act.

Declares that the state of war between the United States and the self-described Islamic State and its affiliates and subsidiaries, which has thus been thrust upon the United States, is formally declared. Authorizes and directs the President to use all necessary and appropriate force and resources to carry on a war against the Islamic State and its affiliates and subsidiaries.

Expresses the sense of the House of Representatives that the current outbreak of Ebola in Guinea, Sierra Leone, and Liberia is an international health crisis and is the largest and most widespread outbreak of the disease ever recorded. Calls on all nations to immediately provide additional resources to help affected nations address current and future public health crises. Requests development of a global health security plan to respond to disease outbreaks. Urges the prioritization of the elimination of Ebola as a public health threat.

Tax and Fee Collection Fairness Act of 2014 - Prohibits a state from requiring any person to collect from, or remit on behalf of, any other person any state or local fee, tax, or surcharge imposed on a purchaser or user with respect to the purchase or use of any product or service within a state, unless there is transactional nexus between the person from whom the state seeks to require such collection or remittance and the purchaser or user of such product or service. Defines "transactional nexus" as a direct monetary transaction between the person required to collect or remit the fee, tax, or surcharge and the purchaser or user upon whom the fee, tax, or surcharge is imposed.

Emergency Iron Dome Replenishment Act - Authorizes the President, through the Secretary of Defense (DOD) and the Secretary of State, to provide assistance to Israel for the procurement, maintenance, and sustainment of the Iron Dome anti-missile defense system.

Prohibits any federal agency or instrumentality from using federal funding or resources to: (1) consider or adjudicate any new or previously denied application of any alien requesting consideration of deferred action for childhood arrivals, as authorized by Executive memorandum on August 15, 2012; or (2) authorize any alien to work in the United States who was not lawfully admitted into the United States and who is not in lawful status in the United States on the date of enactment of this Act.

Asylum Reform and Border Protection Act of 2014 - Amends the William Wilberforce Trafficking Victims Protection Reauthorization Act of 2008 to direct the Secretary of State to negotiate agreements between the United States and other countries for the repatriation of children. Requires that such agreements protect children from severe forms of trafficking in persons and provide for their safe removal and repatriation. (Current law provides separate procedures for unaccompanied alien children from countries that are or are not contiguous to the United States.) Subjects all children who do not make a claim of asylum or fear of persecution to initial screening and expedited removal. (Maintains the exception for Cuban children arriving by air.) Prohibits the government from bearing any expense of counsel for any person in a removal or related appeal proceedings. Adds an additional requirement in order to establish a credible fear of persecution claim in an asylum interview. Limits humanitarian and public interest parole authority. Prohibits the Secretary of Homeland Security (DHS) from using parole authority for an alien who is ineligible for refugee status. Authorizes the DHS Secretary to designate groups as criminal street gangs. Requires detention for anyone found inadmissible or deportable for criminal street gang membership. Bars individuals found inadmissible or deportable for such membership from asylum, temporary protected status, or special immigrant juvenile status. Amends the Homeland Security Act of 2002 to revise the definition of "unaccompanied alien child." Prohibits an unaccompanied alien child (UAC) from applying for asylum if such child: (1) may be removed to a safe third country, or (2) has not applied for asylum within one year after arrival in the United States. Provides for additional immigration judges and U.S. Immigration and Customs Enforcement (ICE) attorneys. National Security and Federal Lands Protection Act - Prohibits the Secretary of the Interior or the Secretary of Agriculture (USDA) from restricting specified U.S. Customs and Border Protection (CBP) activities on federal land within 100 miles of an international land border to: (1) execute search and rescue operations, and (2) prevent unlawful U.S. entries through the international land borders of the United States. Directs the Secretary of State to suspend all foreign assistance to certain countries that refuse to: (1) negotiate a child repatriation agreement, or (2) accept from the United States repatriated unaccompanied alien children who are nationals or residents of the sending country. Permits the use of foreign assistance for repatriation and reintegration purposes.

Recognizes, supports, and defends the constitutional authority of the governors of Texas, New Mexico, Arizona, and California to deploy units of the National Guard to secure the international border of the United States within their states. Urges such governors to immediately deploy units of the National Guard to: (1) gain effective control of the southern border of the United States, and (2) prevent anyone without legal immigration status from entering the United States. Declares a commitment to appropriating the necessary monies to effectively support any such deployments.

Condemns the use of innocent civilians as human shields, including Hamas's use of this illegal tactic. Calls on: (1) the international community to recognize Hamas's grave breaches of international law by using human shields, and (2) Mahmoud Abbas to condemn the use of innocent civilians as human shields. Places responsibility for launching the rocket attacks on Hamas and other terrorist organizations, such as Islamic Jihad, in Gaza. Supports Israel's sovereign right to defend its territory and stop the rocket attacks on its citizens. Expresses condolences to the families of the innocent victims on both sides of the conflict. Supports Palestinian civilians who reject Hamas and all forms of terrorism and who desire to live in peace with their Israeli neighbors.

Fuel Choice for American Prosperity and Security Act of 2014 - Revises requirements for calculating the average fuel economy for automobile manufacturers. Prescribes requirements to calculate the average fuel economy for a manufacturer of a fuel choice enabling vehicle to be the average fuel economy determined for an automobile manufacturer, plus 4 miles per gallon. Defines "fuel choice enabling vehicle" to mean an automobile that: operates on natural gas, hydrogen, propane, or biodiesel; is a flexible fuel vehicle; is a plug-in electric drive vehicle; is propelled solely by a fuel cell that produces power without the use of petroleum or petroleum-based fuel; or is propelled solely by something other than an internal combustion engine that operates on something other than petroleum-based fuel.

Waters of the United States Regulatory Overreach Protection Act of 2014 - Prohibits the U.S. Army Corps of Engineers and the Environmental Protection Agency (EPA) from: developing, finalizing, adopting, implementing, applying, administering, or enforcing the proposed rule entitled, "Definition of 'Waters of the United States' Under the Clean Water Act," issued on April 21, 2014, or the proposed guidance entitled, "Guidance on Identifying Waters Protected By the Clean Water Act," dated February 17, 2012; or using the proposed rule or proposed guidance, any successor document, or any substantially similar proposed rule or guidance as the basis for any rulemaking or decision regarding the scope or enforcement of the Federal Water Pollution Control Act (commonly known as the Clean Water Act). Requires the Army Corps and the EPA to withdraw the interpretive rule entitled, "Notice of Availability Regarding the Exemption from Permitting Under Section 404(f)(1)(A) of the Clean Water Act to Certain Agricultural Conservation Practices," issued on April 21, 2014. Requires the Army Corps and the EPA to consult with relevant state and local officials to develop recommendations for a regulatory proposal that would identify the scope of waters covered under the Clean Water Act and the scope of waters not covered.

Medicare DMEPOS Audit Improvement and Reform (AIR) Act of 2014 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to establish a Medicare Administrative Contractor Payment Outreach and Education Program for DMEPOS (durable medical equipment, prosthetics, orthotics, and supplies) suppliers. Requires each Medicare administrative contractor responsible for DMEPOS payments, in order to reduce improper payments to DMEPOS suppliers under Medicare part B (Supplementary Medical Insurance), to provide suppliers, physicians and practitioners who prescribe DMEPOS, and discharge planners and case managers who coordinate DMEPOS for individuals in the contractor's area with error rate reduction training as well as: a list of suppliers' most frequent payment errors and the most expensive payment errors over the last quarter, specific instructions regarding how to correct or avoid such errors in the future as well as to prevent future issues related to new audits, and a notice of all new topics that have been approved by the Secretary of Health and Human Services (HHS) for audits. Sets forth the structure for audits of DMEPOS suppliers, requiring a contractor to give priority to activities under the DMEPOS payment outreach and education program that will reduce improper Medicare payments based on technical errors, medical necessity, and fraud. Requires annual reports to Congress on the use of recovery audit contractors under the Medicare Integrity Program to include certain information on the results of audit appeals related to DMEPOS. Requires the Secretary to: (1) increase the maximum record requests made by Medicare DMEPOS contractors in auditing claims of suppliers with a relatively high audited claims error rate for DMEPOS payments, and (2) decrease the maximum record requests for suppliers with a relatively low error rate. Directs the Secretary to limit the audit documentation review period for Medicare administrative contractors to three years.

Expedited Family Reunification Act of 2014 - Amends the William Wilberforce Trafficking Victims Protection Reauthorization Act of 2008 to provide that any unaccompanied alien child (UAC) who has not been a victim of a severe form of trafficking in persons or does not have a credible fear of persecution on returning to his or her country of nationality or of last habitual residence shall be: (1) placed in removal proceedings, (2) eligible for voluntary departure at no cost to the child, and (3) provided with access to counsel. (Currently such expedited removal requirements apply to unaccompanied children from countries that are contiguous to the United States.) Directs the Secretary of State to negotiate agreements, in addition to countries contiguous to the United States, between the United States and Belize, Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua, Panama, and any other appropriate country regarding the repatriation of children. Applies the requirements of this Act to any UAC apprehended on or after June 15, 2012.

Lawful Ivory Protection Act of 2014 - Amends the Endangered Species Act of 1973 to prohibit any regulation that goes in effect after February 24, 2014, from: prohibiting or restricting the possession, sale, delivery, receipt, shipping, or transportation of elephant ivory that has been lawfully imported; changing any methods of, or standards for, determining if ivory has been lawfully imported; or prohibiting or restricting the importation or possession of ivory that was lawfully importable or possessable on that date.

Iran Nuclear Agreement Accountability Act - Directs the President, within three days of the conclusion of any agreement between the United States, any other party, and the Islamic Republic of Iran related to Iran's nuclear program, to submit such agreement to Congress. Sets forth expedited procedures for a joint congressional resolution of approval or disapproval of any such agreement. States that nothing in this Act shall be construed as approval of sanctions relief in connection with any agreement regarding Iran's nuclear program.

Charitable Automobile Red-Tape Simplification Act of 2014 or the CARS Act of 2014 - Amends the Internal Revenue Code, with respect to the tax deduction for charitable contributions, to modify the substantiation rules for donations of qualified vehicles (i.e., motor vehicles manufactured primarily for use on public streets, roads, and highways and boats or airplanes) to require: (1) a statement with respect to such qualified vehicles and a good faith estimate of their value at the time of donation; and (2) a contemporaneous written acknowledgement of the contribution by the donee organization, with information about the donor and the qualified vehicle.

Commonsense Legislative Exceptional Events Reforms Act of 2014 - Amends the Clean Air Act to revise the requirements for regulations that govern the review and handling of air quality monitoring data influenced by exceptional events. (The Environmental Protection Agency [EPA] may exclude monitored exceedances of the National Ambient Air Quality Standards from consideration when designating an area as nonattainment, redesignating an area as nonattainment, or reclassifying an existing nonattainment area to a higher classification if a state demonstrates that an exceptional event caused the exceedances.) Requires the criteria used to determine if an exceptional event was demonstrated to be specific in order to minimize the discretion of the EPA in approving or disapproving the demonstration. Requires the EPA to make a determination within 90 days after the submission of a petition by a state of an exceptional event demonstration. Considers the demonstration approved if the EPA does not make a determination by that deadline. Requires a determination to be based on a preponderance of the evidence and to accord substantial deference to the findings of the state exceptional event demonstration. Establishes an appeal process for reviewing a disapproval of a demonstration.

Condemns and disapproves of the Obama administration's failure to comply with the lawful 30-day statutory reporting requirement in releasing the five senior Taliban members from detention at U.S. Naval Station, Guantanamo Bay, Cuba. Expresses concern over: (1) national security implications that may arise from the Taliban members' release; and (2) the repercussions of negotiating with terrorists, and the risk that such negotiations may further encourage hostilities and the abduction of Americans. Stipulates that further violations of appropriate law are unacceptable. Declares misgivings about the prospect of any similar transfers from Guantanamo, even if undertaken pursuant to statutory requirements. States that the Obama administration's release of the five detainees has burdened unnecessarily the trust in the administration's commitment and ability to work with the legislative branch, and therefore works against the best interest of the people of the United States.

Ozone Regulatory Delay and Extension of Assessment Length Act of 2014 or the ORDEAL Act of 2014 - Amends the Clean Air Act to lengthen from 5 years to 10 years the intervals at which the Environmental Protection Agency (EPA) is required to review and revise air quality criteria and primary and secondary national ambient air quality standards (NAAQS). Eliminates the EPA's authority to review and revise criteria or promulgate new standards for ozone concentrations earlier or more frequently than required. Prohibits the EPA from reviewing and revising NAAQS for ozone concentrations before February 1, 2018. Requires the EPA to complete a thorough review of the standards and make revisions not later December 31, 2018. Lengthens from 5 years to 10 years the intervals at which an independent scientific review committee is required to review air quality criteria and NAAQS and recommend any new standards or revisions to existing criteria and standards. Delays the review by an independent scientific review committee of NAAQS for ozone concentrations until February 1, 2018.

Regulatory Agency Demilitarization Act - Prohibits a federal agency from purchasing or using a firearm. Excludes the Departments of Defense (DOD), Justice (DOJ), and Homeland Security (DHS), the military departments, the Nuclear Regulatory Commission (NRC), the U.S. Capitol Police, the Bureau of Diplomatic Security, and the Central Intelligence Agency (CIA). Directs the Comptroller General to submit a report to Congress annually that includes: information regarding each federal agency that has specialized units that receive special tactical or military-style training or use hard-plated body armor, shields, or helmets and that respond to high-risk situations that fall outside the capabilities of regular law enforcement officers; a description of each such unit; a description of the training and weapons of each such unit; the criteria for activating each such unit and how often each such unit was activated for each of the previous ten years; the annual cost of equipping and operating each such unit; and any other information that is relevant to understanding the usefulness and justification for the units. Amends the Inspector General Act of 1978 to repeal provisions authorizing law enforcement powers for an Inspector General, any Assistant Inspector General for Investigations under an Inspector General, and any special agent supervised by such an Assistant Inspector General.

Bill Williams River Water Rights Settlement Act of 2014 - Authorizes, ratifies, and confirms the Big Sandy River-Planet Ranch Water Rights Settlement Agreement between the Hualapai Tribe, the Department of of the Interior, the Arizona Game and Fish Commission, the Arizona Department of Water Resources, and the Freeport Minerals Corporation. Authorizes, ratifies, and confirms the Hualapai Tribe Bill Williams River Water Rights Settlement Agreement between the Tribe, the United States as trustee for the Tribe, and Freeport Minerals Corporation. Directs the Secretary of Interior to execute both agreements. Sets forth provisions regarding the waiver, release, and retention of specified water rights claims.

Transparency in Education Act - Prohibits the Secretary of Education from issuing a final rule or implementing a proposed rule affecting the determination as to whether a postsecondary career education program provides training that leads to gainful employment in a recognized occupation, which is required if it is to participate in a program under title IV (Student Assistance) of the Higher Education Act of 1965 (HEA), until 90 days after: the Secretary publishes a complete data analysis on the impact of such proposed rule on all postsecondary education programs and students at all categories of institutions of higher education that participate in a program under title IV of the HEA, that analysis is published in a format similar to the Gainful Employment 2012 Informational Rate Calculations published by the Department of Education, and the Comptroller General (GAO) issues a report that reviews such data analysis for accuracy and completeness.

Access to Veteran-Centered Community Care Act - Directs the Secretary of Veterans Affairs (VA) to: (1) determine that a VA facility is not capable of furnishing the care or services required if a veteran has been waiting for 14 days or longer for an appointment to receive hospital care or medical services, including primary care, in such a facility; and (2) ensure that such care or services are provided to such a veteran at a non-VA facility under contract with the VA. Requires: (1) any referral of a veteran who, in the course of receiving hospital care or medical services in a non-VA facility, is referred to another non-VA facility for specialty care, to be submitted to the Secretary; and (2) the Secretary, if he or she does not reject such referral during the 72-hour period following its submittal, to ensure that such specialty care is provided to the veteran at a non-VA facility under contract with the VA.

Southwest Border Protection Act of 2014 - Requires Secretary of Defense (DOD), at the request of a governor of a state that shares a portion of the international border between the United States and Mexico, to order to active duty, and provide for the deployment of, at least 10,000 members of the National Guard to assist the U.S. Customs and Border Protection in achieving operational control of such border. Provides for such deployment to be in addition to the number of National Guard members already deployed along such border as of the enactment of this Act. Requires such a governor-requested deployment to continue until: (1) the Secretary of Homeland Security (DHS) certifies that the federal government has achieved operational control, or (2) the governor withdraws the request. Exempts National Guard members deployed under this Act from being counted toward any limits on: (1) end strength, or (2) the number of National Guard personnel that may be placed on active duty for operational support.

End Neglected Tropical Diseases Act - Defines "neglected tropical diseases" (NTDs), for purposes of this Act, as infections caused by pathogens, including viruses, bacteria, protozoa, and helminths that disproportionately impact individuals living in extreme poverty, especially in developing countries. Expresses the sense of Congress that the Neglected Tropical Diseases Program of the U.S. Agency for International Development (USAID) should be modified with respect to rapid impact package treatments, school-based NTD programs, and new approaches to reach the goals of eliminating NTDs set forth by the World Health Organization. Sets forth measures to expand the USAID program, including by establishment of a research and development program. Adds to the duties of the of the Coordinator of United States Government Activities to Combat HIV/AIDS Globally the coordination with HIV/AIDS activities of those relating to combatting NTDs, particularly in countries and regions that are highly endemic for female genital schistosomiasis. Urges the Secretary of State to: (1) engage the Global Fund to Fight AIDS, Tuberculosis and Malaria in discussions of whether to expand the authority of the Fund for the control and elimination of NTDs; and (2) engage G-20 countries to significantly increase their role in the that effort, particularly Argentina, Brazil, China, India, Indonesia, Mexico, the Republic of Korea, Saudi Arabia, and South Africa. Requires the President to direct the U.S. representatives to the United Nations and the International Bank for Reconstruction and Development to urge actions on NTDs, including deworming programs. Requires the Secretary of Health and Human Services (HHS) to continue to promote the need for NTD programs and activities through interagency groups and international forums and report to Congress on NTDs in the United States. Authorizes HHS to enter into cooperative agreements to support one or more centers of excellence for NTD research. Requires the Director of the National Institutes of Health (NIH) to establish a panel to evaluate issues relating to worm infections, including potential solutions such as deworming medicines.

Expresses the sense of the House of Representatives that: (1) the government of Mexico should release U.S. Marine Sgt. Andrew Tahmooressi and provide for his return to the United States so he can receive appropriate medical assistance, and (2) the President should utilize the full powers and authorities of his office to secure Sgt. Tahmooressi's release.

Protection and Accountability Regulatory Act of 2014 - Nullifies the following proposed rules of the Environmental Protection Agency (EPA): (1) Emission Guidelines for Existing Stationary Sources: Electric Utility Generating Units, (2) Standards of Performance for Greenhouse Gas Emissions from New Stationary Sources: Electric Utility Generating Units, and (3) Carbon Pollution Standards for Modified and Reconstructed Stationary Sources: Electric Utility Generating Units. Prohibits the Administrator of the EPA from issuing or implementing for five years any rule that is substantially similar to the proposed rules unless a federal law is enacted specifically authorizing such a rule.

Veteran Access to Care Act of 2014 - Directs the Secretary of Veterans Affairs (VA) to enter into contracts with such non-VA facilities as may be necessary to furnish hospital care and medical services to veterans who: have waited longer than the wait-time goals of the Veterans Health Administration (VHA) (as of June 1, 2014) for an appointment for hospital care or medical services in a VA facility; have been notified by a VA facility that an appointment for hospital care or medical services is not available within such wait-time goals; or reside more than 40 miles from the VA medical facility, including a community-based outpatient clinic, that is closest to their residence. Allows eligible veterans who opt for hospital care or medical services in a non-VA facility to receive such care or services through the completion of the episode of care, but for no longer than 60 days. Directs the Secretary, to the extent that appropriations are available to the VHA for medical services, to reimburse non-VA facilities with which the VA does not have such a contract for providing hospital care and medical services to such veterans, if such care and services cannot be provided within the VHA's wait-time goals in a facility with which the VA has a contract. Sets the reimbursement rate for such care or services at the greatest of the VA, Medicare, or TRICARE (a Department of Defense [DOD] managed care program) payment rate for such care or services. Terminates the Secretary's authority to contract with or reimburse non-VA facilities for the provision of such care and services two years after this Act's enactment. Directs the Secretary to enter into a contract or contracts with a private entity or entities with experience in VHA and private delivery systems and in health care management to conduct an independent assessment of the hospital care and medical services furnished in VA facilities. Prohibits the Secretary from paying awards and bonuses to VA employees for FY2014-FY2016.

Safeguarding Classrooms Hurt by ObamaCare's Obligatory Levies - Amends the Internal Revenue Code to exclude any elementary or secondary school, state or local educational agency, and institution of higher education from the definition of "applicable large employer" for purposes of the employer mandate to provide health care coverage for employees. Directs the Secretary of Education to study and report on the impact of the employer health insurance mandate on educational agencies and institutions before and after the enactment of this Act.

Modifies the definition of "antique firearm" under the federal criminal code and the Internal Revenue Code to cover any firearm manufactured in or before the calendar year that is 100 years before the year in which a determination is made as to whether the firearm is an antique firearm (currently, any firearm manufactured in or before 1898).
